Pacific Northwest Laboratory (PNL) currently supports the U.S. Department of Energy's Office of Civilian Radioactive Waste Management in developing and evaluating analytical methods for assessing the suitability of sites for geologic disposal of high-level radioactive waste. The research includes consideration of hydrological, geomechanical , geochemical , and waste package components and the evaluation of the degree of coupling that can occur between two or more of these components. The PNL effort and those of other research groups investing potential waste sites in the U.S. and abroad are producing a suite of computer codes to analyze the long-term performace of the proposed repository sites. This paper summarizes the ongoing research in rock mechanics at PNL involving flow through jointed rock. The objective of this research is to develop a methodology for modeling the coupled mechanical-hydrological process of flow through joints and then attempt to validate a "simple" model using small -scale laboratory test data as a basis for judging whether the approach has merit. This paper discusses the laboratory tests being conducted to develop s joint behavioral constitutive model for the numerical method under development and the modeling approach being considered.

The method of coal pillar design involves primarily two aspects: the geometry of the pillar and the strength of the coal. However, the strength of the coal has to be emphasized with respect to the entire pillar dimension rather than isolated strength values of coal samples taken and measured from different locations. As of now, the presently applied pillar design systems do not specify clearly what the coal sample strength really represents. The intention of this paper is to introduce the concept of seam strength as opposed to the current practice of using coal strength as a prime design criteria in the formulation of pillar calculations. Seams are most often composed of multiple layers of coal, partings, and bone in various configurations, changing within the vertical section of the seam even in relatively close locations. The difference in strength between the weakest and strongest component of the coal seam could be as much as five times or more. An experimental approach based on multiple uniaxial compressive strength tests performed on coal samples from the Coalburg and Warfield seams from eastern Kentucky was undertaken. Analysis of the results led to the conclusion that for pillar dimension calculations, both the weighted mean of the seam strength and the strength of the weakest stratum should be considered, rather than the relatively vague aspect of coal strength. The design of pillar dimensions based on the aforemen¬tioned criteria should assure a more realistic design performance.

Rather than reiterate what is well known about the flotation of the non-sulfide minerals, emphasis has been placed on those separations which are not so effective. These difficult separations are largely connected with problems of selectivity in the flotation of the base metal oxides, the other slightly soluble minerals, the insoluble oxides and the naturally floatable minerals. The paper discusses possible methods of improving selectivity between similar species and of improving selectivity against the gangue minerals.

Gulf Research & Development Company conducted the nation's first underground coal gasification test in steeply dipping beds near Rawlins, Wyoming. The geotechnical considerations played a major role in the initial site selection. The test plan included a detailed geotechnical program for site evaluation, test design, permitting, and environmental studies before the burn. During burn, the geotechnical activity continued in the form of monitoring surface subsidence and acoustic emission. The postburn evaluation included studies of the drill cores obtained from the burn zone and effects on the surrounding rock mass.

On reflection of certain overall circumstances which have pervaded the gold mining industry, it appears useful to point out some specifics which the writer hopes will improve the potential for success in the application of hydraulic dredges to gold mining activity. I will, prior to entering into that discussion, comment briefly on rule of thumb for the application of the three types of equipment. The three are bucket line, bucket wheel and drag line dredges. From a standpoint of high volume movement over a short distance, between 50 and 300 feet, the drag line dredge is historically the most cost effective type of machine to be utilized if bulk excavation is the single driving consideration. It is typical for this sort of equipment to operate in the 10 to 30 cents per cubic yard range, however, cost of operation is not the sole consideration. Typically the drag line mixes and remixes the material which it excavates. In the event that gold recovery is the object of the exercise, a strong potential for loss of the valued mineral exists. Additionally, drag lines do a poor job of bottom cleaning, particularly if there is a ridged or creviced bottom which must be cleaned and in some cases partially removed to assure recovery of the highest percent of valuable ore. The bucket line dredge has, until recently, been considered an extremely cost effective device. The method of conditional simulation is easily implemented on the personal computer when the LU decomposition algorithm of Davis (1987) is employed. This algorithm is fairly compact, yet can generate moderate-sized simulations in a few minutes on a 80286 or 80386-based personal computer. The application of conditional simulation presented here is to generate possible ore inventories from a limited amount of exploration sampling. The simulations can then he examined to decide if the potential inventories are sufficiently attractive to proceed with further exploration. An example showing one application of this approach is presented.

Over the years, improvements have been made in the recovery of nonferrous metals, including improvements in the areas of mineral processing, pyrometallurgy and hydrometallurgy to extract cobalt as a byproduct from host minerals containing mainly nickel, copper and associated precious metals. At present, the technological emphasis is on solvent extraction coupled with electrowinning (SX-EW) for lateritic sources of supply within the Southern Hemisphere, such as in Australia and New Caledonia. Although sulfide-bearing ores, such as those found in Canada and Russia, will serve as a viable long-term source for cobalt, a ubiquitous metal, the future trend is anticipated to be in the implementation of compact and efficient SX-EW facilities that apply state-of-the -art innovation with environmental compliance This paper serves to collate the known practices for the recovery of market-grade cobalt by means of electrowinning from either an aqueous sulfate medium or chloride medium after upstream leaching, solvent-extraction and solution-purification procedures. For completeness, other commercial production techniques for the recovery of cobalt as a sulfide or oxide product are included in the summary of current cobalt processing practices.

Geochemical returns from commercial analytical laboratories are often delayed because of postal and other bulk distribution inefficiencies. Consequently, minerals exploration programs are handicapped due to insufficient time for treatment, analysis, and diagnosis of the data. The minerals industry lacks a system for rapid transmission of geochemical data which allows immediate entry into statistical and plotting routines. Over the past three years, Houston International Minerals Corporation (HIMCO) has developed a computer-based system to receive, treat, and distribute geochemical data. In the past two years, Bondar-Clegg (Denver) and Chemex (Vancouver) have developed systems to transmit' data directly to HIMCO via the world-wide Boeing Computer Services (BCS) network. The main benefits to HIMCO have been ten less days for reporting turnaround, ten less days for keypunching, less data handling, accuracy. The benefits to the laboratories have been improved in-house data management, reporting, and HIMCO's increased geochemical activity.

This paper reported the calculation of the reaction heat in titanium-bearing blast furnace slag (abbreviated as TBFS)-H2SO4 system based on estimation of thermodynamic data of CaTiAl2O6 by mechanical mixture model. The thermodynamic analysis indicated that CaTiAl2O6 was more stable than the corresponding ternary oxides as CaO·TiO2, CaO·Al2O3, and Al2O3·TiO2. TBFS-H2SO4 system was highly exothermic since all of the reactions involved in the system were exothermic. For example, the increase of temperature from 25 to 200°C led to the increase of the release of the reaction heat in TBFS (100.0g)-H2SO4 system from 181.28 to 189.73kJ. Eighty-five to 90%of the reaction heat in TBFS-H2SO4 system was contributed by the reactions among CaTiAl2O6, CaTiO3, CaMgSi2O6, and H2SO4.

This paper proposes a novel method, "integrity factor approach," of mine-pillar stability evaluation based on in situ triaxial-loading measurement. The pillar integrity factor is defined as the quotient resulting from division of integrated total pillar strength across the critical dimension by the integrated total pillar load across the same dimension. The integrity factor is dynamic, while the conventional safety factor is static. With this approach, the pillar stability can be evaluated at any stage of mining progress during panel operation. It automatically considers the progressive failure of the pillar and post-failure strength without the need to clearly define the boundary between yielded and intact zones of the pillar. Based on two case studies, the integrity factor approach is shown to be a practical, effective technique for evaluating stability of conventionally designed pillars. It is suggested that a more realistic estimate of in situ pillar strength could be made based on the combination of in situ triaxial-loading measurements and laboratory true triaxial compression tests, rather than through the traditional combination of biaxial-loading measurements and conventional triaxial compression tests.

In 1968, the U.S. Bureau of Reclamation awarded S.S. Mullen Construction of Seattle, the Intake Tunnel (488 m by 4 m diameter tunnel) and Pumping Plant No. 1. In1998, the Southern Nevada Water Authority awarded Lake Mead Constructors (Kiewit of Omaha) a parallel New Intake Tunnel (518 m long by 4.6 m diameter tunnel) and Pumping Plant. Both projects provide water to a thirsty Las Vegas. This paper presents a detailed comparison of the two intake tunnels in terms of grout takes and pressures, geologic mapping and rock quality, grout penetration beyond the excavation line, degree of fracture grouting, and groundwater inflow boundary considerations. The paper provides a comparison of grouting techniques and material developments then and now.

The Front Range Infrastructure Resources Project (FRIRP) of the U.S. Geological Survey (USGS) is currently using Landsat Thematic Mapper? and air- borne-visible-infrared-imaging-spectrometer (AVIRIS) data along with planned thermal-infrared data and interferometry-synthetic-aperture radar (IFSAR) data to assess the industrial-minerals quality and quantity along the Colorado-Wyoming Front Range Urban Corridor and to characterize surrounding areas. Landsat? satellite data show synoptic views of the corridor, which may readily be used to identify potential regions of permissible terrain, such as river drain-ages, pediment surfaces, upturned lithology, and bed- rock exposures, where various types of deposits may occur. Descriptive models of these deposit types are used to define the physical features that need to be recognized and characterized. In the case of Landsat? data, the measured light is either reflected or partly absorbed by surface materials, depending on the wave- length of the light, which allows coarse mineral classifications to be made.

Introduction Recognition of Coal Workers' Pneumoconiosis (CWP) as a major occupational disease has affected various aspects of the coal mining industry in the United States as well as in almost all major coal producing countries. Regulations related to the control of coal mine dust forced mine operators to modify their mining and ventilation practices. As the coal production record of the last 15 years shows, this had both direct and indirect impacts on the productivity and production costs. To identify the causes of CWP, many research efforts have been made through- out the world. Most of these studies were epidemiological in nature, attempting to pinpoint exposure and seam variables that affected the incidence of the disease. Other studies have been oriented toward the elemental and mineralogical composition of the coal dust in the mine atmosphere and in the miners' lungs. These studies indicate that there may exist some relationships between the characteristics of the coal mine dust and the prevalence of the disease. Some of the variables that are thought to affect the occurrence of CWP are the mass of the dust in the working place, the rank of the coal, the existence of certain trace elements, the free silica content of the coal, and the existence of other minerals in the respirable dust. A more complete description of these previous re- search studies has appeared elsewhere (Mutmansky and Lee, 1984). The behavior of particles in the human lung is known to be governed by their aerodynamic diameter, which is defined as the diameter of a hypothetical spherical particle with unit density that exhibits the same settling velocity as the given particle. Because of this fact, the aerodynamic size distribution of coal mine dust is one of the parameters to be determined along with the other physical, elemental, and mineralogical characteristics. The objective of this paper is to establish a strategy for providing coal mine respirable dust samples for characterization purposes using instruments that classify according to the aerodynamic diameter. Introduction As the world economies continue to face an increased demand for natural resources to support growth in the established and developing world, the western mining industry has expanded its operations and funding of mineral developments into new and relatively unexplored regions of the world. Mining companies worldwide, in order to grow in a global economy, are now actively exploring and developing mineral resources in the emerging markets of South and Central America and most recently have expanded activities throughout Asia. South East Asia Resources (S.E.A. Resources) has recognized the vast resource potential offered by countries such as China, India and Indonesia, Asia's main driving forces of economic growth and has made a commitment to be actively involved in the area. These countries rich in mineral resources, represent some of the highly prospective and underexplored regions on earth. Their vast potential has been underestimated because of political reasons and overlooked as Central and South America still continue to be the focus of exploration for many mining companies. Most of these Asian countries have faced a prolonged period of political unrest and it has not been until recently that they have begun to enjoy a relatively stable political climate which has encouraged foreign investment, growth and economic development. These countries are in need of capital to develop their infrastructure and market economies. Their wealth in resources is one of the best methods to achieve their goals. Gold is usually one of the first targets to be extracted from developing economies. Equivalent-sized gold projects tend to cost less to develop and require less supporting infrastructure than base metals. These projects are easier to finance and, most important of all, tend to give a quicker return on investment than that offered by base metals. They also provide the economy with precious foreign exchange, international investment and the technology required to build the country. Following is a graph representing the global re-allocation of the total capital investment on the twenty largest gold projects now under construction with the total for those under construction in 1990.

This paper is concerned primarily with the kaolin deposits extending northwestward from Macon, Ga., which is in the western part of the Irwinton district (fig. 1). These deposits are in a belt of kaolin districts extending along the inner edge of the Coastal Plain from the Aiken district, S. C., southwestward to the vicinity of Macon, a distance of 150 miles (250 km). Large kaolin deposits associated with bauxite also occur in an extension of this belt southwestward from Macon as far as the Eufaula district, Ala., a distance of about 130 miles (208 km). The belt splits away from the inner edge of the Coastal Plain in a southwesterly direction from Macon; the Eufaula district is approximately 50 miles (80 km) south of the contact of Coastal Plain sedimentary rocks with much older crystalline rocks. Structure The strata of Cretaceous and Tertiary age containing the kaolin deposits all dip gently seaward irom the landward edge of the sedimentary rocks. The dip of the Cretaceous strata is about 25 feet per mile (4.9 m per km). The dip of Tertiary strata is about 15 feet per mile (2.1 m per km). In places, the Tertiary strata overlap the older sedimentary beds and rest directly on the crystalline rocks. Faults having a few feet of displacement have been observed in several mines, but no major faulting is known in the area.

The basic theme of this symposium and panel Is Rotation Pads: Are They Optimized? There Is a. reason for phrasing the title In the form of a question. There Is not only the technical competency which we must address; there Is the operating philosophy that must be evaluated on the part of both the customer and the supplier. Customers desire reagents which are trouble-free and capable of providing that extra amount of selectivity or recovery. When they receive ft, after the supplier has provided several years of Internal research, one of the first concerns/complaints Is the price of the product. This has a tendency to rapidly reduce a supplier's support level In the future. Suppliers are equally guilty from another perspective. When they approach a customer to Introduce a product, they often attempt to market by offering only a price Incentive. They then wonder why a customer doesn't respond Immediately to the incentive. They are often oblivious to the fact that the reagent cost is such a minor aspect of the operating budget, and the customer has many more pressing problems on a day-to-day basis In comparison to the reagent cost. We need to establish the understanding that reagent cost Is an Inconsequential cost of operation, and yet has such a disproportionately high Impact on the success of the entire operation. This understanding Is required by both the customer and the supplier. We say to each other,' why are we discussing this since this has been obvious for some time?' The reason is relatively simple in that we talk about it, acknowledge it, and yet we do not adhere to it. The supplier provides a product along with test data containing statistics, analysis, recovery, grade and cost calculations while most of the time ignoring the operating technique which must be applicable In the plant In order to optimize the product. He expects the reagent to be substituted In the plant for the existing reagent and ft works or does not work after trying several variables. The operating management Is equally guilty, In order to best explain this to both the customer and the supplier, ft becomes necessary to review the basic purpose of the major reagents utilized In flotation. A collector is basically to Impact selective, maximum water repellency on the surface of a particular mineral, The frother has the purpose of providing a chemically stabilized membrane on the surface of the bubble at the air-water interphase. This, then, provides a host environment for the attachment of the collector-coated mineral to a bubble. The depressant functions In the reverse of the collector and must demonstrate the same or greater degree of selectivity than expected of a collector. The key area which has been Ignored Is the rate by which these reactions occur and Interrelate. This has a very specific effect on the operating technique and the compatibility of the chemistry, equipment, and the operator himself. Researchers, suppliers, and customers provide reams of data to demonstrate how their products or design produce, for example, higher kinetics, more selectivity, or more recovery. The Information is often true. After all, we are all learned men and laboratory and actual plant data do not lie. However, we must remember the theme of this symposium and panel: Flotation Plants: Are They Optimized? and Optimizing of Flotation Reagents? The direct, honest comment to the two titles is very simple. OF COURSE THEY ARE NOT The plants, equipment, and reagents had better not be optimized or else we are in trouble. The Issue of this panel discussion is to approach this subject from a slightly different or perhaps mainly Ignored aspects of optimizing reagents in flotation. When we have reagents which provide higher kinetics, more selectivity, and better recovery, how do we use them? Since each reagent has a different physical characteristics of froth, rate of recovery, volume effect on the compatibility of equipment, and many more aspects too numerous to mention, the question which has been severely Ignored Is, 'What degree of study and cooperation by both the supplier and the operating management has been conducted In order to prepare the operator for maximizing the performance of a reagent In relation to the rest of the system?" Prior to testing a new reagent, how much time Is spent to bring the actual operator(s) Into the program to make them feel part of the program? How much time is spent explaining to the operator on the float floor how to possibly take advantage of a reagent with faster kinetics or one which Is Inherently more selective? What

Screens serve several important functions in CIL and CIP processes for gold extraction. One important screen application known as interstage screening allows slurry to be continuously transfered through a series of CIL or CIP tanks while retaining activated carbon in the tank. In some cases, this has been accomplished by using airlifts to carry slurry containing activated carbon to an external screen which separates carbon as oversize and returns it to the tank by gravity. The undersize slurry advances to the subsequent tank. More recently this has been accomplished using launder screens and Kambalda type screens. These are essentially static screens that rely on air blasts or mechanical sweepers to clear carbon away from the screen surfaces.

The United States is faced with increasing demands for electricity, coupled with continuing demands for crude oil and gas. Superimposed on these' national requirements are our national requirements for clean air and elimination of thermal pollution of our rivers. From the coal viewpoint, this situation is complicated still more by the rapid advances in nuclear power. In this paper, I hope to show a way to use our Western coals as a solution to this involved national problem by producing: 1. High quality crude 2. Low cost power 3. Economic byproducts We could expect these products to be made at one site in an integrated plant that would mine (extract) coal, process it, and convert it to electricity. Perhaps the most important attribute of the plant is its reduced water requirement and the elimination of air pollution from the power cycle. Quite logically, such a plant would probably recover valuable byproducts, such as pipeline gas, sulphur, cement, aluminum, and the like. Although the plant projected in this paper is a conceptual one, it is based on work now underway by Government and industry. Prediction of the future is a most hazardous occupation, but plants such as the one projected are based on current knowledge and can be expected to reach commercial operation in the near term future.

After being forgotten or ignored for nearly 100 years, the ability of bromine chemistry to extract gold from ore has been rediscovered. While bromine chemistry is similar to chlorine, there are some important differences. Bromine in its elemental form is a dense, fuming, red liquid. Elemental chlorine is a gas and requires a substantial amount of equipment to handle, store and deliver to solution. Bromine has an advantage in its ability to rapidly and completely oxidize heavy metals to water soluble halide salts. The first patent for use of bromine chemistry for gold extraction was issued in 1881 (1). By 1895, work done in Colorado concluded well roasted ores required approximately 1-1/2 lbs/ton of elemental bromine for superior extraction of metals (2)). At that time, bromine was deemed to be cost effective vs. chlorine even though it was more expensive on a pound basis than chlorine. The advent of cyanide technology virtually eliminated both chlorine and bromine from consideration for leaching of ores. Cyanide was so inexpensive that it made deposits requiring unique technologies unattractive for mining. Only since the deregulation of gold price has bromine/chlorine technology been considered for those ores not amenable to cyanide. While chlorine has found its way into the pretreatment steps, bromine is just beginning to realize its niche in the marketplace.
