Because of the growing importance of back analysis for the interpretation of rock slope failures, particularly in open pit mines, it is suggested a methodologic sequence of activities for dealing with those problems. The principal mathematical tools for the interpretation of the most common mechanisms of slope failures are reviewed, including methods of stress and strain analysis, which seem to be more powerful for parametrization studies, and for developing more realistic explanations of slope behaviour, such as the measurement of displacements. An application of those methods is described, using slope failures detected in a Brazilian uranium mine (Cercado), thus providing reliable shearing strength parameters for the rock mass discontinuites, which were used in the final pit design. The concept of using backanalysis results to supply input data for pit design was implemented by means of the excavation of an experimental trench within mine limits, where specific instruments were installed, and several slope failures were monitored and backanalysed, in order to yield information about sliding mechanisms in the future open pit.

The production of titanium in I5-lb. lots and with a purity sufficient to be consolidated into ductile metal, as described in a previous paper,' has provided adequate material for a study of the physical properties of titanium and a more thorough examination of its working qualities. Data on the physical properties reported in that paper were obtained on metal fabricated by a fixed procedure, standardized for the purpose of control of the reduction, and are representative only of material fabricated under those conditions. There are many possible variables in the working schedule, which will have significant effects on the properties of the finished material; and since the previous working methods were not necessarily the best, an investigation of the fabrication of titanium by other methods was undertaken. In this work the consolidation of the powder by pressing and sintering was conducted essentially as outlined in the report cited' and all efforts were centered on fabrication methods for those powders and the proper- ties produced by them. Hardness, density, microstructure, and tensile properties were determined at various stages in the working and annealing; and resistivity measurements were made on a few bars and drawn wire. Consolidation of the PowdeR The screen analysis of the available titanium powder is given in Table I. No attempt was made to alter the size distribution from that noted because this powder, although coarse by normal powder-metallurgy standards, produced acceptable compacts suitable for the present work. Because of their large specific surface, finer powders are more contaminated by oxygen and produce harder compacts, which are difficult to work. The powder as produced is soft, compresses in a normal fashion, and exhibits very little tendency to adhere to the die surfaces. By American tradition, if not by rational decision, publicly owned natural resources have been transferred to private industry for processing. The process of transfer requires specific determination of the price which the patentee, buyer, or lessee must pay to the government in exchange for the right to develop a resource, and selection of the patentee, buyer, or lessee from among several possible contestants. Pricing of natural resources owned by the government presents a set of problems quite different from ordinary commodity pricing. Natural resources in situ are not homogeneous commodities. Within any class of natural resources, specific leasable parcels will differ in value by reason of location and accessibility, as well as quality and quantity. Thus, there is no "going price;" every lease within a specific resource class will have a different value. To complicate further the pricing and buyer selection problems, competition may not be reliable. Natural-resource markets are characterized by oligopsony conditions. In a significant number of cases, as will be shown later, there has been only one bidder for a given lease, and in most lease sales the number of bidders is equal to or less than three. As a further complication, there is great uncertainty regarding the value of specific resources, even among the best-informed buyers, as well as within the leasing agency. In some instances, particularly with regard to oil and gas resources, there may be uncertainty about the presence of resources, as well as the quantity and quality of any resources contained in the tract offered for lease. In other cases, such as oil shale and some deep ocean minerals where new technologies are involved, the presence of the resource is clearly established. There may be a relatively high degree of knowledge about the quantity and quality of the resource, but there is great uncertainty concerning the cost of production. These problems in total make it difficult for the leasing agency to appraise accurately the resource to be leased, as well as for the potential bidder to calculate a bid price that will yield him a normal profit. The pricing goal of the federal government as the seller or lessee may be to capture the economic rent; that is, the price of a resource might equal its discounted present value. A required price substantially above this amount would either generate no bids, or, in the long run, would bankrupt the buyer. A price below this amount is a disguised subsidy to the lessee. A subsidy to mineral lessees, as to any other economic interest group, as a minimum should be justified by a clear showing of net external benefits from the economic activity. In the case of timber sales by the U.S. Forest Service, the Forest Service Handbook asserts that "the aim in national forest stumpage appraisal is to determine market value,"8 and "market value" is equated to "fair market value." WHEN the Ironton blast furnace of the Columbia Steel , Co. was first put into operation the iron ore was mined frol11 the deposit near Iron Springs, Utah. This is principally a hematite with 12 to 20 per cent of magnetite finely disseminated throughout the ore. It varies from a fairly soft broken rock structure to that which is hard and compact. In the broken form it will weigh about 150 lb. per cu. ft., and in place the density is approximately 250 lb. per cu. ft. The first ore received for the blast furnace was crushed so as to pass through approximately a 4-in. square opening screen. A typical screen test of this ore is shown in Table 1.

Trona ore at the Westvaco, Wyo., mine of FMC Corp. has been obtained by room-and-pillar methods since the mine began operation. The flat- lying, 10-ft thick trona (Na2CO3.NaHCO3.2H2O) is covered by 1500 ft of weak shale and sandstone, and extraction of pillars on the retreat quite often throws large amounts of weight onto development workings. Weak shales in the roof and floor fail rapidly, and the mine ribs slough to such an extent that mining often becomes very difficult. When this occurs, efficiency goes down, costs go up, and the risk to men and machinery increases greatly. Difficult mining conditions in the early '60s forced a re-evaluation of all presently known mining techniques in bedded deposits. Many room-and-pillar mining plans were compared with the system in use at that time, but none of them offered a better solution to the roof control problem. Longwall techniques were also seriously considered, but machinery was not available that would cut the hard trona seam and still maintain the productivity obtained from room-and-pillar sections. However, since roof control in the longwall methods appeared to be more satisfactory than that found in room-and-pillar techniques it was believed that a new technique using the longwall principle and based on rock mechanics should be tried rather than previously known pillaring methods.

Minerals have played a prominent role in the affairs of man and nations since time immemorial but with the advent of the industrial revolution, expanding use of the products of the mineral kingdom became synonymous with the material progress of mankind. Individuals and business groups have recognized this fact so have been aggressive in searching for and utilizing mineral resources, with notable success. Indeed, their achievements are primarily responsible for the present Machine Age. On the other hand, until recently the body politic has failed to grasp fully the essentiality of minerals although, at times, access to mineral supplies has been an important factor in the political maneuvers of nations. This chapter is concerned primarily with the broader political and economic relationships of mineral resources to the world economy, and with the internal and external actions of nations in the field of minerals. Many factors that condition the mineral economy of regions and the world as a whole, influence the internal and external affairs of individual nations. The more important of these are: 1. The nature of man's dependence on minerals. 2. The problems resulting from the unique characteristics of mineral occurrence. 3. Geopolitical concepts. 4. Minerals and world power. Actions of individual nations affecting their mineral economy seek two basic objectives : 1. Attainment and maintenance of prosperity. 2. Military security. Other objectives may be cited but on careful analysis they become integral parts or extreme phases of the two points noted above. For example, the twentieth century aggressions of the USSR, Germany, Italy, and Japan might be considered as direct bids for world power but they also can be interpreted as exaggerated or mistaken efforts toward military security and peacetime prosperity. The changes in superconducting properties with aging time have been studied ,for the pecipitation reaction in a Tc-30 at. pct V alloy. Superconducting critical temperature, upper critical field, and relative critical current density were determined by ac susceptibility techniques. Aging produces changes in critical temperature of both matrix and precipitate which can be rationalized by compositional effects. maximum flux pinning (critical current density) occurs at a time during aging when subgrain boundaries are completely decorated with precipitates and the subgrain centers remain precipitate -free. The particular effectiveness as barriers to flux motion of planar defects which enclose regions of low deject density is discussed. THE precipitation of a second phase can dramatically modify the superconducting properties of type I1 super-conductors. According to Livingston and Schadler1 one might expect changes in the primary, secondary, and tertiary superconducting properties of the material. Changes in matrix chemistry caused by precipitation can alter the fundamental superconducting parameters; critical temperature, Tc, and thermody-namic critical field, Hc. The concimitant changes in electron mean free path (reflected in normal state resistivity) can affect the critical fields Hc 1, IIc2, Hc3. Finally, the presence of precipitate particles may hinder the motion of flux lines and may considerably improve the current-carrying capacity in high-field superconductors. The influence of precipitation on superconducting properties has been studied in a number of systems.2 Magnetization measurements have been used to study the influence of precipitates on flux pinning in lead-base alloys by Livingston3 and Evetts et al4 In these alloys precipitates induced magnetic hysteresis and flux trapping. The amount of hysteresis increased with the volume fraction of precipitate and decreased with coarsening of the precipitate. Jn an Al-Zn alloy5 and an A1-Ag alloy6 the initial precipitate size was presumably smaller than a coherence length and coarsening increased magnetic hysteresis5 and critical current density.6 The influence of precipitation on superconducting properties has also been studied in several of the commercially interesting Ti-Nb7-10 and zr-Nb11 alloys. The maximum in critical current density for these alloys was confined to a narrow range of either isothermal aging time" or isochronal aging temperature7 during the precipitation reaction. Thus, experimental evidence and theoretical considerations suggest there is an optimum precipitate size, spacing, and density, and a critical composition with respect to the matrix for flux pinning. What these "optimum" values might be and the relative importance of each is still not clear, although a few generalizations can be made. It is generally accepted1' that particle sizes smaller than the coherence length or larger than the inter-flux line spacing are poor pinning centers. In high Hc2 materials, precipitate sizes for maximum values of critical current density lie in the range of 50 to 2000Å,9,7 and there are indications that increasing dissimilarity between precipitate and matrix produces increasing pinning force.13 Because of several interesting features of the aging reaction in a Tc-30 pct V alloy, we have chosen to study the influence of precipitation on the superconducting properties of this alloy. The physical metallurgy14 and a survey of the superconducting properties" of the Tc-V alloy system have been reported. The Tc-V phase diagram is presented in Fig. 1. At 1500°C the Tc-30 pct V alloy is in the single phase 6 field. Samples quenched from the 6-phase field have a CsCl structure X-ray diffraction pattern at room temperature and it has been proposed that the 6 structure is closely related to the bcc lattice.14 When held isothermally below the eutectoid temperature, 115O°C, the 6 phase decomposes into the CsCl and hcp phases.

1. INTRODUCTION. THE general impression regarding the preparation of merchantable anthracite is that it is confined to a colossal, grimy structure, called a "coal-breaker." This name is misnomer; for the desired result is not to break the coal, but to prevent its being broken. Preparation may be said to begin at the face of the chamber, with the mining and loading of the coal. Local conditions vary, not only in the same field or basin, but also in the same mine, so that there is no fixed empirical rule governing the method of blasting or cutting coal. Tests should be made, when possible, to determine the explosive, or the mechanical coal-cutter, which will produce the largest percentage of what are locally known as " lump " and " prepared sizes " of anthracite. The prepared sizes are those mostly consumed for domestic purposes. All other sizes might be called by-products of the anthracite industry; for they are not especially desirable, being the degradation resulting from the mining and handling of a brittle or laminated material. Being low in volatile combustible matter, anthracite burns most successfully when nearly of a uniform size, permitting the easy passage of air through the voids. This accounts for the large number of sizes into which the coal is separated. Table I. gives the various sizes, the diameter of ring over and through which each size is made, and the usual purpose for which it is employed.

Development and production from open cut mines continued its vigorous growth trend during the year 1968. Material handling and transportation were again exposed to the use of larger equipment with shovels, trucks and front end loaders leading the way. Highlights of World Mining Activities Africa: The Anglo American Corp. opened a new high-grade copper mine in Zambia during the year. In Angola, the Companhia Minera do Lobita planned a 3 million ton iron ore production for 1968 from new mines which will ultimately produce 5 million tons per year. A feasibility study of Bethlehem Steel Co., for the development of large high- grade iron ore reserves in Gabon, was in final stages of completion this year and Pickands Mather and Co. continued its investigation of iron ore deposits along the Ivory Coast.

The General Committee met in the Treasury Building at Washington on Oct. 6 and 7. At the first meeting, Cornelius P. Kelley was appointed chairman, and Paul Armitage, secretary. Sub-committees were ap-pointed on Invested Capital, Mine Valuation, and Depletion and De-preciation. On Oct. 7, the reports of these committees were submitted to the General Committee and were referred to the Executive Committee. A motion was carried that the Executive Committee he constituted a permanent committee to continue the work of the Committee, with full power to acid to and increase its membership, that. as thus increased, it should constitute a permanent organization to act- and cooperate with the Treasury Department in matters of mining taxation under the Federal Income and Excess Profits Tax Laws. AMERICAN consumption of industrial diamonds has increased five fold in the past 25 years and today accounts for 15 to 20 percent of the world's sale of rough diamonds. In another decade the value of industrial diamonds sold may well equal or exceed that of gemstones. It is generally understood that industrial diamonds are one of the strategic minerals being stocked by the Government in the present crisis to ensure rapid and efficient armament production. Diamond die making is a trade largely confined to artisans in Switzerland and in certain parts of France. Today, in addition to turning out pilots, we should train expert artisans in diamond die making, for thousands of miles of tremendously small-gauge wire will be needed to make the instruments by which the efficiency and safety of these pilots is assisted.

CUBA'S lateritic iron ores, occurring on the northern coast of that island, though known to the Spaniards. did not receive any general attention until the close of the Spanish-American War. Preliminary studies of these deposits at that time indicated that the limonite contained small percentages of nickel and chrome, and it ryas subsequently discovered that although the average nickel content was only approximately 0.6 per certain limited areas of ore were suffiniently high in nickel to be considered commercial provided a suitable process fur its recovery could be developed. Early in 1937, Pardners Mines Corp. began a series of investigations which led to the development of such a process. Coincidentally, this company acquired option' on certain properties in the Levisa Bay and Moa Bay regions and conducted a systematic campaign of exploration by test pits and hand-auger holes in the course of which an aggregate of 90.000.000 tons of ore was developed in eight deposits.

The Precambrian of Midcontinent United States includes a metamorphic belt of probable Middle Precambrian age, a belt of Keweenawan volcanics and sediments, and widespread igneous activity that extended from Iowa to Texas. Most of the present structural configuration of the Midcontinent was developed by epeirogenic movements during the Paleozoic. The dominant elements are basins and arches. Three major metallogenic provinces occur in the Midcontinent. They include the Missouri Precambrian iron ores, the Lake Superior copper ores, and the Mississippi Valley lead-zincbarite- fluorite deposits. Several large iron deposits, occurring in rhyolite and andesite host rocks, are known. Both discordant massive bodies and replacement- type bodies occur. The iron deposits are believed to have been formed during the period of igneous activity. They are essentially the same age as the volcanics and older than the granites that intrude the volcanics. The Lake Superior copper ores include two established districts, the Keweenawan district and White Pine, and the copper-nickel deposits in the Duluth gabbro. The lead-zinc-barite-fluorite deposits include four major districts, Southeast Missouri, Upper Mississippi Valley, Tri-State, and Illinois-Kentucky, and at least eight minor districts. Ore may occur in stratiform deposits and in veins. The major districts all contain stratiform deposits, but several have produced appreciable quantities of vein ore. Only vein deposits are known in some of the smaller districts. The major features of all districts can be catalogued in terms of host rocks, structural patterns of districts, types of ore-bearing structures, and mineralogical characteristics. From these features, a Mississippi Valley type ore body, in its type area, can be defined.

President Saunders announced the appointment of the Committee on Increase of Membership, as shown on p. xxviii of this Bulletin. The reproduction by the anastatic process of 100 copies of Volume IX of the Institute Transactions was authorized. The sum of $50 and the exchange of the Bulletin. was awarded to the commission publishing the Annual Table of Constants. The sum of $49.07 was contributed to the expense of the John Fritz Medal Board of Award for the year 1914, and the Institute agreed in the future to share the annual expense for the John Fritz Medal Board of Award not to exceed one-quarter of $500 in the year. Upon the recommendation of the Committee on Membership, 36 Members, 1 Associate, and 13 Juniors were elected. The resignations of 26 members were accepted. L. D. Ricketts was elected a Vice-President of the Institute to serve the unexpired term of W. L. Saunders. George D. Barron was elected a Director to serve the unexpired term of L. D. Ricketts.

The distortion of crystal structures referred to as "biege gleitung",1 "local curvature"2-4 and "deformation bands"5,6 is believed to be an unavoidable characteristic of deformed single crystals. The presence of asterism on Laue photograms of Al single crystals either deformed by pure shear7 or extended in a condition relatively free from the grip effect2 indicates strong evidence substantiating this point of view. The type of localized bending described in connection with the bending test of Al single crystals by Yen and Hibbard8 could conceivably exist either microscopically or submicroscopically in all types of deformation. The purpose of this note is to extend this idea to the postulate of a hypothetical "microbending site," as applied to the mechanism of slip in a general sense. The mosiac structure, as postulated by Darwin,9 is that crystals were actually composed of small blocks which have a linear dimension 10—4to 10-6 cm on the edge and deviate from each other by an angle of about one-tenth of a degree. The following discussion is based on the assumption that when slip is propagated from one mosaic block to the adjacent one, bending of the lattice at the region of their boundary is produced in order to maintain the continuity of the gliding process along a certain slip plane. Consider a two-dimensional diagram of two ideal mosiac blocks on the cross-section perpendicular to the slip plane and containing the active direction of slip. When an external force is applied, the localized bending or "microbending site," would be generated at the region as illustrated in Fig 1A at point B. A schematic diagram of a "microbending site," generated at a mosaic boundary, is illustrated in Fig IB. It may be seen that once the curvature of the bending site reaches sufficient magnitude, the interaction force encountered by pairs of atoms symmetrical with respect to the center of the bending is equal but opposite in sign. Consequently, the overall energy required to displace the atoms near the center is approximately zero.10"12 Based upon the finding that the misalignment between two mosaics is 0.1 degree,9 the assumption is made that "microbending sites" may possibly exist in the region where one plane will have one more row of atoms than an adjacent plane. It is probable that the origin of the bending site will be where the distance between two mosaic boundaries is "2d" as shown in Fig 1A at point B, where " d" is the interatomic distance. Thus, the distance between two "microbending sites" is in the range of about 600 interplanar spacings. In the case of aluminum, the spacing between two octahedral planes is about 2.33 A. The distance between two bending sites will be approximately 2.5 X 10"5 cm.
