The Bureau of Mines, at its Rolla Metallurgy Research Center, has devised methods for separating and reusing the major portion of waste plastics discarded in urban and industrial refuse. Waste plastic concentrates from a local collection drive, recycling center collections, urban refuse pilot plants, and the secondary metals industry were separated into three major thermoplastic families--polyolefins, styrenes, and vinyls--based on differences in density using a Bureau-designed sink-float-elutriation hydraulic separator. Other separation methods and systems such as air classification, jigging, liquid media, screening, and electrostatics were studied. Vinyl plastics contain up to 50 percent HC1. It was found that over 90 percent of the HC1 in vinyls can be recovered as usable hydrochloric acid by pyrolysis at 350° C. The remaining pyrolysis products which had heats of combustion in excess of 12,000 Btu/lb, could become valuable as a future source of energy. A characterization study conducted on eight chopped wire insulation wastes from secondary copper and aluminum processors showed that most wastes contained 2 to 7 percent residual metal and large percentages of vinyl. The residual metal content of some of these wastes was lowered to 0.1 percent and the vinyl portion segregated using various separation techniques. The research also suggests ways in which reclaimed thermoplastics may be fabricated into useful products.

This work had as its objective the characterization of a waste material, steel slag, generated from an integrated steel plant, with a view to its recycling and incorporation into red ceramics fabrication. The characterization was performed in terms of chemical composition by X-ray fluorescence (XRF), particles size distribution, X-ray diffraction (XRD), thermal analysis (DTA/TG) and scanning electron microscopy (SEM). The results indicate that the steel slag presents high amount of Ca, Fe, Mg and Si. The weight loss of the steel slag at temperatures above 800oC is associated with calcium carbonate decomposition. The coarse particle size of the steel slag is inadequate for its direct recycling into red ceramic fabrication. It is necessary to screen or to grind the waste. As a possible solution, it is suggested that screening or grinding the steel slag to a convenient particle size distribution would allow its successful industrial incorporation into red ceramics products.

Sulfide chimney samples collected during the 1998 - 1999 R/V Atlantis û DSV Alvin 3 - 30 research cruise have been examined and classified into four types, based on common characteristics. Chimney morphology is the most important characteristic and resulted in the following groups: 1. flutes, 2. cones, 3. wide-flats, and 4. beehives. Other characteristics resulted in the classification of subgroups within the flute, cone and wide-flat groups. The combination of characteristics, including; the presence of an orifice, internal chimney fabrics, wall thickness, extent of weathering, and the presence of Alvinella worm casts, enable evolutionary trends between the different chimneys types to be established. These trends indicate that with time, flutes evolve from immature zoned chimneys with a central orifice and smooth thin-walls, into cone chimneys with thick walls and massive fabrics which have their orifices infilled by massive sulfides, and a rough exterior. Repeated mineralisation within, cones may result in the formation of wide-flat chimneys. Beehive chimneys can form at any time during chimney growth.

In 1997, a group of Canadian mining companies met to review the Mine Environment Neutral Drainage (MEND) program and to consider future activities. They concluded that (1) that Canadian industry and Natural Resources Canada (NRCan) should fund a small secretariat in Ottawa to support technology transfer in Canada and, (2) that it was important for industry to continue the momentum of MEND on an international scale. The need for the International Network for Acid Prevention (INAP) was strongly endorsed by consultants, company, university, and government experts from Australia, Canada, and the United States who convened in Vancouver in February 1998. The initial focus was the development of a solid knowledge base covering the collective experience of INAP?s members to promote the dissemination of successful practices, the identification of knowledge gaps, and the formulation of effective research proposals. The sharing of information on past successes and failures alone was viewed as sufficient justification for the formation of INAP. INAP was officially launched in October 1998, and is now an effective, industry-based initiative to globally coordinate research and development in the management of sulphide mine waste. Significant improvements in the management of sulphidic mine materials through knowledge sharing, research, and development of technology by INAP will reduce liability associated with acid drainage. More than ever before, mining projects are besieged from growing regulatory, political, public, and special interest group pressure. Administrative and legal appeals to permits and environmental documents can delay project start-up and add tremendous cost to mineral development. Some mining projects have been canceled given undue external constraints. Successful managers must learn to cope with these constraints. This paper will discuss controversy and present a number of environmental management tips to minimize the potentials for delay and to lessen the impacts from government and anti-mining pressures.

Procedures have been developed which permit determining in either existing or new mines the optimum diesel equipment deployment schemes and the effect of. diesel exhaust on mine-air quality. Specifically, the following areas are covered in the report: 1. Description of diesel deployment schemes in four underground coal mines that were visited is provided. 2. Description of the analysis procedure to determine the number of shuttle cars required to maintain maximum theoretical continuous miner (or loader) production rates in typical room-and-pillar mining systems and of exhaust contamination resulting from the deployment of diesel powered shuttle cars are provided. Sensitivity analyses to determine the effect of changes in input variables on production and contaminant concentrations are also discussed. 3. Description of the analysis procedure to develop the locomotive operating parameters is provided. Assessment of both production performance as well as estimates of the magnitude of diesel exhaust contamination of the mine air are also made. 4. Recommendations for extensions of this research are outlined and include developing and testing procedures for 1) determining equipment duty cycles for the diesel equipment, and 2) studying the exhuast contamination of mine air on the basis of these duty cycles.

Many subsidence researchers in the U. S. have developed new empirical function methods to predict subsidence, or attempted to validate some empirical functions developed by foreign researchers for use in the U. S. An attempt is made in this paper to develop a new empirical function to predict a surface subsidence basin due to longwall mining. In the U. S., the emphasis of empirical methods for the subsidence prediction over longwall panels has been in large part on determining the profile functions for the major cross-sections of a subsidence basin. In this approach, the surface monuments are usually laid out along the major cross-sections and thus, the subsidence profiles developed are restricted for subsidence prediction along the major cross-sections. However in practice many monuments or surface structures for which subsidence prediction for damage evaluation is required, are not laid out along the major cross-section of the basin. In such cases, it is difficult to get either the empirical profile function for the cross-sections where these structures are located or to predict their subsidence based on the profile function developed for the major cross-sections. Therefore, there exists a strong need to develop a subsidence basin function with a reasonable degree of accuracy, which can be determined or confirmed by the data of scattered monuments on a surface basin. The same subsidence basin function can also be used for prediction of subsidence for any arbitrary points over a longwall panel. In 1982, He (1) proposed the clastic theory, for which he developed the basic differential equations describing the movement and deformation of overburden due to underground mining, and performed the selection of best solution for the equations. He found that the Weibull dietribution is the optimal solution. The Weibull distribution has three parameters that vary to fit the subsidence profile so well that the profile function derived from it provides a high degree of accuracy in subeidence prediction. Objective: Workers with hearing loss face special problems, especially when working in noise. How­ever, conventional hearing conservation practices do not distinguish between workers with normal hearing versus impaired hearing. This study col­lected information from workers with self-reported noise exposure and hearing loss, supervisors of such workers, and hearing conservation program managers through focus groups and in-depth inter­views to evaluate their perspectives on the impact of hearing loss on safety and job performance, the use of hearing protection, and information needed to appropriately manage hearing-impaired workers who work in noisy environments. Results: Concerns about working in noise with a hearing loss could be grouped into the following 10 categories: impact on job performance, impact on job safety, impaired ability to hear warning signals, impaired ability to monitor equipment, interfer­ence with communication, stress and/or fatigue, impaired communication caused by hearing protec­tor use, reduced ability to monitor the environment as the result of hearing protector use, concerns about future quality of life, and concerns about future employability. Mostly, there was an agree­ment between the perceptions of workers, supervi­sors, and hearing conservation program managers regarding difficulties associated with hearing loss and consequent needs. These findings suggest that noise-exposed workers with hearing loss face many of the same problems reported in the literature by noise-exposed workers with normal hearing, with additional concerns primarily about job safety as the result of a reduced ability to hear environmental sounds, warning signals, and so forth. Conclusions: The study outlines potential chal­lenges regarding job safety and hearing conserva­tion practices for noise-exposed, hearing-impaired workers. Awareness of these issues is a necessary first step toward providing appropriate protective measures for noise-exposed, hearing-impaired workers. Of the 19 million adults in the United States with some degree of hearing trouble, nearly half are currently employed in the workforce (NCHS, 1994). More than 30 million US workers are exposed to hazardous noise levels, and noise-induced hearing loss is the most common occupational disease in the United States (NIOSH, 1996). Many workers incur their hearing losses during the first 5 to 10 yrs of employment (Rosler, 1994; Ward et al., 2000) and subsequently work the rest of their careers in an environment where noise and hearing loss interact to impair their ability to hear communication and other important signals. Workers with hearing loss who are exposed to hazardous noise levels present a dilemma to hearing loss preventionists. On the one hand, it is of great importance to ensure that their residual hearing is protected from the damaging effects of the noise to which they are exposed. On the other hand, how­ever, traditional hearing protectors serve to further “deafen” such workers, making communication more difficult and impairing the detection of environmen­tal sounds and warning signals. These workers have special needs that must be addressed. However, conventional hearing conservation practices do not distinguish between workers with normal versus impaired hearing; and, to date, no governmental or professional organization has developed specific guidelines or policies concerning the accommodation of noise-exposed, hearing-impaired workers. Some research regarding noise-exposed, hearing-impaired workers has been completed. These studies have primarily focused on three areas: (a) speech intelligibility in noise versus quiet, with and without various types of hearing protection devices (Abel et al., 1982; Abel et al., 1993; Abel & Spencer, 1997; Rink, 1979; Suter, 1989); (b) signal detection and localization under similar conditions (Abel et al., 1993; Abel et al., 1985; Abel & Hay, 1996); and (c) the use of hearing aids as hearing protectors (Berger, 1986; Dolan & Maurer, 1996; Hétu et al., 1992; Hétu et al., 1993). Research in these three areas has provided an initial framework for development of a management para­digm for these workers. Mining is nothing but an art - besides being a science - of extracting valuable minerals from the womb of the mother earth. In this gigantic task, a large number of machinery and equipment are employed judiciously. Wire ropes play a vital role in lifting or hoisting men and materials under hostile/adverse working conditions and constitute a major item of investment on machinery/equipment. The economy of using a wire rope is a concern for engineers, users and the planners. The economic use of wire ropes for mining purposes largely depends on the following factors;Mechanical design considerations - which include tensile strength of wires, elasticity, resistance to abrasion and crushing, fatigue values, static and dynamic loads on wire ropes, factor of safety, fleet angle, etc. Metallurgical consideration - Composition and heat treatment of wire materials, defects like inclusions and voids, surface quality factor, lubrications, micro structural parameters. Operational consideration - Seizing and cutting of rope, storage, care and maintenance, cutting back, etc. Environmental consideration - Temperature and humidity, pit condition, dust, corrosive atmosphere, etc. In the present paper, an attempt will be made to suggest steps for achieving optimum economy while using the wire ropes for extraction of precious minerals and coal keeping in view the points noted earlier. Once technical viability is established, economy is the ultimate consideration for an industry for safe hoisting of men and material.

Standard erosion plots (4.6 m by 22.1 m on 9 percent slope) were constructed on the Alston Surface Mine of Peabody Coal Company in Western Kentucky to evaluate the effects of placement technique and density on the erodibility and eroded size distribution from mine spoil and reconstructed topsoil. PLots were constructed with a dozer and scraper pan from shale spoil material, topsoil (A horizon) and subsoil (B and C horizon mixture) using soils stockpiled at the Alston Surface Mine. Plots were evaluated under fallow conditions with a tilled plot surface and two compacted conditions. One compacted condition was generated by tracking the surface with a dozer and rolling with a loaded scraper pan. The second was generated by rolling the surface with a solid wheel compactor. Rainfall was supplied with the Kentucky Rainfall Simulator at a rate of 63.5 mm h-l with the plots in three different soil moisture conditions; dry, field capacity, and very wet. Runoff was evaluated for flow rates, sediment concentrations, and aggregate and primary particle size distributions. Sediment yields and the Universal Soil Loss Equation E130 indexes were calculated from the data for each plot. The erodibility was calculated from the tilled plot data using a weighted soil loss and E130 value from the dry, field capacity and wet runs, and a cover management factor calculated for every other condition. For the topsoil and subsoil plots, sediment yield was greatest for the dozer scraper pan plots and lowest for the tilled plots. For the shale plots, erosion rates from the wheeled compacter plots were the highest and tilled plots the lowest. Average erodibilities were 0.14, 0.38, and 0.41 tons ac h ft-1 tonf-1 in-1 hundred ac-1 for the shale, subsoil, and top-soil plots. Cover management factors for each plot were 1.29, 1.42, and 1.17 for shale, topsoil and subsoil plots compacted with the solid wheeled compacter and 1.29, 3.79, and 2.51 for shale, subsoil, and topsoil plots compacted with the dozer scraper pan conbination. The accuracy of the Wischmeier erodibility nomograph was evaluated on the data collected. Erodibilities were accurately predicted for the topsoil plot and poorly predicted for the sub-soil plot. The accuracy of the CREAMS procedures for predicting the composition (size distribution) of eroded particles was also evaluated. The composition was well predicted for the topsoil plots, moderately well predicted for the shale plots and poorly predicted for the subsoil plots.

Premier Mine is a large underground diamond mine, situated at Cullinan in the Gauteng Province of South Africa. The mine hoists over 3 millions tons of diamond bearing kimberlite per year, from a modern, mechanized panel retreat block cave mining operation. Troughs sited at the base of the cave are developed into the overlying caved ore, allowing loading access to the ore through draw points. Trough opening is therefore a vital aspect of the mining operation. Most of the production is dependent on fast, reliable and safe trough opening. Successful trough openings are achieved under difficult mining conditions due to restricted void, long up-holes and the inherent properties of kimberlite?soft, elastic rock with a high swell factor. Early in 1998, Premier Mine undertook a joint development project (with an electronic initiation system supplier) to determine whether the use of a fully programmable electronic detonator system would enhance the mining cycle in the trough opening process. Blasting commenced in February 1998, initially with blasts of a similar size and duration to those that had been previously blasted with shock-tube systems, to confirm the operational capabilities of the blasting system. The accuracy, reliability and flexibility of the electronic delay detonators (EDDs) minimized associated risks for re-engineering of the trough opening process. Further, as blast timing was optimized, larger blasts were successfully initiated. To date over 20 troughs have been opened successfully with the use of EDDs. Not only did it take less time to open troughs, but also drilling and blasting operations have been optimized, as well as an overall improvement in safety. This paper details the benefits that EDDs have delivered to Premier Mine in this area. THE percentage of manganese used in commercial aluminum alloys is small, and yet this element is an important addition to some very valuable alloys. When used alone with commercial aluminum containing iron and silicon as impurities, the usual percentage in wrought materials is from 1 to 1.5 per cent., whereas castings may contain as much as 2 per cent. An aluminum-manganese alloy containing nominally 1.25 per cent. manganese is much used in sheet form for the manufacture of cooking utensils and other articles requiring a little greater strength and hardness than could be obtained with commercially pure aluminum. It is also used for various purposes in the form of rods, tubes and pipes. The aluminum-manganese alloys, both wrought 'and cast, offer excellent resistance to many kinds of corrosion attack. The U. S. Naval Gun Factory uses an aluminum alloy containing from 1 to 2 per cent. each of copper and manganese, for both castings and forgings. Manganese is also used, up to about 1 per cent., as a minor alloying .element in several of the strong aluminum alloys of the duralumin type. It is felt that the role of this element when thus used has not been fully understood, but it is believed that the results obtained in this investigation will throw additional light on the subject. The earlier work on the system aluminum-manganese was general in nature, and no detailed investigations of the relations existent in the useful aluminum-rich alloys have been reported. Guilletl1in 1902 surveyed the system, and Hendrichs2 in 1908 published an equilibrium diagram which, although based on .few data, is often used in the literature. Fragmentary work has also been done by other investigators."

A LARGE attendance at the annual dinner of the Institute, to be held this year on Tuesday eve-ning of convention week, is already assured. Presentation of the Douglas, Hunt and Saunders medals will attract unusual attention since not only in Blaylock, Mathews and Hoover the Institute will be honoring men who have made notable contributions to the advance-ment of their profession, but as to one of them each person as he passes down the reception line will be won-dering whether in renewing acquaintance with our past-president and present Secretary of Commerce, he is not greeting the next president of the United States. Elsewhere in this issue accounts of the professional careers of these three men appear as also of the two younger men, Charles H. Herty, Jr., and P. H. Royster, who are to receive the Robert W. Hunt and the J. E. Johnson awards. Institute honors go for technical achievement, but the Institute will be proud and happy if the nation should later confirm its own judgment by placing larger responsibilities on one of its members. The medals are to be presented at the annual dinner following the President's reception and preceding the dance. There will be no. other speeches and since the occasion falls on Carnival Night a particularly gay evening is anticipated. The event will be at the Wal-dorf as usual, and members are urged to return prompt-ly the reservation cards sent them by mail. Other entertainment features will include a Smoker, Monday evening at 8.15, held at Mecca Temple and in charge of a new committee with Fred Kay of the Petro-leum Division as chairman. He promises that vocal music will not be allowed to interrupt conversation. Lunch will be served each day on the Fifth Floor of the Engineering Societies Building, and ten special luncheons and dinners have been arranged for particu-lar committees and groups as shown by the detailed program. The Woman's Auxiliary has laid out a gen-erous program including luncheons, teas, a theater party on the night the men folks go to the Smoker, visits to museums and, not the least important, a round of the leading shops. The Excursion Committee is arranging for an excur-sion sure to be of interest. The American Smelting and Refining Co. has opened its great Perth Amboy plant to the Institute, and on Thursday, Feb. 23, a party will be taken to it by bus traveling through the Holland Tunnel en route. Full opportunity will be afforded those interested to see the workings of the ventilation system of that great public work. If a sufficient number indicate interest, arrangements will be made for group excursions to other plants in the vicinity of the city.

The roof of the Sishen cave is being mined in order to exploit 6.8Mt of high grade ore. The cavity is filled with quartzite backfill in order to support the roof in the event of collapse. The cave dips at approximately 37o, is 260m along dip and 70m along strike and has a total volume of 261,391m3. GPS and optical monitoring techniques were attempted to detect subsidence but proved to be impractical. The GroundProbe Slope Stability Radar (SSR) uses differential interferometry to measure sub millimetre movement in a rock face. The SSR was applied in a non production situation and detected subsidences of 38mm/day before visual signs of instability were detected. The rate of deformation detected was slowing as a result of the roof coming to rest on underlying backfill. Monitoring during production drilling detected a sudden subsidence of 18.6mm/hour which resulted in the evacuation of personnel from the area. Further inspection of data showed that the rate of deformation was slowing and production was allowed to continue without further incident. The SSR has helped dispel the fears of workers and has proven that subsidence can be accurately measured and delineated with the SSR.

This Bureau of Mines report reviews in detail the foundry coke situation in the United States in 1975. It discusses intrinsic production problems and identifies opportunities for modifying operating practices so that the quality and yield of foundry coke can be enhanced without unnecessary investment in new equipment. Major topics include operating data and attendant practices and problems, the relationship of carbonization phenomena to coke quality and yield, environ- mental impacts of foundry coke plant operations, suggested research and development opportunities, and data on components of oven charges and on foundry coke production and shipments.

The OptiPit® software program is developed based on expertise gained at the Colorado School of Mines (CSM) using Mixed Integer Linear Programming (MILP) techniques. This program has been developed to satisfy the need in the mining industry for a multi-time period schedule and cutoff grade optimization tool that handles large scale open pit and underground mining operations involving many dumps, stockpiles, complex processing options and blending requirements. The current software (or earlier development versions) has been beta tested and used on various large scale projects within Placer Dome Inc., Newmont Mining Corporation, and Phelps Dodge Corporation since 2003. Through the use of this software, these companies experienced additional value creation by optimizing mine sequences, cutoff grades, material process flows and stockpiles under complex operational and processing constraints. This paper will present simple case study results to demonstrate the power of OptiPit® when used as a cutoff grade optimization tool. Furthermore, the paper will show, by example, how significant the difference in the Net Present Value (NPV) of a given project can be, depending on whether results are obtained by way of cutoff grade optimization using OptiPit®, or by using traditional breakeven cutoff grade approach.

Biennially the Bureau of Mines issues a list of equipment that has been accepted as approved or permissible during the two calendar years immediately preceding the date of publication of the listing. By so doing the mining industry is kept informed of the availability of the latest equipment for safe use underground. This list supplements Bulletin 543, Permissible Mine Equipment Approved to January 1, 1953; Information Circular 7722, Permissible Mine Equipment Approved During the Calendar Years 1953-54; Information Circular 7840, Permissible Mine Equipment Approved During the Calendar Years 1955-56; and Information Circular 7957, Permissible Mine Equipment Approved During 1957-58. This list includes equipment meeting those standards that have been revised since Information Circular 7957 was .issued. Schedule 16E,4 a revision of Schedule 160, was approved May 19, 1960.

Abstract The FIEC Sustainability Vision states that “risks should be identified and allocated in a fair manner across the project team from the early stages of the design phase. A partnering approach, where objectives and timescales are agreed in advance together with all relevant partners in the value chain, offers a useful solution to improve on site efficiency and reduce disputes”. An alliance or collaborative form of contract involving all parties is the best way to ensure fair contract conditions and proper risk allocation in construction projects. Collaborative contracts are particularly useful where there is uncertainty or undefined information or in the event of technical difficulties and other risks difficult to allocate among the parties involved in the project. Owners sometimes require even special output in terms of innovative technical solutions or special performance. In addition, this particular form of cooperation has been construed and developed with the intention of avoiding and mitigating another great risk associated with the construction industry (especially in complex projects): disputes and conflicts, which are often a major cause of delays, increased costs, loss of reputation and opportunities. In contrast, Alliances are a way to increase and strengthen business relationships, technical and economic innovation and effectiveness, in a worldwide global context where the waste of resources must be avoided in order to guarantee future recovery and growth. Of course, the total cost of a project is usually a key factor and the main driver for the Owner and the Contractors in deciding the type of relationship between them as well as the subsequent relationship with subcontractors and lower-tiers. This paper and presentation, will explain the main features and the principle benefits that the use of collaborative contracts can bring to all parties involved in the construction project, including the sustainable financial return that might be achieved if costly and time consuming disputes can be avoided.
