The abandoned Belle Eldridge Mine near Deadwood, South Dakota, is on land controlled by the U.S. Bureau of Land Management (BLM) property. The mine produced primarily lead and zinc during the first half of the twentieth century. The BLM has expressed concern about acidic drainage as well as elevated arsenic levels in tailings and waste rock at the site. The mine site was evaluated for remediation in 1998 and 1999. Recent reclamation and remediation work included substantial regrading of waste rock, removal of material where metal loading were of concern, and re-routing of drainage from an adit. Trenching at the site shoed a greater volume than originally calculated during site characterization. Material was removed to a repository that was constructed at a nearby drainage divide. Because of physical hazards, the BLM has decided to remove some historic structures. However, a search of mine records and an inventory of archival materials were complete to preserve the history of the site.

Typical sedimentary sequences overlying coal seams consist of interbedded sandstones, siltstones, shales, and rider coal seams. In many surface coalmine settings, these sediments are saturated; and prior dewatering of them is necessary for effective and economic mining, including the stacking of saturated spoils. Such sedimentary sections usually have a very low vertical hydraulic conductivity that does not allow them to drain in a timely manner prior to their being stripped. One potential solution is installation of drainwells. Drainwells are small diameter wells that can collect water laterally from the various more permeable layers in the overburden and then gravity drain it to a lower layer – often the coal seam being mined – where it can be removed by pumping wells or sumps located in the bottom of the pit. A ground-water flow model utilizing the 3-dimensional finite element code MINEDW has been used to evaluate the effectiveness of usingdrainwells in a hydrogeologic setting that is typical of the Powder River Basin. A series of numerical simulations were completed using various combinations and spacings of drainwells and pumping wells to dewater the overburden and coal seams. The numerical simulations suggest that drainwells can be a very effective method of overburden dewatering.

The National Institute for Occupational Safety and Health (NIOSH), Pittsburgh Research Center (PRC), has conducted research to improve electrical fault detection on coal mine direct current (dc) trolley systems. Present circuit breaker protection systems are current-magnitude-based and cannot discern between normal traffic and high resistance electrical faults. Tests were conducted at cooperating mines to assist in developing a neural-network-based detection algorithm for distinguishing between electrical faults and normal operation. The Fast Fourier Transform of the trolley rectifier current signature served as baseline data for the neural network. During field tests, the algorithm performed with greater than 90% accuracy.

Mine fires and/or explosions continue to occur. While these are unusual events, they comprise emergency situations. Whenever one of these events occurs, the Mine Safety and Health Administration (MSHA) responds with specially trained teams, mine fire experts, sophisticated scientific instrumentation, and trained instrument operators. In order to analyze mine air samples on-site, because time is of the essence, MSHA has a Mobile Gas Laboratory. The laboratory, which is stored near Pittsburgh, is totally self-contained. Sending air samples to a laboratory would take too long. Mine fire experts need the results of the latest analyses as soon as they are finished. The mobile laboratory is housed in the box of a diesel truck. Benches line both sides of the laboratory. Gas chromatographs are mounted on the benches. There is sufficient bench space for multiple bench top gas chromatographs. These instruments and their controllers are shock and vibration isolated to protect them during transit. The mobile laboratory can operate using on board diesel generators or line power. An uninterrupted power supply (UPS) supplies power to the instruments while switching from generator to line power or visa versa. Therefore, analysis of samples can proceed without interruption if a power failure would occur. In the rear of the mobile laboratory are racks that hold compressed gas cylinders. These cylinders contain carrier gas and compressed air. An air compressor is housed under the laboratory to operate the gas chromatograph actuators. Within several hours after arriving at a mine the instruments have stabilized and have been calibrated. The mobile laboratory is ready to begin analyzing air samples. The mobile laboratory has proved itself at many mine fires and explosions since its purchase.

The 2005 Prospectors and Developers Association of Canada (PDAC) convention continued the upbeat mood found in 2004. The global mining industry is booming due to higher commodity prices in nearly every sector. Other factors include low commodity inventories, China’s strong resource demands, the weak U.S. dollar, the very strong Euro, global uncertainties, an almost overripe investment climate for natural resources and the highest mining exploration budgets in seven years. Even unglamorous commodities, like iron, uranium and zinc, received copious attention in talks, the investors’ exchange, the core shack and in certain hospitality suites. The following impressions were gathered at the convention and enhanced by conference handouts and some abstracts that are available on the PDAC’s Web site, www.pdac.ca. At least 119 papers were presented, almost twice last year’s number.

INTRODUCTION The headrace tunnel in Amlach is part of a hydro electric power scheme near the city of Lienz in south west Austria. The project is owned and developed by Tiroler Wasserkraftwerke AG, the regional electrical supply utility. The construction work was divided into seven contracts for the entire scheme. The power output will be 60 MW, this being developed from a head of 370 m and water flows of 20 m3/s. The water will be tapped from the river Drau and lead through a 22 km long headrace on the south side of the Puster valley through the Lienzer Dolomiten mountain range. Contract No. 4, which is a joint venture between Mayreder, Züblin, Strabag, Rella and Innerebner, involves the construction of 13.5 km of the headrace. It was decided to bore this from one single adit, which probably makes it the longest pressure tunnel driven from one side by a TBM. (See Fig. 1.) For the tunnelling an Atlas Copco Jarva MK 12 TBM was chosen. The excavation diameter is 3.90 m, with the final lined diameter being in the range of 3.20 to 3.40 m. The back-up is a 145 m long single track rail system supplied by Mühlhäuser (Germany). Side-tipping cars with a capacity each of 8.2 m were used for removing the muck. Introduction Hydrometallurgical solvent extraction (SX) processes – featuring large quantities of combustible or flammable organic solvents - are common in the mining industry for recovering non-ferrous metals such as copper, nickel, cobalt, uranium, tungsten, iodine and lithium. Recent fire loss incidents and the widespread use of sub-grade tank farms and piping trenches, plastic piping, poor drainage, and closely spaced buildings demonstrate opportunities to improve the use of Inherent Safety (IS) in this industry. The mining industry has designed and constructed facilities with an emphasis on personnel safety, production efficiency and cost effectiveness. The use of IS to eliminate or minimize property fire exposures has not seen widespread practice. Lessons learned from the mainstream CPI have not been communicated or applied. As an example, copper SX plants have consistently used design of gravity flow as a cost and production-effective solution for transferring liquids and minerals through the process. In fact, Jergensen1 recommends to “utilize gravity to the fullest extent possible” in design of SX plants. This philosophy has been achieved by laying out SX plants with process equipment at different grade levels so that solutions can flow “downhill”. Because of the use of large quantities of flammable liquids and the potential for these liquids - if released – to flow unimpeded into other areas – gravity SX processes represent severe inherent fire consequences unless costly barriers, drainage and channeling are also provided. It appears that little thought has been given to the fire protection consequences and challenges of this design feature during the evolution of SX plants and most copper SX plants constructed today use some form of a sub-grade processing area (tank farm) and one-way gravity flow. While this layout is used to assure a cost effective operation it has resulted in significant exposures to high value production. The use of sub-grade production units is an inherently unsafe layout where flammable liquids are used and is a layout that would rarely if ever be used today by the mainstream CPI. Gravity-assist layout is only one example where copper SX plants have been designed and constructed without IS in mind. The use of combustible and frangible corrosion-resistant materials – such as glass, wood and plastic - for flammable liquid storage, processing and piping systems has significantly increased the hazards of these facilities. These materials of construction are not rigorous and allow for rapid failure and release of flammable contents during fire exposure. The use of combustible or frangible systems to handle or transport flammable liquids is not a practice seen today in the CPI.

This paper addresses the challenges of designing the underpinning of major sub-way station with 4 operating tracks. No. 7 subway extension crosses under the existing 42nd street subway station on the 8th Avenue line. Understanding the history of the original construction, of the current structures and their condition were instrumental in developing a feasible underpinning design that is integrated with the design of the new tunnels. The existing 8th Avenue subway station has a lower abandoned level. Several alignments and corresponding underpinning schemes were studied. The design allows new tunnel construction under the station without interruption of station operations.

Image processing is a technique that simulates the human vision system. This technique enables applying every statistical or intelligent operation to recognize differences. In this way this new technique is used in quality control systems in most industries. Studying sedimentary rocks is very important from the economic point of view. Some units of sedimentary sequences involve different mineral deposits, hydrocarbon and water resources. Therefore it is important to identify and classify different sedimentary rocks. Descriptive classification of sedimentary rocks is usually based on visual and textural features and chemical composition of a sample. In this paper different samples of a limestone mine in central part of Iran are classified. The samples were collected from different parts of the mine and crushed down in size from 2.58 cm to 3.58 cm. The rock samples were labeled based on percentage of chemical and lithological compositions. Each sample was assigned to one of the distinguished groups. The images of the samples were taken in appropriate environment and processed. A total of 74 features were extracted from the identified rock samples in all images. In order to feature dimensional decrease, principal component analysis method was used. Then Bayesian statistical algorithm was used as a useful tool for classification. Classification Correctness Rate (CCR), calculated for the test data sets are %88, %68, %61 and %72 for the first to fourth class respectively. Therefore it can be inferred that the extracted features of images are appropriate indicators for different samples identification. These precise results besides the advantages of image processing technique, which are increasing speed of operation and decreasing cost, appears to be a desirable success.

The Yung-Chung-Tunnel in Taiwan, constructed for the Taiwan-East Railway Bureau, collapsed during construction when a water bearing, fractured marble zone was intersected. The inflow was approximately 4,000 liters/second. In spite of 30 relief holes the total inflow into the tunnel remained constant. The pre-excavation grouting through the re-aligned tunnel had to be conducted under extreme flow-conditions. A hot bitumen grouting program was selected for technical and economical reasons out of 13 international proposals. The technical challenges were: grouting under severe flow conditions high formation water pressures to be injected with hot bitumen at high temperatures and pressures The hot bitumen grouting program resulted in a dramatic reduction in the hydraulic conductivity and stabilization of the formation and facilitated a problem-free excavation.

Considerable movement is afoot internationally to rationalize standards and regulations relating to valuations and the qualifications for valuation professionals. In July 2000 the International Valuation Standards Committee released expanded standards, and additional important improvements are planned by 2003. Possible updates to the International Accounting Standards (IAS) and potential adoption of IAS by the U.S. could significantly impact minerals appraisers. Standards designed specifically for mineral asset valuation are under development in Canada and the U.S., with Australia’s internationally respected VALMIN Code providing the benchmark. In the U.S., the all-encompassing Uniform Standards of Professional Appraisal Practice (USPAP) is annually modified and continues to gain deeper acceptance, while the SEC holds fast to its antiquated rule prohibiting reporting of a quantitative estimate and value for non-reserve mineralization. Some important international trade agreements are driving actions to free the trade in professional services. In July 2000, an international workshop was held to initiate discussion on minimum qualifications for appraisers to work internationally. Pressure for uniform minimum qualifications and rules for professionals internationally will continue to build. The U.S. is historically among the slowest countries to implement such initiatives, with its state level licensure barriers having the potential to cause some of its professionals to be stranded in an international backwater. Structural change is needed in Australia’s VALMIN Code to remove conflict with the latest International Valuation Standards. The mineral valuation standards developers of Australia, Canada and the U.S. should work jointly on updating VALMIN for global use.

The demand for natural gas continues to increase at higher than anticipated rates, partly because of its widening price advantage over most other fossil fuels when the cost of air pollution control is included. However, there are clear indications that natural gas supply from the contiguous 48 states and continental shelves will not indefinitely keep up with this rapid growth in demand. Projections are presented which define the extent of potential deficiencies from the 1970's to the year 2000. Among the sources of supplemental gas - imported pipeline natural gas from Canada and Mexico, tanker import of liquefied natural gas, and synthetic pipeline gas from coal and oil shale - by far the most abundant at potentially competitive costs is pipeline gas from coal. The state of development and relative economics of the various coal gasification processes are reviewed. It is shown that synthetic pipeline gas could become a very substantial market for bituminous coal and lignite at current minemouth prices - 60-70 million' tons of coal for each trillion cubic feet of synthetic pipeline gas produced. This corresponds to only slightly more than the current annual increase is gas demand.

We describe a new software product designed for the net present value optimization of multi-open-pit blended ore operations in which it is desired and/or necessary to dump some or all of the waste rock produced in the course of operations back into the voids created in the process of ore extraction. The software product simultaneously decides over the entire life-of-mine which material to mine in which year, once mined what to do with it, and where to put that material which it has decided to waste, all subject to annual blend and capacity constraints.

Cross passageways between adjacent tunnels in passenger rail or transit systems may be used during train fire emergencies to evacuate passengers to points of safety in the non-incident tunnel. Rescue trains can be brought into the non-incident tunnel to remove passengers to expedite evacuation times as compared to walking along bench walls to the nearest egress stairs. In cases of multiple train emergencies, the required ventilation capacities can result in high pressure differences between the incident and non-incident tunnels. These pressure differences can make it difficult or impossible for a normal person to open doors of a cross passageway between adjacent tunnels. If opened, the velocity of the airflow through an open cross passageway can reach levels high enough to impede passenger evacuation. This paper describes the analysis of this problem for a sample rail tunnel. A ventilation concept that mitigates the problems of high cross passageway door opening forces and high velocities through open cross passageways is presented.

Hydrologic assessments of existing and proposed waste rock stockpiles (WRS) are typically required for application of operating and closure permits at mine sites. The results of these assessments can be used to determine the applicability of the state groundwater permit program requirements to the operation and closure of these stockpiles. The objective of this hydrologic assessment was to ascertain whether or not the WRS at the Ajo Mine have a reasonable probability of discharging potential pollutants to the underlying aquifer under the operational mine conditions. The hydrologic assessment was performed based on an evaluation of climatic data, prediction of the net infiltration rate through the WRS and prediction of additional hydrologic factors such as the time required to deplete available moisture storage in WRS. The predicted net infiltration rates ranging from 0.13 inches/year (1.1x10-8 cm/s) to 0.24 inches/year (1.9x10-8 cm/s) are below the threshold value of less than 10-7 cm/s recommended by Hutchison and Ellison (1992) as being characteristic of conditions that produce no or negligible quantities of seepage. In addition, the total time required to deplete available moisture storage within the Ajo Mine WRS and for any potential seepage from the WRS to reach the underlying aquifer is estimated to range from 260 years to 1,950 years. Collectively, the climatological and geotechnical investigations and the hydrologic predictions demonstrate that the WRS at the Ajo Mine hydrologically do not have a reasonable probability of discharging pollutants to the underlying aquifer. As a result of this prediction, the stockpile will not be regulated under the state groundwater permit program and operational and reclamation requirements will be limited to managing surface water runoff.

This paper describes some of the results of a project for the design and demonstration of subsidence monitoring systems for underground coal mines. The project was designed to test monitoring systems described in an earlier feasibility report (O'Rourke and others, 1979). General objectives of the project were to develop reliable cost- effective monitoring systems for use above caving- type mining operations, over supported mines, and in urban undermined areas. Topics selected for discussion in this paper include a description of the instrumentation systems, the site conditions, problems of installation, resulting recommendations and an over- view of subsidence performance data obtained. There were some particularly difficult problems of installation to overcome at this site. Some of these could be experienced at any surface or under- ground project, others are probably more directly related to Western coal fields. Building indicators that respond to all stakeholders' needs is a time-consuming and complex exercise, with certain questions still unsolved. The aim of the current three-year research project, carried out in partnership between BRGM’s Mineral Resources Division and C3ED, is to propose a top-down / bottom-up indicators building methodology that combines conception and coordination methods and a participative approach. The tool-design phase is based partly on a comparative analysis of existing international initiatives according to different criteria (objective, observation scale, framework, etc.). The study of two African mining projects will provide the opportunity to confront the conceptual aspects with reality in the field. Careful consideration of the participants’ suggestions will result in a set of indicators that can be easily understood and adopted by all stakeholders. The final objective is to measure the impact of a mining site on a local, regional and national sustainable development frame, throughout the full life cycle of a mine.

A near-record crowd of mining history enthusiasts made the trip to Leadville, CO in September to attend the National Mining Hall of Fame and Museum’s 19th induction banquet. Dressed in Victorian garb, black tie tuxedos and formal gowns, the 268 people honored four distinguished men who made a lasting impact on the U.S. mining industry. They joined 188 other inductees. The first induction banquet took place in 1988, with about 500 people attending.

In this study, the cyclonic static microbubble flotation column (FCSMC) was investigated for fluorite beneficiation. The structure and principle of the specially designed column are described. Fluorite samples from the tungsten separation tailings of the Shizhuyuan Mine, Chenzhou, Hunan Province, P.R. China, were tested using a small-scale continuous flotation test unit, and concentrates with a fluorite grade higher than 98% were obtained. One rougher and three cleaner stages in the FCSMC achieved the same separation performance as one rougher and eight cleaners in conventional flotation cells. This greatly simplified the flotation circuit and reduced operating costs.

The Wyoming bentonite industry continued its run of stable, if not strong, growth in its complex markets. Growth at the macroscale was fueled by a strong domestic economy, the weakening of the U.S. dollar in the global market and strong worldwide global demand. Challenges to the benchmark of the industry were rapid and saw ongoing increases in raw material costs(pallets, bags and additives), higher energy costs and higher overall transportation costs for all modes of movement. Exports continued to be assisted by dollar depreciation (5 percent to 10 percent) from January 2004to January 2005. This depreciation followed the significant weakening of 2003. And it was most favorable during the pullback in fuel and shipping rates in the second half of the year.
