The definition of high sulfur coal varies from plant to plant and is subject to changes over time as the environmental regulations change. In plants constructed after September 1978 hardly any domestic coal can currently be burned without the use of Flue Gas Desulfurization (FGD) because a 70 percent reduction in potential S02 emission is mandatory even when the potential emission is less than 0.6 lbs. S02/106 Btu heat input. On the other hand older power plants may in many cases be legally emitting up to 6 lbs. S02/106 Btu or more under some State Implementation Plans (SIP). The Clean Air Act requires, however, that in the long run all stationary sources of S02 pollution must abide by the ceiling of 1.2 lbs S02/10 Btu heat input.. Coals with a potential to exceed this limit must, therefore, be considered as high sulfur coals. Such a definition would be unrealistic because many SIP's aim at an emission level of 1.8 to 2.0 lbs. SO2/106 Btu for existing plants and a stricter limit does not appear to be enforceable in the next 5 to 10 years. As a result, coals with an emission potential of greater than 2.0 lbs of S02 per 10 Btu heat input are considered high sulfur coals for the purpose of this investigation. Based on this definition and the 1984 actual consumption of coals by U.S. electric utilities (table 1) only 7 out of the 24 coal producing states could be categorized as low sulfur states. The actual S02 pollution, however, depends on total tonnage of a type of coal as well as the sulfur content of the coal. Table 1 also indicates that only 6 states--Kentucky, Illinois, West Virginia, Ohio, Pennsylvania and Indiana-account for nearly 77 percent of S02 pollution potential in the United States. These 6 states have therefore been chosen for this investigation.

Overview Coal production in the first half of 1982 remained near the high levels begun in mid-1981. Production then fell sharply during the latter part of the year due to recession-weakened demand. Even so, 1982 coal production was estimated at 756 Mt (833.4 million st), a record high that exceeded 1980's previous production record of 752.7 Mt (829.7 million st). Though 1982 coal production was substantially below industry expectations, the attained production represented a modest achievement in view of the recession's severity. In 1982, the gross national product declined 1.8%, its worst performance in 36 years. The recession, along with mild weather, improved energy efficiency, and conservation efforts caused the nation's energy use to drop 4.1%. With the iron and steel, construction, and auto industries experiencing production declines, industrial energy use fell 10.8%. The extent to which the nation's economic slump affected coal markets in 1982 varied: • total domestic coal use declined 3.4%; • exports remained strong for most of the year; • electric utility coal use declined for the first time in 25 years; • coal use at coke plants declined by one-third; and • coal use in other industrial sectors stayed surprisingly near the 1981 level. Coal Use Domestic coal use totaled 641.8 Mt (707.5 million st) in 1982,22 .9 Mt (25.2 million st) below the 1981 level. Nearly all the decline occurred at coke plants where use dropped to 37.1 Mt (40.9 million st) in 1982 from 55.3 Mt (61 million st) in 1981. The decline in all other industrial and electric utility coal markets was only 5.3 Mt (5.8 million st). Residential and commercial coal use increased 635 kt (700,000 st) to 7.3 Mt (8.1 million st) from 6.7 Mt (7.4 million st). Power generation decreased 2.3% in 1982, the first year since 1945 that output failed to increase. The decline was due to a drop in industrial demand. Electricity sales to residential, commercial, and other nonindustrial users increased slightly. But coal's competitive position stayed strong. Power generation from oil and natural gas fell 28.9% and 11.7%, respectively. Power generation from coal declined only 0.9%. Among the primary energy sources, coal fueled 53.2% of US electric power generated in 1982, compared with 52.4% in 1981. In 1982, US steel production declined to 66.1 Mt (72.9 million st), the lowest level in 50 years and down from 109.6 Mt (120.8 million st) in 1981. The reduced steel demand forced 13 coke plants to shut down. Coal Exports Coal exports in 1982 totaled 96.4 Mt (106.3 million st), 5.7 Mt (6.3 million st) less than in 1981. Despite the worldwide recession and above normal coal stockpiles in many countries, exports were higher than many expected. This showed the relatively strong US position in international coal trade. The US continued to export near-record coal tonnages despite increasingly competitive influences. These included an improvement in Australia's labor difficulties, the return of Polish coal to Western European markets, and lower oil prices. In 1982, US port facilities were improved and expanded, and more efficient methods for scheduling foreign vessels were implemented. As a result, high volume coal shipments to US ports were routinely loaded and dispatched unhampered by bottlenecks that plagued East Coast ports in 1981. A ventilation analytical system adapting nodal pressure method using skyline modified Choleski's decomposition scheme for network-flow analysis and a new practical system to estimate various thermal air conditions has been developed. The quasi-linear equations for solving steady-state network airflow have been described using the connective function in general forms. The skyline modified decomposition scheme has an advantage on rapid convergence and the sake of computer memory space com- pared with other schemes. The key part of the analysis for climatic conditions through network airways is how to estimate the temperature of the airway rock-surface with partly or full wet condition. A practical and simple solution without any iterative calculations for its estimation has been proposed. This new solution is applicable to practical ranges of airflow temperature, humidity, rock thermal properties and wetness. The present analytical sys- tem have been successfully applied to a ventilation simulator named "M1VENA"developed by authors.

The Westerschelde Tunnel is located in the south of the Netherlands and links the two parts of the Provinces of Zeeland, Zeeuws-Vlaanderen and Zuid-Beveland, which are separated by the Westerschelde. Road traf?c has up till now taken the detour via Belgium or crossed by ferry. This unsatisfactory transport link signifies major economic disadvantages above all for Zeeuws-Vlaanderen. The first fixed link for road traffic between the communities of Terneuzen and Borsele are to be created by means of the two 6.6 km long tunnel tubes down to 65 m below sea level.

COAL CHARACARISTICS AND PREPREPARATION REQUIREMENTS Preparation and Market Specifications The national ambient air quality standards (NAAQS) established by the Environmental Protection Agency in 1977 require that when coal is burned, the environmental degradation should be a minimum. For this reason, even coal containing low ash and sulfur must be used in compliance with the NAAQS. The most important pollutants resulting from the combustion of coal are ash, SO2, and NOx gases, and the particulate matter escaping with the combustion gases. The ash is the residue left after complete combustion of coal. It results from the inorganic mineral matter existing in the coal before it is burned. The SO2 results from the combustion of inorganic and organic sulfur associated with the coal. The inorganic sulfur may occur as pyrite, marcasite, or as sulfate sulfur of mostly iron and calcium. The authorities disagree in the definition of organic sulfur in the coal. However, according to ASTM Standard D2492-77,1 the organic sulfur is that sulfur occurring in the coal after subtracting the sum of pyrite and sulfatic sulfurs from the total sulfur in the coal. The NOx gases are produced from high temperature oxidation of nitrogen in the coal that is released into the atmosphere. The particulate matter may consist of fly ash and unburned coal. Selective Mining The cleaning of coal from included ash and sulfur-bearing materials should start at the working faces of surface or underground mines. This can be done by (1) mining only those seams which meet certain quality standards, (2) not mining sections of the seams which may cause deterioration in overall quality of the mined coal, and (3) using a mining method that allows selective mining of coal areas or horizons either underground or on the surface. Since these steps improve the coal quality before the coal reaches the preparation plant, they can be considered to constitute precleaning of coal. During the exploration and development stage of a mine, core and channel samples taken from the coal seam are used to determine (1) petrographic analysis and physical properties,2 (2) character of roof and floor of the seam, 3,4 (3) character and quality of impurities,5 (4) proximate and ultimate analysis, and (5) washability characteristics. However, all of these parameters are subject to considerable variation even within the same seam during the advance of the coal face. This creates a problem in meeting the market demand for coal quality if the coal is to be shipped directly from the mine. If the mining operation is large enough, special blending silos or mechanical blending systems may have to be used to provide uniform quality to the market. The Gaudin lecture is devoted to fundamentals. Given my involvement with column flotation over the last 20 years, this is my topic. I have tried to identify spinoff basic research and provide a personal list of favorites. Two are selected for discussion here. They are single bubble rise and bubble surface area flux. The rationale for such work, as well as some of the findings, are reviewed. Support for fundamental work seems as volatile as the economy (and the link is probably not coincidental). I hope some utility to the minerals industry is evident in the text. Column flotation in its current form originated in the early 1960s. The method was invented by Boutin, patented by Boutin and Tremblay and pursued doggedly by Wheeler. Their aim was to overcome the problem of mechanical entrainment of fine particles in the water carried by the bubbles, which they were convinced contributed to lowering flotation concentrate grades (Wheeler, 1988; Finch and Dobby, 1990). The solution was a combination of columnar geometry, the addition of wash water into a deep froth and the maintenance of an excess of water to the tailings, as compared to the feed (a so-called positive bias). Success at Les Mines Gaspe, Quebec, on cleaning Mo in the early 1980s signaled the start of industrial acceptance, making the column one of the flotation machines of choice today. Over the next 20 years, column applications mushroomed to cover virtually all mineral commodities, as well as nonmineral applications such as soil decontamination, deoiling of water and deinking of recycled paper. In the wake, research groups are continuing to probe the fundamentals, conferences and workshops have been transferring the technology and specialist companies have emerged to service the demand. Innovations were triggered as problems arose (for instance, in gas injection systems) and novel flotation cells, much in vogue in the 1990s, had the door opened. Mechanical cell manufacturers have not been idle - there is nothing like competition to provoke a fresh look at an established business. Flotation-cell technology has probably not seen so much activity since the patent rush in the early days of flotation, which occurred around the turn of the century. For an industry often considered reluctant to risk innovation, this is not a bad record. A good idea will find a place, but patience (not always an innovators strong suit) and careful preparation are required. Two books (Finch and Dobby, 1990; Rubenstein, 1996), three symposia (Sastry, 1988; Agar and Huls, 1991; Gomez and Finch, 1996), and a series of reviews (Dobby and Finch, 1991; Finch and Dobby, 1991; Finch, 1995; Finch et al., 1995) document the period. Like many good ideas, column flotation has been overexposed, and there have been disappointments. The Steeple Rock district is a major epithermal .gold-silver district in New Mexico that exhibits district zoning. Five types of ore deposits occur in the district. The base-metal veins (with Au and Ag) form the center of the district and occur along the Carlisle fault. The gold-silver veins occur along northwest-trending faults outward from the base-metal veins. The margins of the district are formed by copper-silver, fluorite, and manganese veins. In addition, areas of older acid-sulfate alteration occur throughout the district and also exhibit zoning: massive silica/chert zone (inner), silicified zone, and clay zone (outer). This alteration overlies regional; alkali-chloride (propylitic to argillic to sericitic) alteration. Synthesis of available data suggests the acid-sulfate alteration is related to a shallow but older epithermal hot springs system. Subsequently, younger epithermal veins formed along faults.

A novel impedance probe was commissioned specifically for capturing fast dynamic information about filtration processes. It provides an attractive alternative to more complex measurement techniques in situations where the slurry system is primarily one-dimensional. The probe can monitor mudline, slurry densification and drainage. Dynamic variations in cake permeability are obtained by combining dynamic mudline information obtained with the probe and filtrate rate data derived from a leaf test apparatus. The measurements are reviewed in relation to micro structural measurements obtained on iron ore filter cakes. The practical significance of these measurements for optimization of the filtration process is discussed.

There was a time, not too long ago, when the most daunting challenges facing those in the mining and mineral processing industries could be solved through better technologies and better practices. But now the challenges that come from the actual acts of mining and processing are just part of the bigger picture. SME?s Colorado Section of the Mineral Processing Division (MPD) hosted its 63rd annual meeting at the Broadmoor Hotel in Colorado Springs, April 25-27 and, while the conference had its fair share or mineralolgy and processing presentations that were heavy on the technical side of things, this year?s conference was also focused on the issues of permitting, regulation compliance and legislative issues. The so-called ?softer? issues, that, if not addressed, can lead to very real and very hard challenges. Under the theme ?Mine your own business - permits, startups, expansions and resources,? even the most dedicated metallurgists were drawn into the discussions of politics and legislation, and how those issues affect their business. Fittingly, Colorado Mining Association (CMA) president Stuart Sanderson was honored with the Arthur C. Daman Lifetime Achievement Award. Sanderson, an outspoken proponent for the mining industry in Colorado and beyond, also presented the keynote address to the lunch crowd where he spoke about framing public opinion toward mining and the efforts of the CMA to move the public opinion dial in a direction more favorable to mining. Sanderson explained that Colorado, once a Republican stronghold, turned after 2002 and now is controlled by Democrats who are traditionally less supportive of the mining industry. Sanderson said the deciding factor in the power shift was money, as supporters of Democrats outspent Republicans in the most recent election cycles. CMA has done its part to keep mining going in the state with a broad marketing campaign that was outlined by Sanderson.

The Florida phosphate industry successfully uses froth flotation to concentrate phosphate in: the particle size range of approximately 28 to 150 mesh. However, as recently as 1965, coarse particles in the range of 14 to 28 mesh generally had not been beneficiated by conventional flotation methods at recoveries high enough to be considered adequate. It has been customary to upgrade this coarse material; by "agglomerate flotation" or "skin flotation" using belts, tables or spirals. While these devices have proved commercially effective, their capacities are much lower than those of froth flotation cells. To determine whether coarse phosphate material could be recovered successfully by froth flotation, Armour Agricultural Chemical Company began a series of pilot and plant tests; in April 1965. Objective of the tests was to compare over-all performance of a froth flotation cell design relatively new to the phosphate industry with results from the belt circuit at the Bartow, Fla., plant.

Powerful mining systems typically generate high-level noise that can damage the hearing ability of miners. Engineering noise controls are the most desirable and effective control for overexposure to noise. However, the effects of these noise controls on the actual hearing status of workers are not easily measured. A tool that can provide guidance in assigning workers to jobs based on the noise levels to which they will be exposed is highly desirable. Therefore, the Pittsburgh Mining Research Division (PMRD) of the U.S. National Institute for Occupational Safety and Health (NIOSH) developed a tool to estimate in a systematic way the hearing loss due to occupational noise exposure and to evaluate the effectiveness of developed engineering controls. This computer program is based on the ISO 1999 standard and can be used to estimate the loss of hearing ability caused by occupational noise exposures. In this paper, the functionalities of this software are discussed and several case studies related to mining machinery are presented to demonstrate the functionalities of this software.

Over 80% of Australia's population lives within 200 km of the coast, 70% in 10 major coastal cities. Potential cement raw materials are widely distributed but deposit size, quality, transport, market and environmental considerations are important in determining economic value. Major production locations are in a variety of geological environments ranging from Lower Paleozoic crystalline limestones to Tertiary and Recent polyzoal limestones and limesands, both onshore and offshore. Raw material transportation is by road, rail, sea, aerial ropeway and pipeline; road/rail transportation of the finished product is traditional but movement by sea of clinker and cement is increasingly a feature of the industry.

The interactions of mineralogy, chemistry and mechanics in an ore concentrator are highly complex, so it can be particularly hard to measure the impact of a specific plant change. This paper describes a method for modeling a baseline metal recovery so that the value of a major process improvement can be measured. This method only considers variables that cannot be optimized, such as mineralogy or equipment availability. Linear regression, random forests, extreme gradient boosting (XGB), and simple two-layer neural network models of process value were tested as candidate baseline model types to assess the impact on throughput and recovery in a copper concentrator. XGB performed the best in terms of accuracy for both throughput and recovery models. Using an XGB model of nonoptimizable process variables provides an accurate, dynamic baseline that can be compared with continuous production data to determine the value added by major concentrator improvements in real time.

Anew approach to the use of projectiles for rock fragmentation uses recently-developed technology to optimize projectile shape and composition to achieve the desired type of breakage. Projectiles can also be made of various materials, as determined by the requirements of downstream processes. This paper describes laboratory tests with an 21-mm (8-guage) gun, and field tests with a 60-mm cannon.

Quartz is the second most widely used electronic material, with approximately 3,000 t (3,300 st) of single crystals used each year. Most of the quartz used in electronics is synthetic and is manufactured using a technique called hydrothermal growth. This paper reviews the basics of hydrothermal growth, the feedstocks used for these crystals and the challenges to improving the growth process. This paper also reviews the processing of these crystals, the markets and applications where they are used, and the global outlook for these markets.

[When a blast furnace has a certain defined burden and is operated under fixed conditions of blast temperature, etc., the fuel efficiency is determined by the extent to which the reducing gases can remove oxygen from the burden in the furnace stack. This is determined by two distinct factors: 1) The uniformity of gas-solid contact, and 2) The ease with which oxygen can be removed from individual pieces of burden. This latter is often called burden reducibility. When burdens were poorly prepared the first factor was by far the most important and a study of the reducibility of individual lumps was of rather academic interest recent years good burden preparation with emphasis on sized material has led to greatly improved gas distribution in the stack, and thus the second factor has become much more important and there has been a marked increase in interest in methods of measuring reducibility.]

The rest potentials of molybdenite electrodes are measured as a function of pH in absence and presence of flotation reagents. The chemicals used include sodium ethyl xanthate, kerosene, dextrin,sodium hydrosulfide, hydrated sodium molybdate, sodium sulfate, and hydrated sodium thiosulfate. The effect of dissolved oxygen is also noted. The obtained data are correlated with the results of micro-flotation tests obtained under similar chemical conditions.

The U.S. Bureau of Mines, in cooperation with the Homestake Mining Co., and the University of Utah, is conducting a field demonstration to evaluate the behavior of rock masses supported with cable bolts. One of two rock masses being studied is supported with both conventional and birdcage cables. This rock mass is located between the 6500 and 6650 levels of the 45-4BN stope. 21 ledge. The second rock mass is the hanging wall of the D-limb stope between the 3500 and 3650 levels near the Ross Shaft and is supported with conventional cables. The primary objectives of the project are to monitor the behavior of the two rock masses during mining using extensometers and cable support strain gauges, after which the rock will be modeled using the finite-element code UTAH III. Field data will be used to verify the modeling. In addition. a comparison between the effectiveness of conventional and birdcage cables will be made.

This paper discusses the challenges associated with the design and construction of a dual-cell, “figure eight” shaped shaft in saturated, soft ground for the Northeast Interceptor Sewer project in Los Angeles. The shaft will be excavated to a depth of41 m and used to launch two EPB TBMs. The specifications required concrete diaphragm walls, embedded below the shaft invert, and a grout curtain beneath the wall. To control water pressure and basal stability without a grout curtain, wall panels were embedded deeper than required into a stiff, cohesive deposit. Details of wall panel excavation using a Hydrofraise are presented.

NIOSH researchers and an industry partner conducted an investigation to study the effectiveness of ergonomic interventions in mining. The study required a significant commitment of time and resources from the cooperating site, Bridger Coal Company. This paper focuses on some of the challenges faced by the researchers and their cooperator. Challenges included the need to redesign methods of identifying and prioritizing injuries, and the need to train the workforce in ergonomics while still maintaining progress and interest in the process. The authors discuss some practical interventions implemented by Bridger Coal to date, and discuss future research implications brought about by PacifiCorp’s Generation Business Unit, who monitored the project to determine whether an employee-owned ergonomic process could be implemented throughout their operations.
