Regulatory processes associated with development of a world class lead-zinc mine, Red Dog Mine, in northwestern Alaska were reviewed and evaluated. Informal interviews with key project personnel, consultants, and agency field and permitting specialists provided perspective on the regulatory successes and failures of the project. Due to potential impacts to air quality, water quality, wetlands, and National Park lands, an Environmental Impact Statement was required. By developing a comprehensive baseline of information on the existing environment to aid in minimizing impacts during project siting/design and through regular coordination of evolving project plans with regulatory agencies, the mine developers were able to acquire necessary permits in a timely and cost effective manner. The only major exceptions occurred when inadequate information was collected on dispersal of airborne particulates, rates of surface water run-off, and groundwater quality. These deficiencies resulted in the need for design changes, unscheduled construction, additional environmental monitoring costs, and delays in issuance of the NPDES permit.

There are many large rhodonite-bearing veins containing manganese in the Eureka-Animas Forks area of the San Juan Mountains in Colorado. The Sunnyside vein is the largest known vein in the area. As observed on the surface, the vein is mineralized over 8,000 feet and attains a maximum width of 200 feet. The average width of the vein and its branches and ramifications is 58 feet in the area that was mapped in detail. The weighted-average analysis of surface and underground samples from the northeastern extension of the Sunnyside vein is 8 percent manganese. Most other known veins in the area have a similar manganese content. The Hidden Treasure vein lies southeast of the Sunnyside-No Name-Mastadon vein. The weighted average of the analyses of surface and underground samples from this vein is 13 percent manganese. Exposures of the Scotia-Silver Chord vein are visible over a strike length of 4,000 feet on Treasure Mountain. Diamond-drill holes show that the vein contains 10 percent or more manganese to a depth of 400 feet. The vein has an average width of 28 feet. The Independence vein is exposed on the surface for a distance of 600 feet and has an average width of 6 feet. Three cut samples taken across the vein had an average content of 20.7 percent manganese. Sampling of the outcrops of eight veins in the Placer Gulch area also indicates manganese. Numerous other veins cropping out in the surrounding area are similar to the outcrop of the Sunnyside vein system mineralogically and are worth investigating.

This report has been prepared in response to a request by the Bureau of Land Management (BLM) Fairbanks Alaska District Office that the Bureau of Mines quantitatively assess the potential supply of minerals from undiscovered deposits in the White Mountains National Recreation Area (WMNRA) and the western part of the North Steese National Conservation Area (SNCA) in Alaska. The assessment will be used to assist in future land-use decision-making. Resource Management Plans (RMPs) for the WMNRA and the SNCA were approved by the BLM in 1986. These plans imposed significant restrictions on new mineral development in the two areas. The level of public concern regarding these actions, especially on the part of the mining industry, has spurred BLM to seek additional information about the potential supply of minerals from the two areas with assistance from the Bureau of Mines. The assessment focuses on an area within the WMNRA and the SNCA which has been administratively closed to mineral entry. The study area encompassed approximately 1.24 million acres and included all of the WMNRA and the western portion of the North SNCA (fig. ES-1). Three quantitative estimates of the potential supply of minerals from the study area were developed: 1) For all lands in the study area, assuming that they are open to mineral entry-the baseline analysis; 2) For those lands which have been closed to mineral entry; and 3) For eleven prospective mineral activity areas, assuming that all are open to mineral entry.

This title introduces the subject I wish to describe to my fellow members, very few of whom, I 'hope, have ever had as much trouble with the smelting of ore containing much zinc, either in the lead blast furnace or the matting furnace, as circumstances have forced upon me: First, for several years in Leadville, Colo., after the sulphide ores containing zinc had been developed with greater depth and were sold to the intereats with which I was connected for smelt-ing in the blast furnace for the recovery of the lead, silver, and gold; then, in New Mexico and Arizona, where the principal source of ore supply for our custom smelter was from miners who sent most of their product in the form of concentrates, which we briquetted and smelted in the blast furnace, producing a matte containing copper, silver, and gold, for which we were paid; together with some zinc and lead, which was penalized if in excess of a maximum base set by the refinery to which we sold our copper matte; last, but not least, my experience in Shasta county, Gal., where for the sake of recovering $13 per ton value in copper, silver, and gold, I have smelted ore containing as high as 40 per cent. zinc (the last 18,951 tons smelted averaged 15 3/10 per cent. zinc) which we not only lost, but which it cost us money to lose. After such an experience, and knowing that, instead of being worth only $13 per ton, such 15 per cent. zinc ore should be worth about $30, including zinc at the present market value, the question of recovering the zinc in a profitable manner from such ore became very interesting to me. Understanding the appropriate gold recovery to associate with copper recovery when assessing laboratory testing on porphyry deposits is often complicated by several factors including variable and/or complex mineralogy, and the variability contributed by the low Au content of the various flotation products. As a result, gold recovery is often underestimated and the value contributed by the gold to project economics is less than it should be, a problem that could influence overall project viability. Typically, for these types of deposits, the gold recovery is found to be lower than the copper recovery. In this unique project, having the objective of seeking a better understanding of gold recovery relative to copper recovery, mill feed samples from a selection of six operating world-class Cu-Au low-grade deposits were collected along with the mill metallurgical results for the corresponding sample periods. The samples were subjected to laboratory flotation tests, as well as the Laplante gravity recoverable gold (GRG) test, mineralogical assessment and cyanidation leaching. The aim was to better understand the copper and gold recovery relationship, the links between laboratory and plant flotation performance, the influence of mineralogical differences, and the potential for enhancing gold recovery by gravity recovery techniques. A new correlation of copper and gold recoveries based on the results is presented in the paper. The results showed that the link between copper and gold recoveries established in the best laboratory tests were maintained in the plant results, and further, that the potential for improving Au recovery by gravity or flash flotation methods is directly proportional to the amount of gold greater than 75 microns.

The viscosity of TiO2-containing blast furnace slags may increase rapidly (commonly referred to as thickening) under strong reducing conditions in the blast furnace. To elucidate the mechanisms for slag thickening, measurements have been made of changes in the composition and rheological properties of TiO2-CaO-SiO2-Al2O3-MgO slags during the reduction process. The slag composition covered the range of 17–33 wt% TiO2, 9–19% Al2O3, 8–16% MgO and theCaO/SiO2from 0.8 to 1.4. The viscosities were measured using the rotating cylinder method at temperatures up to 1550ºC and the fusibility temperatures were determined from ‘breaks’ in the viscosity-temperature curves. The reduction of the slag was carried out in graphite crucibles at1500ºC for 2–6 hours The rheological properties of the slags during reduction were predominantly influenced by the slag basicity (CaO/SiO2), and the effect of other components depended largely on basic or acidic behaviour of the oxide. The reduction of TiO2in the slag by carbon was initially fast to formTi2O3, followed by further reduction to TiO and TiC. Correspondingly, the viscosity showed initially a slight decrease, followed by a gradual and then rapid increase. The thickening was found to be accelerated by an increase in TiO2content and a decrease in the CaO/SiO2in the slag. In addition to the existence of 1~3 wt% TiC, the thickened slags also had a significant amount of TiO (3~7 wt%), suggesting that TiO may play an important role in the ‘thickening phenomena’ ,possibly by forming solid solutions with TiC to significantly increase the number of solid particles in the heterogeneous slag. This study evaluated spinal loads associated with lifting and hanging heavy mining cable in a variety of postures. This electrical cable can weigh up to 10 kg per metre and is often lifted in restricted spaces in underground coal mines. Seven male subjects performed eight cable lifting and hanging tasks, while trunk kinematic data and trunk muscle electromyograms (EMGs) were obtained. The eight tasks were combinations of four postures (standing, stooping kneeling on one knee, or kneeling on both knees) and two levels of cable load (0 N or 100 N load added to the existing cable weight). An EMG-assisted model was used to calculate forces and moments acting on the lumbar spine. A two-way split-plot ANOVA showed that increased load (p<0.05) and changes in lifting posture (p<0.05) independently affected trunk muscle recruitment and spinal loading. The increase in cable load resulted in higher EMG activity of all trunk muscles and increased axial and lateral bending moments on the spine (p < 0.05). Changes in posture caused more selective adjustments in muscle recruitment and affected the sagittal plane moment (p < 0.05). Despite the more selective nature of trunk EMG changes due to posture, the magnitude of changes in spinal loading was often quite dramatic. However, average compression values exceeded 3400 N for all cable lifting tasks.

In 1986 the Bureau of Mines conducted a probability sample survey, Mining Industry Population Survey, to measure such employee characteristics as occupation; principal equipment operated; work location at the mine; present job, present company, and total mining experience; job-related training during the last 2 years; age; sex; race; and education. The population estimates are necessary to properly analyze the Mine Safety and Health Administration (MSWA) injury (includes illness and fatality data) statistics; that is, to compare and contrast injury rates for various subpopulations in order to identify those groups that are exhibiting higher than average injury rates. This report uses the survey&apos;s results to characterize the U.S. metallic mining workforce from March through September 1986. Similar reports have been published for the stone, sand and gravel, and nonmetallic mining industries, as well as for the entire metal and nonmetal mining (includes metallic, stone, sand and gravel, and nonmetallic industries) sector and the coal mining sector.

Theory pertaining to the exchangeability of fuel gases on appliances has been extended to exchanges of propane or butane with mixtures of these. In particular, new considerations were developed bearing on the hazard of an occasional emission of carbon monoxide and flashback and blowoff possibilities. The new considerations involve using current requirements for approval of liquefied petroleum gas appliances. These requirements were used to predict allowable tolerances in chemical composition of liquefied petroleum gases for existing appliances. The U.S. Bureau of Mines evaluated two different conventionallongwall gate entry systems in the Southern Appalachian Basin, where mining and geologic conditions are conducive for coal pillar bumps. These gate entry systems were in a coal mine located in the Pocahontas No.3 Coalbed under approximately 2,000 ft of overburden and a massive quartzite sandstone member, and both employed a center abutment pillar flanked by yield pillars. The 8O-ft-square tailgate abutment pillars within the first study area began bumping 500 ft in advance of mining. This was accompanied by face bumps on the tailgate corner of the longwall face. The 120-by 180-ft tailgate abutment pillars within the second study area did not begin to bump until mining was approximately 100 ft past. Coalbed stress change and abutment pillar dilation data demonstrated that a 15-ft-wide perimeter of yielded coal surrounded a highly stressed core in both sizes of abutment pillars. The 62 pet more core area per foot of gate entry in the larger abutment pillars prevented excessive load transfer to the corner of the tailgate panel and eliminated the face bumps experienced with the original gate entry design.

The experience of the past 2 years has demonstrated clearly that mine explosions with heavy loss of life can be prevented. The investigations of the Safety Division of the United States Bureau of Mines disclose that during the fiscal year 1934 there were only 28 deaths from mine explosions in the United States, and during the fiscal year 1935 there were 54 deaths, a very favorable reduction when compared with an average death toll of 265 from this cause during the 20-year period prior to 1929. Although the frequency of occurrence of explosions has not decreased greatly during the past 7 years, there has been a marked decrease in severity, indicating that the coal-mining industry is taking more effective precautions to prevent the spread of explosions. A number of large coal-producing States, which in past years have experienced numerous disastrous explosions, have been free from such disasters for continuous periods of as much as 5 years or even longer. A study of several hundred mine explosions occurring in the United States during the past 10 years or more indicates that the factors mainly responsible for these explosions are inadequate or defective ventilation and disregard of the hazards from explosive gas. Both of these factors are subject to control, and if controlled it is safe to say that deaths from explosions would be reduced to a negligible number as relatively few explosions are now initiated by dust.

Ok Tedi Mining Limited is the single largest contributor to PNG?s economy, representing about 10 percent of the country?s GDP. OTML is demonstrating that business and country risk can be managed through effective, respectful partnerships with local communities. OTML?s relationships with the communities of PNG?s Western Province are multifaceted. Communities have borne the brunt of the mine?s environmental impact, yet have benefited enormously from the development that the mine has brought. Importantly, the PNG economy is now the ultimate beneficiary of more than four-fifths of the dividends from the mine, the majority of which are held in trust for long-term sustainable development projects. The paper describes how OTML works with the Western Province communities to create a secure operating environment that recognizes the people?s aspirations for development and self-determination.

Mine ore, reduced to minus 71/2 in. by primary crushers, is stockpiled. Size reduction of the reclaimed material by secondary and tertiary crushers is achieved in a closed circuit crushing and screening plant. Screen products of minus 30 mm plus 6 mm lump, and minus 6 mm fines are stockpiled by conveyor and stacker systems prior to rail despatch 10 port facilities at Dampier. Crusher settings, determined from experience, are closely maintained to obtain the desired lump/fines ratio. Chemical and sizing analyses from automatically taken samples are used to maintain product specifications. The beneficiation plant upgrades the fines product when this is necessary. The recorded wear life of individual plant components is the basis of a planned maintenance programme.

New Gold Inc. had commissioned Orica to assist with the design of the drawbell blasting at New Afton Underground copper/gold block cave at Kamloops, British Columbia, Canada. Orica have had much success in developing the single-shot drawbell method at Freeport Indonesia in 2001 in the Deep Ore Zone and they will be using it exclusively in their new Grasberg Underground Operation. RioTinto Northparkes have also used the single shot drawbell blasting in their Second Lift E26 Project and even in the E48 orebody which is a post undercut block cave, realising the safety and operational benefits of this blasting method.

Mine fires constitute one of the greatest threats to the health and safety of those working in the underground environment and each event has the potential for disastrous consequences. Of the major mine fires and thermal events that have occurred in the United States in the last 6 years, it is estimated that remotely installed seals could have been used in 63% of the events to control fire growth or to aid in fire suppression work. The National Institute for Occupational Safety and Health (NIOSH) is conducting full-scale tests at the NIOSH Lake Lynn Experimental Mine to evaluate and improve remote mine seal construction technology. The main focus of this work is to develop reliable technology that will completely close the mine opening from floor-to-roof and rib-to-rib. This paper presents the results of remote seal installations using grout-based materials.

THERE has been a running discussion over the past several years with respect to the life and adequacy of our natural gas reserves. Some of the experts agree on one phase of the subject at least-that eventually it will be necessary to augment deliveries of natural gas in the northern markets by the development of a more or less comparable synthetic gas made from coal. The purpose of this paper is to point out: 1. It may be later than a good many people think-the demand for addi¬tional domestic and commercial pipeline gas in at least one section of the North will probably be felt rather keenly before an adequate synthetic pipe¬line-gas project, developed on economic lines, could be completed, even if initiated in the near future. 2. The evidence is considerable that such a project would be technically sound and economically self-supporting, although the margin of profit at first might be so small and the magnitude of an economic enterprise so great -that financing would be impossible without Government aid in some form or other. The part of the country referred to is the heavily populated section in the northeast of the United States. To simplify an examination of the situa¬tion, let us take the potential marketing areas within range to the north and east of the three pipelines: 1. Tennessee Gas Transmission Co. as it enters Erie County, New York state. 2. Texas Eastern Transmission Corporation just before the tap that sup¬plies the general Philadelphia area. 3. Transcontinental Gas Pipe Line Corporation as it enters the state of New Jersey. The sources of gas for these three pipelines are in Texas and Louisiana. The ultimate maximum combined capacity of the three lines at the points stated is approximately 1,200,000,000 cu ft per 24 hr at the maximum load factor probable of attainment in normal operation. The areas supplied by the three lines north and east of the points stated, or assumed as eventual markets, are: 1. Central New York state, from Buffalo to Albany (both inclusive).

On-the-job training (OJT) is a very common method of teaching job skills. Much of the training is done by experienced workers. This paper discusses small investments that can help improve the effectiveness of OJT. Effective OJT involves some structure and planning in the transfer of responsibility for task performance from the trainer to the novice. Assisting the OJT trainer could involve helping develop up-to-date job analyses and offering strategies for teaching and evaluating job skills. The scope of this paper addresses (1) organizational considerations supporting structured OJT, (2) general strategies for structuring OJT, (3) a typical approach for conducting OJT, (4) characteristics and duties of OJT trainers, and (5) limitations of OJT as a teaching method. Health, safety, and operational skills can be connected through training. Haul truck operator training is used to illustrate some of the concepts discussed in this paper.
