My charge is to review briefly "Coal In The Electric Utility Industry - Present and Future." Thus, I will not dwell on the overall energy picture, other than to express what most others involved in the energy picture know - we're in trouble! Several years ago, speaking to another engineering society, I said, "Much has been and yet will be said and written about the energy situation in our Country." What an understatement! The energy question has reached crisis proportions and is a top priority item at the highest level of government, Unfortunately, it will be in that situation for some time to come. Many factors created this complex problem, and we all share some of the blame. But I am perplexed when I read in the popular press that environmental factors are unrelated to the energy crisis when I know this to be untrue. In the recent past all forms of energy have been cast in the role of villain, particularly coal with its problems of surface mining, mine safety, acid water drainage, sulfur content, and a multitude of other adverse factors relating to the environment in one way or another. As you know, the sulfur situation has led to the closing of numerous mines, resulting in the lessening of our mining capacity. Today, along the Eastern Seaboard, 60 to 70 million tons of coal are displaced by imported oil, primarily to meet air standards. Even in the Midwest, utilities sitting on enormous coal reserves are converting to other fuels or hauling low sulfur coal thousands of miles from the western Mountain States. [We will hear more about this coal from another speaker on the program this morning.]

In the past we have been somewhat harrassed by the terms "'quality control" and "process control". This is especially true where the industry is dependent upon the chemical analysis of their product which in turn informs them how, well they have been controlling the process. The information which they have received, in most cases, is of an historical nature rather than of current value. The word "control" is to have more significance in future operations. This is particularly true in the metals industry. As the industry continues to process lower grade ores, and processing costs continue to rise, they must obtain more information faster to exercise "control" to its fullest extent.

A mineral processing strategy developed for the finely and complexly interlayered calcite rich wollastonite, microcline, and iron-garnet ore of Jokkmokk, northern Sweden, gives an overall calcite recovery of 89.4% at a grade of 90.7% CaCO3. The wollastonite product assays 53.0% Ca- SiO3 at a recovery of 92.2%. The significant elements of the developed strategy are stepwise grinding, wet high intensity magnetic separation (WHIMS), reverse flotation and starvation flotation. Stepwise grinding avoids the overgrinding of soft calcite. WHIMS removes the colored iron-garnet impurity and thereby increases the whiteness of the product. Reverse flotation enables a simple flotation circuit and starvation `flotation helps to optimize the physicochemical conditions in cleaner flotation by giving rougher products of narrow particle size distributions. Moreover, with the reagent scheme developed in this work only one cleaner stage is necessary for the various rougher flotation products to be upgraded to give the foregoing results. In this paper, the strategy is presented in detail along with appropriate results.

This paper is concerned with studying the dewatering behavior of three samples of iron ore products. The objective is to improve the industrial filtration performance by taking into account the laboratory results. Mineral samples came from the Iron Ore Quadrangle in the state of Minas Gerais, Brazil. These samples represent products from the industrial processing of hematitic ores. The samples have almost the same chemical and mineralogical compositions, but they have different size distributions and different specific surface areas. The filtration tests were performed using a modified Büchner funnel apparatus. The results indicate that size distribution and specific surface area have significant influences on dewatering behavior. For Sample 1, the addition of flocculant and/or surfactant was not essential to improving filtration performance. For Sample 3, the cake porosity and the cake thickness were influenced by the addition of the flocculant. On the other hand, the simultaneous addition of flocculant/surfactant decreased the cake formation time and reduced the cake moisture. For Samples 2 and 3, it was also observed that the industrial operation could be improved by taking into account these laboratory results. A specialized Pore-Fluid Array sampler (PFA) was designed to collect and store pore-fluids to monitor temporal changes of ions and gases in gas hydrate bearing sediments. We tested the hypothesis that pore-fluid chemistry records hydrate formation or decomposition events and reflects local seismic activity. The PFA is a seafloor probe that consists of an interchangeable instrument package that houses OsmoSamplers, long-term pore-fluid samplers; a specialized low-dead volume fluid coupler; and eight sample ports along a 10-meter sediment probe shaft. The PFA was deployed at Mississippi Canyon 118, a Gulf of Mexico hydrate site. A 160-day record was acquired from the overlying water (OLW) and 1.3 meters below seafloor (mbsf). Fluids were measured for dissolved chloride, sulfate, and methane concentrations and dissolved inorganic carbon and methane stable carbon and deuterium isotope ratios. Chloride and sulfate did not change significantly over time, suggesting the absence of gas hydrate formation or decomposition events. Over the temporal record, methane concentrations averaged 4 mM at 1.3 mbsf and was thermogenic in origin (d13C-CH4 = -32.4±3.4?). The timing of an anomalous 14 mM methane spike coincided with a nearby earthquake (Mw=5.8), consistent with the hypothesis that pore-fluid chemistry reflects seismic events. There are many methods available for the estimation of geologic parameters (Popoff, 1966; Barnes, 1980). In the last decade a new and relatively sophisticated technique using statistical theory has emerged: geostatistical kriging (David, 1977; Journal and Huijbregts, 1978; Rendu, 1978). An interesting property of geostatistical estimation is that when a geologic parameter is estimated for a given volume, not only is the estimate generated but an associated measure of certainty is produced as well. This statistical measure of estimation confidence is called the estimation variance. While the concept of an estimation variance is universally considered to be a good idea, mining engineers and geologists do not currently have the tools to incorporate it into their planning and quantitative analysis. This paper attempts to develop and present some of the necessary tools required to incorporate estimation uncertainty into mine planning. Geologic uncertainty is portrayed as an economic business risk. This risk is objectively characterized, and-the associated cost is quantified. Geologic delineation sampling is viewed in this light as an economic commodity with an associated cost and value. A coal mine planning example is used as a focus in this presentation. The data used is real, though it has been modified to maintain data security and project anonymity.

The amenability of a calcite-bearing ore to the reduction of silica to below 0.2% by physical beneficiation was studied. The objective was to use the ore as a raw material for seawater magnesia production. The ore contains complex gangue minerals such as diopside, forsterite, phlogopite, clinohumite, graphite and quartz. These contribute to around 25% acid insolubles with 6% SiO2. Reverse-flotation studies using various cationic collectors with tannin as a depressant indicated the possibility of reducing the acid insolubles to around 5%. Direct flotation of calcite with anionic sodium oleate in the presence of sodium silicate and lactic acid as a depressant indicated the possibility of reducing the acid insolubles to below 3% and the SiO2 to from 0.2% to 0.3%. Lactic acid was found to be an effective depressant of the complex gangue minerals in the ore.

At the end of the sixties new iron precipitation techniques as jarosite, goethite or hematite brought about the new generation of electrolytic zinc plants, thereby terminating the multitude of existing neutral leach residue treatment schemes. Since the eighties, increasing environmental impact considerations urge the conversion of these contaminated waste generating precipitation processes to techniques which either produce environmentally acceptable residues or minimize their formation thereby generating iron-bearing byproducts. Technologies identified and economically assessed include the hematite process either suitably improved or with subsequent upgrading, the iron extraction process and the direct smelting of neutral leach residue to slag and fumed zinc oxide.

Discussion by Stephen Semeniuk Discussion As a valuator and SME member, I view Ross D. Lawrence's position as based on unproven and faulty assumptions made with regard to the pragmatic evidence presented in his paper. Moreover, his call for the inclusion of all mineral resources in discounted cash flow valuations is redundant, if not irrelevant, as there are procedures that already take all classes of mineralization into consideration for valuation purposes. In my experience as a valuator, I find that Canadian securities regulators are more than accommodating in allowing any valuations of mineral properties to be based on cash flow calculations. In other business areas, the same regulators usually reject discounted cash flow valuations of projects or businesses with no operating history. Instead, the regulators prefer valuations to be based on other transactions tested in the marketplace. Valuations based on actual market transactions are less subjective than discounted cash flow calculations and/or the capitalization of arbitrary, untested or undemonstrated earnings projections. In the mining and minerals sector, such projections may be made by persons not qualified to make such projections. In support of this statement, I direct readers to the article "Valuation of mineral properties which do not contain exploitable reserves" by Lionel C. Kilburn, which appeared in the August 1990 issue of the CIM Bulletin. To quote from the article: "Value of a mineral property depends basically upon metal prices, recoverable grades, mining and metallurgical practices, commodity supply and demand, and political-economic conditions, all of which vary with time. Five fields of expertise influence the value of a mineral property: •geological engineering, •commodity markets, •financial markets, •stock markets and •mineral property markets. The skills of geologists and engineers properly apply to the first field of expertise. Knowledge and consideration of the other four fields is important, but such advice is more properly sought from marketing experts, economists and stockbrokers." Securities regulators have created no hardship for valuators by excluding unsubstantiated resources in discounted cash flow valuations. In the field of engineering, best design practices apply. A margin of safety is built into the design criteria for any new equipment or structure that will exceed normally expected load levels and stresses, even though such considerations imply higher front end costs. In accounting, the comparable operating principle is conservatism. It explains why, for balancesheet presentation purposes, inventory is stated at cost or market, whichever is the lowest value. Similarly, when the engineering or geoscience-based valuator plays in the field of finance, the rules of accounting and applied economics apply. Regulators in their skepticism of income-based valuations are in tune with similar views already expressed in mining literature. To quote H. Van Tingley, in Mining Magazine, July 1996: "... the DCF method has inherent dangers when applied to undeveloped resources. Firstly, it presents an often-undeserved aura of accuracy. Over the years since the initial experiments with underground concreting were made in 1956, attesting to cope with the ground weight and pressure encountered in the development of a large-scale underground block caving system, the use of monolithic concrete linings has grown to include most of the primary development in the, mining area. Although the development cost of concrete linings is higher than either timber or steel-supported openings, the repair and maintenance costs are substantially lower, making concrete the most economical means of ground support. Other advantages are also apparent, in that concrete provides superior fireproofing, better ventilation, and a safer, cleaner working place.

In 1970 U. S. Steel acquired the physical assets of mine, mine property, and preparation plant of the Crystal Block Coal Company near Thacker, Mingo County, West Virginia. The facility, identified as U. S. Steel Mine No. 20, is administered and operated as a production unit of U. S. Steel Gary District, Gary, West Virginia. Mining operations of the No. 20 mine are conducted in the high-volatile Alma seam. The preparation plant, which originally had a capacity of about 150 tons per hour (tph) of raw-coal feed, had process circuitry consisting of a Daniels heavy-media vessel for cleaning the plus-1/4-inch raw coal, a McNally-Pittsburg feldspar jig for cleaning the 1/4 inch by 28 mesh, and Daniels flotation cells for treating the 28 mesh by 0. No water-classification system existed. Refuse tailings from the plant were pumped to several surface lagoons which were decanted to the stream. The settled solids were removed and trucked to the coarse-refuse disposal area. Water make-up requirements were supplied by a small mine-water surface reservoir and augmented with stream water. The paper discusses the legislative and practical approach adopted to problems of management of environment in relation to coal mining in a very sensitive area of the south coast of New South Wales. The environmental problems are complicated in this area due to multiple and very often conflicting land usages. The environmental approach in relation to water quality maintenance, noise control and air quality is discussed and methods adopted meet stringent requirements. Requirements of New South Wales Regulations on Environmental Impact Statements (EIS) are described.

Ground control analysis and groundwater inflow assessments for underground coal mines require in-depth field investigations including, but not limited to, geological and geotechnical core logging, downhole geophysical logging, laboratory rock strength testing, and packer (Lugeon) testing. Field and laboratory data collection are time consuming and expensive, and an initial understanding of the expected trends among various geotechnical and hydrogeological parameters can assist with the planning and optimization of geotechnical characterization studies and grouting plans. In this study, a comprehensive database is analyzed, comprised of important rock mass characteristics (hydraulic conductivity, rock quality designation (RQD), and lithology) for coal-bearing rocks in the Central Appalachian Basin. Statistical analysis of the data is completed to establish an enhanced understanding of geotechnical and hydrogeological conditions expected to be encountered as underground coal mining passes near and beneath streams and rivers. The results of the study provide valuable reference material for the coal mining industry for completion of shaft installations, mine stream crossings, environmental assessments, and grouting and mine dewatering designs.

A geostatistical approach is proposed for the design of infill drilling programs. The method consists of the following four major steps: developing geological favorability models, delineating mineralization and ore envelopes, classifying resource potentials, and designing infill drilling patterns. Geological modeling develops the permissible geological zones in which infill drilling is designed. Modeling mineralization and ore envelopes establishes criteria on the potential blocks to be drilled. The blocks that are included within the ore envelopes are considered in the infill drilling. The following four types of resource potentials are used in this analysis: measured, indicated, possible and barren. Blocks in the indicated category are the top targets to be confirmed in infill drilling. Blocks of possible resources may be considered exploration targets. The algorithms involved in the analysis include indicator favorability analysis, indicator kriging and ordinary kriging. A case study on a gold deposit of the Carlin type is presented to demonstrate the methodology. The deposit was originally delineated by a sparse drilling program with about 230ft of average spacing. The infill drilling design, based on the new method, suggests a significant reduction on the number of holes from a regular-grid infill drilling pattern.

The Getchell and Twin Creeks mines are located along a north-northeast trending structural zone in Humboldt county, Nevada approximately 40 miles northeast of the town of Winnemucca. Gold mineralization at the Getchell mine is represented principally by sulfide-rich ores, which contain significant amounts of realgar and\ orpiment, with the gold being recovered through processes which involve pressure oxidation. In contrast, oxide ores are currently being mined and processed at the Twin Creeks mine although large reserves of sulfide ores, some of which contain orpiment-realgar-stibnite, have been defined (Bloomstein et al., 1990). The Getchell and Twin Creeks mines represent major gold orebodies but very little has been published pertaining to mineral paragenesis and the characteristics of ore-forming fluids for these deposits.

INTRODUCTION Historically, pollution control in the metal-ore mining industry has been very limited. Unless mine water contained large quantities of solids, it was generally discharged without any treatment. If treatment was used to control solids, it was principally the provision of a settling basin in the form of a tailings impoundment used in conjunction with an associated metal ore dressing facility. Recently, however, a growing awareness of the adverse environmental impacts of mine drainage, coupled with strict environmental laws, has prompted the mining industry to look at new technologies and to refine the existing methods to further treat the wastes generated. This industry is unique in that waste loadings are extremely variable, and a "typical facility with typical waste loads" does not exist. Consequently, one waste- water treatment system cannot be utilized on an industry wide basis; rather, each treatment system must be designed specifically for the pollutants in each individual discharge. Public Law 92-500, the Federal Water Pollution Control Act (FWPCA) Amendments of 1972, became effective on Oct. 18, 1972. This law completely restructured Federal laws and philosophies underlying the Federal approach to water pollution control. Prior to the 1972 amendments, the principal Federal regulatory tool had been water-quality standards based on a designated use for a particular body of water. The concept was that waste disposal into water bodies is a desirable and acceptable use of the water body if it does not interfere with other beneficial uses. This had the effect of requiring various degrees of treatment and, consequently, various economic hardships on industries de- pendent upon their location. In many waterways. it is very difficult to quantitatively relate discharges to water quality. The 1972 amendments changed the basic philosophy, as stated in the Senate Committee report on the bill, to ". . . no one has the right to pollute . . . that pollution continues because of technological limits, not because of any inherent right to use the nation's waterways for the purpose of disposing of wastes." Pursuant to Sections 301, 304(b), and 306 of the FWPCA Amendments of 1972, the US Environmental Protection Agency (EPA) was required to establish effluent standards applicable to all industrial discharges. These standards must be based upon the application of the "best practicable control technology currently avail- able" (BPT) and the application of the "best available technology economically achievable" (BAT). The BPT and BAT levels must be achieved industry-wide by July 1, 1977, and July 1, 1983, respectively. WASTE SOURCES The waste-water situation in the mining segment of the ore mining and dressing industry is unlike that encountered in most other industries. Most industries (e.g., the milling segment of this industry) utilize water in the specific processes they employ. This water frequently becomes contaminated during the process and must be treated prior to discharge. However, in the mining segment, process water normally is not utilized in the actual mining of ores (exceptions are hydraulic mining operations and dust control), but it is a natural occurrence that interferes with mining activities and must be removed before mining can commence. Water enters mines by ground-water infiltration and surface runoff, and it comes into contact with materials in the host rock, ore, and overburden. The underground mine must pump large quantities of ground water to prevent flooding of the mine. Water from surface mining operations generally occurs as a result of surface runoff of rainwater. Generally, mining operations control surface runoff through the use of diversion ditching and grading to prevent, as much as possible, excess water from entering the working area. Nevertheless, some surface runoff does come into contact with the working area and may become contaminated. The quantity of water from an .ore mine is unrelated, or only indirectly related, to production quantities. De- pending upon its quality, the mine water may require treatment before it can be discharged into the surface drainage network. The variability of water quality from mines can best be demonstrated by looking at Table 1. This table shows the range of pollutant concentrations in untreated discharges from three different categories of mines (as categorized by EPA in the development of BPT and BAT effluent standards for the metal-mining industry). Data for this table were obtained during EPA's preparation of effluent standards for this industry. The parameters shown on the table are the pollutant parameters of primary interest in this industry; blanks in the table indicate that data were not available, and the parameter is not expected to be present in significant quantities. Other pollutant parameters are present in mining waste water, but they are either incidentally removed in the treatment process or are found only in trace amounts. The three categories comprise more than 90% of the metal production value in the United States and approximately 95% of the total mine discharges. It is important to note that not all parameters are found in significant concentrations at all locations. IMPACT ON WATER QUALITY One of the most troublesome mine-drainage problems is acidity. Although generally associated with coal mining, acid mine drainage frequently occurs from other types of mines. Although the exact mechanism of acid mine drainage is not fully understood, it generally is believed that pyrite (iron sulfide, FeS,) is oxidized by oxygen (Eq. 1) or ferric iron (Eq. 2) to produce ferrous sulfate (FeSO4) and sulfuric acid (H2SO4) . The mining of ores associated with pyritic material exposes the pyrites to water and oxygen and grossly accelerates the natural oxidation processes, resulting in the significant production of acid mine drainage.

The Phase I electrowinning system at KCGM's Fimiston Operation utilised the well proven technology of electrowinning precious metal values onto steel wool followed by calcining and direct smelting to bullion. The above process, while reliable and successful, was to some extent labour intensive. The Williams Mine in Ontario, Canada had published conditions under which precious metal values are electrowon onto woven stainless steel and directly removed using high pressure sprays. The current paper describes the testwork which was carried out to check the applicability of the Williams criteria to KCGM eluates arising from the elution of highly loaded carbon from the calcine circuit and lowly loaded carbon from the float tails circuit. Information is also given on the commissioning and opera­tional experience which occurred.

"Knowledge of the abrasion resistance of aggregates is important when using them for asphalt and concrete mixes and highway construction materials. In this study, the usability of natural building stone waste as aggregates for different engineering applications was investigated. To this end, test samples were obtained from a number of natural stone quarries and stone cutting factories. The abrasion tests were carried out on the test samples and results were compared between samples. The abrasion strength values were determined with both the Micro-Deval (MDe) and the Los Angeles (LA) abrasion test methods. A correlation coefficient was also determined between the LA and MDe tests results using an appropriate statistical model.Introduction The rapid consumption of natural resources has led researchers to work on the efficient utilization of such resources. To this end one can convert waste into useful raw materials, or determine alternative uses of the industrial waste materials. This has become increasingly important as storing or dumping waste may result in environmental problems. In addition, the use of industrial waste in a different application of the construction industry prevents rapid consumption of limited natural resources and can mitigate environmental problems related to raw material production, Industrial waste such as blast furnace slag, fly ash, building demolition material, marble waste and dismantled asphalt have been used as highway and concrete materials (Ahmed 1993, Ramaswamy and Aziz 1992, Schroeder 1994, Ceylan and Manca 2013, Holtz and Eighmy 2000, Hebhoub et al 2011). It is very important to analyze whether these aggregates are of the required quality in terms of their application and their economic life. This analysis can be carried out using various tests such as the Micro-Deval and the Los Angeles abrasion tests, sieve analysis, durability chemical resistance, peeling and adhesion, and freezing-thawing tests (Erdem et al 1996). Specifications for aggregates also include terms that define the grain shape, cleanliness and surface textures."
