Events of the mid-1970's have materially affected US coal production and transportation by railroad. Coal, as a replacement or substitute for petroleum fuels, has been hauled in significantly increased tonnages. Concurrent with the new demand, the railroad regulatory environment has undergone major changes, especially in "deregulation" activity. Those two events have produced considerable Litigation regarding coal rates. This paper discusses the factors involved with railroad rates and topics such as revenue adequacy, Ramsey Pricing, stand-alone cost, and differential pricing. In addition, an update on the western railroad merger situation and the implications for coal transportation are presented. The paper concludes with an evaluation of the current regulatory climate and future prospects.

TVA's involvement in air quality programs is perhaps a bit unique. The Tennessee Valley Authority was established in 1933 as a regional resource development agency and therefore must view clean air and clean water as essential resources for the overall development of the Tennessee Valley region. TVA operates certain resource development and production facilities, including power-generating facilities, which are potential air pollution sources. The remarks in this paper will be restricted to air pollution control technology at power-generating stations. Perspectives of Air Pollution Control The art of pollution control must be viewed from several perspectives: 1. It must be viewed in a time perspective--what is available now for air pollution control, what might be available in the near future, what are the likely technologies for the more distant future, and what the future trends in availability of resources might be. 2. Each air pollution abatement scheme must be viewed in the perspective of its total environmental consequences--not just its ability to clean up the air. The generation of electricity from coal produces waste gases, waste particulates, and waste heat. These wastes must be disposed of either in water, in air, or on land. If the polluting wastes are removed from the gas streams going into the air, then they must be disposed of either on land or in water or, hopefully, converted into a product which has some beneficial use. As an example, removal of S02 from stack gases could be more readily accomplished if one could dump waste sulfur products in water. He would solve an air pollution problem by creating a water pollution problem. 3. Techniques for air pollution control must be viewed in the perspective of regional, national, and world resources with their national security and economic implications. The power industry might reduce air pollution by switching generating plants to burning desulfurized fuel oil or natural gas.

The acoustic emission (AE) technology has a high potential for flow characterization in hydraulic transport processes. For instance, in deep-sea mining, there are applications where manganese nodules are transported from the bottom of the sea to the surface or a transport ship. Here, an AE-based flow characterization system plays an important role to avoid the transport of non-related objects. However, the structural materials for the components of this system must be carefully selected to ensure resistance against corrosion and a good AE signal transmission. Therefore, in this experimental study, we evaluated the AE attenuation behavior of four different materials that can be employed in marine environments due to their properties. The results were obtained using thin plates and they indicate which materials have the highest and lowest attenuations. Moreover, we provide insights regarding the different wave modes that propagate on the plates.

Routine core drilling at the Cove deposit failed to confirm gold-silver grades and length of intercepts observed in reverse circulation drilling. A drilling program was designed to ascertain whether the disparity was due to problems with reverse circulation drilling techniques, core drilling techniques, or the erratic nature of the gold-silver mineralization. Special sampling devices and core drilling methods were employed. Data obtained from core-reverse circulation twins showed that down-hole contamination during reverse circulation drilling accounted for much of the variation between reverse circulation and core drill results. Down-hole contamination occurred as a result of high ground-water inflows eroding friable vein material from hole walls.

Multivariate cluster analysis, MANOVA, canonical analysis, and discriminant analysis of hydrochemistry data were used to investigate the directions of ground water movement in basalts in the vicinity of the Hanford Reservation, Washington. The statistical analyses indicate that the hydrochemistry of the ground waters in these basalt formations is distinctly different on each side of the Columbia River. This suggests that the river is a ground water divide or that the river is roughly coincident with a hydrogeologic barrier boundary. The statistical procedures used in this study constitute a quantitative means for differentiating ground waters according to hydrochemistry.

This paper investigates the design approaches taken and the philosophy employed during the construction of the Metropolitan Airport Commission (MAC) storm tunnels, part of the Phase 4 Segment of the MAC Trunk Storm Sewer Project at Minneapolis St.-Paul International Airport, located in Minneapolis, Minnesota. URS Corporation was retained to provide a design and Construction Management (CM)services for the MAC Trunk Storm Sewer Project. A case history of the design and construction challenges of the project is presented. The MAC storm tunnels consisted of the construction of twin 10-foot inside diameter (I.D.) tunnels within 7 feet of an existing 72-inch I.D. storm pipe at the base of a 70-foot high highway embankment. The analysis required during the design stage of the project is discussed. This analysis and our design approach provided a defensible framework and justification to make design decisions on relevant issues including: allowable spacing of new and existing structures; preferred order of construction; expected ground deformation behavior; response of lining types to adjacent construction; and effects of proposed changes to design at the submittal stage and during construction.

This paper is a review of research and development on geothermal energy extraction in Japan especially on hydraulic fracturing. First recent geothermal developments in Japan are outlined in Part I. An increase in the production rate of geothermal wells may be highly dependent on the geothermal well stimulation technology based on hydraulic fracturing. The hydraulic fracturing technique must be developed also for geothermal energy to be extracted from hot, dry rock masses. In Part II, the research on hydraulic fracturing and field application are reviewed.

This paper discusses the effect of water chemistry, reagent type, and other environmental factors on the performance of sulfide mineral size reduction and froth flotation processes. Two specific problems will be discussed: 1) the importance of appropriately utilizing the electrochemical window that is created in the grinding process to enhance sulfide mineral recovery by froth flotation; and 2) the impact of steel grinding media versus autogenous grinding on the efficiency of sulfide mineral flotation with varying thiol collectors and water sources.

This project had all things happen to it. Born easy, a hard time after being born, there were tremendous problems to overcome but here it is, a major copper project, a major operation, and a new source of copper for Mexico and the world market. La caridad is an ore body located in the state of Sonora in northwestern Mexico. It is at an elevation of 1,200 meters above sea level and the nearest major city is Hermosillo, the capital city of Sonora. Hermosillo is located approximately 270 kms (about 168 miles) to the southwest of la caridad. North of la caridad, 130 kms (about 81 miles), is the U.S. border town of Douglas, Arizona, which has a sister city on the Mexican side of the border -Agua Prieta.

In the 1940's a top blown water-cooled oxygen lance was developed to inject oxygen into liquid iron. This process, the LD or BOF process technique, today is used in 65% of the world's steel production, and represents the largest oxygen market for temperature enhancement in steel and non-ferrous smelting applications. There are three major approaches to the use of oxygen in metallurgical processes: (1) general enrichment of the air supplied to burners or tuyeres, (2) under-flame enrichment or injection, and (3) the use of an auxiliary oxy-fuel burner as a heat source. With each of these techniques there are technical and economic trade-offs.

The Mina Santa Rosa mine in Panama was the victim of a mine closure 24 years ago that left the community in dire straits. The mine showed the potential resources of greater than 1M ounces of gold and 4.5M ounces of silver. Veragold Mining Company decided to reopen the mine and address all the issues that were involved in the startup of an historic mine. This paper provides methods to restore the community trust, provide a transparent process, and develop an environmentally sound flowsheet. Immense scrutiny surrounded the Tailings Storage Facility, and the company developed a plan focused on paste thickening and surface stacking to eliminate the need for a conventional tailings’ facility. Paste thickener principles and benefits are also provided.

In 2016, a 3.7-ML magnitude event caused by mining activity occurred at a longwall mine in southwestern Virginia which was recorded by the United States Geological Survey (USGS) and felt by local residents. The event was the largest of its kind since a global mine design change by the operator was instituted in 2008 following three large events in 2005, 2006 and 2007 (3.4, 4.3, and 3.4, respectively). Two of the three pre-2008 events (2005 and 2007) damaged ventilation controls in the mine which fueled a mine fire. In 2016 the mine’s management requested researchers from the National Institute for Occupational Safety and Health (NIOSH) to access geological data and determine what parameters could possibly lead to events of a magnitude of 1.0 ML or greater. "In the present study, the effect of organic/inorganic (hybrid) polyacrylamide polymer on fine coal flotation was investigated. Raw coal samples contain about 37% of ash-forming mineral at a feed size of -75 + 38 um were subjected to flotation tests in the presence of in-house synthesized hybrid Al(OH)3-PAM at different polymer dosages and pH values. Results show a significant improvement in both combustible recovery and ash rejection at 1 ppm polymer dosage. Further improvement of combustible recovery was obtained when flotation was performed at pH 5. Interfacial properties of coal particles before and after flotation were examined through electrokinetic (zeta potential) measurements of coal/water slurries. Zeta potential vs. pH curve were established and compared. In the case of raw coal/water slurry, zeta potential-pH curve resembles the ash-forming minerals (silica and clays) more than coal. After Al(OH)3-PAM-assisted flotation, the zeta potential of froth/water slurry shifted to more positive values point which strongly indicates significant removal of ash-forming minerals from coal by Al(OH)3-PAM. INTRODUCTION Coal has been a major commodity in meeting the world energy demand during the past several decades (Milici et al., 2013). According to the international energy agency, global coal demand will continue to increase for the coming decades. With increasing world population, the global electricity demand would also increase as more people would get access to basic electricity especially in developing countries (Maggio & Cacciola, 2012). Due to this increase in energy consumption, operations in coal mining and beneficiation processes have been highly mechanized to meet the demands. This mechanization has increased the quantity of raw fine coal particles produced which contain high amount of ash-forming mineral matter (slimes). Aplan et al., have reported that the major constituents of ash-forming minerals in U.S.A coal are clay minerals such as kaolinite, montmorillonite and illite (Aplan, 1997). Conventional froth flotation for fine coal cleaning suffers mainly from two major problems: 1) Low recovery of ultrafine coal particles due to slime coating by ash-forming minerals, and 2) The lack of selectivity, which results in the flotation of middlings and entrainment of mineral fines in the froth (Polat et al., 2003). Slime coating on both valuable and air bubbles have been proposed to explain the observed reduction in flotation recovery especially when fine grinding is required. In this case mineral matter may be degraded to extremely fine or colloidal sizes thereby creating difficulty in the water clarification process such as flotation. Slimes inhibit bubble-particle attachment, and increases reagent consumption due to the increase in solid/liquid interfacial area, resulting in low coal recovery."

In recent years, it has been recognized that the high horizontal stress is an important factor that contributes to a cutter roof. When the immediate roof is thinly bedded, the presence of a high horizontal stress may first cause failure on the bedding planes or weak planes, and then a cutter roof develops as the individual stratum crushes and buckles progressively layer by layer. In this study, the stress distributions in the bedding planes of the immediate roof are analyzed for an entry-pillar system in the multiple longwall panels by using the finite element method. Then the roof failure is analyzed based on the rock failure criterion and the stress distributions.

There is no doubt, if any existed, that the commercial minerals world has now moved into a new era of unprecedented challenges in the sourcing, mining, processing, trade and use of industrial minerals. Industrial (nonmetallic) minerals remain the often unsung workhorse of mineral commodities and specialist raw materials that frankly keep the world’s manufacturing industries ticking over, and everyday products we use in sound availability. They are also very much present among the so-called “critical minerals” necessary to advance cutting-edge developments in growing high-tech markets such as in energy transition: for example, lithium, rare earths, graphite and fluorspar. Indeed, in the United States during 2024, industrial minerals again accounted for the majority share of total sourcing, and, yes, geopolitics. The last few years have witnessed a series of geopolitical issues that have impacted and continue to impact international trade in industrial minerals. Above all, it has been the threat and implementation of recent trade tariffs between countries that have been most damaging in creating a potential trade war. mine production by value at $72.1 billion, or 54 percent, followed by metals, 25 percent, and coal, 21 percent, according to the latest data from the U.S. Geological Survey (USGS). The U.S. Geological Survey (USGS), in cooperation with the Bureau of Land Management (BLM), Geological Survey of Wyoming, and U.S. Bureau of Mines (USBM), will produce an estimate of the amount of available coal in an area about 55 Ian (35 miles) south of Gillette, Wyo., where the Wyodak coal bed is 8-27 m (25-90 ft) thick. Available coal is coal that actually is accessible for development under current regulatory, land-use, and technologic conditions. Local coal-development considerations include roads, ranches, railroads, pipelines, power lines, wildlife and archaeological sites, alluvial valley floors, cemeteries, and the Hilight oil and gas field and gas plant. Some of these considerations would be mitigated so that surface mining may proceed; others presently preclude mining in their vicinity.

2013 has seen metals, industrial minerals, and coal all reduce in price due to market and geo-political factors. Many companies are taking write-downs to recalibrate their reserves and have enacted focused cost reduction programs. The public domain includes statements where companies have operating cost reduction goals in the $500 million range. Zero-base staffing & budget analysis is a means to achieve optimal employment and cost levels for a given level of production. The method involves measuring the work to be done similar to Lean. Lean is a method to review each step of production and remove anything that doesn?t add value or is necessary to complete finished goods. Zero-base methodology has been applied to mines worldwide producing realistic and sustainable levels of staffing and costs based on the quantity of work. The objective of this paper is to provide the framework of zero-basing with examples of application.

The Mesquite gold deposit is a recent discovery of Gold Fields Mining Corporation lying 65 kilo- meters northeast of El Centro in Imperial County, California (Figure 1). The deposit is located on the southwestern flank of the Chocolate Mountains and is a bulk-minable, low grade "disseminated" orebody. Although the host rocks of the deposit are part of a regional high-grade metamorphic terrane, abundant brittle fractures, brecciation, and open-space vein fillings indicate that Mesquite mineralization is epithermal. Faulting which postdates the hydrothermal activity has complicated the original geometry of the orebody. Alluvium effectively hides most surface expression of the mineralization, but open-pit mining is now revealing the details of Mesquite geology.

The Navajo Mine is exclusively a multiple seam surface coal mine located in the northwest corner of New Mexico, and entirely on the Navajo Indian Reservation (Figure 1). It is owned and operated by the Broken Hill Propriety Co., Ltd. of Melbourne, Australia. The mine began production in January 1963 with a long term fuel supply agreement with the Four Corners Power Plant. The 2175 MW nominal generating capacity of the Four Corners Power Plant consumes 8-8.5 mm tons of coal annually. With estimated reserves totaling 1.1 billion tons of strippable coal, only one third is presently committed to the generating station. As development has continued over the years, mining operations have advanced into more complex geologic areas to satisfy the utilities demand for coal.

A mine fire represents one of the most dangerous and challenging safety issues facing underground mine operators. Given the right circumstances, a mine fire can occur at any location in the active or abandoned mine workings, can quickly grow beyond control, and threaten the welfare and livelihood of the entire underground workforce. The National Institute for Occupational Safety and Health (NIOSH), in partnership with the Mine Safety and Health Administration (MSHA), has been conducting an in-depth program of research addressing mine fire prevention, early and reliable fire detection, and mine fire suppression technologies. One portion of this program is focused on understanding the characteristics of mine fire combustion products and flame spread through large scale deep-seated (firmly established) fire tests and use of computational fluid dynamics (CFD) modeling. In this study, two deep-seated fire tests were conducted; one fire consisted of coal material and the other utilized the two most abundant fuel sources found in a coal mine: coal and wooden cribbing blocks. The fires were burned to completion while the combustion products were collected and analyzed. In addition, an array of thermocouples was placed within the body of the material to measure flame spread rate. The coal fire test information was then used to develop a CFD model of the fire. This paper describes the fire tests, provides insight into characteristics of flame spread, and presents the CFD modeling work results.
