The latest Draft MPRRB was released for public comment in October 2006. The main purpose of the Bill is to collect royalties at mines developed in terms of new-order mineral rights granted through the MPRDA process. The transition phase stipulated in the MPRDA will be completed by 1 May 2009, on which date mineral royalties will become payable to the state. The royalty rates stated in the MPRRB differ from mineral to mineral and also depend on the degree of refinement. Gold is the subject of this paper, where the royalty rate ranges from 1.5% (for refined gold) to 3% (for unrefined gold) of sales revenue. This royalty is payable regardless of profit, with a maximum 75% relief for loss-making mines. The purpose of this paper is to establish whether or not it would be necessary for gold mines to adjust their mineral reserve statements as a result of this Bill. The methodology is to add the royalty costs stipulated in the MPRRB to the actual quarterly information for the past ten years as reported by the gold-mine members of the COM. The rationale is to investigate the impact this Bill (in its current form) would have had on gold reserves that must be left unmined in the ground because of a higher pay limit. The results of the study point to a significant impact on reserves available for mining with the subsequent shortening of mine lives and retrenchment of workers. Had the MPRRB been effective for the 10 years prior to 1996, it would have resulted in 46 tonnes of gold being sterilised. Stated alternatively, 30 700 workers at COM gold mines alone would have lost their livelihoods.

Refractory/metal interactions and associated reactions are significant during casting as they can lead to inclusion formation. High-temperature interactions between aluminosilicate refractories and molten steel were studied in the present investigation using the sessile drop method. The changes in the contact angles between molten iron with well-defined oxygen levels and substrates of silica, mullite (3Al2O3?2SiO2) as well as commercial refractories were measured in the dynamic mode. In all cases, the reaction led to slag formation. The experiments were performed under isothermal conditions at 1823 and 1873 K. A known and constant oxygen partial pressure was imposed above the iron drop, through appropriate CO-CO2-Ar mixtures. For all substrates, the contact angles started decreasing due to the lowering of the surface tension of iron, as oxygen was imposed on to the system. When a critical level of oxygen was reached, slag started forming at the drop/substrate interface and at this stage, the contact angle dropped suddenly. Subsequent behaviour of silica and mullite was observed to be different, with SiO2showing a non-wetting behaviour. In the case of SiO2substrate, there were also deep erosions along the periphery of the drops and there was slag accumulation at the sides of the metal drop, probably due to Marangoni flow and/or SiO(g) formation. SEM and EDS analysis of the substrates revealed that the formed slag was fayalite. The thermodynamic criteria for slag formation and possible mechanisms of the reaction are discussed in the light of the experiments. The formation of bainite in steel is dependent on the size of the casting, the heat treatment, and the alloying elements. It is difficult to obtain a fully bainitic microstructure in steels during heat treatment because of its close proximity to the martensite (a?) reaction. The ferrite (a) and pearlite reactions in steels are also rapid and shield the bainite reaction. Alloying elements therefore need to be added to separate the bainite reaction. Boron (B) and molybdenum (Mo) are key elements added to bainitic steels because of their ability to retard the a reaction. Other elements used in the production of bainitic steels are silicon (Si), chromium (Cr), manganese (Mn), and titanium (Ti). In this paper we investigate the effect of alloying elements on the bainite reaction through the use of dilatometry. Dilatometry is a technique that determines phase transformations in the steel and through which continuous cooling transformation (CCT) curves can then be developed. Some initial results are presented of an ongoing study on the development of bainitic steels for railway wheel applications.

This paper introduces the multi fractal interpolation method (MIM)developed for handling singularities in data analysis and for data interpolation. The MIM is a new moving average model for spatial mapping and interpolation. The model decomposes the raw data into two components: singular and nonsingular components. The former can be characterized by a localized singularity index that quantifies the scaling invariance property of measures from a multifractal point of view. The latter is a smooth component that can be estimated using ordinary kriging or other moving average models. The local singularity index characterizes the concave/convex properties of the neighbourhood values. The paper utilizes a binomial multiplicative cascade model todemonstrate the generation of one- and two-dimensional data with multi-scale singularities which can be modelled by asymmetrical multifractal distribution. It then introduces a generalized moving average mathematical model for analysing and interpolating data with singularities. Finally, it is demonstrated by a one-dimensional case study of de Wijs’ data from a profile in a zinc mine, that incorporation of spatial association and singularity can improve the interpolation result, especially for observed values with significant singularities.

"A well-maintained tap-hole channel is important in order to achieve good and stable furnace operation over time. A worn or short tap-hole channel can lead to more violent flow, significantly increasing the fume emissions during tapping and leading to more metal being mixed with and lost to the slag. Over time, a worn tapping channel might cause side channels and damage to the lining around the tap-hole area. This can result in a burn-through which is a considerable safety risk and will cause significant production losses. At Eramet Norway Porsgrunn, tap-hole maintenance has been done regularly with electrode paste for over three decades with good results. This article summarizes some of the experiences obtained from this practice on a 33 MW SiMn furnace, as well as a change to a coal tar pitch-free binder. IntroductionA well-maintained tap-hole channel is important in order to achieve good and stable furnace operation over time. Metal and slag are regularly tapped from the furnace and may cause a lot of wear on the tapping channel, increasing the risk of lining damage and ultimately leading to a burn-through. On furnace 10 at Eramet Norway Porsgrunn, the tap-hole area is the part of the lining that has been by far the most prone to burn-through since the startup of the furnace.Experience shows that almost all lining problems have started with burn-through in the tap-hole area or in close proximity to the tap-hole. During tap-hole repairs, side channels with metal and slag have also been observed emanating from the main tapping channel. In addition, a shorter tapping channel will cause more violent flow. This can lead to more metal droplets being entrained in the slag, and increase the risk of the furnace not being closed properly at the end of the tap.As a burn-through is a considerable safety risk, and also causes significant production losses, systematic work has been performed over the years to maintain the tapping channel in order to prevent burn-through."

Balkema Publishers, Rotterdam, Netherlands. This paper is a study of the ventilation, cooling and refrigeration system design of the Mindola copper mine in Zambia. The challenges that were addressed varied from the restrictions imposed by an ageing infrastructure to the requirement for increasing the annual production rate, coupled to the introduction of a higher level of mechanization while maintaining acceptable conditions and limiting total ownership costs. A description of how the ventilation, refrigeration and cooling systems were modelled in order to obtain the projected heat loads associated with two different mining methods over the life of the project. The methodology included a number of iterations to optimise the design and include aspects such as the expected inrush of hot fissure water, the operation of diesel machinery at depths in excess of 1500m below surface, developing a cost-efficient cooling strategy and selection of the refrigeration machinery to meet the requirements imposed by the cooling strategy. DC arc furnaces are widely used for steel scrap melting as well as for reductive smelting of ore fines. Industrial smelting applications include the smelting of chromite to produce ferrochromium, the smelting of ilmenite to produce titania slag and pig iron, and the recovery of cobalt from nonferrous smelter slags. A number of myths and misconceptions are widely held, especially regarding: the age of the technology, the use of a hollow electrode, arc stability and shape, arc and bath radiation, interaction between the arc and molten slag, electrical behaviour of arcs and slags, a comparison between AC and DC furnaces, DC reactors, the lifespan of bottom electrodes, and the applicability of DC arc furnaces to various metallurgical systems.

Knowing the origin of the relevant and irrelevant components of the nugget effect is essential to optimize the process under study. This paper describes the causes of the nugget effect and, its dependency on the sample support, sampling density, and on the QA/QC procedures. Several examples of natural and ?human? nugget effect are given. A method to estimate the magnitude of the relevant and irrelevant components is suggested. Finally, the economic consequences of misunderstanding the nugget effect are analysed.

The status of sampling practices in the gold mining industry in Africa was determined as an initial step in a process to standardize sampling practices in the mining industry. Twenty-one gold mines, twenty metallurgical plants, and thirteen laboratories were rated for the potential influence of the relevant sampling errors on each component of the particular sampling system. The findings of the study on the status of equipment, standards, procedures, and management principles were presented in a dissertation (Spangenberg, 20121) and are now used by AngloGold Ashanti?s mines in the quest for correct sampling practices. The information is also used to compile a guideline on leading practice procedures for sampling methods in gold mining. Transportation accounts for some 26% of all mine accidents in South Africa. Although this figure may not be as prolific as fall of grounds accidents or accidents caused by seismic events, the enormity of transportation accidents demands attention, especially as many of these accidents are avoidable. This paper investigates vertical (i.e. shaft), horizontal (i.e. haulages), and in-stope transportation systems and their function as it applies to safety. Recent transportation accidents are discussed looking at current trends within the three transportation areas. In the shaft area, discussions will focus on handling of material cars, loading and off-loading of the workforce and management of shaft orepass systems. The horizontal component will focus on personnel transportation, safety around trains and hoppers, and handling of material in the cross-cut. The discussion on in-stope transportation will focus on the general congestion of the stope environment and how it affects the overall movement of personnel, material, and rock. Of concern are the large numbers of material handling and scraper winch accidents that occur and which will be discussed in some detail. The paper will conclude with a section on proposed guidelines within the three above-mentioned systems for mine engineers to consider in mine design and life of mine planning and scheduling. This paper analyses the impact of the uncertainty associated with the input parameters in a mine planning optimization model. A real example was considered to aid in the building of a mathematical model that represents the coal production process with reference to the mining, processing, and marketing of coal. This model was optimized using the linear programming concept whereby the best solution was perturbed by the stochastic behaviuor of one of the main parameters involved in the production process. The analysis of the results obtained permitted an evaluation of the risk associated with the best solution due to the uncertainty in the input parameters.

"Pressure leaching is an option for copper recovery from chalcopyrite. Leaching takes place at high temperatures and pressures in the presence of an oxidising agent. This work shows how the performance of pressure leaching circuits may be improved by optimising the configuration of autoclaves and the heat-removal method. The objective was achieved by creating an autoclave model by combining mass balances, energy balances and population balances. A base-case circuit consisting of a single autoclave was chosen, and this base case was compared with options for increasing capacity by adding more autoclaves to the circuit. These capacity–increase options include circuits in which the additional autoclave is added in parallel, in series and in series with thickening between the two autoclaves. The copper extraction, productivity and cooling requirements for these options are compared. The series circuit with inter-stage thickening has the highest extraction and productivity, however, the cooling duty in the first autoclave is high. In addition to comparing circuit options, three options for heat removal were investigated: cooling coils, quench water and flash recycling. The flash-recycle option results in the highest copper extraction, and the quench-water option gives the lowest copper extraction. INTRODUCTION Background Copper sulfide ores and concentrates containing chalcopyrite are typically hard to leach under atmospheric conditions. Smelting of these ores may also be a challenge, due to the inability of smelting processes to handle low-grade ores, as well as impurities such as arsenic and antimony. Alternative hydrometallurgical routes to treating chalcopyrite are therefore required. One option is pressure leaching, which is the focus of this work. In the pressure leaching process, sulfide ores and concentrates are leached in autoclaves at temperatures of 200 to 220°C and a pressure of about 3000 kPa (Schlesinger et al., 2011). An oxidising agent, usually oxygen, is required to oxidise sulfide ions to sulfate ions. The oxidation of sulfur to sulfate is exothermic; consequently, a method of heat removal is necessary in order to maintain the temperature in the autoclave."

The present paper provides a brief overview of the thermodynamics of titania rich slags, an outline of the Multi-Phase Equilibrium (MPE) package and its application to ilmenite smelting. Through assessment of published experimental data on various systems containing TiOx, it was found that despite considerable scatter in measured phase equilibria data for the binary Ti2O3-TiO2system,the behaviour of binary and higher order titania rich slags and oxide solid solutions phases could be represented by solution models in the MPE package. Results from the applications of the MPE model on the stability of solid phases and slag-refractory interactions will be presented and discussed. Parallels will be drawn between the predictions by the model and observations made during pilot plant tests. Over the past decade there has been a great deal of research into the use of virtual reality (VR) and computer graphics in the mining industry. Much of this has led to developed applications including training simulators and accident reconstruction. One other area where there is considerable potential for virtual reality is that of mining ergonomics. This paper identifies those common ergonomic limitations associated with mining equipment that can be effectively modelled using VR techniques. From this, two simple models have been developed, namely (i) remote control continuous miner operation and (ii) free steered vehicle sight-lines, which demonstrate the practical use of VR in this area.

The principles of constructing the production management system have been presented, thanks to which the management boards are provided with reliable technical and economic information on a mining company via information technology. The strategic direction of a company’s operation may currently be verified according to the external conditions that change over time (the information on the deposit, force majeure events, changing expectations of customers, etc.).

In an underground mine the ingress of heat can generally be attributed to two sources (Rock exposure and artificial mechanisms). The heat load relating rock exposure is subdivided into stoping [~40%] and haulages [~20%]. Rock is exposed to the ambient air and as a mine increases in depth the VRT (Virgin Rock Temperature) increases which leads to more heat ingress underground. To counter the heat ingress, especially in low-seam stoping areas of a deep level mine, air is, a) cooled artificially, b) the amount of rock exposed is reduced in the back areas of a stope by backfill applications, and c) ventilation air is used more efficiently. The heat reduction within a stope due to placed backfill could amount to ~50% for operations mining at a mean rock breaking depth of about 4500 mbc (metres below collar). Unfortunately, due to backfill transport methods, the physical fluid properties and application methods adopted, additional heat is induced into the air. The heat ingress due to backfill application could amount to as much as 25% of the overall in-stope heat load. This heat influx, seen as a negative aspect of backfill operations, is nevertheless overshadowed by the overall in-mine heat load reduction capability of about 20% attainable. The in-stope benefit [~50%] attainable from backfill operations could be increased with the incorporation of a heat exchange (cooling) methodology to offset the additional heat ingress into the surrounding air of a deep underground mine.

Some 30 years ago exposure to dense-medium separation in South Africa, culminated in the adaptation of the process for the treatment of -0.5 mm fines. The first commercial plant at Greenside Colliery apparently operated for some 18 years. Three further plants followed, including one treating tin ore. It is gratifying to learn, therefore, that there is renewed interest. The objective of making the process easier to operate (?more practical??) is commendable but the cumbersome technical approach could be counter productive. Perhaps a brief outline of the original thinking might be helpful when analysing the problem.

In 1963, the full-scale engineering study for the development of an iron, steel, and vanadium plant was initiated. This was the birth of Evraz Highveld and its process flow as it is known today. Highveld started out as a steelworks that produced steel and vanadium-bearing slag from a titaniferous magnetite iron ore mined from its own mine site near Steelpoort. The process utilized co-current rotary kilns for prereduction, and submerged-arc furnaces for the production of pig iron with approximately 1.15% vanadium. Because of various technical challenges that the submerged-arc furnaces experienced over the years, a decision was taken in 2004 to convert the furnaces to open slag bath (OSB) operation, in order to enable the maximum production of iron and vanadium while improving the control over operational parameters. The conversion proved to be highly successful and, since 2005, three furnaces have been converted to OSB operation. The fourth furnace will be converted in the first half of 2011. The conversion to OSB furnaces not only yields higher vanadium recovery to the metal at the iron plant, but also improves the overall throughput of the steel plant. This is the result of the higher carbon content of the liquid iron from the OSB furnaces, eliminating the need for anthracite addition to the shaking ladle process. This reduces the blowing time by approximately 60%. The conversion of the furnaces to OSB configuration is seen as an enabling technology change and a prerequisite to the implementation of other plant improvements that are envisaged. The long-term vision of EHSV is to convert five furnaces to OSB mode, and permanently decommission the two remaining submerged-arc furnaces. This will allow EHSV to maintain current steel and vanadium production but at a significantly improved overall efficiency.
