We are indebted to the Consolidated Mining and Smelting Company of Canada Limited for the several pictures in this issue showing the progress made in new construction at Tadanac and at Bonnington Falls, B.C. Plate No. 1 shows the down-stream side of the No. 1 hydro-electric station of the West Kootenay Power and Light Co. Limited at Bonnington Falls, on the Kootenay river, at which 17,500 k.v.a. will be developed to meet the requirements of the enlarged zinc and lead refineries at Tadanac. The generators, exciters and switch apparatus were supplied by the Canadian General Electric Company and the step-up transformers by the Canadian Westinghouse Company Limited. The plant throughout was designed, manufactured and erected by Canadians. Plate No. 2 shows the casting room of the new lead-plant and plate No. 3 the new tank-room of the electrolytic lead refinery at Tadanac. These additions will increase the capacity of the lead refinery by some 150 tons daily. The extensions also include practically doubling the zinc plant, and the gold and silver refineries. With the exception of the new stack, all designing construction and installation of the various plants is being done by the Company's own employees at Tadanac. Plate No. 4 shows the progress made in the construction of the new reinforced concrete stack at Tadanac. This stack, of 21 feet inside diameter at the top, will be brick lined and when completed will rise 400 feet above its foundations: the tallest of its kind in the world. The construction is in charge of the Rust Engineering Company of Pittsburgh, Pa. Plate No. 5 is a panorama of the Tadanac smelters and refineries. The photograph was taken from the roof of the lead smelter and gives an excellent idea of the size of the plant and its surroundings. Tadanac produces electrolytic lead, zinc and copper and fine gold and silver. During 1924 the company treated 1,333,523 tons of ore and produced: 161,400,- 769 pounds of lead; 92,197,824 pounds of zinc; l,382,750pounds of copper; 4,074,044 ounces of silver, and 26,976 ounces of gold.

Abstract-Most large skarn deposits are zoned in both space and time relative to associated intrusions. Zonation occurs on scales from kilometers to micrometers, and reflects infiltrative fluid flow, wallrock reaction, temperature variations, and fluid mixing. The most spectacular examples of skarn zonation usually occur at the skarn-marble contact, where transitions between monomineralic bands can be knife sharp. Other small-scale examples occur in zoned veins and individual mineral crystals. Although, visually striking and scientifically interesting, in mineral exploration these small-scale variations are less useful than deposit- or district-scale zonation. In most skarn systems there is a general zonation pattern of proximal garnet, distal pyroxene, and vesuvianite (or a pyroxenoid such as wollastonite, bustamite, or rhodonite) at the marble front. As well, individual skarn minerals may display systematic color or compositional variations within the larger zonation pattern. Such patterns are reviewed for 14 well-studied examples of Cu, W, Sn, Au, and Zn-Pb skarns. In addition, many deposits have endoskarn or other alteration of the associated intrusion, and recrystallization or other subtle changes have occurred in the surrounding wallrocks. Copper skarns, such as Mines Gaspé in Quebec and Big Gossan in Irian Jaya, have high ratios of garnet:pyroxene and are zoned outward from the intrusion, to garnet, to pyroxene, to massive-sulfide replacement and vein deposits. Garnets in Cu skarn are Fe-rich and change from dark red-brown near the intrusive contact to paler brown, green, or yellow in distal locations. Pyroxenes in Cu skarns are pale and diopsidic near the intrusion, and become darker and more Fe- and Mn-rich away from the intrusion. Tungsten skarns, such as Salau and Costabonne in France and Pine Creek and Garnet Dike in California, have intermediate ratios of garnet:pyroxene, are more extensive vertically and along strike than perpendicular to the intrusive contact, and have zonation patterns commonly complicated by overprinting of metamorphic lithologies. In W skarns, garnet is commonly subcalcic and the pyroxene is Fe-rich, reflecting particularly reducing wallrocks or great depth of formation. Tin skarns, such as Dachang in China and Moina in Australia, also can have subcalcic garnet and Fe-rich pyroxene, but this reduced mineral assemblage typically is due to an association with reduced S-type granites. Tin skarns differ from most other skarn types in having a late greisen stage that may replace earlier Sn-bearing calc-silicate minerals, thus liberating Sn to form cassiterite. Many high-grade Au skarns, such as Hedley in British Columbia and Fortitude in Nevada, have low ratios of garnet:pyroxene and are associated both with reduced plutons and reduced wallrocks. Goldrich zones occur in Fe-rich, pyroxene-dominant, distal skarn. Zn-Pb skarns, such as the Yeonhwa- Ulchin district in Korea and Groundhog in New Mexico, have low ratios of garnet:pyroxene and generally form distal to associated intrusions. These skarns also are zoned from proximal garnet to distal pyroxene and pyroxenoid (bustamite-rhodonite), with significant zones of massive sulfides within and beyond skarn. Manganese enrichment of most mineral phases, particularly pyroxene, is characteristic of distal zones. Fundamental controls on skarn zonation include temperature, depth of formation, composition and oxidation state of associated plutons and wallrocks, and tectonic setting. Most W skarns form at relatively great depth, 5 km to 20 km, with extensive high-temperature metamorphic and metasomatic mineral assemblages. In contrast, most other skarn types are relatively shallow, <10 km and mostly <5 km, with limited, lower temperature metamorphic aureoles. "MillMapperTM is a new 3D laser scanning technology that has only recently been introduced into the North American mining industry. It enables mill operators to gain a much more complete understanding of the condition of their mill internals and to more accurately predict how liners will perform in the future. This paper describes the technology and techniques used to obtain data on internal mill conditions, how this data is processed into meaningful information which enables better prediction of liner life and gives examples of the reports provided by the software. Examples are given, using client sites data, on how this information is being used to reduce the costs and improve the revenue from SAG and ball mills.INTRODUCTION Scanalyse Pty Ltd developed the MillMapperTM technology in Australia over a number of years and has recently introduced it into North America with a significant take-up in Canada. The technology was commercially released in Australia in late 2006 and there has been significant technical development in the features provided since that time. MillMapperTM has been accepted as a useful technology in the Australasian region and more recently has been introduced to sites in Chile, Peru, Brazil, USA, Canada, Laos and South Africa. Over 100 different mills have been scanned and the technology has been thoroughly tested and validated. It has become an integral tool in condition monitoring and improvement programs for SAG and Ball mills across many sites and is now providing significant and measurable benefits to the mining industry. Some of these benefits will be described in this paper using actual examples."

THE Britannia Mining & Smelting Company, Limited, have been operating their property at Britannia Beach, B.C., continuously for nearly forty years and have mined over 33,000,000 tons of ore from orebodies within a belt of highly sheared rocks, five miles long by 2,000 feet wide. The property is in the Coast Range mountains, about twenty miles due north of Vancouver. The mountains rise abruptly from sea level to elevations of 4, 500 feet within a horizontal distance of 7,000 feet. The topography has enabled the orebodies to be developed by adit tunnels. The active mining levels are connected to the adits by incline and vertical service shafts. The main service adits are the 2200, 2700, and 4100 levels (see Figure 1). The mine surface shops, three bunk-houses, and over one hundred dwellings form the townsite camp at the portal of the 2200 level adit. A small camp of one bunk-house and a few dwellings is situated at the 2700 level portal. The beach surface shops and camp, adjacent to the 4100 level adit, service the mill, foundry, and other beach installations as well as the mining from the 4100 level. The ore mined from the various orebodies is delivered to the 4100 main haulage level through a system of rock raises and intermediate tramming levels and is hauled on the 4100 level to the mill.

"THE TITLE I have chosen is certainly not one of those self-explanatory ones. I shall endeavour to make its significance clear during my remarks but, in the hope of minimizing that inevitable exodus which follows a good lunch such as this, I am going to withhold the final key to its meaning until the very last sentence of this talk.Some explanation is due at the beginning, however, so for those of you unfamiliar with Spanish I will explain that casa means house, or home. The casa about which I am going to talk necessitates a wide .and generous interpretation of the word, because I am using it to indicate principally that portion of the North American continent which is the home, in the western hemisphere, of British and American ideals of justice and freedom, the dignity of the individual and his right to exercise private initiative .and engage in private enterprise. In a wider sense, I am including the entire western hemisphere, which may yet stand as the last bulwark of political and industrial democracy.As for the treasures of which I am about to speak, may I remind you that there are no• material treasures but those derived from the earth, and they are derived by one of two processes, -mining and farming. These two fundamental industries are the basis, and the sole material basis, of our welfare, our wealth, our very existence. From farming, whether it be farming of the land. or farming of the sea, we obtain the food to keep us alive, healthy and able to work."

Mining firms are widely criticised for their adverse impacts on the environment. At the same time many firms in the industry devote extensive resources, both financial and managerial, to the reduction or elimination such impacts. Very considerable improvements have been made, although these are sometimes overshadowed by a few high-profile accidents, such as the occasional collapse of a cyanide-containing tailings dam. In parallel, much effort is also directed at projecting a positive environmental image, as witnessed by extensive environmental reporting, both on paper and increasingly through web-platforms. Mining projects today almost invariably involve some form of environmental protection. In industrial countries regulations in this area are extremely stringent, as is enforcement. In less well developed countries, regulation and enforcement may be weaker, but firms are in many cases and for a number of reasons committing themselves to high levels of environmental protection, even if they might get away without doing so. Research in the area of environmental performance of mining firms has so far paid much attention to concepts such as sustainability indicators and the sustainability of individual firms. Given the still raging debates about the appropriate way to determine the degree to which any given firm is sustainable (Welford 1995) as well as the usefulness of what will in the final analysis be a value judgement, anyone on the sidelines of the debate will come back to the fundamental issue, how is knowledge that a particular firm has been judged ?sustainable? going to be made use of. This issue remains unresolved, which may explain the lack of progress in formulating a useful definition of a sustainable firm The question addressed in this paper is not so much about what firms are doing on the ground or in any particular case of environmental protection, but more in the subsequent use of these efforts - and by extension - on the overall direction of corporate environmental strategy. The fundamental problem facing all mining firms is that they cannot easily benefit from unilaterally reducing their environmental impact. The firm can of course avoid liability and keep a variety of stakeholders happy and hence experience lower costs of obtaining the [input] resources they need (in a broad sense, not just minerals), but this represents only part of the opportunities available form pursuing an environmental strategy (Reinhardt 2000). The other part, which may have an enormous potential, involves the concepts of competitor management and product differentiation. The logic of keeping stakeholders happy has been most forcefully argued by Pfeffer and Salanchick (1978) who link the behaviour of firms in all domains to their ability to obtain the resources they need, at a cost that is lower than it would otherwise be (Pfeffer & Salanccik 1978). Several varieties of strategy can be included under this heading, including cost reduction and risk management. The alternative logic is to convince customers that they want to pay more for minerals supplied by mining firm X or directly attributable to mine Y, or by making all mineral users pay more. These two strategies, which may be referred to as product differentiation and competitor management, respectively (Reinhardt 2000) are related to the demand side of mineral supply, whereas cost reduction and risk management are related to the supply side. Introduction I Appreciate very much the opportunity of discussing with you tonight oil developments in western Canada. These developments are of importance to all of us, first because of their great economic significance to all of Canada, and second because of the location of the new oilfields. Situated as they are in the west and northwest, they are of considerable strategic value from the standpoint of continental defence. The story of oil development in Canada covers a span of almost a century, during which time success in finding reserves of petroleum was barely sufficient to maintain interest in continuing the search. Finally, in 1947, a well of the first importance was completed in Alberta and, judging by discoveries made since then, it appears that Canada, at long last, is to become an important producer of petroleum.

The year 1987 marked the centennial of the beginning of modern hydrometallurgy. On October 19, 1887 British Patent No. 14174 entitled Process of Obtaining Gold and Silver from Ores was issued*. The discovery was made by John Steward MacArthur (Fig. 1), a chemist-metallurgist, supported and assisted by Robert and William Forrest, two brothers practicing medicine in Glasgow. The discovery was made in the basement of their clinic. The process, which became known as the cyanidation process in reference to the alkali cyanide reagent used, immediately received industrial success in New Zealand in 1889 and in South Africa in 1890t. It displaced the chlorination method which had been in use. In 1903 MacArthur was awarded the first Medal of the Institution of Mining and Metallurgy in London1131 - The cyanidation process was responsible for the doubling of gold production in the world in the two decades which followed its first application (Fig. 2). To the modern metallurgist, it may be surprising to think of MacArthur coming across an obscure reagent such as an alkali cyanide as a leaching agent for gold ores. It is the purpose of this paper to discuss the background and the factors that led to this invention, the development of the understanding of the process, and the application of modern technology.

"As part of an investigation into flotation modelling of industrial scale operations, Falconbridge Ltd organised a “blind” test of the SUPASIM flotation model developed by Eurus Mineral Consultants (EMC). Two sets of rougher rate data, a flowsheet and the number and size of cells in the rougher bank were supplied from a plant that had been previously surveyed in November 2003. The name of the plant, cleaner circuit details and circuit mass balance were, at the time, unknown to EMC. With only these data, flotation performance was simulated and the cleaner circuit sizedFalconbridge then compared predicted and actual float performance and mass balance and found that final concentrate recovery and mass and circuit cell volume matched closely. Simulated recoveries relative to actual were +0.4% Cu, +0.1% Ni and -0.7% Co. However, prediction of metal distribution in the internal streams making up the various circulating loads showed some sizeable errors. On this initial success, the trial was extended and additional float test data for rougher feed, cleaner feed and cleaner scavenger feed was generated on site in April 2005. Further simulations significantly improved prediction accuracy for metal distribution in the internal streams. The average difference between predicted and actual recovery for all streams was reduced from 10.5% to 0.4%. This updated simulation was then used to ascertain the impact on final recovery, grade and plant circulating loads of increasing feed tonnage from 114 to 150t/hr. A number of scenarios were simulated in order to understand the contribution that (a) the fast and slow floating fractions and (b) regrinding of cleaner tailings are making to overall plant recovery.Simulation was then used to determine how much the flotation kinetics of both rougher feed and cleaner scavenger feed have to increase in order to deliver a 1.5% improvement in overall plant recovery. These improved kinetic values provide a target for laboratory testwork and operating conditions can be varied to determine how best to achieve these new values of fraction and rate."

"An AG/SAG mill was commissioned at the Brunswick Mine concentrator in October 1998. This paper discusses the original liner design for the bi-directional AG/SAG mill, observed liner wear, subsequent liner design modifications, and benefits. The mill liners consist of steel top hat shell liners, steel end liners, rubber grates and rubber lined pulp lifters.Lifter profile and plate thickness measurements were made on monthly shop days. Trends of wear rates were used to project when liners required replacement. Wear profile information was also used to determine where liner re-design would improve wear life or minimize scrap loss. Charge motion simulation modeling was used as a tool to assist liner design modifications.INTRODUCTIONThe Noranda Inc. Brunswick Mine, located near Bathurst, New Brunswick, is a large underground lead/zinc mine with a nominal production rate of 10,000 tonnes per day. The Brunswick concentrator commenced operation in 1964 with conventional surface crushing followed by rod and ball milling to reduce run of mine ore to the required size to feed two parallel flotation circuits. In 1998 the AG (autogenous grinding) mill was commissioned for a nominal production rate of 9,000 tonnes per day replacing two surface crushing plants, three rod mills and three primary ball mills. In May of 1999 the mining rate was increased and the service of the AG mill was changed to a SAG (semi-autogenous grinding) mill with the addition of 4 inch steel balls (4% volume). The mill operates in closed circuit with 0.66 meter horizontal cyclones to produce a ground product of 90 micron nominal size (K80).The AG/SAG mill liners are steel (Norsteel, chrome-moly steel) with rubber grates and rubber lined pulp lifters.The original liner design was based on studying other AG/SAG mills and recommendations by the liner supplier, Norcast. Design factors taken into account were total cost of lining (including material and labour), protection of mill shell and impact on operating performance."

Since its inception CEMI (Centre for Excellence in Mining Innovation) has focused on facilitating innovative solutions to the mining industry in six strategic research areas; GeoRisk, ConstructMine, ValueMine, FindMine, SustainMine and MineTech (visit www.miningexcellence.ca for details). This paper focuses on CEMI?s largest project to date, Ventilation on Demand (VOD). Energy consumption in mines can account for upwards of 40% of a mines operating cost, with a significant portion of this been consumed by the ventilation requirements. VOD provides a significant opportunity to reduce overall mine ventilation requirements and subsequently energy costs, while potentially increasing mine productivity. CEMI is currently in year 2 of an assessment of VOD, focusing on the financial, physical and equipment viability of utilizing such systems in both new and existing mines. This two year program, to be completed by March 31, 2011, is designed to systematically assess such a system to determine if and when it could effectively be applied in underground mines. The paper will describe the process by which the project was initiated, the demonstration projects established to capture data, the means to interpret the data and the modelling developed to calibrate and predict ventilation system requirements.

"A novel on-line visualization system, previously developed at Syncrude Canada Ltd., has been modified to characterize rising bubbles, particles and particle-bubble aggregates in a flotation process. With this system, the bubble size and rise velocity in a laboratory flotation cell can be determined. The technique allows the loading of solids on bubbles to be visualized, thereby providing an in-depth understanding of sub-processes of flotation. A step-by-step data processing procedure is presented. The applicability of the developed system to mineral flotation and bitumen extraction is discussed. Under batch flotation conditions in a laboratory Denver cell, three main bubble-particle attachment patterns are observed. They are: i) single particles attached to single bubbles, ii) particle aggregates loaded on single bubbles; and iii) a group of particles aggregated with a group of bubbles. The results demonstrate that the on-line visualization system is a powerful tool for understanding and diagnosing flotation processes.INTRODUCTIONAir (Gas) bubbles are an indispensable component in a flotation system. Both industrial practice and theoretical analysis indicate (Yoon, 1993; Diaz-penafiel and Dobby, 1994) that the size and population of bubbles are two important process parameters in modeling flotation. More recent investigations (Finch, et al., 1999; Gorain, et al., 1997) suggest that for a given flotation system, bubble surface area flux, defined as the air liquid interfacial area per unit time and unit cross-sectional area of flotation cell, showed a better correlation with the flotation rate constant. As a result, the bubble surface area flux is now being considered as a key parameter to account for the combined effect of bubble size and population in evaluating the performance of flotation machines and modeling flotation processes. However, the success of using bubble surface area flux in flotation process modeling largely depends on how accurate it can be determined or estimated (Finch, et al., 1999)."

"By using the latest generation of medium voltage frequency converters, new possibilities have arisen to improve the grinding process. Beside all the direct and indirect advantages, several dedicated functions have now been implemented for ring geared grinding mills in the minerals industry. The advanced operational functions ensure a smooth, safe and reliable operation with minimum stress for the mechanical equipment and therefore highest availability of the mill. Several papers have already been presented concerning the benefits of using this state of the art technology for mill drives (Ravani von Ow and Bomvisinho, 2010; Ravani von Ow and Gerhard, 2010). However this paper will not only show and explain the operational benefit of these functions, but will focus on the experiences gained with this kind of sophisticated ring geared mill drive system. Several measurements of different operating conditions (starting, frozen charge remover, controlled roll back, backlash, etc.) made on an installed and commissioned 2 x 5 MW dual pinion ring geared mill drive system will be shown and discussed. Also the accuracy of the load sharing between the two 5 MW motors during starting, normal operation and stopping will be demonstrated using real measurements from an operating system. Finally the inherent features of these drive systems are briefly discussed.INTRODUCTIONLooking at the demands of grinding mills, we can split them into operational, maintenance and protective demands. For smooth and safe operation, it is important that critical situations are avoided as much as possible. Maintenance functionality must be quick and easy to execute, while protection of the system is important during all operating conditions. ABB has considered all these demands during development of their dedicated mill functions. By adding an additional controller (mill controller), not only a lot of application related functionality and protection is included, but also the interface between the mill drive system and the customer’s distributed control system (DCS) is simplified."

"This presentation will cover some crushing and grinding considerations in plant design and operation. There is nothing basically new in the subject matter presented here; however, the viewpoint and interpretation may be novel and some of it controversial.The presentation is based on experience gained in the metallurgical design of plants for Placer Development Limited from 1960 to the present. The plants are listed on SLIDE No. 1.These plants have conventional crushing, followed by rod mill and ball mill grinding. I would like to think that autogenous grinding plants are the answer for eliminating secondary crushing plants and reducing the capital and operating costs; however, the autogenous plants seem to have some problems of their own and I have had no experience with them.Fineness of Grinding RequiredFirst let us consider the fineness of grinding required.The fineness of grind will affect the recovery obtained, and the relationship must be determined. If the grinding is too coarse, some of the valuable mineral, either free or locked in middling grains, will not be floated. However, as grinding is probably the greatest single operating cost, we do not want to grind any finer than is justified economically.Finer grinding should not be carried beyond the point where the net smelter return for the increment saved becomes less than the added operating cost. Even this fineness will be beyond the economic limit because of the additional capital cost for the equipment needed to achieve it. These factors will be discussed in more detail later.The Bond work index is the commonest method of expressing a measure of the effort that has to be expended in grinding. It is the kilowatt-hours required to reduce a ton of rock from an infinite size to 80% passing 100 microns. The formula allows a calculation to be made for other size ranges."

Rock mass characterisation is a critical component of effective stope design. Unexpected excessive stope dilution or uneconomic stope sizes can be the result of rock mass characterisation that is not representative of actual stope conditions. Comprehensive characterisation of the rock forming the stope hanging wall, back, ends and footwall is best done by a rock mechanics or ground control expert, however, this is time consuming and is often limited by available access. There are two general approaches for characterising a stope hanging wall for dilution estimating. Detailed classification and mapping data can be collected in local areas where good exposure is available. Personnel, exposure and time are usually not available to do a thorough analysis for all stopes. The stope hanging walls are then broken into lenses or domains and similar conditions are assumed for each area. The second approach consists of using readily available data such as RQD. Other rock mass properties which influence hanging wall behaviour are estimated based on back analysing a few case histories. Stope design is then based on the variability of the one parameter, such as RQD, that is consistently measured for the rock mass surrounding the ore body. This paper presents a third approach which looks, in depth, at the interpretation of geological core logging data for rock mass characterisation. Several rock mass properties that influence stope design, such as joint alteration, rock mass strength, joint spacing and orientations, have been linked to data collected by the mine geologists. This drill hole logging data was calibrated against underground mapping and used to back analyse the dilution prediction for mined-out stopes.

This paper reports on research examining disclosures from mining companies regarding their water usage in the Macquarie and Lachlan catchment areas, both parts of the Murray-Darling Basin in New South Wales, Australia. The objective of the research was to assess whether this disclosure is sufficient to allow communities to determine whether mining companies are complying with mining conditions of consent and abiding by the requirements of their water licencing agreements. These requirements are then compared to the water reporting requirements of the Global Reporting Initiative (GRI) and the Water Accounting Framework for the Minerals Industry (WAFMI). Communities are concerned about whether the mining industry?s use of water will have impacts on their livelihoods and lifestyle and thus require information concerning the quantity of water that will be extracted, how much water will be left for other stakeholders and whether the mining will affect water quality. This is an archival study. It has involved examining relevant publically available information released by mining companies and government regulators and determining if this is sufficient to meet the needs of the local communities. Additionally, it has involved looking at information indirectly provided by mining companies, via the use of intermediaries. Further, information availability concerning basic water accounting and regulatory breeches and whether such information is available at the mine site level has been considered. It is found that while NSW legislation places very little reporting requirements on mining companies, the development consent conditions for new projects and extensions to existing projects are quite significant and should be sufficient to meet the needs of local catchment residents though such information is not always easily accessible for the layperson.

The application of titanium alloys is limited to 550°C due to their poor oxidation resistance. It is known that the addition of niobium decelerates the oxidation of titanium alloys whereas elements like vanadium do not improve titanium’s oxidation resistance. The underlying mechanisms are not yet well understood. In the present study, different binary titanium-niobium and titanium-vanadium alloys as well as commercially pure titanium were investigated. Oxidation experiments were carried out at 800°C up to 288 hours followed by metallographic analyses to study the oxide layer morphology as well as the microstructure at the interface. Energy-dispersive X-ray spectroscopy mappings were used to identify possible changes in the distribution of the alloying elements. In addition, micro-focused hard X-ray experiments were performed to layer-wise analyse the phase composition in selected samples. As expected, the niobium containing alloys show a better oxidation performance compared to commercially pure titanium and the titanium-vanadium alloys. The oxide layer consisted of TiO2 and Ti2O3. Depending of the niobium content, a niobium-rich layer developed below the metal-oxide-interface minimising oxygen diffusion into the titanium matrix. Based on these results, the minimal niobium content needed for improved oxidation resistance was identified so that alloys of technical relevance can now be developed.

INTRODUCTION I WELCOME the opportunity to speak on Programmes in Safety. The invitation to do so shows that those guiding affairs of the Institute in this District realize the practical importance of this subject. My remarks are intended primarily for mines having 100 to 400 employees, approximately. With minor modifications, however, they apply also to larger or smaller operations. Others, I hope, will derive benefit from this paper, for they, too, have a part to play in accident prevention; for example, contractors such as shaft-sinkers; manufacturers of equipment; and consultants and designers of mining, milling, and metallurgical methods. These troubled times stress, as never before, the importance of efficient operations in mining. The days are gone when neglect can be afforded. Safe working conditions and satisfied employees are essential for efficient production at reasonable cost. The mining industry of Ontario long has been keenly aware of the human aspects of this subject, and as a whole it has done much to decrease the frequency and severity of disabling accidents. The number of fatalities per 1,000 employees has been reduced from a high of 5 some two decades ago to an all-time low of 0.89 in 1948; the incidence was slightly higher in 1949, being 1.17 per 1,000. The reduction in non-fatal compensable accidents also has been outstanding, frequency having ?been reduced from over 200 per 1,000 employees some two decades ago to 54 per 1,000 at the producing mines in 1949. These statistics demonstrate progress. Nevertheless, the general picture still leaves much to be desired when viewed from two other angles.
