VOLUME III The objective of Volume III of this report is to provide a concise review of six major types of legal constraints, controls, and regulations on surface coal mining in the United States, as of January, 1976. At the same time, an attempt is made to format the details of federal and state exploration, mining, and reclamation regulations such that point-by-point comparisons can be made and updated as revisions occur. Thus, Volume III should provide both an executive overview and a user's manual of legal controls of surface coal mining.

Freeport Exploration initiated regional reconnaissance exploration programs in Irian Jaya, the easternmost province of the Republic of Indonesia in 1990 (see figure 1). Irian Jaya occupies the western half of the island of New Guinea. Freeport was awarded an initial contract of work which totaled 2.6 million hectares (6.4 million acres) and was subsequently awarded additional?concessions which added 1 million hectares (2.5 million acres). The concessions require work commitments and periodic relinquishments. Due to these relinquishments Freeport?s current land position totals l. 9 million hectares (4.7 million acres).

The geometry and morphology of a set of low-angle fractures around a stope in a deep Witwatersrand gold mine are explained in terms of extension fractures forming under variable conditions of stress. Primary extension fractures (E1) form some distance ahead of an advancing stope along the s1, s2 plane. With stope advance, a couple of these fractures end up in a stress regime conducive to transpressional shear and a secondary set of extension fractures(E2) is formed at a high angle to the primary fractures. i.e. at a low angle to the stope. As the E2 fractures are undermined, they migrate into a stress regime of transtensional shear and a third set of extension fractures (E3) may develop between E2 fractures. These have sigmoidal shapes, being parallel to the E2 fractures at the E2 discontinuity where s3 is negative, and curved through the un-fractured rock between E2 fractures where s3 is positive at the instant of fracturing. The fractures all display fractographic features characteristic of dynamic extension failure with striae indicative of the direction of rupture propagation and the local, instantaneous orientation of s1.

"Madawaska Mines Limited, incorporated in 1975 is the successor to Faraday Uranium Mines Limited. The history of the latter's mine development and corporate changes are outlined. This paper describes the geology of the Bancroft area and the rock types found in the mine, particularly the pegmatite which is the host rock for the uranium. The structure, mineralogy and distribution of the ore shoots are described with the method of grade control and mine development. The paper concludes with a summary of the production and mineral reserves.Location, Access, and PropertyMadawaska Mines Limited is located in Faraday Township, Hastings County, Ontario. The mine is in the N.T.S. quadrant 31 F/ 4, Bancroft sheet and near 46 degrees 01 minute latitude, 77 degrees 46 minutes longitude. The mine is one-half mile north of Highway 28, five miles (8 km) west of Bancroft, and is accessible by various highways from Toronto, Ottawa, Peterborough, and Belleville. (Fig. 1). A landing strip for small aircraft is located at the northwestern edge of Bancroft. Bancroft is a modern community with a population of 2,400. The company has the mineral rights to 2982 acres (1207 hectares) surrounding the mine workings and plant which are situated in the north parts of Lots 16 and 17, Concession XI, Faraday Township."

All the more reason to hone technical skills, reconnect with old contacts and get one’s finger on the pulse of the industry.More than 400 did just that in the balmy sunshine and among the saguaro cactus of the Tucson venue of the SME Arizona Conference.Giving the keynote speech was Patrick Merrin, vice president at Hudbay Minerals (see box), while the luncheon speaker was University Distinguished Professor Mary Poulton, director of the Lowell Institute for Mineral Resources at The University of Arizona.“Attendance was great, especially given the copper price,” said Ta Li, vice president of business development at Tetra Tech and 2001 SME President. “The luncheon speaker was one of the better ones in recent years. Her talk contained a lot of fresh ideas, and practical versus theoretical concepts.”Talk about values, not economicsPraise was unanimous for Poulton, who gave a thought-provoking talk on “The New Face of Mining: The Culture Change for Compatible Mining.” Corporate social responsibility has been embraced by the metals mining industry, and it’s being done right, she said. “So why do we have more conflict? Why are there more protests? Why does permitting take longer and longer?” Poulton made a case for an approach based on compatible, rather than sustainable, mining to present a new face of mining that can be compatible with communities, cultures and the environment, and still be profitable. When the mining industry starts to talk about compatibility between what it is doing and what “me,” as the consumer, wants, what “we,” as citizens of a community, want, and what’s good for the “world,” we’re going to see the next culture change happen, she concluded."

The froth foam seal topping system is part of a system for remote sealing of mine passages using flyash transported pnuematically from the surface. Making the final 5 percent of the seal with a foamed-in-place fire retardant polyurethane reduces the required flyash volume by 50 percent and provides a more reliable seal. Foam components are held at the surface under proper conditions of temperature and pressure; then conveyed down the borehole through individual hoses and mixed at the bottom with a static mixer. The polyol component is pre-mixed with fluorocarbon-12 which, when released from system pressure in the mixer, boils and causes the foam to expand. Difficulties in handling this particular foam formulation are offset by a flame spread index well below the 25 level by ASTM E-162 normally required for under-ground applications. Isocyanate, polyol (TDI) and catalyst are conveyed to the downhole package by three separate lines. Five additional lines operate the valving and convey solvent so that the mixer and package lines can be flushed immediately after foaming. The eight-hose bundle is provided in segments of several lengths so that bore-hole depths can be matched. Cast-in-place plastic cylinders hold the bundle together and transfer the weight of the hose through a special quick-release clamp to the crane's wire rope. The downhole package and hose bundle are deployed using a specially designed winch and crane system capable of borehole deployment to 1500 feet.

Solid-state equipment offers a number of potential advantages in the coal mining industry. These advantages can only be realized, however, through careful and judicious design of the control and protection circuitry. Problems relating to the interaction of solid-state equipment on the electrical system and the special design considerations which apply to solid-state circuitry are examined. Design guidelines are provided for solid-state applications in the areas of: (a) equipment operated from a DC trolley wire, (b) drive systems for surface mining equipment, (c) AC motor starters, and (d) electromagnetic interference.

In the mining industry, rock blasting can be considered as the first phase of comminution. The downstream phases of comminution are mechanical, and consist in consecutive stages of crushing and milling for grain size reduction. The total energy of mechanical comminution depends on grain size and on the resistance of the material to grindability. Usually, the first is quantified by the grain size distribution or one of its KPIs (such as the diameters X50 or X80), while the latter by the working index (WI), representing the amount of energy necessary to reduce the size of grains of a determined amount of material to the desired equivalent diameter (usually expressed in kilowatt hours per tonne – kWh/t). It is widely recognised that it is possible to manage the output of a blast in terms of grain size distribution varying specific charge (powder factor – PF) and charge distribution; specific algorithms such as the KUZ-RAM or the SWEBREC have been created to predict such output. It has also been demonstrated how higher PFs weaken the blasted material by creating micro-fractures that reduce its WI. This paper focuses on a related aspect: the influence of charge distribution on the specific comminution energy in crushing and milling. Small-scale blasts have been performed on 14 marble blocks with different PFs and charge distribution. For every PF, charges have been designed to simulate concentrated and distributed geometries. Concentrated charges simulate opencast blasts with large-diameter holes, with large burdens and spacings. Distributed charges simulate bench blasts with small-diameter holes and reduced burden and spacing. Three control blocks have been fragmented by mechanical means for comparison. For every sample the grain size distribution and the WI in ball mill has been determined. Results show the correlations between charge distributions and the specific energy of mechanical comminution in milling. Believe it or not, good, honest, enterprising capitalism is still alive and flourishing north of our common border, and I am living proof that capitalism is still working for the little guy. My personal story of mining development in Canada isn't all that rare -- you've probably heard something like it from other areas and other days several times -- but my case brings it up-to-date. I would like to Tell you briefly the history of Northumberland Mines Limited, a contemporary case of individual enterprise getting a mining operation underway. And if I can do it you probably can too.

A Reconnaissance of the manganese- and chrome-ore deposits of Cuba was made by the writer, as a representative of the U. S. Geological Survey, in company with Mr. Albert Burch of the Bureau of Mines, under instructions of the Secretary of the Interior, in the spring of 1918. The Cuban Government courteously detailed Sr. E. I. Montoulieu, a mining engineer connected with the Treasury Department, to act as escort and associate throughout the work on the island. The object of the study was to obtain authentic information for use of the United States Government as to the location, character, quantity, and availability of the manganese- and chrome-ore deposits in Cuba. Accordingly, the work comprised examination of such deposits as seemed to be of promise, without regard to stage of development, with a view to a determination of the quantity and quality of ore likely to become available for shipment during 1918 and 1919, and of the tonnage of ore in reserve. Wile it was possible to visit most of the deposits that seemed to be of promise, there was not sufficient time to visit all that were brought to our attention, some of which may have merit. Moreover, the necessity for paying particular attention to the ore deposits and the mines precluded the possibility of making more general studies of the geology of the region, and of making satisfactory collections of country rock and of fossils, and so for other details as to the geography and geology of Cuba the reader is referred to the report by Hayes, Vaughan, and Spencer.l Mr. Burch returned to the United States about 10 days in advance of the writer, who continued, in company with Sr. Montoulieu, investigations of reported deposits in Pinar del Rio, Matanzas, and Santa Clara Provinces. The Bureau of Mines has conducted a study of mine fires in the Anthracite Region of Pennsylvania to determine the most effective approaches to fire control in this area. The problems involved in controlling an anthracite fire include the geological and mining conditions in this area, the propagation characteristics of anthracite, the fire control methods available, the hazards associated with these fires, and the mar-ginal effectiveness of past fire control projects. From this genecal background, fire control options were discussed as they apply in ISBO to the Centralia mine fire. Probable effectiveness, feasibility, and costs were assessedv The options evaluated include four excavation plans, flooding, hydraulic flushing, water curtain isolation, mining to construct an underground carrier, burnout control, and relocation of the community. The most advantageous from a technical viewpoint is an excavation method combining complete excavation of the fire zone within the borough with trenching to confine the remaining fire. It appears that for many anthracite fires, as for the Centralia mine fire, there are no available control measures that have a moderate cost, are proven effective, and produce minimal disruption on the surface.

The historic centre of one of the most beautiful cities in Northern Europe -Amsterdam - is being excavated to accommodate the new North/South metro line. This new line is due for completion in 2012, and will link the Buikslotermeerplein district north of the harbour, underneath the Central Station and the old city with its gables and picturesque canals, to the commercial centre in Amsterdam Zuid/WTC. Three underground stations are being construction in the old city at Rokin, Vijzelgracht and Ceintuurbaan. The logistics of working in the middle of an historic city are demanding -maintaining tram, vehicular traffic and pedestrian access along narrow streets, providing suitable protection for the public alongside the working areas, arranging adequate delivery routes, as well as monitoring the old and mostly historical buildings for potential settlement. Safety of both the public and adjacent properties is paramount. Diaphragm walling - 1.2m & 1.5m thick and up to 48m deep - was chosen as the support system for the three deep metro stations. Challenging engineering as well as state-of-the-art equipment to construct the diaphragm walls was needed in order to meet the tight working specifications, in the narrowest locations imaginable. Extreme conditions call for innovative solutions.

On behalf of ME readers, the editors thank them.During the past 25 years, U.S. ball clay production (the quantity sold or used by domestic producers) increased from 788 kt (869,000 st) in 1990 to an alltime high of 1.31 Mt (1.44 million st) in 2003 (Fig. 1). Housing construction within the United States, a leading market for ball clay-based ceramics and sanitaryware, began to decline in 2005, which resulted in a considerable decrease in sales of ball clay that continued through the 2008-2009 economic recession. After bottoming out at 831 kt (916,000 st) in 2009, ball clay production steadily increased through 2015 (Fig. 1). Estimated sales in 2015 were 36 percent higher than those in 1990 and 18 percent lower than those in 2003.Four companies (H.C. Spinks Clay Co., Imerys S.A., Old Hickory Clay Co., and Unimin Corp.), mined ball clay in five states during 2015. An estimated 1.7 Mt (1.18 million st) of ball clay valued at an estimated $47.5 million was sold or used by U.S. producers, a 4-percent increase from 1.03 Mt (1.14 million st) valued at $45.2 million in 2014. Approximately 65 percent of total ball clay production was air-float, 25 percent was crude or shredded and 10 percent was water-slurried"

This paper on the out-and-fill method of mining is one of a series on mining methods published by the United States Bureau of Mines. It has been compiled chiefly from recent publications of the bureau describing in detail mining methods and costs at various mines. Other sources of information were the technical press, the Transactions of the American Institute of Mining and Metallurgical Engineers, the Mines Haudbook, and company reports. References other than those mentioned in Table 1, which lists the mines entering into this discussion and gives general data regarding them, are given in the body of the paper. The authors wish to acknowledge the kind assistance of many operating officials, either through correspondence or in the course of numerous visits to their mines. DEFINITION OF CUT-AND-FILL STOPING The out-and-fill method of stoping is that method in which relatively small sections or slices are taken successively from the lower surface of a block of ground by open-stoping methods, the broken ore being removed and each section filled with waste material before the next is mined. This definition excludes shrinkage stoping, even with subsequent filling; it excludes square-set and fill methods; it excludes the Mitchell slice method, which may be classed as underhand square-setting; it excludes the systematic use of stull sets and filling, which is a variation of square-setting; it excludes any method involving the caving of the ore, walls, or overburden during the process of extraction, although caving may be allowed to take place when the waste fill is withdrawn for use in other stopes; and it excludes any open-stope method without filling. Through variations, which will be discussed later, the cut-and-fill method merges into shrinkage stoping, open stoping, or square-setting. The use of casual timber support, such as props, stulls, or timber cribs for holding up weak portions of the back does not constitute a change from cut-and-fill to square-set mining.

THE Hamilton Works of The Steel Company of Canada is a fully integrated steel plant with an annual capacity of three million tons. Located on the south shore of -Hamilton bay, it is in the centre of Hamilton's industrial belt. The heavy concentration of industrial activities found in this area, accompanied metallurgical well-known sources of pollution which are normal to urban areas is creating a pollution problem which concerns both industry and the general public. The Steel Company of Canada has recognized this problem and, accordingly, has adopted the policy of integrating suitable pollution control devices into its new installations. Much effort is also being expended to control the emissions of air contaminants from the existing equipment. At the Hamilton Works, there are two main sources of metallurgical dust emissions to the atmosphere -the Open Hearth furnaces and the Sinter Plant. ABSTRACT: Use of cemented paste backfill (CPB) offers economic and environmental advantages over other backfill methods. However, many operations have limited knowledge of how their CPB behaves in situ. Therefore, to avoid over-pressuring containment barricades, backfilling strategies necessarily tend to be conservative. In situ monitoring at Barrick Gold Corporation’s Williams Mine and Inmet Mining Corporation’s Cayeli Mine has been conducted and factors controlling barricade pressures are demonstrated, including rise rates, binder content, stope geometry, and tailings properties. The application of barricade pressure monitoring on a stope-by-stope basis can increase backfilling efficiency and, thus, reduce stope cycle times, while maintaining optimal safety.

A variety of modeling techniques can be utilized to forecast metal production at heap leaching operations. These approaches reflect a wide range of complexity, flexibility, time to implement, cost, and accuracy. For many operators, a spreadsheet-based modeling technique is attractive since the calculations are directly accessible, models can often be developed by site staff, and the results are generally easy to extract and interpret. The authors have developed a spreadsheet-based modeling technique that provides a high degree of flexibility, while still considering detailed operating information for ore properties, leach kinetics, scaleup factors, lift height, and in-heap metal inventories. The technique involves establishing kinetic leach curves for each ore type to characterize metal extractions, followed by application of separate metal recovery curves to define the rate at which leached metals exit the heap in pregnant solution, taking into account delays due to the in-heap solution inventory. At any point in time, the difference between total metal extracted and total metal recovered is equal to the in-heap inventory of the leached metal. This modeling technique is particularly useful for larger multi-lift heaps where delays in metal recovery are appreciable due to in-heap solution holdup. The technique is also applicable to sites with multiple heaps, leach cycles, and/or metal recovery plants (e.g., carbon columns for gold; solvent extraction for copper). This paper describes the modeling technique, including input data required and methods for defining kinetic leach curves and metal recovery curves. The technique is compared against an alternative spreadsheet technique using a simplified in-heap solution inventory calculation to forecast metal production, which has proven to be effective at a number of sites.
