The paper outlines the adoption and evolution of ‘sustainable development’ as a concept in tailings management practices in the mining industry over the last 30 years. Over 500 lives have been lost in tailings facility accidents since World War 2. The paper outlines commonalities in many of these accidents, particularly the role of excess water. It considers the role effective tailings management can play in enhancing the social acceptability of mining in the future.Tailings management is a major operating cost at many mines while the cost of successfully closing tailings facilities is also very high. Current tailings management practices in the industry are outlined. The technical and engineering challenges of reducing potential risks associated with tailings by reducing water entrainment are described. The successful development of practical techniques to better manage tailings and reduce water consumption and wastage are described. For example, water removal in the alumina industry to produce a paste for dry stacking is now a reality.The future adoption of these new risk reducing techniques by the industry is discussed and the implications of the adoption or non-adoption of these techniques on the industry’s future ‘social licence’ is considered.

Iron Ore Holdings Ltd (IOH) is an emerging junior iron ore company that is actively developing projects in the Central and Western Pilbara region of Western Australia. IOH commissioned URS Australia Pty Ltd (URS) in mid-2008 to prepare environmental assessment documents for the Phil’s Creek Project, which was rapidly moving into the development phase. This project comprised a small open cut iron ore mine that was expected to deliver approximately seven million tonnes over a five year mine life.IOH faced several challenges in the environmental assessment process for the Phil’s Creek Project. Although the Phil’s Creek Project attained approval but has now been placed on hold, it is a useful case study to discuss these challenges and how IOH addressed them. Several important lessons were learned through this process that can assist other proponents in addressing environmental challenges in a constructive and proactive manner.One major challenge faced by IOH related to the endangered northern quoll (Dasyurus hallucatus). Another challenge was the unusually high species richness of troglofauna recorded within the project area, with several species initially known only from within the proposed pit footprint.Meeting and overcoming these challenges has provided IOH with an increased understanding of the level of input required for consultation with government departments regarding environmental assessments, and this should stand the company in good stead for developing future tenements. Challenges in regards to the environmental assessment process may be faced during future developments, but IOH’s experiences to date and the lessons learned from the Phil’s Creek Project, will help pave the way for successfully overcoming them.

Geometallurgy is inherently multidisciplinary and it gains its power to deliver improved outcomes for the minerals industry by bridging silos between disciplines. This cross-disciplinary approach unlocks value, identifies (and avoids) value destruction and provides a pathway to better implementation of an energy efficient and sustainable minerals industry. Despite this promise, we argue that the cross disciplinary approach also represents the greatest threat to the success of geometallurgy. Some key cross disciplinary issues identified are:Geometallurgy has so far evolved in the technical sphere, mainly by collaborations of geologists and metallurgists. Consequently, in many cases the business dimensions and value have not been incorporated. Financial and risk evaluation viewpoints need to be assimilated into the geometallurgical paradigm. In fact, until such measures are integrated into practices, the value cannot be fully demonstrated.The historical and current efforts on geometallurgy have been highly focused on improved sampling and measurement of geometallurgical properties or appropriate proxies. This work has been driven by professional and academic geologists and metallurgical engineers. It is notable that mining engineers (who are critical in the value delivery of geometallurgy through changed planning approaches) have so far been at the margins, or absent. The construction of valid three dimensional (3D) geometallurgical models raises some important organisational, mathematical and geostatistical considerations. The enhancement of resource models to account for geometallurgical aspects must be managed carefully if the full value of geometallurgical thinking is to be realised.The use of 3D geometallurgical models to change business decision making and practices is the real nub of the problem. We believe sophisticated scenario based evaluation methods are required if the potential impacts of spatial rock properties on processes further down the mining value chain are to be realistically evaluated. Such changed practices require ‘whole of value chain thinking’ to embed this change into the business in an ongoing way.Because profitable geometallurgy demands changed approaches to business decision-making and also organisation of the firm (radically changed in some cases), the senior executive viewpoint must be incorporated into the language and thinking of geometallurgy. This is unavoidable if the establishment of a geometallurgical approach to project evaluation, development and operation is to be successful and sustained.A powerful analogy for the problem faced by geometallurgy is the transformation of safety culture in the mining industry in the past 20 years. We argue that, as in the safety revolution, explicit models, cultural change and management of the ‘soft’ dimensions of the problem are pivotal to success of geometallurgy. In light of this, we propose a model (‘the Geomet Curve’) that gives a framework and pathway for geometallurgy in seven steps. The implications of this model for technical and organisational steps required at different stages are discussed.

It is well known that some sinkholes or subsidence take place from time to time in the areas where abandoned room and pillar type mines exist. The authors have been involved with the stability of abandoned mines beneath urbanized residential areas in Tokai region and there is a great concern about the stability of these abandoned mines during large earthquakes as well as in long term. The 2003 Miyagi Hokubu and 2011 Great East Japan earthquakes caused great damage to abandoned mines and resulted in many collapses. Particularly the effect of the quality of backfilling of abandoned mine below the urbanized areas is very important under static and dynamic conditions. The authors present the effect of the quality of backfilling on the ground subsidence associated with abandoned lignite mines under static and dynamic conditions and discuss its implications on the urbanized areas above abandoned lignite mines in this study. Throughout the 2016/2017 financial year, the NSW Resources Regulator conducted an assessment of each underground metalliferous operation across the state to assess how each operation managed the principal mining hazard of ground and strata control. The assessment considered all aspects of the mining process, including all aspects of managing geotechnical risk within drawpoints. This assessment is ongoing and, therefore, this paper is limited to the first six mines assessed in the program.In 2015 there were three fatalities in and around underground drawpoints in Australian metalliferous mines. Whilst many of the systems of work around underground development are consistent across the industry, there are large discrepancies around how each underground mining operation manage the risks associated with drawpoints.For drawpoints to be effectively managed, their management needs to be considered at the earliest stages of the mine planning process. By using downholes and adopting remote systems of work – systems that are continuing to improve with technology – the risks drawpoints posed can be greatly reduced.The assessment by the NSW Resources Regulator revealed a number of common failings across the state in the management of the risks that drawpoints pose. The assessment also observed a number of innovative practices that particular operations have adopted in the wake of serious incidents occurring within drawpoints at their operation; however, these practices have not been communicated to other operations.It is hoped the learnings from the assessment can be considered by industry and reduce the risks drawpoints pose in underground metalliferous mines.CITATION:Hill, X, 2017. Coal mining ceased at Strongman Mine this year after 70 years of production. Underground mining finished in 2003 and opencast methods began in 1998. During the life of the mine, 8 million tonnes of coal was extracted from two underground mines and 1.2 million tonnes removed through opencast methods. Strongman Mine is within the Grey Coal Fields; various seams have been extracted from the Rewanui Coal Measures. Coal extracted was predominantly of thermal or semi-soft specifications and characterised by low sulphur and low ash.   The area has steep topography, high rainfall (>3000 mm/yr) and is particularly exposed to westerly quarter winds. Strongman 1 and 2 underground mines are located in the steep, narrow valley which leads to the Strongman Opencast at the top of the valley. Subsidence from underground mining combined with spontaneous combustion, has resulted in an underground fire which has had substantial surface effects. Opencast mining in the steep topography resulted in several landslides at the perimeters of the site. These factors, along with water management, topsoil management and erosion control have added to the complexity of rehabilitating the site.   Rehabilitation of the site is well underway, including infrastructure removal, final landform creation and revegetation of the Strongman Opencast footprint (~45 hectares). Some innovative methods of rehabilitation have been trialled. Successful trials such as helicopter-seeding and moss hydro-seeding on highwalls are now routinely used along with traditional revegetation practices. 18 hectares disturbed land has been replanted with 88 000 seedlings, and another 200 000 seedlings are scheduled for planting over the three years. Fire management is an ongoing challenge; however thermal photography shows a steady decrease in hot areas which have been contained by grout curtains.   Mine closure is some time away and will occur after all standards set by Solid Energy and regulatory bodies are achieved.

The Dutwa Nickel Project is a nickel laterite atmospheric leach project located in Tanzania that has been under development by African Eagle Resources plc (2012). A bankable feasibility study (BFS) has been progressed to evaluate mining of the resource (107 Mt at 0.92 per cent Ni) followed by hydrometallurgical processing on-site to make a mixed nickel-cobalt intermediate product. The unique relatively high silica contents in the Dutwa deposits, as opposed to limonite, which is more commonly occurring in nickel laterites, presented the possibility for beneficiation of the ores to enhance the leach feed nickel grades and provide economic benefits in terms of operating and capital cost efficiencies.Geometallurgical relationships, based on the results of an extensive variability metallurgical test work program for beneficiation and leaching, were developed for the BFS, which resulted in an improved understanding of ore classifications within the deposit and their responses. The geometallurgical information obtained has been instrumental in making key preliminary techno-economic decisions, such as forecasting whether or not mined material should be beneficiated and was ultimately used to drive the mine plan towards the prioritisation of areas within the deposits that delivered the best cost efficiencies and overall project economic outcomes.CITATION:Elkington, T, Lorenzen, L and Czerny, C, 2013. High purity alumina (HPA) is a processed, premium non-metallurgical alumina product characterised by its purity level ie 99.99 per cent (4N) or 99.999 per cent (5N). The market price, application, and performance of HPA varies widely according to its degree of purity. High purity alumina is a form of aluminium oxide (Al2O3) with growing use in LED lighting and coating on the ceramic cathode separator sheets in lithium ion batteries. This paper describes a study on producing high purity alumina from feldspar to produce HPA and potash for use as a fertiliser. The project was positive for a number of reasons. High potassium extraction (>99 per cent) was achieved in the alkali leach using sodium hydroxide as the leaching agent and full dissolution of the alkali leach residue was achieved using hydrochloric and sulfuric acid. The potential to produce a high purity alumina product via a complex but promising emerging process was assessed. The potential to extract potassium as potassium sulfate to add value to the project was also demonstrated with the test work.

Nickel laterite HPAL circuits are known for their complexity and have presented a large number of challenges to process engineers worldwide. An attitude commonly encountered by the author is that the beneficiation of the ore is relatively simple and that the difficult problems are in the realms of hydrometallurgy. On a number of occasions beneficiation has become the 'poor cousin' in the process design phase. Another common theme is that significant difficulties are encountered when beneficiation circuits are started up, invariably slowing the ramp-up of the remainder of the circuit. In some cases the problems impact on throughput for a long period and can require major rectification capital. The HPAL Ni laterite projects encountered each have their own set of beneficiation problems that need to be understood before an appropriate circuit can be designed. This paper will discuss a range of design issues including geometallurgy, ore characterisation through laboratory testing, the application of appropriate sizing and analytical procedures, the selection of appropriate unit operations, materials handling of plant feed and products and setting meaningful plant design requirements.

The South Deep surface shaft system is being sunk to a final depth of 2750 in below surface and on completion will be the deepest single drop haft in the world. The shafts will intersect the target reef horizon at 2650 to below surface. In order to negate the requirement for a shaft pillar, which would he extremely large at this depth, the reef horizon in the vicinity of the intersection is currently being mined. A high quality crushed waste/classified tailings backfill is being placed in the longwall stoping panels around the shaft intersection area. This kill limit closure and ride which following shaft reef intersection could have a detrimental effect on the long term shaft stability. This paper discusses underground instrumentation results and numerical modelling exercises carried out to confirm that the shaft system will he stable throughout the life of the mine. Instrumentation projects include closure and ride measured between backfill paddocks and haulage leveling exercises carried out to determine the far field rockmass response to mining with stiff backfill.

Cyanide has been used for over a century worldwide for gold extraction. However, the presence of several metals and metalloids in ore requires greater amount of cyanide for an efficient gold recovery due to their solubilisation in conjunction with gold. The extraction residues are discharged into tailing storage facilities (TSFs) and may cause bird mortality if there is exposure to cyanide-bearing wastewater exceeding the toxic threshold. The toxicity arises from free cyanide released from weak acid dissociable (WAD) cyanide complexes. The International Cyanide Management Code (ICMC) has deemed 50 mg/L of WAD cyanide released into TSFs to be safe for wildlife protection. However, this concentration is based on observations of an apparent lack of toxicity rather than a toxicological approach. The National Industrial Chemicals Notification and Assessment Scheme (NICNAS) identified in 2010 that there is a lack of toxicity data to properly assess the environmental significance of cyanide levels at gold mines. Lack of knowledge for the toxicity of free cyanide and metal cyanide complexes to wildlife led to consider alternative direct assessment techniques for designating safe levels. Whilst toxicity may be assessed by using young chickens with animal ethics approval, the traditional bioassay approach to assess cyanide toxicity is impractical for gold mine TSFs. Bioassays using algal species such as Euglena gracilis, a unicellular alga, are widely used for ecotoxicological studies. A unique feature is that the Euglena gracilis Z cell has plant-like while SMZ cell has animal-like characteristics. Uncertainty and debate currently pervade the mining industry in New Zealand. The operational uncertainties, whether external (eg gold prices, the exchange rate), or internal (eg coal expansion difficulties), are large. In addition, many wider factors which influence mining are in a state of flux. State Coal Mines, the operating branch of the Mines Division of the Ministry of Energy I may be made a state corporation, with the remaining Mines Division functions being revamped. The agencies administering environmental legislation are to be restructured. Mining legislation amendments have been proposed and then dropped, and the area is now to be reviewed (The Press, 31 July 1985). Some mining licences have been withdrawn, and become the subject of heated debate in the community (The Press, 19 July 1985, and subsequent letters to the editor).

Quantitative probabilistic ecological risk assessment has been used to evaluate the likely effect on fish diversity and abundance of filtered and bioavailable metals in streamwater affected by acid drainage from the abandoned and remediated Rum Jungle U/Cu mine in the Northern Territory of Australia. The water quality was determined using monitoring data from a gauging station on the East Branch of the Finniss River, downstream of the mine site, and modelled assuming a number of potential water quality management options. The management options ranged from no action, through some flushing options to full catch and treatment of contaminated seepage from the waste rock heaps. The computer code AQUARISK was used to undertake the analyses. Critical criteria for contaminant water concentrations at the site, derived from probability density functions of available fish ecotoxicology data, were found to closely approximate the regulatory trigger values for the contaminants of concern. Modelled predictions of reduced diversity and abundance were also in good agreement with in situ biodiversity measures. Based on a reasonable target of 67 per cent species tolerance for this heavy impacted site, it was found that none of the low cost options for wastewater management was acceptable. Combinations of two of the options approached acceptability. Both of the catch and treat options exceeded the arbitrary acceptability target well. This implied that the more expensive option of liming to pH 10 might be unnecessary at this site. Thus, the use of ecological risk assessment modelling has proven useful in undertaking cost-benefit analyses for this site. The approach provides a management decision-making tool that can be economically used to link expensive on-site environmental engineering options with site-specific ecological goals rather than the previous nebulous aims of æreduced contaminant loadÆ or æimproved biodiversityÆ that often resulted in excessive expenditure without achieving successful environmental benefit.

Leaving the relatively simple life on a uni student and venturing off in to the outside working world is a big step. There are two paths to follow, the æContikiÆ style graduate program where you pick up your new lease vehicle and set forth on two to three years of planned activities, or can pack everything into one bag, stick a copy of æthe rough guideÆ in your pocket, and set off on your own graduate adventure. I took the path less travelled.The less followed method of developing yourself isnÆt for everybody. Parts of the journey are difficult and sometimes it feels hopeless, but itÆs all a learning experience. Along the way you might not get to all the graduate ætourist stopsÆ like dragline, truck-shovel, or drill and blast. But youÆll see most of them and pick up a lot more of the local culture such as people management, operational knowledge, quality control, and the black arts of project financial management.

"The Mine Haul Road Optimisation Alliance (HROA) is a unique Australian industry–academia collaboration that has been developed to support mine haul road operators. The alliance integrates industry, end-user service providers and academic research expertise in mine haul road design, construction and operation to identify, quantify, implement and monitor the various equipment, materials and road management strategies and solutions required to drive haulage productivity improvements.Initially, a broad overview of the university–industry collaborative landscape is presented, following which the current situation in the Australian mining sector is reviewed both nationally, and on a country-wide basis internationally. This insight places into context the opportunity that strategic collaborations present, to drive productivity and efficiency in mining, while also delivering innovative technology solutions.Following an overview of the HROA collaborative structure, aims and objectives, it is shown how academia and industry collaborations can deliver a more robust and needs-driven solution to mine haul road design, performance and management, especially where integrated solutions are needed. Critically in this approach, implementation and monitoring data provided by industry and service providers alike form the foundation on which to develop research knowledge and innovation that is more responsive to the end-user requirements, typically represented by ‘early goals’ and practical, implementable solutions.The paper concludes with examples of how the alliance collaborations work in practice to deliver focused mine haul road research outcomes, together with the mechanisms used to ensure industry needs are met through end-user driven research solutions for enhanced operational performance.Citation:Handel, D, Miedecke, J, Thompson, R, Tomicek, E and Tulloch, D, 2016. Currently there are large reserves of good quality iron ore near to existing infrastructure that are not being developed because the phosphorous levels are above acceptable market specifications. Since the high phosphorous content is considered to be mainly associated with the goethite fractions of the ore, attempts were made to leach the phosphorous from the ore after a heat treatment to dehydroxylate the goethite. Heating the ore and leaching with 40 g/L NaOH lowered the phosphorous levels from 0.145 wt per cent P to 0.075 wt per cent P or lower, but a heating temperature over 800¦C was required to achieve this reduction in phosphorous levels. However, when sodium hydroxide was added to the iron ore before the heat treatment, similar phosphorous removal was achieved with a heating temperature of 300 - 350¦C. It was considered that dehydroxylation of the goethite in the presence of the hydroxide makes the phosphorous available for removal with a water leach. As well, 50 per cent of the silica and 60 per cent of the alumina in the ore were also removed in the leach, but some sodium remained in the leach product. Further work is required to remove the residual sodium to produce a marketable product.

The 15-year long debate between the industry, Government and Aboriginal people about the rights and wrongs of Land Rights, the right of Aboriginal people to control development on their land and the relationship between the parties, has been long and often bitter. It has so far been a war of words and often the truth has been the first casualty. This paper looks at the debate and presents the perspective of Aboriginal people, as well as looking at how the industry and Aboriginal people can work together for everyone's benefit. It addresses such matters as: ò why Aboriginal people believe they have the right to control development on their land; ò the perception that Aboriginal people are anti-development; ò the perception that Aboriginal land is 'locked-up'; and ò how companies can negotiate with Aboriginal people.

A metalliferous mine has operated at Storys Creek from the 1890s to 1979. Storys Creek drains from a pristine catchment and National Park and remains as the most degraded stream from historic mining in north-eastern Tasmania. It has been the subject of public concern since the closure, particularly at times of high rainfall such as existed in 1985 and 1986. The mine is located on the banks of the creek, which flows into a major river, the South Esk River, which is one of TasmaniaÆs largest rivers and important for recreational fishing and water supplies. For much of the life of the of the operations tailings were directly discharged into the creek, and in latter years stockpiled or very close to it. Little rehabilitation was carried out at mine closure. The result was erosion and subsequent deposition on the banks of the creek downstream. Direct emissions of adit water and the consequential emission of contaminated ground water to the creek continue to affect water quality. Contaminant loads discharging from the mine and tailings comprise 70% of the metal load in the catchment and are by far the largest single source. Acidity data suggested that the introduction of systems to introduce alkalinity could be effective in ameliorating the residual acid drainage impacts in the Storys Creek catchment. After a period of investigations and trials which proved their effectiveness, treatments adopted have included the following: relocation of tailings to a constructed and clay capped disposal area and rehabilitation of tailings area; crushed limestone addition to stream flows; crushed limestone addition to creek banks and exposed tailings; sealing of a drainage Adit; and construction of an anoxic drain to generate alkalinity to surface waters draining to old mine workings. These innovative treatments have resulted in a marked improvement in water quality draining from the area. The anoxic drain is believed to be one of the few, if any, which has been constructed to have generated high levels of alkalinity from clean waters and offers a solution to the clogging problems experienced in such drains in the past. Similarly, the use of crushed limestone in an active stream has proved effective in buffering acid drainage and removing metals from solution.

The cost of water treatment is now more than ever a major consideration for maintaining an environmentally and economically sustainable mining operation. As an industry, we often have to consider water sources that are highly impure and difficult to treat. We are also discovering the value of our waste waters in this regard and using new and improved methods and technology to reclaim and reuse water. In many instances, the water or waste water to be treated is highly acidic and saturated in sparingly soluble salts. Conventional systems used to liberate this type of water typically involve high doses of lime with large volumes of waste sludge produced, and are comparatively complex to operate, to pretreat the water in order to reduce scaling tendency on the reverse osmosis stage. However, if the water is considered valuable for reuse, then why not avoid difficult and cumbersome pretreatment processes and treat the water at low pH to keep the sparingly soluble salts, metals and other dissolved species in solution. This paper describes a patented technology that uses and successfully proves this concept as a cost effective option for certain situations. Results from a treatability study on an Australian groundwater are discussed, along with an economic comparison to a conventional method and discussion on full-scale potential.
