This U.S. Bureau of Mines (USBM) report identifies and evaluates factors responsible for metal/nonmetal (M/NM) underground mining accidents involving mobile equipment. Information regarding the occurrence and severity of the accidents, the type of equipment involved, the primary and contributing causes, and preventive measures is included. The goal of this report is to provide information that will aid mine operators and safety managers in the recognition of hazards associated with operating mobile mining equipment in an underground mining environment.

This paper is one of a series being prepared by the U. S. Bureau of Mines describing mining and milling methods and costs at cement-plant quarries throughout the United States, end deals directly with methods and costs at the quarry and mill of the North American Cement Corporation at Catskill, N. Y. The process of manufacturing cement is described only as far as the final grinding of the raw materials. These papers are designed to disseminate technical information regarding the methods used. The cost tabulations represent local operating expenditures only and not total production costs. It is recognized that publication of total production costs may in many instances cause embarrassment to individual producers, as well as to the industry as a Whole. On the other hand, operating costs are essential to the technical discussion and study of methods employed. The attention of the reader is specifically called to this differentiation in order that no misunderstanding; of the scone of the cost tabulations may ensue.

In Fayette County, the Pittsburgh bed has been the major source of production for almost two centuries. Although historical documentation is not available, there is evidence, that the Pittsburgh bed may have been discovered in Fayette County near Mt. Braddock, Pa., as early as 1753. The earliest known reference to coal in western Pennsylvania was recorded in 1758 by a Quaker trader, James .Kenny, who reported having seen coal in Fayette County. The production of coke from Pittsburgh coal was begun in 1841, when two 10-foot beehive ovens were erected in the Connellsville region to make coke .for shipment by river to the market. The Connellsville, region extends from Latrobe, Pa., in Westmoreland County to South of Uniontown, in Fayette County. Connellsville coke was used with great success in the Clinton furnace in 1859.

A deep cutting continuous miner, HH456, was tested under production-mining conditions at the Joanne Mine, Rachel W. Va., for about 1 ½ years (226 production days). The miner was run in two modes: a low head-rpm, deep cutting and high rpm, shallow-cutting mode. These tests confirmed that deep cutting and slow cutter speed reduce respirable dust significantly under production mining conditions. Quantitative reductions in dust, in deep vs shallow cutting, were 73°; in return air and 63% at the operator's location. Production rate, (tons/shift), and bit consumption rate did not show any relationship to deep or shallow cutting. Reliability and maintainability of the miner were worse in deep cutting mode due to cutter drive shaft failures; the cutter shaft problem was solved through improved material and design. The Bureau of Mines has recently identified five major factors that contribute to high respirable dust levels on the six U.S. longwall faces having the most difficulty complying with Federal dust standards: (1) a poorly structured cutting sequence, (2) a poorly designed external water spray system, (3) marginal waterflow to the cutting drums, (4) minimal controls at the stage loader and crusher, and (5) the lack of effective controls for dust generated during support advance. The results of this survey illustrate the need to address all the major sources of longwall dust generation and the need for mine operators to implement a variety of control procedures to assure compliance. The Bureau of Mines will continue to assist mine operators in implementing improved dust controls and will work to identify and evaluate controls for dust generated during support advance.

The U.S. Bureau of Mines has been investigating methods and technology that may improve safety and production when applied to existing mining machines. Toward those goals, the Bureau has developed navigation systems that provide machine positional information while in the production area. This research has been limited in the past because the Bureau had only one type of mining machine to do experiments. Addressing this problem, the Bureau, along with Carnegie Mellon University, has developed a generic vehicle emulator, in the form of a wheeled vehicle with an onboard computer, known as the Locomotion Emulator, that provides a software-selectable vehicle emulation package. Preliminary testing by the Bureau has shown that the emulator can accurately imitate the maneuvers of the software selected vehicle type. Now the Bureau can test their navigation systems on different vehicle types without having to procure each of the vehicles. This report completely describes the emulator as well as all the modes in which it can be operated.

The mining industry of Cameroon continued to be dominated by crude petroleum. Crude petroleum production has become the most important facet of Cameroon's economic development. Oil production was estimated to be 6.3 million tons in 1983 compared with 5.2 million tons in 1982 and 4.3 million tons in 1981. Over two-thirds of its export income was attributed to crude oil. The country's only refinery, dedicated in 1981, has a production capacity of 2 million tons. Cameroon has become self- sufficient in petroleum products since commissioning the refinery. The oil sector contributed approximately 13.5% to Cameroon's gross domestic product in 1982-83. Oil production was expected to rise from 125,000 barrels per day in 1983 to 156,000 barrels per day in 1985 when output peaks. Cameroon's ultimate recoverable reserves have been calculated at 100 million tons, or 750 million barrels of oil.

Noise control of existing pneumatic drills is difficult and runs into cost, performance and weight penalties. A need exists for a start-from-scratch approach for quiet pneumatic rock drills. The designs based on Leavell Principles which has been successfully used in demonstrating a quiet and vibration free paving breaker, is the concept chosen here. This report shows the feasibility of a quiet stoper for drilling roof bolt holes in coal mines. The work is directly applicable to pneumatic percussive rock drills. The report shows an oscillator based on patented Leavell concepts which results in a vibration free tool and noiseless exhaust. Dynamics of the oscilator is analyzed. Independant rotation of drill rod is provided by an air motor (screw expander) and flushing of cuttings is accomplished by an air ejector in a compact lower housing. The feasibility of no exhaust noise, low drill machine noise, and vibration free casing is discussed.

Two important facts stand out as features of the metal- and nonmetal-mining4 industry of the United States in 1941 as compared with 1940: First, the number of employees and man-days of employment increased; second, accident-frequency rates, both fatal and nonfatal, decreased. Reports from mining companies to the Bureau of Mines covering underground, open-pit, and surface operations for 1941 re¬vealed the largest number of men employed since 1926 and the largest number of man-days worked since 1929. The combined fatal and non¬fatal accident-frequency rate for 1941, calculated on a basis of one mil¬lion man-hours of exposure to hazard, was (except for 1931 and 1932) the lowest since 1911, the earliest year for which figures are available. During this 31-year period, only 1938 and 1939 showed lower fatality rates, and only 1931 and 1932 had lower nonfatal-injury rates. Operating companies reported that 9,620 mines were active during all or some part of the year. These employed 125,290 men, an increase of more than 4 percent over 1940. The total volume of work performed at all mines, measured in terms of man-shifts, increased to nearly 32 million, a gain of 10 percent; man-hours of employment rose to almost 254 million, an increase of 10 percent over the 231 million man-hours worked in the previous year. The year's operations resulted in an average work-year of 255 days per man, an increase of 13 days per employee over the average working time in 1940. Although the 8-hour day prevails generally at most mines, the industry as a whole averaged 7.94 hours per shift, as in 1940.

"Black powder is employed widely in peace and war. Its properties are therefore of considerable interest to many. The Bureau of Mines frequently is asked to furnish information on its use and safe handling in the mining and mineral industries in times of peace and is now engaged in studies of its application to the arts of war.Black powder has been the agent in many accidents - some very disastrous - and its handling and use are deemed very hazardous. The belief is widespread that the hazards are due principally to the ease with which the powder is ignited by a hot spark or flame in contradistinction to high explosives; these usually are ignited only with difficulty, and some burn incompl0tely and to a certain extent are self-extinguishing. Primary precautions, .therefore, should be taken to prevent the access of heat, spark, and flame.In black powder manufacturing operations a frequent source of disaster is the initiation of fires and explosions in the wheel mills in which the sulfur, charcoal, and nitrate are incorporated. Long experience has indicated that the wheel mill probably will fire if the powder is not kept moist enough; manufacturing supervision calls for the maintenance of a minimum moisture content, at least during the milling. Accidents occur elsewhere in the manufacturing line, and in an endeavor to minimize these, particularly those happening in corning mills, one of the writers suggested many years ago that a suitable humidity be maintained in other operations in the hope that it would serve protectively as in the wheel mill. The experience of one company for many years with this practice was favorable. It seemed desirable therefore, to explore the question experimentally."

This report summarizes the work done by the Koppers Company, Incorporated, in cooperation with the Bureau of Mines on the commercial evaluation of the primary low-temperature tars produced from Texas lignite in the Rockdale, Tex., plant of the Aluminum Company of America in conjunction with the Texas Power and Light Company. The interest of the Bureau of Mines in this project is twofold. First, through its cooperative agreement with the Texas Power and Light Company the Bureau has assisted in the technical design and practical operation of the prototype, externally heated, entrained-state carbonizer for producing char for electric-power production and for primary low-temperature tar. Second, the first successful operation of the prototype carbonizers employing the Bureau of Mines-Parry process on lignitic coal in 1953-54 led to the production of large quantities of primary lignitic tar, concerning which too little was known or had heretofore been published in this country.

To obtain a better understanding of the crystallization of fluoride containing amphiboles from melts, an investigation of the range of stability between fluoramphi-boles and other minerals was conducted by the Bureau of Mines. This study has shown that the stability of fluoramphiboles is strongly influenced by both fluoride concentration and isomorphic replacement. Over 150 reactions were made with different compositions and reaction conditions. substitutions attempted and the phases that formed when the composition was crystallized by cooling from the melt are discussed. The attainment of equilibrium in these multicomponent systems is not claimed. Many ions that would be expected to enter the amphibole structure instead resulted in crystallization of phases other than amphibole. Those compositions that resulted in a high yield of acicular fluoramphibole by crystallization from the melts are shown in table 2. The fluoramphiboles obtained from melts typically had an acicular crystal habit and a hardness of 6 to 7 on the Mohs' scale. Although many had relatively high length to cross section ratios, none were fibrous; it was concluded that the possibility of synthesizing a fibrous fluoramphibole from a melt was low. However, many compositions can be crystallized into a tough, hard, impact-resistant mass of interlocking acicular crystals.

"This work was begun in l928, with the cooperation of the American, Gas Association, and the Association contributed financial aid for that year and for the 4 years following. In 1933 financial aid was discontinued, but the Advisory Committee, under the able, Chairmanship of J. S. Haug, has continued to function through the years to the present date. Mr. Haug's annual reports have been published in the Proceedings of the American Gas Association. The purpose of this paper is to bring the index of coals tested by the Bureau of Mines-American Gas Association (EM-AGA) method up to date, to discuss development of auxiliary tests, and to outiline the uses to which the methods have been put in promoting the war effort.COALS TESTEDThe test methods developed with the advice of the Advisory Committee had been applied to 66 coals up to 1942, and an index giving the serial number, origin, and analyses of these coals was published as Bureau of Mines Technical Paper 637. Since this paper was published, 20 additional coals have been tested; the source and analyses of these coals are given in table 1. The table also refers to publications that have been issued. Complete series of tests at high, medium, and low temperatures,have been made on most of these coals, and blending tests with 20 and 30 30 percent of low-volatile coals have also been made at 900°C.; however a few low- and medium-volatile coals (60, 70, 74, 79, and 80) were bested,at high temperatures only. Those coals were mined in eastern Oklahoma and western Arkansas. The test work included low- and high-temperature assay tests, petrorraphic analyses, and plasticity tests since its inception; and for the last 20 coals of the series, expansion and oxidation tests have been made where applicable."

Accidental contact of overhead electrical power lines by mobile equipment is a leading cause of occupational fatalities in the United States, accounting for 20% of on-the-job electrocutions. Overhead electrical power line proximity warning devices (PWDs) are intended to warn personnel if mobile equipment moves within some preselected minimum distance of an energized overhead electrical power line. Two commercially available PWDs were tested at the National Institute for Occupational Safety and Health?s (NIOSH) Pittsburgh Research Laboratory (PRL). The objective of the tests was to document performance capabilities and limitations for these PWDs by identifying factors that can influence their operation. The two PWDs evaluated in this research are the SIGALARM Model 210 marketed by Allied Safety Systems, LLC, and the ASE Model 2100 from Allied Safety Engineering. Both of these devices operate by measuring the electric field present around energized power lines. The PWDs were installed on a government-owned 22-st (20-mt) rough terrain crane. A purpose-built test site used for this research at PRL allowed operation of the crane near a variety of power line configurations operating at up to 25 kV. Most of the tests involved positioning the crane adjacent to one or more overhead power lines, adjusting sensitivities of the PWDs to alarm when the crane boom was approximately 20 ft (6.1 m) from the power lines, swinging the crane boom toward the lines under a wide variety of test conditions, and finally, for each unique set of test conditions, documenting the deviation from 20 ft (6.1 m) for actual alarm activation. Test results show that several factors can adversely affect PWD performance. PWD alarm accuracy generally deteriorated when operating with a boom position significantly different than that used for the device?s last sensitivity adjustment. Another factor that can affect PWD performance is configuration of the overhead power line(s) involved. Accuracy of alarm activa­tion distances was best for simple single-circuit installations, but degraded for multiple circuits on the same poles. This degradation was slightly greater for installations with different voltage levels and/or a combination of vertical and horizontal conductor arrangements. Performance also degraded for crane operation between two intersecting power line installations, especially for intersecting lines at different voltages. An additional aspect of power line configuration shown to influence PWD accuracy was phase sequence on the power line circuit(s). Specific phase con­ductor arrangements and combinations, particularly in multiple circuit installations, resulted in either improved or degraded accuracy.

Occupational exposure to hand transmitted vibration (HTV) arises from the hand held powered tools extensively used in the mining and construction industry such as rock drills, chipping hammers, chain saws etc. Regular exposure to HTV is the major cause of a range of permanent injuries to human hands and arms which are commonly referred to as hand-arm vibration syndrome (HAVS). In addition to this, the percussive tools generate overall sound power levels in excess of 110dBA in most cases. Such a high sound power level greatly exceeds the maximum permissible exposure limit (PEL) of organizations such as National Institute for Occupational Safety and Health (NIOSH) and the Occupational Safety and Health Administration (OSHA). Long term occupational exposure to this noise has been diagnosed as the main reason for permanent hearing loss in the operators. It is therefore important to develop an understanding of the mechanisms which lead to these high vibration and sound levels and in order to do this a detailed computational model of a pneumatic chipping hammer has been made. This paper presents a nonlinear computational model of a pneumatic chipping hammer. In order to better understand the dynamics of the chipping hammer, the hammer was subdivided into components that are shown in figure 1 (a) (based on a chipping hammer manufactured by Atlas-Copco). The hammer mainly consisted of a center body, a moving piston and a chisel. Compressed air is used to drive the piston inside of a cylinder and on the downward stroke this piston impacts the chisel to create the hammer effect. The machine has one pneumatic valve and this valve regulates the air supply either to the upper chamber or to the lower chamber. The valve changes according to the relative pressures in the two chambers and the supply pressure. There are also twelve different exhaust ports at two positions along the cylinder labeled upper ports and lower ports. As the piston moves the ports can be closed or open (allowing exhaust). Fundamentally, the computational model was made up of two different sub-models, a fluid model and a structural dynamic model as shown in Figure 3 (a) and (b) respectively. The first sub-model takes into consideration the fluid dynamics of the machine since the hammer is driven by compressed air. Equations for the mass flow rate though bleed orifices (assuming an isentropic process) 1 is used to determine the mass flow into and out of the upper and lower chambers. Consumption of plastics has been growing in both the U.S. and world markets since the mid-1930s. This growth is due to plastics being used to make new products and as a replacement material for existing products. This paper develops an understanding of the replacement process by looking at the use of plastic, specifically PVC, in the construction pipe industry. History details the growth of the plastics industry and a discussion of the material selection process indicates the advantages and disadvantages of plastic pipe. Analysis shows that the use of plastic, as an alternative material for pipe, is having a significant effect on the cast iron, copper, clay, and steel industries. For the purpose of understanding the replacement process, three example residential systems were examined with a lifecycle cost analysis being performed. PVC was the material of choice in 1988 for all systems. Even though disposal cost was the one area where PVC was not the most cost effective, disposal costs were not sufficient to offset the overall advantage of using PVC on an economic basis. That plastic competes effectively with other materials, in terms of material properties and cost, indicates that further work should be performed to understand the impact plastics have on other material markets.

Large areas of the anthracite beds in the Wilkes-Barre, Pa., region have been first-mined in such a manner that over half of the original coal has been left underground as pillars to support the overburden. To recover the maximum amount of this remaining coal, improved devices to support the roof while pillars are being extracted are needed. Also needed are suitable backfilling systems that will stabilize the strata during the mining and effectively limit the inevitable subsidence after pillars are removed. Accordingly, the Federal Bureau of Mines furnished 400 yielding steel props that had been purchased abroad, where this type of prop had been used successfully. The cooperating company arranged for concurrent tests with a mechanical stower designed and built by an American manufacturer. In the area in which the experiments were conducted, pillar removal, using conventional timbering, was most difficult because the roof fractured badly, the installation of timbers consumed a substantial part of the work effort, and some coal nearly always was lost. With the application of the yielding props, the time needed for securing the roof was reduced 33.9 percent; production per man-shift was in¬creased over 33 percent; coal recovery was improved more than 9 percent; and the convergence between roof and floor, during mining and backfilling, amounted to as much as 8.03 inches without any break in the roof. However, in September 1953 some roof rock fell in pillar 10 owing to insufficient props in a small area where the ends of three top holes drilled in the coal face extended up into the roof rock.

This Bureau of Mines report examines aggregate trends in foreign direct investment in the U.S. mining and mineral processing industries between 1977 and 1984, and provides an analysis of foreign investment in several major mineral commodity industries. In 1984, 11.1 pct of total employment in the U.S. minerals industry was at firms that were U.S. affiliates of foreign firms. In 1985, the proportion of U.S. capacity held by foreign investors in nine major mineral commodity industries was as follows: steel, 5 pct; silver, 16 pct; lead, 18 pct; aluminum, 25 pct; zinc, 26 pct ; copper, 30 pet; cement, 32: pct; gold, 44 pct; and ferroalloys, 56 pct. Almost 90 pct of the total foreign investment in the U.S. minerals industry was accounted for by eight countries-Canada, the United Kingdom, France, Federal Republic of Germany, Switzerland, Japan, Australia, and the Republic of South Africa. The most fundamental reason behind the growth in foreign investment in the U.S. minerals industry has been that an increasing proportion of U.S. mineral firms and assets have been for safe, while foreign mineral companies have been the ones most willing and able to purchase these firms and/or their assets. mile the growth in foreign ownership in the minerals industry has not been without controversy, it has helped save jobs, reduce the minerals trade deficit, and- from the national defense perspective-maintain the Nation's overall mineral and metal self-sufficiency at reasonably high levels. In the absence of domestic buyers, foreign investors have helped to maintain a viable domestic minerals industry.

[The steady increase of aluminum production means a corresponding increase of carbon consumption in the alumina-reduction cells. Improved petroleum techniques constantly reduce the amount of byproduct petroleum-coke production. These, trends threaten the alumina-reduction works with possible shortages of carbon, which must be supplied from some other source. In anticipation of this shortages, an investigation into the possibility of using coal as an alternative source of carbon was begun at the Northwest Experiment Station of the Federal Bureau of Mines. The investigation lit has developed bench-scale methods that produce carbon of higher purity than is required by specifications for anode carbon. Additional work will b required to bring these processes to pilot-plant seals and to prove the suitability of the carbons, produced or aluminum-anode consumption.]

Methane monitoring at the mine face is essential to assure a safe work environment in underground coal mines. Machine-mounted methane monitors must be used to continuously monitor methane levels during mining. Monitors used on mining machines must be approved by MSHA and properly maintained to provide protection for workers (30 CFR 75.342). To provide protection the instrument must give accurate readings of current methane levels. Accuracy is maintained by calibrating the instrument with a standard gas at least once every 31 days. Instrument “response time” determines how quickly measurements will change to reflect current concentrations. At present there are no criteria for measuring the response time for a ma-chine-mounted methane monitor while underground. This study examined a procedure for measuring the response time of a machine-mounted methane monitor. Response times were measured using methanometers obtained from three different manufacturers. The effects of the measurement technique and methanometer sensor head design on response time measurements are investigated. Techniques for reducing variation in response time measurements are discussed.
