In the last two years, C-CORE has developed a new seabed sampler directed specifically at obtaining samples from hard or compacted bottoms such as are typical of marine placer deposits. Samples are required for appraisal of concentrations of saleable commodities, and for determination of levels of biological indicators in the deposits. Recently C-CORE and the University of Victoria have been comparing the performance of the Scott/C-CORE sampler with that of the Van Veen sampler often used for biological sampling. Initial trials of the Scott/C-CORE sampler in 1992 at the WestGold mining site, Nome, Alaska, were described by Jewitt et al. at the 1993 UMI. Since that time the sampler has been modified to prevent overfilling, and to limit turbulent flow of water across the top of the sampler buckets when the sampler is recovered with partly-open buckets. The modifications included shoes to prevent sampler overfill, and flexible rubber shielding over top and sides of the sampler to prevent water circulation. Samples have been taken with both samplers in two field areas, one at Pine Cove, Baie Verte, Newfoundland, and the other near Long Pond in Conception Bay on the Avalon Peninsula, Newfoundland. In each area multiple samples were taken with both sampler types, and the samples processed immediately to establish the types and quantities of marine organisms that were present. The southern shoreline of Monterey Bay, extending from Moss Landing to the Monterey Peninsula, consists of sandy beaches backed by an extensive Flandrian and pre-Flandrian dune complex. This length of shoreline, proximal to areas of urban expansion, is currently being considered for development. For this reason, it is extremely important to understand the variability of beach and dune position along this stretch of coast through time. Previous studies of southern Monterey Bay have documented relatively high erosion rates of 2-8 ft/yr due to a net deficit in the sand budget. Although the sediment transport system in this region is not well understood, estimates for the sediment deficit in southern Monterey Bay range from 200,000 to 1,500,000 yd3/yr. A possible cause of the erosional regime in the southern bay is the removal of sediment by coastal sand mining operations. Based on agency reports and mining permit applications, approximate volumes of sand removed by mining range from 300,000 to 450,000 yd3/yr. These volumes are significant when compared with estimated values for the sediment budget deficit. The sand of southern Monterey Bay, a valuable commercial resource because of its hardness, roundness, amber color and range of usable grain sizes, has been removed from the surf zone, beaches and dunes of Marina and Sand City by four companies since 1906. Information regarding the cross-shore location of sand removal and the exact amounts of sand removal through time is proprietary and poorly documented. However, records documenting the time at which each company commenced and terminated mining do exist. This information suggests that the greatest amount of sand was removed between 1950 and 1968 when three mining companies were operating concurrently.

There are a number of likely impacts from mining operations, but a key issue is uncertainty about the environmental effects of sediment plumes created by disturbance to the seafloor and discharge of processed waters. The New Zealand National Institute of Water and Atmospheric Research (NIWA) is undertaking a research project to improve understanding of such impacts (relevant to both mining and trawl fisheries), by examining the extent and persistence of sediment plumes, the immediate impact and subsequent recovery of seafloor exposed to these plumes, and the effect on functioning of ecologically significant species. The project will use a combination of field survey experimentation with in situ observations and controlled laboratory-based experiments. The field work begins in May 2018 when an area of up to 1km2 at depths of 400-500 m on the Chatham Rise, 450 km east the New Zealand South Island will be subjected to disturbance by an upgraded former NOAA Benthic Disturber. The suspended sediment load created by the disturbance will be tracked and monitored, with the effects on seafloor animals examined by pre-and post-disturbance sampling. A wide range of seafloor sampling, benthic landers, towed cameras, oceanographic moorings and water column monitoring will be carried out over a three week period. Monitoring surveys will be repeated in 2019 and 2020 to determine the longer-term resilience and recovery of disturbed communities. The laboratory-based side of the programme, also starting in 2018, involves holding live deep-sea corals and sponges in tanks at NIWA, and exposing them to various levels and duration of particle loads in the water in order to reveal lethal thresholds as well as sub- lethal effects of settled and suspended sediment.

"The exploitation of marine resources has enjoyed renewed interest with a completely new sector, that of the Deep Sea Mining of mineral resources in the seabed, that is now gaining momentum. Nevertheless, the significant environmental constraints represent a challenge for initiating these new activities, whether this is in terms of the knowledge of the concerned ecosystems or in terms of monitoring and minimizing the impact of these new activities. This paper presents 2 technologies that aim to respond to the expectations of the stakeholders in this area. The first consists of the real-time monitoring of installations/operations and their impact on the environment using the most modern underwater technologies and especially long-term deployment AUV based on AUV docking station solution and autonomous long term observatories. The second consists of a membrane allowing the confinement of an area, the reduction of the emission of particles in suspension and noise reduction.IntroductionDeep ocean environments have been explored since the mid-1800s. As the land-based reserves of hydrocarbons and minerals become depleted, increasing numbers of resourcebased projects are being proposed for shallow then deepwater environments. The increased interest on deep water minerals resources is a challenge for both mining and oil industry. The exploration and production of oceans minerals require a synergy between of different technologies. While mining industry is leading the dredging and processing part of the system, oil industry is contributing through development of ore lifting technology based on existing subsea knowledge. The paper presents an overview, based on published projects around the world, of different approaches to marine mining. Several exploration techniques and offshore production systems were already designed and assessed, all of them with apparently positive results. Exploration phase is well advanced and in continuous expansion allowing the discovery of increasing resources around the world of different nature but production can be considered to be in an early stage. Different from onshore mining, subsea operations require a closer cooperation with international and local authorities to preserve as much as possible the environment. There are still many uncertainties at respect and all the exploration process must be carefully evaluated to allow subsea mining to develop in a sustainable manner. Technically, mining at seabed was already demonstrated and the process is based on three main components, namely seafloor mining tools, riser and lifting system and production vessel support. This layout is based on the concept that ore must be disaggregated at seafloor first, transported to surface in form of slurry that must be dewatered before loading to be transported to processing plants onshore. The challenges are rising because the environment and safety must be taken into consideration as a priority when evaluating the efficiency of the system. This paper presents the results of theoretical investigations of the energy requirements of the hydraulic lifting of mined materials from the seabed to the sea surface in the deep-sea mining of solid minerals such as manganese nodules in the Clarion-Clipperton region of the Pacific, situated on the sea floor in water depths of 4,500 m or more. The principal element of the developed underwater transport system is the Underwater Chamber, which is connected by flexible pipeline to a mining machine that gathers nodules from the seabed, mixes them with seawater, and feeds them into a flexible pipeline. In this paper, we discuss the question of the optimum water depth for placement of the Chamber, the interior of which is designed to maintain a 1-atmosphere pressure. We present a method for calculating this depth as it relates to the mechanical characteristics of solid particles, the shapes and size distributions of the particles, particle and slurry density, and other properties. These investigations were carried out in hydro-transport laboratory of the Saint-Petersburg Mining Institute and the hydraulic laboratory of Faculty Environmental Engineering in Wroclaw Agricultural University. The Republic of South Africa ranks among the world leaders in both reserves and production of numerous land-based mineral commodities. Over the last three decades, however, South Africa has also identified several commodities that may exist in commercial quantities in the marine environment. The major targets include 1) placer diamonds; 2) titanium- and zirconium-rich beach sands; 3) sedimentary and concretionary phosphorite and glauconite deposits; 4) manganese nodules; and 5) hydrocarbons. South Africa ranks second in world reserves of diamonds and has potentially enormous sea resources. Diamonds are currently recovered on the Atlantic side from ancient beach gravels in the Northwest Cape Province and from the seabed south of the Orange River to Lamberts Bay. Approximately 100,000 carats (or just 1% of South Africa's total annual production) are produced each year from offshore operations. DeBeers is investing approximately $5 million per year on sea prospecting activities and currently operates three vessels in offshore recovery operations. Diamonds recovered at sea will remain a small percentage of total production because of huge land-based reserves that are mined at a fraction of the cost of seabed operations.

After the simulated ‘mining’ experiment (INDEX) in the Central Indian Ocean (in 1997); the restoration of benthic environment was monitored for 4 years (2001-2005) at 5 locations in and around the test site and at 3 reference stations (20-80 km) from the test site. A comparison of long-term monitoring data with the pre-mining and post mining observations has shown that: • The concentration of silt fraction which was the highest (50-60%) at most locations during ‘pre-mining’ and ‘post-mining’ phases, had reduced (40-50%) during monitoring phases. • There was a corresponding increase in clay concentration (50-60%) during the monitoring phase, implying change in the size of sediment particles settling on the seabed, a trend that was also observed at the reference locations. • The initial increase in water content and decrease in shear strength after the experiment, which appeared to be returning to normal in monitoring-1 (2001), was reversed during subsequent monitoring phases (2002-2005), indicating changes in benthic environmental conditions. • Sediment organic matter and pore-water chemical data have not only indicated partial restoration of geochemical properties after the experiment, but also cyclic changes during the monitoring period.

The marine mineral resources of the U.S. middle and south Atlantic shelf are little utilized. The largest resource, sand and gravel, is used for beach nourishment and protection and, to a much lesser degree, as construction aggregate. The potential for increased utilization is great. Submarine deposits of shell have been mined for lime and for use in the oyster industry. Although significant quantities of manganese nodules and crusts are present on the Blake Plateau, exploitation in the foreseeable future is unlikely. Similarly, major phosphorite deposits in North Carolina's inner shelf probably will remain unexploited as long as onshore deposits remain available. Placer deposits of heavy-mineral sands, especially the titanium minerals, offer the possibility of exploitation. This possibility might be enhanced by consideration of joint development of sand or aggregate with heavy minerals.

Analysis of the relationship between environmental parameters and the content of Mn, Ni, Co, Cu, Fe and Zn in ferromanganese crusts permits improved identification of locations to prospect for crusts with commercially valuable concentrations of these metals. In this study we asked whether a statistically significant relationship exists between primary productivity of the overlying surface waters, the concentration of O2 in and depth of the O2 minimum layer on the metal content of non-hydrothermal ferromanganese crusts in the Pacific Ocean between 130o W and 175o E and 0o to 30o S (the study area). To further develop the interpretation of the results of the statistical analysis and to assess in detail the geographical expression of these parameters in terms of metal content in crusts, a geostatistical technique (kriging) was used to generate contoured values for metal content, primary productivity and O2 concentration in and depth of the O2 minimum layer in the study area.

Nautilus Minerals, the world?s leader in exploration and development of deep ocean seafloor resources, is today focused on the recovery of high-grade copper and gold in seafloor massive-sulphide mineralization. These targeted mineralized belts, analogous to land-based volcanogenic massive sulphide deposits, are located near plate boundaries in the back arc basins of the Western Pacific. The first deposit to be developed by the company is located at a depth of 1,600 meters at Solwara 1, in the benign waters of the Bismarck Sea. This location lies within the territorial waters of Papua New Guinea. From 2006 to 2009 the company completed detailed environmental and geological studies at Solwara 1, culminating in a number of world firsts, including the first Environmental Permit granted for the extraction of seafloor massive sulphide deposits and the first NI 43-101 compliant seafloor massive sulphide deposit resource statement. Nautilus has relied heavily on proven deepwater technologies from the oil and gas industry in the design of its production system. Pipeline trenching units, workclass ROVs, deepwater production risers and drill cuttings removal systems will be adapted to initiate this new and exciting industry. Key contractors used by Nautilus on this innovative project have all been selected for their deepwater experience (gained in the oil and gas industry), creativity and determination to launch this new industry successfully. Innovation is at the forefront of Nautilus? success to date. This paper summarizes the progress to date of this development which will provide a new source of minerals for the world and which will contribute to sustainable growth for the future.

The 1982 United Nations Convention on the Law of the Sea contains major provisions that U.S. negotiators have sought for over two decades. The internationally recognized right to the mineral resources of a broad continental margin is of potentially enormous future importance to the United States. Although water depths reach 10,000 feet in some of the deeper areas of the margin, technology is rapidly making those depths economically accessible. In 1997, production in the Gulf of Mexico will reach a world record water depth of 5400 feet. Of perhaps even greater importance to the oil and gas industry is the broadly acknowledged right for tanker transport of oil to take place throughout all parts of the world's oceans.

A number of Articles contained in the United Nations Convention on the Law of the Sea III (UNCLOS) bear directly on legal issues related to the recovery of mineral deposits on the ocean floor. Mineral resources of the continental margin other than oil, gas and hydrates include, sand, gravel, shell, coral, gemstones and phosphorite. Jurisdiction over the exploration and exploitation of these deposits is determined either by the Territorial Sea claims of a coastal state or their recognized sovereign rights in the Exclusive Economic Zone (EEZ). At least 33 coastal states have the right under Article 76 (Continental Shelf regime) to claim seabed jurisdiction beyond 200 nautical miles (EEZ limit). In addition, several states have "Pioneer Investor" status with regard to seabed resources in international waters (The Area). A global maritime boundary database (GMBD) has been developed as a basic resource identifying the current claims of coastal states. It provides detailed information on existing boundaries and limits determined by the UNCLOS accords or by multi-lateral agreements which affect mineral exploration and exploitation. This paper will describe the GMBD and its construction and maintenance.

The purpose of this presentation is to review the history of offshore non- fisheries resource development since World War II, as an introduction to a planned symposium on offshore resources scheduled for the 1996 UMI Conference. After World War II the United States became the leader in offshore oil and gas production, deep ocean drilling technologies, offshore terminals, platforms and production systems, and natural gas recovery and transport. Wartime skills in acoustic profiling and antisubmarine warfare were transferred into commercially important geophysical exploration techniques. The application of ocean drilling and geophysical techniques permitted the recognition and elucidation of plate tectonics patterns, development of seafloor spreading theory, and the transformation of our knowledge of seabed and subseabed strata. After John Mero's studies and recommendations for developing marine manganese nodules in the late 1950's interest in nonfuel minerals grew rapidly. The formation of international deep sea mining consortia in the 1960's was accompanied by a flurry of ocean engineering development, minerals prospecting and associated environmental studies The Santa Barbara Oil Spill of 1969 resulted in a moratorium on both offshore energy and minerals leasing by the Depart- ment Interior, and catalyzed the development of new Federal legislation in 1972. In 1973 the offshore energy moratorium was lifted in response to the Arab oil embargo, and offshore energy activities surged for a time. Mining the deep ocean by the year 2000 may seem far fetched. The year 2000 is but a decade away, a scant 10 years. Remember, the youngsters of today will grow up in a little more than a decade and rebut the wisdom of the ages, especially the traditions of their elders. Rude perhaps, but none the less a fact of life. Ocean mining exhibits many of these same traits. We should all brace ourselves for some rude shifts in our rapidly moving society. Major shifts in economics, politics, and social orders are the rule of the day. Communism is in retreat, our own economic structures chaotic. So in this moment of cataclysmic change, a shift in the international market place of mineral resources should not be a great surprise.

Annual metal consumption per capita has increased several orders of magnitude worldwide since the turn of the 19th century, yet grades of terrestrial ores are decreasing as reserves dwindle. Consequently, deep sea metal deposits are gradually transitioning from identified resources to economically viable reserves. Deposits in the Red Sea deeps along the axial trough result from tectonic and local hydrothermal processes. Continental rifting and ocean floor spreading produce fresh oceanic crust; concurrently, seafloor evaporites flow into the spreading zone and form isolated deeps. The deeps are often filled with hot stratified brines maintained by locally discharged fluids during hydrothermal circulation. Metalliferous sediments precipitate from the brines within the deeps. The ongoing multipronged study at KAUST involves: (1) acoustic characterization of the metalliferous accumulations using advanced signal processing techniques that capture the physics of granular materials; (2) comprehensive mineralogical and textural characterization of sampled sediments using SEM, EDS, XRD, XRF, and ICP-OES; (3) multiphysics instruments deployed to measure undisturbed sediment properties in-situ; (4) development of a distributed seafloor observatory for monitoring field operations; (5) innovative concentration and separation technologies; and (6) new strategies for proper tailings disposal purposely conceived for the unique field conditions in the Red Sea deeps.

This paper concerns the continuation of work on the deepwater non-oxygen cycle heat energy generating systems. The 25-kW prototype of a universal deepwater turbine-electric energy source with hydrazine-hydrate as the primary heat production chemical is described in short and its abilities are discussed. The ?hydrazine-hydrate 64? is a catalytically dissociated heat production chemical (H2H4 ? nH2O) with 36% of water. The system was designed for work in any depths of the ocean down to 6000 m. It was built and tested working in the testing chamber in the ambient hydrostatic pressure of 600 bar. Then it was tested in the autonomous programmed regime in the Atlantic Ocean. The privileges of that energy system for any bottom installations or moving devices designed for ocean mining which need high power energy sources (20-100 kW and more) are discussed. The important needed step forward is raising the efficiency of the system which needs some investigation work in known directions. It is supposed that the possibility of getting about 5 kg/kWh with improved battery charging possibilities could be achieved. This might make the system even more profitable for mining operations.

Volcanic arcs, including both island arc and intra-oceanic arc systems, combined extend for ~22,000 km around the Earth, with the majority (~20,000 km) occurring in the Pacific basin. These arcs are host to over 700 volcanoes of which ~200 are submarine and as such represent great potential for hosting massive sulfide deposits formed at seafloor hydrothermal vent sites. The Kermadec arc extends for ~1,200 km northeastwards from the North Island of New Zealand and forms the southern part of the ~2,500-km-long Tonga-Kermadec intra-oceanic arc system. At least 94 volcanoes are known to exist along this system with 74, or about 80%, being submarine. At least 33 volcanoes occur along the Kermadec part of the arc with all but one (Raoul Island) being submarine. The first sulphides recovered from the entire Tonga-Kermadec arc were in 1996 from the Brothers and Rumble II West volcanoes of the southern Kermadec arc. The 1998 R/V Sonne research cruise recovered a more comprehensive suite of mineralised samples from Brothers, and also found evidence for hydrothermal venting at Monowai, Vulkanolog, Rumble III and Clark volcanoes. The March 1999 NZAPLUME cruise systematically surveyed 260 km of the southern Kermadec arc and found that 7 of 13 volcanoes were hydrothermally active, with the vent fields either located within calderas (e.g., Brothers, Healy, Rumble II West) or atop volcanic cones (e.g., Clark, Tangaroa, Rumble V, Rumble III). The May 2002 NZAPLUME II cruise surveyed a further ~580 km of the mid-segment of the Kermadec arc, from Brothers to volcano 'L', a submarine volcanic edifice 35 km NW of Macauley Island. This cruise surveyed 13 major volcanoes and 8 smaller volcanic edifices and confirmed hydrothermal venting at the Vulkanolog site, and discovered new vent fields atop a volcanic cone within Macauley caldera, immediately offshore Macauley Island, and another at the summit of volcano 'L'. A further new site was found atop a volcanic knoll immediately S of Healy caldera during time-series sampling of the vent sites found during the 1999 cruise. All the vent sites discovered along the Kermadec arc occur in water depths between 1650 and 150 m.

On 13 July 2000, the ISA adopted the Regulations on Prospecting and Exploration for Polymetallic Nodules in the Area. The first contracts for such exploration were issued by the ISA the same year. The duration of exploration contracts is 15 years, after which the contractors are expected to go into exploitation. In 2013, ISA with the LTC initiated the process for developing the regulations for exploitation, and are currently working on the first draft to put forward for the Council. In the meantime, the first seven exploration contracts have expired, and been given five years extensions in order for the contractors to get ready to apply for exploitation contracts. According to the current draft of the exploitation regulations, an application for an exploitation contract shall be accompanied by all data acquired during the exploration phase, a mining plan, a financing plan, and a set of environmental plans (i.e. an environmental impact statement, an emergency response and contingency plan, environmental management and monitoring plan, and a closure plan). All of these plans have to be based on substantial scientific and technical data and information. The mining plan requires geoscientific data regarding the mineralogy and grade of the nodules, and the physiography of the mining site as a basis for the consideration of critical aspects, inter alia for making reliable resource estimations, design the mining operations, and forecast revenues. The environmental plans require the input of a substantial set of bioscientific data and information on the exploitation technology in order to establish base-lines, and monitor and evaluate the effects of the mining operations. Under the exploration contracts, such scientific data have been acquired and reported on an annual basis to the ISA. Some testing of mining equipment and experiments on the extraction of metals have also been performed by some contractors. These scientific and technical data from the exploration phase will be the basis for the for the preparation of the studies, plans and documents required for the applications for exploitation. No time frame is specified for the preparations of an application but it must be assumed to take place before the expiration of the exploration contract.

Sedimento II oceanographic cruise, on board of the B/O El Puma, shows a new high anomaly or phosphate associated with shelf sediments from the south Mexican Pacific. Recently, were found two anomalies in the Gulf of Tehuantepec, that are located to the east of this new anomaly, that is related to muddy sands and rock fragment debris. The latter shows values of 17% P205. The phosphate occurrence is probably associated with red tides locations that usually are found in sites where sediments are phosphates enriched. These findings suggest that south Mexican Pacific is of potential interest for P205, in waters with high nutrients values. The possibility of a more regional occurrence of phosphate, from California to Chile is suggested.
