This paper reviews the Mineral and Petroleum Resources Royalty Bill of 2006, identifies potential areas that require further consideration by the National Treasury and, where appropriate, offers alternatives. At its basic level a royalty regime consists of two elements: the base and the rate that must be applied to the base. Deciding on an acceptable royalty rate is a complex matter and can be done only after extensive analysis of all variables affecting the competitiveness of the regime. The proposed royalty rates are in the range of zero to five per cent and are based on sales revenue. It is argued that future investment patterns are more likely to be influenced by market cycles and commodity prices than policy events. Inevitably the current boom in the minerals sector will come to an end and the success of the proposed regime will be known only when profit margins are under pressure. Policy makers must therefore have the long run in mind when developing policies that affect the ability of industry to do business, without the need to renegotiate each time there is a change in the market. A long-run policy must be sufficiently flexible to allow for consistently fair sharing ratios and splitting of revenues between government and industry. Although broadly in line with international practice, the current version cannot be regarded as internationally competitive and efficient. In order for the royalty bill to become internationally competitive, promote beneficiation of mineral production and adequately compensate the State for the loss of a national resource, the National Treasury should heed the following main recommendations in this review: 1. Abandon the notion that each mineral product must have its own royalty rate; 2. Introduce an NSR type royalty that allows for value-addition costs to be deducted from the base; and 3. Provide for automatic relief through the use of a sliding-scale mechanism based on ability to pay, e.g. the X-Factor used in the gold mining tax formula.

Environmental impact assessment (EIA) in South Africa is administered by the Department of Minerals and Energy (DME) for the mining industry, and the Department of Environmental Affairs and Tourism (DEAT) for all other sectors. Thus far, EIA research has focused on the process under the auspices of DEAT but none has focused on the EIA process that has been mandatory in the South African mining industry since 2004. Using the Lee and Colley(Lee et al.13) review package as a basis, a review model specifically tailored to the needs of the mining industry was applied to review the quality of a sample of 20 environmental impact reports (EIRs)approved by the DME. Results reveal that 85% of the EIRs are of a satisfactory quality. Presentational and descriptive components generally achieved higher quality grades than the analytical components such as impact magnitude and alternatives. The results show that in spite of some areas of weakness, and in spite of being conducted in terms of different legislation, EIR quality in the mining sectors appears to conform to the overall standard of quality of EIRs in other sectors in South Africa, and is also on a par with quality abroad. Hence, despite the criticism that DME is usurping the role of DEAT, it is concluded that EIRs of comparable standard are being produced, and that the quality of EIRs in the mining sector do not provide supporting evidence for this criticism. However, EIR quality is only a single aspect of EIA effectiveness, others including action and implementation of EIA proposals and mitigation measures.

Tornados are the most violent weather events in the world, and we have all seen the forces and phenomena created by tornados in nature. Airgrinder AB has been working with a material treatment technology, which most easily could be described as an artificial tornado. The process consists principally of one air fan providing a high-velocity airstream that enters a mechanical cyclone. When the gas enters the cyclone, an outer vortex is created. This outer vortex rotates next to the cyclone wall, and at the bottom of the cyclone funnel the gas stream is turned and an inner vortex is created. The control of the air flow is tuned by a special device on top of the cyclone. The gas outlet is at the top of the cyclone and the material outlet at the bottom. The material is fed through a feeding device into the air stream channel prior to the inlet into the cyclone. The process is basically an improved grinding and dehydrating system, which is very efficient and environmentally friendly and can even be employed with very sticky materials. Also due to its rotating comminution, the material particles become rounded during grinding, hence more free flowing and easier to handle. MEFOS has already tested more than 30 different applications in the pilot equipment. The materials tested range from metallurgical slags containing 2?3% moisture to sludges with up to70% moisture. This technology has a potentially strong impact on mineral beneficiation, including the drying of sticky fine-grained materials, improved and selective gas scrubbing and the manufacture of free flowing powders.

Lebowa Platinum Mines has been in operation since the late 1960s and is a relatively small producer compared to Anglo Platinum?s other operations. The mine has never had substantial capital investment to expand its production scale even though its resource base is estimated in excess of 100 years at current mining rates. It is forecast that the mine will become unprofitable after 2008 due to the workings of the ageing infrastructure, the Merensky Reef operations being further from the shafts, decrease in productivity and increase in operating costs. In order to reverse the forecast decline in operational inefficiencies and profitability the replacement of the Merensky Reef operations at Vertical and UM2 shafts with the development of a 120 Ktpm Brakfontein Merensky Reef Mines is in progress. This paper covers the operational readiness framework developed from the control budget estimate and outlines an integrated business process adopted to ensure that the requirements of the investment proposal are met. The operational readiness framework, which addresses the transition process, will ensure that at operational start-up, all appropriate operating systems, procedures, information and legal requirements are in place, whereas the business integration process will aim to develop and sustain an organization with the appropriate infrastructure and workforce equipped with the necessary skills to meet Brakfontein?s requirement, and where possible embark on an optimized accelerated production initiative to ensure that the objectives of the investment proposal are sustained. The calculation of resource volumes for large mineral sands deposits is the process of systematically compiling all known data in order to define the volume of ore contained and its intrinsic economic value. Traditionally, this process has been highly speculative in nature, as the variability of the layer thickness, even between closely spaced, boreholes can be highly variable. The issue of horizon continuity is of critical importance in mine modelling and resource definition. Accurate volume estimates are difficult to derive from drilling data alone, as the borehole spacing of an economically viable drilling programme is often greater than the spatial frequency of the variations in profile thickness. The limitations associated with this inferential approach to resource estimation can be mitigated through the use of newly developed ground penetrating radar (GPR) methods, thereby maximizing orebody optimization by reducing contamination and orebody loss. The use of GPR in the mining industry has historically been limited to shallow, high-resolution applications, such as the location of voids in limestone or the mapping of paleo channels for alluvial gold and diamonds (Francke and Yelf, 2003). These limitations have not been technology based, but rather market based, as the vast majority of GPR systems were originally designed for civil engineering applications. A new generation of GPR technology, designed specifically for maximum penetration in sand environments, is now being developed. This technology has been trialled extensively at the Richards Bay Minerals heavy mineral sand deposit in South Africa with optimistic results. The clay base of the mineral sands has been imaged to some 120 metres. Further equipment refinements are expected to yield even deeper profiling and higher resolution. The resolution offered by this technology is unique, allowing individual depositional sequences to be imaged and modelled in three dimensions. This paper will discuss the advances in GPR technology relevant to the mineral sands industry, as well as methods to optimize and integrate GPR data into existing mine models. Also addressed will be approaches to three-dimensional modelling of high-resolution GPR data and subsequent volume estimations.

"Rock has been cut in the process of mining since before the invention of explosives. Today, we seek to return to cutting to reap the benefits of continuous operations for South African underground hard-rock mines, to improve speed of access to the orebody, and to improve the efficiency of mining operations.Development of new technology fits within a framework of engineering knowledge. By understanding the characteristics of the rock, the tools we use to cut it with, and the history of mining and rock cutting, we can see the genesis of the road-header, the longwall, and the continuous miner, all drag bit cutters. They have emerged as the solutions of choice for underground mining of softer materials such as coal and potash. In hard rock, the challenges are the forces required to break the rock, and the wear of the tools caused by the rock’s abrasiveness. Only disc cutters currently handle the challenges, and even then, often not economically. New materials like thermally stable diamond composite will help, as will combinations of mechanical cutters and other methods such as high-pressure water or high temperatures.It is not clear what will emerge as the consensus technique for hardrock cutting. Experience teaches that development is expensive and the market is small. Will mining companies partner with equipment developers to make the technological leap? Or will the solution come from a systems approach, not considered here?IntroductionBlasting is the dominant method of breaking rock for the purposes of mining. When used underground, blasting is part of a batch process. If rock can be cut rather than blasted, mining can become continuous, leading to process and efficiency improvements.Coal produced from underground mines is now predominantly excavated using mechanical means, but underground hard rock is still broken primarily by explosives.This paper traces the history of rock cutting, reviews the main physical processes that are or could be used, and comments on the future. It is written from the perspective of narrow-stope hard-rock mining typical of South African gold and platinum mines."

Long blast hole drilling has been successfully implemented since the 1950s in caving operations, steeply dipping wide reefs and boxhole/raise developments worldwide. However, when applying long hole drilling to narrow tabular reefs, the challenges of achieving high economic drilling rates, combined with acceptable accuracy and appropriate powder factors have yet to be overcome. The focus in this paper is the selection, application and optimization of long hole drilling equipment at mining operations shallower than 2 000 meters. The drilling, blasting and cleaning operations have to be optimized as a process if maximum production at minimum per unit cost is to be achieved. For this to be possible, it is essential that the mine design and layout match the mining process being implemented. The critical parameters affecting the sustainable implementation of long hole drilling in stoping applications for platinum mines are improved safety and higher production rates compared to conventional methods. In terms of drilling, both top hammer and down-the hole hammer configurations have been considered. For economic drilling, the benefits of monitoring and optimizing performance (i.e. drill bit rotation, thrust, and percussive power) for specific rock types are discussed. While the drive is for longer, more accurate, smaller diameter holes to reduce drilling costs, the design of appropriate blast hole patterns and the corresponding charging and initiation systems is crucial for success. The effect of hole diameter and pattern on the powder factor, when comparing small diameter, shorter holes versus large diameter, longer holes, is a major factor in achieving good blasting results. Once appropriate drilling and blasting have been implemented, the cleaning process becomes a potentially critical operation to ensure the production, cost and safety goals are met. Hence, the blast hole pattern and charge have to be integrated for optimal fragmentation to suit the cleaning cycle for maximum production output. Providing that long blast hole drilling is applied as a process in a planned, committed and well-managed manner, the benefits in safety, production and cost over conventional methods should be achievable. However, if the implementation process is not planned and supported by all parties concerned, it will not be possible to succeed in the new operation. Hence, an implementation or roll-out plan of new technology is crucial for success.

One of the major deliverables of the AMIRA P754 Project, which was sponsored by several major mining companies, was a code of practice and guidelines for metal accounting for the mining and metallurgical industry. These had the objective of improving the auditability and transparency of metal accounting from mine to product, thus assisting in good corporate governance. The overriding objective of mass measurement for metal accounting is to establish the mass of the particular material or component present at a specific time, or the mass flow of that component over a defined time period, to a defined accuracy suitable for metal balancing. As such, it is the first measurement in the chain that includes sampling, sample preparation and analysis, each of which introduces its own errors. Materials often contain moisture, the proportion of which must also be established in order to obtain the dry mass. They may also have to be measured as a volume or mass/mass flow of slurry, or in stockpiles or storage areas, in which case the relative density must be measured. Both the density and moisture measurement often introduce significant error. Whereas a great deal of effort has been directed at sampling, sample preparation and analysis to improve accuracy and establish the error, the same can seldom be said for the mass determination, including the moisture and density measurements. The possible major causes of error are highlighted and methods of reducing them discussed. Mass measurement can be classified into those measurements necessary for custody transfer and primary accounting of the input and output streams to a plant or operation, and measurements required for secondary accounting, or management control. The latter include intra company transfers and plant area performance, and those required for plant control only. This paper is concerned only with primary accounting measurements. The code and best practice state that the equipment should be certified (as sized) as is required for custody transfer. The most accurate and precise of the various possible methods is the static measurement of mass on a weighbridge, platform scale or a weigh bin. If static measurement is not possible, which is often the case for ore fed to a plant, possible alternatives are electromechanical conveyor belt weighers or in-motion weighing of rail trucks. In all cases the material must be adequately sampled to enable a representative moisture content to be determined to calculate the dry mass. Where material is flowing inside conduits, only certain types of the multiplicity of flow meters available may be used and, in the case of slurries, very few flow meters are suitable. As most flow meters measure volume or velocity, the density of the material must also be measured. The basic requirements in order to achieve satisfactory results for the mass, of the component of interest, are listed, as well as common problems and pitfalls encountered in practice. The measurement of the mass of stockpiles and in-plant stocks, often required for metal accounting, is often the largest source of error in metal balances. The reasons for this and methods for reducing and managing the effect are discussed.

Skorpion Zinc, an integrated zinc mine and refinery located in the south of Namibia, has a production capacity of 150 000 t/a of special high grade (SHG) zinc. The Skorpion zinc oxide resource will be depleted by 2017. Extensive exploration drilling for additional zinc oxides was conducted without success. With the abundant availability of zinc sulphide concentrates regionally (Black Mountain and Gamsberg in the Northern Cape or Rosh Pinah Zinc and new deposits in the Rosh Pinah region) the life of the operation can be extended by processing of zinc sulphide concentrates. The leach kinetics of zinc sulphides is vastly slower than for oxides, preventing the processing of zinc sulphides in the existing process under current conditions, and Skorpion Zinc faces the challenge to identify a suitable zinc sulphide treatment process that can be integrated with the existing plant. Various zinc sulphide processing options were identified through an extensive literature search and non-viable options were eliminated. Mass and energy balances were established for potential options and an economic evaluation (including capital and operating cost estimation) was conducted to identify a suitable process. It is concluded that ferric leaching of sphalerite in a sulphate medium under atmospheric or pressure leach conditions are suitable processes for Skorpion Zinc. These processes present advantages over all other zinc processing options when elemental sulphur is preferred as the final deportment for sulphide sulphur. Both these processes can be integrated into the existing refinery and will be able to process concentrates with a wide composition range.

The ferrite-pearlite microstructure is the most popular microstructure for alloys used in structural applications, including railway wagon wheels. These alloys have been designed through alloying and thermo-mechanical processing to have a refined microstructure. Ferrite-pearlite alloys are low cost, weldable, have good fabricability, and are reliable under extreme conditions. Given these performance attributes, it seems unlikely then that their dominant position as structural steels would ever be challenged by alternative microstructures. One major achievement in the development of ferrite-pearlite steels has been in the refinement of their interlamellar spacing to very fine distances of the order of < 0.3 µm. A refined microstructure increases the hardness of the alloy, thus increasing its life under wear conditions. The interlamellar spacing in pearlitic steels has, however, been refined almost to its theoretical limit. The increasing demand for speed and increased axle loading on railway wagons requires the use of stronger, tougher, and more durable materials. This has opened the window for the development of novel bainitic steels. Bainitic alloys have a higher level of microstructural refinement than pearlitic ones. They have shown to have good wear resistance and rolling-contact fatigue resistance, and high toughness. This paper will discuss the progress to date on the development of bainitic railway wheel alloys. Four alloy chemistries have been chosen for possible further development.

Fine particle beneficiation plays an ever-increasing role in mineral processing plants and it seems that technology can’t keep up with the challenges involved in the treating of these fines. The REFLUX™ classifier has proven itself able to treat high tonnages of fine material, especially in the coal industry. There are various fine ore applications that can benefit from such a process, yet laboratory and pilot-scale tests on many of these ores show poor efficiencies and recoveries. A better understanding of the design, operation and mechanisms of the REFLUX™ classifier is required to determine if and how it fits into these applications. The mechanisms in gravity separators are very complex due to the complex hydrodynamics, and the REFLUX™ classifier is no exception. The mechanisms of these systems are usually described through theoretical single particle-models that are hard to verify through analysing the feeds and products of these processes. To verify these models the movement of individual particles must be measured, which is not an easy task. In this paper the separation mechanisms in the incline channels of the REFLUX™ classifier were investigated with high-speed videography. A small lab scale model of the incline channel was constructed for this purpose. It was possible to capture and track the trajectories of particles under certain conditions and match these trajectories with theoretical models. The effect of a sulfite reagent on the floatability of chalcopyrite and enargite was investigated in this paper. The flotation tests using single and mixed minerals were performed under various concentrations of sulfite. The flotation tests using a single mineral showed that the sulfite reagent depressed the natural floatability of both minerals at pH 9. Surprisingly, enargite was floated after the addition of potassium amyl xanthate (PAX) following the sulfite treatment, and the floatability of chalcopyrite depressed under a similar condition. X-ray photoelectron spectroscopy analysis results showed that the sulfate species increased after the sulfite treatment on both minerals. However, the addition of PAX removed this sulfate species and rendered the enargite surface hydrophobic. This phenomenon was not observed on the chalcopyrite surface. FTIR analysis and PAX adsorption studies were performed to support this finding. The flotation of a mixed mineral was in agreement with the flotation of a single mineral, indicating a possibility for selective flotation of chalcopyrite and enargite using the proposed method. Following the Coalbrook disaster in 1960, research into coal pillar strength resulted in the adoption of the concept of a safety factor for the design of stable pillars in South African coal mining. At the time when the original statistical analysis was performed by Salamon and Munro in the early 1960s, 27 cases of failed pillar workings were considered suitable for inclusion in the database of failed pillars. Pillar failure did not stop after the introduction of the safety factor formula by Salamon and Munro (1967). In the ensuing years, pillars that were created before the application of the formula deteriorated and later failed, as did ones that were created after the introduction of the formula. This means that over time, the database of failed pillar cases increased in size, allowing ever more reliable analyses to be performed. The number of failed cases in the database had grown from the original 27 in the 1960s to 86 by 2011. All the failed cases are contained in the updated database. The database of stable pillars, which is also used in the derivation of strength formulae, has now been extended from 125 to 337 cases. The new database of intact pillar cases is more complete as it bridges the time gap between the Salamon and Munro (1967) and the Van der Merwe (2006) databases. The original requirements for inclusion into the database were satisfied in the compilation of this latest collection. The characteristics of the original database of intact pillars did not change in a meaningful way. The mining depth and pillar dimensions of the new database are largely as they were in the original database. Time-related trends with regard to pillar dimensions and depth of mining could not be found, indicating that the geometrical parameters of coal mining in South Africa have not changed meaningfully in approximately a century of mining. The characteristics of cases in the updated database of failed pillars does not differ substantially from the one published by Van der Merwe (2006). The same difference between that database and the original Salamon and Munro database, namely that the average safety factor of the failed cases had increased dramatically, from 1.0 to 1.5, is still apparent. This may be due to the inclusion of more failures from specific areas that exhibit a disproportionate number of failures at higher safety factors. These areas are the Vaal Basin, Klip River, and Free State coalfields. The new database confirms yet again that there is no correlation between the safety factors of failed pillars and their time of failure. The safety factor on its own is thus not a reliable predictor of longterm stability of pillars. Keywords coal pillar, stable pillar cases, pillar collapse, pillar data base.

Clients, especially from the resource exploration industry demand critical validation of all results reported. Mintek has been producing geological and semi processed ore references since the early 1970&apos;s and recently due to increase in demand other manufactures have entered the South African Market.This paper describes Analytical challenges from the customer&apos;s perspective. The customer being the metallurgist, mine geologist, environmental scientist and geologists from resource companies. Reference Materials and their appropriate use and good understanding of them can aid greatly in building confidence in the results, choosing the right Laboratory for a project, deciding which set of results arc correct and providing evidence to the customer&apos;s clients that the results obtained are the very best possible.Throughout the world there are hundreds of reference materials produced by over 80 organisations and these are mainly ores, rocks, semi processed ores, metals, and many more. Mintek is one of the top 10 producers with over 75 products. Many of these producers including Mintek and their respective standards organisations belong to the ISO REMCO committee and their respective work groups. This committee&apos;s main task is to draw up guide lines for the use, manufacturing and certifying reference materials. In South Africa a mirror committee has recently had its inaugural meeting the function is to give clear mandate to the South African representative on the main ISO REMCO committee, the South African delegate bas an opportunity to influence the contents of the guides.Tile SARM program has since the year 2000 increased its sale three fold, the question is why? There is more accountability needed in our world. That means Analytical results have to be the very best possible and risks associated to them must be well quantified. Consider that the risk of wrong results of wrong decisions made from a result is trivial to laboratory, in comparison to the laboratories customers. The consequence to a laboratory could be a loss of income or some one may lose their job. To the customer he may dig up 1000 of ton&apos;s of rock with nothing in it or worse still don&apos;t mine it when the grade is high enough. This is seriol1s money."

Discussion: T. L. Gibbs,* (Honorary Vice-President and Fellow): In terms of the Pneumoconiosis Compensation Act of 1962, a Pneumoconiosis Risk Committee was established whose function it is to estimate (by whatever means the committee deems fit) in respect of every controlled mine the pneumoconiosis risk to which persons employed in a dusty atmosphere at that mine are exposed. In estimating such risk the committee may estimate different risks in respect of individual mines or parts of mines or classes or groups of mines or occupations or localities at mines. The pneumoconiosis risk may be reviewed and re-estimated at any time. The Act provides further that the General Council for Pneumoconiosis Compensation shall apportion the levy imposed on owners of controlled mines on the basis of the pneumoconiosis risk determined by the risk committee and the numbers of persons employed in a dusty atmosphere. The task of the risk committee is a most responsible one and also a very difficult and complex one in view of the many different types of mines, rock formations, dust conditions, etc. Quite obviously, comparisons between mines cannot be made on dust concentrations alone as different mineral dusts have different toxicity or pneumoconiosis response factors. However, with its present knowledge, the risk committee is satisfied that the risk at mines, other than coal mines, is related to the mean quartz-equivalent dust concentration to which persons are exposed and the estimation of risks is based on this relationship. From the above, it will be clear that the work done by Dr du Toit on the problem of basing the current rate of levies to provide for pneumoconiosis compensation on the current dust hazard at mines has been of immense value to the risk committee. Up to now the risk committee has not been able to obtain complete and accurate information on the dust exposure of persons at all mines - and, in fact, it is doubtful whether it will be economic or practicable to obtain this in the foreseeable future - but reasonable assessments have been possible from routine dust sampling in some cases and from periodic comprehensive dust surveys in others. As a temporary measure the risks of some mines were estimated initially on a group basis relating to average dust conditions and the type of rock and mineral mined, but as more information became available, differentiation between individual mines became possible. It is the aim of the risk committee to eventually apply such a differentiation in all cases and to ensure that within the bounds of practicability each mine pays for its risk and for its risk only. In this connection, the relationship between the levies and the amounts actually paid out in compensation are examined regularly. In conclusion, I wish to add my congratulations to the author on his excellent paper. His findings will assist materially in the just administration of that very important piece of beneficial legislation, the Pneumoconiosis Compensation Act. G. K. Sluis Cremer MD (Visitor): Dr du Toit has made a valiant attempt to relate dust hazard and the rate of collecting funds for the purpose of paying compensation for Pneumoconiosis. In doing so he has had to make a number of assumptious, some of which touch on the medical aspects of pneumoconiosis. It is worth discussing whether these assumptions are justifiable. Pneumoconiosis is defined in our Pneumoconiosis Act as permanent disease of the cardio-respiratory organs which is caused by the inhalation of mineral dust. To a non-medical person this definition has probably a clear cut meaning. The doctors however have to deal with such conditions as silicosis and asbestosis where there is a well defined dose response relationship to the inhalation of quartz and asbestos respectively and on the other hand chronic bronchitis where the relationship to dust inhalation is poorly defined and where certainly no clear dose response relationship has emerged after many investigations in this country and overseas. Nevertheless since 1953 about half of our certifications for Pneumoconiosis are on the grounds of chronic bronchitis i.e. the X-rays show no evidence of silicosis, asbestosis or other relevant disease. This fact must affect Dr du Toit&apos;s computations. The next assumption we should examine is the manner in which toxicity factors have been allocated to the various mineral species. These allocations have in part been based on a restricted number of animal experiments carried out overseas but mostly in South Africa by Webster at the Pneumoconiosis Research Unit. METRICATION In order to bring South Africa into line with metric countries the world over and in view of the indisputable advantages of using the comma as a decimal sign, the Metrication Advisory Board has decided to recommend that the comma be used consistently as decimal sign as from April 1, 1971. Numbers consisting of more than three figures are separated by spaces into groups of three to the left and right of the comma, and not by commas, e.g... 2 734 671,512 73 A quantity such as 12,41 kg is read as "twelve comma four one kilograms" and 31,34 km as "thirty-one comma three four kilometres." A motor-car previously described as a 3.8 litre model now becomes a 3,8 litre model. THE BRITISH COUNCIL AWARDS 1972-1973 The British Council invites applications from permanent residents of all races in the Republic of South Africa and South West Africa, for the following awards:- SCHOLARSHIPS Scholarships are available to such residents who hold University degrees or comparable professional qualifications. The scholarships are tenable for post-graduate study at Universities and other educational establishments in Britain for the academic year of approximately ten months beginning 1st October 1972. All arrangements will be made by the British Council and the scholarships will include tuition fees, a maintenance allowance, approved travel in Britain, return fares to Britain, a books grant and a clothing grant. The closing date for applications is 31st July, 1971. BURSARIES Bursaries are available to such permanent residents who hold University degrees or who, being already established in their professions or trades, hold other qualifications. The bursaries are tenable at British educational in-institutions or other suitable establishments in Britain for a course of training, study or research lasting not less than two months or more than six. The British Council will arrange full programmes and professional contacts, and the bursaries will include a maintenance grant, a books grant, authorised course fees and certain other expenses. TRAVEL GRANTS Travel grants each of £300 are available in respect of journeys to Britain undertaken between 1st April, 1972, and 31st March, 1973, and are provided to facilitate visits to British Universities by persons holding staff appointments or graduate research posts at South African Universities. Visits must normally be of at least six months duration though grants are occasionally made for visits lasting for one complete term. Grant holders will make their own arrangements with the universities which they wish to visit and will be responsible for finding their own accommodation. "Mining in the Carletonville area of the Witwatersrand Basin predates 1934. Owing to the depletion of higher grade ore, the current activities focus increasingly on the extraction of lower grade secondary reefs as well as remnant extraction. Of particular interest is multi-reef remnant extraction. Numerical modelling was conducted to investigate some rock engineering aspects of remnants being understoped on a secondary reef horizon. An analysis of the stress evolution in the middling between two reef horizons indicated that a zone of high major and low minor principal stress develops between the two reefs. This indicates a high risk of violent shear failure. Some pillars were nevertheless successfully understoped in the past and a study was conducted to better understand this phenomenon. An ’extended’ energy release rate concept introduced by Napier and Malan (2014) proved to be useful for investigating this problem. It was found that bedding planes and lithology appears to play a role in the stable dissipation of energy in multi-reef remnant geometries. The study indicated that the stope convergence and the various energy components are affected by the presence, position, and properties of a bedding plane. The energy solutions are complex and sometimes counterintuitive. Care should be exercised when modelling specific cases. The modelling was nevertheless valuable as it indicated that energy dissipated on weak layers may reduce the risk of violent failure in a multi-reef mining scenario. Additional work is required to investigate if crushing on the reef plane plays a prominent role when mining these remnants. IntroductionTo extend the lives of the Witwatersrand gold mines, work is being conducted to include a larger number of remnants and pillars in the reserve base of the mines. According to Jager and Ryder (1999), a remnant is an unmined block of ground surrounded by extensive mining. Remnants are typically left because of adverse or difficult mining conditions caused by geological structures, poor ground conditions, low grade, or rockburst damage (Durrheim, 1997). In contrast, pillars are typically the result of rock engineering designs to control energy release rates (ERR) and seismicity. During the early 1900s, remnants formed by the practice of scattered mining layouts had a significant effect on seismicity. Numerous task teams were appointed during this period. As the industry expanded, the severity of rockbursting increased and the research was formalized after the 1960s. Various recommendations were made and many of these are still used as best practice today (e.g. Jager and Ryder, 1999)."

To the members of The South African Institute of Mining and Metallurgy I have audited the annual financial statements of The South African Institute of Mining and Metallurgy set out on pages 641 to 644 for the year ended 30 June 2006. These annual financial statements are the responsibility of the Institute?s Council members. My responsibility is to express an opinion on these annual financial statements based on my audit. Scope I conducted my audit in accordance with International Standards on Auditing. Those standards require that I plan and perform the audit to obtain reasonable assurance about whether the annual financial statements are free of material misstatement. An audit includes: ?examining, on a test basis, evidence supporting the amounts and disclosures in the annual financial statements, ?assessing the accounting policies used and significant estimates made by management, and ?evaluating the overall financial statement presentation. I believe that my audit provides a reasonable basis for my opinion. Audit opinion In my opinion, the annual financial statements present fairly, in all material respects, the financial position of the Institute at 30 June 2006 and the results of its operations and cash flows for the year then ended in accordance with generally accepted accounting practice appropriate to the Institute. Laboratory investigations were conducted to establish the feasibility of bioleaching a mixed copper oxide/sulphide rougher concentrate from Nchanga Mine on the Zambian Copperbelt. The objective was to determine the kinetics and extent of copper extraction for this material. Batch experiments were conducted under different solution conditions in stirred tank bioreactors. The progress of (bio)leaching was monitored through measurements of soluble ferrous and ferric iron, copper, pH, and redox potentials, while bacterial activity was monitored online through 02 and C02 gas utilization rates. About 20 per cent copper was solubilized within 2 hours in all cases of non-oxidative (abiotic), oxidative (abiotic), and bioleaching experiments. This was attributed to the dissolution of mainly copper oxides. Subsequently, bioleaching experiments resulted in an overall copper extraction of 93 per cent, with up to 8 g.L-1 copper after six leaching days, compared to 58 per cent copper extraction in the abiotic oxidative acid leaching experiments. However, there was little effect of time (i.e. poor dissolution kinetics) on copper recovery for abiotic non-oxidative acid leaching of the material. Hence, the rate of sulphide leaching increased due to the activity of bacteria. Thus, the material is potentially bioleachable under mesophilic conditions. However, more exhaustive test work needs to be conducted to establish the effect of bioleaching variables and heat requirement.

Tailings management aims to dispose of tailings at the minimum cost consistent with meeting or exceeding imposed standards, including legislative obligations. This simple business objective requires managing the tailings storage facility (TSF) risks associated with surface water, groundwater, dust, sustainable closure, and potential catastrophic failure. The individual nature of every orebody and specific site topography ensures that no one size fits all. It has been suggested that paste and thickened tailings (P&TT) provides the ability to tailor the production and transportation of tailings to suit the deposition site, rather than the traditional approach of accepting that the deposition site has to accommodate tailings of high variability. While the traditional approach can be made to work, it is directly linked to the catastrophic failures of tailings impoundments, where large volumes of decant water have triggered failures due to overtopping, piping or slope instability, or saturated tailings have simply liquefied. P&TT offers an ability to mitigate these risks, and when implemented into new projects with variable tailings streams there are significant benefits to be realized. This paper identifies the interdependencies between the various tailings disposal processes, such as thickening, pumping, and deposition. It demonstrates that there are benefits in taking a more integrated approach to the design and operation of tailings disposal facilities. A collaborative industry project to tackle this challenge is described.
