I. INTRODUCTION Lawyers are a cautious breed; and it might be expected that a paper concerning a broad and complex area of legal regulation, prepared by lawyers for presentation to a predominantly non-legal audience, would commence with several caveats. Ours are the following: First, we have written a broad (and, in some instances, simplified) overview of the regulatory system and of some of the more important requirements generally applicable to uranium mine and mill wastes in the United States. Our paper is not a legal opinion setting forth all of the governmental requirements that would have to be met by any particular mine or mill. Similarly, we do not imply that the requirements we mention are necessarily applicable to each and every mine and mill in the country; depending on the facts, some of the requirements may be inapplicable or avoidable through exemption or variance proceedings. Compliance decisions and strategies for particular facilities must be considered on a site-specific basis. Second, we have undertaken merely to describe the regulatory framework and some of the generally "applicable" requirements which have been promulgated and proposed by administrative agencies. We express no opinion on whether, under the U.S. Constitution and statutes, the existing and proposed agency regulations are valid in general or as applied to any particular mining or milling operation. There are, of course, procedures for judicial review of agency action; and newly promulgated environmental regulations have frequently been challenged, with varying degrees of success, before the courts. For us even to begin to consider such issues would expand an already forbiddingly long paper to totally unmanageable proportions. Third, in light of the subject of this Conference we have limited our paper to the legal framework and requirements applicable to uranium mine and mill "wastes" -- primarily mine overburden and waste rock and mill tailings (including waste tailings solution). We treat operating discharges (e.g., emissions from yellowcake drying) only peripherally. This paper summarizes the results of the development of a Directory of Computer Programs Applicable to U.S. Mining Practices and Problems. The Directory is funded by the U.S. Bureau of Mines and includes a sampling of computer usage in operating and manufacturing companies, consulting firms, computer companies, research organizations, universities, and various U.S. government agencies. General references to computer applications throughout the mining industry are discussed as well as the availability of programs to interested organizations or individuals.

The CP-3A contract is the final segment of the MWWST’s 28.3 km (17.6 mile)pressurized water supply tunnel for the metropolitan Boston area. The 1,288 m (4,226 feet) of U-shaped tunnel alignment passed through five rock zones employing four different primary support systems. The short tunnel began in Weston, Massachusetts, at Shaft 5A in soft, completely weathered argillite, passed through a fault zone, and ended in Dedham granite. An 18-foot diameter horseshoe starter tunnel was built to accommodate a 4.94 m (16-foot 2 1 / 2 inch) diameter Robbins TBM. Heavy water inflows were anticipated and subsequently encountered during probe drilling. Pre-excavation grouting was implemented at high pressures to displace high water inflows in the starter tunnel and consolidate the fault zone. This paper will provide an overview of the tunnel construction with an emphasis on ground control, grouting and survey control.

Three mining methods for full extraction in flat coal seams - i.e., longwall (L W), shortwall (SW), and rib pillar extraction (RPE) - are com- pared with each other in view of the introduction of a mechanized, self-advancing roof support. Features are shown according to which RPE appears most attractive under certain conditions. In this presentation, the mining methods are outlined and discussed. The new support (Alpine Breaker Line Support, ABLS) is described, and its employment is explained. A trial operation in RPE using the ABLS has been conducted successfully in a South African coal mine. The results and improvements are stated.

It is common practice when thermally drying coal from wet coal preparation facilities that the coarse +0.5mm fractions and fine fractions (-0.5mm) are combined and fed to a thermal dryer. There are very good reasons for this concept. The coal feed is much easier to handle in this condition for it is not as likely to stick inside the dryer or hang up in the material handling equipment, and is easier to feed and discharge. However, it is generally only the -0.5mm fines that really need to be dried. The +9.5m fraction of the cleaned coal will leave the dewatering screens, or drain and rinse screens, at an acceptable surface moisture, probably 5 or 5 ½ percent. The 9.5m x 0.5mm mesh fraction can be centrifuged to about 8 percent. The -0.5m fines can range from 18 to 22 percent or more, depending upon the type of equipment employed to dewater, and upon the size distribution within this size range.

Thirteen kinetic models that mathematically describe the flotation process have been statistically evaluated for the flotation of copper, lead and zinc ores. Comparisons have been made for a variety of circuits involving roughing, cleaning, scavenging and regrind followed by cleaning. Variations in collectors, frothers, depressants and activators have been considered. Based on the statistical criteria used for the evaluation, and the reagent, circuit and ore variations studied, the most reliable flotation models have been identified and subsequently used to characterize the metallurgical results.

The Jamaica Mining Legislation requires the bauxite companies operating in the island to reclaim all mined-out lands (except those legitimately excluded) to the level of agricultural or pastoral productivity, which existed prior to the commencement of mining. If it is not possible to reclaim a mined-out area the companies are required to reclaim an equivalent area of some other land which had not previously been used for agricultural purposes, or alternatively, pay to the government the sum of $120 (US) for every acre of land mined in the particular sector. In the seventeen years since the programme commenced the companies have in general chosen to reclaim most of the mined-out lands, rather than the cheaper alternative. However, the ultimate success of the programme will depend not only on actual reclamation per se but moreso the productivity of the rehabilitated lands. There are a number of reasons why the accent has to be placed on productivity of the lands. The first is that Jamaica is a small country (4,450 square miles) with a population of nearly 2 million people. Because of its mountainous terrain it is estimated that only 35% of the land area is cultivable in crops and pastures; hence this limited area, as well as that which can be reclaimed, must be made highly productive in order to support local and export demands. The Mining companies own over 200,000 acres of land, and of this acreage, it is conservatively estimated that about 75,000 will be affected by mining and will be reclaimed. As such, the use of the land after mining can have an important bearing on Jamaica's future agricultural productivity. "Pareto analysis was used to investigate the failures database of a Hitachi EX1900 hydraulic shovel over one year of continuous operation. The hydraulic system and hydraulic links, hoses and piping were identified as the most critical system and subsystem, respectively. A three-parameter gamma distribution function was identified as the best fit for a probabilistic modeling of the time between failures (TBFs). This distribution was used in a Monte Carlo reliability analysis of the hydraulic system. Autoregressive integrated moving average (ARIMA), within the context of a time series analysis of the TBFs, was proposed as a viable alternative to the traditional technique of distribution fitting. The mean absolute percentage error (MAPE) metric was used to compare the two models. The MAPE value that resulted from the ARIMA was 66 percent smaller than that from the traditional technique in predicting the TBFs. The modern flotation machine is the result of decades of adaptation to a changing environment. In response to falling ore grades, and rising demands, tonnages, and costs, attempts are now underway to expand machine capacity by about an order of magnitude, while at the same time maintaining metallurgical performance and if possible reducing power requirements per unit throughput. Empiricism and rule-of-thumb have guided flotation machine design and scale-up, and a current need is for the development of a fundamental understanding of the subject. Design features of current and some obsolete machines are discussed in an attempt to outline those principles of flotation machine design which are known, and to delineate topics needing investigation. Attempts are made to distinguish between essential machine features required by the physics of the process, those features resulting from speculative theories on the flotation mechanisms, and features which are essentially styling variations. Topics discussed include: flotation mechanisms; tank and impeller/ stator design and dimensions; impeller speed; aeration; power consumption; particle suspension and dispersion; capacity; correlation of design parameters and operating variables; scale-up and scale- down; materials flow; problems in machine design. Design details and operating data for several current machine families are provided in Appendices.

INTRODUCTION The Waste Isolation Pilot Plant (WIPP) is a research facility located in Southeastern New Mexico. The WIPP is being developed by the U. S. Department of Energy (DOE) to demonstrate the safe storage of defense-related radioactive wastes in bedded salt. Since the WIPP is a research facility. a number of large-scale in situ experiments have been planned and are currently under construction (Munson, 1983). These experiments were designed to study various aspects of nuclear waste storage in bedded salt such as mechanical responses and creep closures of drifts, thermal response due to heated canisters, and thermally-induced fluid migration. One purpose of the WIPP is to develop and demonstrate a general predictive structural analysis capability for a bedded salt repository. One set of experiments, called the Geomechanical Evaluation (Room G), is heavily instrumented to study the creep around several rooms with different configuration. A Layout of the Geomechanical Evaluation room is shown in Figure 1. One portion of it consists of wedge shaped pillar where two drifts intersect at an angle of 7.5 degrees. The pillar can be seen at the bottom of Figure 1. One purpose of the wedge pillar experiment is to study progressive pillar failure in the tip region. Another is to determine how nonuniform pillar thickness affects creep closure of the drifts. An important aspect of the experiments is the correlation between experimental data and corresponding pretest finite element analyses of the site. The finite element simulations serve two purposes. First, the computer simulations aid in understanding the experimental results by providing calculated stress. strain and displacement fields that cannot be measured directly. Second, comparison of calculated and measured drift closures serves as a method for validating or improving the finite element models and the constitutive models employed. The wedge pillar geometry required a 3-D finite element creep calculation. Results from these 3-D calculations will be presented in this paper. A 2-D plane strain double drift model which approximates the wedge pillar geometry at a slice perpendicular to the drift has also been performed and will be compared to the 3-D results in this paper. FINITE ELEMENT COMPUTER PROGRAMS Two finite element computer programs. JAC (Biffle, 1984) and JAC3D (Biffle. 1986), were used. JAC is a 2-D finite element program developed for quasi-static analysis of non-linear solids. It employs the conjugate gradient iterative technique to obtain a solution Spatial integration is performed using a single gauss point in each four node quadrilateral element. An hourglass viscosity technique is used to control the zero energy modes that occur with single point integration. The single point integration combined with the explicit nature of the program and exploitation of CRAY-1 computer architecture results in very efficient execution J4: results were compared to results obtained with eight other 2-D structural creep computer codes in the second WIPP benchmark exercise (Morgan, 1981) JAC3D was derived from JAC to treat 3-D finite element models and has many of the same characteristics including single point integration and hourglass viscosity. "A numerical modeling was conducted to describe the behavior of overlying strata on the longwall top coal caving face for exploitation of a 16.8 m thick coal seam. Three typical structural models, including the Cantilever Structure (CS), Lower Cantilever and Upper Hinged Arch Structure (LC&UHA), and Lower Arch and Upper Voussoir Beam (LA&UVB), were developed. Based on mechanical analysis of the different structures of the key strata, and considering the behaviors of the broken igneous rock strata, a method was proposed and applied to estimate the structures of the overburden strata. The results had been verified by a field micro-seismic monitoring test. The paper provides a foundational method to determine the shield loadings for the top coal caving longwall face.INTRODUCTIONLongwall top coal caving (LTCC) is a highly productive underground mining technology which has been widely applied to the exploitation of the thick coal seams in China and other countries due to its high efficiency (Ju and Xu, 2013; Ju, Xu, and Wang, 2011; Liu et al., 2009). In recent years, a large amount of research on mining pressure forecast, strata control, and mechanical equipment improvement of the LTCC technology has been carried out, which greatly advances the field application of the technology (Liu et al., 2009; Yu, 2016; Dou et al., 2014; Feng et al., 2011; Chen and Li, 2011; Yin, Yan, and An, 2008). In 2006, the LTCC technology was first applied to the exploitation in a 20 m thick coal seam at the Tashan Coal Mine in China (Yan et al., 2011). Ten years of mining at the Tashan Coal Mine has highlighted the importance of the support management in controlling the roof strata on the extra-thick LTCC face. The mining pressure is closely related to the structural features of the overlying strata and its movement laws (Yu, 2016; Dou et al., 2014; Feng et al., 2011). However, the distributions of three zones—caving zone, fracture zone, and deformation zone—on the fully mechanized caving longwalls changed significantly with the increase in thickness of the coal seam (Chen and Li, 2011). The behavior changes of the roof strata led to abnormal pressure in the mining face and resulted in the difficulty of surrounding rock control (Yin, Yan, and An, 2008; Liu et al., 2009; Yan et al., 2011; Gong and Jin, 2008). Therefore, the theoretical research focused on the behavior of overlying strata to reveal the laws of mining pressure has important theoretical significance and practical value.Many classical studies (Qian and Shi, 2003; Feng, 2010; Yu, 2015; Yu, Yan, and Liu, 2012) had been done to describe the behavior of overlying strata in the mining process. It has also been reported that magma intrusion causes an important effect on the surrounding rock, coal, and methane (Wang et al., 2005; Liu et al., 2007). On the one hand, the property and structure of the coal seam was obviously changed by the magma intrusion and resulted in a potential danger of a gas outburst during the mining process (Chen et al., 2012; Wang et al., 2014). On the other hand, the hard igneous strata and the joints occurred with the magma cooled, causing an abnormal behavior of overlying strata and resulting in a series of dynamic disasters during mining (Xuan, Xu, and Lu, 2014; Lu et al., 2016). In fact, many coal fields in China are intruded by igneous sill, including the Datong, Shuozhou, Huainan, and Xuzhou coal fields (Chen et al., 2014; Wu, 2011). The 3–5 coal seam at Tashan Coal Mine in Datong coal field is very thick and is intruded by a large area of layered lamprophyre rock. Face falls and shield failures occurred frequently during the face retreat."

The electrochemical nature of mineral-collector interactions and their relationship to flotation have been investigated to develop a better understanding of the factors controlling sulfide mineral beneficiation. Spectrophotometric and electrochemical techniques have been used to examine the reactions occurring on electrodes composed of a bed of bornite particles in the presence and absence of potassium ethylxanthate (KEtX) at a pH of 9.2. The combined techniques showed that KEtX sequentially reacts with bornite by (1) a chemisorption reaction forming ca hydrophobic species between --0.4 and -0.2 V (SCE), (2) an electrochemical oxidation reaction forming cuprous xanthate between -- 0.2 V and the xanthate/ dixanthogen redox potential, and (3) oxidation to dixanthogen when the potential exceeds the reversible value for the xanthate/dixanthogen couple. The flotation response of bornite closely parallels spectrophotometric and electrochemical evidence for adsorption of KEtX by the reactions listed above. The degree of surface oxidation resulting from the formation of iron oxides on the surface dictates the flotation response as evidenced by the fact that oxidized bornite floats at more anodic potentials than unoxidized bornite. The strong correlations between the flotation response, degree of oxidation, and potential indicate that chemisorbed xanthate produces a hydrophobic layer sufficient to float unoxidized bornite, but cuprous xanthate and dixanthogen arc required to float oxidized bornite.

"Gold-mine effluents are often characterized by high concentrations of copper, ammonia and cyanide derivatives (mostly cyanates and thiocyanates). While not acutely toxic to birds, this water can be acutely toxic to fishes and invertebrates. In many jurisdictions, the effluent requires further treatment in order to pass a mandatory requirement to be nonlethal to species like the rainbow trout (Oncorhynchus mykiss) or Daphnia magna. Using actual mine water, it has been demonstrated that aerated moving bed biofilm reactors will biodegrade the ammonia, cyanides, cyanates and thiocyanates, thereby removing the toxicity associated with these components. By removing copper by precipitation the water can be made to pass acute toxicity tests. Tests have demonstrated that the process is stable between 4 and 25°C, with no significant changes in the treated water composition. Once the biomass is acclimatized, the process is resistant to upsets and requires very little inputs except for phosphorus and air. Furthermore, it has been demonstrated that an anoxic reactor can be added downstream of the aerated reactors to remove nitrates if required.IntroductionThis paper will demonstrate that gold-mine effluents, which are toxic to fishes and invertebrates, can be made nontoxic by using a combination of chemical precipitation and biological oxidation.The typical composition of gold-mine effluents will first be described. The applicable legislation will then be introduced, with its requirement that the treated effluent be nontoxic. The toxicity of a typical untreated effluent will then be confirmed, and the sources of the toxicity identified. After that, a number of toxicity reduction treatment methods will be presented, and the selected method will be described.The lab tests that confirmed the efficiency of the treatment method will be presented, with three phases of testing as the understanding of the process gradually improved. Toxicity test results showing that the water is nontoxic after treatment through the temperature range will be presented."

To assess the value of various subsidence mitigation techniques, twelve linear foundations were constructed above a longwall mine. The structures were monitored during and after undermining, and footing curvatures at the time of cracking were compared with predicted values. An unreinforced concrete footing sustained substantial damage. Other footings received varying degrees of damage, with inclusion of a sand layer significantly affecting performance. A post-tensioned concrete foundation suffered minimal cracking. Also, a technique developed by the Bureau of Mines is presented for determining the subsidence, slope, curvature and strain of the ground surface.

Experiments were conducted to evaluate the response characteristics of commercially available gas, smoke, and flame sensors to fires of common combustible mine materials. The experiments were conducted in the large-scale Fire gallery located at the National Institute for Occupational Safety and Health (NIOSH) Lake Lynn Laboratory (LLL) in Fairchance, PA, using Ponderosa Pine, Red Oak, Douglas-fir, high and low volatile coals, PVC and SBR conveyor belt, No. 2 diesel fuel, and diesel exhaust. All the experiments (except those using No. 2 diesel fuel and the diesel exhaust tests) were conducted in a similar manner, with combustible materials heated rapidly by electrical strip heaters producing smoldering fires that quickly transitioned into flaming fires. The sensors included a diffusion-type carbon monoxide (CO) sensor, photoelectric- and ionization-type smoke sensors, a video smoke/flame detector, and an optical flame detector. Simultaneous measurements were obtained for average gas concentrations, smoke mass concentrations, and smoke optical densities in order to quantify the levels of combustion products at the alert and alarm times of the sensors. Because the required sensor alarm levels are 10 ppm and 0.044 m-1 optical density for CO and smoke sensors, respectively, the different sensor alarms are compared to the time at which the CO and smoke reached these alarm levels (1). In addition, the potential impact of using smoke sensors that have met the performance standards from accredited testing laboratories is also evaluated using the response of an Underwriters? Laboratory (UL)-approved combination photoelectric/ionization smoke detector. The results are discussed relative to fire sensor needs that can have a positive impact on mine fire safety.

NIOSH is conducting research to reduce the silica dust exposure of workers at surface coal mines. One goal of this research is to evaluate the relationship between drilling parameters, rock strata and silica dust generation. This study involved measuring blast hole emission dust from a rotary drill rig which required sampling high concentration dust (>400 mg/m3) for silica content in a high velocity airstream. To measure dust initially, traditional sampling methods using personal sampling instruments were attempted in and around the shroud area of the drill with no success. Variations in the dust cloud concentrations under the shroud, the condition of the shroud and its orientation over the hole, and ambient air conditions prevented consistent and accurate dust measurements from being obtained. Amore consistent dust cloud is necessary for accurate measurements. An area of the drill’s dust collector system that consistently draws the emitted airborne dust from the hole is the collector tube. This tube connects the drill collector’s vacuum and dust filtration system to the shroud area. Assuming the collector system is working as designed, sampling from the collector tube would enable more consistent and accurate samples to be taken. However, current personal samplers are unable to sample in the concentrations and velocities experienced in the collector tube, so another method had to be devised. To achieve the desired results, an in-stack cascade cyclone was used. Preliminary field testing shows positive results.

"Ore morphology plays a vital role during the milling and liberation of minerals. This study was carried out to understand the role of mineral crystallography and mineral interfaces on the milling and liberation processes. Data related to mineral crystallography, Vickers Hardness Number and beneficiation processes were collected from literature, and detailed statistical analysis was conducted to relate these parameters. Review of the crystallographic information of minerals present in ores indicates that molecular weight and cell parameters significantly affect milling and liberation characteristics. Mineral interfaces were classified into the three categories of coherent crystals, semi-coherent and incoherent crystals, and breakage behaviors were studied. The studied cases revealed that these material interfaces control the micropore properties that play a vital role in the initiation of intergranular and intercrystalline fractures which occur in siliceous manganese ores and dolomite as a result of thermal treatment. In contrast, banded hematite jasper and coal exhibited a much more complex fracture pattern due to their coherent interfaces and finer physical associations. This study explains the effect of the various types of interfaces on milling, and the approach can be helpful in developing a methodology to enhance mineral liberation with minimum energy consumption.IntroductionComminution is a vital unit operation in the mineralprocessing, cement-making, power-generation and pharmaceutical industries. Its importance in mineral beneficiation operations is increasing every year as a result of the growing need to exploit lower-grade ore bodies and process reject materials (Blazy et al., 1994; DOE, 2005). Low-grade ores require significant energy during grinding to liberate the valuable minerals, which are further separated from the gangues by various beneficiation methods. Various attempts have been made to enhance mineral liberation during grinding to minimize energy consumption. Most of these studies focused on the analyses of the compression mechanism, chemical additives, thermal treatment, microwave treatment and electric disintegration (Klimpel and Austin, 1982; Norgate and Weller, 1994; Bearman et al., 1997; Kumar et al., 2010; Wang et al., 2011; Singh et al., 2012). However, many of these efforts had limited success, and there is a need to see the problem from a fresh perspective."

An information system (I/S) plan is a means for establishing and communicating the direction the organization intends to take to provide the information required for achievement of organizational goals and objectives. The rapid advancements in information technology, the increasing complexity of systems, and the growing dependence of mining companies on these information systems have emphasized the need for more comprehensive I/S planning. This subsection explores this need, the role I/S planning can play within a mining company, and finally describes a methodology for development of an I/S plan.
