The numbers tell the story of this one. More than 50,000 people and 1,890 exhibitors took over the Las Vegas Convention Center Sept. 24-26 for the largest mining trade show in the world ? MINExpo. Inside the convention center, some of the largest machines used in mining were on display. Caterpillar, Liebherr, Komatsu and Hitachi displayed ultraclass offroad mining trucks and shovels. Atlas Copco and Schramm were among companies that rolled in mining drills and Bridgestone, Goodyear and Michelin were among the companies showing off the massive tires used by the trucks. Throughout the three halls and an outdoor display area, just about every kind of product, gadget or service used in the mining industry could be found on display somewhere.

There is no doubt, if any existed, that the commercial minerals world has now moved into a new era of unprecedented challenges in the sourcing, mining, processing, trade and use of industrial minerals. Industrial (nonmetallic) minerals remain the often unsung workhorse of mineral commodities and specialist raw materials that frankly keep the world’s manufacturing industries ticking over, and everyday products we use in sound availability. They are also very much present among the so-called “critical minerals” necessary to advance cutting-edge developments in growing high-tech markets such as in energy transition: for example, lithium, rare earths, graphite and fluorspar. Indeed, in the United States during 2024, industrial minerals again accounted for the majority share of total sourcing, and, yes, geopolitics. The last few years have witnessed a series of geopolitical issues that have impacted and continue to impact international trade in industrial minerals. Above all, it has been the threat and implementation of recent trade tariffs between countries that have been most damaging in creating a potential trade war. mine production by value at $72.1 billion, or 54 percent, followed by metals, 25 percent, and coal, 21 percent, according to the latest data from the U.S. Geological Survey (USGS). But right now, “industry resilience” seems to be the rallying call, with industrial mineral producers and traders facing straitened times from market slowdowns; environmental regulations; decarbonization and other sustainability issues; pressure to diversify; and near-shore mineral sourcing, and, yes, geopolitics. Award of the Design/Build Agreement for construction of Ontario Power Generation’s (OPG’s) Niagara Tunnel Project was made after an intensive 8-month international procurement process. The 14.4-m diameter × 10.4-km long rock tunnel will divert 500 m3/s of water from the Niagara River to the Sir Adam Beck hydroelectric generating complex. The procurement process and Design/Build Agreement included features to address the owner’s requirements regarding risk allocation and cost and schedule certainty, while encouraging innovative ideas from the industry, both technically and commercially. The process included an international expression of interest and prequalification, followed by an invitation for design/build proposals to qualified proponents, and comprehensive proposal evaluations and negotiations with several respondent proponents. An honorarium was provided to the unsuccessful participants in the proposal stage. The resultant negotiated Design/Build Agreement includes Owner’s Mandatory Requirements, negotiated contract terms and conditions, performanceincentive bonuses and liquidated damages for schedule and water delivery performance, a multistaged Geotechnical Baseline Report, joint risk management, references to preexisting community impact agreements and measures to reduce impact on tourism. It also addresses regulatory approvals and permits, an owner controlled insurance policy that required reference to the International Tunneling Insurance Group (ITIG) Code of Practice for Risk Management as a condition of coverage, site specific safety, security and environmental plans, formal team building, a dispute review board, and escrow documentation.

The aim of this paper is to provide an overview and details of good practice, from a United Kingdom perspective, in the development and implementation of major tunnel and underground infrastructure projects. In doing so, it draws on a broad base of project management theory. A central theme is that successful project delivery is dependent on detailed planning of the complete project delivery process, forming an effective team that works well together and the proper management of risk. The role of partnering in forming a strong project coalition is described. Particular emphasis is given to the integration of design and construction, and the role of the designer throughout the construction phase. The implementation of risk management in the design and construction of tunnel works is discussed, and recommendations are made on how risk, value and constructability can be integrated in project delivery. Recent practice in project procurement, particularly in the use of innovative collaborative forms of contract are described, and details of particular provisions for joint management of risk and problem resolution are provided. Finally, the relevance of the ITIG Code of Practice for Risk Management of Tunnel Works to good practice in project delivery is highlighted throughout the paper.

By 1980, the U.S. mining community had reached a broad consensus regarding coal pillar design. The pillar load could be estimated from tributary area theory, and the pillar strength from empirical formulas and laboratory coal strength testing. Then the growth of longwall mining required new thinking. Recently, powerful design methods have emerged from analysis of large data bases of real-world pillar successes and failures. These include the Analysis of Retreat Mining Pillar Stability (ARMPS), the Analysis of Longwall Pillar Stability (ALPS), the Mark-Bieniawski rectangular pillar strength formula, and guidelines for preventing massive pillar collapses. Sophisticated numerical models have also helped transform the pillar design landscape. In the process, our understanding of pillar mechanics has been greatly enriched. The concept for a Mine Escape Vehicle (MEV) is motivated by the desire to enable personnel to evacuate a mine rapidly as the first and most desirable response to any underground emergency. Under a NIOSH contract, Raytheon UTD developed a conceptual design for a vehicle that coal miners could use to facilitate their rapid exit from an underground coal mine in the case of emergency, including fire or explosion. The vehicle requirements include the capacity to provide life support functions for a number of miners, operate in an oxygen deficient, low or no visibility atmosphere, and travel at speeds faster than miners can walk out of the mine. To develop the MEV concept, three primary tasks were identified and executed. The first task focused on developing a realistic concept of operations (CONOPS) and associated high level vehicle requirements. The second task identified and evaluated currently available equipment and technologies that could be applied to address the CONOPS. The final task developed a design concept that integrated the identified components for the five (5) MEV sub-systems to provide the foundation for future detailed engineering design and prototype construction. The resulting MEV design concept is centered upon retrofitting existing mine personnel carrier chasses with available, mine-worthy equipment capable of addressing the MEV requirements. This approach offers a practical and economic avenue to prototype development and delivery with minimum lead-time and risk. Furthermore, by integrating familiar and available equipment into the design and CONOPS, the resulting Mine Escape Vehicles should also be more readily accepted by the mining industry.

In mechanized tunnelling operations performance, consumption and safety are main factors for jobsites. One of the most important components effecting these factors, especially in slurry TBM operations, are Slurry Treatment Plants (STPs). Inadequate/ suboptimally dimensioned and designed STPs create bottlenecks for tunnelling operation and jeopardize time schedules and performance. Inefficiently planned STPs could drastically increase consumption figures such as electrical power, bentonite, water and polymers, etc. Inaccurately selected and treated suspension properties can cause a high-risk potential for the whole job. This paper debates the relevant key parameters for STPs from start to finish of a project and its results in influencing factors from the manufacturer´s point of view.

Underground construction is a matter of dealing with the inherent uncertainty of subsurface geology. If the encountered conditions are less favorable than the expected ones, the execution of excavation, support, ground treatment or lining works is likely to require more or different efforts than anticipated, thereby delaying the works and increasing the costs. The 2019 first edition of the FIDIC Emerald Book model contract (FEB) addresses many of the issues to which underground works give rise, including those related to differing site conditions (DSC). This paper examines how under the FEB disputes arising from or in connection with DSC could or should be avoided.

Coeur d'Alene Mines Corporation (CDE) is a precious metals mining company. The company's three mining operations are located In Nevada and Idaho. Collectively, these mines (Rochester in Nevada, and the Galena and Coeur In Idaho) produced about 61,000 ounces of gold and more than 7.5 million ounces of silver in 1991. The company is currently planning the development of two major properties; the Fachinal gold-silver project in Chile and the Kensington gold project near Juneau, Alaska. Fachinal and Kensington hold encouraging potential to significantly expand CDE's gold production during this decade. The permitting process for these two distinctly contrasting environmental settings, project design requirements and regulatory/political circumstances provide the basis for a comparative analysis of licensing and permitting requirements, timeliness of the permitting process and costs in the U.S. and Chile.

Public Service Company of Oklahoma began burning sub-bituminous coal in December, 1979. Initially PSO had a single source coal supply from Jacobs Ranch Mine, and in 1982 added deliveries from Clovis Point mine. Both are Powder River Basin (Wyoming) coal mines. In 1986 PSO began burning Oklahoma coal to meet Oklahoma's 10% native use law. PSO experienced random s lagging during certain blends of these coals. PSO installed a boiler performance system to help control the slagging problems from the various coal blends, to improve boiler efficiency, and increase total coal consumption.

To meet increasing demand of coal, underground mining is largely being replaced by the exploitation at deeper horizons and with greater complexities. The exploitation-proposition may be below not-to-be-disturbed surface properties or below water-bodies, posing a constant threat of inundation. Also, the mounting pressures to limit the adverse impacts on the environment bring the extraction-undertaking to face more challenges. An understanding of subsidence-mechanism and a rational quantification of subsidence parameters is a requisite herein. This paper presents such pragmatic quantification, validated at mine-sites in India. In comparison, better productivity, conservation and safety is ensured in this approach.

The intent of this paper is to try to answer the complex question: "How much grinding capacity should be designed into a new mining - milling project?" Much work has been devoted to the technical aspects of grinding, the "how" of grinding. But, in the writers' opinion, the economically important subject of optimizing grinding capacity in mill design has not received the attention it deserves, at least not in published literature. For the purpose of this paper it is necessary to distinguish clearly between optimizing operation and optimizing design. Optimizing operation involves making the best use of the available plant and equipment. Much excellent work has been done and is being done in this area. In operation, one can make tradeoffs of production rate and recovery, or recovery and grade, to maximize profits. However, this must be done within the limitations imposed in the design stage. Flexibility is limited by the existing plant. In project design, on the other hand., there are no preexisting physical limitations except as imposed by nature itself; the planners and designers have considerable latitude in their efforts to optimize the overall project. They have complete control over a large number of important design variables from the mine to the finished product. The grinding process design is one of these variables. It not only determines the capital cost charges for grinding and the maximum grinding capacity that operating management will have to work with, but also determines the range of capability of the auxiliary equipment, which fixes the degree of flexibility possible in operation. This paper is concerned with optimizing design rather than operation. The terms "optimum" and "optimize" are sometimes used in a technical sense in connection with grinding, recovery or grade. In this paper, these terms are used only in the economic sense. In this age of working large deposits of ever lower grade ores, it is in¬creasingly essential to design projects and plants for optimum economics, based on the most applicable economic. criteria. Since grinding represents a large part of both capital and operating cost of the project, and largely determines percentage recovery of metal, it should be included as one of the factors in optimizing the project design. This paper is written primarily with reference to medium to large copper concentrators employing conventional wet grinding. However, the principles involved should be applicable to other ores and other methods of grinding.

The pelletizing process for low grade iron ores has undergone continual changes since its inception over twenty years ago. These changes have necessitated filtration equipment changes in order to produce a product suitable for balling. With modern techniques it is now possible to produce pellets of 68% Fe from ores containing as low as 26% Fe. Low grade ores require fine grinding to liberate impurities This shift to finer grinds over the years has necessitated major changes in the filtration steps. Techniques are now available for producing suitable product from ores with Blaines as high as 3600 cm2/gram. This has been made possible by the development of high performance filters. Recent developments have reduced maintenance costs and produced higher production reliability. The paper discusses iron concentrate filtration from its beginning to present day design. It will be shown that the dewatering step prior to balling has gone through four generations of filters. Particular emphasis is placed upon hydraulic studies which have allowed today's optimum designs.

With the advent of the environmental "green" movement of the 1960s, eventually leading to Earth Day 1970, Congress responded by passage of the National Environmental Policy Act (NEPA), 1970. NEPA gave impetus to a flood of federal acts and laws in the subsequent three decades. Many of those protecting man's environment, health, and well-being also affect mining. For purposes of this chapter, a current mineral law summarization lends itself to a division into two parts: viz., Part I, General Mining Law, and Part II, Enviromining Law. The word enviromining has been coined by the author and is defined and used herein as those federal and state statutes and regulations that were created to provide protection and preservation of man's environment, health, safety, and welfare, and they have particular application to and affect on mining activities. They are listed and treated under Enviromining Laws in Part II. Mining, as a basic industry to provide the essential minerals for mankind's necessities and well-being, truly reflects the mining industry's slogan, "If it can't be grown, it must be mined." Without the basic minerals and rocks won from the earth by mining and mineral processing for their valuable physical properties or chemical constituents, man would soon be forced to revert to the cave-dwelling age. Unfortunately, for man to survive in the "manner of life to which he has become accustomed," he is caught between the demands of cleaning up his deteriorating environment and a continued supply of his basic requirements and amenities for daily living supplied by mining of the earth's minerals. He must have "clean living" at the same time with "good living;" neither is expendable. A very high pricetag accompanies this essential and critical choice which must be paid by society. The United States is internationally recognized as the world leader in environmental matters. Many countries are following suit, principally the other Anglo nations. Because US law is founded and based on English law, on occasion, Anglo-American law is referred to and cited as authority in litigation anywhere in the Anglo-American world of jurisprudence. For this reason, and because mining and the industry is international in nature and operations, some British Commonwealth cases will appear in various topics. If the case is of interest to the reader, further inquiry at a law library may be made through use of the case's style and citation given. "Style" refers to the name of the litigating parties. "Citation" refers to the law publication in which the case and decision may be found, as well as the jurisdiction and court of decision. Citation of cases from the United States and British Commonwealth nations is explained under Case Citation Explanation. Space and time limit exhaustive treatment of subjects and covering all geographic and jurisdictional areas. This chapter is intended as a broad outline and is based on the author's master's thesis at the University of Missouri-Rolla, 1992. The City of Santa Cruz Water Department is replacing the existing Newell Creek Dam inlet/outlet works at Loch Lomond Reservoir in the San Lorenzo Valley. The project will improve the City’s overall operational efficiency, improve system performance, and improve the safety and reliability of storage for the City’s drinking water supply. The project comprises new inlet works* (three new inlets that control and convey flows into and out of the reservoir, and an intake control building), an inlet/outlet tunnel with a 48-inch conduit to convey flows into and out of the reservoir, and a new outlet structure at the toe of the dam. The outlet structure includes a release point for energy dissipation of emergency drawdown flows, a connection to Newell Creek Pipeline, and beneficial releases into Newell Creek. The project also includes a new dam seepage collection and monitoring system and appurtenant structures such as a culvert bridge over the spillway plunge pool to improve access to the new outlet. Notable complex project components include in-water work to connect the new intake shaft pipes to the three new inlets. The project includes one major milestone with a work window regulated by environmental permits that could only be amended/ extended with approvals from those agencies. If not met, the milestone work would have caused significant delays (potentially up to one year) to the project.

A sociotechnical system (STS) creates a framework that allows an examination of how social and technical factors affect organizational outcomes within a specific environmental context. STS has been rigorously studied with a primary research focus addressing worker-technology interactions. Although these interactions are important, the social processes and interactions that occur whenever any technical or environmental change is introduced into the system have been undervalued. If social processes are better understood, mining organizations could efficiently prepare and stabilize for such changes. With this goal in mind, we sought to extend STS theory through applying principles of meta-design to analyze the results of two case study interventions. Specifically, we studied the impact of an unregulated dust control technology (the Helmet-CAM) and a regulated dust control technology (the Continuous Personal Dust Monitor) on factors within an STS including employees’ knowledge of, communication about, and use of technology to mitigate respirable dust sources. The results are presented in a way that first, addresses the overarching principles of meta-design STS including organizational participation, flexibility, and communication and second, examines how technology implementation processes differ when the organization is complying with a formal, higher-level requirement. Results show that a prominent focus on the social factors within an STS framework could help reduce unpredictability on the technical side and may improve communication within the system to help reduce adoption time, especially if and when accompanying a new, formal work process.

Sulfur removal from high sulfur coal has several objectives including: a) reduction of the atmospheric load that contributes to the problem of acid precipitation; b) reduction of ash, which contributes to decreased energy transfer in boilers, as well as ash disposal; and c) alleviation of the social and economic dislocations reluted to uneven geographical distribution of sulfur in coal reserves. Cost in relation to the value of refined coal will govern the development of an emerging coal refining industry. Estimation of the premium paid by power companies for coal with a low sulfur content is a good estimate of the value that will be added as the result of refining. Estimates of premiums paid in 1984 are $28.65/t ($26 per st) for reduction of total sulfur from 3’% to 1% S and greater than $28.65/t ($26 per st) for removal below 1% sulfur.

"Canopy air curtains on roof bolting machines have been proven to protect miners from respirable dust, preventing their overexposure to dust. Another desired application for canopy air curtains is in the compartments of shuttle cars. The challenges faced in developing the design of canopy air curtains for shuttle cars include mine ventilation rates in tandem with the shuttle car tram speeds. The resulting cab airspeeds may exceed 182 m/min (600 fpm), as found in the present study conducted in a central Appalachian underground coal mine by U.S. National Institute for Occupational Safety and Health (NIOSH) researchers. Prior research and laboratory testing had indicated that successfully protecting a miner in high air velocities is difficult, because the clean air from the canopy air curtain is unable to penetrate through the high-velocity mine air. In this study, the dust concentrations to which a shuttle car operator was exposed were measured, and air velocities experienced by the operator were measured as well using a recording vane anemometer. The results indicate that the highest exposure to respirable dust, 2.22 mg/m3, occurred when the shuttle car was loading at the continuous miner, where the average airspeed was 48 m/min (157 fpm). While tramming, the operator was exposed to 0.77 mg/m3 of respirable dust with an average airspeed of 62 m/min (203 fpm). This study indicates that a canopy air curtain system can be designed to greatly reduce an operator’s exposure to respirable dust by providing clean air to the operator, as the majority of the operator’s dust exposure occurs in air velocities slower than 61 m/min (200 fpm). IntroductionThe U.S. National Institute for Occupational Safety and Health (NIOSH) issued contract #200-2015-63485 to develop a canopy air curtain for coal mine shuttle cars with Marshall University and J.H. Fletcher & Co. (Salem, Begley and Ross, 2016). The proposed design maintains a design similar to that of a roof bolter canopy air curtain by providing filtered air through a blower over the operator. The plenum, which will provide uniform airflow over the operator, is anticipated to be built into the shuttle car canopy. One of the main interferences with a canopy air curtain is ventilation airflow perpendicular to the plenum airflow (Engel, Johnson and Raether, 1987). This ventilation airflow can shear the downward flow from the plenum, and this shear can reduce the effectiveness of the canopy air curtain by either disrupting the downward flow or allowing contaminated mine air into the canopy air curtain zone of protection."

A pilot plant was constructed and operated to investigate the column flotation of 20 x 200 mesh North Carolina phosphate ore, using high throughput, high solids operating conditions developed at the NCSU Minerals Research Laboratory. Flotation was performed at 45% solids in a 9.5 cm (3.75 in.) diameter by 2.26 m (7.4 ft.) tall column at throughputs of 19.1 t/hr/m2 (2.0 stph/ft2) and 31.7 t/hr/m2 (3.3 stph/ft2). Recoveries in excess of 98% of the phosphate value were obtained at the lower throughput -- while obtaining concentrate grades containing over 28% P205 (61.2% BPL) at that recovery. Recoveries of about 95% of the phosphate value were obtained at the higher throughput, while making a concentrate averaging 27.6% P205 (60.3% BPL). In addition, a better understanding of the variables governing the column flotation of coarse nonmetallic minerals was gained. Variables examined included superficial air velocity, throughput (superficial feed velocity), frother type, frother dosage, and bias rate.

Some countries are infinitely poorer than others in mineral resources-despite the perfect equality of their political leaders ambitions. Compare the mineral poverty of Kenya and Tanganyika with the riches of Katanga Province and Northern Rhodesia. Compare Paraguay with Chile, There never has been any equality in the distribution of nature's wealth. Minerals cannot play any role at all in economic development where they don't exist, and there are bound to be differential rates of economic development where there are basic differences in the wealth of mineral resources available. Africa is my principal area of interest and I know that there is an unfortunate but widespread misconception about Africa's "vast mineral resources, "its "untapped mineral wealth." Why is it untapped? Why is it undeveloped?
