In 1948 the United States became a net importer of oil. Coupled with an unpre- cedented domestic production of 5,900,000 barrels daily, imports approximating 500,000 barrels made available a total supply of 6,400,000 barrels a day. Thus, by herculean effort, the oil industry was able to meet an extraordinary demand at home and, in addition, to ship abroad almost 400,00 barrels daily of petroleum and products. The country's oil position now differs greatly from that prevailing at the be- ginning of World War II. Then, actual oil production averaged about 4 million bar- rels a day, and productive capacity probably was greater than 5 million barrels a day. As the demand of the military and industrial machine grew with the rising tempo of the drive toward victory, the United States not only met its own needs but pro- duced about two-thirds of the total oil requirements of the Allied Nations, excluding Russia. As a people, we can be deeply grateful that the Nation's petroleum resources were adequate and sufficiently developed to support such a tremendous effort. Even in those critical hours when immediate needs were the paramount issues, a prudent Congress paused to contemplate the importance of an assured long-term supply of liquid fuels. From these deliberations came the Synthetic Liquid Fuels Act of 1944, which authorized research and development work on new sources of oil coal, oil shale, and agricultural and forestry products. ce World War II, a civilian demand for 6 million barrels of petroleum prod- ucts has become the order of the day every day. By drilling as many as 39,000 new wells a year, the production rate has been increased enough to meet domestic require- ments by a bare margin. Some imports were necessary, however, to fill both domestic and foreign demands, and these doubtless will increase. Is this policy of exploration within the United States and the development of oil in foreign countries adequate insurance for the fulfillment of our future national needs? This question has two aspects one purely civilian and economic in character and the other significant from the standpoint of our national defense. There are now approximately 4,000 producing oil fields in this country. At first thought, it would appear that production could decline in a considerable number of these fields without materially affecting the over-all daily output. However, 48 percent of the oil comes from only 111 major fields which contain 50 percent of the total proved domestic reserves. It is apparent, then, that the flow from large fields - having proved reserves of 100 million barrels or more each must be sustained if daily production is to be kept at the present levels. Essentially, this means that new major fields must be discovered about as rapidly or perhaps more rapidly than the older ones lose productive capacity. From 1940 through 1947, only eight major fields with estimated reserves of more than 100 million barrels each, were discovered and proved - an average of one such field a year. The total estimated reserve of these eight fields was less than 1 year's supply at the present rate of use. As drilling continues, some existing fields ultimately will prove reserves larger than those now known. Without a pronounced increase in the num- ber of major discoveries, however, the prospects for increasing our present productive level are not encouraging. Any gap that appears between domestic productive capacity and demand could be filled with supplies from proved oil resources abroad. Bis-basic ethers off fluorene and fluoren-9-substituted derivatives such as tilorone have been reported to inhibit silica-induced fibrosis in rats. The potential antifibrotic potency of 2,7-bis (diethylamino) ethixy fluorine fluorenone (F-9-H.H), fluorenoxime (F-9-one), and fluorenol (F-9-ol) was F-9-axime > F-9-one ~ F-9-H,H > F-9-ol. Since the release of reactive oxygen species and growth factors from alveolar macrophages (AM) in response to silica exposure has been linked to the development of pulmonary fibrosis, the present study was carried out to determine the inhibitory effects of these compounds on rat AM activity in vitro. The following parameters were monitored: (1) cellular viability; (2) zymosan-induced respiratory burst activity (superoxide and hydrogen peroxide release, chemiluminescence, and oxygen consumption) of AM; (3) drug binding to AM; and (4) lipopolysaccharide (LPS)-stimulated interleukin- I (IL-1) release from AM. The bis-basic ethers, at 40 did not affect cell viability when incubated with AM for 30 min, but significantly inhibited zymosan-induced macrophage respiratory burst activity. The inhibitory effect of these agents was F-9-oxime > F-9-one ~F-9-H,H > F-9-ol. Binding of these drugs to AM was time and dose dependent, and exhibited the following binding affinity: F-9-oxime > F-9-one > F-9-H,H > F-9-ol. F-9- oxime was shown to inhibit LPS-stimulated IL-I release by AM in a dose-dependent manner. This inhibition of IL-1 release by AM cannot be explained as a decrease in viability. In addition, these drugs were also shown to impair human fibroblast proliferation in response to serum stimuli without impairing cell viability. These results indicate a positive correlation between drug binding to AM or other cell types and their inhibitory effects on cellular activities including oxygen consumption, superoxide release, hydrogen peroxide secretion, chemiluminescence, IL-I release, and proliferation. The ability of-these bis-basic ethers to modify AM and fibroblast functions in vitro suggests that further investigation of their reported antifibrotic potency in vivo is warranted.

So far as is known , there is no complete bibliography on sampling, therefore , this one should be of value . In it are nearly eleven hundred references , some dating back 30 years , on sampling at mines , mills , smelters , power plants , pumping stations and refineries . For convenience , there are included a few references to methods for sampling such materials as leather belting in mills , salt impregnated soils , and mine waters . All the important technical journals , - including some in foreign countries- and engineering society publications , also mining and metallurgical text - books , have been studied for anything concerning sampling , and while it is not claimed that every important reference has been listed , the bibliography is fairly complete . The arrangement is alphabetical by authors ' names , and the references are numbered serially in the crder that they appear in the bibliography . Anonyous references are listed under the name of the journal in which they appear , and are numbered like the references bearing an author's name . Patents are grouped in their numerical order , without index nu.bers . Under the heading , " U.S. Bureau of Mines Publications " , are listed all publications of the bureau that deal with sampling . While the serial number is omitted , these same references , of course , have serial numbers where they appear in the list arranged alphabetically by authors .

The project involves the construction of a new aqueduct tunnel by an Earth Pressure Balance TBM tunnel for the Novaliches-Balara Aqueduct No 4 (NBAQ4) project in Metro Manila. It comprises a 7.3 km long and 3.1 m internal diameter tunnel that can deliver up to 1,000 MLD of raw water and the tunnel passes under urban residential and urban populated areas adjacent to and along Commonwealth Avenue. A new reservoir intake structure was constructed in the La Mesa reservoir by a cofferdam and the TBM breakthrough connected the reservoir to the outlet surge shaft structure and the downstream pipe network system connecting to the Balara Water Treatment Plant. The TBM incorporated a double articulated head configuration to allow tight 80 m radius curves to navigate some of the difficult alignment considerations. The alignment passed very close to some existing foundations for MRT7 and needed to clear several tight curves to remain within government land ownership. The project excavated through the local Guadalupe weak rock formations and there was minimal ground movements observed as a result of the work.

Recent highly publicised incidences of disastrous containment failures, none more pertinent than the 2019 iron ore tailings dam failure in Brumadinho, have focused the world’s attention squarely on the often-challenging subject of tailings storage. Unwanted ultrafines, that are deemed to be unworthy of further treatment or not to have further saleable value, are therefore a significant issue for mine owners looking to reduce risks and perceptions associated with long-term storage of tailings. In this context, there are strong drivers to identify safer approaches to ultrafine tailings management, especially if it can also lead to increased revenue, together with better water stewardship and environmental outcomes. The better management of tailings needs to be considered from both containment challenge and processing opportunity perspectives. This paper focuses on the latter, reviewing from a technical and economic perspective, the feasibility of more extensive processing and/or reprocessing of specifically iron ore tailings, in a bid to reduce the overall volume for management in long-term storage. Herein the opportunity lies in recovery processing, as much as enhanced thickening and/or mechanical dewatering, and therefore the paper discusses both issues as equally important sides of the same coin. Recent interest in iron ore ultrafines processing and reprocessing studies suggests that the enhanced processing of iron ore tailings offers multiple perceived advantages. Apart from a potential reduction in tailings volume, associated with safer containment, lower environmental impact and improved water management, the prospect of increased revenue from additional Fe recovery presents supplementary motivation for iron ore players to embrace this approach, as further elaborated in this paper.

This Kaiser Engineers report on the feasibility of surface mining on the North Slope of Alaska has considered the quantity and quality of the North Slope deposits with attention paid to the economic, technical, and environmental constraints of the mining systems suggested for the three candidate minesites at Kukpowruk River, Elusive Creek, and Kuk River. Site selection, based on coal rank and quality as well as seam thickness and geometry, also considered demonstrated and hypothetical reserves relative to three mining systems (dragline, shovel, dragline and shovel), mining equipment requirements, infrastructure, and transportation relative to the Arctic environment and costed for potential markets. Throughout the report the delicate permafrost environment has received particular consideration. Recommendations based on the technical, economic, and environmental feasibility of mining the coal deposits of Northern Alaska by surface mining techniques have resulted in two conclusions: 1. The coal deposits can be mined with currently available technology; 2. It is uneconomic to mine these coals given current coal resource estimates, costs, and market conditions. THIS-report gives results of in investigation of the carbonizing properties of 18 coals, including 2 from Alaska, 12 from British Columbia, 3 from Washington, and 1 from Utah. Each coal was carbonized in the standard 13-inch Bureau of Mines-American Gas Association (BM-AGA) retort at 900° C. Plastic properties were determined by the Gieseler and Davis methods, and agglutinating and free-swelling properties were determined by standard methods. Expanding properties were measured in the Bureau of Mines sole-heated oven. From the results of the tests on these single coals, three coals from the Crowsnest area in British Columbia, representing Elk River Nos. 4, 9, and 10, were selected for blending with the Utah coal, which was from the Lower Sunnyside bed, Horse Canyon mine, Emery County. Lower Sunnyside also was blended with Wilkeson -Nos. 2 and 3 (Washington) coals, Pocahontas No. 3 from McDowell County, W. Va., and the Oklahoma low-volatile coal used in the blend carbonized at, the Provo, (Utah) coke plant at the time this investigation was started. Most of the blends contained 3 percent hard pitch, which is the proportion used at the Provo plant. The blends were also carbonized in 13-inch BM AGA retorts at 900° C. High-volatile B coal from the No. 3 bed, Evan-Jones mine, Lower Matanuska, Valley, Alaska, yielded poorly fused coke or char. M-bed coal from the Chickaloon mine, Upper Matanuska. Valley, Alaska, ranked as medium-volatile bituminous and coked strongly. It expanded 39.6 percent in the sole-heated oven at a. charge density of 55.5 pounds per cubic foot..

Lead was mined and smelted near Falling Creek, Va., to supply the local demand for bullets and shot. This was the first mining and smelting of lead in what is now the United States. 1632. "INTRODUCTION The South Hecla mine, one of the principal mines of the Alta United Mines Co., is situated at Alta in thee Little Cottonwood mining district, about 30 miles southeasterly from Salt Lake City, Utah. The mine has produced copper, lead, zinc, gold, and silver, and is reported to have been one 'of the principal sources of this country's bismuth from 1912 to 1925. The tungsten mineral, scheelite, has been found but has not been recovered. The extreme need for these minerals during World War II prompted an examination of the property by the Bureau of Mines and resulted in an unpublished report entitled ""The South Hecla Mine, Salt Lake County, Utah"" (fig. 1).A Bureau of Mines project 3301 was initiated, and operations were started early in 1943. The primary purpose of the project was to increase substantially the reserves of bismuth and tungsten ores. The critical situation in regard to lead, copper, and zinc developed during the early stages of the operation, and the work was expanded to include the development of ores 'of these metals.An investigation of 'the Albion, Rustler, and Greeley workings adjoining the South Hecla mine was made, and this work is also described (fig. 2); ACKNOWLEDGEMENTSIn Its program of investigation of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. It is the policy of the Bureau to publish the facts developed by each investigative project as soon as practicable after its conclusion. The Mining Branch, Lowell B. ANOTHER meeting of the Institute has passed into history and it fully sustained the reputation of the Institute as a live organization of the men, and nowadays the women, concerned with the mineral . ? industries and those working therein. The field meetings of, the 1nstitute are cine of its pleasantest and most valuable features. As Dr. Raymond used to say, ((It is good for a mining engineer once in a while to see a mine" and these meetings bring back to the mines those who, through progress into higher executive positions, have come to visit them infrequently, at the same time that they give opportunity for the .younger men to see regions and mines aside from those in which they are then working. This, and the formal and' informal interchange of information resulting,, is of the greatest professional value to all, while the meeting of old and making of new friends causes each meeting to be notable in turn. This year's meeting at Salt Lake City was one of the largest that has been held outside of. New York City; 470 members and guests registered while many more were present at the sessions without attending to this formality. '

Mine drainage and mine reclamation are topics of major interest to the mining industry, federal and local governments, and the general public. This publication and its companion three volumes are the proceedings of a conference held in Pittsburgh, Pennsylvania, April 24-29, 1994. There were twelve sessions (69 papers) that dealt with mine drainage, including modeling, geochemistry, prediction, treatment, control strategies, characterization, hydrology, and case studies. These sessions comprise volumes 1 and 2. The six sessions (34 papers) that dealt with reclamation and revegetation of disturbed lands are included in volume 3. Volume 4 includes the six sessions (34 papers) that dealt with such topical issues as fires at abandoned mine sites, subsidence, hydrology, mine wastes, and policy. Poster session presentations are represented by 49 papers and 92 abstracts that have been placed in the back of volumes 2, 3, and 4, consistent with the subject of that volume.

UNEMPLOYMENT is the most ominous shadow ahead of the industrial nations today. Only two great industrial countries are free from unemployment, France and the Soviet Commonwealth. In France the social unit is the family, not the individual. This has saved France. In the Soviet Commonwealth, development is proceeding so rapidly from agricultural to industrial that there is still a dearth of muscle workers in the non-agricultural enterprises. In the other industrial countries unemployment results both from acute temporary recession in industrial activities and from the rapidly increasing substitution of the machine for the man. Temporary recessions can be mitigated, alleviated by makeshifts, often ill considered. Secular recessions due to a fundamental change in the way of accomplishing physical, chemical results cannot be cured by any makeshift. There must be a period of transition. There is therefore before us the three- fold problem, immediate, prosimate and ultimate.

Daring to try where others had failed, Herbert and Lou Henry Hoover translated from the Latin the principal (and first) textbook on the mining and metallurgical profession, De Re Metallica, 1556, which had been in use for two centuries and then had lain dormant for 350 years in a language unreadable except by a chosen few. Thus the Hoovers enriched the English tongue with a vitally important contribution to history in the fields of mining, metallurgy, and chemistry. To them it was a joint hobby, because they were actively interested in the beginnings of the mining profession in which they had both been trained. Illuminating the years of toil to perfect this translation shone their ideal of service to humanity, since, in the Preface, they refer to their task as "a labour of love", which had to find the moments for its execution in night hours, weekends, and holidays, extending over a period of about five years. And they add: "If the work serves to strengthen the traditions of one of the most important and least recognized of the world's professions, we shall be amply repaid". While a student at Stanford University, during the years of 1891-95, Herbert Hoover had become familiar with a copy of this Latin mineralogy classic, De Re Metallica, a rare book in the private library of Dr. John C. Branner, at that time head of the department of geology and mining. Another Stanford student in geology was also examining and studying the ponderous volume of twelve 'books'. She was Miss Lou Henry, of Monterey, who graduated in 1898, and the following year became Mrs. Herbert Hoover. Interwoven through the tapestry of their life experiences gleamed the silver thread of their interest in this mediaeval Latin textbook. Just nine years lacer, the Hoovers had commenced their translation, while they were in temporary residence in London after the seething years in China under the shadow of the Boxer rebellion.

Methods for increasing compliance to medical and health regimens were reviewed along with similar research in industrial and mine safety. Principles abstracted from both areas suggest that compliance with health and safety practices is improved when: (1) Workers are cooperatively involved with management in setting safety goals and planning for their achievement, (2) the program has the support of workers, supervisors, and management, (3) specific tasks responsible for injuries are targeted, (4) company organizational policy, educational, and behavioral programs work together toward the same goals, (5) workers and supervisors are frequently informed about their degree of correct task performance, and (6) programs are monitored by the frequency of correct performance of targeted tasks, (the means to lowered accident rates) rather than by lowered accident and injury rates themselves (the goals for safety programs.) Safety programs that incorporate these principles increase persons' adherence to specified health and safety practices and subsequently decrease injury rates. It is recommended that: (1) a group of experts be convened to study the application of these principles to coal mine safety programs, and (2) a short course for safety trainers be developed to demonstrate how these principles can be used to strengthen existing mine safety programs.

Mercury, or quicksilver as it is often called, has many applications in modern technology. Used principally in electrical apparatus, industrial contol instruments, insecticides and fungicides, electrolytic preparation of chlorine and caustic soda, chemical processes, pharmaceuticals, and dental preparations, the liquid metal has unusual properties that make it a preferred material for many industrial uses. United States consumption of mercury during the past 40 years shows a rising trend. In all except 4 years, U.S. production has been less than the domestic requirement, and imports, principally from Spain, Italy, and Mexico, have supplied most of the deficit. After World War II, domestic output decreased rapidly until 1950, when it was the lowest in the 100 years covered by production records. Higher mercury prices since 1950 have reversed the decline in domestic output and reduced the gap between U.S. production and consumption. Domestic output in 1958 was the highest in peacetime since 1883; however, the nation still imported 28 percent of its mercury requirements from 1950 to 1960 the price of mercury was high as a result of industrial applications of the mercury cell, the impact of the cold war and the Korean war, and the Government stockpiling program. The stockpiling program, in effect, put a floor under mercury prices even though only 9,428 flasks of domestic mercury went into the stockpile under the original program which ran from July 1954 to December 31, 1957. Under an extension of the program, an additional 17,463 flasks was purchased.

"INTRODUCTION The highly mechanized character of modern warfare makes steel the most vital raw material. The shortage of steel scrap in the United States is forcing the use of increased quantities of pig iron in steel manufacture, so that the rate of pig-iron output will continue to be the controlling factor in steel production. 5/ At the same time, the construction of new blast furnaces is limited both by time and the amount of strategic material available. Under such circumstances, every effort must be made to attain and then maintain maximum pig-iron output from the equipment now in use.When forcing a blast furnace to the ultimate in production the highest standards for quality and uniformity of the coke must be maintained. In view of these facts, the Bureau of Mines, in cooperation with the Office of the Solid Fuels Coordinator for War, is surveying the coke industry to study the various steps in producing coke of higher quality and greater uniformity. 6/ The engineers conducting the survey are visiting key men in coke-oven and blast-furnace organizations to determine, first, the major and most common problems in coke production and use; and, second, the best and quickest method for solving them. Various operators have made good progress in solving individual problems, and a Nation-wide exchange of information among them will make possible widespread adoption of the best practices. It is the purpose, of the survey and reports such as this preliminary one to facilitate such exchange of information. As an outgrowth of the survey, it was soon revealed that many operators could be helped by cooperation with various Government agencies, particularly to procure suitable coals, minor additions to equipment facilities, and tests on certain properties of coal or coke, or specific advice concerning the operation of various types of equipment. The machinery and organization necessary for securing this cooperation have been set up as a part of this work."

In the years 1850 to 1923, the United States produced 2,426,000 flasks- (73,600 metric tons) of quicksilver worth $120,500,000. California yielded 2,195,000 flasks of this total; the remainder came from Texas, Oregon, Nevada, and A.rizona. Most of this metal has been extracted from low-grade ores, those containing less than 0.5 per cent mercury or 10 pounds per ton. The finished product or " virgin metal" is made at the mine and shipped in flasks. Quicksilver is unique in being the only metal that is liquid at ordinary temperature. Because of this and other physical and chemical properties, it is perhaps more indispensable to industry than any other metal. On the other hand, the quicksilver industry of the world is of vanishing significance" when compared to the major mineral industries with respect to quantity and value of product, capital invested, or the number of men employed. The peculiar value of quicksilver is due to the fact that in some of its applications no substitute is available and in others the substitutes would be unsatisfactory or extremely expensive. Scarcely a branch of science or industry fails to make some use of mercury or its compounds. As a detonator for explosives, mercury fulminate holds first place and in safety and reliability could be replaced only by the highly expensive silver fulminate.t vThrough its use in detonators and in the metallurgy of the precious metals quicksilver is of special importance to mining. In medicine,in the manufacture of electrical apparatus, the production of pigments and antifouling paints, and the general field of experimental science quicksilver is equally indispensable.

Limestone deposits that have not been demonstrated to be of such quality as to give them any substantial value over other limestone deposits of the same region, are not regarded as minerals. Kimbley v. Luckey, Okla. - 179 Pacific 928, p. 831. OWNERSHIP OF MINERALS LACHES NO BAR. The owner of minerals in land can not be barred by laches for failing to assert his ownership where his title had not been ques- tioned and his right invaded. No lapse of time bars one's right to property and it is only in case his right has been invaded that it can be barred by laches.

After a decade of high copper prices, major mining companies are renewing their interest in purchasing operating properties and/or development of ore bodies. An existing operation carries with it a history that can present unique opportunities, while a greenfield operation allows for the establishment of a defined culture. Capital investments are distinctly different. A comparison of BHP Copper Robinson Operation, a greenfield property, and BHP Copper Tintaya Operation, a government owned Peruvian property, will provide insights into mining, concentrating and cultural differences between North and South American Operations.

Antitrust Investigation Dropped. - The Department of Justice announced that it was dropping its 5-year investigation of the aluminum industry. The investigation was over whether the aluminum companies were acting as if they were a shared monopoly. Deep Seabed Mining. - The Department of Commerce's National Oceanic and Atmospheric Administration (NOAA) has established an Office of Ocean Minerals and Energy which will be responsible for implementing the Deep Seabed Nard Minerals and Energy Act and the Ocean Thermal Energy Conversion Act. It will establish licensing and regulatory programs.
