There has been a phenomenal increase in production of coal from opencast mines in India. At the same time environmental problems caused by mining are receiving greater atttention. Deterioration in ambient air quality due to increased concentration of suspended particulate matter (SPM) in and around an opencast project is a major problem. Some measured values of SPM level around opencast mines in diff coalfields show that in many cases the TLV of 500 ug/m^3 is exceeded. The impact of dust emission from a mining project on surrounding areas are estimated by using computer models for air pollution dispersal but such treatment suffers from errors in predicting the dust load and failure to take into account the terraced nature of the opencast mine site. The haul roads have been identified as the most prolific source of dust and some recent trials on haul road dust consolidation in Indian mines are mentioned in the paper. Statistics regarding pneumoconiosis cases in Indian coal mines for the last decade are presented to show an increase in reported cases and a gist of the recently amended regulations on the subject of precaution against dust is mentioned.

During the last ten years, Paques Inc. has been engaged in the development and installation of treatment systems to remove sulfur compounds from water and gaseous streams using biotechnological processes. Metal and sulfate can be removed from mine waters in two biological steps. In the first step, sulfate-reducing bacteria converts sulfate to hydrogen sulfide (H2S). The HS reacts with the dissolved metals to form insoluble metal sulfide precipitates. In the second step, sulfide-oxidizing bacteria convert excess H2S to elemental sulfur. The Budelco Zinc Refinery in The Netherlands installed a groundwater treatment system to remove metals and sulfate using the biological steps described above. The system has been operating since May 1992 and has been treating 5,000 m3/d (180 thousand cu ft/day). A pilot plant began operation in November 1995 at Kennecott's Bingham Canyon Utah copper mine to develop processes for metal and sulfate removal from groundwater and for the selective copper recovery from leach water. In this investigation, the differences in the absorption spectra of etheramines, fatty amines and condensates, mostly present as acetates, from several suppliers are characterized by means of infrared spectrometry. Sharp differences were observed in the absorption spectra of three types of amines and derivatives. Etheramines show a characteristic and well-defined peak at 1,114 cm-1. This peak is due to the ether C-O group and differentiates etheramines from the other classes. The absence of such a peak indicates that the species is not an etheramine. The distinction between condensates and fatty amines is made by the presence of a sharp peak around 3,200 cm-1. This peak is probably due to the proximity of the N-H amine groups and C=O carbonyl groups in the amide portion of the condensate's molecule and by different and better-defined bands in the 1,800- to 1,500-cm-1 range. The flotation performance of these amines was evaluated by means of the laboratory-scale flotation of an itabirite ore. The etheramines proved to be the most effective collectors for this system. Monoamines presented better performance than diamines for the ore under investigation.

In the german hard-coal mining industry the mechanization of longwall faces and the machinery used for the extraction process have reached such an extent, that an extensive increase in productivity and face performance is not likely to be expected. At present, the greatest amount of man-shifts is needed for operations such as tunneling, transportation and haulage (fig. 1.). The most restrictive parameter, especially considering the possible ad- [ ] vance rate of faces, is the comparatively low advance rate achieved in drifting operations. Therefore improvements in productivity and advance rates of drifting operations will have considerable influence onto the extraction rate of the faces. The importance of drifting operations - and especially the so-called "conventional drifting by drilling and blasting" within the scope of long- term planning strategy of the german hard-coal mining industry is reflected by the development factor. This factor is given by the ratio: cubic meters of rock excavated in drifting per 1.000 tons saleable coal produced. In 1973, which is considered to be the beginning of the oil-crisis, this factor was determined to be 17.7 m3/ 1.000 tons sale- able coal.

Underground booster fan installations are currently employed in hundreds of coal mines throughout the world. Such installations, when properly designed and maintained, have proven to be safe and effective tools to provide desirable airflow volumes on sections or in areas of mines where the ventilation requirements exceed the capacity of the main fan system. In cases where an airshaft cannot be justified due to surface topography, depth of cover, or limited reserves a booster fan can serve the same purpose, be operational in a fraction of the time and at a substantially reduced cost. Booster fans are currently non-existent in U.S. coal mines. This is primarily due to lack of acceptance by the Mine Safety and Health Administration (MSHA), which has failed to acknowledge the merits of a booster fan system. Also, the absence of booster fan provisions in Part 75 of the federal regulations has led to the misconception that booster fans are legally prohibited in U.S. coal mines. In 1986, Jim Walter Resources, Inc. (JWR) developed and submitted to MSHA a plan to install and operate an underground booster fan at the No. 7 Mine. Detailed computer simulations were used to substantiate JWR1s position, that the booster fan could effectively provide the needed airflow on a developing section without adversely affecting ventilation in other areas of the mine. JWR also realized that numerous safeguards and operating procedures were essential for providing a safe system. Thus, safety features such as electrical interlocking, independent power supply, remote atmospheric monitoring, etc., were incorporated into the plan. This paper is a case-study that discusses JWR's proposed plan to install and operate an underground booster fan at No. 7 Mine. Unfortunately, MSHA's continued negative response has prevented implementation of the plan.

Successful transitions from micro- to macro-engineering are the keys to effective technology transfer between research and development organizations and industrial end users. At the same time, it has proven to be one of the most difficult tasks that the minerals industry has had to manage. Typically, developers of fundamental information concerning how mineral processing subsystems work have been academics and government scientists. These are the individuals giving the most important input to micro-engineering models that can benefit industrial operations. Publication is the usual route for "attempting" to transfer this technology to the end users. Unfortunately, with such publications, very little direct communication occurs concerning real industry needs or the future steps required to make the particular micro-engineering model useful. In the past, the industry has relied on in-house R&D groups and plant metallurgists to "translate" publications, to provide useful macro-engineering tools for plant applications. To some extent, engineering companies have also been asked to serve this function. However, these firms have been rather ineffective in this area since their conservative nature has caused them to look rather suspiciously at new technology. This approach to technology transfer has worked, albeit clumsily, for the last several decades. This communication system is now on the verge of total collapse due to conditions of the minerals industry. Mining companies can no longer afford the significant overhead expenses of specialized technical staffs. Universities are finding it extremely difficult to interest US students in mineral engineering programs, and funding for such programs is weak. Faculty members involved in micro-engineering research today tend to focus on pure (non-application-oriented) research.

INTRODUCTION Shotcrete behavior observed in subway tunnel construction in the U. S. has been primarily in blocky or blocky and seamy rock in which rock loads develop from the self weight of individual rock blocks that tend to loosen from the wall and roof of the opening. Such conditions can be classed as loosening ground, in contrast to squeezing ground in which high pressures are generated on the tunnel lining with time as the ground creeps under the natural ground stresses. In the philosophy often associated with the New Austrian Tunneling method, emphasis is placed on the use of shotcrete and other support elements in squeezing, highly stressed ground, in which the support system is designed to allow controlled movements so that high lining stresses do not develop. Successful implementation of computer systems deals with meeting final systems objectives and cost and schedule requirements, but the final success is dependent upon personal inter- action. This is a case history of the installation of responsibility reporting at The Anaconda Co.'s Twin Buttes operation, later to become Anamax. The study has been documented as it occurred in hopes that it will illuminate the "people" side of computer systems implementation. Systems implementation involves negotiating with people. "The cooperative approach to negotiation (Nierenberg, 1968) the approach which vostulates that all varties must come away having gained something is based on a simple but important premise. Negotiation takes place between human beings. You cannot negotiate with a computer." This is a look at the human side of a major system installation. An attempt is made to show how a reporting system enabled a company to take a new look at itself. It is also an example of statements made by Toffler (1970) in Future Shock. "As machines take over routine tasks and the accelerative thrust increases the amount of novelty in the environment, more and more of the energy of society (and its organizations) must turn toward the solution of non-routine problems. This requires a degree of imagination and creativity that bureaucracy, with its man-in-a-slot organization, its permanent structures, and its hierarchies, is not well-equipped to provide."

In relation with the construction of the Sölk power station in Steiermark, Austria, tenders were called in October, 1976, for the construction of the 12-km "Donnersbach collector tunnel" by "Steirische Wasserkraftund Elektrizitäts AG". The specified showed both conventional blast tunneling as well as mechanical excavation with a tunneling machine, diameter 3.55 m. Total construction time from the date of the invitation to tender was given as 4 years. Part of the project was the construction of a concrete circular tunnel lining 20 cm thick. In 1977 the contract was awarded to "Arbeitsgemeinschaft Donnersbach", a joint venture formed by two companies, G. Hinteregger & Söhne, Salzburg, and G. Hinteregger, Bregenz. It provided for the project to be carried out with a tunnel boring machine. GEOLOGICAL DATA The entire tunnel was to be bored through a complex of the garnet mica schist group of the Wölz schists formations. These range from highly quartz-bearing to quartzitic mica schists, with thick, discordantly interstratified beds of marble and dolomite. Rapid excavation includes rapid support and is the central theme of this paper. Over the last few years, enormous strides forward have been made in the excavation and material handling aspects of underground excavation. However, the technology necessary to support these rapidly created openings has lagged behind the other aspects. This paper would attempt to bring you up-to-date on the progress made in bringing ground support using shotcrete into the same productivity rates as the other cyclic operations. Shotcrete has become an acceptable material for temporary and permanent support for undergound openings. However, coarse aggregate shotcrete has been an expensive construction material. It has been confined in the main to difficult ground conditions where conventional methods of support have proved to be even slower and more expensive than shotcrete. There are two main factors influencing the productivity of shotcrete equipment. (1) Structural shotcrete as opposed to gunite requires 40% to 45% rock minus 3/4" in the mix design. The United States was the world's largest producer and consumer of boron compounds during 1994. According to US Bureau of Mines (USBM) estimates, boron mineral concentrate and chemical production in the United States totaled about 1.05 Mt (1.15 million st), yielding 560 kt (617,000 st) of B203, for a total estimated value of $370 million. This production level was about 2% less than 1993 revised figures. The United States continued to provide nearly all of its own boron supply while maintaining a strong position as a source of sodium borate products and boric acid for export. Domestic employment in the mining and beneficiation of boron products during 1994 was 900 people, about the same as in 1993. USBM estimated total world production of boron of about 2.3 Mt (2.5 million st), yielding 1.1 Mt (1.2 million st) of B203. World production during 1994 was about the same as during 1993. USBM estimates US reserves to be about 210 Mt (231 million st) of ore and world reserves to be about 630 Mt (694 million st) of ore.

Hecla Mining's Lucky Friday Mine, located beneath the town of Mullan, ID, has been shaken since the 1960s by many deep underground rock bursts. The largest rock burst carried a magnitude of 3.5 on the Richter Scale. It occurred in 1969 when all of the stopes on a level approached an upper level at the same elevation. After that, a stair-step pattern was used to give the mine's levels more of an "arch." The article is an account of one of the more ferocious bursts to hit the miners of the Lucky Friday. I say "miners" instead of "mine" because I was there and it was a very personal experience for me. I had been working at the Lucky Friday for six years. During that time, I had heard and felt thousands of air blasts. In fact, in the early spring of 1986, the mine was experiencing as many as 1000 air blasts an hour, of different intensi¬ties, of course. Most of them sounded like popcorn popping. There were also a few bumps and occasionally a real boomer. That day did not seem any different

This paper describes the emergency water control measures used at Pegasus Gold's Zortman Landusky mine during the September 1986 flood. The amount of solution stored increased by approximately 78 165 m3 due to receiving 0.2134 m of rain in a 24 hour period. Three methods of water disposal will be discussed including continuous chlorination, batch chlorination, and reverse osmosis. A water management program will also be discussed.

6.1-SOIL MECHANICS WALTER C. SHERMAN, JR. 6.1.1-DEFINITION Soil mechanics is concerned with the behavior of soils in relation to the design, construction and performance of engineering works. In this context, soils include all uncemented materials, such as, gravels, sands, silts and clays, either naturally or artificially deposited, and, under certain conditions, weakly cemented, badly broken or weathered rocks. Many types of mine wastes have physical properties similar to those of soils and thus are amenable to analysis by the principles of soil mechanics. The principles of soil mechanics are used to solve such problems as the stability of various types of structures with respect to failure of the supporting soils, determination of soil pressures and deformations in the design of foundations and retaining structures, analyses of seepage and under seepage, and stability with respect to sliding of excavated and natural slopes and embankments. 6.1.2--SOIL PROPERTIES Soils are classified on the basis of index properties, such as, particle-size distribution and plasticity characteristics. The Unified Soil Classification System1 used to classify soils for engineering purposes is shown in Table 6-1. Other physical properties important from an engineering standpoint include natural water content, density, permeability, shear strength and compressibility. Physical properties are evaluated on the basis of carefully conducted laboratory tests. Procedures for laboratory testing are presented by Lambe. 2 Soils, either of natural or artificial deposition, are complex three-phase materials consisting of solids, water and gas (usually air or water vapor). One of the most important principles in soil mechanics is based on the concept of effective stress in the soil-water system. A stress, a, applied to a saturated soil is taken partly by the soil particles (effective stress, a'), and partly by the water in the voids (neutral stress or pore water pressure, u,) so that a' = a - u,. Only the effective stress affects the mobilization of frictional resistance between soil particles. In partially saturated soils, the pore-water pressure is negative due to capillary effects. The effective stress relation remains valid for small negative pore pressures, but anomolies arise if the soil is significantly unsaturated. In this case, the pore pressure is commonly assumed as equal to the pore air pressure, u,, so that [ u' = u - u..] 6.1.3--SOIL EXPLORATIONS Soil explorations are carried out by borings or test pits. Hvorslev3 has reviewed procedures and boring requirements, such as, type, depth and spacing employed. In general, soil strata are logged and representative exploratory samples are recovered for classification purposes and for determining the subsurface soil profile, which is constructed utilizing also knowledge of the geology of a site. With the signing of the North American Free Trade Agreement (NAFTA), Canada, the United States and Mexico entered into an international experiment in economics amid a cloud of controversy that still lingers. Central to the controversy are the disparities in wages that exist among workers in the signing countries. Wage surveys completed by Western Mine Engineering show the degree of disparity that exists among the mining industries of those three countries. Labor costs constitute 30% to 50% of operating costs. So these wage differences are a matter of interest to the mining industry. It is unclear how much of a factor they are in determining where companies search for and develop new mines. That depends on where minable deposits are expected to be found. However, a deposit that may not be minable in the United States or Canada may be minable in Mexico because of lower labor costs. Some adjustments are anticipated for the Mexican mining industry if and when its wages begin to approach comparability with US and Canadian wages. Table 1 combines the results of four recent surveys. It lists benchmark wages for mining job titles common to all the countries. About 220 mines are covered by the combined surveys. Canadian miners' wages, converted to US dollars, are typically 75% to 95% of US wages, while Mexican miners' wages are less than 10% of those in the United States. Table 1 also shows that wage disparities are not confined to international borders. In fact, the difference in average wages between the US coal industry and the US metal and industrial mineral industries is greater than between the Canadian and the US mining industries overall. Table 2 shows that managerial, technical and administrative salaries show similar, but less pronounced differences among the three countries. Salaried personnel at Canadian mines earn 80% to 90% as much as their US counterparts, while those in Mexico earn 20% to 30% as much. Here again, average US coal salaries exceed average salaries for the US metal and industrial mineral industries.

Introduction Preparing a report on fluorspar economics in the US could have been somewhat complicated at one time. This was because the number of producers, both large and small, derived production from different locations through-out the western US and the southern Illinois and western Kentucky fluorspar districts. Companies, such as Allied Chemical and Williamson Mining, operated in the Jamestown district of Colorado. In Walden and Salida, CO, the Colorado Fluorspar Co. operated mines and mills. In New Mexico, both Du Pont and Allied had mines and mills. In the Illinois-Kentucky district, US Steel, Rosiclare Lead and Fluorspar, Minerva Oil Co., and Marathon Oil all produced spar for the US market. Now all of the companies are out of the fluorspar business and, with the closing of the Seaforth Mineral Co.'s Inverness Mining Co., only Ozark-Mahoning Co. survives as a domestic producer. History Ozark-Mahoning Co., as it now exists, was formed in 1946 by the merger of Ozark Chemical Co. and Mahoning Mining Co. Ozark Chemical Co. was started in the 1920s to produce sulfuric acid for two refineries located in Tulsa, OK. Mahoning Mining was originally formed by the founders of Ozark Chemical Co. and the Youngstown Sheet and Tube Co. to produce fluorspar and associated minerals from properties in the southern Illinois and western Kentucky fluorspar district. In 1937, Mahoning Mining started an exploration program, employing contractor-operated churn drills to look for reserves in Hardin and Pope Counties in southern Illinois. Based on known reserves in the area and the results of the exploration program, work was started in the fall of 1938 to build a selective flotation plant at Rosiclare, IL. The mill was completed and put into operation in August of 1939. The company's first mining efforts were in the Cave-In-Rock district just north of Cave-In-Rock, IL. The deposits in this area were of the Manto or bedded type. They have been the mainstay of the company's operations in the Illinois-Kentucky fluorspar district. In 1950-51, the company expanded its operations by purchasing fluorspar properties from Colorado Fluorspar Co. at Walden, CO. This location was operated from 1952 through 1958 and from 1968 through 1973 when it was closed permanently. In 1974, Ozark-Mahoning Co. was purchased by Pennwalt Corp. Presently, it is a wholly-owned subsidiary of that corporation. As the only major domestic producer of fluorspar in the US today, the company's ability to survive under the flood of imported material is directly related to the four major segments of its operations. These are: exploration, mining productivity, maintenance, and marketing. All are done in-house. Exploration The Southern Illinois fluorspar district is located in the most complexly faulted area of the central US. The formations are sedimentary in nature and range in age from Devonian through Pennsylvanian. The deposits are small, they range in size from a few thousand tons up to 900 kt (1 million st), with the average minable deposit being around 544 kt (600,000 st). The ore occurs in both nearly vertical vein deposits and in Manto or flat lying bedded deposits. Due to the relatively small size of the deposits and the depth at which they occur, a good low-cost exploration program is essential to ensure that new finds of ore are equal to the mining extraction rate. Ozark maintains a leased land position in Pope and Hardin Counties that will fluctuate somewhere between a low of 40 km2 (10,000 acres) up to a high of 129 km2 (32,000 acres), depending on total size of tracts leased. Most all lands are obtained through a standard lease purchase option, with a small minimum royalty per acre during the normal 10-year option period. The unique and irregulator distribution of working places in a mine always poses the two questions: - which and how much production equipment is to be used, - what production can be expected. Since the development of analytical methods would be impractical for such cases, a lot of computer programs has emerged in recent years trying to simulate the productiom process and thus find the best answer. The usege of a simulator has its dark side well felt by the author(s) of such a program: the credibility and the confidence of the customer. Using the simulator means to respect and to incorporate all the restrictions imposed by the narow underground space, methods of production, safety regulations etc., which can turn out to become a major programming effort. If the program is not properly structured, it will be used for a single special' case only, and never again. In this paper the structure and internal mechanism of the simulator is described for which the author believes that can easily be adapted to conditions of various underground and open pit mines. MINSIM tries to reach the following rather ambitious goals: 1) Estimation of the production before opening the mine, or a part of the mine. 2) Training the personnel to make decisions. 3) Making the daily time schedules for the entire fleet of the equipment units.

Surfactant-based bactericides are able to control acid formation in sulfidic materials such as pyrite and sulfidic ores, thereby helping to abate acid rock drainage. Bactericides are used in the following two ways: as periodic or continuous spray treatments for the prevention of acidification of material actively handled and moved and in controlled-release form for reclamation. Site-specific bactericide treatments are designed for active sites and reclamation. Results from two active coal refuse sites show that acid production can be reduced by 88% or more. Results from reclaimed sites show that bactericide treatment can be more effective than the addition of alkaline materials such as limestone and can reduce acid production from 3,500 to <30 ppm. The controlled-release-pellets treatment outlasts the life of the pellets, as shown by a study of a site now 10 years old A single treatment sets up a change in site microbiology to replace acid-producing Thiobacillus ferrooxidans bacteria with heterotrophic bacteria and creates a stable site without the need for further treatments. A secondary beneficial effect of bactericides is on revegetation, and biomass from treated areas is almost 10 times that from areas not treated with bactericide. Depending on the application, bactericide treatment can be cost effective upfront and certainly long-term, compared to the perpetual water treatment that could be required, even after productive use of the site is completed

The heap leaching process has developed into a low-cost method for recovering copper, gold and silver from large and small deposits of low-grade ore. The earliest known heap leaching process with chemicals occurred in about 1752 and is attributed to Spanish miners percolating acid solutions through large heaps of oxide copper ore on the banks of the Rio Tinto (Ran Zyl, et al., 1988). In 1969, US Bureau of Mines research¬ers proposed the use of dilute alkaline cyanide solutions as a low-cost means for recovering gold values from low-grade ore containing micrometer-sized particles of gold (Miners News, 1991). The modern-day heap leaching process typically involves the percolation of leach solutions through controlled lifts of stacked, low-grade ore (crushed, aggomerated or run-of-mine) in a heap for chemical extraction of precious and base metals into solution (Fig. 1). The enriched (pregnant) solution is collected by gravity flow in lined basins, sumps and ponds for processing and recovery of the target metals (copper, gold and silver). The barren solution from the recovery facilities is recirculated to the heap, along with chemical reagents and makeup water, for containment of all process solutions in an enclosed and environmentally sound system. This involves the use of low-permeability liner systems beneath the heap leach stacks to maximize solution recovery and protect the underlying ground water (Fig. 1). This article discusses the typical heap leach liner systems currently used by mining companies in North America. The most successful heap leach pad liner systems from past precious metal operations generally include an underlying, low-permeability soil bedding material; a geomembrane liner, and an overlying protective cover fill.

The modern era of mineral exploration in Panama began in the late 1960&apos;s, resulting in porphyry copper discoveries at Petaquilla, Rio Pito, and Cerro Colorado. In contrast, Panama&apos;s early mining history (1503 to the early 1700&apos;s) was associated with gold. A single mine, Cana, in Darien Province, produced more than one Million ounces of gold in the colonial period. Except for episodic exploration activity by British and French interests, Panama&apos;s gold potential since the 1700&apos;s has been largely ignored.
