Tunnels and underground projects are inherently more risky than vertical projects, which typically utilize more conventional design and construction approaches and are undertaken in the context of relatively ascertained and defined conditions. On tunnel and under-ground projects, there are a host of special risk factors, including unknowns and uncertainties as to the physical and behavioral characteristics of the ground, the inextricable interdependence and necessary interaction of design decisions and construction means and methods with those ground conditions as well as the manner in which risks are allocated among project participants for un-anticipated subsurface conditions. Public-private partnerships (PPP) projects, in their own respects (and independent of any major subsurface component), pose significant risk for all private sector participants. The main driver of owners to procure projects using PPP is financial, as often all, or substantially all, of the design and construction risk are transferred to the private sector consortium, including the design-build (D-B) team. For a concerning number of those public owners, that risk transfer regime includes rather onerous and aggressive contractual terms that allocate to the private sector participants substantially all risks associated with the encountering of unanticipated subsurface conditions. These aggressive risk allocation provisions, while directly impacting project participants upstream of the consulting engineer, have an indirect and corresponding risk intensifying effect upon consulting engineer professional liability exposure. There are many factors that result in increased professional liability exposure for consulting engineers involved in PPP projects. Expectations for coal in the early to mid-1970's prompted the government and industry to pursue research and development programs to increase underground and surface mining coal productivity and net coal recovery. Several programs concerned advanced surface mining methods for thin seam coal recovery. Three such programs, along with related areas of interest, are presented in this paper, namely: (1) extended depth augering for trench-strip applications; (2) high recovery auger heads for enhanced recovery; and (3) variable wall mining in low cover longwalls. Conceptual development is examined, prototype testing is discussed, and potential operations are considered.

One of the most common errors uncovered while performing a reserve, or resource, audit is not in the geological modeling or grade problems due to poor sampling, prepartion or assaying. The error most commonly found is in tonnage or, more specifically, in the tonnage factor - that factor applied to volume to derive tonnage. Tonnage factors In the metric system, the tonnage factor is the density, or specific gravity. Specific gravity (Sp.g.) is defined by Dana (1947): • "The specific gravity of a mineral is the ratio of its density to that of water at 4° C (39.2° F). • "Density is the mass of the unit volume or weight of the body divided by the weight of an equal volume of water." When Sp.g. is multiplied by the metric volume it yields metric tonnes. In the English system, the tonnage factor is usually expressed in cubic feet per short ton (cu ft/st). When the volume in cubic feet is divided by cu ft/st, the resulting figure is in English short tons. Table 1 gives the cu ft/st factors equivalent to specific gravities from 1.6 Sp.g. to 5.8 Sp.g. The table is based on the following equation: cu ft/st = 0.9072 divided by Sp.g. times 0.02832 The blase attitude that most geologists have toward tonnage factors is echoed in the prevailing definitions of Reserves and Ore, as provided by the US Securities and Exchange Commission (S.C Form S-18), Canadian National Policy 2A and the SME Proposal for Reporting Terminology (SME February 1991). In each case, it is stated that "quantity" (SEC, SME), or "tonnage" (Can.2A), "is computed from dimensions revealed in...." etc. Unfortunately, "dimensions" do not directly yield tonnage. Dimensions must be factored by density to derive tonnage.

An acid mine drainage sludge containing 0.26% nickel, 0.21 % cobalt and 4.5% manganese was leached in a one-liter reactor with sulfuric acid in the absence and presence of sodium sulfite. The effects of temperature (25°C and 52°C) and sodium sulfite concentration (up to 0.03 molar) on the leaching rate were particularly investigated. The leaching rates of nickel and cobalt with sulfuric acid have been determined to be controlled by diffusion through product layer. It has been found that effective leaching conditions to give more than 90% extraction of nickel, cobalt and manganese while keeping the iron extraction below 10% come with an elevated temperature and a low sodium sulfite concentration at pH 3; for example, 52°C and 0.01 molar sodium sulfite.

The Missouri River Intake Screen Structure and Tunnel (MRISST) is one phase of the Red River Valley Water Supply Project (RRVWSP), a vital piece of infrastructure in the state of North Dakota to transport water to drought-laden communities in the eastern half of the state. The scope of work consists of constructing a cofferdam in the Missouri River, mining a 1,600-foot by 74-inch tunnel from a secant pile shaft near the riverbank into a cofferdam, and erecting a 40-foot Y-shaped vertical pipe structure in the cofferdam to support the intake screens. Construction personnel worked in the river through the North Dakota winter to construct the cofferdam and contended with high hydrostatic pressures and raveling sands, gravels, cobbles and boulders while mining the tunnel. Diligent planning and meticulous execution were essential to overcoming the challenges encountered below the Missouri River.

Blast engineers have been taking advantage of image-based rock fragmentation analysis methods for the past three decades to estimate rock size distributions. These methods utilize a range of image segmentation techniques, from manual to fully-automated, to delineate the edges of rocks in images. Rock delineation results are then converted to physical rock sizes (and percentage passing curves) by scaling the image pixels to correspond to physical measurements. The size scaling process is critical for acquiring physical measurements, but specifc to the limitations of different applications. This article starts by presenting a shovel bucket-based fragmentation analysis system, where scaling is done using the known width of the shovel bucket within the image. It will then describe methods that use pictures captured by digital cameras with scaling reference objects in the view. Finally, the article presents a method that uses three-dimensional imaging to capture images without the need for scaling reference objects.

In its largest product launch in company history, Cummins Engines welcomed more than 200 customers, vendors and media to witness the unveiling of its new QSK95 engine at its Seymour Engine Plant in Seymour, IN on Nov. 1. It took the efforts of 150 engineers to design the QSK95 and more than $100 million in investments to establish a new production line and test facility at Cummins? Seymour Engine plant. The result of these efforts is a new platform of engines that Cummins says will provide as much as 2,983 kW (4,000 hp) and will be the most powerful, high-speed diesel engine ever built.

Introduction The Cove gold-silver deposit is located in Lander County, NV about 50 km (30 miles) southwest of Battle Mountain, NV (Fig. 1). The deposit is in the north-central part of the Fish Creek Mountains within the McCoy mining district. Gold was first discovered in the McCoy district in 1914 by Joseph H. McCoy (Vanderburg, 1939). From 1928 to the early 1930s, minor production occurred from shallow underground workings. Total gold production was less than 311 kg (10,000 oz; Stager, 1977). The district was inactive until the mid-1960s when it was explored by Bear Creek Mining, Summa Corp., Houston Oil and Minerals Corp., Gold Fields, and Tenneco Minerals. Tenneco began a detailed reevaluation of the McCoy deposit in the fall of 1984. Tenneco's decision to place the deposit into production was based on a geological reserve of 8.7 t (280,000 oz) of gold (Kuyper, 1987). Subsequent exploration and development drilling of the McCoy skarn deposit has more than doubled the mineable skarn reserves to 19 t (615,000 oz) of gold. In September 1985, Tenneco began development work on the McCoy gold-skarn deposit. The project is an open-pit, heap leach mine. The first gold was poured in April 1986. Echo Bay Mines acquired Tenneco's precious metals properties in October 1986. The mining operation and district exploration started by Tenneco is continuing under the Echo Bay's ownership. The Cove deposit was discovered in January 1987 and production began in February 1988. The deposit will begin as an open-pit, heap leach operation. It will be converted into an open-pit and underground mine with a 9-kt (10,000-stpd) mill. Geologic setting The Cove gold-silver deposit is situated on the east flank of the Fish Creek Range. Surface elevations range from 1460 to 1680 m (4800 to 5500 ft). The deposit is 1.6 km (1 mile) northeast of the McCoy gold-skarn deposit. The Cove deposit is hosted by the Augusta Sequence of Triassic age. Three formations of the sequence are mineralized at the Cove. In ascending order they are the Favret, Panther Canyon, and Augusta Mountain formations. The Favret formation is a gray, locally silty limestone that is commonly fossiliferous. The base of the formation is not exposed. Exposed and drilled intervals are more than 60 m (200 ft) thick. Conformably overlying the Favret formation is the Panther Canyon formation. This formation is 215 m (700 ft) thick and consists of a siliclastic and carbonate sequence of conglomerate, quartzite (sandstone), mudstone, limestone, and dolomite. One of the most important processing engineering tools for designing mineral processing facilities is linear circuit analysis. This technique, originally conceived and developed by Meloy, Williams, and Fuerstenau nearly four decades ago, provides fundamental insights regarding how unit operations interact and respond when arranged in multi-stage processing circuits. Researchers have successfully utilized this tool to improve the operating performance of industrial processing circuits incorporating coal spirals, magnetic separators, mineral spirals, and eddy current separators. More recently, advanced versions of this tool have also been developed to provide a standardized framework for circuit mass balance calculations, to output exact analytical solutions to mass yield and value-based efficiency expressions, and to estimate uncertainty propagation in separation circuits. This article reviews the historical development of linear circuit analysis, describes how the technique has evolved to address more complex circuit design problems, and presents industrial case studies that highlight the importance of this process engineering tool.

The 1989 mining industry compensation survey done annually by the Denver-based Mountain States Employers Council shows the "average" or "typical" employee in the mining industry is projected to receive an increase of 3.9% to base pay in 1990, compared to a projection of 4.1 % for 1989. According to MSEC, the actual percentage increase to base pay has continued to decline since 1980. A review of pay increases since 1980 shows the highest average increase was 11%, granted in 1981. Since 1981, there has been a steady deceleration through the decade. While 1989 final figures are not available, 1988 numbers might indicate a reversal of this trend. In 1988, the average employee actual increase was 3.8%. That was 0.7% higher than the 3.1% projection. This may be significant as actual increases have been lower than projections since 1982. Chart A shows the pattern of projected vs. actual percent increases in pay since 1980.

Since 2019, approximately two dozen international battery recycling companies have been operating at the commercial or pilot scale [1]. However, current process capacity does not exceed 100,000 tons of end-of-life (EOL) lithium-ion batteries (LIB) per year, and the current recycling rate is only about 5% in North America [2-3]. Recycling metals from EOL LIBs is not only essential to waste minimization and environmental stewardship, but also a source of critical materials, which can contribute towards supply chain stabilization. LIB recycling can be roughly divided into three categories: direct recycling, pyrometallurgy, and hydrometallurgy. Direct recycling seeks to retain as much of the manufactured effort with minimum chemical processing [4]. The evolution of battery designs and chemical compositions are challenges to this approach [5-6]. Pyrometallurgical processes are robust and flexible allowing a broad spectrum of batteries with minimum pre-processing requirements. Some of the matrix issues are solved through combustion of some constituents. Smelting is strongly tied to fossil energy and air emissions are a concern. In addition, pyrometallurgical processes are not stand alone, as hydrometallurgical refining normally required to separate and recover the metals of interest (Co, Ni, and Cu) from the produced alloy and Li from the slag [7]. Hydrometallurgical processes can be highly selective and efficient in recovering high purity materials [8]. In general, hydrometallurgical processes are considered cleaner and less costly than high temperature processes [4,9-10]. Extensive chemical consumption and waste generation significantly increase the operating costs and overall environmental impact of the hydrometallurgical processes [11]. Leaching of metals from LIBs is dominated by the mixture of sulfuric acid (1 to 4 M H2SO4) and hydrogen peroxide (1 to 15 wt.% H2O2) [10]. Although organic acids have been tested as lower environmental impact alternatives, the reported pulp density operations are low < 60 g/L [10-11]. For the H2SO4/H2O2 leachates, high leaching efficiencies >90% are reported for Co, Ni, Mn, and Li from cathode materials at temperatures over 40 ⁰C and pulp densities between 30 to 200 g/L [9-10]. H2O2 acts as reducing agent to convert Co+3 and Mn+4 into their soluble forms, Co+2 and Mn+2 [12]. Despite the claims of H2O2 being a clean reducing agent [13], production of H2O2 has significant environmental impacts as determined by life-cycle analyses [13-14]. Moreover, the costs and risks associated with H2O2 transportation and storage cannot be ignored [15].

Introduction The Surface Mining Control and Reclamation Act was passed in 1977 to put an end to the uneven environmental standards and enforcement established by various coal mining states in the US. One year after passage, the Secretary of Interior was directed to promulgate permanent program regulations implementing Title V provisions of the Act. These regulations were to form the basis for state regulatory programs under the Act and to allow states to assume primary regulatory responsibility. To implement the underground mining provision of the Act, the Secretary is directed in section 516(a) of the Act to promulgate rules. But they must take into consideration the differences between surface and underground coal mining. The regulations developed by the Secretary in 1979, with respect to subsidence control, included: • a subsidence control plan as part of the permitting process; • substantive provisions establishing performance standards for subsidence control; and • provisions providing for the prohibition of mining under perennial streams, impoundments larger than 24.6 dam3 (20 acre ft), and certain public facilities and urban areas. Industry challenged the Secretary&apos;s regulations implementing the subsidence control provisions. The litigation was consolidated with all other challenges to the permanent program regulations. (Permanent Surface Mining Regulation Litigation, Civil Action No. 79-1144; D. D.C., May 16, 1980.) In two opinions dealing with the multitude of issues raised by both industry and environmental groups, the US District Court of the District of Columbia ruled against industry. It upheld the promulgated subsidence control provisions. The US Court of Appeals stayed the appeals pending the agency&apos;s review and revision of its regulations. The regulatory reform was conducted in accordance with the order from the Secretary of Interior and the President in 1981. As a result, the subsidence control regulation was revised, reproposed, and finalized in June 1983 (Federal Register). This regulation, along with others, was again challenged by environmental groups and industry. On Oct. 1, 1984, the court, after finding the Secretary&apos;s reading of the Act reasonable, upheld the 1983 subsidence regulation except for one section. On Feb. 21, 1985, in accordance with the court&apos;s ruling, the Office of Surface Mining (OSM) suspended a portion of 30 CFR 817.121 (c)(2) concerning the damage correction requirement for structures or facilities and reproposed it on July 8, 1985 (Federal Register). In conjunction with a request for public comments, OSM now also seeks comments on the omission from the 1983 rule of the requirement in the 1979 rule regarding a presubsidence survey and monitoring of damage to structures. Technical issues related to subsidence regulations The subsidence regulations of June 1, 1983, consist mainly of two parts: a subsidence control plan as part of the permitting process; and substantive provisions establishing performance standards. With the exception of the development of large scale mining equipment (haul trucks, draglines, shovels, etc.), there are likely few other candidates responsible for the ability to exploit large tonnage, low grade deposits, than the development of large capacity comminution equipment and circuits; crushers and grinding mills. Ball mills are often the final step in the comminution process and are responsible for providing what should be the optimum particle size distribution of ore to subsequent mineral concentration steps in the flowsheet. Because comminution processes are such high cost centers for milling operations, both capital and operating costs, an enormous amount of research has been conducted to study and model their performance, in order to improve efficiencies (Kelsall, et al., 1969; Austin et al., 1984; Napier-Munn, et al., 1999; Powell and Smit, 2001). With respect to modeling ball mills, estimates of the breakage rates for individual size classes of ore particles are fundamental, as are the particle size class breakage functions (the progeny of particle sizes produced from breaking a coarser particle size class), also termed appearance functions. Fundamental research into particle breakage in tumbling mills focuses on how much energy is input into single particles versus how they break and what size distribution of particles results. Several test methods, including JKMRC?s well known dual pendulum test and drop weight test, have been developed for the breakage of coarse particles down to 6 mm in size (Napier-Munn, et al., 1999). Work on the breakage of finer particles is still an area of intense research and single particle breakage is being investigated as are multiple particle, fixed bed methods (Hoffler and Herbst, 1990; Bourgeois et al., 1992; Whiten, 2007).

The International Tunnelling and Under-ground Space Association (ITA) is a nonprofit organization that represents all aspects of the tunneling and underground space industry worldwide. The United States has had a prominent role in ITA since its 1974 inception. ITA was formed as a result of a worldwide survey conducted in the early 1970s by the Organization for Economic Cooperation and Development (OECD). Bill Lucke was in charge of tunnels for the U.S. Federal Railroad Administration and was a member of the organizing committee that created ITA. He became a vice president of ITA. Jack Lemley served as President of ITA from 1983 to 1986. Dick Robbins was very active in ITA and served for many years both as a member of the Executive Council and as First Vice President. Harvey Parker has served as President of ITA for the last three years and will serve as Past President for the next three years. Moreover, there are many individuals and companies from the United States that have contributed significantly to the activities and the success of ITA. There have been several active Working Group Animateurs from the U.S. and there have been significant contributions from many individuals as well as companies from the U.S. Several engineers from the U.S. are currently serving ITA in a leadership role. The Underground Construction Association of SME (UCA of SME) is the official organization representing the U.S.. SME Executive. [ ] Director Dave Kanagy and UCA President Tom Peyton were instrumental in the U.S.?s role at ITA during the last few years. Peyton has been the official delegate to ITA. Henry Russell and Christian Ingerslev are both Animateurs of ITA working groups. This article will introduce ITA and its activities. A subsequent article will describe the ITA in more detail and will discuss the significant role the U.S. has played in the development and success of ITA.

The cost of transportation of industrial minerals is frequently higher than the cost of the product. Where a minc, industrial mineral plant. or customer is served by a single railroad, that single railroad, because of lack of competition, may increase rates and/or provide inadequate service so that the economics of that mine, plant or customer are adversely affected, or so that the level of service precludes satisfactory performance. Transloading of industrial minerals from rail-to-truck or truck-to-rail in order to improve economics and sales of product is not new. However, transloading to reduce freight costs or improve inadequate service caused by a lack of competition in the rail industry, is a relatively new concept brought on by the recent mergers of many of the main line railroads, both in the eastern and western United States. For example, with completion of the Burlington Northern/Santa Fe and the Union Pacific/Southern Pacific mergers, the western United States has only two mainline railroads. The industrial mineral producer, in order to reduce the cost of transportation, or increase the level of service, must evaluate potential transloading opportunities in light of higher prices and reduced service brought on by reduced railroad competition.

INTRODUCTION In radon dosimetry diffusion chambers with passive [a]-detectors are now in current use to investigate the long-term accumulated indoor exposure of radon and daughters. For the diffusion chamber developed at Karlsruhe the electrochemical etching technique (ECE) was applied to reveal [a]-particles in polycarbonate plastic detectors. Compared to conventional etching, the main advantages of the ECE are the large track diameter, simple track counting in a single field of about 1 cm2, stability of the latent tracks to humidity and temperature and ability for a long-term accumulation up to 1 year. The electrochemical etching system was designed to etch in one run about 101 foils by using a 200 W high voltage generator. The commercial available radon dosimeter system is applied for a country wide program of measuring radon in dwellings. Because of an increasing interest of radon monitoring in mines, environmental monitoring and personnel dosimetry the properties of several track etch detectors have been studied. In the comparative study, Makrofol E, LR 115 and CR 39 were used in the diffusion chamber to investigate the etching techniques, the relative efficiency, the measurable [a]-energy range, and the counting statistic for the measurement of radon concentration. THE KARLSRUHE DIFFUSION CHAMBER The design of the Karlsruhe diffusion chamber is presented in Fig. 1. The upper part of the chamber is closed by a fibreglass filter to separate radon from aerosols, heavy dust particles and radon decay products. Inside the diffusion chamber [a]-particles from radon and daughters are detected by two passive radon detectors, one on the bottom of the chamber and the other in front of the filter. With the fibreglass filter applied the diffusion time is about 1 minute for radon. Therefore, also short-term variations in the radon concentration are recorded by the track detector. Mainly because of the short halflife of thoron (56 s) only about 7 % of the thoron concentration is expected in the diffusion chamber. Radon monitoring provides the estimation of the long-term accumulated mean value of the radon concentration with a lowest detectable concentration of 0.1 pCi/1 after 3 months accumulation by using polycarbonate track etch detectors, an electrochemical etching technique and track counting in a single field of 1 cm2. The diffusion chamber was optimized for the polycarbonate track detector with respect to chamber geometry and detector position [1]. Table 1 presents data for 3 different diffusion chamber designs. The radon sensitivity of the diffusion chamber depends on the [a]-energy discrimination and the angular response of the [a]-track detector. The difference between foil No 2 and foil No 1 can be explained by an additional plate-out effect of radon daughters on foil No 3. The high sensitivity of foil No 3 compared to that of foil No 2 is caused by an increase of the effective volume and the effective area for [a]-particle from radon and from plated-out decay products, respectively. Additional experiments have been performed in order to investigate the electrostatic properties of the plastic material and the properties of the diffusion filter [1]. The properties of bare a-detectors were compared with those inside the diffusion chamber. In contrast to laboratory results, dust particles deposited on the detector surface or in the environment of the detector obviously affect the reproducibility of the bare detector significantly. After 4 months exposure in dwellings the scatter of 10 dosimeters exposed in the same room exceeds a factor of 3 compared to 15 % for the diffusion chamber. COMPARATIVE STUDY OF TRACK ETCH DETECTORS Detector types and evaluation technique In the comparative study the properties of the following plastic track etch detectors have been applied: - LR 115 from Kodak Pathé, France, is a red dyed cellulose nitrate layer of 13 µm thickness on a 100 µm thick polyester support. The holes appears as bright spots in a dark red background. In an optical microscope counting of through etched [a]-tracks which must penetrate the detector layer - CR 39 from Pershore, England, is an ally1 diglycol carbonate plastic of about 300 m thickness. The normal etched [a]-tracks are counted by an optical microscope and the ECE [a]-tracks by a microfiche reader.

Metso?s Process Technology and Innovation group is a world leader in mineral processing consulting. A significant amount of this consulting work involves process integration and optimization (PIO) studies, which include investigating the effects of drill-and-blast design and implementation on downstream processing. Critical to these studies is the ability to track specific ore into, and through, the plant. To increase the accuracy of this ore tracking, Metso Process Technology and Innovation (PTI) developed a system to track ore using a radio frequency identification (RFID) transponders technology designed to allow tracking of ore from its source through blasting, run-of-mine (ROM) pads, crushers, intermediate stockpiles and, finally, into the concentrator. The system is called SmartTag. Since its commercialization in 2007, SmartTag has been used in the majority of PTI?s consulting projects, and several permanent systems have been installed worldwide.

A number of interesting and. important phenomena were revealed during a study of the response of beryl to sulfonate flotation (1). Perhaps the most important observation is the effect of various cations on flotation response. Experiments showed that in the vicinity of pH = 3. 0, about three ppm Fe.+++ increased recovery of leached beryl from about 60 to 100 per cent, whereas about four ppm Ca++ reduced the recovery from 60 to 2 per cent. With the exception of ferric iron, all of the other cations investigated reduced flotation recoveries drastically at this pH. As postulated in the paper "Sulfonate Flotation of Beryl", (1) even with low concentrations of polyvalent cations and sulfonate (on the order of one ppm), cation¬ sulfonates are precipitated immediately in solution. That is, blueish-white clouds .were noted to form after given additions of salts to. known solutions of sulfonate. Furthermore, it was also shown that one-hundred-fold more ferric iron than necessary to form the precipitated cloud had to be added to effect complete flotation. In other words, some form of solid ferric sulfonate was found to function as the collector in these systems. The form of the compound was suggested to be Fe (RSC3)2OH and that bonding to the surface occurs through the hydrogen of the hydroxyl. As the form of this compound was shown to be dependent on the extent of hydrolysis of ferric iron, it is to be expected that ferric iron will be unique in some pH region. Further, if the presence of hydroxyl in the neutral precipitated compound is of primary importance, then other cations should function similarly but at different values of pH, since they will hydrolyze at different concentrations of hydroxyl ion. To determine whether the premise of hydrolysis is correct, the study was extended to quartz systems lit the presence of various cations at various values of pH.

The anomaly ratio is obtained by dividing the analyzed value of an element by the anomaly threshold value of the element. The sum of anomaly ratios for all anomalous elements in a sample may be compared with similar sums for other samples, so that the samples having the greatest anomaly-ratio totals can be recognized easily. In partial or full-suites-of-ore-elements the use of anomaly ratios is more meaningful than analyzed values because the ratios quickly indicate anomalous elements and call attention to samples and localities that should be investigated.
