Six years ago it was my responsibility to give the presidential address, and now that privilege has come my way again. On that occasion we were gathered atWhyalla and I took the opportunity of putting before members some observations on the problems we then faced in Australia, and some gains we had been able to chalk up during those early postwar years. You may recall that we were then just beginning to emerge from the difficulties of postwar reconstructions - of fuel and power shortages, and a grossly inadequate manpower for the tasks facing us. The expansion of manufacturing industry in Australia greatly stimulated by wartime activities, and by the postwar developments of many institutions - ran ahead of the supporting services and of the supply of labour to do thejobs. For many industries this unfortunate state of affairs had meant operating at rates well below their installed capacities and therefore levels of output insufficient for Australia's rapidly growing needs. When I last spoke to you these problems were still with us, though their intensity was beginning to lessen as a result of vigorous efforts by industry and governments to reduce them. But I must confess that my thoughts on that occasion were full of those problems and of the effect they were having on the iron and steel industry of this country-of the coal shortage, the labour shortage, and the many other difficulties we were then faced with - and all at a time when the stepping up of our postwar expansion programme was of vital concern to all of us.What a different picture it is six years later! An average of 13 mine workers are killed each year by being run over or pinned by mobile mining equipment. At surface mines, these accidents commonly involve large dump trucks that drive over a smaller vehicle or a person that is in the dump truck’s blind spot. One method of detecting a person or another vehicle in a blind spot is to use some type of sensor technology such as radar or radio-frequency identification (RFID). Researchers at the Spokane Research Laboratory of the National Institute for Occupational Safety and Health tested a number of commercially available and experimental sensors that monitor obstacles in a vehicle’s blind spots. None of the sensors had been previously applied to the specific problem of rigid-frame surface mining trucks. This report documents the procedures and results of tests conducted after RFID and radar systems were mounted on a 50-ton-capacity dump truck. It was determined that both RFID and radar technology show promise for detecting obstacles in the blind spots of mining equipment; however, more development work is needed to meet the unique requirements of mining equipment and the mine environment.

What is a nugget effect? In the early development of geostatistics, the term ?nugget effect? was coined for the apparent discontinuity at the beginning of many semi-variogram graphs. This name was chosen to reflect the large differences found between neighbouring samples in ?nuggety? mineralizations such as Wits gold reefs. Geostatistical theory assumes that the difference between a sampled value and a potential repeat sample at the same location is actually zero. Included in this ?nugget effect? would be true variation between contiguous samples due to the nature of the mineralization, micro-fracturing, nugget or crystal size and so on. Also included in the nugget effect would be any ?random? sampling variation which might occur due to the method in which the sample was taken, the adequacy of the sample size, the assaying process, etc. Arguments were put forward that ?sampling errors? actually exist at zero distance. Some geostatistical schools actually maintain that ?nugget effect? is all sampling error. This would imply that ?perfect? sampling would eliminate the nugget effect entirely. There is now a dichotomy both in the geostatistical world and in the software packages provided for geostatistical analyses. It may seem academic to argue over whether the semi-variogram model should take a value of zero, a value equal to the nugget effect or a partial value at distance zero. However, the decision can have a profound effect on both the estimated resource and in our confidence on that resource. Whereas most geostatistical texts define the semi-variogram model as taking the value of zero at zero distance, others imply that the full nugget effect should be used at zero distance. For example: ?The nugget effect refers to the nonzero intercept of the variogram and is an overall estimate of error caused by measurement inaccuracy and environmental variability occurring at fine enough scales to be unresolved by the sampling interval3. ?Christensen4 has shown that the ?nugget effect?, or non-zero variance at the origin of the sernivariogram, can be reproduced by a measurement error model. ?The nugget effect is considered random noise and may represent short-scale variability, measurement error, sample rate, etc.5. In many training texts and web courses, the definition of the semi-variogram is ambiguous as the formulae for semi-variogram models is not actually specified at zero distance6,7,8.

Preliminary recommendations for the Upper Northwest Interceptor 1&2 specified installation of reinforced concrete pipe using pipe-jacking methods. However, a larger one-pass tunnel constructed using precast segmental lining would provide additional storage volume. The risk of encountering unexpected conditions or events and the resulting cost impacts could differ significantly for these two options. A probabilistic life-cycle cost analysis of these alternatives was performed. This paper discusses the construction alternatives considered, the risk assessment methodology used to evaluate these alternatives, the input parameters and risk factors used in this analysis, and the recommended project which is currently being constructed.

Environmental considerations in addition to technical, economical and societal benefits are increasingly promoting the substitution of natural fibers for glass fiber in polymer matrix composites. However, natural fibers are heterogeneous in their dimensions, specially the cross section, which plays an important role in their mechanical strength. It has been found that the equivalent diameter of fibers such as sisal, ramie, pineapple and curaua correlates to different levels of tensile resistance. Piassava is a promising stiff natural fiber for composite reinforcement. In this work, a statistical analysis of tensile strength of piassava fibers using the Weibull methodology was performed. An attempt to correlate the fiber strength, obtained in tensile tests, with the diameter, precisely measured by means of a profile projector, was carried out. The results revealed an inverse dependence between the piassava fiber diameter and corresponding tensile strength. Fracture tip observation by SEM suggested a possible mechanism that could justify this inverse correlation.

In Australia and worldwide, open cut mining has become increasingly common over the last few decades through changes in excavation technology and ore economics. However, such operations frequently leave a legacy of open mine pits once mining ceases. Pit lakes will then form in mine pits that extend below the water table when dewatering operations cease. Pit lake waters are typically contaminated with metals, metalloids, saline or acidic/alkaline and rarely approach natural water body chemistry. Physically, pit lakes have unique bathymetries, are often strongly wind sheltered and have very small catchments. Nevertheless, pit lake waters often constitute a vast resource but of limited beneficial use (due to water quality issues); with a potential to contaminate regional surface and ground water resources. Water in pit lakes has the potential to be useful for a range of purposes in the Australian context of characteristic hot, dry climate and relatively few natural water bodies. Consequently, pit lakes can be seen to represent either a significant liability or a water resource to mining companies and regional communities. However, the lack of knowledge on pit lakes continues to hinder their proper management. This paper summarises the limited information currently available on water quality associated with Australian pit lakes. Information on pit lake occurrence, distribution and water quantity and quality is not nationally collated and requires immediate and ongoing attention from both mining companies and regulating authorities. Lack of a readily available database for pit lake occurrence, distribution and water quality fails to realise the potential for these water resources by both mining companies and Australian communities. Lack of access to pit lake quantity and water quality data may also lead to failure to manage this significant source of mining environmental risk.

Grinding of iron ore is an essential step to utilise ore fines for pelletisation needed for DRI units. While preparing iron ore pellets for DRI production, the iron ore needs extensive grinding which is highly energy consuming step causing the process to become non-viable in some cases. In the present paper an attempt has been made to evaluate grinding performance of thermally treated ore compared to normal ore grinding. Such thermal pre-treatment has been found to reduce the energy requirement with lower consumption rate of grinding media. It has been observed that by applying thermal shock the ore is rendered weak with improved grindability. The stresses generated due to thermal treatment may extend existing micro-cracks in the ore and in some cases it may even nucleate fresh cracks. Experimental studies carried out on thermally treated hematitite ore reveals that the heating to 400¦C followed by water quenching can cause a reduction of 45 per cent in grinding energy. The effects of microwave treatment on the floatabilities and magnetic susceptibilities of some sulfide minerals, namely, pyrite, chalcopyrite, galena and sphalerite, were studied. Pure mineral samples were prepared in -425+212-µm, -212+106-µm and -106+38-µm size fractions. Microflotation and magnetic separation tests were carried out on the samples after microwave treatment at 600, 950 and 1,300 Watts for 5, 20, 60, 90, 120 and 240 seconds. The maximum temperature values of the samples were measured during the microwave treatment, and possible altera-tions on the mineral surfaces were determined by X-ray diffraction (XRD) analysis. The effects of microwave treatment are discussed based on the result of microflotation and magnetic separation tests. The results revealed that pyrite, chalcopyrite and galena were heated very quickly and that their surface temperatures reached ~700° to 900°C, while the temperature of sphalerite reached only ~130°C. The floatability of pyrite, chalcopyrite and galena were decreased when microwave energy and the duration of treatment were increased, owing to oxidation of the mineral surfaces caused by relatively high temperature. As expected, there was no change in the floatability of sphalerite. The magnetic properties of pyrite and chalcopyrite were improved by the increase in microwave energy and the duration of treatment to such an extent that 90% of the feed separated as magnetic product. But no change was observed in the magnetic properties of galena and sphalerite.

The objective of the project descibed in this report was to design and field test a model health and safety program at a coal mining company and a gold mining company. The model program was implemented primarily by providing training on loss control, accident investigation, and the operation of mobile equipment; and by providing technical assistance to help solve health and safety problems. Data were obtained from company records on occupational injuries, illnesses, accidents, and "near misses"; and through direct observation of employees performing a large number of randomly selected jobs. At the coal mine, employees were observed five times over a 15-month period. At the gold mine, employees were observed six times over a 16-month period. During the study, the percentage of sampled jobs containing one or more safety deficiencies decreased from 74.3 pct to 36.6 pct at the coal mine and from 86.4 pct to 19.1 pct at the gold mine. Work on this project was performed by Woodward Associates, Inc., under a Bureau of Mines contract.

Introduction The Mine Manager or Superintendent is a man faced with a difficult problem. He must direct the activities of his mine in such a manner that, over a period of time, the greatest possible profit will be realized. In this respect, a mine is no different from any other business organized for profit. What makes the mine manager's task so difficult then? The profit of a mine is determined by -among other things -the grade of ore, the market price of the metal or metals produced, and the cost to operate the mine. The mine manager cannot do much about the first two of these, but he has considerable control over the operating cost. This cost will depend in large measure on the nature of the programme on which he plans to operate his mine. This operating plan may be broad or specific, on a long-range basis or on a month to month basis. The development of the plan, however, is made very difficult by the existence of so many factors which must be considered. These may be (1) factors requiring decisions based on the best judgment and interpretation of engineering and geological information available, or (2) items which must be considered but which are largely non-controllable. To be more specific, examples of such items would be: (1).-(a) The amount and type of development work to be done in relation to amount of ore to be mined. (b) Mining methods to be followed and type of equipment to be used. © Amount of exploration diamond drilling to be done if the orebody is not clearly defined. (2).-(a) Rock type and degree of hardness. (b) Width, depth, and pitch of veins. © Amount of work requiring timbering. (d) Faults encountered. (e) Water and gas conditions met with.

The chief use of scrapers at this mine has been on lead ore of milling grade, clean and dry, in stulled stopes, 50-100 ft. long, 5-12 ft. high, and pitching 20-30°. Scrapers have also been used to fill these stopes with waste. The first scraper used (Fig. 1) is modified from a Cleveland-Cliffs design, being only 30 in. wide. It is light, weighing but 95 lb., handles well, and-digs itself in; but it spills part of its load on a long haul. It could be improved by lengthening the side plates, but because of the double bent angle irons, it is difficult to make at mine shops and has been discarded. Despite the recent pullback in metal and mineral prices, and the associated market adjustments, the mining industry is still facing a serious issue with the declining availability of graduate expertise. This is due to a combination of an aging workforce, retirements and retrenchments, coupled with a lack of suitably qualified graduates entering the workforce. The issue has certainly improved since 2004 when the industry picked up the rates of hiring graduate engineers and mining/mineral school enrollments picked up in response. This hiring effort has helped to cover the ?gap? years from about 1985-2000, when industry demand for graduates was particularly poor. However, the recent market pullback is likely to set back this progress, as recruitment and hiring wavers as a result of cost cutting measures and economic uncertainty. A key issue for the mining industry is how to ensure the survival and growth of relevant ?core? degree programs. Such programs include mining, metallurgical, mineral processing and geological engineering. The mining industry needs a healthy, high-level education program to ensure an adequate supply of appropriately qualified graduates for the mining industry. Two-thirds of the professionals entering the minerals industry who graduated within the past 40 years graduated prior to 1985. Since 1985, we have been living off the legacy of graduation classes from the mid-1970s and early 1980s. It is estimated that we have been producing graduates at approximately 40 to 50 percent of the sustaining rate since about 1985. Further growth in the domestic industry would increase graduate requirements significantly, and the export of U.S.-graduates to other parts of the world (as is currently occurring) also impacts the total graduate requirements.

"These tentative coal mine inspection standards have been prepared as a guide for the Federal inspection of coal mines of the United States. Much time and thought have been spent by various members of the Safety Division in the preparation of thses standards, and it is believed that compliance with them eventually will be possible in most mines. In many instances objections will be raised to them owing to long-established mining customs and practices that are inherently of dubious safety and to a natural inclination to oppose change. In other instances there will be valid objections due to conditions not foreseen at the time these standards were prepared. Or there may be substandard conditions and practices due to original mine layouts that it is not practicable to change during the lifetime of the mine; in such instances it is likely that some effective measures are or can be taken toward lessening hazards.With the rapid change in mining methods some of the standards may become inapplicable and it may be advisable to revise them to meet the new conditions. Therefore, questions regarding these standards and suggestions regarding new standards should be brought to the attention of the supervising engineer of the Coal Mine Inspection Division so that modifications of and additions to these standards may be made from time to time.In many respects these standards exceed the provisions of the various State mining laws, and some may conflict with the laws of some States. In cases of conflict, the intent is not to advocate noncompliance with State laws but to suggest that it may be desirable for the State to reconsider such laws or safety orders.Although an effort has been made to word these standards so that they may be readily understood, nevertheless, a reasonable interpretation should be placed upon them. In fact, in numerous instances the words reasonable"", ""suitable"", and ""properly"" are used in recognition of the fact that reason- and sound judgment enter into the carrying out of the safety endeavor.The policy of the Bureau on some vitally important safety matters in mines is set forth in its published Safety Decisions. These decisions have been consulted and used in the preparation of these standards. These decisions also are now being reexamined by its Mine Safety Board."

The accelerated growth of urbanization processes and current environmental concerns brought to light the existing enormous quantity of construction and demolition waste (C&DW). Considering the frequent lack of adequate landfill areas available for the disposal of these materials, their use in the manufacture of ceramic products has been attracting a growing interest from researchers and is becoming common practice, with the consequent relief in public administration concerns for the C&DW appropriate management. This work describes the study of clay-based products added with C&DW collected directly from the construction industry. Samples containing up to 50 wt.% C&DW were uniaxially pressed and sintered in air in an electric furnace (950-1150 °C, 1 hour). Sintered test pieces were characterized by X-ray diffraction, apparent density, open porosity and flexural strength. The results showed that up to 50 wt.% C&DW can be added to the clay material, with no degradation in the final product properties.

In December 2009, the Italian High Speed Rail Network AV began running over the full 1000 km system length from Turin, at the foothills of the Alps to Salerno, on the seacoast south of the volcano Mt. Vesuvius. It runs through Alpine rivers, highly seismic active zones, mountains, river plains, and through some of the most densely populated areas in Europe as well as some of its most expensive real estate. The Italian High Speed Network?s technical/economic constraints and its regulatory/socio-environmental concerns well may mirror similar obstacles set to confront the nascent California High Speed Rail Program. The two types of constraints must be dealt with together to reach the best construction solution. It is estimated that more than 20% of Italian High Speed Rail Network costs were spent on ground engineering including over 150 km of tunnels, 200 km of viaducts and bridges and 650 km of embankments and trenches. However, it also is estimated that 25% of costs were spent on social and environmental integration of the new rail lines including over 6 square miles of green offsets, 160 km of anti-noise walls, and 300 agreements for socio-environmental work. This paper will look at four examples of innovative ground engineering solutions, each with its own intricate set of constraints: ? The project objective of this contract is to design, develop, and demonstrate a dust collecting system for auger head miners, used in coal seams 40 inches or less in height, which will reduce respirable dust below the limits established by the Federal Coal Mine Health and Safety Act of 1969. This system was to be incorporated into 3 Wilcox Mark 20 continuous miner. In order to accomplish this, the objective was divided in three main areas. First: To develop a dust control system which would remove by isolation, respirable dust from the face area and areas where miners work. Second: To develop a dust scrubbing system to remove and collect float dust before the air reaches the return airway. Third: To reduce the overall noise levels to which the miners are exposed.
