INTRODUCTION The decontamination of a uranium mill site is principally an earth moving task. The task can be completed effectively and efficiently by selecting the proper earth moving equipment and using that equipment within its particular constraints for decontamination work. A considerable backlog of experience concerning earth moving equipment selection and use was acquired during the decontamination work conducted at the former Shiprock, New Mexico, uranium mill site. This experience was acquired by trial and error while decontaminating over a wide range of depths and different types of terrain. Many different types of excavation equipment were available to the Shiprock decontamination project because the Navajo Engineering and Construction Authority (NECA) heavy equipment operator's school was doing the decontamination work and a variety of equipment was needed for training. The equipment is described and its general use for decontamination is discussed. Its on-the-job use for decontaminating the Shiprock millsite is presented. [EARTH MOVING/ANCILLARY EQUIPMENT DESCRIPTION AND DECONTAMINATION CONSTRAINTS] Tractor-Scrapers The most commonly used scraper is the bottom-dump type because it is highly mobile and can dig, carry, and spread loads. In this type a tractor is connected with a yoke to a scraper bowl (Figure 1). The bowl is essentially a rigid box that pivots around the rear axle, opening to the front. A hardened steel knife, or bit, is attached to the leading edge of the bowl. When scraping, the bit penetrates and forces the earth overlying the bit edge into the scraper bowl as the scraper moves forward. When the bowl is full, it is closed by lowering a closure or apron against the cutting bit. The load is dumped while moving, by raising the apron and forcing the load from the bowl with a crowd, or ejector. The height of the dumped load is controlled by adjusting the bit height when dumping. Scrapers of this type generally do not have enough power to scrape up loads unassisted. Loading assistance is generally provided by a crawler tractor that pushes from the rear against the scraper's push block. Some scrapers are made self-loading by adding an additional engine for the extra power needed for the load pick up. Another commonly used self-loading scraper uses a loading elevator (Figure 2). The elevator consists of two roller chains carrying crossbars. The elevator is rotated when scraping and the crossbars cut the earth above or in front of the bowl bit, forcing the load into the scraper bowl. No apron is used on elevating scrapers. The load is dumped by partially retracting the bowl floor and pushing with an ejector. Scrapers have some undesirable characteristics when used for decontamination work. Precious metals exploration is increasingly involved with concealed, deeper-seated gold-silver deposits which exhibit considerably more challenges to the geologist than near-surface, oxidized ores. Thus, cost-efficient, rapid and more detailed target selection and definition will be crucial for gold-silver exploration in the 1990s (Kral, 1990; Woodall, 1992). M. Gershon The article is an excellent one, providing a basis for the conduct of the major tasks in underground mine planning and scheduling. I object to only one word. Since that word is featured in the title, it is a strong objection. The word used erroneously is optimization. There is no optimization performed in the article. By definition, an optimization is an approach that yields the best of all possible solutions. We can limit this definition to its narrowest sense, the optimization techniques of operations research such as linear programming, or broaden it to include less sophisticated search procedures that find the best mine plan or schedule. No such claim is made in the article. No optimization of any kind is performed. The major tool used is a simulation, which, in truth, is probably more appropriate for this problem than any optimization. But simulation does not optimize. It only allows for quick evaluation of many options, leading to the selection of the best plan "of those tried," not "of all possible plans." This article, of course, is not the first mining paper to make this error. It seems that the word optimization is used more to impress people than to refer to any act of optimizing. It is used in a way that implies "try to optimize"or "come close to optimize," but not to really do it. It is usually appropriate to quietly ignore this error. But when Dr. Chatterjee, who has done so much good work in true optimization projects and whose work I have come to admire, makes such an error, it is time to publicly dispute it. Having discussed this very point with him in the past, I am sure that he will agree. If he can support this position in his response, perhaps people will start to listen and we can reduce the number of false claims of optimization. This should be easy for him in this case since the approach he used, simulation, is the more appropriate one anyway.

Compound lognormal distributions serve as new generalized distribution laws for analyzing and estimating ore value distributions or related properties such as the average ore grade. These models are an alternative to the well known lognormal distribution. They are the translation of general geological constraints on the genesis of the deposit cumulated in suitable statistical properties. In this paper a maximum likelihood framework is established for estimating the parameters of such laws or parameter functions thereof. It is shown that under certain conditions maximum likelihood estimation is accurate and efficient in estimating the mean value even when relatively few samples are available. The method is based on a numerical maximization of the likelihood function of these models given the data. Confidence limits on these estimates are set up using resampling techniques such as the bootstrap. By this a complete methodology is presented for inference on ore grade distributions such as is shown in an example of gold data from the Merriespruit mine (South Africa) and the diamond size distribution of the Bougban deposit (Guinea).

FOREWORD In 1974, the Ministry of Housing and Reconstruction (The Client) which subsequently became the Ministry of Development and New Communities of the Government of the Arab Republic of Egypt assigned responsibility to the Arab Contractors (Osman Ahmed Osman and Company) for the design and construction of the tunnels under the Suez Canal. For this project the Arab Contractors of Cairo and Tarmac International of London formed a joint Venture, called Osmac. Sir William Halcrow and Partners of London are responsible for the design of the Ahmed Hamdi Tunnel as a Sub-Contractor to the Contractor. The advisory consultant of the client is a joint Venture between Tippetts-Abbett-McCarthy-Stratton (TAMS) of New York and Arab Consulting Engineers (ACE) of Cairo. INTRODUCTION A site investigation was carried out between Km 141 and Km 150 Suez Canal chainage to determine the ground conditions relevant to design and construction of a road tunnel under the Suez Canal. A feasibility study included aerial surveying, geological mapping and the drilling of 8 boreholes. Detailed investigation included the drilling of 105 boreholes, sampling, piezometer installation, pumping tests, and the digging of trial pits and trial excavations. In-situ work comprised SPT, permeability tests and dilatometer tests. Laboratory testing included soil classification tests, compaction tests, California Bearing Ratio tests, shear strength determination and oedometer consolidation tests as well as chemical analysis of both soil and ground water. The investigation revealed that the ground conditions at the first proposed El Shatt site (Km 148.5) were not favourable for bored tunnelling, whereas they were more favourable at the southern El Shatt site (Km 150.0).

A Norbridge review of 25 top mining companies highlighted financial problems for many firms. To better understand these results, Norbridge benchmarked 17 mining companies to understand the problems that companies face, the methods being used to improve performance, and the results that have been achieved. The study indicates that many mining companies in three sectors-coal metals, and non- metallic minerals-have implemented new strategies to improve performance. Many of these strategies supplement traditional initiatives with two types of process improvement efforts, facility-specific and company-wide, to help generate performance gains. The study compares the results of these strategies in each sector. INTRODUCTION imes are tough in the mining industry. Norbridge reviewed financial results of 25 top mining companies for the past 2 years-seven coal companies, twelve metals companies, and six non-metallic minerals firms.*The study found that 40% lost money in 2002, and * Coal companies include Alliance Resource Partners, Arch Coal, Consol Energy, Massey Energy, North American Coal, Peabody Energy and Westmoreland. Whole ore or other process streams are being transported from mines to remote processing facilities for multiple reasons, such as improved project economics, maximum utilization of capital, and minimization of environmental risk. Case studies will be presented from a variety of operations. Glenbrook Nickel processes ore from their deposit and receives ore from New Caledonia, crushes and dries the ore, and transports it inland to the smelter. The Mule Canyon and Rosebud ore bodies truck-haul their ores to the Lone Tree and Twin Creeks processing plants. Pegasus Gold hauls their Diamond Hill ore to their Montana Tunnels facilities, and Sierrita pumps solution to an existing tank house 8 miles away for electrolytic recovery.

The views expressed in the paper are those of the authors alone and not the Australian Government or Dames & Moore. INTRODUCTION Uranium has been mined in Australia since 1954. A number of small scale mining and milling operations were active in the Northern Territory, in South Australia and in Queensland in the late fifties and early sixties. However, in the late sixties there was an increase in exploration activities in the expectation of an upsurge in world demand for uranium Substantial new resources were delineated in the Northern Territory, Queensland, South Australia and Western Australia. The most significant deposits were located in the Northern Territory, in what is called the Alligator Rivers Region located approximately 200 km east of Darwin. The Region is in the latitude of 13° South and thus lies within the Australian tropics (Figure 1). It consists of approximately 2.3 million hectares of natural wilderness containing much spectacular and attractive scenery. The area is noted for its abundant wildlife, particularly the waterbirds that gather on the flood-plains. Much of the vegetation is diverse and interesting. The Aboriginal population still maintains elements of the traditional way of life, and the spectacular Arnhem Land escarpment contains many of the best surviving examples of Aboriginal rock art. Numerous rich archaeological sites provide evidence of continuous human habitation for tens of thousands of years. Climatically, the Region is of the tropical monsoon type with a dry season from may to September and a "wet" from November to March. High intensity short period rainfall is characteristic, and the average annual precipitation is in the order of 1 350 mm. The monthly mean temperature ranges from 25° to 30°C throughout the year. The development of regulatory controls on uranium mining in the Alligator Rivers Region has been affected by the political status of the Northern Territory. While Australia is a federation, established as an independent self-governing country in 1901, it was not until 1978 that the Northern Territory became to any real extent self-governing. Prior to 1978, the Territory was administered through a special department of the Commonwealth (ie. the Federal Government). Under the Northern Territory (Self Government) Act 1978, administrative powers similar to those possessed by the Governments of the six founding Australian states were provided to the Territory Government. However, the Commonwealth government did not transfer to the Territory all such powers and functions, and in particular there has been, since 1978, a dual role for the Commonwealth and Territory Governments in the regulation of uranium development. Details of this role are provided later in this paper. RANGER URANIUM INQUIRY By 1973, major deposits had been discovered in the Alligator Rivers Region at Nabarlek, Ranger, Koongarra and Jabiluka. The estimated reserves and mine life expectancy of these deposits are given in Table I. Other radioactive anomalies have also been identified in the area but, as yet, they have not been delineated or evaluated. [ ] In 1974, an agreement was signed between the Commonwealth Government and Peko Mines Limited and the Electrolytic Zinc Company of Australia Limited for the joint development of the Ranger deposit. In July 1975, the Government announced a Commission of Inquiry under the provisions of the Commonwealth Environment Protection (Impact of Proposals) Act 1974, into the proposed Ranger development. The inquiry was known as the Ranger Uranium Environmental Inquiry or more commonly, the Fox Inquiry after the presiding Commissioner, Mr Justice Fox.

Continuing advancements in manufactured diamond materials as used in rock cutting tools have created a new generation of high production tools for mining. This paper reviews the three major manufactured diamond product types available in the mining industry as supplied by General Electric Co., Specialty Materials Dept., and examines the ways these materials are used. As an integral part of this examination, the economic impact of manufactured diamond tools is evaluuted. Time and again, one will find that the premium price for these tools is economically justified when compared to traditional tools.

The problem of setting the proper control objectives and/or having several objectives to be met in the implementation of grinding control strategies can be resolved. The design and implementation of a distributed control system for safe operation of a grinding circuit while maximizing profit is presented. An optimal recovery through- put target for a desired grind is accomplished by advanced control strategies at the DCS level. A mill load constraint control technique provides stable operation with a substantial increase in throughput, while the desired grind index is maintained by an inferential grind control technique without using a particle size analyzer. The integration of crushing/grinding and flotation in the overall design was the key to the success of the project. This synergistic effect was obtained by implementing a computer plant management system in the concentrator. The overall/philosophy was to keep the implementation simple while using new technology creatively.

"Most engineers are bright, hard-working, reliable, and prefer to avoid conflict. An engineering curriculum tends to self-select these characteristics. By most standards, you would expect workers exhibiting these traits to require minimal supervision. But is this true? Is this how most current engineering managers lead? Looking at some current theories on leadership combined with personal anecdotes, this presentation will look at some common misconceptions about leading engineers. INTRODUCTION Engineers are different. There, I said it. From cartoons to movies to television shows and more, there is a reason stereotypes of engineers resonate. Yes, you can find a lot individual variation among specific engineers that you may know, but they do not detract from some of the overarching commonalities that engineers are known for. CLASH OF CULTURES What distinguishes a professional? Raelin (1985), in his book Clash of Cultures, describes professionals as having superior intellectual training, maintaining their own standards of excellence, and being supported by associations that maintain the quality of the profession. Engineers obviously fit all three of these ideas: an engineering degree is still regarded as one of the most difficult to attain; we maintain our own standards both through peer-review and in academia through ABET accreditation; and through professional associations like SME to promote the discipline and foster technical growth. Six characteristics representing professional status are described by Raelin (1985, p. 9): Expertise—prolonged specialized training in a body of abstract knowledge. Autonomy—the freedom to choose the means to solving a problem. Commitment—Primary interest is in pursuing the practice of one’s own chosen specialty. Identification—identifying with the profession and with fellow professionals, both through formal associations and through peers external to the organization. Ethics—providing service without concern for oneself or without becoming emotionally involved with the client. Standards—committed to help in policing the conduct of fellow professionals. Engineers are smart—in the vast majority of cases they are hired specifically for their expertise. At a typical mine the ventilation engineer knows more about mine ventilation than anyone else on site; the same is true for the rock mechanics engineer, the explosives engineer, the planning engineer who uses sophisticated computer software—each is the expert for their particular area at the mine, that is why they have that responsibility. This can present a dilemma for the manager for each (sometimes all) of these engineers. The manager needs to keep everyone on task and focused on the objectives of the organization. Because they have reached their position by following the norms and expectations of the organization, managers tend to have a certain amount of loyalty to that organization. Engineers, on the other hand, tend to have mixed loyalties, having as much loyalty and affinity for their profession as they do for the particular company they happen to be working for at any given time. This dynamic can often lead to power struggles between the managers, based on their positional authority in the organization, and the engineers, based on their specialized knowledge (Camm, 2013)."

This paper provides a new approach to deal with control of ore-rock excavation by means of the optimal control theory-an important branch in cybernetics. In the optimal control theory, the elementary functions are state-transition function and objective function. According to the characteristics of mining planning and production, a set of formulation are established to cope with ore- rock excavation. The formulations include basic formula, anti-disturbance formula as well as other special formula. The new approach has been successfully used in several mines of China.

High brightness clays are produced from Georgia kaolin by flotation. Fatty acids are used commonly as collectors for anatase, which represents the major colored impurity in the crude. This process requires activation of the minerals with divalent cations such as Ca2+, in which case proper control of the activation step is crucial to the success of the flotation process. In the present work, laboratory tests have been conducted using alkyl hydroxamates as the collector for anatase. A major advantage of using hydroxamate is that this new collector requires no activator. The laboratory tests show also that the hydroxamate collectors produce consistently better products with higher yields from a variety of kaolin clays.

"Health and Safety problems can make a mineral deposit or a portion of one, an operating plant, or finished product unprofitable or worthless. Therefore they need to be reviewed when reserves are established and yearly thereafter until the deposit is closed down. Health and Safety regulations serve as a guide, but I have always done more frequent checks, when adding new products with different specifications or during times of bad weather and crisis. Water quality and quantity are always in question. Health and Safety are quality of life issues which are at or near the top of priorities for communities, companies, employees, and government bodies. Georgia dropped from one to three in U. S. for business development due to “Quality of Life” issues. Remember crystalline silica is present in nearly all sedimentary and acidic rocks and basic igneous rocks are the perceived home of asbestos. These health issues, any other safety and health issues or perceived issues need to be resolved initially and any time they come up during life of deposit. When handled properly good safety and health programs add to the profitability of a deposit, not to the costs. Daily safety checks in operating plants and mines, and visual check of all drilling core with an eye for changes are a key to successful programs. Both plants I turned around had terrible safety records, too much airborne dust, and maintenance problems resulting in low productivity. In almost every case cost reduction was tied to eliminating maintenance and spillage problems which caused health problems and increased possibility of accidents. Implementation of these safety and health programs around 1970 starting prior to government programs, working with new MSA/MSHA regulations, working to improve the regulations as a president of a state mining organization, and maintain profits was a challenge, but very rewarding. Reducing time to make repairs and work simplification gleaned from observations and employee recommendations learned from making multiple daily inspections resulted in years without lost time accidents at two plants, reduced maintenance and 33-75 % improvement in cost per ton at A. P. Green Refractories Co. Eufaula Calcining Plant 1972-77 and Oil-Dri Ochlocknee plant and mine 1979-82. The Ochlocknee mine worked 1981-2007 without a LTA. The author participated in 16 acquisitions and new plant design projects. All of above reduced costs allowed mining deposits with higher overburden to be used and considered. Thereby increasing reserves considered in all operations."

Clays for building bricks and roofing tiles in Chile are classified as common clays and ball clays, with deposits of sedimentary and residual origin, both Cenozoic in age. Deposits are known from north to south, through 11 of the 13 Chilean Administrative Regions, 18° to 39° South latitude, and from west to east, through three of Chile's main geomorphic features, namely the Coastal Plains, Coastal Range, and Intermediate Depression. Alluvial and lacustrine sedimentary common clay deposits are located in the northern and southern Intermediate Depression. The average chemical composition of clay deposits in I and I1 Regions, is 58 percent Si02, 16 percent A1203, and 4 percent Fe203 by weight; the primary minerals are sericite, quartz, feldspar, and albite. The average chemical composition of clays in Metropolitan, VI, and VIII Regions, is 52 percent Si02, 16 percent A1203, and 6 percent Fe203 by weight; the primary minerals are montmorillonite, quartz, and plagioclase. Residual common clay deposits occur in the Intermediate Depression and in the Coastal Range internal basins, VII, VLII, and IX Regions, and they represent surficial alteration of pumice beds and crystalline rocks. The average chemical composition of clay deposits derived from crystalline rocks is 58 percent SO2, 17 percent A1203, and 9 percent Fe203 by weight; the primary minerals are sericite, quartz, and clinochlore. Clay deposits formed from pumice beds contain 47 percent Si02, 24 percent A1203, and 10 percent Fe203 by weight; the primary minerals are kaolinite, feldspar, and cristobalite. Sedimentary ball clay deposits are located in the Coastal Plains and Coastal Range, VI, VII, VIII, and IX Regions, between 34" and 39" South latitude. The average chemical composition of the ball clay deposits is 51 percent ,902, 28 percent A1203, 5 percent Fe203 by weight; the primary minerals are kaolinite, quartz, and sericite (illite?). These clay deposits supply the Chilean building sector with over one million metric tons (mt) (1.1 million short tons [st]) of material per year. The average growth rate of clay consumption during the period 1993 through 1997 was 10 percent annually. The clays are used by both mechanized plants and handcraft facilities.

For 30 years, mining operations worldwide have used diesel-powered mobile machinery to mechanize the mining process. South African diamond mines and some US coal mines have 15 years of experience with this type of equipment. During the past eight years, most of the new gold production from underground mines outside of South Africa has been mined by bulk methods using diesel-powered machinery. The underground mining industry, then, has secured and institutionalized the larger benefits created by a technology that was new to mining engineers in the early 1960s. The state of mechanized diesel-powered underground mining is now mature. To survive, though, mine operators -regardless of commodity mined and position in the commodity cycle-must maximize the benefits of diesel technology. The benefits gained in the next seven to 10 years will be realized by tweaking this component, fine tuning that piece of machinery and demanding optimum use of the technology. Manufacturers of diesel-powered machinery share the condition of maturity with their customers. Larger scale and easy market development have occurred. Much has been made of the potential size of the US coal segment as well as markets in China and the Confederation of Independent States (CIS). Indeed, opportunities do exist in these regions. However, these market development opportunities do not imply the market size trend line remains unchanged. They simply mean the potential market size is within reach. In fact, the market size for the product is shrinking.

The use of a laboratory-scale magnetic fluid-based separator for coal separations was examined. A Frantz laboratory magnetic separator was modified by fabricating new pole pieces of the appropriate geometry to provide the proper magnetic field gradients. Two separation chambers, which were constructed out of Plexiglas, were designed to fit between the pole pieces. A commercially available, water-based, ferro-magnetic fluid was used as the separating medium. The separating density was changed by varying the intensity of the electromagnet. Both batch and continuous separations were made using 0.59x0.50 and 0.18x0.15 mm coal. The results are compared to those obtained using organic liquids.

The determination of the precision of reserve estimates (tonnage, grade, quantity of metal) for an entire deposit or a large block in a deposit has received some attention in the early developments of geostatistics. A general formula to derive the estimation variance of any linear combination of a large number of sample values can be found in any geostatistical textbook like David (1977) or Journel and Huijbregts (1978). A particular case of this general formula is of course the kriging of the entire deposit. However, besides the technical difficulty of dealing with many samples the application of this formula necessitates the knowledge of the covariance between any two samples in the deposit. This is quite unrealistic in the usual case of limited stationarity where the assumption of a covariance or a variogram just function of the distance vector between two samples is only valid for samples within the same area of restricted size.

Effective coal mine face ventilation, for remotely controlled and automated mining systems, is essential for the control of methane. The evolution of new mining equipment and methods has required changes and improvements in face ventilation methods. One emphasis today is on the use of remotely operated and automated mining systems that can be used to make continuous cuts of 6 m (20 ft) and deeper. U.S. Bureau of Mines research is studying ways to more effectively ventilate these extended cuts. Two face ventilation techniques that utilize either blowing brattice or a jet fan for deep cutting are examined in this paper. Bureau of Mines procedures for evaluating face ventilation systems are also discussed.

INTRODUCTION In both the United States and Canada, a company making a public offering of securities must comply with regulations which have been promulgated by Federal and/or Provincial Legislatures. This paper focuses on the regulations pertaining to reserve reports required by the United States Securities and Exchange Commission (SEC). SEC RESERVE FILINGS Reserve reports made to the United States Securities and Exchange Commission are the only reserve reports which are directly regulated by the United States government. The requirements for SEC reserve reports are set forth in the filing forms as shown in Appendix A, from Item 17A of SEC Form S-18. These reporting requirements, which are intended to protect the investing public from inaccurate or misleading claims, are primarily oriented to S-1 or other filings for new stock issues but must also be followed for annual 10K reports which must be filed annually by U.S. public corporations as part of the Corporate Annual Report. These undertakings require independent audits of reserves, mine designs, plant facilities and a general economic evaluation of the planned or existing operation as part of the backup documents for filing. An ore reserve is defined by the SEC as "That part of a mineral deposit which could be economically and legally extracted or produced at the time of the reserve determination".
