This summary of State laws on explosives was compiled primarily to ascertain what subjects relating to their control have been acted upon by each State legislature and, in general, how they have been treated. It does not include any legislation passed after 1942, or any proclamations, regulations, or administrative orders. It does not purport or attempt to be authoritative. If any problem arises involving interpretation of the statutes of any particular State, the original source must be consulted for the exact words used by the legislature. This summary, however, will be useful in determining whether relevant statutes exist and in locating them quickly, with a minimum of effort. It will be of value also in comparing statutes in one State with similar statutes in other States to determine what construction has been placed upon them by the courts of those jurisdictions or to contrast the varying provisions of many States upon a single subject. This paper on mining practice at the Fresnillo silver mines is one of a series being prepared by the Bureau of Mines on mining practices, methods, and costs in the various mining districts of North America. Two classes of ore are produced at Fresnillo. A low-grade oxidized silver ore; end a complex-base sulphide are containing gold, silver, lead, zinc, and copper. This paper is confined to a discussion of operations relating to the production of oxidized silver ores. To date, more than 10 Million tons of this ore rave been mined. The present (June, 1931) daily production is 2,000 tons of ore, and approximately 600 men are employed in the mining operations.

Liquid fuel oils possess certain advantages over solid fuels. Ease in handling, precision temperature control, and almost complete freedom from ash are among those considered when a liquid fuel is selected for use in industrial processing. In some instances these fuels are desirable because more heating units can e packed in a Given space where space is limited, as on snips. In other cases the' are chosen because of lower actual cost per British thermal unit absorbed, or for control of the flame to increase the capacity of furnaces, as in steel and refining.

[Selenium and tellurium are rare elements in the earth's crust. Their scarcity and primary dependence of supply on copper and lead output are in consonance with the relatively small quantities consumed at 1964 level. Production depending on output of copper and lead creates a supply situation- which would appear to militate against development of large-scale usage of these elements. Owing to the need for additional sources of supply of both zinc and lead following World War II, the Bureau of Mines investigated many abandoned lead-zinc mines in the eastern United States. A series of shallow veins in south-western St. Lawrence County has long been a subject of speculation. These veins, which average about 4 feet in width and cut across the bedding of the country rock at right angles, are filled with calcite-carrying galena and sphalerite. The deposits have been worked sporadically during the last 115 years. From 1837 to 1852 the Coal Hill, the North, and the Victoria mines near the village of Rossie were at their peak of activity. Other calcite veins were prospected and a small production was realized. The Bureau of Mines began diamond drilling May 1, 1950, under the general supervision of McHenry Mosier, chief, Mining Branch, Bureau of Mines, Region VIII, and under the immediate supervision of the author) who was project engineer, following the preliminary examination by Robert S. Sanford. A total of 3,870.2 feet was drilled in 18 holes on four of the numerous deposits scattered over Macomb and Rossie townships. Drilling was completed September 21, 1950.

The entropy values at 298.1° K. for the elements and inorganic compounds, on which sufficient data were available for calculation in 1931, were discussed in a previous publication (96).3 Since that time the specific beats at low' temperatures of many more inorganic substances have been determined, and considerable advances have been made in the realms of spectroscopy applicable to the determination of thermodynamic properties. Moreover, a critical study of the existing vapor-pressure data made by the author (98) furnishes entropy of vaporization results suitable for obtaining approximate values of the entropies of a number of gases from the entropies of the solids or liquids. Consequently, it appears worth while at the present time to supplement the former publication, giving the new values now obtainable and making such revision in the older values as the data warrant. The methods of calculating entropies were discussed in previous publications (96, 98) and will not be repeated here. ENTROPIES AT 298.1° K. FOR INORGANIC SUBSTANCES In the following pages, the same arrangement is followed as in the previous publication (96). All entropy values are expressed in 15° gram-calories per degree Kelvin per gram-formula mass of substance. The figures given for gases do not include the effect of nuclear spin, as is nearly universally customary at present. The estimates of accuracy in the case of the values obtained from heat-capacity data apply only to the existing measurements and to the necessary extrapolations as they are made. It is assumed usually that the substances are in such an energy condition at the lowest temperatures reached in the specific-heat measurements that the usual normal type of extrapolation may be made. No allowance is made for error in this assumption. The recent work on Gd2SO4. 8H2O and FeC13 illustrates the difficulties that may arise in obtaining the entropies of some paramagnetic substances. Also the data and calculations for such substances as CO, H20, and N20 show that the correct entropy is not obtained in all cases by indiscriminate application of the usual

"INTRODUCTION The United States, although the leading consumer of chromite, depends almost entirely on imports for its supply. For instance, the consumption during. 1941 amounted to 714,645 long tons, whereas the domestic chromite production, although the highest since 1918, was 12,731 long tons or only 1.78 percent of the domestic consumption. 9/ Domestic production was tremendously, accelerated,after 1941 by war demands; however, only a small proportion of this domestic product was of sufficient quality to be substituted for the high-grade imported chromite demanded for metallurgical purpose. Chromite is used largely for making ferrochromium, an alloy containing 60 to 70 percent chromium which is used in making alloy steels. Peacetime specification for ferrochromium required that it should contain 68 to 69 percent chromium. These specification were lowered to between 60 and 63 percent, chromium in 1941 to permit the use of lower-grade ores. The specifications for metallurgical chromite, used for making ferrochromium, were established first by the Metals Reserve Company at 48 percent Cr203 and a Cr. Fe. ratio of 3 : 1 but later were lowered to 45 percent Cr203 and a Cr : Fe ratio of 2.5 : 1. The ratio of chromium to iron in chromite is important, because the contained iron enters the alloy in making ferrochromium and, although an ore may contain the required 45 percent Cr203, it may contain too much to be suitable for ferrochromium production. The principal sources of domestic chromite are California, Oregon, Montana, and Alaska minor, small, and widely scattered deposits in another dozen States. Without exception, these deposits are low-grade, require beneficiation to produce a commercial product, and are not competitive with imported high-grade ore in normal times. Nevertheless, these deposits form strategic reserve, which must be utilized in periods of national emergency. Recognizing this fact; the Bureau of Mines for many years has undertaken investigations to develop methods of utilizing domestic chromite ores. The problem has been approached from three angles: (1) Mechanical methods of concentration; (2) beneficiation by chemical or metal¬lurgical methods; and (3) production of metallic chromium by electrolysis of solutions prepared from ore or concentrate."

The bureau of Mines analyzed data from 47 coal mine roof-fall resupport accidents that occurred from 1966 through 1974 to identify critical hazards .and problems. These accidents resulted in 62 injuries or fatalities. It was concluded that the majority of the accidents might have been prevented by observance of recommended practices and use of available technology such as setting temporary supports, adequate roof testing, etc. Additional work is needed in the following problem areas where present technology is inadequate: (1) warning of impending roof falls shortly before they occur, (2) better methods of detecting unsafe roof and ribs, (3) providing access to and temporary support of high roofs for testing and bolting, (4) reducing the noise level of stopers, (7) developing temporary roof support; that have greater stability and can be remotely installed, and (6) reducing the number of roof falls through better permanent support.

In-1992, the U.S. Bureau of Mines conducted a mineral investigation of the Anderson Mountain study area, including RARE II area 4-942, in Lemhi County, Idaho. The 7,340-ha study area lies within the Salmon National Forest about one kilometer north of the old mining town of Gibbonsville (pop.: 100). The eastern boundary of the study area is formed by the crest of the Bitterroot Range. The crest also serves as the continental Divide, and as the border between Idaho and Montana. The study area lies within the Gibbonsville Mining District, an important past producer of gold from lode and placer deposits. Since the 1870's, several hundred claims for both types have been located in the study area. Thirty-six current (1992) lode claims and two patented claim groups (one lode and one placer) are wholly or partially in the study area. No placer claims are current. In all, twenty-seven lode and five placer properties in and adjacent to the study area were investigated. Workings on the properties included 2 caved shafts; 36 caved adits; 8 open adits; 120 small pits, cuts, and trenches; and 4 large dozed cuts.

Historically, the surface subsidence over underground coal mines has been predicted using empirical profile or influence functions which have little or no connection to the actual mechanics of the subsidence- Without a mechanistic basis, establishing the exact site-specific parameters to use in these empirical methods has been problematic. A practical subsidence predictive method based on mechanics has the appealing capability of allowing the determination of site-specific parameters from fundamental properties of the overburden with minimal field calibration work. This paper presents a case study where a mechanics-based, boundary-element program is used to calculate the surface subsidence associated with several panels of a Northern Appalachian longwall coal mine. The program used in this case study is called LAMODEL, and it incorporates a frictionless, laminated overburden into a general purpose displacement-discontinuity code primarily designed for calculating the stresses and displacements in coal mines or other thin seam or vein type deposits. In this paper. the program is used to calculate both the underground convergence and the resulting surface subsidence at three longwalls. The subsidence results from the model are compared with field measurements and analyzed The results from the case study in this paper demonstrate that the laminated model with calibrated properties can easily provide fairly accurate subsidence predictions and is fairly flexible for fitting measured subsidence. However, additional subsidence predictive case studies are recommended in order to ultimately evaluate the potential of the laminated overburden model for practical subsidence prediction

A major highlight of Fiscal Year 1993 is the completion of a new research facility dedicated to the advancement of robotics research and development. This new facility brings to the U.S. Bureau of Mines one of the largest and most unique facilities of its kind in the world. Located at the Bureau's Pittsburgh Research Center, the facility consolidates under one roof, all of the resource requirements of a first class automation and robotics research program. The Mining Robotics Development Center (MRDC) is the result of a major renovation of a large under-utilized warehouse-type structure and brings together the laboratories and offices previously housed in five separate buildings scattered throughout the Pittsburgh Research Center's 238-acre site. This new facility will support the computer-assisted mining research program, a high priority, multi-million dollar program that is expected to have a high impact on the health and safety of miners and coal productivity.

"IntroductionA process for production of magnesium by carbothermal reduction was developed at Padentheirm, Austria, by the Austro Americanische Magnesit Corporation& an independent investigation of this and other processes was started in 1937 by the Bureau of Mines at Pullman, Wash., with the cooperation of Washington State College. 10/ A preliminary study of the Radentheirm pro¬cess, as revealed by the meager information then available, demonstrated the following two major disadvantages,The use of hydrogen for shock cooling requires an enormous volume of gas - about 1,000 cubic feet for condensing each pound of metal as a pyrophoric dust which must be completely separated from this gas. Then if the gas is to be recycled for repeated use, the CO produced by the reduction reaction must be separated from the hydrogen. These separations are costly from the standpoint of equipment and operation. 11/The condensate is an impure, pyrophoric metal powder that must be purified and converted to coherent form. This is accomplished by distillation or sublimation of the metal. Distillation on a large scale involves difficulties inherent in the high boiling point (1,107° C.) and the chemical activity of the metal. To avoid these difficulties, the metal is sublimed at 600° C. and of very low pressure. This is quite easily carried out as a batch operation but is a costly procedure. A continuous sublimation process has not been accompli shed."

This report describes the design and implementation of UHF radio and closed-circuit television systems in the Black River room and pillar limestone mine near Butler, Pendleton County, Kentucky. Prior to designing the radio system, measurements of signal attenuation on 812 and 466 mHz were made in the slope tunnel and in the straight and level crosscuts in the mine. Two distributed antenna systems fed by two sets of base stations provide approximately 75o coverage of the mine. Passive reflectors are used for extending signals into intersecting crosscuts and two-way signal boosters will be used to extend signals to the perimeter and obstructed areas of the mine. Fourteen mine vehicles were equipped with mobile radios equipped with digital identification, alarm and status encoders. Fifteen portable transceivers also were used. Six closed-circuit television cameras provide surveillance of critical transfer points of the belt conveyor system, and the loading dock at the base of the slope and an ash disposal area in the mine. Two-way radio communication and closed-circuit television have saved considerable man. hours, increased production, reduced maintenance costs and enhanced safety. Innovative developments were the use of passive reflectors and two-way signal boosters for extending signals into intersecting crosscuts, development of lightweight signal margin measuring equipment, modifications of mobile digital encoders to automatically send status information from mine vehicles such as numbers of loads of ore delivered, hot engine, etc., and the use of CATV technology for multiplexing audio, digital and video signals onto coaxial cables from the surface to the mine.

This report presents the findings of an investigation into the characteristics of a number of techniques for cleaning ambient air with special emphasis on their applicability to the removal of the short-lived radioactive decay products of 222-radon, the so-called " radon daughters" that have been identified with the induction of lung cancer in underground uranium miners. The purpose of the study was to review the requirements for control of radon daughter concentrations in mine air, and to examine all techniques whose feasibility has been demonstrated in principle and which in our judgment would be capable of meeting those requirements. The study has included a review of all pertinent literature, both technical and proprietary, on the subject of the control of miner exposure to the radon daughters and in the area of potentially applicable air cleaning technology. Information about the nature of the problem and about the experience of the uranium mining industry in applying air cleaning methods to its solution was obtained by visiting mines where such methods are in use, and by written correspondence and telephone conversations with other industry sources. Information on performance characteristics and costs of applicable air cleaning methods and equipment was obtained from the experience of our own engineering staff and by visits, interviews, and correspondence with manufacturers of industrial air cleaning equipment.

This volume summarizes mining and petroleum legislation in 25 jurisdictions of East Asia and the Pacific. Within these jurisdictions, primary attention is given to requirements that must be met in each country for acquisition of rights to permit development of mineral resources. Coverage includes: First, identification of the controlling laws or statutes governing minerals acquisition and reference to the administrative authority; second, analysis of the laws governing mines and quarries and their products; and third, analysis of laws applicable to natural gas, petroleum, and related materials. Where pertinent, sections dealing with historical background or administration have been added. In countries where minerals are subject to control of States or Provinces, those areas are considered separately from the central government.

Zinc smelting is frequently termed a backward art. The term is hardly true, for great progress has been made in recent years in the design and in the thermal efficiency of the retort furnace, in the quality of retorts, in the recovery of zinc, and in the ability to treat more impure and complex ores. The fact remains, however, that the peculiar physical and chemical properties of zinc have delayed such immense advances-large smelting units, high recovery, low-unit costs, and ability to treat low-grade ores-as have been made in the metallurgy of lead and copper. In current retort-smelting practice, the ores, if carbonates, are calcined to remove carbon dioxide; or, if sulphides, are roasted to remove sulphur. The sulphur must be eliminated as completely as possible, usually to less than 1 per cent. This means that the roast must be continued for a long time at a high temperature, with resulting high cost and small capacity per furnace. The roasted ore is mixed with about 50 per cent of its weight of reducer, which may be fine coke, anthracite, or nonbituminous coal. This mixture is charged into horizontal fire-clay retorts. The retorts used in this country are about 8 inches in internal diameter by 4 feet in length and hold 50 or 60 pounds of ore. The diameter of the retort is limited by the time required for the heat to penetrate to the center of the charge; the length by the strength of the retort, which at the high temperature employed can not support the weight of the charge if the span is more than about 50 inches. The retorts are heated externally by coal, natural gas, or producer gas to a temperature of 1,200° C. or more. The zinc oxide is reduced to zinc, which is volatile at this temperature, and passes into a conical fire-clay condenser attached to one end of the retort, where it condenses to liquid zinc and is removed. Twenty-four hours are required for distillation, and because of the low heat conductivity of the retort walls and of the ore charge itself, the heat efficiency even of the most modern regenerative furnaces is only about 12 per cent. "INTRODUCTION This report describes a method of horizontal drilling in an oil-producing formation underlying a 400-acre, approximately square plot of land in the Franklin Heavy oil field in Sugar Creek Township, Venango County, Pa. The method, which was developed on two previous projects in Ohio, 3/ consists of sinking a shaft to the bottom of a shallow oil sand and drilling holes in a general horizontal plane outward from the chamber in a pattern similar to that of the spokes of a wheel. The project was undertaken by the Venango Development Corporation in an attempt to find an efficient method of recovering oil from partly depleted sand formations.The Venango Development Corporation is composed of the following oil-producing and oil-refining companies and individuals: South Penn Oil Co., Forest Oil Corporation, Kendall Refining Co., Minard Run Oil Co., Quaker State Oil Refining Co., The Pennzoil Co., Alliance Oil Corpo¬ration, United Refining Co., Franklin Creek Refining Corporation, Canfield Oil Co., Pennsylvania Refining Co., Page Oil Co., Freedom Oil Co., D. W. and D. S. Grant, and J. P. Herrick, C. M. Davison and N. V. V. Franchot. Engineering features of the project were supervised by a committee off three engineers A. J. Saxe, chairman, W. M. Shoemaker, and C. N. Pfohl, who supervised the excavation of the shaft and the drilling of the first two holes by alternately spending a week at a. time at the project. The drilling method was under patent license from Leo Ranney, who served as technical advisor to the Venango Development Corporation; in addition, he furnished the design for the shaft and work chamber."
