The Mine Safety and Health Administration (MSHA) defines an independent contractor as “any person, partnership, corporation, subsidiary of a cor-poration, firm, association or other organization that contracts to perform services or construction at a mine.” Contractors that perform specific types of work are required to report the number of employees who work at coal mines and noncoal mines.

"INTRODUCTION In the investigation being conducted by the Bureau of Mines concerning the production and utilization of sponge iron, it soon became evident that more information was needed regarding methods for determining the degree of reduction attained in the manufacturing process. Sponge irons made by different processes vary in physical characteristics and chemical composition, and a method of analysis that is suitable for one type is not necessarily applicable to all others. For example, the hydrogen-evolution method, which measures the volume of hydrogen evolved upon treating the sample with acid, accurately determines the oxygen content of some types of sponge iron. However, when the sponge iron contains combined carbon, hydrocarbon gases are also-evolved and large errors may result. Probably no single method will give accurate results in all instances, and for this reason it is desirable to have several reliable procedures available and to know the limitations of each.For measuring the degree of reduction, determination of either metallic iron or oxygen should suffice, although for practical application of sponge iron to the production of steel the oxygen content is more significant. After consideration of proposed methods of analysis in regard to their suitability for routine use and the probable influence of other substances, four procedures were chosen for investigation:(1) Mercuric chloride method.(2) Copper sulfate method.(3) Hydrogen-reduction method.(4) Hydrogen-evolution methods."

In 1987, at the request of the Bureau of Land Management, the U.S. Bureau of Mines studied a part of the 21,296-acre Million Hills Wilderness Study Area (NV-050-233) in order to evaluate its identified mineral resources. The study area is located in Clark County, NV, about 46 miles south of Mesquite, NV. The area is on the east edge of the Gold Butte mining district and has had minor production of copper and zinc from the Azure Ridge mine in the early 1900's. Assessment work was being done on the Esperanta claims, which covers the mine workings, in March 1987.

The Tri-State, or Joplin, zinc and lead mining district in south- western Missouri and adjoining, parts of Kansas and Oklahoma is one of the great mining districts of the world. It is in flat-lying or gently rolling agricultural country near industrial centers and coal, oil, and gas fields. The nearly horizontally, lying bedded rocks in which the ore bodies are found were originally limestone but are now largely chert containing minor percent- ages of dolomite and other minerals. The ore occurs in nearly vertical fis- sure zones, large and small, and in blanket (sheet-ground) deposits. The mining depth ranges from surface diggings to $50 feet. The average tenor of the ore mined, in recent years is much lower than that of ore produced in other large zinc and lead districts of the United States. Mining and mill- ing costs are low because of the shallowness of mining, amenability of ores to concentration, efficiency resulting from long experience of management and labor, and other factors. The operators comprise many small and medium-size producing companies and partnerships, as well as individuals and a few larger producers. About 7,000 men are employed in the mines and mills during normal industrial activity. The concentrates produced are sold f.o.b. the mill bins to local representatives of smelting companies at prices quoted on the Joplin market. The productive life of the district began with the discovery of lead near Joplin in 1848, but output was not large until after mining for zinc began near Granby in 1871. In most of the intervening years through 1945 the district produced more zinc than any other field, and it generally ranked third or fourth in the United States in lead production. Figures compiled from sources given later in this paper show a total output for the district from the beginning through 1945 of 20,755,020 tons of zinc concentrates and 3,334,057 tons of lead concentrates valued altogether at $1,110,058,581 in the mill bins. The output, in terms of recoverable metals, was 10,609,408 tons of zinc and 2,529,121 tons of lead, valued in all, at the average yearly market prices of the metals, at $1,691,282,419. During the 39 years (1907-1945) for which complete figures are available, the annual output of the district fluctuated from 23 to 66 percent of the total United States mine output of zinc and from 5 to 18 percent of the total lead; the averages for the period were 40 percent for zinc and 11 percent for lead. peak yearly production was attained in 1926, with an output of 423,800 tons of recoverable zinc and 102;117 tons of lead. Since that yoar the production rate has trended downward, accentuated at first by the depression in the thirties and later ameliorated somewhat under the stimulus of heavy demand and higher metal prices during World War II; the output in 1945 was 139,274 tons of recovorablo zinc and 23,556 tons of load. The above figures show the groat contribution made by the Tri-State district in the past toward the country's supplies of primary zinc and lead, cspecially zinc. However, the district's production is expected to decline both in quantity and in proportion of total United States mine output unless important discoveries are made. By such means true separations can be made between the various specific-gravity increments in the materials examined. To use of heavy liquids has permitted determination of the possible grades of tailings and concentrates by specific-gravity methods on any particular size, and therefore the size to which the ore must be crushed to free the valuable material. The simplicity of float-and-sink separation and the high degree of efficiency attained in the laboratory are factors that commend the method for commercial concentrations.

Lightweight aggregates have become increasingly important to the construction industry. From 1953 to 1960, the quantity of the aggregates used in concrete block, precast and prestressed concrete, and monolithic structures increased about 92 percent. The present study was conducted in Bureau of Mines Area IV which encompasses the South-Central States of Arkansas, Kansas, Louisiana, Mississippi, Missouri, Oklahoma, and Texas. This is an administrative area and does not delimit a market area or imply an economic unit. Because of the increasing importance of metropolitan areas in evaluating economic growth, significant data showing relationships between growth of the metropolitan areas and the lightweight aggregate industry are included.

The Bureau of Mines has devised and demonstrated an ammoniacal sulfate leach process for recovering nickel and cobalt from low-grade domestic laterites. Solvent extraction of cobalt, one of the process steps, requires the reduction of hexammine complexes of C03+ to C02+ in an ammo-niacal leach solution. Previously, reduction was accomplished using cobalt metal shot in a column. This report presents experimental results and an economic evaluation comparing two alternate techniques with the shot column: (1) an electrolytic reduction cell with an extended surface area cathode and (2) direct electrowinning from purified leach solution using a cell with a fluid bed cathode. The second alternative eliminates the conventional solvent extraction-electrowinning steps. The costs of the three methods, based on the requirements of a pro-posed commercial-sized plant, including all unit operations, were deter-mined by the Bureau's process evaluation group. The operating costs for the shot column, $1.19/kg Co, and for electrolytic reduction, $1.20/kg, are essentially the same, but the cost of direct electrowinning, $3.77/ kg Co, would eliminate this method as a practical alternative. The cap-ital cost of approximately $14.4 million for reduction in a shot column is much higher than the approximately $4.4 million for electroreduction.

This paper presents the results of intermittent study begun in 1956 by the Federal Bureau of Mines of yieldable steel arches and yieldable steel ring sets installed for support of development openings in metal mines. Observations were made of this type of support in several iron mines in the northeast and north-central states. The sets, both arches and rings fabricated in the United States, are made from a hot-rolled, cold bent, structural U-shaped steel section in two weights, 15 pounds and 21 pounds per foot. The lighter section is generally used, It is 4.41 square inches in cross section area, and the calculation is that a 6-foot length of this structural shape installed as a supporting column, will safely carry the same load as a Douglas fir post of the same length but of 22 times the cross-sectional area of the steel.

ECONOMIC recovery, which began in 1958, carried through into 1959 but was somewhat retarded by the 116-day steel strike beginning in July 1959. Recovery and economic growth increased production and consumption of mineral fuels 3 percent above 1958. The increase was accomplished despite a drop of 26 percent in coal exports. Prices remained constant during the year so that the value of production and consumption also increased 3 percent over 1958. Stocks in the hands of producers at yearend were little changed from the supply at the beginning of the year. Employment in the field of mineral fuels decreased 6.4 percent from 1958. Average hourly earnings were up 7 percent, and average hours worked were up 5 percent, with the result that weekly earnings gained 11.8 percent. Internal freight rates were relatively constant, but ocean tanker rates declined both in 1958 and 1959 from the high rates charged during the Suez crisis. The index of major input expenses decreased for anthracite, held constant for bituminous coal, and increased for petroleum. The index of labor cost per dollar of product and per ton of product declined again in 1959 to a new low in anthracite and bituminous-coal mining industries.

This is the final report of a study done by IIT Research Institute for the Bureau of Mines to identify the problem areas and technological inadequacies in noncoal (metal, nonmetal, stone, and sand and gravel) mining and processing systems that are the primary causes of death, injury and occupational disease, and to make recommendations to improve safety and health in these operations. The findings and recommendations presented in the report are based on: (1) analyses of MESA injury and employment data for the period 1961-70, MESA fatality reports for underground noncoal mines (1968-72) and lost time accident data for 1970-72 obtained from mining and processing operation: (2) visits to a variety of noncoa1 mines and mills throughout the country to observe the operations and to study the safety organization and practices used in the industry and (3) interviews with industry and government representatives knowledgeable in the field of noncoa1 mining and processing safety and health. The report provides a comprehensive overview of safety and health problems.

"INTRODUCTION This report gives preliminary results of field and laboratory investigations made at the request of the War Production Board relative to causes that have occurred during the last 8 months in acetylene-generat72,r plants in shipyards on the Pacific coast.Six acetylene-generator explosions have occurred in four shipyards. These explosions killed five operators, injured six others, and extensive damage to the plants involved and curtailmnent of vital defense Although the occurrence of acetyiene-generator explosions in other section of the United States is not known, it appears, at least, that if such have occurred, they have caused only minor damage and no loss of lives.The use of acetylene in shipyards on the west coast has expanded tremendously during the past 2 years. These shipbuilding, companies erected aletylene-generatcr equipment, which was soon found to be entirely inadequate to meet the needs of their expanding acetylene requirements for welding, cutting, shrinking, and other purposes, and instances found it necessary to operate their equipment at rates greater than deemed consistent with safe operating practice."

Rock bolting has become a major method of coal mine roof support because of its effectiveness, economy, and convenience. The polymeric-resin-bonded bolt has generally proved to be more effective than the mechanically anchored bolt, but the higher cost of the resin bolt limits it to applications where the increased support is essential. The low-cost high-early-strength cement grout developed during this project will encourage more widespread use of fully grouted roof bolts provided practical installation techniques can be developed. Laboratory tests of four types were performed on various rapid-set and accelerated cement products to find a material with properties suitable for replacing resins. A proprietary gypsum cement was ultimately used with good success. A field test of the cement grout was made in an operating coal mine. An intersection was bolted in the standard pattern with cement-grouted bolts and instrumented. A nearby resin-grouted intersection was also instrumented and observations were carried out in both intersections for 2 months. No substantial difference was found between the support provided by the cement and the resin.

Falls of small pieces of rock from between roof bolts continue to cause fatalities and to injure hundreds of coal miners each year. Roof screen is the most effective way to prevent these incidents, but some mines are reluctant to use it because they believe installing screen can be awkward, expensive and time-consuming. The most common type of roof bolting machine used in mines today is the dual boom, outside-controlled roof bolter. Mines who install roof screen using these machines have developed some machine modifications and techniques to ease roof screen installation. This paper describes some successful techniques and machine modifications that are being used in productive mines to assist with roof screen installation. Since the material handling involved with roof screen installation can expose miners to an increased risk of musculoskeletal injuries, the National Institute for Occupational Safety and Health (NIOSH) ergonomists, designed machine modifications and implemented a series of tests to evaluate roof screen handling procedures for outside-controlled, dual boom roof bolting machines. Roof screen installation can also have a positive economic impact on a mine by reducing the cost of injuries, workers’ compensation, required spot or re-bolting, and clean-up of long term travel and belt entries.

As a part of a comprehensive survey of the Adirondack region, the Bureau of Mines, 1944 and 1945, conducted investigation of magnetic deposits at Dennemora, Russia Station, Redford-Clayburg, Standish, and the Ausable river region. Later in 1945, the Federal Geological Survey, started an aeromagnetic survey of the area and completed it in .1946. The Bureau of Mines extended its magnetic surveys in 1946 in the Redford-Clayburg area. In 1947 the Bureau of Mines .diamond-drilled throe holes in the Redford-Clayburg district. Clinton County has one active magnetite mine at Lyon Mountain and inactive mines at Palmer Hill and Arnold Hill, as well as along the Saranac River.

The Bureau of Mines is developing melting data for binary combinations of the alkaline earth fluorides and yttria to facilitate the formulation of slag compositions. The present report deals with the CaF2-Y203 system for which solidus and liquidus temperatures and solid solubilities were determined. The information is presented as the phase diagram. All specimen compositions were blended from high-purity materials and encapsulated in Mo or Pt20Rh prior toheat treatment. Liquidus temperatures were determined by ceramographic examination of heat-treated and quenched specimens. Solidus temperatures were determined by differential thermal analysis and by electron microprobe analysis of quenched specimens. Terminal solid solubilities were derived by parametric methods. The peritectic system was found to be pseudobinary due to the formation of yttrium oxyfluoride at temperatures near the liquidus. The peritectic point occurs at 7 mole pct Y203 and 1,438° ± 5°C. The terminal solid solubility of Y203 in CaF2 decreases from 7 mole pct at 1,438° C to 1 mole pct at 1,100° C, and the solubility of CaF2 in Y203 decreases from 9.5 to 7 mole pct over the same temperature interval.

The Bureau of Mines has developed a statistical approach to the laboratory evaluation of response bias and precision in gas detectors. The techniques described employ a computerized analysis and a new method of data presentation called composite graphing. The underlying theory, its practical application to the data, and the experimental equipment and procedure are described.

It does not discuss geological problems nor the methods and equipment used in drilling or at flowing oil wells. Screening efficiency models developed to date rely almost exclusively on empirical formulas based upon large amounts of acquired operating data. A screening model was developed using a combination of empirical coefficients and explicit mathematical expressions which quantify screening phenomena. A series of screening tests was run to supply data for purposes of correlation and empirical coefficient evaluation. The model has been implemented as a digital computer program. The validity of the modeling procedure has been established by laboratory testing. Results generated by the model have been used to compile an applications handbook, which can be used to predict screening performance in lieu of using the computer program.
