Never known as a conference to shy away from its share of off-color jokes, the Colorado Mineral Processing Division?s Annual Meeting returned to the Broadmoor Hotel in Colorado Springs, CO April 26-28 for its 62nd edition, this one held under the theme ?Does size matter (is bigger always better).? With the predictable jokes sprinkled in here and there, and a few unpredictable ones as well, the three-day conference featured a healthy mix of talks about some of the latest technical developments in the field of mineral processing, as well as insightful looks at some new operations in the western United States. This year, the Colorado MPD also launched the Wagner Equipment Student Scholarship program.

The recycling of metal resources in mining influenced water (MIW) requires a paradigm shift from within the mine water treatment industry. The potential to recover zinc for beneficial use in the micronutrient fertilizer industry was investigated through a survey of zinc micronutrient fertilizer representatives. An application of the findings to a case study of the Argo Tunnel influent MIW was then implemented. It was concluded that the potential to beneficially reuse MIW residuals in fertilizers exists; the current process sequences of treatment will need to be modified if metal recycling is to be prioritized.

Zinc ranks third and lead fourth in world nonferrous metal conumption. In 1972 the free world consumed 3,333,000 mt of refined lead and 4,422,000 mt of refined zinc. The lead tonnage was divided into the following end uses: storage batteries (42%), lead allows (7%), pigments and chemicals (11%), cable sheathing (9%), gasoline additives (13%), pipes and sheets (8%), and miscellaneous uses (10%). The corresponding distribution of zinc uses in 1972 was galvanizing (39%), die casting (26%), brass (15%), rolled zinc (8%), oxide excluding American Process zinc made directly from concentrate (6%), and other uses (6%). The pattern of usage of lead and zinc varies considerably from country to country. During 1972 in the USA 49% of refined lead was consumed in storage batteries, 19% in gasoline additives, and only 3% in cable sheathing, whereas in the United Kingdom 28% of the lead was consumed in batteries, 14% in cable sheathing, and 14% in gasoline additives. For zinc the major US uses were die casting (41%) and galvanizing (37%), with about 3% consumed as rolled zinc; corresponding usages in the same applications in France were 12, 28 and 28% and in Australia 12, 67, and 3%, respectively. Editor’s note: This is the second part of a two-part series on how mine geologists added about 141t (4.53 million oz) at Newmont Mining’s gold operations in Nevada during 2003. Part one (ME, July2004, pp. 19-26) showed how cross-functional teamwork among mine geologists, engineers, metallurgists and operators added $65 million in revenues at Newmont’s Gold Quarry Mine. Part two deals with how this same cross-functional team added about 25.8 t (830,000 oz) of gold reserves and two years of life at the company’s LoneTree Mine. This was done through improved reconciliation methods, pit optimization designs and updated geotechnical parameters. Part two also discusses how Newmont’s Nevada mine personnel added about 62.2 t (2 million oz) of gold reserves at its Twin Creeks Mine, extending the mine’s life by several years. Several final pits in the Seneca No. 1 Surface Coal Mine were abandoned in the 1960's without king reclaimed. In addition, a progressive landslide aggravated by the abandoned mine land conditions was threatening a county mad and private property. An AML-funded project to stabilize the landslide and reclaim the final pits was completed in 1986 for the Colorado Division of Mines and Geology (formerly Colorado Mine Land Reclamation Division). The site was visited after ten growing seasons. The land is stable and the vegetation re-establishment is strong. Volunteer native plant species are now invading the reclaimed sites.

Coal production in the United States reached a record level in 2005, ending the year at 1.03 Gt (1,133.3 million st) according to preliminary data from the U.S. Energy Information Administration (Table 1). Production in 2005 was 19.2 Mt (21.2 million st) higher than the 2004 level of 1 Gt (1,112.1 million st) and surpassed the prior record set in 2001 by 5.1 Mt (5.6 million st). Although total U.S. coal consumption rose in 2005, not all coal-consuming sectors had increased consumption for the year. Coal consumption increased in the electric power sector by 2.2 percent and declined in the other industrial sector, while coking coal consumption decreased slightly.

The raw-coal feeding system and the upward medium current flow in a dense-medium vessel (DMV) are, in addition to the residence time of particles in the separator, important factors for efficient coarse particle separation. The feed material from a raw coal screen and/or pre-wet screen merge with the major volume of circulating medium as push medium, guided by an adjustable submergence baffle plate deep fed into the separator for effective separation. The remaining volume of the circulating medium enters from the purge and drain hoppers at the bottom of the DMV. This generates a gentle upward medium current flow in the separator, which prevents dense medium stratification/settling and merges as part of the push medium. A two-dimensional, two-phase model developed using computational fluid dynamics (CFD) is used to describe the flow pattern and evaluate the function of the dip plate for understanding the mechanisms of particle separation in the separator. The particle movement in the DMV is also tracked to investigate the major operating parameters affecting the separation performance of the DMV. The simulation results of the DMV separation performance are validated by in-plant test data.

The study investigates the influence of water migration on the fluidity of fresh cemented paste backfill (CPB) with and without flocculant under variable shear rates. The research utilizes nuclear magnetic resonance (NMR), rheological tests, and scanning electron microscopy (SEM) to analyze water migration, rheological properties, and microstructure evolution. The findings reveal that water migrates to more stable states as shear rate increases, and the addition of flocculant enhances water migration and increases shear stress and apparent viscosity. The study establishes relationships between water content and rheological parameters, providing insights into the flow characteristics of fresh CPB for pipeline transportation.

One would be hard pressed to find another project as complex as this one given its configuration, the variety of issues to address and the required construction techniques. Contract C710 is currently under construction as part of Sound Transit’s Link Light Rail, connecting downtown Seattle with Sea-Tac Airport. The paper describes the construction-to-date of the deep mined station under Beacon Hill using the Sequential Excavation Method (SEM). This deep “binocular” station is being mined through some of the most challenging soft ground conditions in the USA. The excavated volume of the station is approximately 60,000 cy (46,000 m3) and the station comprises a variety of geometries and cross sections ranging from 235 sf (22 m2) up to 1,670 sf (155 m2). This underground complex includes platform, concourse, cross-passage and emergency ventilation tunnels together with station egress and ventilation shafts. Various excavation sequences are in use for the different tunnels including the twin-sidewall drifts for the impressive45 ft (13.7 m) wide by 42 ft ( 12.8 m) high concourse cross adits. This station has two train platforms approximately 165 feet (50m) below the surface. This station, constructed in highly variable glacial deposits including water bearing sands and silts approximately 50 ft below multiple perched water tables in an urban setting, creates a very unique and challenging situation. An intelligent supervisor using expert system tools and applied to a crushing plant has been developed with a structure based on a model of a human operator. It consists of a knowledge base containing a qualitative model of the process and a rules base with the heuristic logic used by an operator when supervising a plant. The simulation results obtained show the potential of this type of system to supervise the automatic operation of a plant. There has been very significant development in artificial intelligence over the last two decades. Within this development, two approaches can be distinguished, (Winston, 1984). The "model approach," in which the main objective is to understand and model the be¬havior of living systems. The second approach is the "engineering approach." Here, systems capable of performing tasks usually requiring human intelligence are created. As part of this latter approach, knowledge engineering and its main achievement, expert systems, have been developed. Expert systems arose from the need to incorporate the abilities of a human expert in solving realistic problems in which the conventional approach has great difficulties. The first successful applications of expert systems were in medical diagnosis, geophysics, and fault detection. However, since 1971, when Fu (1971; defined intelligent control as the inter action of artificial intelligence and automatic control, some significant developments in the use of artificial intelligence tools for process control have been achieved (Astrom, 1986; Pinto 1988; Fahrenkrog, 1988; and Porter 1987). The modern control theory has made important advances. And, although successful in some applications, it has failed to cope with the practicalities of many industrial processes. As a result, the automatic operation of a plant has been confined to a small region around a normal operating point and to periods without any great disturbance. One of the main reasons for this is the lack of accurate and structured knowledge of the processes involved. Despite this, operators applying their knowledge, experience, and a little intuition, often obtain good results controlling the plant in such situations. Considering the above, the next obvious step is to include similar reasoning capacities in a computational system. Effective gas management in coal mines, as well as proper ventilation design, is very important for maintaining the safety of underground coal miners. Advances in numerical modeling techniques have enabled evaluations of the coal mining environment using advanced grid designs and computed gas distributions through detailed mathematical models. These models help engineers to see the unseen areas of the mine through visualization of the data and ultimately help improve worker safety. This paper summarizes the modeling efforts conducted by NIOSH in the U.S. and CSIRO in Australia to address various gas management issues encountered in longwall mines. The modeling studies involved two of the most widely used grid-based techniques, namely computational fluid dynamics (CFD) and numerical reservoir modeling. This paper discusses the application of these techniques for gob inertization and gas control for spontaneous combustion, pre-mining degasification of coalbeds, gob gas venthole design and performance evaluation in longwalls, and gas management during development mining.

The new 9300 TPD sinter plant being built for China Steel Corporation is incorporating the latest computer technology for plant control systems. The control system will use a central computer and distributed micro-processors to control instrument loops and switching logic in the blending yard and sintering plant. All plant functions, including combustion and fan controls, will be controlled by remote microprocessors located throughout the plant, and connected by a communications link to the centrally located computer and control room. The design, programming, construction and operation of a microprocessor based control system presents new challenges to the control engineer. With microprocessors in the control system, more power exists in the individual control loop and many supervisory functions may be added at the loop level. The specification of the microprocessor system and the resolution of hardware design and control system design can lead to development of powerful systems capable of higher level control and optimization functions

During the past 15 years, roof fall rates have fallen dramatically in US coal mines, particularly in regions where the roof is weakest. The remarkable reduction in the number of roof falls has been accomplished with more effective roof support systems. The purpose of this paper is to present a design methodology that builds on and quantifies the basic roof support concepts that have been successful in the USA. The methodology starts by defining three modes of roof support, based on the roof strength relative to the stress level: (1) suspension, where roof bolts mainly provide skin control for strong roof; (2) beam building, where moderate strength roof can be supported by roof bolts alone; and (3) supplemental support for weak roof. Next, a large database of roof fall histories at a number of mines is used to define the approximate boundaries of these three regimes based on the coal mine roof rating and the depth of cover. Finally, guidelines are presented for site-specific design of support systems within each regime. The new computer package, analysis of mine roof support (AMRS), implements the design methodology.

As the mining industry moves further into developing countries in search of new resources, its role in international development is coming under increasing scrutiny. This is a trend that is likely to accelerate, along with the potential for headaches among managers in the industry. Public interest in development and environmental issues is rising as faith in “big business” falls. This has strengthened nongovernmental organizations (NGOs) campaigning for sustainable development. And it has put more pressure on banks, governments and development agencies to curb corporate misdemeanors. Developing world governments are also becoming emboldened to reject previously agreed terms they do not consider equitable. The mining industry has begun to formulate a response to these pressures but must go much further. Societal and environmental issues must move from public relations to core strategic thinking. Abiding by rules or codes is not a relevant response. Instead, genuine support for sustainable development is required. This will involve delegating the responsibility for engaging with local communities to on-the-ground staff and developing a dialogue with local stakeholders rather than conducting an initial assessment and disengaging.

M.S. Azun I have many objections to the content of the author's paper. Before discussing it, however, I would like to repeat the property of semivariogram function. Second order stationary properties of regionalized variables (ReV's) such as semivariogram function y(h) are perfectly known in geostatistics. Also, the kriging equations in the language of mathematical statistics using second order stationary properties are well understood. However, the way to use the sample (estimated) semivariogram function in any one of the kriging procedures is vague. The sample semivariogram function is given as follows: [ ] where N is the total number of samples, Xi is the sample value at the i - th location, Xi+h is the sample value at the i + h - th location, and h is the distance among the samples. An estimation variance of sample semivariogram function of first lag is smaller than that of higher order lag. The theoretical semivariogram function reaches the variance of samples asymptotically. But this is not easily observable because of the larger variation involved in the estimate of semivariogram function. In general, an estimation procedure is done for h = 0, 1, 2, up to the greatest integer less than N/2, even though sample semivariogram function can be computable through N-1. After estimating semivariogram function, the critical question of how to model sample semivariogram function arises. As seen in the above equation, sample semivariogram function is discrete and can be smoothed by the model being selected. Therefore, modeling of sample semivariogram function is the most important step in geostatistics. It not only smoothes a discrete function but also affects the results of the kriging procedure. When the only aim is to model the semivariogram function, which is the basic point of the author's paper, one can employ any fitting techniques, such as curve fitting, or any arbitrary functions, which are called submodels in the paper. The term "arbitrary function" is used rather than "submodel" because there is no basic understanding of developing them. The author suggests that the sum of those submodels can also be used for the modeling of sample semivariogram function. The combination of any arbitrary functions brings many problems instead of giving an insight of the domain structure considered. The author used two arbitrary functions and the nugget effect in response to sample semivariogram function (Fig. 10). For the same example, he stated that the parameters involved in the mixed arbitrary function model can be accepted when the discrepancy between sample semivariogram function and the model is small visually. For verifying the fitting behavior of any selected model, one should not be contented with the visual satisfactory. Some statistical measure such as goodness of fit has to be used. The author's practice is no more than an exercise in curve fitting without any fundamental understanding or conceptualization of the underlying physical mechanism. Furthermore, the selection of any model is not an easy task if the purpose is the search for the "best" response to the observed second order properties of ReV's. I suggest that the Markovian model (Azun, 1983), on the basis of a theoretical understanding of underlying mechanism, which gives more information about the occurrence of regionalized variables, is used to respond all properties of ReV's. There are a lot of problems for modeling of one-dimensional sample semivariogram function. Thus, it is not appropriate to go to higher order dimensional sample semivariogram function modeling. In the meantime, I would recommend that one can connect the values of standardized sample semivariogram function rather than simple values of semivariogram function in the two-dimensional estimation. The standardized values can be computed in dividing the semivariogram function value by the number of sample pairs involved in each lag regardless of the directions. In conclusion, geostatistics is an interdisciplinary area in mining that uses the principles of mathematical statistics. Thus, it should not violate any probabilistic and statistical rules. When Matheron was developing the theory of geostatistical study in the early years of geostatistics, many mining people had a reservation accepting the geostatistical tools. However, this does not mean that we, the geostatisticians, might try to convince those people using some "strange" tools or rules as some authors implied (Baafi and Kim, 1984). Instead, we have to develop and explain the geostatistical tools staying only in the framework of statistical concepts and properties. Rendu The interactive method proposed by Rendu allows practitioners to develop semivariogram models that take into account not only the numerical information obtained by sampling, but also highly significant additional information that often cannot be quantified. The geology of the deposit - including hypotheses concerning its genesis, sampling methods, assaying methods, and mathematical methods used to calculate the semivariograms - all have an influence on the numerical results obtained and on how these results should be interpreted. If all the information concerning the spatial distribution of values in a mineral deposit was contained in the sample values, it could be argued that statistical techniques alone would produce optimum models. However, this is rarely, if ever, the case. Methods that allow the user to take into account his experience and his geologic understanding of the deposit should not be rejected for the sake of theoretical statistical purity.

Various methods are available to treat industrial effluents containing high levels of metal ions, but when confronted with wastewater that has low metal ion concentration below 500 mg/L, most techniques suffer from low removal or separation efficiency as well as high operating cost. "Mining used to be a business primarily focused on the technical aspects of getting valuable ore out of the ground and extracting the minerals efficiently. Without denying the importance of these skills, a narrow focus on technical issues is no longer enough to guarantee success when it comes to exploiting rare earth element (REE) deposits. Molycorp failed to enter the global REE market in a successful manner, while none of the many REE exploration projects has turned into an active mine so far and none is expected to commence operations in the near future. Accordingly, the world of REE is far more complex compared to other commodities. This paper looks into the REE industry to identify the factors that can connect potential U.S. REE mines to the market. The ability to break free from past thinking and become future-focused is a key driver. Mining of REE is pointless without a corresponding value-adding chain, while developing a value chain without first establishing an uninterruptible source of REE is also senseless. The mining sector must be based on the REE value chain and vice versa, along with the establishment of a market channel for the REE products that come out of the mine. INTRODUCTION It has been seven years since rare earth elements became the subjects of front-page headlines. It was when the controversial Chinese export policy for these critical commodities was epitomised in a maritime border dispute with Japan in September 2010 that resulted in the big REE crisis and price spike of 2011 (Barakos et al, 2016c; Mancheri, 2015). The world was dismayed, especially in REE-importing countries, such as the United States that was and is still totally dependent on Chinese production and exports (Barakos et al, 2016c; Kennedy, 2015). The short-lived alarm initiated a treasure hunt by way of exploration for REE deposits all over the world. The continuously growing demand on the one hand and the Chinese sovereignty of the REE-market on the other, led the rest of the world to explore their own REE resources. In just a few years, more than 400 projects were initiated to explore REE deposits outside of China (ERECON, 2015; Goodenough, 2016). The prices of REE, however, dropped rapidly and at the moment of writing this paper are in 6-year lows, at the level of the price average before the 2011 crisis (Barakos, 2017). The viability of even major established producers is being challenged, not to mention the development prospects of potential REE-market entrants (Barakos et al, 2016b; Rollat et al, 2016). Production cutbacks and industry consolidation in China impel REE market experts to forecast that prices have already reached their lowest point and have nowhere to go but up (Adamas, 2015; Roskill 2015). Yet, expectations for increased REE prices are limited and drastic changes are unlikely to happen in the near future, as there is still excess supply in the overall REE market (Barakos, 2017). Nevertheless, the low prices of rare earths are not the only reason that potential producers are struggling to enter the global REE market. Among other parameters, the separation of the individual elements seems to be the most important factor, as it is technically challenging and expensive to build and to operate."

On Aug. 31, 2006, Tropical Storm Ernesto hit the city of Richmond, VA. The Battery Park area was hit particularly hard, as flooding forced an evacuation of the area. A large sinkhole collapsed a sewer line in the Battery Park area, blocking the pipe and causing more serious flooding. This article describes the fast track design, bidding and construction of an emergency tunnel to bypass the collapsed sewer. Innovative value engineering, tunneling and shaft-sinking methods and final lining design all contributed to the success of this project. The storm inundated Richmond, VA with up to 305 mm (12 in.) of rain that, in some areas, caused widespread flooding and damage. One of the hardest hit areas of Richmond was Battery Park. A major trunk sewer in the Battery Park area collapsed and caused local combined sewer and stormwater flooding. The collapsed sewer was a 2.4-m x 76-mm (8-ft- x 3-in.-) wide by 2.7-m- x 152-mm- (9-ft- x 6 in.-) high arch sewer that was constructed in the 1920s and later filled over with municipal solid waste and a soil fill cap to cur-rent elevations. A sinkhole was created in the area of collapse approximately 18 m (60 ft ) deep and 31 m (100 ft) in diameter. This caused the existing arch sewer to become blocked. As a result of this blockage, contaminated floodwaters reached depths in low-lying areas in excess of 8 m (25 ft).

The Jabali zinc deposit, in Yemen, contains at least 9.4 Mt at a grade of 10.7% zinc, 2.2% lead and 77g/t silver. The zinc occurs as smithsonite with minor hydrozincite. The Jabali ore does not produce a zinc concentrate of sufficient grade to be acceptable to conventional smelter/refineries, and it has been necessary to formulate a less conventional development plan. This involves the construction of a mine and concentrator at Jabali and a metal production facility using a new flowsheet designed specifically for the treatment of oxide material, at Yanbu, in Saudi Arabia. In order to give the facility the necessary economies of scale, the Jabali concentrate will be supplemented by feed from other deposits, this may be either oxide or sulphide material. The paper outlines the geology and proposed mining and treatment operations at Jabali, the flowsheet for Yanbu and presents preliminary costs for both operations
