The laboratory ball mill grinding of coal/water slurries is described for three coals. Emphasis is placed on the measurement of specific rates of breakage for various operating conditions. Corresponding rheological information is also presented based on data collected using a rotational viscometer. A rheological explanation of the influence of various slurry fluidity conditions on the specific rates of breakage is presented. This rheological approach has proved useful In both the identification of suitable chemicals for increasing breakage rates in coal/mineral slurry grinding and in the plant scale implementation of dense slurry grinding systems.

Recent research efforts have shown have shown selective solvation extraction of a gold cyanide ion-pair complex from alkaline cyanide solution is possible with organic phosphorus esters. These alkyl phosphorus esters such as tributyl phosphate (TBP) and di-n-butyl n-butyl phosphonate (DBBP) can selectively load gold to rather high levels, even in excess of 30 gpl. However, traditional stripping techniques are not particularly effective. In this regard, gold recovery by direct electrolysis of the organic phase has been found to be an interesting possibility. Further, the rate of direct electrodeposition from the organic phase can be improved significantly by using an aqueous/organic mixture. Direct electrodeposition of sheet gold from loaded DBBP was successfully accomplished at a current density of 8x10 4 amp/cm2 and 55°C from such a two-phase mixture with the aqueous phase as the continuous phase. No appreciable degradation the DBBP was found after 5 cycles of extraction and, electrodeposition. Finally, the applicability of the process strategy for an industrial situation was demonstrated by the successful treatment of waste gold cyanide electroplating solutions.

The STG integrated method of grouting can be divided into the several phases as outlined in preceding chapters. For convenience in describing technical procedures, they can be grouped as: 1. Investigations in non-geotechnical, exploration bore¬holes. 2. Drilling the holes necessary for geotechnical investiga¬tions and for grouting. 3. Conducting appropriate hydrogeologic tests in those holes and consequent calculations. 4. The preparation of a clay mortar. 5. The preparation of a clay-cement grout with additives. 6. The injection of the grout. 7. Checking the quality of the grout curtain. Items 2, 4, 5 and 6 are discussed below. These activities contain the procedural aspects of grouting. 7.1 DRILLING GROUT HOLES Grout holes belong to a very select class of drillholes. The necessary drilling equipment must enable the operator to drill the holes in inclined, twisting directions. In addi¬tion, the equipment must permit drilling under structurally and hydrogeologically complex conditions. The equipment must permit the operator to conduct specific testing activi¬ties in the drillholes. These activities include hydrodynamic analyses, flowmetric analysis, and the installation and re¬moval of deflectors, packers, grouting plugs, casings, lin¬ers, pumping facilities and other work. As explained in Chapters 5 and 6, the grouting of sat¬urated rock is conducted both through holes drilled from the surface and through holes drilled from the face of a shaft, drift, or tunnel. The drilling of grout holes from the surface can be carried out by an aggregate of equipment that can be the same equipment used for drilling exploration boreholes. Depending on the projected depth of the holes, the STG ZIF- 1200MR and ZIF-650 drilling rigs (or modifications of them) are used. The SKB-4, SKB-5 and SKB-7 high-output drilling rigs (workover rigs) have been used in recent years. The STG BMP-24 drilling rigs are used for carrying out the descent-lifting operations for drilling holes from the sur¬face. In a number of cases, the UKB-500C, URB-3AM and URB-2A power-fed drilling equipment is used for drilling holes from the surface. It should be noted that the drilling of grout holes usually requires an electric drive assembly. Drilling with diesel drive assemblies would be used only to preclude the possi¬bility of losing electric power during drilling operations. Turbine drilling would be used only for appropriate techni¬cal-economic reasons. The selection of the grout hole design is determined by the hydrogeological and structural geological conditions at the site as interpreted in Chapters 2 and 3. The design of grout holes must be as simple as possible in order to min¬imize costs. Hole design guidelines can be adopted as a basis for this purpose, unless site-specific conditions require otherwise. The mouth of the drillhole must be outfitted with a guide-pipe having a length of at least 2 m and an outside diameter from 219 to 234 mm. The upper part of the hole must be attached by a jig consisting of borehole casing that has a diameter ranging from 108 to 146 mm. The length of the jig h is determined by the equation [ ] where k = 1.1 to 1.2 is the load factor; P,, is the injection pressure of the grout into the mouth of the drillhole; D is the external diameter of the jig pipe; m = 0.6 to 0.7 is the work condition factor; T[ ].1 MPa is the bonding value of the rock cemented to the jig. The grout hole is drilled from the jig shoe to the de¬signed depth using a rock-crushing bit with a diameter of 93 mm or more. However in complex hydrogeological condi¬tions when the shaft intersects unstable rock, other hole designs can be used. The diameter of grout holes must permit an aggregate of investigations to be conducted in them using down-hole borehole geophysical and flowmetric logging instruments. It is necessary to cement the casing strings reliably in the grout holes, thereby permitting the injection of the grout under high pressure through the pres¬sure tight mouth of the borehole. Technological details for drilling grout holes such as the rotational rate of the drill bit, the axial load on the rock¬crushing bit, and the drilling fluid flow rate are optimized for the specific rock-hydrogeological conditions largely by experience. The hole diameter and type of rock crushing bit are important variables in these details of drilling. It is advisable to drill holes using water as the drilling fluid. However in those cases where the hole walls are unstable or under very high ground water pressure, the use of a well¬ engineered drilling mud should not be precluded. Unfortu¬nately, drilling mud can influence test results. When steeply dipping fractures with inclination angles of more than 60 to 70° are encountered, it is necessary to drill guided, inclined grout holes. The Crosstown 7 Collector System, Contract C28G11, is part of the Milwaukee Metropolitan Sewerage District's Waste Pollution Abatement Program. The contract involves the construction of 1.6 km (1 mile) of 3 m (10 ft.) diameter tunnel in soft ground. The tunnel is 10 m (35 Ft.) below surface and passes through a variety of soils. The eastern leg of the tunnel along Bruce Street is mainly in till material, a stiff, relatively dry clay. The northern leg along 16th Street starts in till, and continues in estuarine deposits - moist sticky clay, with intrusions of alluvial sand and gravel. The contract specifications required that the tunnel be constructed either under compressed air or with an earth pressure balance tunnel boring machine. The S. A. Healy Co., the general contractor, chose the latter option. Additionally, a single pass, pre-cast concrete segmental liner was selected as the lining system. The mining machine was manufactured by Lovat Tunnel of Canada and the segments were made by the Sehulster Company of Milwaukee. The use of this combination of machine and lining is relatively new to the United States and this tunnel is the most extensive built to date with a gasketed, segmental single pass lining for transportation of fluids. This paper details the various aspects of the construction of the tunnel and associated shafts.

"THAT WHICH WE CANNOT SEE" INTRODUCTION Often it has been stated that the greatest of all fears is fear itself - fear created only by that which we cannot see or by that which we fail to understand. The elimination or minimization of fear can best be accomplished by a thorough understanding of the underlying causes of the fear. As related to the mining industry the omnipresent fear is the dread of acquiring cancer through accumulated exposure to "that which we cannot see" - radioactivity. The understanding of the resulting exposure effects can best be obtained through acquisition of authentic data and the subsequent analysis of the same by a group of highly qualified specialists. I may point out that the nuclear industry and its source, uranium mining, greatly surpass any other industries in the degree of public awareness as to its potential environmental effects. Public out-cry has always influenced major decisions relating to how industries conduct their operations and much of their effort has resulted in many changes. The issues of health and safety in the mining industry have created considerable public concern, but intense concern to those of us directly involved within the industry. Increasing concern regarding the effect of human activity on the quality of the outer environment of air, land, and water has developed within the past two decades. There is now a growing concern about the health and safety of persons at work in their inner environment, of their working-places in industry. Hearings and investigations conducted in Canada by three appointed "Royal Commissions" have all confirmed that this concern is well justified when focused on the health and safety of workers in our mines. REGULATORY CONTROL OF URANIUM MINING OPERATIONS In Canada, the ownership of mineral resources and the control of their extraction, except for uranium, is vested under the "British North America Act" in the provinces. In all provinces the statutory basis for health and safety provisions in the mining industry can be found in the provincial "Mining Acts" with each province assuming the responsibility to produce its own "Mining Act". In particular, all of the Mining Acts in Canada place upon the management of a mine the responsibility to ensure that provincial provisions are met. INTRODUCTION Mining activity and basic geometry of open pit mines represent major obstacles in geotechnical mapping. Mining creates a constantly changing topographic base which may require corresponding updates of field sheets before mapping can proceed. The rapid pace of mining operations may also threaten removal of important geologic and engineering features before adequate base maps and surveyed control can be established. Maintaining such control during the mapping process is yet another complication. In addition, basic geometry yields nearly vertical outcrops. Access required for direct observation and measurement, essential to conventional plane table or Brunton techniques, may be impossible on such surfaces. Also, nearly vertical surfaces appear fore- shortened in plan view. This reduction in area provides little room for recording geotechnical detail. The difficulties encountered in open pit mapping can be substantially reduced by utilizing a modified form of plane table photogrammetry. This technique employs photographs taken from the ground as the base upon which details are recorded. The information is later transferred to plan maps using the plane table principal of location by intersection (Davis and Foote, 1953). Any change in topography can be accommodated by simply taking additional photographs. Proper spatial representation in plan view can be determined later when updated maps and surveyed control are available. In addition, horizontal photographs from the ground portray vertical surfaces as they are normally viewed thus providing maximum area for recording details. Any detail which can be identified on the photograph can be located correctly even though the actual feature is physically inaccessible. The technique presented in this paper was developed by the author for special applications at Kennecott's Bingham operation in 1970. The procedure was rapidly adopted for general use and has proven to be a practical tool for detailed investigation of potentially unstable areas (Zavodni and McCarter, 1976) and routine geological mapping (Richardson, 1975). Major advantages, other than those mentioned above, include: The speed and accuracy are greater than for conventional plane table or Brunton methods. The photo- graph represents a view from a station at some distance from the area being mapped. This vantage point allows evaluation of possible continuity of structures from one level to another which may not be evident at close range. Dilute-phase pneumatic conveying has been used in the mining industry since the 1920s. It has primarily been used for the hoisting of coal and salt ores, and as a transportation medium for backfill material. More recently there have been investigations into a wider variety of applications, which this paper addreses. The paper will point out some deficiencies in the system. It 1s not the "champion" of the mining industry, but rather an excellent srste?1 with a variety of applications that may not have been studied m enough detail. The most imaginative applications to the Redpath Pneumatic Conveying System have been initiated by persons needing an innovative application to a specific predicament.

INTRODUCTION Uranium production in Saskatchewan commenced in 1953 at the Eldorado Nuclear Mine in the Beaverlodge area of North Saskatchewan, followed over the next few years by nineteen other smaller mining operations. Production rose from 453 600 to 2 721 600 kg per annum by 1958. Over supply and the closure of the U.S. market to Canadian uranium led to an equally rapid decline to an annual production which varied from 453 600 to 907 200 kg during the years 1964 to 1976. As the market strengthened there was a resurgence of the Saskatchewan industry and production from one underground and two open pit mines reached 2 809 000 kg in 1980 for a return of 232 000 000 dollars (Table 1). [ ] Future output will be increased by a potential 4 536 000 kg from the Key Lake mine now under construction and scheduled to commence production in 1983. Three other projects are in an advanced stage of planning and are currently in the regulatory review process. Several other prospects are being evaluated. Figure 1 shows the location of uranium mines in Saskatchewan and table 2 illustrates the present status of uranium mines and deposits in Saskatchewan. At present, 1400 workers are employed directly by the uranium mining industry. Saskatchewan has diverse mining conditions ranging from the underground mine of Eldorado Nuclear Limited 1870 m deep with a low grade ore deposit averaging from 0.17-0.20% with extraction by carbonate leaching through an open pit operated by Gulf Minerals with a moderate depth of 110 m and 0.37-0.5% grade to the shallow open pit of Cluff Mining 30 m deep with a very high average ore grade of 7.0%. Extraction at both open pits utilizes acid leach extraction processes, the latter after gravimetric separation. Key Lake mining has commenced development of the next mine to come into production which will have two open pits to a depth of 80 and 175 m with an average 3% grade to be followed by the deep open pit of Canada Wide Mines Ltd. to a depth of 205 m with average grade of 1.5%. One existing mine will transfer its operation from the present open pit to another of slightly higher average grade. From the Saskatchewan point of view, these different operating conditions present varied problems associated with occupational health and safety and concomitant solutions to reducing worker exposure to radiation. REGULATION OF URANIUM MINES In 1946, the Government of Canada enacted the Atomic Energy Control Act which established the Atomic Energy Control Board (AECB) and vested in that board powers to regulate all aspects of uranium mining. In the early years, the AECB relied heavily on provincial occupational health and safety agencies for the surveillance of uranium mining and milling operations, particularly with regard to "conventional" occupational health and safety, the AECB having at the time no specific regulations covering the mining industry. There has been considerable dialogue between federal and provincial governments since, traditionally, occupational health and safety is a provincial jurisdiction. Saskatchewan is strongly opposed to the intrusion of the federal government into the provincial domain, particularly as there is little justification for a federal presence in occupational health and safety in uranium mining and milling. The province does, however, accept the need for federal involvement in certain aspects of the regulation of nuclear industry, for example, international sales, research and security of reserves for domestic use.

"Fully grouted rock bolts have been used in mining industry for many years. Significant research has been conducted to evaluate the load transfer behavior of fully grouted rock bolts with experimental programs. However, compared with that, less work has been conducted with analytical modelling. Therefore, in this paper, the authors used an analytical model to study the load transfer behavior of fully grouted rock bolts. To confirm the credibility of this analytical model, an in-situ pull-out test was used to validate this model. There was a close match between the experimental result and the analytical result. Following this, a parametric study was conducted with this analytical model. The influence of coefficients, Young’s modulus of the rock bolt and the diameter of the rock bolt on the load transfer performance of rock bolts were studied. Furthermore, the load distribution along the fully grouted rock bolt was analytically studied. The results show that the axial load in the rock bolt decayed from the loaded end to the free end independent of the pull-out load. However, the trend of the load distribution curve was influenced by the pull-out load. This paper was beneficial to better understand the load transfer mechanism of fully grouted rock bolts.INTRODUCTIONRock bolts have been used in the mining industry for a long time. They are used as the reinforcement tendons to keep the stability of openings in underground mining and the slope in open-pit mining. Furthermore, rock bolts are commonly used not only in the mining engineering, but also in civil engineering (Thompson, Villaescusa, and Windsor, 2012).The rock bolt is a tendon which can be a rod or a cable inserted into a borehole drilled in rock masses or soils. Traditionally, the material of rock bolts was steel. However, engineering practices showed that the steel rock bolts can be easily corroded by the moist environment in underground mines. Next, Fiber Reinforced Polymer (FRP) was used to manufacture rock bolts, which are termed as FRP rock bolts. Experimental results proved that the FRP rock bolts can effectively reinforce the surrounding rock masses without being corroded (Wang et al., 2018)."

Pyritic sulfur in coal occurs as discrete mineral particles, and its liberation and physical rejection is the primary target for coal desulfurization. An acceptable solution to the pyrite removal problem from fine coal is not found in the standard methods of coal cleaning such as jigging, heavy-medium separation, tabling, and hydro-cycloning. Although fine coal is an ideal size for froth flotation, this method, as currently practiced is also unsuitable as the fine pyrite usually floats with the coal. One possible solution to this problem may be the froth flotation of pyrite from coal. This reverse flotation scheme would have the major advantage of removing both free pyrite and locked pyrite-coal combinations. With this possibility in mind, we have, as a first step, compared the flotation and adsorption. characteristics of an ore-pyrite and coal-pyrite with potassium-ethyl-xanthate as a collector 1 Related Research. The action of ethyl-xanthate on coal has been studied 2 by Horsley. He measured the contact angles of coal in distilled water and in the presence of purified ethyl-xanthate. The results indicated that the xanthate was not adsorbed by the coal. Additional contact angle data were obtained to determine the effects of cupric, ferric, and ferrous salts on the system. Then either the ferric or cupric salts were in, solution with the xanthate, there was an increase in the natural contact angles of the coal. This indicated that these heavy metal ions activated the flotation of the coal with xanthate. However, ferrous iron did not act as an activator. Horsley stated that the most attractive explanation was that the xanthate is oxidized to dixanthogen in the presence of the ferric and cupric ions.

Estimating the lithologic composition of gravel deposits for aggregate quality using standard field and laboratory techniques is costly and time-consuming. As an alternative, digital geologic maps and elevation models may provide a means for predicting the lithologic composition of channel and terrace deposits. Digital geologic maps can be used to evaluate the distribution of map units: their geomorphic setting, and the physical properties of the gravel source. To test this concept, the lithologies and topography of the upper drainage basin of the Big Thompson River along the Colorado Front Range were used to examine various factors that may control the final lithologic composition of channel and terrace gravels downstream. The simplest factor is the area of each of the map units in the upper drainage basin area, which can be easily measured from the digital geologic map. The percentage of each map unit within the total area provides a estimate of the pro- portions of each map unit that might be expected to occur in the downstream gravels. Published estimates of the hardness and durability of each map unit were used to calculate physical property-weighted areas; these areas are an estimate of the potential of each unit to be eroded and transported as gravel-sized particles. The areas of each map unit at 1-kilometer intervals from the drainage basin exit point were used to calculate a distance-weighted area for each map unit. For this study, a simple inverse relationship (area/distance) was used for distance weighting, but a more complicated distance function may ultimately be required. The topographic setting of exposed rock units should exert a significant influence on whether material will move slowly or rapidly through the drainage system. Two topographic factors were examined: gradient and slope. A simple gradient between map unit occurrences and the exit point of the drainage basin was used to calculate a gradient-weighted area estimate for each map unit. The slope-weighted area estimate uses the slope steepness (in degrees) in the immediate vicinity of each map unit occurrence as a measure of the tendency of material to begin moving into the sediment transport system. The primary intent of this study was to test the concept of using digital geologic map and elevation images to estimate gravel composition, rather than actually producing a useful analysis of a drainage basin. Each of the controlling factors was examined independently to gain an understanding of the magnitude of the effect of each factor. Ultimately, a comprehensive predictive model will be constructed using a combination of the various controlling factors.

The hydrometallurgy review did not arrive in time for publication in the May issue. 1992 was not a banner year for hydrometallurgical installations or new hydrometallurgical developments. Installation of copper solvent extraction/electrowinning circuits were under construction or began operation in Nevada (Yerrington ), Arizona (SilverBell), Chile (Copiapo and Escondida), Peru (Toquepala and Cuayone) and Australia (Girilambone). These installations will produce more than 100 kt/a (110,000 stpy) of cathode copper. Several new heap leach gold facilities using conventional technologies were announced or were put into operation. New technologies undergoing widespread testing include biological oxidation of low-grade ores in a heap leach mode and evaluation of new agglomerating agents.

Heterogeneity in rock formation affects both rock behavior and strength. Spatial variance of rock properties is an important characteristic of rock that addresses the heterogeneity of mechanical and physical properties and their effects on underground mining. Assessing spatial variance can be useful for locating potential difficult grounds and for performing reliability analysis in the mining support system. This study presents a spatially correlated, random model to investigate the influence of rock heterogeneity on rock strength and failure propagation. A random field database with specific spatial correlation was created for each physical-mechanical property using laboratory data and the extreme value stochastic model in MATLAB. Based on the improved microscale random model, we considered one three-dimensional numerical model to study a mine operating in the Pittsburgh seam. The influence of random field data on entry roof was investigated. The realistic random field database added two scale-measured parameters from horizontal and vertical directions to control the spatial correlation length. A number of cutting sequences were also considered in order to identify the effect of spatial variance on roof behavior. The results show that spatial variance provides an accurate prediction of erratic roof falls in coal mines.

The Greens Creek Ore Bodies are located approximately 18 miles southwest of Juneau, Alaska in an area on Admiralty Island classified as a non-wilderness national monument. An area-wide stream sediment geochemistry program targeted the deposit in October of 1973. Today, after 37,000 meters of combined surface and underground diamond drilling, three ore zones are known to exist with total reserves approaching 4.1 million tonnes. Lying within moderately folded metasediments of an undetermined age, these orebodies are thought to be of seafloor exhalite orgin and contain unusual and impressive amounts of gold, silver, lead, zinc and copper.

Mining means drilling and blasting in order to break down the rock, loading and transport, and often also crushing the ore down to a suitable size. These operations can be done in open pits or in underground mines, and also, to a lesser extent, in marine mining. The same operations are also used in various types of construction, i.e., for roads, water power stations, etc. Before beginning a detailed economic analysis of the factors which enter into deciding whether to mine by open-pit or underground mining, and at what point a change should be made from open-pit to underground mining, or vice versa, it is of interest to consider some general factors.

ST Equipment & Technology LLC (STET) has developed a novel processing system based on tribo-electrostatic belt separation that provides the mineral processing industry a means to beneficiate fine materials with an energy-efficient and entirely dry technology. In contrast to other electrostatic separation processes that are typically limited to particles >75μm in size, the STET triboelectric belt separator is suited for separation of very fine (<1μm) to moderately coarse (500μm) particles, with very high throughput. The STET tribo-electrostatic technology has been used to process and commercially separate a wide range of industrial minerals and other dry granular powders. Here, bench-scale results are presented on the beneficiation of low-grade Fe ore fines using STET belt separation process. Bench-scale testing demonstrated the capability of the STET technology to simultaneously recover Fe and reject 2 from itabirite ore with a D50 of 60μm and ultrafine Fe ore tailings with a D50 of 20μm.The STET technology is presented as an alternative to beneficiate Fe ore fines that could not be successfully treated via traditional flowsheet circuits due to their granulometry and mineralogy. INTRODUCTION Iron ore is the fourth most common element in earth’s crust [1]. Iron is essential to steel manufacturing and therefore an essential material for global economic development [1-2]. Iron is also widely used in construction and the manufacturing of vehicles [3]. Most of iron ore resources are composed of metamorphosed banded iron formations (BIF) in which iron is commonly found in the form of oxides, hydroxides and to a lesser extent carbonates [4-5]. A particular type of iron formations with higher carbonate contents are dolomitic itabirites which are a product of the dolomitization and metamorphism of BIF deposits [6]. The largest iron ore deposits in the world can be found in Australia, China, Canada, Ukraine, India and Brazil [5]. The chemical composition of iron ores has an apparent wide range in chemical composition especially for Fe content and associated gangue minerals [1]. Major iron minerals associated with most of the iron ores are hematite, goethite, limonite and magnetite [1,5]. The main contaminants in iron ores are 2 and Al2O3 [1,5,7]. The typical silica and alumina bearing minerals present in iron ores are quartz, kaolinite, gibbsite, diaspore and corundum. Of these it is often observed that quartz is the mean silica bearing mineral and kaolinite and gibbsite are the two-main alumina bearing minerals [7]. Iron ore extraction is mainly performed through open pit mining operations, resulting in significant tailings generation [2]. The iron ore production system usually involves three stages: mining, processing and pelletizing activities. Of these, processing ensures that an adequate iron grade and chemistry is achieved prior to the pelletizing stage. Processing includes crushing, classification, milling and concentration aiming at increasing the iron content while reducing the amount of gangue minerals [1-2]. Each mineral deposit has its own unique characteristics with respect to iron and gangue bearing minerals, and therefore it requires a different concentration technique [7].

The city occupier much of the headwaters area of Wilson Creek basin, which is underlain by the Burlington Limestone (Mississippian), a cavernous, massively bedded formation averaging 150 feet in thickness. Sinkholes, some as deep as 75 feet, pock-mark the uplands. Stony red residual clay mantles the pinnacled limestone bedrock. Surface water lost to sinkholes and losing reaches of upstream areas resurges in springs and estevellas (reversible sinkholes) in the lower reaches of Wilson Creek. The Springfield Southwest Treatment Plant, an activated sludge process sewage treatment facility, situated about mid-basin at the confluence of Wilson Creek and a tributary, South Creek, serves the entire city. Effluent from the treatment plant together with industrial, street-wash and other waste from the-headwaters of the basin have degraded both surface and ground water quality in much of the Wilson Creek watershed. The area affected includes Wilson&apos;s Creek Battlefield National Park and recreational reaches of James River below the mouth of Wilson Creek.

The recent recession has severely impacted the performance and results of virtually all of our natural resource companies. The depressing climate continues to linger and recovery maybe sometime away. Problems remain for resource companies in the steel and petroleum industries as well as the mining business. In February, at the AIME Annual Meeting in New York, an All-Institute session presented a variety of views on the situation. A. T. Yu, chairman of ORBA Corp., Mountain Lakes, NJ, organized presentations by top management personnel of four natural resource companies. This well attended session heard management strategems for the present and views for the future. A compilation and synthesis of these presentations, gathered by Dr. Yu, are presented here for ME readers. Leading off will be William A. Griffith, president and chief executive officer of Hecla Mining Co., Wallace, ID. Other speakers presented here include Wilfred P. Schmoe, executive vice president of Du Pont Co., Wilmington, DE; Frank W. Luerssen, chairman and chief executive officer of Inland Steel Co., Chicago, IL; and Adam H. Zimmerman, president and chief operating officer of Noranda Mines Ltd., Toronto, Ontario. First, then Griffith&apos;s remarks. Introduction The key to successfully managing a natural resource company in austere times is good management in good times. In other words, position the company during prosperous times to survive the times when the well dries up. Although we know how to manage properly, for various reasons we sometimes do not do it. We forget the lessons of history. We allow ourselves to be carried away by our egos. We fail to position our companies properly in good times. As a result, in bad times we find ourselves in deep trouble. We need constant reeducation in the things we already know. In the natural resource industries, proper positioning in good times involves becoming a low-cost producer, retaining the flexibility to pull in our horns, developing a lean and effective organization, and maintaining a healthy balance sheet. Nothing improves the chance of survival during austere times as much as being able to produce at a lower cost than your competitors. In our business, that means having low-cost mines - low cost because the ore bodies are high grade or favorably located, and because they are efficiently operated. It also means recognizing the competition. The key numbers are the cost to produce an ounce of silver or gold. Nothing else really counts. And our competition is every other precious metal mine in the world. Flexibility is important when one gets stuck with a high-cost operation, often because things do not work out as we expect. It is important to be able to shut down an operation quickly and easily, without high holding costs, and without disrupting the corporate organization. A lean and mean, effective organization of competent people is vital during bad times. A company will not have that if it is not developed and maintained during good times. Finally, a natural resource company has to develop a healthy balance sheet during good times if it is to survive the bad. Money in the

I. INTRODUCTION During the course of our activities in assisting mining companies, we have had access to the monitoring results for personnel from a large number of uranium mines. The results differ greatly from one mine to another. One of our objectives has been to discover the origin of these differences. It is evident that they are largely due to variations in the geological context, to mining methods, and to the organization of the work ; but we also found that the rigor with which measures are implemented to prevent the personnel from being exposed to radiations is also a cause. In order to advise mining operators effectively, we have asked ourselves the following question Given the dosimetric results of a mining site, how can it be known - if occupational exposure has been reduced to the lowest possible level (dose optimization principle recommended by the ICRP) ; - if the exposures were justified, which would not necessarily be the case following a questionable choice of the mining method, for instance, or a lack of efficiency in the maintenance and repairs of ventilation apparatus or even an excess of radiation protection. It is necessary to establish some criteria, while taking into consideration the specific conditions for each mine, in order to determine whether a mining company is adequately implementing radiation protection procedures. This need led us to attempt a modelization of the occupational exposures of uranium miners ; the preliminary phase is presented here. Although voluntarily still very basic, this model makes it possible to demonstrate the role of certain dynamic or passive variables. Moreover, the model presents the concept of specific irradiation of a mining site equal to the collective dose received per ton of uranium metal supplied to the uranium mill. The specific irradiation can therefore be used to indicate the effectiveness of radiation protection procedures at a given mining site. This model can be used for - previsional exposure studies based on the use of data gathered at each site, making it possible to compare various work methods and to determine prevention means ; - qualification of "radiation protection" procedures at a mining site ; - detection of unjustified exposures ; - research of ways to reduce inevitable exposures. 2. DETRIMENT TO BE ASSOCIATED WITH A GIVEN EXPOSURE DISTRIBUTION Respecting exposure limits ensures that delayed stochastic effects are the only health risks to workers. If the hypothesis of linearity in the dose-effect relationship is applied, the detriment to a group of workers is proportional to the sum of exposure for all the workers, or the collective exposure usually expressed as man x rem. On this point the linearity of effects hypothesis makes it possible to consider that two different standard deviation distributions having the same mean value are equivalent. It would be possible, then, to reduce the standard deviation by changing the distribution of workers at the various working places without changing the mean exposure value. In other words, without taking into consideration the practical implications, individual limits can be respected by rotating the personnel or by reducing the individual working period which would be compensated by increasing the number of workers. The collective dose would remain the same, which would justify the use of the concept of collective exposure. 3. "RADIATION PROTECTION" QUALITY INDEX AT VARIOUS MINING SITES Each mining site is responsible for its own collective dose, but it is also responsible for producing a certain amount of uranium metal in the ore sent to the uranium mill. These two quantities must be brought together in order to establish the "radiation protection" quality index of a mining site. This quality index, called-specific irradiation (Ir) is expressed in rem.ton -1 for external irradiation, in mJoule.ton-1 for inhaled [a]-energy, and in Ci.ton -1 for inhaled radon *. The specific irradiation represents the health hazard which must be associated to the extraction of one ton of uranium metal. Figures la and lb present a system of coordinates for which the axis of the abscisses is graduated in tons of U metal and the axis of the ordinates is graduated in units of collective exposures. In the EEC, the regulation is based on the measurement of the amounts of radon 222 inhaled.

Variations in designs between belt cleaner systems are so wide that it is impractical to establish a dimensional stan- dard. The number of variables that affect the efficiency of belt cleaners is too great to assume a required number or style of cleaners for broad classifications of bulk solids or typical applications. The amount of carryback remaining on the belt is more dependent upon the characteristics of the bulk solid and the physical parameters of the conveyor system than it is on tonnage of material conveyed. Therefore, a performance-based standard is proposed. Three levels of cleaning performance are proposed: • Level I cleaning is general specified when concerns about carryback are not critical. Cleaning systems normally associated with achieving a Level I performance are single or double cleaner systems with one-piece blades undergoing poor to average maintenance. Frequent cleaning of the carryback that falls from the return run will likely be required. • Level II cleaning is generally specified when carry- back is of concern but does not create a safety or environmental problem. Cleaning systems normally associated with Level I1 performance are multiple cleaner systems with segmented blades undergoing the manufacturer&apos;s specified maintenance. Regular but infrequent cleaning of the carryback that falls from the return run will likely be required. • Level III cleaning is generally specified when con- cerns about carryback are critical. Concerns range from safety to environmental to product contamination. Cleaning systems normally associated with achieving a Level 111 performance are multiple cleaner systems in conjunction with at least one low- volume water spray. Scheduled inspection and the manufacturer&apos;s specified maintenance would have to be performed to maintain a high level of cleaning performance. Difficult-to-clean bulk materials may require the use of a washbox system with multiple cleaners using a combination of low-volume eater sprays to lubricate the cleaners and high-volume sprays to keep the washbox and discharge piping freely flowing. Further addition of a water and sludge recycling system reduces the amount of water that ends up in the product to a negligible amount. Very infrequent cleaning of the carryback that falls from the return run will be required. PURPOSE The purpose of this proposal is to propose a standard method for specifying belt cleaner systems based on user expectations and equipment performance over time. DEFINITION In bulk solids handling by conveyor belt, carryback is the material that adheres to the belt after the belt discharges its cargo. PROPOSED STANDARD Required Basic Good Practices There are a number of basic design and operating principles that are good practice for the selection, installation, and maintenance of belt cleaning systems on conveyors in order to achieve "standard belt cleaning performance over time. 1. The Belt Cleaning System shall be designed to meet the performance requirements based on the worst operating conditions and worst bulk solids proper- ties that are expected. 2. Each conveyor discharge point shall be designed to readily accept the manufacturer&apos;s recommended minimum number of belt cleaners. In addition, the discharge chute shall be designed to accept, with minor modifications, at least one additional cleaner if it is required.
