The Legislature of the State of Colorado adopted House Bill 1223, "The Colorado Surface Coal Mining Reclamation Act" (The State Act), in 1979. This Act provided for the creation of a state regulatory program as accommodated within Public Law 95-87, "The Surface Mining Control and Reclamation Act of 1977" (SMCRA). Section 34-33-121(2)(a) of the Colorado Revised Statutes (CRS) and Section 516(b) of Public Law 95-87, identically require the underground coal mine operator to "Adopt measures consistent with known technology in order to prevent subsidence causing material damage to the extent technologically and economically feasible, maximize mined stability, and maintain the value and reasonably foreseeable use of such surface lands, except in those instances where the mining technology used requires planned subsidence in a predictable and controlled manner..." On July 23, 1980, the Colorado Mined Land Reclamation Board adopted regulations to administer and enforce the State Act. Amendments to the Rules, including the subsidence regulations were adopted by the Board in August of 1981. These regulations require the prediction, monitoring and mitigation of "material damage" caused by subsidence.

Flotation was introduced in phosphate rock processing in the late twenties and since then it has been an important part of the concentration process. More than two thirds of the rock produced in Florida is upgraded by the flotation process. Since no crushing or milling steps are involved in the material preparation, the flotation plant feed is coarser than in most other mineral flotation systems. During hydraulic processing of the rock, particles in the size range of -14, +150 mesh constitute the flotation feed. This size fraction is further classified by hydraulic sizers, stationary screens and vibrating screens into a coarse (-14, +35 mesh) and a fine (-35, +150 mesh) flotation feed. The flotation techniques for concentrating the fine feed as practiced by the Florida Phosphate producers have been standardized over the years, however, methods for upgrading the coarse feed differ from plant to plant. As production of ground limestone increased our Company found it had an enviromental problem with limestone dust from our hammer mills. With the quarry and processing plant situated within 1 klm of a small township of 5000 people dust collection became essential. Regulations under the Clean Air Act 1972 also had to be complied with. Prior to this any demand for lime flour had been met by the use of a small drier and ball mill. Both expensive to operate. Dust emitting from the mills would amount to over 4000 tonnes per year. The cost savings were obvious. We had a better product which was essentially a by-product. Faced with a surplus of a very useful, but difficult product to handle we considered the possibility of disposing of it on the agricultural market.

Road construction in the near future will require contractors to guarantee that a project will remain trouble free for years after the project has been completed. These guarantees will challenge aggregate producers to become technically proficient in judging performance of their products. Testing procedures are described that may be used to predict performance of concrete and asphalt pavements before being committed into a construction project, and may also be used as quality assurance tools during construction to monitor performance as construction proceeds.

"INTRODUCTION Tunneling and underground excavation is related to handling of uncertainties, risks associated with geological conditions are significant and ‘unexpected geological conditions’ often claimed. This fact was brought to the table long ago, and ITA (the International Tunnelling and Underground Space Association) published its 25 Recommendations on Contractual Sharing of Risks in 1988 (Ref. 1). This public-cation constitutes an important asset to the tunneling industry in terms of being a guideline for those working with contractual issues, even today almost 30 years after being published. A more recent document is the ITIG code of practice for risk management of tunnel works from 2015 (Ref. 9). Various countries or geographical regions have their own view and tradition on risk sharing and tunnel contracts. In Scandinavia unit rates contracts are most commonly used with bid-build model, it shares risk between owner and contractor, owner retains the risk for geological conditions while contractor carries risk for performance efficiency. Rock strengthening is determined assessing rock mass quality encountered at tunnel face. Grouting is applied to stem water. Actual quantities may differ from the contract’s BoQ but a flexible contract with remuneration is installed to enable adjustment of actual quantities. Variations of quantities involve a clause to adjust construction time. Unit price contracts deals with expected and foreseen still ‘unexpected geological conditions’, if the ‘unexpected’ element results in variations in quantities. Work activities have quantities and ‘standard capacities’ for regulation of construction time. Variations in quantities are expected in tunnelling and hardly deserve the term ‘unexpected’. If truly unforeseen geological features necessitate work not included in the BoQ, then the contract must be supplemented and can be said to be inappropriate. Fixed price contracts may not provide the intended predictable cost and is as such also inappropriate in the view of a risk sharing principle, once the geological baseline proves to be incorrect. ‘Adjustable fixed price’ contracts, combining unit rate and fixed price, may prove suitable."

Mine operators, conveyor system designers, consultants, and manufacturers have had opportunities over the past decade to utilize various actively controlled technologies to drive complex underground conveyor systems. These technologies included several electrical drive solutions, mechanical drive solutions, and hydromechanical (fluid coupling) drive solutions. All of these technologies have their inherent advantages and disadvantages, and only after several years of operation can mine operators fairly evaluate the overall benefits (short term performance and cost vs. longer term operational and maintenance costs) of any particular drive. Far too often in today's world, decisions for new equipment are made with inadequate regard to issues concerning serviceability and maintainability. Many of the newer electrical technologies (primarily AC variable speed drives) which have been used in recent years were selected based on the perceived desirable benefit from variable speed operation. This technology, however, which differs sign8cantly between various manufacturers, is in a constant state of evolution which puts into question the manufacturers' ability for long-term product support. In addition, various forms of this technology have also generated some undesirable operational issues, including reduced motor life, harmonics for the power system, and mine communications problems. This technology is also extremely current-limited, which results in problems handling overload conditions, a frequent occurrence often resulting from a decline in the coal recovery rate (conveying more rock than coal). The fluid coupling, however, is based on a technology which has been used successfully in underground conveyor applications for decades. Although the base hydrodynamic technology is well proven and has inherently beneficial characteristics on conveyor applications, Voith has continuously improved on this technology to meet the increasing demands of today's challenging conveyor haulage systems. Recognizing a need in the market for a reliable, actively controlled drive system, Voith Turbo began development in 1996 of a new, actively controlled coupling which was targeted specifically for the higher powered, complex underground conveyors. Voith introduced the new TPKL Fill Controlled coupling product to the market in 1997, and the first two applications for this new technology were on multiple drive mpper booster applications on longwall panel conveyors. Since the successful startup of these two conveyor systems in 1998, Voith has supplied over 200 TPKL couplings to the mining industry worldwide, with over 150 in US coal mining applications alone. This paper will provide an overview of the TPKL's capabilities, performance, and reliability based on the TPKL's impressive installation base and operational history.

The productivity of the underground driller has increased 500-600% during the past 20 years. This increase is not due so much to improved percussion drills as it is to improved drill support equipment and modernization of mining methods, Efforts to mechanize drilling in mining operations were made as early as the late 1800's; and, patents on rock drill manipulating machinery date back to 1906. However, the great rush to mechanization began in the 1950's when the development of trackless mining methods gave mining engineers and equipment designers their first opportunity to create improved operating conditions for the equipment and to match the equipment with these conditions. Accordingly, this paper will summarize the developments of the past 20 years and will attempt a forecast of developments that can be expected during the next few years.

Prologue Antoine Marc Gaudin (Fig. 1) was truly a giant in the field of mineral processing, and his shadow is still cast long on our profession. "Tony," as his students affectionately called him (but never to his face), came to the United States in 1917 and enrolled at Columbia University where he studied under Professor Arthur F. Taggart. Later, as a lecturer, he wrote his classic comminution paper (Gaudin, 1926). This important work led to his appointment as an associate professor at The University of Utah, where he conducted highly original work on flotation fundamentals that is still widely quoted today (Gaudin et al., 1928-30). In 1929, he was appointed Research Professor of Ore Dressing at the Montana School of Mines in Butte. Shortly thereafter, he published his first book, Flotation (Gaudin, 1932). Because Gaudin could so quickly cut through the fog to get to the essence of a problem, this is still a valuable reference book. It is a valued part of my personal library, and I consult it frequently. Over the next decade, he conducted an outstanding graduate research program at Butte, but, more importantly, he honed his undergraduate lectures and produced the century's outstanding text in the field, Elements of Mineral Dressing (Gaudin, 1939). Chemisorbed oleate films on the surfaces of fluorite, barite, and calcite were studied by means of infrared spectrophotometry. Evidence is presented which indicates the mineral anions, i.e., fluoride, sulfate, and carbonate, are displaced from the mineral surfaces as a result of the adsorption from aqueous solutions. Also, chemisorption reactions between oleic acid and fluorite or calcite occurred spontaneously in the absence of water. Carbon dioxide was identified as a reaction product when dry calcite was contacted with oleic acid. There was no evidence of reaction between oleic acid and barite in the absence of water.

Formally, a mathematical model could be defined as: A set of equations whose solution will approximate the response of a physical process or system to a set of stimuli which appear as parameters in the equations. The purpose of a mathematical model is to permit the rationalization of experience to proceed by simulation rather than by physical experimentation. In the application of digital computer control to an industrial process, the mathematical model of the process (subsequently called the process model) is needed to calculate the present process performance from the measured variables and to predict the response of the process to a control change. Functionally, the cardinal element in process model development is a concise set of control objectives. These, besides implicitly defining the boundaries of the system to be modeled, will determine the accuracy demanded of the model its nature: dynamic or steady-state, and so forth, The objectives should explicitly define what process efficiencies, production rates, qualities are to lie within the scope of the computer control project, thereby providing a basis for simplifying assumptions in the development of the model. This requirement, a limited set of control objectives, is so often disregarded in formulating industrial control problems that its repetition can scarcely be avoided.

Introduction Although autogenous grinding applications date back to the early years of mineral processing when tumbling-type mills were first used, there has been a renewed interest in this type of grinding over the past few decades. A review of the historical aspects of autogenous grinding is provided which follows the development of the various types of mills and processes. Wet and dry grinding operations using either autogenous or semiautogenous mills, including the Aerofall mill, are described. Em¬phasis has been placed on the test work required to evaluate the feasibility of using autogenous or semiautogenous grinding for a spe¬cific application. The factors which must be considered to establish the appropriate design criteria for these types of grinding circuits are discussed in detail. Successful application of these grinding circuits results from a thorough test program, a careful analysis of the test results, and a practical engineering approach to the design of the process flowsheet and milling equipment. Certain pebble milling applications, where the pebbles consist of the ore or rock itself, can be classified as autogenous pebble mill grinding, or better known as ore-pebble mill grinding. In the generic sense, pebble milling includes those grinding operations using a tum¬bling mill in which the grinding media consists of various types of pebbles, either ore or other pebbles, instead of metal balls. Conse¬quently, this subject is covered separately in Chapter 5, Pebble Mills. Operating data from many of the installations located throughout the world are included in this chapter. Our appreciation is extended to those companies who contributed this important information. History of Autogenous Grinding F. C. BOND Autogenous grinding, the grinding of ore by itself rather than by special metallic or nonmetallic grinding bodies distinct from the ore, has an old and honorable place in the art of mineral processing. It antedates the use of the rod mill and is only a few years younger than the development of the continuously fed rotating tumbling mill in which it is accomplished. Its history71, 72 is inextricably bound up with that of gold mining. Every important early development of autogenous grinding took place on ores of gold, except in one case of silver ore. In common with many other features of modern mineral processing, autogenous grinding would have been greatly retarded if the winning of gold had been so small a part of mining in the past as it is today. Gold unlocked the secrets of rock-on-rock grinding. In years past gold ores were crushed in stamp batteries and then flowed over copper plates covered with mercury which amalgamated the gold. The McArthur Forrest cyanide process for the dissolution of gold in a dilute alkaline cyanide solution appeared in 1890. With finer grinding it recovered more gold than could be won by amalgama¬tion alone. The first response was to stamp in cyanide solution and finer mesh screens guarding the stamp discharge. However, the fine screens greatly restricted the tonnage stamped, and they wore out rapidly. Rotating tumbling mills70, 73 were the obvious choice to grind the coarse product from stamps. Many of these were Gates tube mills; more than 1,000 of these were sold between 1907 and 1913. They were made in 6, 51h, and 5 ft diam, with lengths of 20 and 22 ft. The 5 x 22-ft size was the most popular. The term tube mill did not refer to the mill shape, but included all tumbling mills using grinding pebbles. The flint or chert rocks found along the coasts of Denmark and Normandy are probably the most durable and resistant to abrasive and tumbling wear of any on earth. They were much used in the early tube mills. The early linings were all silex or Danish flint blocks, cemented into place with portland cement. Local hard stones or cast iron blocks were also used later. The cast iron liners carried lifters and were not bolted to the shell, but were held in a tight circle against it by steel wedges hammered home between them. The first ribbed metal liners designed to hold grinding pebbles pounded into them by the mill action were developed at El Oro, Mexico, about 1905. These and the Forbes, Komata, and Tonopah types, as well as the Osborne type developed in South Africa within about five years, were very successful in reducing liner wear. They sometimes lasted two years or more, and equalled or exceeded the life of silex lining at a lower cost. Some of the types were patented. The pioneer name recorded in the history of autogenous grinding is that of Kenneth L. Graham. In 1907 at the Geldenhuis Deep Ltd. mine near Johannesburg, he ran a comparative test on two tube mills. One mill used pieces of the common gold ore, or banket, and the other used the customary imported Danish pebbles as grinding media. He published the first account of autogenous grinding.'' In a test lasting 81 days the ore pebbles showed a definite saving over the Danish pebbles. Graham's historic paper also describes the invention of B. Chew of the Crown Deep Mines of the first trammel to be attached to a grinding mill discharge. The first known account of autogenous grind¬ing printed outside of South Africa was the description of the Graham test in Mining and Scientific Press's The use of grate- vs. overflow¬discharge was also described at this time." The news of this successful test appears to have had immediate effect, for by the end of 1908 the number of tube mills on the Rand had increased from 72 to 120.76 Presumably, most of these mills were now using autogenous grinding. The ore was principally a hard conglomerate of quartz peb¬bles cemented by silica, and was eminently suitable for use as a grind¬ing media. It is unfortunate that in South Africa the new autogenous process continued to be called by its old name of pebble milling, since the name does not distinguish between grinding with ore and grinding with extraneous pebbles. For increased clarity the former is called rock pebble milling. The first historical stage in the development was what is now designated as secondary autogenous grinding, or rock pebble milling. It consists of grinding a feed all passing 'A in. or finer with ore pebbles about 2 to 4 in. in diameter. The next stage to develop was that now called intermediate autogenous grinding, where larger amounts of larger pebbles about 5 in. in size were used to grind ore which had been crushed to about rod mill feed size or somewhat finer. It was developed on the Rand and in other places where coarse stamp screens were used to increase mill tonnage. In many cases the early secondary and intermediate autogenous mills have now been replaced by conventional ball mills and rod mill-ball mill circuits, with the object of further increasing grinding capacity. The third stage to develop is designated as wet primary autogenous grinding, in which run-of-mine ore or a primary crusher product is all fed to the autogenous mill together. It developed many years later indepen¬dently in the United States and in South Africa. The fourth and most recent stage is that of dry primary autogenous grinding, which developed in the United States and Canada. All four stages originated in gold mining. The first use of commercial autogenous grinding outside of the Rand apparently took place five years later in 1912 at the Santa Gertrudis gold mine at Pachuca, 55 miles northeast of Mexico City. Tool and cutterhead wear is a crucial issue in soft ground tunneling, especially because tool inspection, maintenance, and replacement are done under difficult conditions, and often under pressurized faces or under ?hyperbaric interventions?. Overall, tool inspection and changing is a time consuming and costly step, which needs to be quantified and the related costs accounted for in any construction contract for scheduling and costing of the tunnels at design stage or bid preparation. However, lack of a universally accepted index or measure for soil abrasivity in the geotechnical reports has made it difficult, if not impossible, to define cutter wear for this purpose. Soil abrasion and its impact on cutting tools for tunneling machines under dry or wet conditions have recently been under spot light due to construction claims in several of the recent tunneling projects. The objective of this paper is to examine soil?s physical, mechanical and tribological properties related to the interface of the soil and excavation tools and discuss ways to measure soil abrasivity in a quantitative and repeatable manner. The paper will discuss the efforts that are underway to develop a new soil abrasivity index and the fabrication of a new testing device for this purpose.

We are currently doing work on three ways to improve the performance of our froth flotation systems. One development is the use of a cationic flocculent added to the feed of the froth cells. This does give some improvement in ash of the product particularly in a situation where there is a good bit of clay present. Difficulty is usually experienced with clay carrying over with the water contained in the froth product and also adhering to the coal surfaces. Addition of the flocculent to the flotation feed preferentially flocculates the clay causing it to drop into the tails. The results of some laboratory test work on Pittsburgh 88 Seam coal in Eastern Ohio is shown in Table 1. [ ]

The Consejo de Recursos Naturales No Renovables of the Mexican government entered into an agreement with the United Nations in 1964 for the mineral exploration of a large area in Estado de Sonora, Mexico. The agreement called for a systematic exploration for copper in northern Sonora based on photogeologic mapping, aerial reconnaissance, and geochemical stream sediment sampling. The UN-CRNNR investigations resulted in the detection of anomalous copper values in sediment from the Arroyo Cruz de Cafiada. The anomaly was followed upstream to its source, which ultimately proved to be the La Caridad ore body (see Fig. 1). Soil copper and molybdenum values were found over a large area, and further detailed geologic and geophysical investigations were instituted of the anomalous area. David Coolbaugh was largely responsible for the follow-up work. An induced polarization (IP) survey found a roughly circular region of "highs" that coincided with a high soil copper anomaly. The circular anomalies ringed the topographic feature that ultimately was found to contain the Caridad ore body. Soil geochemical copper response over the ore body was subdued, because the soils were derived from a leached capping, whereas leaching in fringe areas that contained less veining was less intense. The ore body was also ringed by the typical high pyrite zone, and this was the anomaly detected by the IP survey. The UN began drilling in the fall of 1966. Eleven holes tested the IP-Cu geochemical high, but none were of commercial interest. The project was returned to the Consejo and was reviewed in the field by G.P. Salas and V.F. Hollister. It was found that the leached capping had not been tested by the past activities, and the Consejo elected to explore that area in 1967. The capping was evaluated by Salas and Hollister and drilling by the Consejo began in 1967. Commercial grade ore intercepts were found in the first hole. The Consejo drilled nine holes, of which eight were commercial. At least 90.7 Mt (100 million tons) of 0.8% copper were indicated by the Consejo in eight holes. Coal bump, or coal burst, is one of the catastrophic disasters in underground coalmine. Among them, approximate 80% of recorded destructive burst events were occurred in mining roadway. The bump panel is often formed by hard coal seam and hard main roof; however, the cause and course of the bump events are not understood yet. This study provides a fundamental theory for the causality and progress of a coal bump event occurred in longwall roadway. Considering hard roof condition commonly existed in bump panels, we think that the abutment pressure induced by suspended roof behind the working face is the trigger of a coal bump event occurred in the roadway. Once high abutment pressure is concentrated on the hard coal seam around the working face, the roof and the coal around the working face form a seesaw-like structure, which leads the roof in front of the working face moving upwards. The movement of roof uplifting in front of the working face is a well evidenced phenomenon in practice, namely, roof rebounding, which causes unloading of the normal stress on the roof-coal interface around the roadway. A rib coal block bump mechanical model has been developed to establish the critical equilibrium equation of the coal block. Result shows that, the force source of coal bump is the horizontal ground stress perpendicular to the rib surface; and the slippage of the coal block is caused by the unloading of the normal stress acting on the roof-coal interface. Based on the causality and consequence theory of coal bump developed in the paper, several new prediction and prevention measures have been developed, including roadway design and in-tunnel reinforcing methods. The commonly used prevention measures in present have also been discussed. This paper presents a comprehensive explanation of coal bumps occurred in longwall roadways, from abutment pressure at working face forming seesaw structure to roof rebounding leading slippage of the rib coal mass into roadway, which provides a fundamental theory for coal bump causality mechanism and prediction and prevention technology.

Introduction Computer-based haul truck dispatching has been operational at Tyrone since May, 1980. The system, known as Dispatch, has accomplished significant productivity gains compared with the former method of manual radio dispatching. These gains translate into a reduction in equipment requirements or an increase in production. An operational mine may choose to increase production or reduce the number of equipment shifts operated, resulting in substantial operating savings. Dispatch Description The core of Dispatch is a VAX 11/780 computer. Originally purchased with 512 kbytes of memory, the system is now upgraded to 3.75 Mbytes to accommodate users from all areas of the operation. Dispatch alone requires 200 kbytes of locked-in memory, with an additional 300 kbytes of memory available on a top priority basis. The computer, located in the Tyrone Branch general office building, is connected by under-ground cables to the dispatch tower, 3.2 km (2 miles) from the general office. Four two-paired lines are used to drive two cathode ray tubes, a printer, and the Dispatch master panel. One CRT continuously displays pertinent pit information for the dispatcher's use. Routinely displayed transactions include truck assignments, changes in shovel material type, truck and shovel breakdowns and delays, and changes in truck, shovel, or dump status. Er¬ror detection capabilities include late arrival and improper input from the field panels. The second display terminal is used for utility reporting and input functions. Status reports are displayed for availability, position, and material type being handled by any given truck or shovel. Fuel reports are available indicating the time last fueled, quantity of fuel delivered, and the time spent fueling. A truck factor utility reports relative performance to other trucks and a shovel utility reports efficiencies in tons per shovel shift. Instantaneous shift reports and mine status reports are available. Inputs such as lineups, operator changes, new travel times, shovel bias, tie down times, and lunch times are all handled with the utility display terminal. The printer records a hard copy of operating truck locations and production from the beginning of each shift. If there is a system malfunction, the printer copy is readily available to the foreman for radio dispatching. The Dispatch master panel is a microprocessor-based panel that allows the dispatcher to override any computer-assigned transaction. Classification of "bad order" conditions and acceptance of certain field messages is entered through the master panel. This panel communicates with all truck and shovel field panels via UH radio frequency through a repeater tower located on a high ridge contiguous to the mining area. Each truck and shovel field panel unit transmits a coded signal that is identified by the computer. A typical communication sequence between field panels and the computer for one complete truck cycle is: • The truck panel LED display indicates the shovel number to which it is assigned. The truck arrives at its assigned shovel and the operator presses the "Arrive" button on the truck panel. As the computer receives the "Arrive" message, it concludes the return (empty) travel time and begins accumulating idle time before loading. • When the first dipper of muck is placed into the bed of the truck, the operator presses the "Load" button. The computer concludes the truck idle time accumulation and begins the loading time calculation. • When the truck is loaded, the shovel operator presses the "OK"

The underground fire areas are formed as a result of failure of an active fire extinguishing in mines. Such areas bring about a fire hazard for the work safety and for the mining operations. For liquidation of fire areas it is necessary to create conditions under which a possibly small amount of air is flowing to the fire. To achieve this end, isolation methods are used which consist in erection of full stoppings of various types, sealing practically the fire areas. These methods usually fail in oases when the coal seam is thick and the fire area is situated between the intake shaft and the outtake shaft in which a high-pressure fan is in operation. In such oases ventilation methods based on the balance of aerodynamic potentials in fire areas are to be used. For a very long time the isolation and ventilation methods have been developed in the world mining, No sooner than since 1980 the aerodynamic potential has been used in ventilation methods [1,2,6]. So far, the aerodynamic potential was called in different ways and was determined by different formulae which gave its numerical values more or less approximative. Nevertheless, even in situations featuring by a lack of sufficient theoretical bases of the aerodynamic potential the ventilation methods brought considerable profits in the field of safety in mines and of economics in mine ventilation [1-6,9,10]. The increase in the depth of underground mines and their equipment with expensive machines (apparatus) brought about that the Central Mining Institute at Katowice undertook research works which are crowned by the theory of the aerodynamic potential in mine ventilation networks [7]. The use of this theory in the mentioned ventilation methods will increase their effectiveness. Since the theory will be published in the III rd quarter of this year, we cite in the present paper the formulae and relations associated with this theory which are indispensable to present the balance of aerodynamic potentials in the fire areas in their control by ventilation methods.

The investigation into the hydrologic and hydrogeochemical influence of longwall coal mining in the Appalachian coal basin was under- taken in response to the need to technically address problems of damaged or impaired well yields, and quality deterioration. Prior to this study, issues regarding reduced aquifer yields and degraded water quality had to be handled in a very qualitative manner. Such an approach would, in the long run, claim a heavy toll on the mining industry. The primary objective of this undertaking, therefore, was to provide sufficient and reliable information base for the determination of the local and possibly the regional effects of longwall mining on well yields, and the hydraulic and hydrogeochemical parameters of the immediate surface and subsurface water systems. Specifically, the program was designed to supply definitive data to answer the following series of questions: 1. Does longwall mining affect the quantity and quality of water in local wells above and adjacent to longwall panels and barrier pillars? 2. If the water quality is affected as soon as mining takes place, does it heal? or if it is not affected immediately, does it change over a longer period of time? 3. How do the aquifer water transmitting characteristics respond to induced physical ad hydrologic variations? 4. What is the extent of the various changes in quantity and quality of the water resources? 5. Should and can standard hydrologic evaluation techniques be used to determine the hydraulic properties of highly fractured zones located within a larger and less permeable aquifer?

An immersed tube tunnel is one which is composed of elements that are prefabricated in a dry dock or on shipways, usually away from the actual tunnel site, floated into position and then lowered into a preexcavated and graded trench below a body of water. The elements or segments are then connected to each other under water, and the entire immersed tube tunnel covered with a protective blanket. Because water is essential, this method of construction offers advantages in a relatively limited field. By the very nature of the method, lowering elements to the bottom of an underwater trench, immersed tube tunnels are primarily used for crossing bodies of water, such as rivers, bays, straits, canals, etc. Although this method of construction was first used for a subaqueous railway crossing under the Detroit River in 1906-1910 and again in 1912-1915, for a four track subway tunnel under the Harlem River in New York, the reason immersed tube tunnels construction has not been used more extensively is simply a matter of economics. Bridges, compressed air tunnels and similar structures could be constructed at a lower cost.

For small precious metals mining to show a comeback a different perspective must be taken than that of larger mining companies. This perspective must be much the same as that of past successful smaller mining enterprises such as when the US had a need for Uranium. Abandoned mines and environmental concerns in older mining districts have discouraged many from entering with the attitudes of why try there if so many unsuccessful mines exist. A small mining venture can be successful there but must have a "think smart'' attitude. There must be a thorough understanding of deposits, utilization of advanced technology and a properly managed mining operation. "THINK SMART" MINING The small mine operator is usually looking for small high grade deposits, consequently, long term success depends on a series of small successful mining operations. The small miner must succeed right-off or credibility and future project funding will suffer. No veteran of even a few years in the mining industry needs to be told that a dollar spent on production today fails to yield as much as it once did. More efficient equipment and techniques have helped soften the problem, but there is little likelihood that a mining company can do much to control inflation, wages, regulations, or grade. That leaves the small miner to "think smart" as one area where operating dollars can still be stretched to produce more than they presently do (Gardner. 1981). In the planning stage of a mining venture, when most options are still open, the main controllable elements are market timing, deposit selection, cutoff grade, mining method, mine design, mining sequence, rate of production build up, process design, project financing structure, project management, and project ownership structure. During planning, optimum criteria can be established for each of these. Once a mine is in production, these options are foreclosed or at least severely constrained. The more thought given to a mining program using all information available the less the risk of encountering disabling surprises. Thus the intent of this paper is to suggest the "think smart" attitude most small mine operations use for long term success. If one looks at a number of successful mining ventures, whether large or small, there is a general logic most have followed to be successful. They have used proven exploration, mining and processing techniques along with economic evaluation and experienced personnel to improve their odds. LOGIC IN DEVELOPING A FEASIBLE VENTURE Most successful small mine ventures achieve positive cash flow as quickly as possible by seeking out those deposits which require the least time and expense on activities leading up to production. To do this they look for deposits that are the most accessible, easily investigated, mined and processed with the cheapest fundamental methods. The general sequence of events starting with district selection are deposit selection, preliminary feasibility, exploration, detailed economic feasibility, mine planning, development and production. Each successive step becomes more costly requiring intermediate decisions along the way. District Selection Small operations should look for known deposits which favor the occurrence of the type deposit sought rather than efforts in unproductive areas. Known deposits in developed areas have some advantages over remote areas: 1. More alternative methods of transportation are available. 2. A larger stable work force is available. 3. The area is usually more pro-mining. 4. Power, water, housing, technical services, skilled services, schools, recreation and shopping are available.
