After considerable input from the mining industry, the Canadian Securities Administrators (CSA) finalised National Instrument 43-101: Standards of Disclosure for Mineral Projects. This Instrument, which became law across Canada on 1 February 2001, applies to all technical public disclosure on mineral projects and requires all technical disclosure to be based on the work of a æqualified personÆ (QP). While the QP is quite similar to the Competent Person in Australia there are important differences when it comes to all disclosure. This paper will summarise the main areas in which the Instrument introduces major changes to Canadian disclosure standards on mineral projects including the role and responsibility of the qualified person; the increased requirements to file technical reports; the incorporation by reference of the October 2000 CIM definitions of resources and reserves and additional rules governing written disclosure of scientific and technical information. In October 2001, eight months after the implementation of NI 43-101, the CSA compiled a list of frequently asked questions (FAQs) and CSA responses to assist mining industry participants and their advisors in understanding and applying NI-43-101. This document has been well received by industry. The CSA plans to update the FAQs when further guidance is requested. Two industry committees have been established to provide the CSA with technical advice on the application of NI 43-101. As recommended by the Ontario Securities Commission/Toronto Stock Exchange Mining Standards Task Force, the CSA has established an external industry advisory committee û the Mining Technical Advisory and Monitoring Committee (MTAMC) û to monitor the application of NI 43-101 and advise the CSA on industry and professional developments. The role of the CSA-Canadian Institute of Mining, Metallurgy and Petroleum (CIM) Working Committee on Reserves and Resources is to ensure that the future changes and updates to the CIM Standards can be efficiently and effectively incorporated in NI 43-101. During this first year, the Canadian securities regulators have seen an improvement in the quality of disclosure on mineral projects, which will increase investor confidence in the industry.

"An EXTENDED ABSTRACT is available for download. A full-length paper was not prepared for this presentation.South-East Asia represents the world’s most productive tin province, mainly from placers. Kalimantan has been a major diamond producer, while in the 1980s a placer gold rush occurred in Indonesia and Malaysia. Reviewing extensive geological and mining data highlights phenomenal palaeo-environmental changes in the Sundaland region, interpreted to be responsible for generating ‘giant’ placers. Correlation of the Late Cainozoic stratigraphy has been facilitated from mine exposures and drill holes distributed throughout Peninsular Malaysia, the Indonesian Tin islands and Kalimantan, including contiguous marine areas with extensive shallow seismic profiling data. Knowing the association of rich placers with palaeo-environmental episodes and stratigraphical units has been helpful to facilitate their discovery. All three placer commodities responded similarly to region-wide landscape evolution following Mio-Pliocene high sea levels. Commencing with major regression, important stages comprised: a long period of landscape stability with deep weathering during the maximum Sundaland extent gradually rising sea levels/precipitation initiated slumping of mineralised regolith to form fans, later reworked by braided streams with aggradation (Old Alluvium); during episodic pluvial periods downcutting upgraded placers significant change occurred around Middle Pleistocene time with peneplanation and pedogenesis from Late Pleistocene time ‘modern’ fluviatile deposition (Young Alluvium) filled incised V-shaped valleys.Placer seams show systematic variation in stratigraphic position, in particular cassiterite especially occurs in the Old Alluvium (equivalent Upper Dahor Formation in Kalimantan). Gold is commonly richer in gravelly younger deposits, partly because of secondary precipitation within permeable alluvium. Davis tube tests were conducted on a Koolanooka magnetite iron ore sample, supplied by Kingstream Steel Ltd, to determine the optimum grind size, maximum iron recovery and the cleanness of the products from low intensity magnetic separation (LIMS). The ore sample contained 38.6 per cent iron, 37.8 per cent silica, 6.5 per cent magnesia and 0.54 per cent alumina. XRD and microscopic examination showed that the main minerals in the ore were amphibole (42 per cent), magnetite (39 per cent), and quartz (14 per cent). Amphibole, (Mg, Ca, Fe),Si8O22.2(OH), containing 50.3 per cent SiO2, 35 per cent FeO and 11.5 per cent MgO is the main gangue mineral in the ore, and about 30 per cent of the total iron in the ore is contained in the amphibole. Heavy liquid separation tests showed that it is very difficult to separate iron from silica by gravity separation to obtain a high quality iron concentrate. Three grind sizes were initially tested, ie 45, 38 and 20 ¦m. It was found that grinding to 100 per cent -38 ¦m (P80 of 29 ¦m) appeared to be the best option for liberating the magnetite from gangue minerals. The iron recovery to the LIMS magnetic product for the 100 per cent -38 ¦m sample reached 73 per cent and the iron content was 65 per cent. Further test work suggested that the optimum grind size was a Psu of 25 ¦m.

Five types of mineral resource were known in the sedimentary cover of the oceans and seas floors prior to the 1980s: 1. hydrocarbon fields including some very large zones of oil and gas accumulation; 2. æRed SeaÆ type thermal oozes with increased concentrations of noble metals; 3. ferromanganese nodules; 4. concentrations of metallic sulphides (æBlack SmokersÆ); and 5. cobalt-bearing ferromanganese crusts on the summits and slopes of seamounts.   Since then, the so called æWhite SmokersÆ, containing sulphides of copper and zinc, have been discovered. The ore horizons (manganese, copper, nickel and other metals) of the sedimentary cover of deep-sea basins comprise a sixth type of mineral resource in the oceans. These horizons have not only a theoretical, but also a principal economic significance.

Owing to the number of chemical processes now in use for the separation of metals from their ores, and the consequent employment of chemicals at the mine, it is sometimes necessary to be able to produce them on the spot. This particularlyapplies to sulphuric acid which may be required for the manufacture of chlorine and of sulphate of copper, or for the treatment of'sulphides and other purposes. It can be made from brimstone for rather less than £3 per ton, but when delivered to any distance from the works, the cost of packages and other charges would amount to more than the value of the acid.I hope therefore, that to any of the members of the Institute who may find it necessary to make sulphuric acid for their own requirements an outline of the process, and some details of the plant etc may be useful, and perhaps lead to their devising improvements, mechanical or otherwise. Though acid can be made from pyrites in Europe for about 15/- per ton, it is probable that for most metaIIurgical purposes the quantity required. and the uncertainty as to how long it would be needed, would make it advisable to spend as little as possible on plant, and so use brimstone, though more expensive, I have therefore given no details of pyrites burning, which is very fully treated by Prof, Lunge in his work on " Sulphuric Acid and Alkali."

Newcrest’s Cadia concentrator operated from 1998 to 2012 with a traditional SABC grinding circuit treating Cadia open pit ore. The Cadia comminution circuit was well characterised through surveys and data that are available in the public domain, and became a benchmark standard for the industry and practitioners modelling large SAG mill based circuits. In 2012, the HPGR-based crushing circuit was introduced in front of the SAG mill to increase throughput when treating the Cadia East ore that was derived from an underground block cave. This ore was expected to be more competent and have a coarser run-of-mine size distribution.Numerous previous papers have described the design and commissioning of the Cadia HPGR-based circuit.This paper describes the improvement in comminution energy consumption resulting from the introduction of the HPGR, including identifying the impact of process complexity and an increase in ancillary energy consumption for conveyors, screening, and crushing.CITATION:Lane, G S, Seppelt, J and Wang, E, 2018. The Australian metallurgical processing industry has shown great innovation and progressiveness over the past ten years. During the same period, exploration activity, particularly by Australian companies, has increased substantially in Indonesia. Following feasibility studies, the decision was made to establish a metallurgical laboratory and design facility in Indonesia. An Indonesian partner was selected, and legal and corporate matters were determined. The laboratory was established but proved far more difficult than a similar undertaking in Australia. Australian and Indonesian staff were recruited and training programs, including training of Indonesian staff in Australia, were implemented. Difficulties of operating in Indonesia included: ò language difficulties ò _ local pace of life ò culture ò communications. Rewards of the decision to establish the means to present the technology to Indonesia have included: ò a contribution to Australia's export of technology. ò an opportunity to expand Normet's client base. ò the opportunity to learn aspects of a foreign culture. ò the means to establish a sound long term investment. This export of technology from the Australian mining industry to Indonesia is an example of the initiatives and capabilities shown by the Australian mining service industry.

Cerro Vanguardia SA (CVSA), property of AngloGold Ashanti, mines gold and silver from a system of vetiforme orebodies located in the south of the Argentine Patagonia, in the Province of Santa Cruz.Surface mining techniques are applied to develop a series of narrow pits with an average waste to ore ratio of 26:1. This quite unique constraint brings into focus the need to maximise inter-ramp and final wall angles, leading to a strong need to optimise wall control drilling and blasting in order to reduce back-break damage to an absolute minimum.The paper describes a program of applied investigation and design modification implemented during?2008?and?2009 in?two?separate pits of Cerro Vanguardia. Three distinct yet complementary damage mechanisms were identified and observed during the field components of the work; vibration induced strain fracturing, surface cratering around blasthole collars and quasi-static loading and unloading of the surrounding rock mass as a consequence of poorly controlled confinement.With these mechanisms identified, a measurement, modelling and modification campaign was conducted in order to reduce the incidence of each source of damage. Interactive design analysis and modelling, near-field vibration measurement, video capture and the application of electronic initiation technology were supported by seed wave modelling and topographic evaluation of the achieved results.Results point to the usefulness of simulation techniques for determining optimum delay timing to reduce vibration impact, while the visualisation of explosive energy distribution produced by drilling and explosive loading decisions assists in reducing the probability of over-confinement.This paper presents relevant aspects of the two fieldwork campaigns:1) describing the application of the techniques, and2) summarising the results obtained.

Normal practice in the mining industry is the creation of a single geological model. These models provide a single interpretation of the geological and mineralisation domains. These interpretations infer the exact behaviour of ore domain contacts at shorter scales when resource definition drilling is done on wider scales and are thus locally highly uncertain. The interpreted geological model provides a single number for the volume and tonnes of mineralised material enclosed by the mineralisation envelope. It is on this single number for volume and tonnage that capital intensive mine development decisions (mine design and scheduling, stockpile strategy, waste management, closure planning, dewatering strategy, product quality, etc) are based. Some of these decisions require knowledge of grade variability for small volumes of material such as quarterly production periods. It is generally recognised that this information cannot be derived from single kriged geological models, but can potentially be modelled by conditional simulation techniques. Uncertainty in the extent and continuity of the mineralised envelope and its effect on grade variability for shorter production periods is thus recognised as a major source of uncertainty in new mine development.CITATION:Jewbali, A, Boyle, C and Phillips, J, 2013. South32 (S32), a globally diversified mining and metals company, is listed on securities exchanges around the world (ASX, JSE, LSE), with its primary listing being on the Australian Securities Exchange (ASX). Chapter 5 of the ASX Listing Rules (Australian Securities Exchange (ASX), 2019b) requires a mining entity to provide a summary of governance arrangements and internal controls with respect to its estimation processes, estimates and reporting of Mineral Resources and Ore Reserves annually. As a global company, it is also important to design and implement all governance processes and internal controls which can be used consistently across the organisation. The three lines model (previously known as the ‘three lines of defense’ model) is employed across South32 to manage risk where the first line (Practitioners) designs, implements and executes processes and controls to manage risk; the second line (Stewardship) identifies material gaps and improvement opportunities in the first line by monitoring conformance with the group requirements, legislative and regulatory obligations. Second line also assists with the development and improvement of core fundamentals based on industry good practise. The third line (Group Assurance) provides independent and objective assurance over the Group’s system of risk management and control. The estimation of resources and reserves for most of the operations within South32 is managed by the Planning function. The estimation process is part of the annual Life of Operation Plan (LoOP). The LoOP identifies and assesses the strategic alternatives for the development of an operation and recommends the preferred pathway based on value and risk. The LoOP starts with opportunity framing and the updated resources as an input and ends with the short-term plan and annual budget (the outputs). Ore Reserves estimates are one of the outputs from the LoOP. All the inputs and outputs follow internal standards and procedures which includes peer review and performance reconciliation. Stewardship (Second line) which is a centralised function has standards in place to ensure compliance to internal controls and external regulatory requirements. This includes assessment of the competence of Competent Persons, technical reviews, independent audits and training in the relevant chapters of the ASX Listing Rules, Guidance Notes and Appendices. Group Assurance (Third line) which reports to the Risk and Audit Committee of the Board of Directors ensures the design and operating effectiveness of the processes, standards and procedures associated with the estimation and reporting of resources and reserves. While the level of scrutiny has a different intent for each line in the three lines model, the overall purpose is to achieve a consistent outcome across the organisation

Owing to ongoing development of new orebodies and changes to existing mining operations, new ore types with distinct mineralogy, porosity and textures are generated as feed for iron and steelmaking. Moreover, further product differentiation occurs as fine ores are increasingly beneficiated to achieve grade. A study was necessary to characterise a suite of iron ore fines in terms of their propensity for formation of quasi-particles and green bed permeability prior to sintering. In this study, two Marra Mamba bedded iron deposit (BID) samples, one Pisolitic channel iron deposit (CID) samples, two dense hematite samples (coarse and fine grained microplaty hematite), one hematite-goethite BID samples and one hematite-goethite bedded/detrital iron deposit (BID-DID) composite sample were investigated. Both Marra Mamba fines and Pisolitic fines exhibit the highest green bed permeability followed closely by hematite-goethite fines, fine microplaty hematite fines, hematite-goethite BID-DID composite fines and coarse microplaty hematite fines at a moderate sintering bed depth of 500 mm. While porous fines generally form better quasi-particles upon granulation than dense fines, the amount of moisture addition increased due to the moisture saturation of the porous fines. As sinter strands become ever larger and deeper, it was necessary to examine the granulation performance of these ore types at a range of bed depths ranging from 300 to 900 mm. On average, the green bed permeability achieved by different ore types, decreased by approximately 7.5 - 9 Japanese Permeability Unit (JPU) as the bed height was increased from 500 mm to 900 mm. In order mitigate the effect of lower bed permeability of the deeper beds, small additions of hydrated lime were investigated as a binding agent to facilitate the formation of strong micro-pellets. With the addition of three per cent hydrated lime, equivalent to approximately 2.3 per cent burnt lime, the majority of fines achieved adequate permeability for deeper bed sintering, with the exception of coarse microplaty hematite fines. In simulated coastal steelmaking sinter blends, it was found that the overall granulation performance of the blend is contributed to by individual fines constituting the blend. Therefore fines possessing favourable granulating properties impart better granulation to the blend as a whole.CITATION:Ooi, T C and Lu, L, 2013. Fiji is a developing nation that relies on economic opportunities and recently experienced increased interest in mining and mineral exploration that could potentially benefit the country. In order to understand the lack of, or failure of, past rehabilitation activity, this study applied risk-based approaches to identify the significance of activities or actions applicable to rehabilitation of post-mined land in Fiji. This involved the use of qualitative, semi-quantitative and quantitative risk methodologies, which allow assessment and evaluation of mechanisms of mining administration and practices, as well as rehabilitation methods and approaches that have been applied successfully to post-mined land in other countries with similar environmental and climatic conditions and social and regulatory environments to Fiji. The semi-quantitative risk-based technique followed an earlier approach applied for mine closure by Laurence (2006) and provided a systematic way to assess and evaluate rehabilitation issues that were identified on-site by assessors, who were able to estimate through expert judgement the likelihood and consequences based on conditions, situations observed and circumstances on-site. It demonstrated that experienced professionals could reproducibly score likelihood and consequence of selected items relevant to mine site rehabilitation, despite the wide-ranging issues identified during post mined land rehabilitation. The quantitative risk-based approach was adopted as a method to determine environmental bonds for mining projects using the assessment of consequences and likelihood results from the semi-quantitative approach, then incorporating unit cost of materials or activities for local conditions required to fully rehabilitate each issue at net present value. Application to both an abandoned mine site and a newly opened mine site in Fiji showed that this approach could provide a risk-based estimate for rehabilitation cost and demonstrated potential applicable in the Fijian context.CITATION:Soro, A T, Mulligan, D R, McIlveen, G, Franks, D M, Robinson, J J and Noller, B N, ?2014. "Column flotation has been successfully applied to iron ore concentration since the 1980s with the goal of reducing silica content and allowing for the efficient production of pellet feed. Since then, columns have been widely used in iron ore processing due to: their lower capital and operational costs when compared to conventional cells their ability to generate higher concentrate grades and recoveries.Currently, more than 100 columns have been installed within Brazilian iron ore processing circuits for rougher, cleaner and scavenger duties. Despite it being a well-established approach, several technological advances have improved column design, accessories and performance. In a previous paper the author showed that silver considerably delayed the recrystallisation of lead after cold work. The effect of antimony on the rate of recrystallisation of distorted lead was studied next, and the experiments performed, and the results obtained, are described in this paper. Electrolytic lead was used as a standard of comparison.It was also used to make the lead antimony alloys.This electrolytic lead contained 0.0005% total impurities.It was prepared from commercial lead by fire refining, followed by electrolysis and finally by vacuum casting. The process was described in the previous paper and the description need not be repeated here. PREPARATION OF LEAD - ANTIMONY ALLOYS.The steps taken to procure pure antimony are outlined in the appendix. To make the lead antimony alloys a mother alloy was prepared thus:-A quantity of the antimony (it was received in the powdered form) was placed in a pyrex glass tube, which was closed at one end. The antimony was washed with hot hydrochloric acid (1: 1), then with more dilute acid, then with distilled water, and finally with absolute alcohol; it was dried by warming and evacu,ating the tube. The paper is a general review of practice in design of sub-level open stopes in Northern Rhodesian copper mines and gives examples of some interesting developments during the last five or six years. It discusses the effect of hangingwall subsidence and the methods used to combat rock pressure on working areas.INTRODUCTIONAll producing mines on the Northern Rhodesian Copperbelt have large ore reserves and are designed for high rates of production. The three mines (Mufulira, Rhokana Corporation, and Roan Antelope) where sub-level open stoping is used, hoist from 250,000 to over 400,000 short tons of ore a month so that any stoping method used must be adaptable to concentrated' mining.
