Tin production and export from the Far East are still a long way off from the prewar figures. The Malayan Peninsula, which had a rather good start directly after the war largely because of stock piles found in Singapore and elsewhere, has since been hampered in the rehabilitation of its tin mines and dredging operations by material shortages and, more recently and more severely, by revolts and attacks of communist elements and gangster bands. These hindrances make working in the mines dangerous and form a daily threat against the valuable and highly vulnerable dredges. Contrary to the conditions in Malaya are those on the tin islands of Billiton, Banka, and Singkep-all in the Netherlands East Indies-where the Dutch have re-established peaceful relations with the population. Dutch efforts since the fall of 1945 have been rewarded by continuously increasing production, extension of production facilities, and return of moderate prosperity, complete safety, and all-out co-operation among the population ? native and Chinese ? to the benefit of all concerned.

(New York Meeting, February, 1912.) THE art of crushing ores and other materials by means of rolls is a comparatively recent one. While the first record of rolls using iron crushing-surfaces dates back to the year 1806, when they were employed in Cornwall, their principal development has taken place during the last 30 years. To Stephen R. Krom belongs the credit of the pioneer in introducing the belted high-speed roll, which has had its origin and a marked development in this country. His notable contribution to the art was in the use of a single bed-plate or frame supporting the roll-shafts, and to which levers holding the movable roll-bearings were pivoted. He also made use of steel tension-rods to support the crushing-strains, and of hammered-steel tires for the crushing-surfaces. These changes brought the design of crushing-rolls to a high level. Following closely thereon, about 1885, W. R. Eckart conceived the idea of the swivel or ball-and-socket support for the roll-shaft bearings. This is an excellent mechanical conception, especially for bearings held against a spring pressure, and while it may not be necessary for all types of rolls, yet it has been quite generally adopted by other roll-designers, and illustrates the refinement which roll-construction has now reached. Other engineers, as for example, Argall, Vezin, Roger, and Sturtevant, to mention only a few among many, have also given the closest attention to the various details of rolls, such as the frame, springs, bearings, and shafts, and have developed many novel and original designs. It has remained, however, for the boldness and originality of Mr. Edison to extend the field of crushing-rolls in two new directions, and to cause them to exercise new functions. In developing crushing-machinery for his Portland cement works, Mr. Edison constructed ? giant " rolls, having a diameter of 6 ft. and a length of. face of 7 ft.

Spurred on by the very high demands for new crude supplies resulting from World War 11, the oil men of Kansas strained every effort in 1943 to find as many new pools as possible. In all, 1761 test wells were drilled, ,of which 895 were successful in finding new oil supplies and 32 in finding new gas supplies. The total number of wildcat wells drilled in Kansas was 577, including the so-called "extension wildcats," which are located less than 2 miles from production. As a result of the very determined effort to find new oil reserves, 49 of the wildcat test wells found new oil pools in western Kansas and 7 found new oil pools in eastern Kansas. There were 289 rank wildcat tests, and among these 28 were successful ventures. They are responsible for 26 of the new oil pools recorded for the year and 2 of the new gas pools recorded. The ratio of dry holes to producing wells among such rank wildcats is thus approximately 10 to I (289 dry and 28 good). This compares with a ratio of II: I in 1942 and 6:1 in 1941; the same in 1940 and 5:Iin 1939. With nearly all wells flowing to their maximum economic capacity, the total production for Kansas during 1943 reached a new high; that is, 107,700,000 bbl., compared with 97,000,000 during the previous year. Similarly, the amount of gas sold during 1943 made a new high point on the production curve. The total amount was 122 billion cubic feet, compared with about 98 1/2 billion cubic feet for the year previous. As usual, the large Hugoton field of south- western Kansas accounted for approximately half of the total gas production. Highlights of the Year Despite the fact that 56 new pools were found in Kansas during 1943, it must be admitted that the future reserves of the state have not been increased greatly. Most of the new pools seem to be of minor value, although it is admittedly impossible to gauge the future production of any pool in Kansas with any exactitude. Judging by the later performance of some of the pools found in 1942 and in 1941, less than five of the new pools are likely to make any great contribution to the state's future oil reserves. Taking up the counties of Kansas in alphabetical order, the following statements summarize the highlights of the year. In Graham County, the Morel pool was extended to the southeast and this pool now promises to become one of the important pools of western Kansas. Several of the older wells have already contributed more than I000,000 bbl. of oil, and such a figure is considered very satisfactory in Kansas. In McPherson County, important new reserves were found by persistent drilling in township 17 S., R. I. W., the most northeastern township of the county. Many new wells in older pools and discovery wells in new pools make this region look promising. The Lindsborg pool, which had a sensational revival during 1942, was also extended in a number of directions and has now become a rather large producing area with a fairly high future potential capacity.

Introductory.—There are many interesting and important events connected with the petroleum problem. The remarkable men who conceived 'the thought of transporting petroleum by pipe line, conserving the byproducts of the commodity, and conducting extended investigation and research whereby the flash point of the oil was raised, its cost reduced and its supply assured, are deserving of the gratitude of this nation. It was primarily the success attained by Captain Lucas, after his comprehensive search for oil in Texas and Louisiana, that was the impelling cause which prompted the Navy Department to conduct the extensive series of liquid fuel-oil tests that were made from 1901 to 1903. The sensational discovery of oil at Spindle top made a deep impression upon Rear Admiral George W. Melville, then Engineer-in-Chief of the Navy, and the discovery of the vast oil field in Texas convinced him that, within a generation, if not within a decade, crude petroleum was going to play a very important part in warfare, and that the commodity might possibly develop into a necessary munition of war. The United States' Commanding Position as a Petroleum Producer.— In the study of the various problems relating to the world's production of crude petroleum, the position of the United States is one of commanding importance, whether viewed from the industrial or the military aspect. The present yield of this country is practically double that of the rest of the world, and, in view of the productive and prospective fields possessed by various countries, together with the comprehensive and exhaustive search that has been made throughout the world for petroleum, it is extremely probable that this lead will be maintained for the next decade. As regards the character of the crude-oil yield of different countries, America possesses the greater part of the supply that contains a paraffine base, and therefore a considerable portion at least of the American product produces the best illuminant. Of all the crude-oil distillates, kerosene is in many respects thc most important, and the Appalachian product for this purpose is favored, particularly in the Far East, above that of any other petroleum yield of the world.

THIS report is the first of a series planned by The Mineral Inquiry, organized by the American Institute of Mining and Metallurgical Engineers to make factual studies of the world's mineral resources in their political and international relations. The efforts of The Inquiry are directed toward filling certain notable gaps in available information, without duplication of many other investigations touching this field which are being conducted by other organizations, public and private. Much of its work is indirect-suggesting topics for study by other individuals and organizations and aiding in their planning and correlation. The present report is designed to show the nationality of the commercial control of mineral resources, in addition to the geographic distribution of production by nation-in other words, the overlapping of political and commercial control. Detailed accuracy cannot be claimed for the figures presented. For some companies division of ownership by nationality has been very difficult to ascertain, as many companies are reluctant to dis-close the extent of their holdings in other corporations, and the impossi-bility of tracing all stock ownership is obvious. Also there are frequent changes in the distribution of stock control. The percentages given rep¬resent only the participation that has been identified definitely, even though it is known in some cases with fair certainty that larger interests exist, as, for instance, American participation in foreign chromite companies. In bringing together these figures we have had the cordial co-operation of the United States Bureau of Mines, the United States Geological Survey, the Mineral Division of the Bureau of Foreign and Domestic Commerce, the Brookings Institution, and of many specialists connected with the mineral industries covered. The report does not cover the entire list of minerals. Coal, although it is, one of the most important minerals, was omitted because not more than one or two per cent of the world's production comes from mines that are owned by companies foreign to the countries where the coal is produced. Others, such as gold, are omitted because sufficient data have not yet been accumulated. It is hoped that some of these may be covered in subsequent reports. It is not our purpose here to discuss the significance of the figures sub-mitted, but only to point out the general nature of the problems on which they have a bearing.

The Liberty Bell cyanide precipitate is unique in that it is apt to vary widely in composition in the course of very short periods of time, and a method of refining and melting that would prove highly satisfactory at one cleanup would yield7almost a hopeless "mess" at a second. Table I gives a general conception of the wide range in grade and composition of those raw precipitates. It is evident that no one standard flux could be expected to produce a high-grade bullion with such a widely variable precipitate, and that any method of treatment with acid requires most careful consideration. Refining by Acids Naturally, our first efforts to improve our precipitates were directed along the lines of acid treatment. Table II embodies the results of careful sampling and analysis of one cleanup at the time when wet refining reached its maximum development at this mill. We have now discarded all methods of wet refining, successfully replacing them by a more scientific method of flux calculation described herein, but it is believed that a general description of this wet refining is warranted as it throws some interesting side lights on acid refining in general. Anna, Ohio, at the junction of Cincinnati, Findlay and Kankakee arches, has been the site of repeated and sometimes damaging earthquakes. As part of a seismicity investigation near-surface (0.15-1 m depth) overcoring strain measurements were conducted in four limestone and dolomite quarries surrounding Anna, the results of which suggest a complicated regional stress pattern, with changes in the maximum horizontal stress direction from N45ºE to N15ºW. Since such abrupt stress fluctuations are rather atypical in the Midwest and since the reliability of near-surface tests in defining regional stress had not been established, we decided to remeasure the stresses at the same locations but at greater depths (0-200 m) using the hydrofracturing method. Owing to the weak horizontal bedding planes of the Silurian shaly limestones and shaly dolomites and the relatively shallow depths, many of the tests yielded horizontal fractures, providing information only on the vertical principal stress (-0.029 MPa/m depth). However, sufficient tests in each of three testholes resulted in vertical hydrofractures to enable the calculation of all three principal stresses. Within 50-170 m depth the horizontal stresses in all three quarries appear to belong to a uniform regional Stress field defined by the following relations: [']Hmin = 5.1 + 0.014 D; [0] Hmax = 10.1 + 0.014 D, where D is depth in meters. The direction of [O]Hmax within 50-170 m depth is uniform at N70°E (±15º). The hydro- fracturing results obtained at Anna, Ohio are in agreement with the prevailing stress regime in the midcontinent both with respect to magnitudes and directions. The results suggest a possible thrust mechanism for a proposed NW-SE fault along which most of the earthquake epicenters have been located, and a left lateral strike-slip at greater depths. Processing nonmagnetic taconites by selective flocculation-desliming and flotation requires large volumes of water. If impounded without treatment, these off-process waters require excessively large areas for containment. To discharge the waste water into natural waterways would contribute to stream pollution and likely would not be permitted. In U.S. Bureau of Mines experiments conducted in the Twin Cities Metallurgy Research Center's 900-lb per hr pilot plant, approximately 85% of water requirements for the flotation-based treatment of a Michigan nonmagnetic taconite were met by reclaimed water. Water reclamation of the off-process streams from flotation was accomplished by controlled additions of lime, sodium carbonate, and a synthetic flocculant to reduce turbidities to 51000 ppm equivalent SiO*, while maintaining a Ca(II) content of =16 ppm in the finished effluent. Flotation concentrates of good quality were obtained using the reclaimed water. The cost of chemicals used in water reclamation was approximately equal to the savings in flotation reagents attributed to recycling of the water. Water quality is perhaps as important to flotation as are the reagents used. The character of water is extremely variable, depending on whether the source is a well, lake, or stream, upon the season and temperature, upon prior use, and upon the character of the watershed. All of these factors influence the water hardness and the quantity of other dissolved inorganic salts, turbidity, dissolved and suspended organic matter, dissolved gases, and pH. Frequently, the differences in water quality can measurably influence flotation selectivity, often to the point of spelling success or failure. Water hardness is particularly troublesome in flotation systems employing fatty acids, but other unrecognized constituents may also contribute to peculiarities in flotation behavior. Furthermore, a given water source may be entirely satisfactory in one flotation system, but entirely inappropriate in another. In recent years, society has given more attention than formerly to water use, even in areas where water is plentiful. However, both the demands of a growing population, with increased per capita needs, and also those of industry must be met. As a result, riparian rights must be negotiated with the appropriate government agency or agencies so that consumption of water is often allocated or otherwise controlled. Furthermore, the disposal of off-process industrial and domestic water is coming under the increasing scrutiny of these same governmental units. In these respects, the mineral industry is no exception, so that conservation, water reclamation, and reuse may be expected to assume increasing importance. In 1932, it was stated that, "water reclamation is generally more expensive than the economy in water and reagents resulting from its use. It is employed only if it is urgent to save water."' The economic aspects of this statement may still be true, but the unrestricted use of water is becoming less and less an option of the user. The purpose of this paper is to discuss an investigation conducted by the U.S. Bureau of Mines (USBM), in which water reclamation and treatment were undertaken to develop procedures for, and to assess the effects of, water reuse on the flotation treatment of nonmagnetic taconites. This investigation is a logical extension of previous work described by the author and associates at the Twin Cities Metallurgy Research Center employing selective flocculation-desliming and anionic flotation of silica from low-grade, nonmagnetic iron ores2,8 The requirements for the selective flocculation-de-sliming and the anionic flotation of silica processes determined the direction of the investigation. Previous studies had indicated that pH levels of about 11.0 and 11.8 were required for selective flocculation and flota-tlon, respectively. The calcium content of the water was believed to be of importance in both of these operations, and since Minneapolis tap water with a Ca(I1) content of about 16 ppm had been successfully used, an attempt was made to reclaim the process water at an equal level of dissolved calcium. Additionally, the objective was to nullify or effectively limit the effects of dispersants and fatty acid residuals from prior stages of processing. Last but not least, the system of water treatment had to have the capability of reducing turbidities to workable levels. With about half of the effluent being derived from the selective flocculation-desliming step and carrying about 25,000 ppm of highly dispersed, suspended fines, this last objective appeared formidable at the outset. Procedures for water reclamation were derived, in part, from well-known mineral dressing practices, from past observations and investigations, and from concepts contained in various pertinent publications on water treatment."c These procedures involved: 1) flocculation with lime and poly electrolyte-type flocculants, 2) lime-soda-ash softening, 3) chemical precipitation, and 4) mineral surface adsorption. Control was exercised at various stages of water reclamation by frequent measurements of Ca(11), pH, and turbidity.

THE two earlier papers in this series1,2 presented data on the rate of diffusion of carbon and of manganese in gamma iron. Apart from their scientific interest, these [] data are needed chiefly in order to treat data on carburization, on the rate of formation of pearlite, and on the rate of austenizing in a quantitative way. 1,2,9,10 In the present investigation rates of diffusion of nickel in -?-Fe over wide temperature and concentration ranges have been determined, and the effects of carbon, of impurities, and of grain size on these rates have been studied. Claussen,3 using the data of Fry,4 has calculated the diffusion coefficient of nickel [ ] in -?-Fe as 9.2 X 10-11 sq. cm. per sec. at 1200T., but had no data from which to calculate the variation of D with concentration, temperature, and percentage of carbon. METHOD AND MATERIALS Method.-Nickel was diffused along the axis of a cylindrical specimen across a concentration gradient, concentration-penetration curves were determined and D values calculated from Grube or Matano solutions.5 Details of the method are given

CIVIL engineers seem to number in their ranks more advocates of licensing than are found among the practitioners of other branches of the pro-fession. Licensing was not originated by civil engineers but it was forced upon them in two ways. In the first place, the civil engineering profession has hangers-on like every other profession. The first legislative result of their imperfect accomplishments with which I am familiar occurred in the far West. It was found that early irrigation works were so badly planned in some cases that not only were water rights made very uncertain but considerable sums were invested in structures and ditches which proved inadequate and occasionally complete failures. Water was too valuable to be wasted in that way and money too hard to obtain. In those sections, therefore, laws were passed many years ago which made it obligatory for the design of irrigation works and other structures utilizing water to be made by engineers who had satisfied a board of examiners that they possessed the technical qualifications to plan such works properly. The basic thought on which such laws rest is the same as that on which laws governing the licensing of boiler operators rest, namely, the safety and welfare of the public. While boiler explosions still occur and irrigation works are built which are not wholly satis-factory, these laws have helped the, public, it is gener-ally agreed.

For the second consecutive year, the production of crude petroleum in New York has fallen below the 5,000,000-bbl. Mark that had prevailed previously since 1937. In 1945, the output totaled 4,658,000 bbl., a decrease of slightly more, than one per cent from the 1944 production. This total represents 2 per cent of the stripper-well production of the United States, which in turn is I 3 per cent of the total annual yield of the nation's petroleum.

TULSA SECTION At the smoker concluding the two day meeting of the Tulsa section of the American Institute of Mining and Metallurgical Engineers, Tulsa, Okla., Feb. 26, 1919, Dr. Willis T. Lee, the new head of the Geological Department of the University of Oklahoma, was introduced to the assembled geologists and mining engineers. Dr. Lee requested that the geologists and engineers who were making a specialty of petroleum geology assist him in giving a good course in practical oil geology in the Geological Department of the University. After a motion offering the services of all present in giving lectures on their special subjects had been adopted, Dr. Perrine of Hutchinson, Kans., named the geologists who were pledged to give lectures in Dr. Lee's course. The students in geology at Norman are assured of the latest information regarding practical work in petroleum geology and will have the inspiration derived from contact with men who are actually at work upon the problems which they are studying. Dr. Lee and President Brooks of the University are to be congratulated upon the introduction of this .method of instruction. The plan thus put into operation is similar to the graduate system of coaching in athletics followed at many of the large universities; what is good for instruction in athletics should also prove good for instruction in applied geology.

GOODALE, Butte, ,Mont.-While there are many points in Mr. Read's, paper which I am not prepared to discuss thoroughly, I am inclined to believe that difficulties are involved in the establishment of all employment bureau, which shall have exclusive control over the employment and discharge of workmen. I suppose you .have heard a great deal: about the so-called "rustling card? at the works of the Anaconda company. That is a very innocent sort of card, although the I. W. W. organization has made a great deal of noise about it. An applicant for a job is handed a blank on which he tells his nationality, his age, whether married or single, and the place of his last employment. The company then writes to the place where he says he was last employed to find out whether he is telling the truth; we do not ask the previous employer whether the man is blacklisted or has anything; against his record; but simply, "Was this man formerly in your employ?" A great hullabaloo has been made, about this practice by some of the men in Montana who are afraid, of their own records; but out of 53,000 applications for employment received by the Anaconda company since the employment bureau was formed, only 647 were rejected, which does

JUDGING from the inquiries that are constantly being received by the Utah Engineering Experiment Station as to the "Why," so to speak, of the flotation process of concentrating minerals, it occurred to me that perhaps a brief statement of the more important theories might interest those who have not followed the technical literature. Like many other industrial processes, flotation has hitherto been developed on an almost purely empirical basis, with relatively little practical contribution from the fundamental chemistry and physics on which the phenomena are based. In fact, its development by the trial - and - error method has been perfected to such a high state that it is becoming generally thought that further important advances can be brought about only by a thorough understanding of the actual mechanism of the process. Natur¬ally, such a complicated process has brought forth numerous theories, most of which have failed to withstand the test of time. It is significant that no theory has yet been advanced which is universally accepted.
