In 2012, in response to an increasing potential unfunded liability, the Western Australian Government passed the Mining Rehabilitation Fund Act 2012. The intent of this Act was to introduce an annual levy on tenements covered under the Mining Act 1978 based on the area of disturbed land. The fund generated from these levies could then be used to rehabilitate mining sites where all other options to ensure rehabilitation had been exhausted. The fund could also be used to rehabilitate abandoned sites or features which, in Western Australia, number over 10 000.The Mining Rehabilitation Fund (MRF) was implemented on 1 July 2013 for an initial voluntary year. It becomes compulsory on 1 July 2014. By the end of March 2014, nine months into the voluntary period, over $6.5 million had been paid into the fund. The incentive for tenement holders to voluntarily enter the fund was the opportunity to have unconditional performance bonds held against their tenements retired. While there will be circumstances where bonds will continue to be applied, it is the State Government’s intention to retire most of the bonds.The MRF has received mostly accolades from industry and companies that have entered. Most have found the system easy to use. The MRF was also cited as a reason for Western Australia’s improved position in the Fraser Institute’s annual survey of mining jurisdictions. Work is now starting on processes to select priority abandoned mines for rehabilitation.This paper explains the background to the MRF and its development, and reviews its implementation during the first, voluntary, year. It also discusses how the fund will be managed into the future and what this will mean for both abandoned mine features across Western Australia and any future abandoned mine sites.CITATION:Leybourne, M L, 2014. Recent work on decoppering lead is reviewed CUS is formed rapidly even from dilute solutions of copper in lead. The mechanism of decoppering is discussed and an explanation for the retention of metals such as silver in lead is advanced. As decoppering tin appears to be an analogous process, the, Cu-Sn-S system is studied at 300°C.. CuS, which is not an equilibrium product, is found m decoppermg drosses. In the removal of nickel from lead, Ni3Pb2S2 is formed; preliminary measurements show the equilibrium nickel content to be greater than that obtained by stirring in sulphur. Decoppering bIsmuth IS thermodynamically favoured, but is complicated by the occurrence of CuBiS2 The Cu-Pb-S system IS the only one of the four studied where the equilibrium can be calculated simply, as the presence of ternary sulphIde or other phases invalidates calculations based on binary data.

The emission of seam gases into underground workings in coal mines is acknowledged as a major hazard, particularly methane due to its possible ignition. Acknowledge of seam gas parameters is important for the prediction of gas emission rates into the ventilating air current. They are also important as the basis for the evaluation of the likely contained gas as a possible energy source.   Gas content determinations for the Kupakupa seam have been made at the Huntly West Mine.  Applying the method of Creedy (1986) to face samples, gas contents of 1.80 and 1.66 have been determined. Using desorbed and residual gas content data a content of 1.92 m3/t has been derived. These are on an ash included basis. Calculations using the adsorption equation of Kim (1977) and coal quality have given a gas content of 2.19 m3 t. Long-hole exploration drilling at Huntly West Mine has provided information on gas pressure. A pressure rise test has given a reading of 500 kPa (absolute); this is low compared with the pressure given for the determined gas content from theoretical adsorption isotherms.

The excavatability of the rock mass in a proposed open pit mine at Globe-Progress has been assessed. The rock mass was initially evaluated by determining variations in seismic velocity and by using the Revised Size-Strength Chart. These two assessments should be performed during the feasibility or early investigation stages of a project. A complete rock mass excavatability assessment using a suite of geological and geotechnical properties was then performed using three methods: RMR System; Modified Rippability Rating; and a productivity estimation method. These three methods should be applied during the investigation and design stages of a project. The preliminary assessments show that most of the open pit rock mass is expected to be rippable. The complete assessment differentiates weak, fair and good rock masses within the open pit. Weak rock mass exists along the Globe-Progress Shear zone, located along the northern and eastern pit walls and also in the western pit wall where the Chemist Shop Fault is located are both regions are expected to be diggable. Relatively weak rock mass also exists along the Globe-Progress Shear axial hinge. The Globe-Progress Shear limbs are generally fair to good rock where moderate to hard ripping should be expected.

New Zealand has been a significant producer of gold for over a century. Total recorded production is over 850 tonnes. There were three major periods of production: the first and biggest was between 1860 and 1880, the second was between 1895 and 1920 and the third was between 1930 and 1945. After 1945 gold production fell continually until 1980 when the major upward adjustment in gold price led to renewed interest. There have been important new developments in each of the known gold-rich areas: Westland, Otago and Coromandel and exploration for gold in these areas and in previously unprospected regions has reached unprecedented levels.

Total mechanisation in the Western district of New South Wales is quite a recent addition to productive methods in that State, for it was only in 1940 that the first colliery was equipped for this method of winning coal. Now almost all mines either are totally mechanised or are planning to get their coal by these means.This marked change in recent years is explained by the salient features of the industry's history. Collieries in New South Wales had generally been subjected to low selling prices forced on them by over-production and severe competition. Little money was available out of profits to purchase machinery, and returns on capital were so poor that inducement to invest money in the industry was nonexistent.The second world war brought price fixing at the already low prices. It was not until the post-war period that there has been any inducement to mechanise.Much credit for mechanisation can be given to the Joint Coal Board, a government body formed in 1948. Pursuing a broad plan for the rejuvenation of the industry, this Board, purchased large quantities of machinery for use in, mines under hire-purchase agreement. These agreements encouraged machine mining, and this fact, together with the ensuing production economies, has improved the financial position of the industry.The Board has also been instrumental in the granting of increases in the fixed price of coal, so that the industry has been given an even greater boost in the direction of mechanisation.

This is what I term ... the graveyard end of any Conference. It's almost over. Those of you remaining are either all talked out or past the information overload stage. And some of the sensible? ones have left for more exciting field trips, or gone back to their work-site where they earn their daily crust, or headed off South to another Conference of interest to the Energy sector that is being held currently in Christchurch. But that's OK. I have a thick skin! And neither am I particularly Politically Correct! I am not a miner: I am not involved in the mining industry in a hands on way at all. I am not even an academic. I am not even too sure why I am here ... apart from the fact that I agreed to come! At various times in my life I have been a D istrict Councillor, Chairman of a Regional Council and even an MP. I am a supporter of responsible mining.  All of what I have to say is my own point of view rather than that of either the Coal Producers' Federation or the mining industry. That is not to say that we are often in agreement, but I thought I would clear that point right at the outset. And some of what I will talk about will not strictly be to the topic - it's hardly mind-bending riveting stuff. Well, is it? But obviously because you are still here you have some interest in the topic.

There is an apparent push to develop and commercialise "new and innovative" process flow sheets. A not-too-difficult reality check clearly demonstrates that the success rate of this push is not particularly significant and in fact could be regarded as a waste or misappropriation of R&D funding and the associated brain power. As Julian Sumner Miller would comment "why is this so?" To put it bluntly, many of the so-called innovative developments are equivalent to gold plating the dunny door - visually interesting but of very limited practical value. It is difficult, and probably inadvisable, to frame rigid rules for the valuation of alluvial deposits, for such deposits are very diverse in type, varying, for example, according to the mineral sought and according'to the complexity of the deposit which, on one hand, may be a narrow welldefined alluvial strip at the bottom of which is a continuous mineral lead, or, on the other, may be a broad alluvial flat with discontinuous patches of the valuable mineral occurring at different levels throughout the alluvium.However, some definite procedure in valuation must be adopted when dealing with anyone deposit, and the fundamentals of such a procedure are applicable to almost all alluvial deposits.The methods described in this paper are based very largely on the valuation of a specific deposit and, although an attempt has been made to keep the discussion as general as possible, it contains some statements which, if traced to their origin, spring from the writer's association with that deposit. Such statements must be interpreted with sufficient flexibility to be appropriate to whatever area the reader may have in mind.The subject of valuing an alluvial deposit falls naturally into two divisions: The valuation of each borehole; the valuation of the deposit as a whole. The following discussion is therefore dealt with under these two headings.Some general matters are mentioned in a third section.

The Tui mine site is situated on the NW flank of Mt. Te Aroha, at approximately 400 m altitude. During underground mining operations two lead-copper-zinc ore bodies were exploited and processed on site. The legacy of the mining operation is a barren dam containing over 100 000 mm of sulphide-rich tailings. The Tui mine site is arguably the worst case of environmental degradation resulting from past mining activity inNew Zealand. Although the impacted area (approximately 4 ha) is extremely small by international standards, acid mine drainage (AMD) emanating from the abandoned tailings dam and mine adits has severely contaminated local streams and prevented natural plant recolonisation of the site for more than 20 years.   The suitability of the tailings as a potential plant growth medium was assessed with the end view of revegetating the tailings dam and alleviating AMD. This paper outlines characterisation work conducted on the tailings and summarises preliminary results from plant growth trials. The tailings contain up to 5% Fe, 1.15 % Pb, and 0.45% Cu in the form of sulphide minerals. The distribution of heavy metals, sulphate and total sulphur with depth indicates that the top 200 - 300 mm of the tailings have been extensively weathered since their deposition. The oxidation of sulphide minerals, particularly pyrite (FeS2 ) has reduced the pH of the tailings to nearly 2 in places. Below 300 mm the sulphide minerals are largely unweathered and the theoretical acid generating potential of the tailings exceeds 170 Mg CaCO3/1000 Mg tailings at certain depths. Plant growth trials were conducted to study the effects of lime and organic matter addition on the establishment of vegetation on the Tui mine tailings. Several plant species were assessed including some cultivars bred for their tolerance of heavy metals.

LKAB operates two underground iron ore mines located in the northern part of Sweden, both using sublevel caving (SLC) as the mining method. Knowledge of the mechanisms of gravity flow is important since it affects both ore recovery and waste dilution. This paper describes results from a large-scale field test carried out at the Kiruna mine with a focus on gravity flow. It is part of Work Package 2 in the I2Mine project financed by the EU. A total of ten rings were blasted. Smart Markers based on radio frequency identification technology were used to monitor the gravity flow. An accurate delineation of the isolated extraction zone requires reliable detection of all recovered Smart Markers and precise knowledge of the 3D position of the markers within the burden. It was therefore necessary to carry out borehole deviation measurements (collar, alignment and trajectory). The blast performance was monitored by high-speed filming, near-field vibration monitoring and velocity of detonation measurements. Three-dimensional stereo images were taken from the drawpoint and the loaded bucket after each mucking cycle. Based upon that, fragmentation was assessed both in 2D and 3D. Furthermore, volumetric differences were determined at the drawpoint, which reflects the mobility of loaded material. For draw control, the Fe content is estimated by measuring weight and assuming a full bucket. The measured volume of rock in each bucket further improves this estimate. Possible flow disturbances occurring at the drawpoint were revealed by video recording. Two-dimensional laser scanning was carried out during mucking to track the position of the bucket and estimate the position and slope of the muck pile.The results from this test clearly show that the gravity flow in the large-scale sublevel cave in Kiruna mine is often of disturbed character. Standard draw occurred only in three rings and shallow draw in the remaining seven rings. In five cases, shallow draw developed towards standard draw, but occurred at rather late stages during extraction (70–125 per cent). The maximum width of the draw varied between 10 m and 13 m except for one ring (6 m). The draw reaches the cave rather early (5–25 per cent extraction) in shallow draw situations and much later (about 50 per cent) during standard draw. Waste originates from above in most cases, while more significant portions often occur at about 20–45 per cent extraction.All the results from this extensive field test are not yet fully analysed, and further field tests are planned. The hot-dip galvanising industry is the largest consumer of zinc, with over 40 per cent of the world’s total annual production of zinc used for galvanised steel. The dross generated in the hot-dip galvanising coating process is a valuable co-product, since it contains high quantities of recyclable metal. A new method to recover the metal from the industrial galvanising dross was proposed using supergravity separation. During the hot-dip galvanising process, the presence of zinc dross has a serious impact on the surface quality of the hot-dip galvanised sheet, forming zinc dross defects. To reduce the impact of zinc dross, the zinc dross on the surface of the zinc pool needs to be manually or mechanically removed at regular intervals. However, during the dross removal process, a large amount of metal zinc is inevitably carried out, resulting in low zinc utilisation rate and high zinc loss rate. This article proposes an efficient and low-cost technology for the recycling and utilisation of hotdip galvanised dross, which uses super-gravity technology to recover hot-dip galvanised dross online. The metal in the hot-dip galvanised dross returns to the zinc pot in situ, while a small part of the dross remains in the super-gravity equipment, which can reduce the amount of zinc dross by more than 60 per cent and achieve a reduction in zinc loss from 17 per cent to less than 7 per cent.

Mining and metallurgical processing of gold and base metal ores often results in solid wastes and effluents containing high concentrations of arsenic. In addition, arsenic can be released to the atmosphere from gold roasters and base metal smelters. Speciation of arsenic in roaster products, in a stack sample from a copper smelter, in organic soils impacted by smelter emissions, and in an anaerobic effluent treatment system at a smelter site was determined in order to broaden our understanding of the nature and occurrence of arsenic in a wider range of metallurgical wastes. Micro-XANES spectra obtained from iron oxide particles forming in a gold roaster indicate preferential enrichment of As3+ species in maghemite-rich domains and microlayers. In comparison, haematite-rich iron oxide particles are dominated by As5+ species. It appears that maghemite is retarding oxidation of arsenic and its volatilisation during roasting. Arsenic occurs as both As3+ and As5+ species in a stack sample emitted from a Cu smelter, confined to fine-grained secondary product layers accumulated on the surfaces of spherical Cu particles. This is probably resulting from condensation of As species upon cooling following their volatilisation during the combustion process. Soil samples collected at various distances from the Cu smelter are dominated by As5+ species including monomethylarsonic acid and tetramethylarsonium iodide as the organic arsenic species. The presence of reduced As3+ species highlights the importance of organic material influencing the speciation of arsenic and mineralogical transformations taking place within the soil profile. The XANES spectra indicate that arsenic occurs predominantly as aqueous arsenite species in the anaerobic treatment system, contrary to the conventional thinking of As retention by the formation of secondary sulfides.

There has been much debate in recent years regarding the number of Geology (Earth Science) graduates produced in Australia. The key variable has commonly been assumed to be the placement of graduates in the mineral and petroleum industries. Although not wishing to deny the importance of this element, we contend that Geoscience studies should be given to a wider variety of graduates. The essence is to make students and future citizens more environmentally aware. INTRODUCTION Geoscience is fundamental to exploration and to the well-being of the minerals industry and hence the Australian economy. The value of mineral primary products exports for the past three years has been: 1895 $15.3 billion 1986 $14.8 billion 1987 $16.3 billion (Data source: B.M.R) The mining industry supplies about 40% of Australia's export earnings. However the overall value of Geoscience to the Australian economy is much greater. At the opening of the ANZAAS conference in Townsville during May 1987, Sir Bruce Watson , Chairman of the Mt. Isa Mines Ltd., made a plea for a national re-examination of the way science is taught in secondary schools. In particular he emphasized the point that the community should be more aware of the importance of Geoscience and the value of the mining industry to Australia.
