In order to safely construct a ventilation and escape shaft through saturated overburden into an operating mine, artificial ground freezing and raise boring were combined for the first time on a project in the U.S.A. at Georgia-Pacific's Kentwood Mine in Grand Rapids, Michigan. Previous to drilling a pilot hole 206 feet deep into the mine, a 20 foot diameter cylinder of soil 140 feet deep was totally frozen. Before termination of the freezing operation, the pilot hole was reamed to 9 foot diameter and a 7 foot inside diameter hydrostatic steel liner was grouted in place.

Most mining companies today perform site assessments and operational or compliance audits regularly. The purpose of these audits is to review company facilities and operations to determine whether they comply with applicable federal, state and local environmental laws and regulations. Why Audit? Companies adopt assessment and audit programs for legal and business reasons. The business reasons include: (1) ensuring efficient and cost-effective compliance through early problem identification and resolution; (2) planning and implementing business transactions such as real estate conveyances, loans, mergers and acquisitions, and waste disposal service contracts; and (3) employee training and relations. Legal reasons for audits include: (1) avoiding enforcement actions and penalties; (2) meeting environmental permit certification requirements; (3) avoiding corporate officer liability; and (4) meeting Security and Exchange Commission disclosure requirements. The Environmental Protection Agency ("EPA") encourages environmental auditing by regulated entities. The EPA Environmental Auditing Policy Statement was published in the Federal Register on July 9, 1986 (51 Fed Reg 25,004). Although the existence of an auditing program does not create a defense to or otherwise limit a company's regulatory responsibilities, EPA considers compliance programs in setting inspection and enforcement priorities. If a company makes an honest effort to identify and correct its own problems, EPA's enforcement approach is influenced, especially if violations are promptly reported. Perhaps more significant to many executives, the U.S. Department of Justice issued guidelines last year on when it will pursue criminal prosecution for environmental violations. See Department of Justice, "Factors and Decisions on Criminal Prosecutions for Environmental Violations in the Context of Significant Voluntary Compliance or Disclosure Efforts by the Violator," (July 1, 1991). It is now commonplace to read about major companies pleading guilty to criminal violations and paying millions of dollars in penalties. For example ALCOA recently agreed to pay criminal fines and civil penalties totaling $7.5 million for unauthorized excavation of PCB-contaminated soil and improper dumping of spent caustic solution. No executive wants to explain to the Board of Directors or shareholders why the company was criminally indicted. The Department of Justice considers factors such as voluntary disclosure, preventive measures and compliance programs, such as a regular compliance auditing program, the effectiveness of the disciplinary system for employees who violate the company's environmental policies, and subsequent compliance efforts by companies to remedy ongoing noncompliance. The Department of Justice looks closely at whether audit recommendations were implemented in a timely way and whether environmental compliance was a standard by which employees were judged. The Lawyer's Role. The role of the lawyer in an audit team deserves special attention. When enforcement action or litigation has begun or is contemplated or a government agency has asked for information, attorneys always should be directly involved in environmental audits. In most situations, however, environmental audits are management tools, and the attorney's role should be to advise the team. The attorney can help make sure the team understands the laws and regulations the facility must

Gold extractions from three refractory sulphide concentrates have been increased by bacterial oxidation with T. ferrooxidans prior to cyanide leaching. Arsenopyrite, pyrite and stibnite were the major sulphide components associated with gold in the concentrates examined. Kinetic oxidation tests were conducted for each concentrate by monitoring iron and arsenic levels in leach slurry. A correlation has been established between the level of bacterial oxidation and gold extraction from cyanide leaching of oxidised residues. High levels of bacterial oxidation have been achieved in approximately 8 days at pulp densities of 20-25/ w/v solids, resulting in 70-90% gold extraction.

Introduction It is generally accepted as dogma that sampling contributes most of the error in gold fire assays. Differences in assay results on pulps from the same sample interval are frequently regarded as evidence of the presence of the so called "nugget effect" of relatively coarse gold particles. It is true that coarse gold particles can contribute to substantial sampling fluctuations. But, while the process of sampling is probably the major source of error, the analytical process cannot be completely ignored as a possible contributor to erratic assay results. To maintain a stable assay process, the analytic part of the system must also be kept in control. One method of monitoring the performance of the analytic system is to systematically assay standard materials, whose sampling characteristics are carefully controlled. Gold assay standards are not prepared, nor can they be prepared, to account for both sampling and analytical errors. It is not possible to send coarse material to a lab for both preparation (i.e., comminution and splitting) and fire assaying and then come to conclusions only about the fire-assay process. Because most gold ores are very heterogeneous, sampling errors would, in most cases, completely mask the contribution of the analytical errors. Assay-standard material is prepared only to assess the accuracy and variability in the fire assay process. Because the objective of the assay standard is to provide information about the fire assaying, it is necessary to control the sampling error of the standard material, so that it is only a minor constituent of the discrepancies observed in any assay results. To do this requires that the particle size of the standard material be reduced to a point where the relative standard deviation of the sampling error (i.e... the standard deviation of the errors divided by the average gold content of the material) is 2% or less. For all but very homogeneous mineralization, this means that the material must be reduced to 100% -150 mesh before the sampling errors are adequately controlled. However, even reducing the particle size can contribute to sampling problems. The liberation of gold may cause segregation that can cause large sampling fluctuations that are not easily controlled while maintaining the desired grade. Because, in most cases, the standard material would already be in the "pulp" state when it is submitted to a lab for assay, it is not possible to entirely conceal the nature of the sample from the lab. This is a problem inherent in using assay standard material. Because of the contribution of sampling to error generation in the assay process, the use of "coarse" material does not solve the problem of submitting a totally "blind" standard to the lab. In the sections that follow, the selection, preparation, testing and use of gold fire assay standard material is discussed. While some may dismiss the production of standard material as folly, it is possible to produce and utilize standard material to stabilize and improve the fire-assay process to produce more reliable assay results. Material selection It is desirable to use material that has as nearly the same metallurgical characteristics as the samples with which the standards will be included. However, this is usually difficult. For many reasons, including the particle size at which a significant amount of the gold mineral is liberated, the sampling characteristics of even -150-mesh material may preclude the use of geologically and metallurgically similar ore as a standard. It is usually easier to get material having desirable grade characteristics with the necessary sampling properties than it is to find geologically and metallurgically similar material with the required sampling characteristics. High-grade standards are especially difficult to find and prepare. This is because, as grade increases, the size of the gold particles usually increases. Larger gold particles are liberated and tend to segregate during comminution, and the homogeneity of the material cannot be maintained. For grades much above 3 g/t (0.088 oz/ton), it is very difficult to find material that has the proper sampling properties. Old mill tailings are likely candidates for assay standards. Some of these have sufficiently homogeneous mineral contents, so that the sampling errors can be effectively controlled. Where mill tailings are either not available or are not acceptable, mineralization that has exhibited homogeneous results in reassays of the pulp material is also a good candidate for the standard. Finally, the mineralized rock being sampled may (and should) be used if adequate homogeneity in the -150mesh material exists. "Adequate" ("acceptable") homogeneity is defined below.) This paper describes the surgical removal of a 24 ft dia. Slurry Shield TBM entombed beneath one of the country’s busiest commuter rail interlockings, the Harold Interlocking in Queens, NY, and the construction of the interface to a cut/cover tunnel which extended the mined tunnel section. A sophisticated SOE was built around the TBM to support active track loads within 8ft. of the excavation. Once the TBM head and guts were removed, a full round CIP lining was installed connecting the existing precast tunnel liner to the C/C tunnel under construction. All this construction was done on a narrow island of land without road access nestled between 7 mainline LIRR/Amtrak rail lines.

The objective of 'this paper is to outline steps which can be taken to improve the profitability of a mining business. This is not an examination of technical solutions to individual problems, but rather recommendations for overall change in management thinking. This philosophy is based on our actual, hands-on experience in major open pit operations worldwide over the past 25 years.

The bromine review did not arrive in time for publication in the June issue. Bromine production in the United States during 1992 amounted to 171 kt (376 million lbs), a 453-t (I-million lb) increase from 1991. Data compiled by the US Bureau of Mines indicates this increase was due mainly to greater exports of elemental bromine and bromine derivatives (flame retardants). Exports increased despite the economic slowdown in Europe and Japan. The United States remains the world's largest bromine producer, with about 42% of the total. Israel is ranked second, followed by the United Kingdom, the former Soviet Union and Japan.

Samarium (Sm), one of the rare earth elements (REEs), and cobalt (Co) are used in the production of SmCo permanent magnets, which have excellent temperature stability, corrosion resistance and oxidation resistance. Of the two types of SmCo magnets, one contains a high amount of iron, approximately 15.2 percent. This paper focuses on the recycling of iron (Fe)-bearing SmCo. In this study, an oxidative leaching process with nitric acid was developed to eliminate iron through in situ hydrolysis and to dissolve REEs and Co. The influence of experimental conditions on the formation of an amorphous iron compound through the hydrolysis of Fe3+ in a nitric acid environment was thoroughly examined based on a Taguchi orthogonal array. The optimal parameters for oxidative leaching were determined to be an acid concentration of 3 mol/L, a solid-to-liquid ratio of 1/10, and a process temperature of 60 °C.

Tunnel Boring Machines (TBMs) have been used in mining in decades past, but their use has been limited and sporadic. This has changed in recent years, with TBMs being used at Stillwater Mine, Grosvenor Coal Mine Slopes, Sirius Minerals potash mine, and more. These machines are all full face, circular TBMs—a design that has thus far have been unable to tackle a larger issue for mines: typically a flat floor is needed for mining vehicles to traverse. A novel type of non-circular boring machine is now answering the need to quickly reach underground ore bodies while cutting a rectangular profile in hard rock. This cross section allows for use of typical mine trucks and other rubber-tired mine vehicles. The machine uses disc cutters to cut the rock, and has a support structure similar to an open type TBM; however, the cutting geometry is entirely different. The machine is currently cutting an access tunnel at a silver mine. This paper reviews the design and operation of the novel noncircular tunnel boring machine, and describes possible future adaptations to provide safe, sustainable mine development.

"Mining is the main activity that supports civilization. Actual mining presents contradictory concept to the health of the planet. Its business model is linear, fragmented and characterized by inefficiencies in the utilization of water, energy and mineral resources which generate waste and pollution. Before mining begins, it is critical to determine the vulnerability of the ecosystem and after mining, it is critical to determine the depletion of nature. Attending to these vital matters will require quantifying and measuring them. The purpose of this study is to provide and establish the metric to assess the performance and manage a sustainable future for our existence and that of our planet. This index is defined to measure and control Nature Friendly Sustainability (NFS) based on understanding nature. This index will determine the condition of nature constructed on the measurement of physical, chemical and biological equilibrium. Proposing a new mindset for mining design to satisfy nature’s needs would be to offer the same opportunities to future generations. Hence, sustainability is synonymous with equilibrium under a limited ecosystem. Nature is interconnected. Finally, this index of NFS is readable, standardized and relevant to keep nature’s needs in equilibrium. Establishing and NFS index is the next metric for humanity. INTRODUCTION There are a multitude of definitions of what sustainability is. Most of them are defined in terms of the corporate entity from which they emanate. The classical definition of management states that, “if we do not measure it, we cannot manage it.” Management of ecosystems is the definition of sustainability. Indicators of quantity and quality of sustainability are vital in order to create a metric for sustainability. These indicators will measure the depletion and degradation of nature as they occur through human intervention. The first step is to create a metric of sustainability to simplify its definition. The definition of sustainability is based on whether or not you consider nature to be finite or infinite, which is described in Nature Friendly Sustainability (NFS) [1]. The definition of NFS applies to any anthropogenic activity with an understanding of the equivalent activity in nature. That is to say, human activity with nature requires balance and equilibrium in order to be sustainable. The importance of this equilibrium is quantified in a set of metrics in order to establish measurement and acknowledge indicators for our dependence on nature. Sustainability is synonymous with equilibrium in any ecosystem that is limited and fragile. In the graph is the explanation of sustainability definition. See Graph 1"

It is four years since the seminal study of demand for rapid excavation by the National Academies of Sciences (NAS) and Engineering outlined this technology's opportunities, requirements and significance to the challenges of urbanization and natural resource conservation. The demand study was quite simple. Opportunities were valued at market while requirements to produce new technologies were valued at cost. The significance of new technology in economic terms was measured by the net discounted gains to users over time. The Academy view in 1968 was that these gains, even most modestly estimated, appeared large enough to justify the bill for research proposed by that Committee (1). In 1970 the question of demands became international in what is recognized as the first international experiment in technological policy analysis, terminating in the Advisory Conference on Tunneling of the Organization for Economic Cooperation and Development (OECD)(2). A monumental demand survey formed the basis for its economic assessment. The twenty-two OECD nations also made an impressive attempt to measure the magnitude of existing research and development efforts. In their recommendations periodical statistical demand forecasting and collection of demand data (Recommendation 1) was given central importance for public planning (Recommendation 2), the financing of public construction (Recommendation 3) and the encouragement of technological advance (Recommendation 4). Their program for international cooperation led to OECD's establishment of a Directorate for Environmental Affairs, and influenced the organization of the World Environmental Conference meetings now held in Stockholm under United Nations auspices. Underground openings resulting from coal mining activities have been a serious cause of subsidence problems in the Warrior coalfield of Alabama, which is the 11th largest coal-producing state in the United States (National Coal Association, 1986). The problem will be even more serious in the future because 17 Gt (19 billion st) of Alabama's 22 Gt (24 billion st) of coal reserves are classified as an under- ground resource (Tolson et al., 1982). Subsidence data in this area has been scarce com- pared with other coalfields (Conroy, 1980; Dunrud and Osterwald, 1980; Gentry and Able, 1978; Hunt, 1979; King and Gentry, 1979). This paper discusses the results of a study of subsidence overlying two longwall mines that contrast each other. One of them (Mine #1) is a shallow longwall mine where the coal strength is very high, and the other mine (Mine #2) is extremely deep with a low strength of coal.

INTRODUCTION Public opinion, over the effect of industrial development on the environment, has required government to institute guidelines for the protection of the environment both during the development of and after the decommissioning of mines. In no other area of mining has this requirement been more consistently applied in recent times than in the development of uranium mines. Uranium mines have been a focal point because of the very real uncertainties associated with the detrimental effects of radionuclides and the possible hazards of radiation. In order to determine if there is an environmental effect caused by a development or the storage of the mine waste as tailings, it is necessary to know what the quality of the environment was prior to the production of the tailings. This is the reason for baseline data programs. It is neither technically nor economically feasible to completely define the environment in any given region. Therefore, judgement decisions must be made prior to the development as to what aspects of the environment are more likely to be affected by the presence of the tailings, and to what degree. These decisions have evolved over a period of time based on information generated from existing facilities, scientific research, and the development of strong public opinions. This process is not static, but evolves with the growth of information and the technological developments which permit greater control of industrial pollution and waste management. A well-designed baseline program will reflect changes in science, technology and public attitude, even in advance of government regulations to enforce policy changes. RATIONALE FOR PREOPERATIONAL BASELINE STUDIES There are three distinct phases to be considered in the construction of an environmental assessment for a uranium mine tailings containment facility. I. Wet-drum magnetic separators are used extensively for upgrading iron ore and for magnetite recovery in dense-medium separation circuits. In this study, the performance of a continuous, laboratory wet-drum magnetic separator was evaluated both with and without the application of ultrasonic energy when processing dense medium slurries. Test variables included magnetic-to-nonmagnetic ratio, solids concentration and nonmagnetic material. The effect of the overflow to underflow (O/U) flowrate ratio of a dense medium cyclone on its performance is tested utilizing a 6" dense medium cyclone and density tracers. The results show that the O/U flowrate ratio is clearly correlated with the separation cut point D50, the separation efficiency Ep, the density differential 0, and short circuiting of the cyclone. Within certain limits, a higher O/U ratio results in a better separation efficiency, a higher D50 and an increased density differential. A lower O/U ratio, on the other hand, reduces the cut point shift and density differential. The phenomenon of short circuiting to the underflow, which is especially significant for fine particles, is directly connected with an excessively low O/U ratio.

Pilot scale flotation tests were conducted with a 1-ft-diam column at the Barrick Resources (USA) Mercur mine, Tooele County, UT, to scavenge unleached (0.01 to 0.018 oz/st) gold values from the tailings of a carbon-in-leach (CIL) circuit. The optimal recovery was 35 pct of the unamenable-to-leaching gold, at a grade of 0.353 ounces of gold per short ton, using a mixture of dithiophosphate, xanthate, and diesel fuel as a collector. This was achieved by floating approximately 1.6 wt pct of the CIL tailings. The gold values are believed to be contained in arsenic-bearing minerals, attrited carbon, and carbonaceous material in the ore. Redox potentials were measured with a gold electrode during the conditioning stage prior to flotation. The correlation between flotation recovery and redox potential values could be used to control reagent additions. Treatment of a previously leached and weathered tailings material, averaging about 0.055 ounces of gold per short ton, was also investigated using the column. The tailings were first water leached at approximately 600 C, and the water-leached tailings, which contained approximately 0.03 ounces of gold per short ton, were then fed to the column flotation unit. The effects of pH and sodium sulfide addition on gold flotation recovery and redox potentials were examined. maximum gold recovery, 36 pct, was achieved at pH 8.5 with a sodium sulfide addition of 0.18 lb/st.

"Heat and humidity buildup within refuge alternatives (RAs) may expose occupants to physiological hazards such as heat stress. Mine Safety and Health Administration (MSHA) regulations require RAs in underground coal mines to provide a life-sustaining environment for miners trapped underground when escape is impossible. RAs are required to sustain life for 96 hours while maintaining an apparent temperature (AT) below 95°F (35°C). NIOSH tested a 10-person tent-type RA, a 23-person tent-type RA, and a 6-person metal-type RA in NIOSH underground coal mine facilities to investigate the thermal environment over a 96-hour period. The test results showed that mine air and mine strata temperatures surrounding an RA occupied by simulated miners increased over the 96-hour test period. The test results suggest that RA manufacturers should consider this increase in temperatures when calculating and evaluating RA components during surface and laboratory tests. The findings can equip stakeholders with additional considerations for calculating heat and humidity temperature profiles for RAs not tested in situ. INTRODUCTION RAs are designed to provide a life-sustaining environment for miners who cannot escape after a mine disaster. One of the major considerations for integrating RAs in mine environments is the thermal environment inside the RA and the impact that the surrounding mine conditions have on the temperature and humidity buildup. Previous research has observed that the metabolic heat of the occupants and the heat released by the CO2 scrubbing systems will cause the RA interior air temperature to increase. In addition to the increase in temperature, an occupant’s respiration and perspiration, as well as the chemical reaction of the scrubbing chemicals with CO2, will contribute to an increase in humidity within the RA. The resulting internal thermal conditions, if not controlled, can subject miners to conditions that can lead to heat exhaustion, heat stroke, or even death depending on the duration and magnitude of exposure. Apparent temperature (AT) is a temperature-humidity metric for the perceived temperature caused by the combined effects of air temperature, relative humidity (RH), and wind speed. It is used to assess the perception of indoor temperatures when workplaces are not sufficiently heated, cooled, or insulated to provide comfortable or healthy conditions. Mine Safety and Health Administration (MSHA) regulations require that RAs must be designed to ensure that the internal AT does not exceed 95°F (35°C) when the RA is fully occupied."

Asset Maintenance Readiness (AMR) provides a tailored reliability and maintenance strategy specific to operational needs. AMR delivers reliability and maintenance foundations for the plant and equipment before start-up. Having a dependable reliability and maintenance strategy before start-up is critical, particularly in those first weeks and months during ramp up to stable production. The Asset Maintenance Readiness is the integration of Reliability and Maintenance Engineering analysis/studies at the earliest stages of the new Production System concept and design and during the Capital Project CapEx phases; adding this analysis to the Capital Project CAPEX cost, will have an impact of 2% to 3% of total project cost, but will deliver a good compendium of benefits far from the AMR costs, and those results will be shown upon commissioning and during the life cycle of the plant.

A lower moisture content for a clean coal product means increased Btu content, or increased yields at the same Btu content, and lower operating costs. The conventional surfactant-based dewatering aids effeciently lower the moisture content but often the presence of residual surfactant in the filtrate and recycle water causes problems downstream. ACCOAL-DRI 1000, a surfactant-based dewatering aid, was developed to solve this problem by minimizing the downstream effects while efficiently lowering the moisture content. The theory of the use of surfactants in filtration will be discussed as well as the development and field evaluation of this new product.
