What is the role of The South African Institute of Mining and Metallurgy at a time when so much is developing and changing in South Africa? The minerals industry is represented through employers, employees, government, education, research, public views, and even pure political interests. The role of the Institute is to represent the mining and metallurgical profession. In this role the Institute has aligned itself with Associated Scientific and Technical Societies, the Council of Scientific Societies and the Engineering Association. The Institute is also active on the Engineering Council of South Africa.

DECEMBER, 1971 The Wanders Club, Johannesburg Sunday, 9th April, to Friday, 14th April, 1972 The Tenth Symposium which is the first ever held outside the North American continent is being organised by the South African Institute of Mining and Metallurgy (with the South African Council for Scientific and Industrial Research and the South African Council for Automation and Computation), in collaboration with the previous co-sponsors. '" The programme includes over 60 papers from thirteen different countries. Attendance promises to be good and interested parties who have not yet registered are earnestly requested to do so without delay. The closure date for registration application is 31st January, 1972. The objective of this symposium is to pool experience and knowledge and to discuss new and potential developments for the planning and control of mineral projects. The papers which are to be presented will indicate the progress which has been made in this direction through the successful application of operations research, mathematical, statistical and computer methods. The intention is to bring together those persons responsible for managing various operations in the mineral industry with those engaged in the development of such mathematical and computer techniques as could assist this management. Introduction There is a continual economic push to increase the productivity of mobile material handling equipment used in open pit mines. This includes the largest electrical machines: excavators (draglines and shovels) and haul trucks (Figure 1). Existing DC drive systems used on this type of equipment are a mature technology. They have no further economic potential to accommodate larger equipment be-cause of the high maintenance costs and the trade-off between power, speed and space limitations of their DC traction mo-tors. In recent years the large-scale introduction of AC drives in the rail transportation sector1,and the availability of poworful GTO and IGBT modules have led to the devolopment of compact, powerful, an drugged AC inverter drives specifically adapted to the mining market2,3. The major advantage of AC drives stems from the squirrel cage induction motor which eliminates the DC commutator. This leads directly to higher speed, increased power density, higher reliability, greater efficiency and lower maintenance of the traction motors. In the context of excavators and haul trucks, additional benofits driving the move to AC are (i) increased production rate due to higher machine speed, and power density, (ii) increased reliability and lower cost inverters using 3.3 kV IGBT's, (iii) active front-end (AFE) technology that improves compatibility with the mine power grid and an proved dynamic response,(iv) intelligent converter design that provides increased fault tolerance, (v) contextual maintenance software that facilitates trouble-shooting, and (vi) remote diagnostic capabilities. This paper describes how these and other features of AC drives lead to higher productivity in mining shovels, draglines, and haul trucks. Minimize the cost per ton of material moved The overall goal that drives design and sales of excavators and haul trucks is the constant requirement to reduce the cost per ton of material moved. Whether this involves blasting, loading trucks, or hauling material to the crusher or waste dump, equipment that reduces the cost per ton of material moved contributes to a more profitable operation. An accurate determination of the true cost per ton to move material must consider every aspect of the equipment and the circumstances under which it is used. Procurement and capital costs, fuel, operating, and maintenance costs over the useful life, and eventually the cost of scrapping should all be taken into account to determine the real cost per ton of moving material. We will focus on two broad areas that relate to the equipment itself; factors influencing the amount of material moved (Table I) and factors influencing the cost of material moved (Table II). Emphasis will be given to those elements in the tables that most influence the productivity of excavators and haul trucks due to the application of AC drive technology. Maximize the amount of material moved Maximize production rate he production rate refers to the quantity of material that can be loaded or moved per hour. This generally involves larger, faster, and more powerful equipment that operates more reliably to minimize down-time. AC motors Figure 2 compares the hoist motor speed-torque response of two 77 t (85 short ton) shovels, one AC the other DC. The absence of commutation limits on the AC motors enables the AC shovel to operate with a greater area under the speed-torque curve, resulting in faster lowering speeds and reduced times for the swing to return to the pit. This is especially important for short swing angles where the operator may have to wait for the dipper to lower. Reducing the cycle time by 6 to 8 seconds at the shovel translates into an increase in shovel production of about 20%. A review of some aspects of shaft design by G. W. HOLL, Pr. Eng., Associate of the Mine Managers Association of South Africa (Fellow)- and E. G. FAIRON, Pr. Eng., F.S.A.I.E.E., M.I. Cert. M.E.E., M.I.Mech. E., (Visitor) The reasons for the choice of vertical shafts in preference to inclined shafts of comparable capacity are set out, and the conclusion that the former are superior in virtually all circumstances is substantiated. The shapes of vertical shafts sunk during the past sixty years are recorded, and the shapes of those sunk during the past decade are analysed. From this analysis it is clear that circular and elliptical (and quasi-elliptical) shafts are the shafts of the future and that the rectangular shape will conceivably become obsolete. The determination of the size of shaft is discussed and it is forecast that shafts of a diameter of 13 metres and over will probably be sunk without difficulty in the years to come. The depth of the shaft is determined intrinsically by the Mines and Works Regulations applicable to factors pf safety of winding ropes and the design of the winding system. The Blair winder is the most suitable winder for hoisting rock, men, and material from a depth of, say, 3000 metres on an economic basis. Tertiary shafts will, therefore, be unnecessary in future deep-level mining projects at the limit of depth now envisaged. A few other factors relating to shaft design are described.

Automation of mining operations is pushed by cost pressure and cyclical product prices. However, until now the different types of equipment were not able to communicate electronically with each other or with central computer systems. Therefore, the International Rock Excavation Data Exchange Standard (IREDES) was launched by major players in the industry. The task of this initiative is to define a ‘common electronic language’ for easy and standardized data exchange. As in other industries, this standard is expected to have significant impact on the use of automation in general and on the markets for third party components and software. The standard’s technical architecture is open and flexible for future applications. It consists of an ‘horizontal’ structure defining ‘Application Profiles’ for different types of data sets. An additional ‘vertical’ structure (‘Equipment Profiles’) implements equipment dependent definitions for each of the applicable Application Profiles. First profiles will be available for Drill Rigs. The standard bases on the XML language thus enabling easy data exchange with commercial databases. IREDES data sets may use storage media as well as networking infrastructures for information exchange. The IREDES work is carried out by the initiative members working jointly together in the IREDES work groups. It is open for participation of all interested organizations. First prototyping applications are expected to start during 2001, the first products may be available in the following year. The paper will place into perspective the contribution that platinum makes to the South African economy. It will use statistics from official sources, namely the Department of Minerals and Energy, the Department of Customs and Excise, the South African Reserve Bank and Statistics South Africa. Surprisingly few people are aware of these statistics, especially Supply and Usage tables, published by Statistics South Africa, and trade statistics, published by the Customs and Excise division of the South African Revenue Service. The paper will therefore contain a concise explanation of input-output tables and supply usage tables, as well as the derivation of gross domestic product and an outline of the System of National Accounts, of which Input-Output Tables and supply and usage tables are components. GDP is a commonly used, but poorly understood, measure of the wealth of an economy. The paper will explain the methods used by SSA to calculate this indicator and its place in the System of National Accounts (SNA). South Africa exports almost all its platinum production (87.5% in 2002). Exports are a final demand, as opposed to intermediate demand from secondary industries, and therefore do not enter the value-adding process, which is the essence of GDP. By definition, therefore, platinum on its own is not a major contributor to GDP. The platinum industry does, however, have an impact (known as the multiplier effect) on other sectors of the economy. The paper will explain the meaning and derivation of these multipliers, using a model based on an Inverse Leontief Matrix.

Handling materials in underground mines continues to be a major safety problem. To help reduce materials-handling injuries, the National Institute for Occupational Safety and Health (NIOSH) at the Spokane Research Laboratory is developing, modifying, and testing equipment to replace the necessity of doing lifting tasks manually. To reduce single-event lift injuries, equipment having mechanical automatic weight sensing and balancing control was investigated. The Coleman manipulator was selected for testing. Modifications to the Coleman manipulator to make it more suitable for underground mine use included mobilization, self-containment, all-purpose gripper attachment, and support jacks. To reduce or eliminate the need to clean off manually the materials that commonly plug grizzly openings (timbers, wire mesh, roof bolts, and other debris), a track-guided pincher arm device was developed. The TGPA attaches to an impact hammer head, and the pincher arms are controlled by the operator of the hammer. Oversized rock can be broken with the pincher arms in the up position; the arms can then be lowered to grab and remove debris. Sweeping action to remove cohesive fines bridging grizzly openings is also greatly improved. This device is especially useful in recessed grizzlies. An industrial gun was tested to evaluate its effectiveness in breaking oversized rock. Boulders up to 76 cm in diameter were successfully broken to minus 33 cm. Although methods to control flyrock need to be developed, an industrial gun may be a safe and inexpensive alternative to breaking oversized rock in certain underground mining situations. The Institute was founded in 1894 as the Chemical and Metallurgical Society of South Africa. In 1904 it was reconstituted as the Chemical Metallurgical and Mining Society of South Africa and in 1956 it became the South African Institute of Mining and Metallurgy. The objects of the Institute are to advance the science and practice of mining and metallurgy, to afford opportunities for the interchange and recording of knowledge of mining and metallurgy and to ensure high standards of professional conduct and competence. Membership benefits include monthly issues of the Journal of the Institute, monthly General Meetings at which papers are read, symposia, excursions to mining and industrial concerns and the use of club facilities at Kelvin House. Technical journals received on an exchange basis are available to members at the Johannesburg Public Library. The current membership of the Institute is over 1,600. Membership applications are accepted from suitably qualified persons and the requirements for entrance to the various grades of membership are summarised below. Fellows shall not be less than 30 years of age, shall be university graduates in pure or applied science or shall produce evidence to the satisfaction of the Council that they have successfully completed a co-ordinated course of study in pure or applied science of at least three years' duration at an approved university or institution deemed by the Council to be of equivalent status. Members shall have been employed in senior technical positions in important mining or metallurgical undertakings for at least five years or they shall have practised as mining or metallurgical consultants for at least five years. Members shall be not less than 25 years of age and shall be university graduates in pure or applied science, or shall have successfully completed co-ordinated courses of study in pure or applied science of at least three years' duration. They shall have been engaged in work of an approved technical character in the mining or metallurgical industries, of which not less than two years shall have been in positions of responsibility. Associates shall be not less than twenty-five years of age, and shall have been engaged in positions of responsibility in, or associated with, the mining or metallurgical industries for periods of not less than three years. If, however, the candidate for admission to the higher grade of Associate, is at the time of his application, already a Student, he need satisfy the Council only that he is, at the time of his application, engaged in a position of responsibility in or associated with the mining or metallurgical industries. In all cases the applicants shall satisfy the Council that they are fit and proper persons to become Associates. Entrance fee R8.00, Annual subscription R15.00. Graduates shall be not less than 21 years of age and shall be university graduates in pure or applied science, or have completed co-ordinated courses of study in pure or applied science of at least three years' duration at an approved university or institution. Students shall be persons not less than 18 years of age who are being educated or trained in a manner approved by the Council, to occupy a technical position in or associated with the mining or metallurgical industries and who, furthermore, shall not have attained the qualification required for a higher grade of membership. They may remain Students until they have obtained the necessary qualifications for transfer to a higher grade of membership, but not after the end of the Institute's financial year in which they attain the age of 28 (twenty-eight) years. They shall then transfer to a higher grade to retain membership of the Institute. The Council may relax the provisions of this clause in such cases as it considers appropriate. Discussion M. J. Martinson* (Associate Member): This is another interesting paper in the series which the Human Sciences Laboratory is publishing on the physiological cost of the more strenuous manual tasks performed underground. As a mining engineer-albeit presently an academic one -this contributor is more concerned with the practical significance of the study in the field of stope cleaning than with physiological niceties, but before discussing some of the practical issues raised by the paper perhaps the authors would care to reply to lay comment on three physiological matters. Firstly, in two places the authors make statements to the effect that the maximum oxygen intake of 'average' (sic) Bantu mine workers is 3.0 l/min. What do the authors mean by 'average'? Maximum oxygen intake in the individual is probably some function of inter alia age, physical fitness, state of health, ambient partial pressure of oxygen, diurnal and/or seasonal changes in metabolism, and possibly cumulative exposure to dust and other occupational contaminants. Since maximum oxygen intake is apparently such an important quality in manual labourers we ought to have a clear picture of its distribution in the entire labour force, and also know precisely how the individual's quantum is affected by factors such as those mentioned above. Secondly, arising out of the same statements and ignoring the reservation implicit in the previous paragraph, is it correct to say that the 'average' Bantu mine worker has a maximum intake of 3.0 l/min? In the August 1966 issue of the South African Journal of Science four of the present co-authors reported the mean maximum oxygen intake of a random sample of 338 Bantu recruits of different tribes to be 2.63 l/min with a standard deviation of 0.542 l/min, and these figures were repeated in a paper published in the November 1968 issue of this Journal. Admittedly the mean maximum oxygen intake of the six subjects used in the present study was 3.05 l/min, but since they were selected on the grounds of previous shovelling experience they can hardly be regarded as being 'average' recruits. Thirdly, it seems to me that the authors are perhaps a little uncritical in their acceptance of the '50 per cent of maximum oxygen intake' level of activity for endurance work. I am not unmindful of the evidence upon which this level is based, but I suggest that the evidence is at best tenuous and that the whole topic of fatigue and 'optimum' levels of productivity under conditions of high muscular activity and considerable psychological stress is a lot more complicated than would appear from the authors' ready acceptance of the 50 per cent level. Under present working conditions the question is largely rhetorical because it would need an army of supervisors to ensure that all members of a typical gang work at 'optimum' levels throughout the shift, but if individual performance should ever become more readily determinable the issue might become crucial to management and malayisha alike. So much for physiological matters; now a few random thoughts on some wider, practical issues raised by the paper. In the paragraph headed Material the statement is made that 'The mixture (of fine, medium-sized and bigger rocks) was considered to be representative of an average underground rock sample'. Elsewhere in the report the authors specifically draw attention to the effect of particle size on the oxygen consumption of men shovelling graded material, and intuitively one imagines that the size distribution of the material being shovelled would be highly significant in a study such as this. Presumably the authors were forced to assess size distribution subjectively because of the lack of objective data on the subject, and possibly the necessity for this assumption highlights how little we know quantitatively about any of the variables in stope cleaning systems. In this connection it may be remarked that although the present study was largely designed to show how dip and stoping width effect energy expenditure in shovelling, no data are given-nor, probably, are they available-to show how the industry's stoping tonnage is distributed in terms of these two factors. It seems to me that if the mining industry seriously hopes to improve stope productivity it must start by measuring the basic variables in existing systems. Elaborating somewhat on the previous paragraph, there also seems to be a tremendous gap between the present study-and its predecessors-and the prospect of gainfully using the information so carefully garnered by the authors. It would be reassuring to hear from the authors that their work on the physiological aspects is being integrated in some master plan for increasing productivity of manual labour. This I fear is not the case, and if productivity has changed at all in recent years I would hazard a guess that the change has been brought about by random factors rather than by systematic engineering design. The Human Sciences Laboratory has worked extensively in stopes in the past, and possibly the time has come when it should widen the ambit of its operations to include engineering-type analyses of cleaning systems, with particular emphasis on the economics of rapid cleaning by manual labour. Perhaps experiments could be conducted with stakhanovite-type gangs consisting of men selected for their high maximum oxygen intake and superior motivation; these men might be offered special incentives in the shape of extra pay

The piloting and eventual large-scale operation of fixed-bed carbon columns for the recovery of gold from plant effluents is described. A fixed-bed carbon pilot plant comprising three adsorption columns was used for the recovery of gold from clarified plant effluent at the Vaal Reefs Exploration and Mining Company (West Division). The effluent ,which contained 0,1 toO,S g/t of gold and less than 10 g/t of free cyanide, was adjusted to pH 8 prior to use. Daily acid treatment of the carbon circuit with 3 per cent hydrochloric acid was shown to have a most significant effect on increasing the gold adsorption. The acid treatment involved a plant downtime of only I to 2 minutes per day. High loadings of gold (up to 30 k g/t) and copper (up to 75 k g/t) were obtained on the leading column, while the gold recoveries averaged 98 per cent over 17 weeks of continuous operation. The subsequent elution of loaded carbon in a pilot elution column indicated the use of abnormally high amounts of the pretreatment reagent (caustic soda and cyanide) used in gold elution. This was attributed to the high loading of copper on the carbon. However, the elution of both the gold and the copper at 110°C with demineralized water as the eluant was satisfactory. In a similar large-scale operation, three fixed-bed carbon columns each containing 4,5 t of carbon were used to treat 80 to 120 t/h of plant effluent with a gold concentration of about 0,15 g/t. Gold loadings of 5 to 6 k g/t were obtained regularly, while the gold recovery averaged 97 per cent over a 12-month period. The capital cost of the plant was recovered in 2 to 3 months. The evidence presented strongly suggests that copper plays a significant role in the adsorption and elution of gold under the prescribed conditions, and in the subsequent precipitation of gold following acidification of the eluates. The formation of a highly insoluble gold-copper complex produced under acid conditions appears to explain many of the observations made in the investigation.

Mining is a business involving extraction of commodities of value to society from non-renewable resources. Consequently there is only one opportunity to extract ore from the ore body in order to unlock the value potential encompassed in the asset. It is therefore imperative that the maximum value is unlocked during the extraction programme, considering the relative wealth generated for shareholders and society, the sustainability of society, the environment and the operation. The bulk of the value that is unlocked is usually embedded in the initial design process. How do you measure sucess The most common measure of success is the return on investment, which is unlocked during the extraction process. This is usually only determined and locked-in during the study process. Another measure of success is the profitability that is achieved on a monthly basis. A further measure would be the enhancement the asset affords to the share price of the operation. Increasing focus on sustainable development requires that the impact on the society and environment received high priority as well. All these measures are largely encompassed in the cash flow and the discounted cash flows. This paper focuses on the dynamics of the cash flow and the most significant elements influencing return in investment. These include the mine design, production volume, sustainability, risk and valuation techniques. When do you add the most value? There are many different phases and definitions noted by different authors to demonstrate and standardise the study process for new projects. This paper is based on a process with 3 major components namely a conceptual study, a prefeasibility study and a feasibility study.

From the perspective of management control, most mining operations can be represented by a hierarchy comprising four layers. The base of this hierarchy consists of the individual pieces of equipment that are used to break and transport rock. The next level comprises the coordinated interaction between different pieces of equipment, termed a process. An operation results from the bringing together of different processes within a common discipline, such as mining or hydrometallurgy. Finally, an enterprise is formed when the separate mining, concentrating and smelting business units are combined. To date, much of the literature written on the topic of mining automation has focused on the equipment level, specifically on removing the operator from production mining equipment. This focus should not, however, overshadow advances registered in automation at both the process and enterprise levels. Only at the operations level of the hierarchy has little progress been made. While automated equipment, process management and enterprise resource planning are a current reality; it is argued that the benefits from automation have, to date, been largely elusive. It is further argued that full benefits of automating other levels will only be fully achieved when this ‘gap’ in the mining automation hierarchy has been addressed and an uninterrupted, process-wide information flow across the entire operation is achieved. Furthermore, it will be reasoned that so-called vertical integration can only be achieved with an automated operational level in place. It is believed that all the necessary building blocks are in place and that the industry is ready for this development. The paper concludes by presenting a vision for what operational level automation would achieve.

The effects were studied of the presence of comminuted flint on the rheological characteristics of chalk slurry pumped through a 92-km long pipeline from Kensworth Quarry to Rugby Cement Works in the UK, and their impact on the pipe flow conditions. Flow curves were measured for 63different chalk slurry samples; these were described by the Bingham plastic model. In addition to observing trends in the yield stress parameter and plastic viscosity in the model with variations in both flint concentration and dispersant additive, use was also made of slurry viscosity values at a reference shear rate of 60 s-1for the pipe flow. It was found that chalk slurry viscosity decreases with increasing flint content up to 10% by weight for a given additive concentration, and increases with increasing additive concentration from 0.7 to 1.0%, for a given flint content. The pipeline flow regimes were identified using the critical value of the Bingham Reynolds number for laminar flow breakdown. For Bench 11 (quarry bottom) chalk slurries, it was observed that all sections of the pipeline operate in the turbulent flow regime for the nine different formulations and for the three pipe diameters used along the pipeline. However, this was not always the case for Bench 1(quarry top) slurries. It was therefore recommended that chalk slurries prepared from Bench 1 should not be used because of the strong likelihood that laminar flow conditions will occur owing to the presence of higher clay concentrations within this bench. This, in turn, will lead to an unsafe operation of the pipeline because of the potential for coarse particle settling. Likewise, blending of chalk from Bench 1 with the lower benches such as Bench 11 could be problematic and this requires further experimentation.

In a first for the diamond industry, Koffiefontein Mine in the Free State, South Africa, opted for the front cave mining method to extract a 90 metre high block of kimberlite ore. Block caving, because of its high initial capital requirements, resulting in a negative internal rate of return (IRR),was ruled out as a feasible mining method for Koffiefontein Mine. Front caving is essentially a combination of the traditional block cave and sub-level cave mining methods, but uses two or more levels of retreating drawpoints. Two extraction levels, in the case of Koffiefontein Mine, are spaced 12 m apart vertically, with the upper 478 m level (48Level) acting as the undercut/extraction level, and the lower 490 m level (49 Level) as the extraction level. Caving is achieved by undercutting a small column of ore, which is then drawn, on both the 48 and 49 Levels, until the planned extraction percentage is achieved. The next column of ore is then mined by advancing the undercut (48 Level), and the process is repeated until the entire ore block is depleted to the contact. Caving-by-gravity techniques of mining rely on closely controlled draw of the caved ore to ensure proper caving action and to minimize the dilution of ore with waste material from the open pit. This paper discusses the need for, and implementation of, a draw control system at Koffiefontein Mine — a computerized production management system, and a draw control system based on linear programming, to allow control over the draw rate and mining sequence — a major factor in all production planning to optimize production efficiency, ore recovery and cave management. SYNOPSIS Certain disadvantages associated with the use of Anfex have been raised on previous occasions. This interim investigation shows that by loading at lower pressures the sensitivity to initiation of Anfex can be improved. Associated with this is a reduction in velocity of detonation and charge density which should lead to more desirable fragmentation. The effect of lower loading pressure on other factors is also considered. INTRODUCTION Discussion at the Symposium on the use of Anfex in Underground Mining, conducted by the South African Institute of Mining and Metallurgy during May 1968 showed that there was considerable uncertainty and diversity of opinion on the characteristics of Anfex and its method of application. Some of the disadvantages associated with the use of Anfex were: Inadequate sensitivity to initiation; Excessive fragmentation of the rock and damage to the hanging and footwalls; Wastage as a result of blow-back; Poor water resistance. As a result of this, further investigations on the properties of Anfex have been carried out and, although these have not reached finality, it is considered that a progress review may be of interest and assistance to the mining industry. EXPERIMENTAL TECHNIQUE The work was carried out on a laboratory-scale where, for test purposes, the explosive was loaded into 1 in. (nominal) internal diameter steel pipes unless otherwise stated. Charging was conducted with a 1 in. (nominal) Schutte-Koerting eductor having a 0.2 in. internal diameter venturi nozzle, the Anfex being fed into the eductor from a conical hopper fitted directly above it. A 5 ft long copper loading tube with outside and internal diameters of 3/4 in. and 5/8 in., respectively, was fitted to the discharge end of the eductor. The remote end of the loading tube was inserted into the test pipe so that it was about 6 to 8 in. from the closed end of the pipe. The loading apparatus was withdrawn as the pipe filled, maintaining approximately the same stand-off distance throughout the operation. REVIEW Sensitivity to initiation Sensitivity of Anfex to initiation was found to deteriorate when the dynamic pressure of the air to the eductor was increased. This was attributed to increasing charge density and it was found that at a charge density of about 1.05 g/cm3, which

Hillendale Mine is operated by Exxaro KZN Sands, and is situated on the north coast of KwaZulu-Natal in South Africa near the towns of Empangeni and Richards Bay, some 200 km north of Durban. During the mining operation the heavy minerals rutile, ilmenite, zircon and leucoxene are extracted for further beneficiation at a processing complex near the town of Empangeni. The deposit contains approximately 25% slimes (defined as the sub-45 micron fraction), and is mined using hydraulic monitoring. Run of mine is gravity fed down launders to pump stations, which deliver the material to a primary wet plant. Slimes is separated from the run of mine prior to the heavy minerals being separated from the sand. Sand tails containing approximately 2-5% slimes is pumped to the mining void. The slimes is thickened to a density of approximately 1.2, and most of the resultant material is pumped to a sub-aerial deposition site (residue dam). The area is characterized by an annual rainfall of approximately 1300 mm, which is relatively high by South African standards. From an agricultural perspective the soils are deep and well weathered. Dryland agriculture has been practised on an extensive scale in the area for the past 70 years. Sugar cane in particular is cultivated on and around the mine area. In terms of environmental approvals, the post-mining land use and objectives are defined as economically viable and sustainable sugar cane cultivation in the mined areas. During mining the soil profile is destroyed. In this paper the establishment of a reconstituted soil profile is discussed, with specific reference to the methodology that is being followed to achieve the homogeneous blending of sand and slimes. Defining the rehabilitation strategy and soil specification Strategically Exxaro KZN Sands divided rehabilitation into four aspects, comprising physical rehabilitation (restoration of soil structure), vegetative rehabilitation (restoration of vegetative cover), ecological rehabilitation (restoration of sustainable ecological communities), and sustainability (sustainable man/environment interface) (Hattingh and Viljoen, 2006). It is believed that the key to successful rehabilitation lies in achieving a substrate (soil) suitable for the establishment of the target vegetation. During the development of the rehabilitation strategy the key factor in the establishment of a suitable soil profile was shown to be the soil water retention of this material. Since dryland agriculture is practised, this aspect becomes critically important in ensuring that the post-mining land use is sustainable (Hattingh et al., in prep.). From a financial perspective, a closure certificate being issued implies that the state takes over financial liability for the rehabilitated land. This has significant implications for the state-the default position will be that all possible latent and residual impacts must be identified and known prior to a closure certificate being issued. From the mine's perspective this precautionary approach by the state implies that post-operational costs cannot be quantified exactly, and our approach is therefore to mitigate the risk of a long post-closure care and maintenance phase by means of addressing all potential latent defects during the operational rehabilitation phase. The financial viability of the soil reconstitution process itself is therefore not measured against other rehabilitation methods, but against the risk of not achieving closure. During a series of technical workshops comprising experts in the various disciplines in the rehabilitation of the soil profile were identified. These aspects include the re-establishment of a functional soil profile, soil physical characteristics, soil chemistry, soil biota, salinization potential, erodibility and soil weathering. The natural soils in the Hillendale area have been classified in terms of the South African soil classification system (MacVicar and co-workers, 1991) and consist of Hutton (orthic topsoils on red apedal subsoils) and Clovelly (orthic top soils on yellow apedal subsoils) soil forms. The topsoils consistently comprise medium to fine grained sand overlying heavier textured sandy clay loam to clayey subsoils. The topsoil structure consists of a single grain structure, whereas subsoils are apedal. These soils are typically deeply weathered and do not show secondary structures. During the mining process a layer of topsoil (300 mm) is stripped off, and the balance of the material down to the footwall is processed. Sand with 2-5% slimes (defined as the sub-45 micron fraction) is returned as backfill in order to re-establish the dune to approximate the previous landform. From an agricultural perspective this material is not suitable for the dryland cultivation of sugar cane. A capping of more suitable material therefore has to be provided. The most significant difference between the premining soil form and the backfill material is the percentage slimes, consequently a mixture of the sand and slimes is required as a capping over the backfilled sand. The required thickness of the cap is a function of specifically plant growth requirements, erodibility, weathering and runoff (Hattingh, et al.; in prep.). The percentage slimes required in the cap is a function of mainly soil water requirements (Hattingh and Viljoen, 2006). The conservative indications to date show that the reconstituted soil profile should consist of a homogeneously blended mixture of 70%-80% sand and 30%-20% slimes up to a maximum of 2 metres thick. This will be sufficient to ensure growth during dry periods.

Written contribution E. Wroth* (Visitor): The technical aspects of the assistance scheme which IS provided for in the Gold Mines Assistance Act, 1968, and certain consequential amendments to the Income Tax Act, 1962, are explained by Dr Krige. The object of this contribution is to explain the working of the Gold Mines Assistance Act (hereafter referred to as the 'Assistance Act') for the benefit of those concerned with the tax and assistance assessments of gold mining companies. The views expressed do not necessarily reflect the Revenue Department's interpretation of the legal provisions involved. 1. MINES WHICH QUALIFY FOR ASSISTANCE 1.1 The assistance scheme is applied on a selective basis. Mines which qualify for assistance are defined in the Assistance Act as 'assisted gold mines'. The requirements for classification as an assisted gold mine are that: (i) the mine be a producing gold mine; (ii) it would be likely to close down within eight years if not assisted; and (iii) with State assistance its life would be appreciably prolonged and there would be a significant increase in production of gold or uranium, or of both gold and uranium. 1.2 A mine is only considered for classification as an assisted gold mine on application. Such applications must be made to the Mining Leases Board through the Government Mining Engineer. Classification of a mine as an assisted gold mine is at the discretion of the Minister of Mines who acts in consultation with the Minister of Finance and has regard to the recommendations of the Mining Leases Board. 1.3 The Minister of Mines will impose conditions subject to which a mine is to be classified as an assisted gold mine. The most important will be that the mine must immediately lower its operating pay limit, as normally calculated, by a percentage fixed by the Mining Leases Board and conduct its future mining operations in accordance with the average grade of its ore reserves determined on the basis of such lower pay limit. l.4 The Minister will fix the date as from which classification as an assisted gold mine is to be effective. So long as the mine has operated on the basis of the lowered pay limit for at least three months during the particular year of assessment, he would normally fix the effective date as the first day of the year of assessment.

'Gee Whiz', a nationwide schools' science and technology competition, is being screened on SATY1 on Friday evenings at 18:00. Twenty-seven schools from al over South Africa are taking part in the series, which will run for 13 weeks. The participating schools were selected on the basis of their performance in the National Youth Science Olympiad and in Mintek's Minsa science competition, which has been organized on an annual basis since 1988.
