This Bureau of Mines report examines aggregate trends in foreign direct investment in the U.S. mining and mineral processing industries between 1977 and 1984, and provides an analysis of foreign investment in several major mineral commodity industries. In 1984, 11.1 pct of total employment in the U.S. minerals industry was at firms that were U.S. affiliates of foreign firms. In 1985, the proportion of U.S. capacity held by foreign investors in nine major mineral commodity industries was as follows: steel, 5 pct; silver, 16 pct; lead, 18 pct; aluminum, 25 pct; zinc, 26 pct ; copper, 30 pet; cement, 32: pct; gold, 44 pct; and ferroalloys, 56 pct. Almost 90 pct of the total foreign investment in the U.S. minerals industry was accounted for by eight countries-Canada, the United Kingdom, France, Federal Republic of Germany, Switzerland, Japan, Australia, and the Republic of South Africa. The most fundamental reason behind the growth in foreign investment in the U.S. minerals industry has been that an increasing proportion of U.S. mineral firms and assets have been for safe, while foreign mineral companies have been the ones most willing and able to purchase these firms and/or their assets. mile the growth in foreign ownership in the minerals industry has not been without controversy, it has helped save jobs, reduce the minerals trade deficit, and- from the national defense perspective-maintain the Nation's overall mineral and metal self-sufficiency at reasonably high levels. In the absence of domestic buyers, foreign investors have helped to maintain a viable domestic minerals industry.

This work is a codification and annotation of the Congressional enactments relating to minerals, mineral lands, and mining. It covers every enactment of Congress from the original ordinance of 1785 to the present time, as well as all sections of the Revised Statutes of the United States relating to these subjects. These laws are grouped according to their general subject matter, and are arranged thereunder in numerical or chronological order. Many of the mining statutes include matter not pertinent to the subject, and only those parts of such acts are quoted as will properly show their relation to minerals and mineral lands and indicate how they should be construed. Some mining acts have been repealed or have become obsolete, and others have become incorporated substantially in sections of the Re- vised Statutes; but these are retained in order to show the changes made, and the constructions placed thereon by the courts are given as aids in construing the new or repealing acts. The annotations consist of legal propositions abstracted from the decisions of the various courts and executive officers of the Govern- ment that have interpreted the sections and statutes so codified. These legal propositions are arranged under the different sections and acts with appropriate headings, titles, and subtitles, in logical order, exhibiting the present status of each particular section or act and its application to the subject of mines and mineral lands. The annotations do not purport to be abstracts of decisions on the sub- stantive law of mines and mining generally, but are limited strictly to the interpretation placed on a given section or act definitely re- ferred to by a court or executive officer by the number of the section of the Revised Statutes or the volume and page of the Statutes at Large in which the Congressional enactment is found. It may be observed that the legal propositions stated are not always pertinent to the particular section or act under which they are classed and of which they purport to give a construction. The arrangement, however, is not an arbitrary one, but is so made for the reason that the courts or officers in the construction of a particular section or act definitely referred to by number or volume and page incorporated in the decision matter not strictly pertinent to the par- ticular section or act so designated. This statement applies especially to the interpretations placed on the sections of the Revised Statutes. PLANS are now well advanced for the joint meeting of the Institute and over a dozen other engineering societies in Chicago during the week beginning June 26: Engineers' Week at A Century of Progress. All engineers planning to visit the Fair will find it to their advantage to be present at this time so far as the Chicago attractions are concerned, and Eastern members will also have the advantage of special transportation arrangements on June 24 and 25. The tentative program is given at the bottom of the next page. Monday morning, June 26, will be reserved for registration of members and guests and the Woman's Auxiliary at the Stevens Hotel, where special rooms will be provided. A luncheon will also be served there, and in the afternoon, a technical session on nonmetallics. Instead of having the big family dinner that evening at the Stevens, as at first proposed, the local committee has planned to have it at the Fair Grounds, where special facilities have been arranged. A meeting of the Board of Directors and a few invited guests will precede the dinner. All members and guests are likely to be interested in visiting the Museum of Science and Industry, so that will be the sole event on the program for Tuesday morning, June 27. The big attraction there at present is the model coal mine, the first operative coal mine ever built for exhibit purposes. It is based on the Deutsches Museum mine at Munich, but goes far beyond that in realism, and takes the visitor on an extended tour underground. It shows him in half an hour more types of modern mining machinery and coal geology than he would be likely to see in a week's underground study in the coal fields. The Institute members will be the first group to go through this mine.

"INTRODUCTION .Very little information regarding coal mining in Spain has been published in the American technical press, and few people realize the extent of this industry or the conditions under which coal is mined. The information in this publication was collected in 1945 and consists of personal observations in Spain, statistics, and other data of a, general nature obtained from official sources.Spain produces bituminous coal, lignite and anthracite, but the total tonnage mined is less than the national requirements. Before the war, an appreciable tonnages coal was imported from Great Britain under the Anglo-Spanish treaty, which rebated import duties and effectually prevented competition from any other foreign source. The war stopped the major part of the important of British coal and caused rapid expansion of the domestic sources, but this was not sufficient to supply the industrial demand. Coal that formerly was not acceptable to industry because of quality is now mined and marketed. The Government, allocates the better-grade bituininous coal to the various industries in accordance with the national importance of the work in which they are engaged; for example, the railroads are allotted 100 percent of their requirements, but cement companies can obtain only 25 percent.The Government offered to inducements to increase the production of coal of any class, but the larger part of the increased tonnage obtained was in inferior grades; as a result, the lignite production was taxed, while a bonus was paid for bituminous-coal production in excess of the 1942 tonnage.The anthracite and bituminous-coal areas were severely damaged during the Civil War and many experienced miners migrated to the lignite mines in eastern Spain. This has resulted in an acute shortage, particularly the Province of Oviedo where the most important bituminous-coal deposits are located."

In 1980, the Bureau of Mines surveyed a group of mine seals in Randolph County, WV, to evaluate their effectiveness for reducing toxic pollutants in mine water discharges. The survey focused on 11 block wet mine seals, but mine seals of several other types were also examined. The seals were installed in 1966 and 1967 in abandoned drift portals by the Federal Water Quality Administration (FWQA), a predecessor of the Environmental Protection Agency (EPA), in cooperation with the Bureau of Mines and other Federal and State agencies, in a project known as Elkins Mine Drainage Pollution Control Demonstration Project. The seals were designed to prevent air from entering the mine portals while allowing mine water to flow out. It was believed that by preventing air from entering inactive or abandoned mines, the formation of toxic pollutants and acid mine drainage (AMD) could be reduced. Evaluation of the seals was based on water flow measurements, water analyses, and visual observations. The Bureau's 1980 data were compared with past data collected by the EPA. Several leaks and failures were observed in the clay seals, as evidenced by apparent blowouts and the absence of vegetation where the mine water surfaced. Analyses of the 1980 data indicated some improvement in the quality of water discharged from many of the wet air seals.

In this paper we intend to deal particularly with the economic side of coal washing as it applies to our mines. We will then discuss why the dry-cleaning process has been selected, and give a brief description of our plant, dwelling only on its specific features and referring the reader to the numerous papers published on the subject for any details on the principles and machinery used in dry cleaning. ECONOMIC DISCUSSION The washery introduces an extra cost for depreciation, operation, and loss in treatment. A certain proportion of the coal, now being sold, and which the miners have been paid for. will have to be wasted. As a whole, the total increase in cost would be approximately 60 cents per ton. On the possibility of recovering this amount depends the success of the washery. There are two advantages to be expected from the washery, the first, which occurs at the mine and which will be certain; the second, more difficult to estimate, because it depends upon convincing our customers that they should pay more for a better product.

From a scientific point of view , the zircon is by far the most remarkable of the gem stones , and a satisfactory solution of the problems offered by its characters and constitution has not yet been made . 3 Three distinct forms have been recognized , differing in specific gravity , hardness , optical properties , behavior when heated , and color.4 ( See section of this paper entitled "Description and Properties . " ) Zircon as a gem stone has not been as well known as its properties warrant . It is one of the most brilliant of the precious stones (having a high refractive index) . The colorless zircon rivals the diamond in brilliance and fire play to such an extent that a judgment based entirely upon optical inspection might be erroneous . In the opinion of gem authorities , the colored stones likewise have much merit . The blue zircon ( " Starlite" ) was so named by Kunz because of its resemblance to a " star twinkling in the night . " Another gem authority describes the leaf- green stone as one possessing a restful beauty , the red stone as having a certain ( though somber) grandeur , and the golden-yellow stone as being unsurpassed in magnificence . The slowness with which the zircon , a stone frequently mentioned in ancient literature , has come into use in modern jewelery may be owing to the fact that authorities differ as to whether the colorless and the blue zircons are found as such in nature or are treated stones . Any treated stone , although the material of which it is composed may be essentially genuine , has been considered a deception . However , according to Kunz , " Starlite is now sold over the entire world ; never has anything been so well introduced. "7 Dr. Foshag, mineral curator of the United States National Museum, states that the first allotment of zircons to enter the United States was obtained in 1921 from Siam ( through France ) for scientific or museum purposes and that four or five years later the stones were adopted by the jewelers of this country . Retail jewelers are displaying the colorless type and the blue stones , especially , in finger rings , necklaces , and like ornaments . Fine crystals have been used somewhat extensively in jewelling watches and as supports for the edges of fine balances . At one time zircons were though to be appropriate in mourning jewelery .

I N presenting this paper, the writer wishes to point out some of the difficulties and problems of geological work in that part of Saskatchewan in which outcrops are few. These problems are well known to all geologists who have made investigations in this region, but may not be so well known to those outside. A table of the strata as known in certain areas of Saskatchewan and the adjacent provinces is given, with a brief discussion of some of the formations and beds about which there is little knowledge due to their being deeply buried and not exposed in the region. Comment with regard to possible oil and gas structures is made and some features of the structures in the Battleford and Simpson districts are described. The writer wishes to make acknowledgment to members of the Geological Survey of Canada to whose work in Saskatchewan and the adjacent provinces reference is made, and to others who have made, or are making, valuable contributions to the stratigraphy of Saskatchewan. Mr. G. C. Webb has kindly furnished information regarding and materials taken from a well bored recently in the Paynton district. Special thanks are due to the Simpson Oil and Gas Company for permission to use much valuable information with regard to their wells and for the generous way in which the officials and staff co-operated with the writer. The opportunities the writer has had to visit many parts of the Province have been in connection with investigations for the Provincial Department of Natural Resources and through facilities provided by the Department of Soils of the University of Saskatchewan. To these Departments the writer accords his thanks. For the purposes of this discussion, Central Saskatchewan may be considered as that portion of the Province extending from Township 16, with Regina, Moose Jaw, and Swift Current situated on or near the southern boundary, to Township 48, with Prince Albert and Lloydminster on the northern boundary. This region includes territory underlain by Cretaceous sediments and excludes the southern portion of the Province, where Tertiary beds underlie the surface and are exposed to an extent sufficient to permit a measure of systematic mapping.

Today, the mining and mineral sectors are being impacted by highly fluctuating supply ? demand, extreme price volatility and tremendous market uncertainty on a world-wide basis. This pattern is expected to continue for the foreseeable future. In particular, large consumers of tonnage quantities of industrial gases (oxygen, nitrogen) all have to make informed investment decisions in this uncertain economic environment. Plant owners ? operators need to carefully examine their current and future industrial gas needs in order to develop the most cost-effective industrial gas plant configuration. This can be done by partnering with an experienced engineering company that offers a complete technology portfolio for producing industrial gases. Ideally, the mineral and engineering companies have to work together as a single team to identify the most efficient and economic plant design. This includes an in-depth assessment of capital and operating costs, in order to deliver an optimal solution, taking plant reliability and process safety into account. It is important to consider all the industrial gas needs at a given manufacturing complex, in conjunction with available utilities and infrastructure to develop the best possible long term solution. Oxygen (O2) requirements include: oxygen enriched and oxy-fuel combustion, smelting and hydrometallurgical operations. Nitrogen (N2) is used for annealing. All of these industrial gas requirements have to be examined at a given site over a long term horizon in a holistic manner. Cryogenic air separation was first practiced at a commercial scale in 1902. Since then, the technology has been constantly refined to reduce cost; and improve reliability and flexibility. Today, using advanced engineering techniques, including proprietary process simulation, and modern fabrication techniques, it is possible to build air separation plants that are both low cost and high quality at the same time. It is important to work with an engineering company that owns a complete portfolio of industrial gas technologies, functional engineering capabilities and a variety of plant solutions. Such a partnership can quickly identify a ?sweet spot? for a given situation. By drawing on experience gained from hundreds of projects, it is possible to quickly optimize a given requirement. In situations where a customer wants a complete solution it may be appropriate to provide an air separation plant on a turn-key basis. This will enable the mining and mineral processor to focus on their core business. By using global procurement and construction capabilities it is possible reduce cost and improve project execution, thereby making industrial gas plant procurement simpler and cheaper for the mining and mineral sector.

Mineral ownership determination is not always straight forward as in many cases the relevant details are not recorded on the latest Land Transfer title held in the local Land Registry Office. To determine mineral ownership can be difficult, time consuming and expensive especially in a confused sector. Non statute minerals can be owned by the Crown, Land Owner or other persons. Statute minerals (Gold, Silver, Petroleum, Uranium) are always owned by the Crown and thus present no problems. In simple terms the only accurate and reliable method of determining the mineral ownership under subject land is to historically search back to the first registration when the land and minerals were definitely intact. Then carefully ascertain from the evidence gathered along the way to the present day whether any legislation or private agreement altered or affected the status quo.

"INTRODUCTION The Santa River Valley of northern Peru contains extensive deposits of a good-grade anthracite that offer one of the most accessible sources of solid-fuel supply for South America. This region is served by the narrow-gage railroad of the Corporation Peruana del Santa, which taps the coal fields along the Chuquicara River and terminates at the port of Chimbote, where facilities have been provided for loading coal into ocean-going vessels.This Government-sponsored corporation is prosecuting a vigorous program of development in this region, envisaging an intensively industrialized area around Chimbot Bay, fueled and powered by the anthracite of the upper valley and a hydroelectric generating plant now being constructed in the Cahn del Fate, where the Santa River has cut through the coastal range of the Andes.This development also includes the construction of extensive irrigation works to greatly expand agricultural production in the valley and thus estab¬lish the basis for a prosperous, well-balanced, industrial and agricultural community. It is hardly necessary to point out the importance of the local anthracite-mining industry to this general plan.At the invitation of the Peruvian Government, through the agency of David Dasso, chairman of Corpoacion Peruana del Santa, a technical mission was sent to Peru in March, April, and May 1945 to examine these coals and assist the corporation in promoting preparation of the coal for most effective use in the contemplated expansion of industry and trade."

Klipspruit Colliery is experiencing coal losses, which leads to a negative impact on coal production and subsequently loss in revenue. This study aimed to identify the possible causes of coal losses in the No. 4 upper and lower seams. The objectives were to identify potential sources of coal losses through a literature survey, to identify areas where the coal losses occurred, to determine factors affecting coal losses, and to identify the most cost-effective methods to reduce coal losses. Highwall losses, top-of-coal losses, and coal edge losses were identified as the major areas of coal loss at Klipspruit. These losses were mostly attributed to the drilling and blasting practises of the pre-split, interburden waste, and the coal seams. Recommendations include re-visiting the current pre-split design and the tolerances adopted for the interburden and coal seam drilling and blasting design. It is furthermore recommended that Klipspruit implement a continuous improvement plan for the drilling and blasting and refresher training for the blasting crew and operators.

Mining companies require accurate short-term mining forecasts to meet budget targets and customer needs. Challenging mining conditions along with employee turnover and lack of standard geologic modeling and mine planning processes can result in time-consuming and inconsistent mine plans. Documentation and automation of the processes involved in mine planning, as well as proper software utilization, are critical in overcoming these challenges. This paper discusses the steps involved in achieving an optimized mine planning system to accomplish productive and cost effective operations. In addition, a case study is included to describe the process of implementing a semi-automated system whereby the geologic model and mine scheduling database are updated monthly to incorporate changes in geology in a relatively complex open-pit coal mine. This case study proves that the ability to update geologic models based on the latest information gathered from production drilling and mining activities can greatly enhance the ability to accurately predict short-term mining production.

The rapid increase of P2O5 use for food, biofuels, and LiFePO4 batteries etc. accelerates the depletion rate of phosphate reserves. In the phosphate industry, a significant amount of ultrafine phosphate has been discarded as slime tailing due to processing difficulties. The major problems associated with ultrafine particle flotation are low probability of bubble-particle collision and adhesion, and high probability of unwanted gangue particles entrainment. This paper investigates the enhanced ultrafine phosphate particle flotation probability by Eriez’ CavTube generated fine/ ultrafine bubbles and the improved flotation selectivity by wash water etc. Ultrafine phosphates with various gangue minerals of quartz/muscovite, calcite/dolomite, and iron/ silica were studied. Microscopic observations show that the entrained ultrafine gangue minerals can be minimized by using wash water in column flotation. A three-factor threelevel central composite experimental design was conducted for ultrafine phosphate flotation. For comparison, both benchtop mechanical cell and laboratory column flotation tests were performed at their optimal respective flotation conditions. Using Eriez CavTube column flotation technology for Industries Chimiques du Senegal (ICS) ultrafine slime tailings, a concentrate grade of 36.0% P2O5, was achieved at 89.4% P2O5 recovery. Improved flotation performance was achieved using column flotation as compared to benchtop mechanical cell flotation. The benefits of Eriez’ column flotation technology realized from this study include the high P2O5 grade and recovery.

A statistical technique, useful to analyze assay and other data characterized by location in three dimensions, is described in this Bureau of Mines report. If present, trends in the data are defined for the purposes of improving ore estimation, predicting ore beyond existing workings, and aiding geological interpretation. The technique is to fit linear and quadratic polynomial equations to the data through the statistical method of regression analysis. The fitted linear equations have the geometric form of hyperplanes; the fitted quadratic equations have the geometric form of ellipsoids or elliptic hyperboloids of one or two sheets. To visualize these three-dimensional forms, contour maps of a series of plane sections through the fitted surfaces are plotted. Both the fitting of the polynomial equations and the plotting of the con-tour maps are done by electronic computer to facilitate calculations and to obtain accurate results. Computer programs are described in appendixes. Methods employed are illustrated by an example analysis) based on data from a part of the Fresnillo mine) Zacatecas, Mexico.

A new methodology of an experimental-analytical approach has been developed. It is used in building an information geomechanic monitoring system for the modeling of geomechanic processes during coal seam working. The approach synthesizes experimental (in-situ) measurements of rock pressure manifestation in separate points, methods of numerical modeling of processes on rock boundaries with coal, and a seam analytical calculation of rock mass in a spatial strained state. One of the realizations of this approach is the developed theory and calculation method of adjoining rock surface shift (overhang) formation during underground working of sheet deposits and of rock mass geomechanic state determination. There are description algorithms of cavity configurations with broken lengths of faces during underground working of useful mineral sheet deposits. These algorithms have been used in computer modeling of formations of adjoining rock surface overhangs and abutment pressure upon rock mass in the area of coal faces with irrectilinear longwalls. Peculiarities of surfaces shifts and stress allocation are established for different face schemes. The use of theory and methods alloww working out techniques of automatic control to receive processing algorithms of RPM measurement results and calculate geomechanic situations within panels in the process of planning and development as well as during mining, i.e., to carry out long-term prediction, in-line control, and short-term prediction of rock pressure manifestations.

Hong Kong is one of the most rapidly developing cities in the world. With constant population growth and limited opportunities for space, the development of a fast and effective underground public transportation network is essential. Hong Kong’s Mass Transit Railway (MTR) Corporation is currently undertaking several large underground expansions to its existing network. Much of the excavation will be carried out using the drill and blast excavation method.Drill and blast excavation is common in Hong Kong and with the continued development of underground infrastructure the use of the drill and blast excavation method will increase. Although an effective method of excavation, the blasting vibrations caused during construction can have an adverse impact on surrounding structures and impose disruption on the local community.In order to minimise the risks associated with blasting vibrations, and to demonstrate that the impact on local stakeholders will remain within acceptable limits, it is generally necessary for a contractor to submit a blasting assessment report for approval by government authorities before blasting may commence.Continued increases in population density will force more infrastructure to be constructed underground. Tunnels and caverns are increasingly excavated in closer proximity to critical sensitive receivers. This leads to greater potential impacts on the community, tightening constraints on contractors and a higher level of confidence required for approval authorities. Finding a balance between the needs of the community and rising construction costs becomes more challenging.This paper presents a case study on how the blasting assessment report process has been successfully implemented for a major MTR project situated in a densely developed area of Hong Kong. It describes several methods of assessing blasting vibration impacts, innovative uses of blasting for excavation and the mitigation measures employed to provide the best outcome for all project stakeholders.CITATION:Bedford, N and Muir, J W, 2014. Also gravity separation processes have gained lately great importance due to environmental concerns, especially in the gold and silver Industries. In this sense, the paper point out how to reduce the energy consumption in grinding, and increase efficiency in both grinding and gravity separation are of utmost importance to optimize the use of the country’s resources. For these purposes, chemical additives, such as rheology modifiers have shown great potential, and deserved careful consideration.

The effect of longwall mining on streams and shallow aquifers has been the subject of numerous research studies for more than twenty years. As a result of these studies, it has become common to consider an overburden thickness of 400 feet as the lower limit at which longwall mining methods may be used with little or no effect on hydrologic systems. This paper presents the results of a study documenting the response of a large high order stream to shallow cover undermining by longwall methods in the northern Appalachian coalfield. The field site is located in a narrow stream valley where the overburden, composed primarily of limestone and sandstone units interbedded with shales and siltstones, ranges in thickness from 340 to 285 feet above the main bench of the Pittsburgh coal seam. Streamflow monitoring and monitor well measurements indicate that no significant loss zones or water table lowering resulted from undermining the stream or the adjacent valley bottom area. Additionally, hydrographs for shallow near-stream wells exhibit fluctuations related to natural seasonal variations, which are nearly identical to those observed in a non-undermined control well in the same watershed. Environmental factors affecting streamflow were monitored through the use of a control stream in an adjacent non-undermined watershed to differentiate between natural and mining induced changes in flow.

This report on the Central mining district of New Mexico is the partial culmination of an intensive U.S. Geological Survey effort dating back some 30 years. Robert M. Hernon went to Silver City in 1948 to finish a detailed restudy of the district that had been started in the thirties by Samuel G. Lasky. He was joined by William R. Jones in 1951, and Jones took over as project chief when Hernon resigned to do consulting work in 1953; it was under Jones' guidance that most of the work was brought to completion or nearly so ( 17, 22-24, 26-30). Hernon returned to the Survey in 1958 to work in .the southern Appalachians. Early in 1965 Jones urged that Hernon be reassigned to the Silver City project to help complete the Professional Paper report on the ore deposits of the Santa Rita quadrangle as well as to take over preparation of the report on the Central district for the Graton-Sales volume. This reassignment was approved, and Hernon began work on the present report. By late June he had completed most of it in draft form, and on June 28 Jones and Hernon left Denver for a short trip to Silver City to fill in a few gaps and to reacquaint Hernon with activities in the district, which he had not visited for 12 years. Late in the afternoon of June 29, 1965, as Bob and Bill were 85 miles short of their destination, their jeep collided head-on with a truck that was attempting to pass another vehicle in a cloud of dust. They both died instantly. As the most recent surviving member of the Silver City project (1958-1962), I was given the honorable though rather sorrowful task of putting the Hernon-Jones report "in shape" for publication. Fortunately the manuscript was already in good shape, so that the task has consisted of little more than minor reorganization and editing, and of preparation of the illustrations, abstract, and bibliography. The sections on wall-rock alteration had been left for Jones to complete in the light of his recently intensified interest in alteration geochemistry (25), and it is in these sections only that. the report may fall short, for they have been filled in from a 1958 manuscript by Jones on the ore deposits of the Santa Rita quadrangle that he intended to revise considerably. The shortcomings, however, are largely in the interpretation, not in the field data. As a brief but accurate summary of what was known about the geology of the Central mining district in 1965, this report stands as a fitting testimonial to the scientific dedication of two exceptional men.
