This paper will not discuss the merits of one system over the other, but rather will discuss the Henderson Mill's approach toward achieving the most economical milling conditions in its existing SAG mills.

"Since entering the new century, China’s coal industry has witnessed the rapid development, and provided a reliable energy supply for the national economic and social development. But after the “golden decade” of rapid development, the coal industry now is facing overcapacity, low industrial concentration and production efficiency, high pressure of production safety and environmental protection and other prominent issues. Based on defining the connotation of highly-efficient recovery of coal resources, this paper established the relevant 8 indicators to reflect the highly-efficient recovery level of coal resources, summarized the present situation of China's coal resources recovery and the main problems, analyzed the development environment of China's coal industry under the new situation, and finally put forward the strategic measures to promote highly-efficient recovery of coal resources in China.1. Background Coal is the main energy in China. Since entering the new century, China's coal industry has made significant progress, and the level of production safety, resource recovery rate and mining mechanization increased significantly, which provided a reliable energy supply for the rapid development of the national economy. However, due to the changes of China's economic environment, slow growth of energy demand and other factors, some prominent contradictions in the coal industry have significantly restricted the healthy development of the industry. The first problem is serious overcapacity. In the past few years, 16 industries including coal, electric power, chemical and others have invested in coal mines. It is reported (Han 2016) that only during the nine years from 2005 to 2014, the fixed assets of coal industry increased totally more than 3.3 trillion RMB, which brought a large number of production capacity. Affected by the slowdown of economic growth and energy structure adjustment, Chinese coal demand has reached the peak platform and caused the overcapacity of coal supply, so shutting down the backward capacity is the most important task in the future. The second problem is the low efficiency of coal production. There are about 4.3 million coal mine workers in China, and the annual coal production per capita is less than 900 tons, while it was reported (EIA 2016) that the annual production per capita in the United States is more than 10 thousand tons. The third problem is that the green coal resources are not rich. Among the 1.53 trillion tons proven reserves, only about one third are green coal resources in accordance with the principle of ""safety, technology, environment and economy"". The coal resources with high quality and easily mining conditions are not abundant."

"Experience from Australia has identified what is referred to as non-conventional surface subsidence behaviour. This occurs under irregular surface topography, resulting in valley closure, valley floor uplift or “upsidence”, and far-field horizontal movements – even occurring beyond conventional “angle of draw” limits. This paper discusses such behaviour recently observed in Pennsylvania and focuses on the 2005 case of Duke Lake Dam in Ryerson Station State Park. In July 2005, there was a significant increase in water leakage through a number of growing cracks in the dam leading to the dam being breached to avoid an uncontrolled failure. An underground longwall mine was located approximately 900ft to the north, mining at depths of 330 – 720ft. Investigations (including a subsequent ground movement monitoring program) found a range of evidence in the vicinity suggesting that valley closure and far-field horizontal movements may have occurred resulting from the adjacent mining. The paper discusses the phenomenon of non-conventional subsidence behaviour and the Ryerson State Park case study, including an assessment of mining, geology and subsidence impacts and suggested ground behavioural mechanisms. INTRODUCTION Non-Conventional Subsidence The conventional understanding of coal mine subsidence on which most current subsidence understanding and prediction techniques are based, includes the concept of angle of draw which effectively limits the lateral extent of subsidence effects and impacts. Within this zone – above and marginally beyond the boundary of mining – downward vertical subsidence is the dominant component, together with localised horizontal movements towards the mined region, with related tilts and strains. However, more recent experience from Australia over the last two or three decades has identified what is referred to as non-conventional surface subsidence behaviour. This is found to occur in areas of irregular surface topography or variable terrain, and is characterised by phenomena such as valley closure, valley floor uplift or upsidence, and far-field horizontal movements, all of which can occur beyond the conventional angle of draw limits. Following an in-depth scenario and strategic-planning exercise in 1997, Noranda's mine production goal was set at 500 kt/a (550,000 stpy) of both copper and zinc metal in five years. There had been no recent discoveries, reserves were shrinking and things had to be done differently and quickly. Change is now continual in Noranda's program. The following steps were taken: the exploration and business development groups were combined, teams were formed to search for and respond to opportunity; geologists were coached to become more business minded and engineers were coached to become more optimistic; the company went global; clear thresholds were set, marginal properties were farmed out and other properties were fast tracked; reconnaissance exploration was focussed where there was a clear competitive advantage; and Noranda became a "flexible" partner to juniors and seniors. Is it working? A number of successes, near successes and outright failures are discussed. The main result is a much higher rate of opportunity flux, which is essential for success in the mining industry.

The present work describes an investigation of a hydrometallurgical process for the recovery of mercury from spent silver oxide button cells. The cell paste was leached in nitric acid to solubilize silver, mercury and zinc. The optimum leaching conditions, in which mercury is entirely converted to Hg2+ ions and, therefore, does not coprecipitate with silver chloride during treatment with potassium chloride solution, were 1.0 M HNO3, 45° C, 1 hour and 200 rpm. After the silver was removed from the solution, mercury was cemented out with zinc powder with an efficiency greater than 99%. In the cementation experiments, the amount of zinc powder, shaking rate, temperature and solution pH were investigated in detail. The mercury recovery (%) increased as the amounts of zinc powder and the temperature were increased. Zinc hydroxide was precipitated from the waste solution by the addition of sodium hydroxide. The Zn(OH)2 precipitate was then converted to zinc oxide. The proposed process is proven to be simple, straightforward and environmentally friendly.

The control of sulfur dioxide and fly ash in the emissions from coal-fired boilers is a significant segment of the national environ- mental protection program. Developing technologies to accomplish this objective presently emphasize aqueous scrubbing techniques. Should circumstances require aqueous scrubbing for fly ash control only, provision must nevertheless be made to counteract the presence of sulfur dioxide which can create an acidic and potentially corrosive environment. Major technologies for sulfur dioxide control by aqueous scrubbing include, l), recovery processes yielding sulfuric acid or elemental sulfur and 2), throw-away processes which produce a sludge consisting essentially of calcium sulfite or varying amounts of calcium sulfate.1/ Recovery processes are more sophisticated and best suited for locations where there are markets for sulfuric acid or sulfur, or where sludge disposal is an overriding consideration. Throw-away processes are generally less sophisticated but have a problem in that gas scrubbing systems may not operate for practical time periods without failures due to corrosion and to plugging by particulates and precipitates. To overcome this difficulty, some throw-away systems employ an aqueous solution of caustic in the gas scrubbing device to assure maximum water solubility of sulfur compounds, followed by the addition of lime to the scrubbing medium in a system external to the scrubber to produce the throw-away sludge and regenerate the caustic for recycle. Such systems are referred to as double alkali systems.2/

Case Studies in Open Pit Design Using Whittle 4D will be discussing the following four examples: 1) Optimization of process plant design using Whittle 4D as a sizing tool. In this case, the home office and project team had different views of the size of the final project. The home office wanted to reduce the size of the project to reduce capital expenditure, while the project team suggested a larger project. Whittle 4D was used to determine Net Present Value and Internal Rate of Return using the Whittle scheduler (FDAN) to schedule many alternatives, and calculate the NPV and return for each alternative. 2) Comparison of pit optimization methods: Lerchs-Grossman vs floating cone. Many pits are developed based on floating cone economics. A comparison of methods in one large gold mine resulted in the stripping ratio of the pit being reduced by 10% in the Whittle 4D optimization as compared to the floating cone optimization. 3) Pit optimization to determine if a new mill is justified. A large heap leach gold and silver mine needed to determine if a new mill was justified. The planning and scheduling would take several man months if completed without pit optimization and scheduling software. Whittle 4D software proved to be very effective in providing optimized pits and a mine schedule in a short time frame. 4) Pit optimization to determine how to mine and size. Open pit optimization determined where the underground operation should start, and whether the material should be processed by milling or heap leaching. One of our clients asked for help in determining where the pit should end and a new underground operation start. We used Whittle 4D to help determine where the pit should end and where to go underground. In addition the operation needed to determine how to process the material.

Although I will briefly review the current status of coal slurry pipeline technology, I wish to make it clear that this is not a technical paper. It is intended instead to review the current situation on energy resources and requirements, and the environmental, political and economic considerations that mandate a serious consideration of Slurry pipelines as a viable mode of coal transportation into the Georgia and Florida markets. In order to more fully appreciate our current energy situation, it will be helpful to go back a few years and review the evolution of our so-called energy "problem." It was about two decades ago that the first and only major natural gas transmission pipeline was built into the State of Florida by Florida Gas Company. This line was conceived and implemented during a time when gas was plentiful and cheap, and it appeared at that time that unlimited gas reserves were continually being discovered, thus assuring the availability of a clean, cheap fuel and the ,viability of the pipeline system. One of the major factors justifying the original pipeline construction as well as subsequent expansions was a series of long-term commitments under which Florida Gas transported natural gas owned by electric utilities for use as boiler fuel. Thus for the past 20 years Florida industry, commerce, and domestic fuel requirements have been met either directly or indirectly through clean, cheap natural gas which would not have been otherwise available without the pipeline system.

They are there for the 66th Annual Colorado MPD Meeting held at The Broadmoor in Colorado Springs: three days of finely curated talks and social events where participation was strong, and information was exchanged and connections forged in a relaxed, informal atmosphere.Water, tailings and social licenseNot surprisingly, water management, with the associated issues of tailings and social license, was high on the minds of those present. The Mount Polley and Samarco tailings dam failures have had repercussions across the industry. “There are big challenges with respect to tailings, and social and environmental pressures to find better ways to treat them,” said Steve Hearn of Huntsman Corp., a view echoed by Bob Kilborn of Kilborn Group LLC. Metso Minerals director Keith Butler said, “Water conservation is a key issue today. Many mining activities are now located in remote areas, so it has social and economic impacts on mining operations.” For Brian Olson of Samuel Engineering, wastewater and reclaimed-water treatment is interesting.Fittingly, the first talk of the meeting was on dry stack tailings by Michael Blois of Takraf USA, who went over both the advantages and disadvantages. “The average now is over one tailings dam failure a year,” Blois said, “and that is one too many.” But the technology may not be the right fit for all projects. In his talk on the KSM project, Jay Layman, president and COO of Seabridge Gold, showed how it isn’t practical for KSM and how Seabridge reached the decision on a cyclone sand tailings managementfacility as the preferred management strategy.The luncheon keynote also dealt with a tailings pond spill, but of a different kind. Bob Schafer, chief executive of Eagle Mines Management, spoke on the federal missteps that led to the spill into the Animas River from the Gold King Mine, a mine that had been a dry mine throughout its life and up to the 1990s."

The advantages of recirculation of air in underground mines have been well recognized, and several papers have been written on the subject. Issues of concern to the various segments of the mining industry relate to the health and safety of workers, specifically, methane and respirable dust build-up in the air, high humidity and temperature at the work face. This paper presents a survey of various studies pertaining to recirculation as a prelude to the experimental and quantitative studies performed by the authors. Experiments were performed at a trona mine on the transportation and deposition of dust along the return airways, for three different velocities. Modeling studies were performed using dust deposition models. The model predicted data were compared with experimental data in order to lay the foundation for the development of advanced predictor models for recirculation in trona mines. Two models for dust deposition were analyzed. The model predicted data are in divergence from the experimental data, indicating the need to develop better models.

INTRODUCTION The application of oil field technology to large diameter hole drilling is beginning to offer a cost effective alternative to conventional shaft sinking methods. The drilling of ventilation and small production shafts are, of course, not new. The major constraint to the drilling of large diameter production shafts has been the inability to drill holes large enough and straight enough to install and operate relatively high volume hoisting equipment. This paper discusses recent advancements in drilling technology as applied specifically to large diameter holes for use in the mining industry. The paper emphasizes the geotechnical and hydrologic considerations in assessing site conditions and their application to drilled shaft technology. The authors worked together on a recent feasibility study for a 6 m (20 ft.) diameter 975 m (3,200 ft.) drilled shaft in New Mexico. Their individual experience in drilling and geotechnical investigations related to shaft sinking is world wide. "INTRODUCTION While the United States coal mining uses prescriptive regulation under the Title 30 Code of Federal Regulation enforced by the Mine Safety and Health Administration (MSHA), Australia uses a risk based approach. Australian regulation is individual to each state. In Queensland, Australia this risk based approach to address principal hazards is underwritten by the Queensland Coal Mining Safety and Health Act of 1999 and the Coal Mining Safety and Health Regulation of 2001. Each Queensland Mine is required to have an overarching Health Safety and Environment Management System, of which Safety Management Plans are an element. “Safety Management plans (SMP’s) are intended to formalise the process by which mines address principal hazards and other related matters to ensure the safety of mine personnel.”7 THE QUEENSLAND CONTEXT In Queensland, the basic elements of a coal mine’s safety and health management system must provide for risk identification and assessment, hazard analysis, hazard management and control, and the reporting and recording of relevant safety and health information and data.5 (Part 2 Division 1 Section 6(a-d)) The initial guidance for writing Safety Management Plans comes from the Approved Standard for Mine Safety Management Plans and Guidance Note QGN09- Reviewing the Effectiveness of Safety and Health Management Systems. The Guidance Note and Approved Standard are supplemental to the Act and Regulation, and put in place to provide more clarity around the topic. The definitions in this section come from the Approved Standard and are included to provide context for those who may not be familiar with Australian or Queensland law and regulation. A hazard is defined as a source of potential harm or a situation with a potential to cause loss, while a principal hazard is a hazard with a potential to cause multiple fatalities. A risk is the chance of something happening that will have an impact upon objectives which is measured in terms of consequences and likelihoods. It is important to be able to make the distinction between a hazard and a risk. For instance, a lion is a hazard, while the risk associated with a lion is getting eaten. As defined by the Queensland Approved Standard for Mine Safety Management Plans, a Safety Management Plan (SMP) requires a systematic definition of all the actions necessary to ensure that mining operations are carried out safely. A SMP includes, but is not limited to organisational structures, planning, activities, responsibilities, practices, risk identification, audits and reviews.7 The goal of a SMP management plans is to mitigate the risks to bring them to an As Low As Reasonably Achievable (ALARA) level."

A micro-scale investigation was carried out by applying atomic force microscopy (AFM) to study in situ the adsorption of various collectors, i.e., oleic acid, octanohydroxamic acid (HA), and salicylhydroxamic acid (SHA), on bastnaesite in aqueous solutions. The obtained AFM images show that the surface morphology of bastnaesite changes greatly after it comes into contact with the solutions of the collectors, suggesting that all these collectors can effectively adsorb onto bastnaesite. Increasing temperature can facilitate the adsorption of oleic acid onto bastnaesite. Results from attenuated total reflectance–Fourier transform infrared spectrometry (ATR-FTIR) also show that all of these collectors adsorb strongly onto bastnaesite, with strong absorbance spectra being detected. The ATR-FTIR results confirm those obtained by AFM. In general, hydroxamic acid collectors (HA and SHA) adsorb onto bastnaesite mainly in the form of insoluble metal hydroxamate. This specific adsorption mechanism explains that a high selectivity with a moderate collectivity will be achieved with a hydroxamic acid collector for the flotation of bastnaesite.

Structures along the rift were subjected to episodic reactivation. Major north-northeast-trending high-angle normal or reverse faults and northwest-trending trans-current fault systems, may exercise control over ore-forming processes. Gabbro and basalt are the dominant igneous rock types. Carbonatite and kimberlite occur in Nebraska and Kansas. Concentrations of Cu, Ni, Co, Ti, Au, Ag and PG-minerals are known to occur in this setting Arkosic sandstone, siltstone, shale and minor carbonate units occur on top of the rift basalts and in flanking basins where they may reach thicknesses of 10 km. The potential for stratiform or unconformity-related metal liferous deposits must be considered.

Introduction The 1980s have not been kind to the mining industry, especially in the United States. As mineral commodities prices plunged, marginal producers were squeezed out and then major players were forced to cut back or close down operations. Base metal miners suffered the most. Gold was all that glittered. As had been the case throughout min¬ing's history, exploration activity was an early victim of these depressed conditions. Mining companies had to economize drasti¬cally and exploration was deemed a nones¬sential activity. Funding for new explora¬tion ventures dried up as mining was seen as a poor investment. A national magazine even proclaimed the death of the industry. Indeed, ignoring matters of independ¬ence of supply and the relationship of min¬eral production to national security, it was argued that mining was but a small cog in the overall scheme of things in the United States. The industry made a relatively small contri¬bution to the gross national output. We were becoming a service industry economy, re¬member? But what of those countries where mining plays a major role in the economic well-being? In some, mining is the national economy. In a few specific cases, special conditions actually brought prosperity. Copper production in Chile is one example. There, high grade copper, low production costs, and a technically advanced industry reaped the benefits of mine closures else¬where. In most other cases, however, par¬ticularly in the lesser developed countries, whole economies were devastated. This article will show what one major mineral producer, Canada, did to ensure the survival and even growth of its minerals exploration activity during these lean years. Background While Canada is among the world's mining leaders, mining is not its dominant industry. Still, it plays a far more important role than in the United States. It is a major earner of foreign exchange, currently accounting for about 25% of the total value of exports. Through spinoffs and a multiplying effect, it is a significant employer. In the far north, particularly, mining is the major nongovernment industry and a leading factor in the opening up of frontier territory. The industry cannot be allowed to die because it is often the main economic underpinning for vast, remote areas. Thus, exploration for new deposits cannot be cur¬tailed significantly without it having a long¬term negative impact on the very fabric that melds such a large, sparsely-populated ex¬panse of country into a nation. Over the years, Canadian governments have employed various means to encourage the development of new mines. Often, these incentives were tax-oriented, such as the three-year income tax holiday that applied to new mines in the 1950s and 1960s. The advantage of the tax connection is that any such incentive policy can be applied across the board to the 10 provinces and two territories that make up the federation of Canada. This is important because mining, except for the two federally-administered northern territories, comes under provincial government jurisdiction. Mining taxation is a complex give-and-take between the central and provincial authorities. In Canada, expenditure on mineral exploration is an allowable cost against reve¬nue for tax purposes. This works well pro¬vided there is some revenue from which to deduct. New exploration companies, those with no income from mining activities, de¬rive little benefit from this type of tax provi¬sion. Similarly, in times of depressed prices and reduced or nonexistent profits, the tax deductibility of exploration spending loses its value even for the major mining compa¬nies. To encourage exploration in Canada during the lean years, a different sort of incentive was required. The instrument used during the 1980s was again tax connected. It became known as flow-through financing or, simply, flow-through shares. When it assumed its final shape, it worked dramati¬cally. Flow-through shares Flow-through shares are so-named because they permit tax benefits earned by a corporation to 'flow-through' to the share¬holder. Basically, when an investor buys a flow-through share and the proceeds de¬rived by the company from this transaction are used for Canadian exploration, the in¬vestor can claim a deduction for tax pur¬poses as if the exploration expenditure was made by him personally. Flow-through shares go back to the early 1970s when Canada revamped its mineral income tax law. At that time, it permitted full deduction of exploration and development expenditures and provided for an automatic depletion allowance of one¬ third of operating profits from mining. There was also the three-year income tax holiday for new mines. New legislation replaced the depletion allowance with an earned depletion arrange¬ment whereby one dollar of depletion was earned for every three dollars spent on ex¬ploration and development. This earned depletion was `banked' during a transitional period (to 1974). After that it could be deducted from resource profits up to a maximum of 25% of such profits in any one year, with the excess carried forward. To promote exploration and mine de¬velopment in Canada, the earned depletion allowance plus the continued deductibility of exploration and development expendi¬tures permitted the recovery of risk capital before taxation. The three-year tax holiday, however, disappeared. Also, mining com¬panies that did not reinvest in exploration lost the depletion allowance benefit.

My topic today is future trends in compensation for the mining industry. I seldom get the chance to speak about a subject of such immediate interest to an audience, so I would like to make the most of this opportunity by telling you that everybody in this room will become rich beyond his wildest dreams in the next few years. I would like to open my talk that way, but in compensation, like everything else, there is a great gap between dreams and reality. Back to reality. When we talk about compensation, we?d better define our terms because the compensation is really an umbrella for five basic types of payment made to management personnel. Slide 1 identifies these elements of compensation.

It is well known that iron-ore pellets are considered one of the best blast-furnace burden materials used today. The demand for pellets is demonstrated by the increase in pellet output from one million tons in 1955 to approximately 37 million tons in 1964. This growth continues as new plants are placed on-stream each year. The consumer generally specified (1) the acceptable content and range of chemical constituents, (2) a minimum strength determined by some standard testing procedure, (3) the size range of pellets, and (4) perhaps a measure of reducibility.

The vibration energy that travels beyond the zone of rock breakage is wasted - all it does is cause damage and annoyance. Under favorable geologic conditions, this energy may travel many kilometers before it finally drops bellow the background noise level. This has forced the introduction of more restrictive limits to the allowable vibration levels. To maintain the profitability of a mine or quarry and to comply with environmental protection legislation, blasting needs to be performed in a more predictable way that will ensure that the final results are optimal in both mining and environmental terms. Minimization of ground and induced structural vibration is, therefore, a matter of good blasting practice - not just an attempt to avoid complaints from neighbors. A new approach to blast vibration minimization is presented. The method utilizes the existence of the local minimums in the frequency spectrum of single-hole blast vibration. The results are presented as a delay map showing maximum ground or structural vibration velocity for many combinations of interhole and interrow delays. A blast engineer can use this map to select an optimal combination of delays that will produce a low vibration velocity at a selected location and, at the same time, will be acceptable from the point of view fragmentation or muck pile shape.

At the risk of belaboring certain facts which have so often been stated in the past, please bear with me while I set the stage. What are the projected electrical power needs of the nation and of the Northwest during the next 15 to 20 years? No one who has researched the subject over its historical past has reached a substantially different result than the following simple conclusion: electrical power requirements are doubling every decade. There are some who question the necessity of a power company's need to install capacity every ten years equal to what it has done during its entire previous history; there are even those who would argue that such growth should be arbitrarily curtailed. We are not here today to decide who should have light, heat, jobs and comfort, for we know that a power company must, by law, meet its responsibilities of providing the energy the public expects when the switch is thrown. The Northwest area (the States of Oregon and Washington), for which I speak, has the same case history of electrical power need as does the nation as a whole, and the requirement boils down to roughly an average of a million kilowatts of new capacity each year over the next ten years and we can estimate an average two million kilowatts per year in the 1980's. This is simple arithmetic, but the problems of meeting this exhausting schedule are a real challenge. The subject to which I address this paper is the role that Western Coal will play in the 6 billion dollar investment in these power generation stations. That 6 billion dollar figure represents today's dollar value and you may wish to apply your own escalation - frankly, I haven't the courage.
