In 2010, MSHA began holding hearings on a new coal mine respirable dust rule, which proposes a 1.0 mg/m3 standard, a separate 0.1 mg/m3 quartz standard, and the use of single-shift samples for compliance. Small mines largely comprise the ?hot spots? where dust diseases of the lungs increased dramatically over the past decade. This paper presents findings on the feasibility of small mines? compliance with the proposed new 1.0 mg/m3 standard. It gives probabilities of noncompliance by MSHA district, seam height, and selected ?hot spot? counties. Because silicosis and respirable quartz dust appear to be the primary issues related to a recent doubling of the prevalence of dust diseases of the lungs, multiple regression models for prediction of the average total quartz content of compliance samples are given. These findings have significant implications on the need for better dust control methods.

The projection of operating costs for mining, processing, and other site operating costs is an exercise which can be fraught with considerable peril. Not only are the physical characteristics of each mineral property unique, but a range of other factors will influence the consultant's approach to compiling cash flow estimates. This paper details some of the techniques used in estimating operating costs for use in order-of-magnitude cost studies and feasibility studies, and describes how to avoid common areas of difficulty. A series of examples relating to open pit gold mining and processing cost estimates illustrate these problems, and various corrective methods are described. The mining and treatment processes, and their associated cost elements, are followed in sequence of operation from on-going ore delineation through to disposal of the product. In addition the problem of assigning management, administration and overhead costs along with taxation allowances is addressed. Of critical importance is the application or possible misapplication of accrual procedures to the cost elements. In many cases such misapplication can introduce more pronounced errors with projects of short duration, such as the typical open pit/C.I.P. gold operation commenced in the last decade. The importance of providing verification of estimates depending upon the standard of the cost study is also investigated, and opinion is provided upon the minimum levels of verification necessary at various stages. Finally, the amalgamation of the various individual cost elements into a coherent whole is reviewed.

The evolution on the computer in the last 10 years have caused a big change on the way the mining companies are doing exploration. The following factors have contributed to that change: the downgrade of computers and software cost associated with the “usability” (easy of use) of the present systems (remember the old DOS and UNIX systems). New systems are more focused on the users rather than on the experts in applications, meaning that the geologist must understand geology and not operational system, programming, etc. Market conditions requires exploration to be faster and more intelligent than in the “old” times, and companies are always demanding quicker answers from their geologist group as well as lower exploration budgets. Exploration teams must be more effective and efficient. In this sense, the only way to achieve those requirements is to use the proper techniques, methods and tools on the diverse stages of exploration. Its necessary to consider that the costs of data acquisition increase, almost exponentially, through the stages of exploration, from grass roots to advanced stage.

WHY DO AN AUDIT? There is increased enforcement of environmental laws and regulations at State and Federal levels with attendant steep fines and even the possibility of jail sentences. We are all aware of environmental and public health and safety incidences (i.e., Love Canal, Bhopal) which have led to stringent laws and regulations (i.e., CERCLA, RCRA, SARA). In some cases, the courts have specified that a company institute an audit program as a condition of settlement of claims which related to lack of environmental control. The U.S.EPA issued an Environmental Auditing Policy Statement in the November 8, 1985 Federal Register (pp. 46504-46508) which encourages the use of environmental auditing by regulated entities. Elements of what EPA considers to be an effective environmental auditing program are outlined and briefly explained. These factors combine to indicate why there is a growing number of companies which have instituted an audit program. Briefly, the program can and should be used to monitor compliance with environmental regulations and corporate policy, to prevent violations, to improve policies and procedures, to raise the level of environmental awareness, to encourage communication among operations and all management levels about environmental problems, and to measure risks and control costs. AMAX Inc. has had an environmental audit program since the early 1970's. The AMAX Environmental Affairs Department, working with the Law Department, oversees and coordinates environmental audits and analyzes the findings which an audit reveals. Facilities are audited on a regular schedule; those having the greatest potential for environmental liabilities are audited at least annually; other facilities are audited less frequently. The question of who performs the AMAX audits was settled in favor of the audit team being independent of personnel from the facility being surveyed. Other methods of auditing could be the following: - Independent contractor (Appendix A) - Combination of independent contractor and in-house staff - Self-audit by site personnel The merits and demerits of who should conduct the audit can be analyzed to suit your particular needs. Next you need to decide on the procedure for the audit and the form for reporting and follow up. Environmental publications referenced in Appendix B can be helpful to you at this point. After deciding on the form of auditing, a schedule is prepared and followed to the closest extent possible. This schedule should be published and distributed to the sites so facilities know when they are being audited. This is not designed to be "a game of hide and seek." Various elements of the AMAX Audit Program are as follows: Team selection Pre-visit preparation Site visit Exit interview Report Using the audit Follow-up Team Selection The usual make-up of the team is the audit manager, the environmental specialist who normally provides assistance to the site or has knowledge about the operation, and a legal representative if his or her schedule allows. The legal representative will review the findings of the audit team if a personal visit is not timely or necessary. Size of the team can be expanded, but a minimum of the audit manager and the environmental specialist is best. Two sets of observations are better than one. The environmental specialist can also provide the rapport which is beneficial to creating the appropriate tone so that the site people will be as cooperative as possible. This is not to be an antagonistic exercise.

Keywords: Pyrometallurgy, steel, hearth, blast furnace The Mittal Steel Company operates about 36 blast furnaces on four continents. Furnaces range from 1100 m3 to 4800 m3 inner volume. The focus of the group is to push for increasing productivity and increasing campaign life. This has been especially challenging, as many of these furnaces were not equipped for long campaigns during their prior rebuilds. Monitoring and operating practices have to be modified to match the new philosophy. Mid-campaign hearth repair strategies and hearth design philosophies have had to be reconsidered. The paper describes experiences with the current hearth designs and measures taken for hearth life extension. Additionally, the philosophy of recent hearth re-designs is discussed.

This paper presents the results of ground vibration measurements carried out in Gülyali Hisarcik Basalt open pit mine located on the north side of the Anatolia near Ordu province in Turkey. Within the scope of this study in order to predict peak particle velocity level for this site, ground vibration components were measured for 5 shots during bench blasting. In blasting operations; ANFO (blasting agent), gelatin dynamite (priming) and delay electric detonators (firing) were used as explosives. Parameters of scaled distance (charge quantity per delay and the distance between the source and the station) were recorded carefully and the ground vibration components were measured for all blast events using 5 different vibration monitors (4 White Mini-Seis and 1 Instantel Minimate Plus Models). The absolute distances between shot points and monitor stations were determined using GPS. The equation of square root scaled distance extensively used in the literature was taken into consideration for the prediction of peak particle velocity.

Drilled shafts are widely adopted as the foundation for sound walls. However, there has been a lack of uniformity in design and analysis methods and design criteria, in terms of factor of safety against ultimate capacity failure as well as the allowable deflection. In order to establish a uniform design methodology for the drilled shafts supporting sound walls in cohesive and cohesionless soils, respectively, a database of full-scale lateral load tests on fully instrumented drilled shafts was collected. Based on the compiled database, existing design methods and design criteria of laterally loaded drilled shafts were evaluated. Broms method and COM624P (or LPILE) are suggested as the design methods for drilled shafts supporting sound walls in both cohesive and cohesionless soils. Additionally, the corresponding design criteria, including factor of safety and permissible deflection, for both design methods are recommended. Two full-scale lateral load tests on fully instrumented drilled shafts were subsequently conducted in Colorado to further verify the design recommendation. A comprehensive geotechnical investigation program was also carried out at the two new lateral load test sites that included pressuremeter test, SPT, as well as laboratory triaxial consolidated undrained tests and direct shear tests on the soil samples taken from the lateral load test sites. The test results obtained at these two load test sites were employed to validate the recommended geotechnical design and geotechnical testing methods for the drilled shafts supporting sound walls.

During the 1980s, a revolution has been taking place in industrial minerals marketing. Transportation deregulation and a handful of creative marketing and distribution managers have completely changed the rules for marketing many industrial minerals. Minerals are being transported much farther than in prior decades and at much less cost. Bulk and package terminals are becoming increasingly common as a means to take advantage of freight rate savings and to provide enhanced service to faraway customers. Water and rail transportation are being used increasingly to penetrate markets considered unreachable just a few years ago. No longer do the textbook rules of thumb for industrial minerals marketing apply. This author recalls three of those rules he was taught in mineral economics graduate school in the 1970s. As recorded in class notes: • construction aggregates are seldom shipped more than 32 km (20 miles) from the quarry; • cement is sold within 240 km (150 miles) of the mill; and • industrial sand is sold regionally - it is freight constrained to a market radius of no more than 320 to 400 km (200 to 250 miles) from the plant. And yet, the author looks up in 1989 and observes overland movements of aggregates of many hundred miles, overland movements of cement and industrial sand of 1600 km (1000 miles) or more, and water movements of both aggregates and cement into the United States from sources halfway around the world. Truly, industrial minerals are in the midst of a marketing revolution. The companies that have led this revolution have enjoyed considerable financial success in the 1980s. They have enhanced their profitability by increasing market share, capacity utilization, and average selling prices by taking product to remote markets where premium prices are available. They have consistently outperformed their competition, many of whom remain unaware that the marketing revolution going on around them is actually a transportation/distribution revolution. This paper presents the results of a test program evaluating the impact of sample mass on the precision of Stage 1 gravity recoverable gold (GRG) test results. Four ore types ranging from low to high GRG contents were the focus of testing. A method to predict the influence of sample mass on the confidence limits of the Stage 1 GRG test result is demonstrated. The results suggest that although small samples tend to overestimate Stage 1 GRG in samples with low gravity gold values due to higher mass pull to concentrate, such samples can give acceptable estimates of the Stage 1 GRG content with focussed sample treatment protocols.CITATION:Giblett, A and Napier-Munn, T J, 2015. Concrete is a mixture of a fine aggregate (sand), a coarse aggregate (gravel), cement, and water. Cement itself is the most expensive of the ingredients but generally amounts to only about 10% of the concrete mixture. Cement raw materials include calcium, alumina, iron oxide, silica, and gypsum. They are heated and chemically changed into clinker "minerals," which are then ground and shipped as cement. Each of the four main clinker minerals-tricalcium silicate, dicalcium silicate, tricalcium aluminate, and tetracalcium aluminoferrite-impart specific strength and compositional properties to the final concrete product. During hydration of the cement, chemical changes produce new minerals that include calcium silicate hydrate gel (C-S-H, the main constituent of hydrated cement paste), calcium hydroxide, and calcium, sodium, potassium, and sulfate ions, among others. Two main reactions can occur that may be deleterious to concrete. Normal cement pore solutions, in a hydrated cement, contain sodium hydroxide and potassium hydroxide. If these alkali concentrations are too high, they can react with the siliceous aggregate (alkali-silica reaction, or ASR) to form an alkali-rich calcium silicate hydrate gel (C-N+K-S-H), which, upon prolonged contact with water, can expand to crack the concrete. The other deleterious reaction occurs when the mineral ettringite (Ca6A12(S04)3OH12. 26H20) forms after the concrete is hardened (delayed ettringite formation) and cracks the concrete. Many of the concrete bridges and structures built in New Mexico in the past 20 years are in need of replacement due to deterioration. Many others constructed very early on in the century are still sound. By collecting and analyzing samples of both old and new concrete and good and bad concrete, we compared their differences on both a microscopic and macroscopic scale. Samples taken from concrete sidewalks, parking lots, drainage canals, spillways, and a railroad-trestle foundation have construction dates that range from 1923 to 1997. They were analyzed by electron microprobe and by petrographic microscopy. Cracks, air voids, and aggregate alteration were primary locations for investigation and analysis. Using the electron microprobe, ettringite was found in voids of most of the samples, both in good and bad concrete. This leads us to believe that ettringite formation is not causing distress in the concrete. There was one exception in which ettringite was found lining a crack. In this instance, ettringite may have the ability to further the cracking and cause distress. No alkali-silica gel was identified with the microprobe. Using the petrographic microscope in cross-polarized light, a light-brown material was observed that lined some of the air voids and cracks; however, exact mineralogic identifications were not made. Although many instances of chalcedony and other deleterious quartz phases were found, no clear evidence of ASR-gel deterioration was present in our samples using these methods. However, positive identification of the ASR gel was made on an in-place concrete near one of our sample sites and in several sample cores using a newly developed chemical test for the soluble potassium ions associated with the gel. The chemical used in this test is sodium cobaltinitrite, Na3Co(NO2)6.

The roles of the company's Strategic Technology Solutions team and the Barrick Technology Centre are discussed within the context of their responsibilities within Barrick's Operations Support group. The paper will present an overview of the development of the technology centre from the former Placer Dome Research Centre to its current form supporting strategic technology, capital projects, and operating sites. Novel approaches to research and development will be presented as well as an overview of some of the technologies developed from bench-scale to pilot-scale, and beyond.

Every automatic citizen is an automatic recipient of a miner's right under the present Mining Act (Chapter 195), but this alone does not entitle any automatic citizen to mine for minerals on any land, even his customary group's land. Without complying with requirements of the Mining Act, any automatic citizen who engages in mining solely on the basis of a miner's right would be mining illegally. He would also be engaged in illegal mining if he mines on customary or other non-government land. Even if mining is legally pursued by an automatic citizen, he does not acquire ownership of minerals without first making the required royalty payments to the State.

It is a quite challenging objective to aim at covering in one paper the most recent evolution in piling and deep foundations technologies. This report has to be understood within the limits of the session 2b. It will therefore concentrate on the technological evolution of deep foundation techniques, addressing design issues only when directly related to execution aspects. For the same reason, it will not address the related codes, as a separate session of this conference is specifically dedicated to this topic. Monitoring and deep excavations being covered in other sessions, they will only be addressed when clearly relevant. We will try to show, from a practical viewpoint what are the main changes and the most exciting or critical issues over the last years, as they appear from the topics addressed in the literature or in the papers published in this session of the conference. As the paper mostly intends to explain trends and critical topics, it cannot be exhaustive, neither can it give the full description of the case studies. The author invites the reader to read the full papers, for a more complete description. We have divided our report in three main topics: Piling, soil improvement and treatment and retaining walls. Anchors and tie-backs will not be treated, neither tunneling.

Several processes are now available for the recovery of free and WAD cyanide from gold plant solutions and pulps. In the past, the incentive for evaluating cyanide recovery in gold plant flowsheets has been economic. In many cases, it has been possible to demonstrate (at least in the laboratory and on paper), an improvement in process economics by; (i) reducing the costs of tailings detoxification, (ii) recycling cyanide at lower cost than the purchase/delivery price of new cyanide, and (iii) generating additional revenue via by¬product sales. Despite these convincing arguments, few cyanide recovery plants have been built at operating gold mines. Also, there is arguably an even more compelling reason for mining companies to consider cyanide recycling. With the growing storm of negative public opinion that the use of cyanide in the mining industry is attracting - following several highly publicized spills over the last couple of years - the time has come for the gold industry to demonstrate environmental diligence and stewardship in the use of this commodity that is so vital for their industry. There is no doubt that the widespread implementation of cyanide recycling will reduce the impact of the cyanidation process on the environment, both by reducing the risk of spills (with less cyanide being transported from manufacturing plants to gold mines), and by reducing the loading of toxic and non-toxic metals and ions in the tailings. In this paper, the various processes that are available for cyanide recovery are discussed, along with the process chemistry. Results of several laboratory and pilot plant trials that have been conducted over the last few years are also presented.
