Coal has traditionally been an integral part of life in Kentucky. Coal mining produces a large part of revenue for the Commonwealth of Kentucky and provides a significant number of jobs to the residents of eastern (less in western) Kentucky. Recently, however, the coal industry of Kentucky has had to endure many hardships. The Clean Air Act set forth sulfur dioxide emission standards which have severely affected much of the coal mining industry in Kentucky, because much of the coal mined in Kentucky has a high sulfur content. In this paper, the background around the effects of Clean Air Act on the coal industry is introduced. The economic and social effects of the Clean Air Act on the Kentucky coal mining are addressed.

Zinc ores were first discovered in Tennessee in 1856 at Jefferson City where a deposit of oxidized ore became known as the Mossy Creek Mine. From that time until 1913 small scale attempts at prospecting and mining were made in various parts of the district. The actual systematic development of the zinc deposits dates from 1913 when the American Zinc Company started operations at Mascot. Six mines are in operation by three companies and a seventh mine is being developed by a fourth company. The total daily production from the field is 11,000 tons of crude ore, which grades from 3 to 6 per cent zinc. Most of the ore bodies are large and ramiform, resembling asyrmetrical networks in which the ore shoots form channel like branches with areas of non-comercia1 rock, called blank islands. Most of the orebodies are adapted to large scale mechanization.

Why is there such an increased thrust toward positive multiple use land management and where will it lead? History and purpose of the mining law of 1872. John Marshall discovered gold at Sutter?s mill near Coloma, California, on January 19, 1848, and utter chaos resulted. The great migration of people to the undeveloped western lands had begun. Prior to this discovery, copper, lead, and iron had been the minerals for which the laws were made. With this discovery of gold on the public domain, it became apparent that congressional legislation was necessary. This became even more apparent as each of the numerous mining districts which were springing up in California, and elsewhere in the west adopted local miners' customs to regulate their activities. Although these early miners acted under mining district rules and in some cases state regulations, they were, in reality, appropriating minerals without sanction of federal law.

In recent, years the demand and consumption of finely ground industrial minerals has substantially increased for such uses as fillers and chemically reactive components. The size, specifications for these types of industrial mineral materials vary to a great extent and depend on the particular end purpose' and on the physical properties of the mineral itself. Size reduction of industrial minerals usually is obtained by conventional crushing and grinding methods. However, some specialized milling techniques have been developed for producing these minerals in extremely fine particle size ranges. During recent years the Bureau of Mines has been investigating an attrition grinding method to produce ultrafine subsieve-size mineral particles. The Bureau developed process, which has been patented,2 comprises the intense agitation of a slurry composed of the material to be ground, a relatively fine granular grinding medium, and a suspending fluid. The process has been shown to be effective for the comminution of kaolin in the particle size range of 2 microns and finer on a batch3 and continuous basis.4,5 This report presents the results of batch tests made to determine the effectiveness of the attrition grinding process for comminuting commercial products of (1) mica, a tough lamellar material, (2) fluorite, a brittle intermediately hard material, and (3) barite, a relatively soft, massive material.

"Colorado School of MinesResearchers at Colorado School of Mines (CSM) have developed computational fluid dynamic (CFD) models to study gas distributions and explosion and fire hazards in longwall gobs. In underground coal mines, methane continuously emitted from surrounding strata mixes with air from active mine workings and may form explosive gas zones (EGZs). Some western United States coal mines are also prone to spontaneous combustion (spon com). Insight into oxygen concentrations within the gob is crucial for assessing spon com hazards and mitigation strategies. Nitrogen injection used in conjunction with progressive gob sealing can reduce EGZs and spon com hazards by forming a dynamic seal that separates the methane in the gob from the air that ingresses from the face. This paper describes CFD modeling simulations studying the formation of such dynamic seals by optimizing the nitrogen injection locations. The impact of nitrogen on oxygen ingress and formation of EGZs is discussed. Optimum nitrogen injection quantities and injection locations were determined. Dynamic seal formation is most effective if the headgate nitrogen injection locations are split between the first crosscut inby the face and a second location about 300 m (1,000 ft) further inby. INTRODUCTION Underground longwall coal mine ventilation systems are designed to dilute hazardous gases and to provide breathable air to miners working in the area. Methane gas is liberated as the mining process extracts the coal and disturbs the surrounding strata. Methane mixes with the ventilation air and often produces explosive gas zones (EGZs) within longwall gobs (Brune 2013). Past CFD modeling research of underground coal mine ventilation systems has shown the effects of face air quantity on EGZs (Worrall 2012) and nitrogen injection to control spon com (Balusu et al. 2005; Ren et al. 2012; Ren et al. 2011; Smith and Yuan, 2008; Yuan and Smith, 2014). Other modeling approaches include network ventilation models of oxygen ingress (Dziurzynski and Wasilewski, 2012), and coupled Linear Network CFD algorithms (Wedding 2014). In a project sponsored by the National Institute for Occupational Safety and Health (NIOSH), CSM researchers are using Fluent®, a CFD software package by ANSYS, Inc., to model gas compositions and flows in underground longwall gobs. Figure 1 shows a progressively sealed gob with a U-type ventilation system in a three entry development. As the longwall advances, seals are constructed along the headgate in the crosscuts between the center entry and the gob. Additional gob isolation seals are built to block off the headgate entries inby the face. Nitrogen is injected through the seals in the first two crosscuts on the headgate side and at the first crosscut inby the face on the tailgate side, as shown in Figure 1."

The Bureau of Mines conducts studies of the economic impacts of regulations on federal lands. These studies are part of the Bureau Potential Supply Analysis (PSA) program. To meet the needs of these studies, a methodology was developed to estimate operating and capital costs for a mineral deposit given its tonnage, grade, and depth. The format for the cost models in this study was developed at the Bureau's Western Field Operations Center (WFOC), Spokane, W. A., for studies of known and undiscovered resources on Federal lands. These cost models are described in a Bureau publication by Camm (1991).

During the past several years, more frequent reference to Wollastonite has appeared in print, both in this country and abroad. The reason for this is the apparent growing interest in this mineral as it approaches commercial maturity. Twelve years ago, wollastonite was available in only limited commercial quantity. In 1933, a deposit in California was worked for a short time to provide a calcium silicate raw .material for the manufacture of mineral wool* It was not until the spring of 1953 that Cabot Corporation put into operation a modem commercial plant to produce this material in a variety of grades. These grades covered both a range of particle size and of particle shape. At that time, applications for wollastonite were largely speculative, although a few commercial applications in glass frits and welding fluxes did exist, For all practical purposes, it was a new material for which few commercial uses had been fully proven.

Diasporic bauxite from the Mugla-Milas region was mechanically activated in a planetary mill for different activation times and the structural changes were examined by X-ray diffraction analysis (XRD), scanning electron microscopy (SEM) and specific surface area analysis (BET ? Burnauer, Emmett and Teller). Non-activated and activated bauxite samples were leached directly in alkaline (Na2O) solution at atmospheric conditions and the activation procedure led to the amorphization and structural disordering of the diasporic bauxite structure, which increased the dissolution efficiency. Effects of milling speed, liquid/bauxite ratio and leaching time on alumina extraction in direct alkaline leaching of diasporic bauxite were also studied. Based on the mechanical essence that large-scale plastic failure zone appears in all or part of surrounding rock in soft rock roadway, the numerical simulation method is used to study the rectangular roadway in layered rock strata. It is clarified necessary conditions must be met for soft rock: firstly, the strength condition is that the maximum confining pressure is greater than the uniaxial compressive strength of rock strata. Secondly, the stress environment condition is that the ratio of maximum confining pressure to minimum confining pressure is greater than 3. Thirdly, the angle condition is that The direction of principal stress action enables the plastic zone of weak rock layers to fully develop. At the same time, the quantitative description method of soft rock is given, and the soft rock roadway is redefined. Soft rock roadway refers to the roadway that meets the strength conditions, stress environment conditions, and rock structure angle conditions under certain surrounding rock conditions and in-situ stress environment conditions. After the excavation of the roadway, a large-scale plastic failure can be formed, that is, a butterfly-shaped plastic zone is formed, and the conventional support cannot be adapted. It is difficult to support in engineering. It provides a theoretical basis and engineering analysis method for the identification of soft rock roadway, and the research results have engineering value Soft rock tunnel engineering in coal mines constitutes a vital aspect of soft rock engineering. This field broadly encompasses rock engi- neering concerning large plastic deformations, e.g., soft rock slope engineering and soft rock tunnel engineering. The intricate geological conditions encountered in soft rock tunnel engineering present a significant challenge to support, which has harmed coal production in China. China leads global raw coal production with the annual output of 4.6 billion tons. Annual tunnel excavation supporting this production spans approximately 11,000 km, with over 10% of these tunnels classified as soft rock formations. Soft rock is commonly associated with soft rock tunnels due to their prevalence in engineering projects. However, reaching a consensus on the definition of soft rock has long been an enduring challenge for scholars and engineers. Numerous definitions have been proposed, includ- ing descriptive, index, and engineering definitions. For instance, the International Society for Rock Mechanics defines soft rock based on its uniaxial compressive strength σ ranging from 0.5 to 25 MPa. China's Engineering Rock Body Standards, established in 1994 (GB 50218-94), take a qualitative and quantitative approach to classifying rocks. Rocks are categorized as hard or soft based on criteria such as hammering sound, fragmentation, water immersion effects, and weath- ering degree. Additionally, the integrity of rock bodies is assessed across five categories intact, relatively intact, soft fractured, fractured, and extremely fractured. This classification considers factors like the number and spacing of structural planes, their combination, and the types of structures. Descriptive and index-based definitions fall under the category of geological soft rocks, providing a comprehensive geological perspective on the surface features or strength characteristics. However, these definitions have limitations in engineering practice, which leads to contradic- tions. For instance, rocks with uniaxial compressive strength less than 25 MPa may not exhibit soft rock characteristics if the tunnel is shal- low with low horizontal stress levels. Conversely, rocks with compressive strength exceeding 25 MPa at sufficient depth and high horizontal stress may exhibit soft rock characteristics. Definitions originating from engineering practice have emerged after realizing the inadequacy of discussing soft rocks without considering engineering. For instance, Dong's loose circle theory defines soft rocks as rocks with a loose circle thickness exceeding 1.5 m, which chal- lenges conventional supports. This intuitive definition, widely accepted by engineering professionals, emphasizes the difficulty in supporting tunnels due to extensive damage. However, various tunnel damage poses a challenge in relying solely on the loose circle thickness of tunnels for determining soft rocks. He introduced the concept of engineering soft rocks, which are defined as rock formations exhibiting significant plastic deformations under applied engineering force. Two fundamental mechanical properties of soft rocks are identified the critical softening load and critical soft- ening depth. The relative significance of corrosive and erosive wear in magnetic taconite grinding is examined. The influence of different types of aeration, namely, nitrogen, air and oxygen on ball war was established for mild steel and high carbon low alloy steel balls. Ball wear data from dry and wet grinding tests are compared with those obtained in the presence of an organic solvent that does not promote electrochemical corrosion. 'Marked ball grinding, tests along with electrochemical measurements involving ball material and magnetite electrodes indicate that contribution from oxygen towards wear (corrosive wear) is relatively small and abrasive wear appears to be significant. Rheological properties of the slurry-appear to have an important bearing on the abrasive wear of grinding balls.

4.1 THE GENERAL COMPOSITION AND PROPERTIES OF CLAY-BASED GROUTS Clay-based grouts are visco-plastic systems; they are made by adding structure-forming reagents to a clay mineral mortar. Small amounts of cement and various chemical ad¬ditives constitute the reagents. If necessary, fillers also are added. The distinguishing feature of clay-based grouts is that throughout their entire stabilization period they do not form a crystallized structure as does cement grout. The structure of stabilized clay-based grouts does not deteriorate during minor rock movement or upon the initiation of blast¬ing during the construction of a shaft or a drift. Because they can possess good rheological properties during the ini¬tial structure-forming period relative to cement grouts, clay¬based grouts are not easily eroded from large fractures and karstic cavities by flowing ground water. In addition, their finely dispersed clay particles facilitate a greater fracture penetration capacity, especially in dual porosity rocks. Numerous investigations of the structural-mechanical and rheological properties of clay-based grouts by STG have demonstrated that the most effective grouts for pre¬venting the inflow of ground water into underground work¬ings are grouts that have a cement content of 8 to 10% (90 to 120 kg/m3) of the clay grout by mass. The grout should have a density of 1.18 to 1.30 T/m3. Various additional substances and chemicals can be added as additional fillers and structure-forming reagents. In pure ground water at temperatures above freezing, sodium silicate in the amount of 0.8 to 1 % by mass normally is the only structure-forming reagent that is necessary if the proper clay is selected and if it is available. The production process for making clay-based grout is divided into two stages: 1) the production of an initial clay mortar with specified properties and 2) the production of a clay-cement additive grout mixture using the initial grout along with the structure-forming reagents, including the ce¬ment. The properties of clay-based grouts depend on the phys¬ical-mechanical properties of the initial clay mineral, the properties of the cement and the properties of the chemical reagents that are added. 4.1.1 TECHNOLOGICAL PROPERTIES OF CLAY-BASED GROUTS The dynamic shear stress' To, the viscosity 11, the static shear stress2 0, the maximum shear stress of the structured that the rheological and structural-mechanical prop¬erties of clay-based grouts must fall within the following limits: the dynamic shear stress To = 50 to 200 Pa; the viscosity -9 = 0.02 to 0.07 Pa sec; the static shear stress 0 = 150 to 600 Pa; the plasticity strength Pm of the structure one minute after preparation (according to P.A. The general relationship of the change in the structural strength of clay-based grouts relative to stabilization time is shown in Fig. 32. The figure shows that the structure-form¬ing process for clay-based grouts is characterized by three stages. These stages correspond to the time periods required for conducting the principal operations during the injection of the grout into a fractured aquifer as described below. Stage I, corresponding to the time period T1, reflects the small development of structural strength during early stabi¬lization. During this time, the structural strength must not preclude the capability to pump the grout. The time Tl must correspond to the length of pumping time from the moment water is shut off and mixing occurs until the pump stops forcing the grout through the manifold block and pipeline into the fractured rock as described subsequently herein. Stage II, corresponding to the time interval T2, reflects a sharp but controllable increase in the structural strength of the grout. The length of time period T2 is controlled by the addition of appropriate reagents. Stage III produces the final value of the structural strength. This final strength is used to design the dimensions of the isolation curtain. Consequently, the development of grouts is guided by two principal criteria: 1) the grout must develop the highest possible structural-mechanical properties and 2) it must be able to be pumped by a piston pump prior to final stabili¬zation. In the early 80's, the cover of a major weekly magazine proclaimed the "Death of Mining." A few years ago, mining conventions, similar to this, around the country sported the theme, "The Survival of Mining." Today, the SME announces that "Mining is Alive." Being part of an industry that is simply alive is not very exciting. We can do better! Our challenge must be to flourish, blossom, maximize our potential and expand our horizons. The pace of rejuvenating this industry is still woefully inadequate. The new generation of mining industry leaders recognizes the urgent need for bold operational changes?changes in the way we deal with our employees? changes in the way we achieve productivity? and changes in the way we reward our employees for productivity.

Acid mine drainage is a serious water pollution problem, for its contaminants will eventually effect the quality of the receiving streams. According to the Appalachian Regional Commission (1969)1, 10, 500 miles of streams have been polluted by mine drainage, and 70 percent of this acid pollution is accounted for by underground mines. Due to the severe damage to aquatic life, to recreational and industrial use, and to domestic water supply, more stringent mining and anti-pollution laws have been legislated and coal mine operators are required to treat the mine water discharges to meet the minimum standards. For years now, abatement and treatment methods have been extensively studied. Progress reports presented in the Fourth Symposium on Coal Mine Drainage Research, 1972 1 suggest that a thorough investigation and understanding of the basin discharge is necessary in order to cope with the mine drainage problem. The extent of mine water discharge contamination can be considered as a function of the basin streamflow and acid generation load.' A conservative treatment cost estimation these days is $0.40 per 1, 000 gallons for water with 100 ppm iron, 500 ppm acidity. These figures need not include collection and pumping costs nor the cost of dispersing of chemical waste by-products. To achieve optimal abatement and treatment of mine drainage, predictions of the quantity and quality of mine water discharges are needed. Basin discharge is a continuous process and it can be considered as a. macro-system. This system can be subdivided into micro-systems to describe the various mine discharge .types in the basin. The mining activities could produce acid water discharges from deep mines, stripmines, or associated gob piles. A total study entitled ?Resource Allocation to Optimize Mining Pollution Abatement Programs?* will consider all of these sources. However, this paper will discuss only one micro-system, the drift (deep) mine type. We will look at a single mine and its watershed. The total research project considers a multiple mining complex in an extensive stream basin.

When the automatic control of a ventilation process is considered, and supervising expert systems need to be designed, an important problem to address is: what will be the optimal set points of the regulators that should meet a certain number of independently formulated requirements, distributed over a ventilation network? The set of these requirements, expressed in terms of air flow quantities or differential pressures in certain airways, need not be consistent. Their number is not limited by the number of available regulators, nor by their nature, i.e. passive or active. Moreover, they may be subject to upper or lower limit values. The method described here addresses this problem and tries to provide a tool that should allow to calculate the set points of all the regulators as a global and optimal solution with respect to this set of distributed requirements. The pure mathematical developments in this paper are kept as short as possible in order to allow more room for the description of a relevant example.

Column flotation continues to make inroads into applications traditionally dominated by mechanical flotation cells. For example, columns are becoming more visible as rougher flotation devices. At Royal Mountain King Mine in California, two 2.9 m (9.5 ft) diameter columns are used for rougher flotation of carbon from a gold ore (Orlich et al, 1992). In addition, work performed at BRGM in France demonstrated the superiority of column flotation over mechanical flotation with respect to design of new plants (Morizot et al, 1991). With the mounting evidence, columns can succeed in any flotation application. The primary reasons for this acceptance of columns are a general improvement in design, scale-up and operation as well as improvements in sparger design and performance. In recent years, slabs with a rough surface have captured a large share of the ornamental stone market. However, the main technologies used for this type of treatment are based on mechanical shock (bush-hammering) or thermal treatment (flaming or flame-finishing). These traditional technologies are widely used, but have many limitations that decrease their usefulness. The purpose of this study was to develop a technology that enhances the natural colors of the rock and produces a rough surface without compromising its mechanical characteristics, in contrast to traditional technologies. This report shows the technical, economic and aesthetic results obtained with a new water-jet treatment and compares it with competing technologies.

Mineralization features at the Bajo La Alumbrera porphyry copper-gold deposit are discussed as they affect gold leaching and copper flotation behavior. Alteration-mineralization geological blocks are assigned in the zoned body, and each required its own geostatistical model. They extend horizontally outward from potassic to the phyllic-propylitic boundary, vertically from surface down to 300 meters, and include oxide, secondary enriched, and hypogene mineralization. Copper and gold values are calculated geostatistically from assays and all available geologic-mineralogic information. Reserves are classified for each geologic block and for each open-pit bench into leach or float ore according to metal grades, geologic characteristics, and supergene-hypogene relations. Finally ore extraction behaviour is briefly described, grouping gold and copper reserves into metallurgical families.

Vibratory hand-tools can produce Hand Arm Vibration (HAV) Syndrome in their operators. This disease, often called Vibration White Finger, can cause varying levels of hand-arm discomfort and, in severe cases, impairment. In addition to the human suffering, there are also significant economic repercussions for industry. These include reduced operator efficiency, lost time through increased absenteeism and increasing compensation awards. In the mining industry, jackleg rock drills are a particularly troublesome source of hand vibration exposure. As a result, a significant amount of work has focused on redesigning rock drill handles to minimize hand-transmitted vibration. This paper details the results of a study undertaken to determine the effectiveness of using elastomer covered ("cushioned") handles in place of the standard steel design. The results indicate that, for a particular cushioned design, the overall acceleration level experienced at the hand-handle interface can be reduced by as much as a factor of three, relative to the steel handle. It is also shown that this reduction takes place predominantly in the frequency range above 500 Hz, with performance improving with increasing frequency. Qualitative evaluation of the cushioned handles by the drill operator indicates a significant increase in comfort over the standard steel handle.

The U. S. Bureau of Mines (USBM) has investigated instrumentation and methods for measuring exposure to radon daughters in underground mine atmospheres. Both personal and area monitors have been studied through in-house and contract research. A field study in uranium mines identified some reliability problems that required additional work for the personal dosimeter systems. Improved versions of continuous working level detectors have been developed and tested for use as area monitors in underground mines. Test results for the personal and area monitors were satisfactory for underground mine applications.
