"The seventh National Safety Competition, that for 1931, conducted by the United States Bureau of Mines, was participated in by 350 mines and quarries operating in 34 States. Tables 1 to 5 show the relative standing of the various plants, Bronze trophies, known as the ""Sentinels of Safety,"" which were provided by The Explosives Engineer magazine to be awarded annually by the Bureau of Mines were awarded to five companies, each company having established the best accident—prevention record within one of the five classes into which all companies were divided — namely, anthracite mining companies, bituminous—coal mining companies, metal—mining companies, operators of nonmetallic mineral mines other than coal mines, and quarries or open—cut mines. The trophies are awarded for one year and are then transferred to the winners of the succeeding year's contest.The outstanding feature of the contest of 1931 was the operation of a bituminous coal mine without a lost—time injury to any employee. While accident—tree records had previously been made by certain quarries, metal mines, and nonmetallic mineral mines, never before has such a feat been accomplished by a bituminous coal mine in the National Safety Competition. Whether or not such a record has been made by a bituminous—coal mining company not enrolled is the competition the writer does not know, but it is believed that the case referred to is unique among large coal—mining companies. The mine to which reference is made is No. 1 mine of the Phelps Dodge Corporation, at Dawson, N. Mex. To that company belongs the distinction not only of being the first coal—mining company among those enrolled in these yearly safety contents to operate its mine without an accident but also of occasioning the 'Sentinels of Safety' trophy for a bituminous mine to take its first journey west of the Mississippi River. For the past six years the trophy has been in West Virginia, Alabama, or Pennsylvania."

TRANSVERSE rupture tests have been commonly used in mechanical investigations of brittle materials. The specimens are simple, easy to prepare, and loading presents no difficulty. Owing to the complexity of stress distribution in bending1 one can determine stresses rigorously only for the elastic range. The bend-test results, however, are at times converted into tensile-strength data, determined as maximum fiber stress. The assumption is made that for small plastic deformations the linear stress-strain relation applies. This problem was experimentally investigated by Bach3 who tested cast iron in bending and in tension and found that the maximum fiber strength obtained in bending exceeded the experimental tensile strength by a factor depending on the geometry of the tested piece. The factor varied from 1.57 for a rectangular cross section to 2.12 for a circular cross section of the tested beam. Since this work was carried out 60 years ago, the cast iron used could be expected to have been highly brittle, thus the extent of plastic deformation prior to fracture very small. We have therefore carried out a number of tests on magnesium-modified cast iron with an average elongation of -5 pct. It was hoped that the data obtained from the tests would serve as a guideline for comparing data obtained in tension and bending for brittle materials. Mechanical properties were measured at room temperature on an Instron tensile machine at a crosshead speed of 0.05 in. per min. The three-point bend test employed cylindrical bars 0.20 in. in diameter with a 1.0-in. span. For the tensile test, cylindrical tensile specimens with a gage length of 0.85 in. and a diameter of 0.160 in. were used. Results are summarized in Table I. THE Broken Hill mining field, approximately 31 miles in length, is at present being exploited by seven companies, viz. : North Broken Hill Limited, Junction North Broken Hill No Liability, Broken Hill Proprietary Block 14 Company, Broken Hill ProprietaryCompany Limited, Sulphide Corporation Limited, Broken Hill South Limited, and Zinc Corporation Limited.The variation in size and shape of the ore-bodies in the mines of these companies, together with the many alterations in pitch and dip, necessitates differences in methods of mining, each company working out its problem in its own particular way.In the matter of chute construction for the handling of the ore broken in the stopes, each mine belonging to the above companies has adopted a style particularly its own, though it may be said that one or two of the types approximate very closely to each other, slight minor differences only being noticed in the design. It is the purpose of this paper to give a brief description of the principal types of chutes now in use in th,e various mines on the field, and in doing so they may roughly be classified into three groups, viz:1. Bulk Chutes, 2. Circular Chutes, 3. Square-set Chutes.The Bulk type of chute is used in the North and British mines of the North Broken Hill Limited, the Central and Junction mines of the Sulphide Corporation, the South Blocks mine of the Zinc Corporation, and the Block 14 mine.The Circular type of chute is used by the Broken Hill South mine and the South Blocks mine.The Square-set chute is used in the Proprietary mine, the Junction North mine, and occasionally in other mines where the square set method of mining is a necessity, and more particularly as mullock passes.

The Spokane Research Laboratory/NIOSH and the University of British Columbia (UBC) geomechanics group are focusing on the development of safe and cost-effective underground design guidelines for weak rock masses having an RMR in the range of 15 to 45. Weak ground conditions, ground support, and mining methods used in several North American underground mines were observed. The RMR values were calculated to update both manned entry span design and non-entry stability graphs, plus a database on underhand mining methods was created to reflect existing North American mining conditions. The immediate rock mass was characterized and analyzed in terms of prevailing type of ground support, potential failure mechanisms, and rock behavior to define how existing design curves must be modified for the existing weak rock mass. The current NIOSH research attempts to provide rock mechanics tools to assist a mine operator in making sound economic decisions that will also ensure a safe working environment.

The recent drop in the value of the South African Rand has resulted in an increased export value for South African coal and has lead to new coal reserves becoming available for mining. Very often these reserves are in close proximity to existing structures and utilities thus calling for stringent blast control measures to keep the risk of vibration, air blast and fly rock damage to a minimum.

Presplit blasting in strip mines is aimed at creating a safer wall to work under during the coaling operations. Good quality presplits are also necessary for effective throw blasting and drainage of the blast block. A less obvious but important function is full coal recovery. Optimum Colliery has been experiencing rock freezing against the presplit highwalls. The rock formed in patches along the highwall and trapped coal beneath it. The material that was &ozen comprised the rock between the back row of holes and the presplit and was often up to 3 m thick (the stand off distance between the back line and the presplit). The cozen rock formed predominantly along the bottom halfor bottom two thirds of the highwall. Along the top portion of the highwall, the presplit crack was usually well formed with visible barrels. This problem, or similar variations of it, is common on many South African strip-mine operations. Investigative work was carried out at Optimum Colliery to correct the problem. This paper presents the information and measurements that were made and discusses the solutions that have been applied to solve the problem. It was found that there were two independent causes for the tiozen material, with each contributing more or less to the frozen rock along the highwall. It was found that the presplit was not forming properly in places, especially closer to the bottom of the highwalls. The reasons and the solutions are presented. The second cause was found to be associated with reduced detonation velocity in the back line holes coupled with low confinement from long delay periods. Emulsion explosive that is sensitised with air bubbles was found to be prone to this phenomenon near the back of high-energy blasts. A change in the explosive formulation in the back-line holes, together with reduced delays in the back line, has resulted in significant improvements. The details are presented in this paper.

The provision of professional engineering services in Queensland is regulated through the Professional Engineers Act 2002. The Act requires that anyone providing professional engineering services must be registered and is subject to continuing professional development requirements. The engineering profession is actively requesting the Queensland Government to expand registration to include associate and technologist engineering practitioners. In view of the strong moves at the Federal level towards national registration of professional groups the lessons of the Queensland experience are very relevant across Australia. This paper describes the rationale behind the Act and outlines its operation. It discusses some misconceptions regarding the applicability of the Act to various engineering activities. There is much that the Act has to offer individual engineers and industry generally in establishing, articulating and maintaining standards for professional engineering work. The paper considers legal actions taken to date under the provisions of the Act and discusses the way in which this parallels industry moves towards quality assurance of work force capability.

"Over the past decade or so, our efforts have focused on developing the rationale and concepts for new technology in reagent development and optimization in the processing of base and precious metals. A major outcome of these efforts have been the development of a novel family of collectors, principally driven by the MAXGOLD® and Aero XD-5002® chemistries, for precious metals recovery from primary Au ores and Cu-Au ores. These chemistries was developed to be robust to address the complex mineralogy and gold deportment in these ores. Plant trial data for a variety of ores have confirmed that the both Aero® XD-5002 and MAXGOLD® chemistry are indeed versatile in recovering gold values occurring as gold alloys and/or associated with many types of sulfides, and in altering the deportment of certain sulfides (such as those bearing As, Bi etc). An overview will be given in this paper using plant data to highlight the application of these reagents.INTRODUCTIONThe subject matter of this paper is the flotation of Au containing minerals from their ores. The motivation from this manuscript comes from the several challenges faced with the processing of Au ores, as was articulated in detail by Nagaraj (2008). The biggest challenge is the complex mineralogy; most easy-to-treat free-milling ores bodies are largely depleted. The Au values are distributed in multiple host minerals such as pyrite, pyrrhotite, arsenopyrite and Cu minerals such as chalcopyrite. Au values also happen to be finely disseminated within the various minerals and are sometimes invisible in optical microscopy. Additionally, on any given day, some mines treat multiple ore types, and the mineralogy is different for each ore type.Xanthates continue to be the collectors of choice at most Au and PGM operations around the world. Most primary Au operations tend to consume very large amounts of collectors; the dosage ranges anywhere between 40-400 g/t and this has been attributed to both mineralogical and non-mineralogical factors (non-mineralogical factors include the low cost of xanthates and the mindset that “more is always better”, which is not necessarily the case). In addition, several studies now show that xanthates alone are never sufficient where multiple value minerals are present, and that supplementary collectors are required. The large doses present a substantial cost to the minerals industry, and many mining companies have expressed the need for more efficient reagents that can improve metallurgical performance at low dosages."

Several spatially and/or temporally distinct phases of epithermal activity can be recognised in the Horohoro-Matahana Basin area of the Taupo Volcanic Zone. In the northern Matahana Basin a 140 - 350 ka age range is proposed for mineralised debris flow clasts and related (?) epithermal  mineralisation intersected in a recent drillhole. To the east, a ca. 40 - 50 ka age range is suggested for epithermal activity in the Waikaukau alteration zone which was focused along the Guthrie Fault. Hydrothermal explosion breccias occur over 13 km within the Guthrie Graben, and are probably sourced from vents in the south. Assuming a common origin, these breccias are constrained to a 45 - 50 ka age range. Within the Horohoro hydrothermal system (around the present hot spring), older (15 - 50 ka) and younger (0 - 15 ka) features can be distinguished.

The adverse effects on waterflooding and well-completion methods of clay minerals indigenous to petroleum-production formations recently have received considerable attention. Knowledge of the types and amounts of clay minerals present would allow estimates of the response of such formations to injected or infiltrated water; however, the random distribution of clays in sedimentary formations makes direct evaluation of ?water sensitivity? desirable. A method for the direct evaluation of water sensitivity has been developed, based on measurement of water-vapor adsorption. Correlation of such data with the results of nitrogen-adsorption measurements provides valuable information on the content and properties of clay minerals in sedimentary rocks. The method is relatively simple and has the advantage that it may be used with small, irregularly shaped chips or shale-streaked samples, as well as with typical core samples. Methods previously employed required separating the clay from the rest of the reservoir-sample material and then performing a clay analysis either by X-ray diffraction, differential thermal analysis, liquid permeability, or a combination of these methods (2,3) .3/ This water-vapor-adsorption method requires measuring only a few points on the isotherm to tell whether or not the sample is water sensitive. The goal of these measurements is not to determine the type or amount of clay present, but what will be its sensitivity to flood water. This method gives a direct means of solving this problem.

Rock joint stiffness is not only a poorly known parameter, but also has no established laboratory measurement procedure. This paper presents methods used to determine the normal and shear stiffnesses of healed joints filled with vapor-altered minerals obtained from the Yucca Mountain site in Nevada. Results show that these joints behave linearly up to 85% of their loading history and are stiff with strengths very close to the strength of the intact rock. Factors that might have contributed to the linear behavior of these joints are discussed and areas requiring further investigation are provided. Joint normal stiffness ranges from 7.16 to 64.77 GPa/mm with an average value of 26.93 GPa/mm, while joint shear stiffness averages 11.41 GPa/mm and ranges from 3.09 to 28.41 GPa/mm. Young?s modulus of the vapor-altered joint infilling was calculated from the stiffness of the healed joint. Young?s modulus of the vapor-altered joint filling material averages 7.89 GPa and ranges from 2.15 to 19.43 GPa. Given the pervasive presence of such altered rock, usually in the form of sub-spheroidal 3-D pockets, this property should be of value in any numerical modeling attempting to describe the mechanical behavior of these tuff formations at the level of detail where inclusions might be a factor.

This paper updates an earlier report by the authors that studied electrical injuries from 1992 to 1998. The previous information is expanded and supplemented with fatal and nonfatal injury rates and trends through 2002. Injury numbers and rates were used to compare and trend electrical injury experience for various groups and categories. This information allowed identification of at-risk groups that could most benefit from effective electrical safety interventions. The data presented in this paper are derived from the U.S. Labor Department’s Bureau of Labor Statistics’ Census of Fatal Occupational Injuries (CFOI), Survey of Occupational Illnesses and Injuries (SOII) and Current Population Survey (CPS). Between 1992 and 2002, 3,378 workers died from on-the-job electrical injuries. Electricity remained the sixth leading cause of injury-related occupational death. From 1999 through 2002, 4.7% of all occupational deaths were caused by electricity, down from 5.2% in the 1992 to 1998 time period. The cause of death was listed as electrocution in 99.1% of fatal cases. Contact with overhead power lines was involved in 42% of all on-the-job electrical deaths. The construction industry accounted for 47% of all electrical deaths between 1992 and 2002, but showed overall improvement from 1995 through 2002 by reducing its electrical fatality rate from 2.2 to 1.5 per 100,000 workers. An additional 46,598 workers were nonfatally injured by electricity. Contact with electric current of machine, tool, appliance, or light fixture and contact with wiring, transformers, or other electrical components accounted for 36% and 34% of nonfatal electrical injuries, respectively. Contact with underground, buried power lines was involved with 1% of fatal injuries and 2% of nonfatal injuries. NIOSH research aimed at evaluating commercially available overhead power line proximity warning alarms is described. This research is expected to be the initial step for eventual development of a performance standard for such systems.

U-Th isotope studies of recent volcanic rocks may be used to evaluate the depths and rates of melt generation beneath midocean ridges and ocean islands. Island arc rocks exhibit a similar range in Th isotopes to that seen in both MORB and om, but while those with high (230Th/232Th) tend to have excess 238U, many of those with low (230Th/232Th) are in isotope equilibrium. The excess 238U is attributed to the preferential mobilisation of U in hydrous fluids from the subducted slab within the last 100 000 years, whereas the low Th isotope ratios in the higher-K arcs are primarily due to the introduction of subducted sediment. Preliminary results from mineral separates from lavas on Soufriere on the island of St. Vincent indicate that some of the minerals crystallised up to 50 000 years prior to eruption.

Powders prepared from the algae Gracilaria secundata, Ulva lactuca and Ecklonia radiatawere shown to provide sole nutritional support for microbial, microaerobic, biodegradation of low-grade manganese dioxide ore. G. secundata was the most effective bacterial nutrient giving 32 per cent recovery of Mn++, at an average rate of 63 mg Mn++/litre/day and a yield of 24 mg Mn++/g dry powder in microaerobic cultures containing 1.5 per cent (w/v)MnOz ore and 3per cent (w/v) powder over 14 days. Although G. secundata was approximately half as effective as molasses in supporting microbial decomposition ofMnOz, possible on-site growth ofthe alga could be economicaIIy more practical than transporting carbohydrate to a distant mine site.

BEFORE describing the experience with the Chinese on the Rand and the work they have accomplished, it will be necessary, sary, first, to give a brief account of labor-conditions in the Transvaal since the war, and then to show how the necessity of importation of labor arose. As is well known, the Transvaal mines are run on the dual system of labor-that is, the rough work is done by colored laborers under the superintendence of white men. From the start of mining operations in South Africa there has been the cry of shortness of native labor, due in great measure to the failure of Kaffirs to work continuously in the mines. While he works, the Kaffir is a satisfactory laborer, but his period of service is short, averaging about nine months. People unacquainted with the Kaffir have maintained that, by offering a higher wage and better accommodation, better results would be obtained from the native workers, but an increased wage simply aggravates the trouble. The Kaffir's wants are few. While at work he spends little of his money, and before long has sufficient capital with which to buy wives and become a gentleman of leisure. Doubling the wage of the Kaffir means that he acquires a competency in half the time, so that his period of service is correspondingly reduced. In 1899, before the war, there was always a cry about the scarcity of Kaffir labor. The highest number of natives at work was in July and August, 1899, when nearly 100,000 were employed. At the outbreak of hostilities the Kaffirs were scattered far and near, many doing well during the war by working for the military authorities. In this paper, four cyanide-utilising bacteria strains were isolated from a gold mine tailings pond, in the Hexi gold mine (Shandong), China. Based on the analysis of 16S rRNA gene sequence, four strains were identified as Aeromonas hydrophila strain C1, Bacillus mojavensis strain C3, Shewanella oneidensis strain C2, and Aeromonas media strain C4. Based on the cyanide detoxification efficiencies results of the four strains, Bacillus mojavensis C3 had the highest detoxification rate and was selected to assess its efficiency to detoxify cyanide in gold mine tailings at different pH (9.5, 10.5, and 11.6) using cyanide as the sole carbon and nitrogen sources. Strain C3 was capable of detoxifying 46.5mg/L of cyanide-containing gold mine tailings at all tested pH ranges at 30oC, 196 rpm after 15 d. The amounts of cyanide detoxified were 87.5%, 84.1%, and 73.5% at initial pH 9.5, 10.5, and 11.6, respectively. The highest cyanide detoxification was observed at pH 9.5. The viable cells growths in the samples were 5.7E+09CFU/mL, 4.9E+09CFU/mL, and 2.7E+09CFU/mL at pH 9.5, 10.5, and 11.6, respectively. Free ammonia concentrations were observed as a byproduct of the biodetoxification process. The residual ammonia concentration in the sample was observed at 0.35 mg/L, 0.33 mg/L, and 0.62 mg/L at pH 9.5, 10.5, and 11.6, respectively. The highest residual ammonia concentration was noticed at pH 11.6. The amount of cyanide removed by mixed culture strains C3 and C4 was 94.6% and showed a residual free ammonia concentration of 2.6mg/L, as biodetoxification byproduct after 120 h. The pure culture Bacillus mojavensis strain C3 and its mixed culture strains exhibited higher potential to detoxify cyanide-containing gold mine tailings at alkaline pH values and could be cultivated to detoxify gold mine effluents at large-scale. Blast designs to cast a percentage of overlying waste rock off coal seams differ greatly from conventional blast designs for surface coal mines. Today, blasting engineers can benefit from computer simulations to test various blast designs and reduce cost and time spent on the old trial-and-error method.

In conjunction with steady increases in production levels, longwall operators have applied greater quantities of ventilating air and spray water in an effort to control respirable dust and/or methane. Air velocities greater than 7.6 m/s (1500 fpm) have been measured on longwall faces. Operators have expressed concern over the potential entrainment of respirable dust at these high velocities. The greatest likelihood for entraining dust into the high velocity airstream may occur as shields are advanced allowing relatively dry particles to fall from the shield canopy directly into the airstream. Laboratory tests to simulate dust liberation during shield movement were conducted at the Pittsburgh Research Laboratory of NIOSH at velocities ranging from 2.0 to 8.2 m/s (400 to1600 fpm). Airborne dust samples were obtained with personal impactors to quantify the size distribution and concentration of the dust entrained at the various air velocities. Statistically significant increases in both total and respirable dust concentrations were measured as test air velocities were increased.

Under the United Nations Convention on the Law of the Sea (UNCLOS), the international seabed area (Area) and its resources are the common heritage of humanity (CHH). Patent rights can be incompatible with the CHH doctrine and its underlying principles because patent holders might charge unjustifiably high prices to license patented technology for exploring and exploiting the Area’s resources (creating a "patent holdup" situation), might choose not to license, or might license exclusively when doing so would contravene CHH principles. However, a reasonable patent licensing regime can contribute to sharing the benefits derived from the Area and promote environmental sustainability. Provisions of the UNCLOS that stipulated compulsory technology and financial transfers were removed in the 1994 Agreement relating to the Implementation of Part XI of the UNCLOS but to promote equity and sustainability I propose a voluntary licensing regime modeled on the concept of reasonable and non-discriminatory patent licensing that has been used in other contexts. The International Seabed Authority or another entity will need to coordinate and promote this licensing regime through governance of intellectual property derived from the Area. This proposed approach can better effectuate the CHH doctrine and its underlying principles.
