"Acid mine drainage can be controlled by water treatment, retardation of the pyrite oxidation reaction system, or enhanced prediction that allows preventive action to be taken. The Bureau of Mines is conducting research in each of these areas; the results of this research are summarized in the eight papers that comprise this volume. Field work to evaluate overburden analysis, alkaline injection, and bactericidal control of acid formation is described, along with two new inexpensive methods to treat acid mine water. These papers were prepared for an acid mine drainage technology transfer meeting held in Pittsburgh, PA, on April 3 and 4, 1985. INTRODUCTIONAcid drainage from coal mines is one of the most persistent industrial pollution problems in the United States. Over 5,000 miles of streams and rivers are adversely affected, primarily by underground mines that have been abandoned for decades. Meanwhile, at active mining operations and at sites where mining occurred after 1977, discharge water must be treated to meet fairly stringent regulatory limits--at a cost to the industry of over $1 million per day.The Bureau of Mines has a special responsibility to facilitate integration of mining and mineral processing with environmental safeguards. This responsibility is twofold: the development of techniques to reduce or eliminate environmental degradation, and the improvement of existing pollution control processes to make them more efficient and more cost effective. Research in acid mine drainage exemplifies the Bureau's concern for these environmental aspects of mining.This collection of papers summarizes much of the Bureau's recent research on acid mine drainage and will give the reader a sense of where the research is headed, in addition to providing details regarding new technology and recently acquired knowledge. This is the eighth in a series of reports en properties of commercial meter fuels, made in accordance with a cooperative agreement between the Cooperative Fuel Research (C. F. R.) Committee and the Bureau of Mines of the United States Department of the interior. The first report gave data en meter gasolines sold during the winter of 1935-36.3/ The present report, covering 1,679 samples, represents the products of 118 companies plus these from the Pacific coast, which were averaged by the Pacific Coast Technical Group before being submitted and are published exactly as they were submitted. The throe groups of data en samples of regular, premium, and third-grade gasolines arc averaged separately. The number of samples and brands representing each grade are as follows: Regular price, 869 samples, 76 brands; premium price, 452 samples, 45 brands; third-grade, 358 samples, 82 brands. In this report the same marketing districts are retained as were used in the preceding report, and as far as possible the actual sampling points in each area arc indicated on table 1.

"INTRODUCTION The Watson tract was first prospected in 1908, and ore consisting of concretionary psilomelane and wad was found in the bedded residual clays. A small mill using a log washer and jigs was constructed for concentrating the ores -on the bank of Mudhole Run, and it is reported that a few wagon¬loads of ore were shipped via the Norfolk & Western Railway. The operation was of short duration.During World War I, the area was seriously studied by the Federal Geological Survey and Virginia Geological Survey. The Virginia Geological Survey, in Bulletin 173/ reporting the work, lists the property among the few recommended for further exploration.When the shortage of manganese ores in the United States became imminent, the Bureau of Mines was authorized by the 76th Congress, under the Strategic Materials Act, to prospect and explore for manganese. Upon the recommendation of the Federal Geological Survey, a project to undertake this work was started at the old Watson mine in January 1941 and continued until August of the same year."

To determine the retorting characteristics of a column of mine-run, ungraded oil shale ranging in size from fines to pieces weighing as much as 5 tons, a 150-ton batch retort was designed and constructed at the Laramie Energy Research Center, Laramie, Wyo. The retort vessel is 45 feet high by 11-1/2 feel in inside diameter and is supported in a 92-Foot-high steel superstructure. Mine-run shale from the Bureau of Mines facility near Rifle, Colo., assaying about 25 gallons of oil per ton, is currently being used as the test shale. To date, three runs have been completed. Results of the second and third runs are reported in this paper. The two runs considered in this report are the first of a series of nine to determine operating conditions that will yield maximum oil recovery from a column of mine-run shale. Variables studied :ire the oxygen content of the retorting gas and the space velocity of the retorting gas expressed as ft3 gas/ft3 bed/min. Oil recoveries for the two runs reported are 62.2 volume percent of Fischer assay for the run using higher oxygen and space velocity, compared with 39.3 volume-percent when less oxygen and a Lower space velocity were used.

Spectrochemical procedures were developed using dc arc excitation for the determination, in parts per million, of 18 impurity elements in electrorefined beryllium and high-purity beryllium oxide. The metal samples were dissolved in dilute hydrochloric acid, evaporated to dryness, and converted to the oxide in a muffle furnace at 900° C. Germanium oxide was added as an internal standard for the determination of 15 of the elements, copper oxide for boron and molybdenum, and neodymium oxide for calcium. The average coefficient of variation was 11 percent with the exception of copper, which averaged about 43 percent.

Data released by the Commerce Department's Bureau of Economic Analysis show continued gradual change in the real GNP's rate of growth in 1984, which has eased from an annual growth rate of 10.1 percent in the first quarter lo 7.1 percent in the second quarter, and then to 2.7 percent in the third quarter. The automobile industry strike in the last half of September had only a small effect, estimated at less than a 0.1 percentage point reduction in the growth rate. Among the components that comprise the GNP, personal consumption and fixed investment grew at lower real rates in the third quarter than in the second quarter, while net exports decreased. Personal consumption expenditures increased $0.4 billion in the third quarter, compared with an increase of $20.1 billion in the second quarter. Nonresidential fixed investment increased $3.9 billion in the third quarter, compared with $9.6 billion in the second quarter. The other component of fixed investment--residential investment--increased from $60.8 billion in the second quarter to $61.2 billion in the third quarter. Real net exports of goods and services decreased $1 1.3 billion in the third quarter, compared with a $3.1 billion decrease in the second quarter. Although exports increased from an annual rate of $144.7 billion to $150.2 billion, imports increased much more, from an annual rate of $1 56.2. billion to $172.8 billion (table 1).

MANY of the gases and vapors used in anesthesia form explosive mixtures with oxygen or air. Sources of ignition for these mixtures always have existed in operating and anesthetizing areas. When ether was first introduced, candles,5 gaslights, and coal stoves caused fires and mild explosions of the vapor-air mixtures. Today the chief causes of ignition are electrical. Fires and explosions are still much too frequent; and, because many of the mixtures are rich in oxygen, the explosions sometimes are very violent. Obvious sources of ignition, such as electric-power sparks and arcs in open motors, switches, and receptacles, as well as exposed incandescent wires and hot plates, usually are recognized by hospital personnel and corrected. A source of ignition that is not so obvious to many is static electricity. Until quite recently the presence of this hazard in a large majority of anesthetizing areas was not even suspected. However, numerous explosions-many of them fatal to patients-have been attributed, with good reason, to sparks from static electricity.

[This investigation of the refractory properties of seven Pacific Northwest chrome ores and concentrates has shown that five of the ores and one of the concentrates are suitable for making refractories and that all may be used in combination with high-grade chromite. The specific objectives of the investigation were to determine the inherent physic al and chemical characteristics, to shapes using each of the chrome ores and concentrates, to compare the refractory qualities of the laboratory-prepared with commercial chrome refractories. The details of a three-phase study (total time period of 12 months) entitled ?Fire Alert Systems for Metal and Non-Metal Mines,? are presented. Phase 1 consists of a state of the art survey on fire detection devices and gas sensing techniques. Phases 2 and 3 include laboratory screening and systems concepts testing on various detectors classified as products of combustion, optical view-field and contact (or thermal) types under incipient and flaming combustion conditions. Recommendations for a mine fire detection system to protect shaft, sealed off or mined out (from spontaneous combustion of sulfide containing ores and cellulosic materials), and fuel storage areas are also included. me principal problem area noted during Phase 1 study is the high expected occurrence of false alarming of products of combustion detectors (POC") subjected to normal mining operations---diesel vehicles and equipment and shot firing or blasting operations. Simultaneous gas sensing of either the ratio of CO/NOx or CO2/NOx with detection of one or more fire signatures (smoke, radiant energy, or heat sensing) is the recommended approach to discriminate against these operations.

The Bureau of Mines examined the Bear Canyon RARE II area in 1982. The area has no identified mineral deposits. The few claims that were located in the study area are devoid of any workings. No concentrations of economic minerals were found in the samples taken. There are no mineral, geothermal, or oil and gas leases in the area; the nearest oil well is 10 mi (16 km) east. The nearest mining operation was the Ruby Gold Placer worked in 1914, 7 mi (11 km) southeast (Hart, 1966, p. 45); the Pliocene Paso Robles Formation which contained the gold does not extend into the area. SETTING The Bear Canyon RARE II area covers 19.7 sq mi (51 sq km) or 12,600 acres (1500 ha) in west-central California. It lies in the Santa Lucia Range 10 mi (16 km) southwest of King City and adjoins the southeast side of the Ventana Wilderness. It is 10 mi (16 km) from the Pacific Ocean. Primary access is by the San Antonio River road on the Hunter Liggett Military Reservation, which parallels the area's southern border. Further access to the area's interior is by jeep and foot trails.

Included are the results of full scale, surface and underground testing of the complete MBC system. A key step in changing coals to fluid fuels and chemicals is the conversion of coal to synthesis gas by gasification with steam and oxygen. As oxygen represents one of the largest single expenses in gasification, its cost is a vital factor in the economy of the process. At present, the most economical method for producing tonnage oxygen is by the conventional rectification of liquefied air. Several alternate methods have been proposed for producing oxygen from air: (1) methods based on physical or chemical sorption of oxygen from air by liquids or solids or (2) the oxidation of certain inorganic com-pounds to higher oxides unstable at higher temperature levels. Economic limitations are discussed by which these methods may be evaluated. Chelated metals of the salcomine type are promising chemical sorbents of oxygen from air. This report covers a study of the reversible sorption of oxygen by salcomine and other chelates. The presence of water in the salcomine structure was verified; it is the loss of this water that causes slow deterioration of salcomine during cycling.

Of the 28 accident/injury classifications listed by the Mine Safety and Health Administration, handling materials is second only to roof falls in terms of generating the highest number of reportable accidents in active underground coal mines. Two materials-handling activities that cause numerous injuries each year are the categories of “handling supplies or material, load and unload” and “moving power cables.” Mechanization and mine worker activity training are two methods that can aid in preventing these injuries. This paper describes three mechanical methods—the mobile manipulator, the in-mine hoist, and a cable-handling system—being developed and tested at the Spokane Research Laboratory of the National Institute for Occupational Safety and Health. Two of the devices are specifically designed for loading, unloading, and moving supplies and materials, and the third device is for handling trailing cables in the confined spaces of coal mines. Also described are safety solutions developed for underground coal mines geared to showing miners safe and unsafe ways of performing various materials-handling tasks.

This report presents production and delivered costs for coal exports from the five major Western coal-exporting countries: Australia, Canada. Colombia, South Africa, and the United States. Cost data were compiled from visits to 43 mines by U.S. Bureau of Mines engineers between 1985 and 1990. All report costs are in January 1989 U.S. dollars per short ton. Production costs for raw coal are divided into mining and regulatory categories. Costs are broken down by type of cost, type of mine. and country. Scheduled operating and capital costs for raw coal were processed by the Bureau's MINSIM discounted cash flow program to determine total production costs calculated at 0% and 15% discounted cash flow rates of return (DCFROR). Delivered costs are for salable coal delivered to various markets. Costs are broken down by supply country, market, and type of cost. Scheduled operating and capital costs for salable coal were processed by the Bureau's MINSIM discounted cash-flow program to determine total salable coal costs at 0% DCFROR. Added to total salable coal costs were transportation and port costs to get delivered costs. Comparative overview information on the coal industries of the five study countries are appended. This appendix includes information on industry economics and exports, production and reserves, and coal industry issues.

The successful expansion of crude oil production begun in late 1977, led to promising development of the nonfuel minerals sector. Although actual production of nonfuel minerals was limited both in variety and in percentage of output on a world scale, the potential for expansion with a rapidly developing infrastructure was significant. The energy base was expanding with construction of two new hydroelectric powerplants in addition to the existing plant near Edea. The Song Loulou plant will have a 240-megawatt capacity, and a hydroelectric plant under construction in the northern part of the country by mainland China will have 72 megawatts of installed capacity. Inflation of between 15% and 20% resulted in a real gross domestic product (GDP) of $2.8 billion2 in fiscal year 1980 (July 31 to June 1), up 6% from that of the previous fiscal year. Petroleum became the leading export item in terms of value, surpassing coffee and cocoa exports. Mineral exports as a whole increased eightfold in value, mainly because of oil sales. Oil exports also caused a reduction in the trade deficit by nearly one-third, and the Government expected its 1980-81 budget to be balanced at $1.17 billion. The Port of Douala accounted for about 8 million tons of cargo, or 93% of total maritime traffic for Cameroon. Expansion plans for the port call for an initial increase to 5 million tons, and a cargo handling capacity of 7.5 million tons in 1985 and 10 million tons by 1990. The Port of Victoria will gain importance with the startup of an oil refinery. The country's third seaport at Kribi was used solely for timber shipments, and capacity at the Port was to triple by 1981. The Government operated its own shipping line with six oceangoing freighters. France was the dominant trading partner, accounting for 25%

This U.S. Bureau of Mines report considers, from a psychological perspective, the perceptual process by which miners recognize and respond to mining hazards. It proposes that if the hazard recognition skills of miners can be improved, mining accidents may be reduced to a significant degree. Prior studies of hazard perception in mining are considered, as are relevant studies from investigations of military target identification, pilot and gunnery officer training, transportation safety, automobile operator behavior, research into sensory functioning and visual information processing. A general model of perception is introduced, and selected concepts from the psychology of perception that are applicable to the detection of mining hazards are reviewed. Hazard recognition is discussed as a function of the perceptual cues available to the miner as well as the cognitive resources and strategies employed by the miner. The development of expertise in responding to hazards is related to individual differences in the experience, aptitude, and personality of the worker. Potential applications to miner safety and training are presented.

In- situ rock stresses were determined by flatjack and borehole - deformation methods . Estimates of the stress distribution around a flatjack were obtained by a combination of flatjack and borehole - gage techniques . The investigations were part of a study , conducted jointly by the State of California and the Federal Bureau of Mines , to determine the stress in rock at the site of an underground powerplant for the Oroville Dam near Oroville , California . The stress distribution around each of three flatjacks was nonsymmetric ; however , stresses obtained from 9 flatjack and 157 borehole measurements are considered reasonably accurate for engineering purposes . The stress near the edge of the openings is between 800 and 1,600 psi ; the stress in the undisturbed rock is approximately 500 psi , nearly hydrostatic .

The lack of comparable and accurate statistics of coal-mine accidents in the United States as a whole led the Bureau of Mines in 1911 to undertake the collection of such data. The importance of such statistics as a basis for remedial legislation can not be overestimated, moreover they serve to indicate the results of the efforts made by the Federal Government, State mining departments, and mine operators throughout the country to lessen the hazard of coal mining. The mining departments of the leading foreign coal-producing countries have long taken cognizance of the importance of such statistics. In Great Britain, official statistics of coal-mine accidents have been collected and published since 1851, in France since 1853, in Austria since 1875, in Germany since 1852, and in Belgium since 1831. The United States not only leads these countries in the production of coal but the output of its coal mines is greater than those of Great Britain, France, Belgium, Austria, India, Japan, and New South Wales combined. Accordingly, it is proper that there should be some official record of the accidents in this, the greatest mining industry not only in the United States but in the world. It is especially appropriate that this work should have been undertaken by the Bureau of Mines, as, through its investigations of mine accidents in the field, it is constantly in close touch with coalmining conditions throughout the country. Its engineers are not only able to obtain first-hand information as to a great many accidents, but, through their special training and experience, are able to appreciate the significance of the figures reported by the coal-mine operators, thus aiding an intelligent and uniform classification 01 the accidents for the country as a whole. Further, the State mining dnpartments and State mine inspectors of every State in the country having a system of coal-mine inspection are cooperating with the bureau by sending it monthly reports of accidents in the coal mines of their respective States. The receipt of such reports places the bureau in a most advantageous position to publish promptly statistics of these accidents. Although a few years ago accurate statistics of c~al-mine accidents in the United States as a whole were entirely lacking this bureau was able to pubjiish the 1912 statistics within three n:onths after the close of the year and long before corresponding statistics had been issued by the mining departments of the leading foreign coal-producing countries. The cooperative agreement with the State coal-mine inspectors has not only made possible the prompt publication of the statistics, but it has also enabled the bureau to classify the fatalities by months and according to cause, showing the months in which the greatest and the least number of men were killed and from what causessomething that has never before been accomplished for this country.
