The Resource Management Act 1991 provides for activities to be classified as permitted, controlled, restricted discretionary, discretionary, non-complying or prohibited in district and regional plans. This paper looks at the use of the prohibited activity status to restrict, in particular, mining. Often the use of prohibited activity status for mining appears to have no basis other than the negative perceptions that the local community and/or the planner drafting the plan has toward mining and quarrying.   The paper will address the current appeal regarding the use of prohibited activity status now before the Court of Appeal, and the history to the litigation. The relevance of the outcome of the appeal to the minerals sector will also be explained.

The interaction of, flotation collectors with sulphide mmerals takes place at the solid-solution interface. The electrochemistry of the processes which affect this interface are discussed. The interaction of xanthates with sulphides is an electrochemical process, xanthates being electro-oxidized to chemisorbed xanthate and dixanthogen.The role of oxygen is to provide a cathodic process to allow the anodic oxidation to occur. The hydrophobic condition of the mineral surface is brought about by the presence of the oxidized xanthate species. The action of reagents which can activate or depress the flotation of sulphides is discussed briefly.

Environmental legislation for the process and manufacturing industries is frequently formulated without considering the fundamental limits of physics, chemistry and thermodynamics within process technology. Recycling of end-of-life goods is used in this paper to show how the limits can be evaluated on the basis of the theory of minerals processing and metallurgical engineering. This theory has been applied on European Union level to re-examine the legislation for automobile recycling in a recent stakeholder discussion involving the automotive industry (http://www.assurre.org). This theory and our models are finding their way into the computer aided design (CAD) tools of the automotive industry, developments that form part of a project to design the super light car of the future (http://www.superlightcar.com). Only such fundamental approaches will in future be able to provide the basis to argue and define realistic and sensible environmental legislation.

A hard lump char containing only 4 to 5 per cent ash, 0·25-0·30 per cent sulphur and a trace of phosphorus has been produced from Latrobe Valley brown coal by slow drying and carbonization of ordinary industrial briquettes at temperatures between 7000 C and 14000 C. The briquette char can be made with a variety of reactivities by varying the maximum temperature of carbonization; the higher the temperature, the lower the reactivity. The strength of the fuel compares favourably with metallurgical coke made from black coal, though it may not be quite so resistant to abrasion. Experiments in a small experimental cupola indicate that it will make a satisfactory fuel for use in iron foundries. It may also find extensive application as a smokeless fuel in other branches of industry and in household heating appliances.INTRODUCTIONVictoria, like South Australia and Western Australia, is apparently without 'significant deposits of black coal of coking quality but there are huge reserves of brown coal of high moisture content (60-66 per cent) in the Latrobe Valley (well over 20,000 million tons have been proved) and there are other important deposits in the south central portion of the State (Herman, 1952).For three decades Victorian industries, including a few metallurgical firms, have been using the briquettes made at the Yallourn factory of the State Electricity Commission of Victoria (S.E.C.). These briquettes, having a moisture content of about 15 per cent and a calorific value of approximately 9,500 B.T.U. per pound, are satisfactory for certain grate-type furnaces but they are not suitable for use in cupolas of other shaft furnaces because they disintegrate badly on rapid heating.

EARLY in 1911 the Public Service Board of New South Wales suggested the advisability of inaugurating a School of Mines at Broken Hill, arid made inquiries to determine how such an institution should be conducted. He, the author, believed the Board, as a result of the inquiries, was in favour of the project being worked in conjunction with the Technical College, and hoped to be ready to receive students at the commencement of 1912. That the inauguration has not yet taken place is probably due to the vast amount of consideration and preparation that a new departure of the sort would require. At the present time New South Wales or, to speak more broadly under the same denunciation, Australia is not at all suitably catering for the technical training of young men to provide the increasing demand for officers to work the valuable mines within its territory...

Static liquefaction is a geotechnical hazard in mine tailings facilities. Soils that are contractive in shear are susceptible to static liquefaction. Tailings facilities are dynamic structures, typically growing in height each year. Dilative tailings may become contractive under increased effective stress. In this paper we show that Cone Penetration Test (CPT) data can be used to estimate the future state of in-place tailings under changes in effective stress. Susceptibility to static liquefaction is typically evaluated with the CPT by using a clean-sand equivalent normalized cone tip resistance (Qtn,cs) or by estimating the state parameter (?). An alternative approach is to evaluate the soil-state using the yield-stress-ratio (YSR = ?’y/?’v0). If the YSR equals one it is on the normal consolidation line and the soil-state is contractive. YSR values greater than three are typically dense of the critical state line (CSL) and the soil-state is dilative. In this paper we review how to calculate Qtn,cs, ?, and ?’y; and how the YSR can be used to screen for contractive soil behaviour. Unlike Qtn,cs and ?, it is very simple to estimate how the YSR will change due to an increase in overburden stress. This YSR approach was evaluated at three locations that saw increases in overburden of 10 m, 20 m, and 25 m. We show that the ?’y calculations are consistent and the increase in effective stress moves the soil state towards looser soil states. Nowadays, the demand for a finer grind in minerals processing has set new challenges within the industry, particularly for grinding technology. Apart from a finer grind, energy efficiency is also a key driver in optimising comminution technology.Stirred milling technology, already proven in many other industries, delivers a modern, sophisticated, flexible and energy efficient grinding solution for fine and ultra fine grinding in minerals processing. Fine grinding technology is utilised particularly in concentrate regrinding to complete the liberation of valuable minerals after the first stage of concentration. Maintaining the correct particle and particle size distribution of the regrind product is crucial for downstream process performance. Stirred milling technology offers the unique possibility for online control and optimisation of the regrind product particle size. This paper describes the basis of this online control possibility and discusses the implementation of stirred milling technology in minerals processing, particularly in regrinding applications. Rock mass response in blasting is an important element to determine the performance of a blast along with its other outcomes. The near-field monitoring for rock mass response analysis is vital for determining the behaviour of a blast; however, due to costly and cumbersome methods involved in such measurements the subject has received scant attention so far and the publications on this account are perfunctory in nature. This paper presents a non-destructive method to monitor the blast-induced pressure in the rock mass at a distance from a blasthole. The methodology of monitoring and a few examples of actual field monitoring are detailed in this paper. The responses of the rock in the near-field of a blasthole under dynamic loading have been documented to predict fragmentation and throw. The proposed method has also been used in limited cases earlier by the author to predict flyrock using a semi-empirical method and trajectory equation. The pros and cons of the method are discussed while throwing light on the actual response and the prediction of fragmentation and throw of blasted rock.CITATION:Raina, A K and Murthy, V M S R, 2015. Discrete element modelling (DEM) is a research tool that involves numerically solving the equations of motion of large numbers of particles. It can be very useful for investigating mechanisms that can lead to bias when extracting samples from material as it is carried on a conveyor belt or as it falls from the end of a conveyor belt. DEM is more realistic than conceptual models and mathematical models; but it is not as realistic as physical experimentation. Its primary advantages over physical experimentation are that it is cheaper and that it allows many factors to be varied while keeping other factors unchanged.This paper reviews our investigations of the performance of sampling systems by using DEM. The sampling systems investigated include falling-stream cutters, cross-belt cutters, Vezins and a device called a ætrue-beltÆ cutter, which is being developed. Safe, efficient production is a common objective for all large open pit mines. Despite comprehensive policies, procedures and regulations aimed at protecting workers, several people die each year in mining equipment-related collisions. The limited sightlines of heavy equipment operators coupled with difficult operating conditions are major contributing factors to the majority of mining equipment collisions. Off road haul trucks are the most common type of machinery involved in surface accidents. These vehicles represent the primary target for improving safety performance by mine operators. Although several commercial products have been introduced to address these issues, none have achieved significant market acceptance. The current collision avoidance solutions lack integration with onboard fleet management and equipment health systems. To achieve acceptance in industry, any collision avoidance system must offer high reliability, minimal false alarms, and value for money. With these criteria in mind, this paper will examine the pros and cons of the various technological approaches to collision avoidance in an open pit mining environment. The unique global positioning systems (GPS) and camera-based proximity detection solution on offer from Modular Mining Systems will be described. This solution uses intelligent filters to minimise false alarms. Tight integration with fleet management provides context information to enhance warnings and enable back-office near-miss analysis. Available today, this combination creates a practical solution to improve the situational awareness of heavy equipment operators, at a compelling price point. Future directions for maximising heavy equipment operator situational awareness will also be examined.

This paper uses the results of research trials by Landcare Research and Forest Research Institute and assessments of reclamation plantings at mines and other drastically disturbed sites to describe methods of enhancing restoration of native forests. The characteristics of mine and forest environments are compared to highlight the difficulties facing restoration and techniques which result in successful restoration are described. Selection of the most appropriate technique is illustrated by describing restoration of lowland beech-podocarp forest at a West Coast coal mine. The key to successful reclamation is to understand the factors controlling and limiting plant establishment and growth, then to design rooting media, surfaces and management regimes to create a favourable environment. This paper concludes with a summary of the planning and technical factors which are critical for successful restoration of native forest.

Mill operators are entrusted to manage what are normally the largest capital assets on any mine site. Achieving maximum utilisation and lowest costs that drive operating margins are realised by applying well known fundamentals of good housekeeping and proactive (as opposed to reactive) maintenance programmes. Historically, maintenance and operations staff are bought in late during the construction stage and often do not have the time, know how or tools to put in place (let alone train the incumbent staff) a functioning maintenance system before commissioning starts. They then get drawn into a reactive maintenance paradigm as teething problems post commissioning are dealt with and day to day issues envelop the line tradesmen and supervisors. Additionally, even when some semblance of a planned maintenance system is established, it is often the case that over time personnel and cultural issues mask the development of problematic maintenance practices. As has been observed by the authors on many occasions, even when some basic programmed maintenance system is in place, the collection of maintenance data is often inaccurate, incomplete and not subject to analysis. The net result is of course a high incidence of machine failure leading to lower than expected availability, which ultimately translates to lower revenue and higher net maintenance costs. The time taken and the cost to repair a failed machine is always greater than the timely and planned repair of a worn machine.Upon review of a number of processing plants around the world, especially gold and small base metal operations, it is apparent that companies need to implement maintenance systems whereby the operators are not overwhelmed with data and can manage by exception. Inadequate or inaccurate data collection and analysis result in poor decisions being made and misguided actions taken. GR Engineering Services (GRES) has developed a system to enable the custodians of mining plant assets to make more effective and effective use of maintenance data by being able to focus on the indicators of plant deterioration and to programme concurrent maintenance activities to maximise plant availability and utilisation.This paper outlines the structures that can be employed to address the challenges of implementing a proactive asset management system. In Broken Hill, Northern Rhodesia, two water jacket lead furnaces have been in operation for the past three years. The furnaces were erected in war time, and only absolute essentials were procurable. The water for the jackets was obtained from wells adjacent to the works, in a dolomite formation. There being no water-softening plant, except a small one capable of treating water for the power plant only, this water was found to make a heavy scale in the jacket. During 1917 several jackets were burnt through, resulting in serious trouble and loss of output. In order to avoid this, furnaces were stopped twice a month for 8 hours and scale was removed as far as possible. In addition to the scale trouble during the summer months, a green slime grew in the supply tanks and occasionally became detached from the tank and collected in the cocks near the jackets. This caused risk to the jackets and was difficult to remove without a stoppage of the furnace. In 1918, bundles of wattle bark were placed in the hot well at the rate of one ton per month. These extracted the tannin and added from 0.5 to one part of tannin per 100,000 to the circulating water. The hot water was cooled over a brushwood cooling tower and returned to the supply tanks. The well water required to, make up the wastage was estimated at 40,000 gal per day.

At its most basic level, minerals project management may be broken down into a series of logical chronological phases, described in this paper as: exploration, discovery; scoping and pre-feasibility; feasibility and approval; project financing and commissioning; operation; expansion and closure. Each phase has its own peculiarities and challenges, any one of which can potentially upset the forward progress of a minerals project.Reference is made to each of these project phases based on the authorÆs many years of first-hand experience, in an attempt to identify issues within the project management spectrum where additional caution may be warranted. The authors consider the features and advantages of a new promising trend in mineral processing - column flotation. Design aerohydrodynamic and process characteristics of pilot-scale columns are studied. Optimum process parameters for various ores and operations are studied. Flow patterns in cells of various cross-sections are investigated and the relationship between Peclet criterion and specific capacity of cell is determined. On this basis options were developed for optimisation of hydrodynamic characteristics of large capacity cells, including longitudinal sectionalising of the collection zone. It is shown that advantages of high column cells (10 - 13 m) produced in the West can be implemented in a sectionalised machine of smaller height (5 - 6 m). Investigations on the influence of slurry and air bubbles flow patterns indicated that to increase flotation rate of particles of various flotabilities it is expedient to combine co- and counter-current flows of phases in a single column. The proposed designs allow tailings to repeatedly return tailings to the collection zone and alternate co- and counter-current slurry and air flows. For the first time columns with alternating slurry flows (combination of co- and counter-current flows) are developed and commercialised. Unique multi-sectional cells having a number of essential advantages compared to monocells are developed. Design features of the cell allow: implementation of different flotation process flowsheets in a single unit, improved beneficiation process results, reduced specific power requirement, and elimination of sludging of the aerator and cell bottom part. Operational problems restricting introduction of column cells are connected with the aeration unit. The new cells are supplied with pneumohydraulic and stepped airlift spargers, allowing control of bubble size distribution with a service life of not less than three years. Successful operation of the new generation of columns with cell volumes of 15, 25, 40, and 80 cu m and the height of 5 - 6 m in copper, molybdenum, antimony, tungsten and nickel ores and coal slurry processing at different plants in this country illustrated their considerable process and operational advantages and verified the proposed options and relationships. A simulation technique of the flotation process and models for the solution of various problems are developed. A modular model of column flotation is constructed taking into account the kinetic relationship of the process and the hydrodynamic regime in the cell. Based on this, a technique of calculating the column parameters based on laboratory tests is developed (scaling-up), and applied for calculating the design of commercial-scale columns is developed.

A new strain of Thiobacil/us ferrooxidans (SPK I) has been isolated which has a higher copper to iron release ratio (2.04) than the standard T ferrooxidans (CPBI) (1.12). The diminished iron oxidizing ability enables almost quantitative release of copper (93 per cent) from a chalcopyrite-rich concentrate without interference by iron reprecipitation. In a single batch leach, Bougainville copper concentrate yielded 9.3 grams/litre soluble copper from a 4 per cent w/v suspension in 100 days at 32°C.Solvent extraction recovery of soluble copper is recommended as a final step in a leaching process.

There is a strong focus in the mining industry to limit its impact on water quality and usage. This is even more evident in developing countries, where mining companies operate within local communities and have to be diligent not to affect them negatively. In mineral processing operations, the vast majority of water reclamation occurs at the tailings thickener area and tailings storage dam. It is often more effective to maximise water recovery at the tailings thickener before material transport to the tailings dam. Tailing dams are relatively inefficient, and experience a high degree of water loss due to evaporation, seepage and water retention. In addition, tailings dams present the biggest environmental liability for mineral resource projects, so it is beneficial to limit their size and loading.In the past, it was common for tailings thickener areas to have a significant footprint with several large diameter conventional thickeners, producing underflows of between 45-55% solids (w/w). At times, these multiple thickeners were difficult to operate, leading to inefficiencies in water recovery and quality. The development of High-Rate Thickeners (HRT) has resulted in improved settling properties and HRTs usually operate at significantly higher solids loadings (= 1.2 t/m2.h) when compared to conventional thickeners (= 0.1 t/m2.h). Subsequently, thickener diameters have reduced in size and HRT technology has become the preferred option for thickener circuit design in both new and existing operations. HRTs also produce higher water recoveries with increased underflow densities = 55% solids (w/w).The Carmen Copper Corporation (“Carmen Copper”) circuit upgrade is a recent example of these HRT benefits, where one, 39 m diameter, Outotec HRT treats the solids flow rate of five 76 m diameter conventional thickeners. This has allowed operations to increase dry plant tonnage by 50%, maintain key performance targets and provide a framework for further plant expansion.
