Gasoline has become of such commercial and military importance that it is now practically indispensable. This product is of special interest because, in addition to realizing its value, the Nation is learn- ing that the raw materials from which gasoline is obtained are not unlimited. ACTIVITIES OF THE BUREAU OF MINES IN PROMOTING EFFICIENCY IN THE PRODUCTION AND UTILIZATION OF GASOLINE. The Bureau of Mines has directly and indirectly worked for the conservation and efficient utilization of this important product. Some of the bureau's activities have been along lines widely different from those reported in this bulletin. The work of the bureau toward the increase in efficiency of processes for the production and refining of crude oil is too well known to need mention here. Another line of activity in which the bureau has engaged is the collection and publi- cation of statistics on refinery operations. Finally, as immediate preparation for the present bulletin, two surveys of the gasoline mar- keting situation have been made. The primary object of this bul- letin is to make available to the public information obtained in con- nection with these surveys. PURPOSE OF THE GASOLINE SURVEYS OF 1917 AND 1919. Shortly after the United States declared war on Germany the bureau collected gasoline samples in the retail market throughout various parts of the country. Information regarding the sources of these gasolines and the details of marketing them was obtained, and they were subjected to analytical tests which furnished conclusive informa- tion regarding their properties. The information obtained through this survey proved of inestimable value both to the bureau and the United States Fuel Administration, particularly in drawing up speci- fications and in ascertaining the best means of obtaining supplies of particular types of gasoline that were needed. A similar and more extensive survey was made in the months of April and May, 1919, in order to obtain data needed for the revision of the Federal motor gasoline specification. The specification adopted during the war had been the subject of numerous complaints, and it seemed desirable to determine whether or not these objections were valid before attempting revision.

Arbitration is a legally recognized alternate litigation for the resolution of civil disputes. The parties agree, either before or after a dispute arises, to submit that dispute to an independent third party for resolution. The decision of that third party is binding on the parties. A decision of an arbitral tribunal, typically referred to as an "award," cannot be reviewed by a court except on very limited grounds, such as fraud. See, e.g., Va. Code 8.01-581.010. Indeed, an arbitral award is typically less subject to judicial review than the decision of a trial court, whose decisions are almost always subject to appellate review as a matter of right. Arbitration is typically the result of a contractual agreement between the parties to submit disputes to arbitration. On occasion, arbitration can be required by statute. For example, the California Department of Transportation requires the arbitration of all disputes arising under its contracts. Public Contract Code, Article 7.1 (§§10240-10240.13). There may be a question whether statutorily required arbitration is truly arbitration or an administrative law disputes resolution procedure. The significance of the difference is that the decisions of administrative law bodies are typically reviewable by a court of law as a matter of right while, as set forth above, arbitral awards are almost never reviewable.

The Manhattan section of the New York Water Tunnel No. 3 constructed by the Schiavone/Shea/Frontier-Kemper Joint Venture is a $668 million project. The contract includes a tunnel drive of 8.85 km (29,045 feet), tunnel lining of 14.77 km (48,468 feet)and construction of nine shafts ranging in depth from 143 m (469 feet) to 169 m(555 feet). Construction methods for excavation of the shafts are presented including raise bore, ground freezing, soil excavation, blasting, slashing, muck handling, rock support and shaft final concrete lining.

San Diego’s Stadium Conglomerate consists of poorly cemented cobbles, gravel, sand, silt and clay. Conventional laboratory and in-situ testing is not suitable for characterizing its engineering properties. Although the formation is often considered a “rock” its behavior is more readily modeled using soil mechanics. Static and seismic design of a tunnel for the Mission Valley East light rail extension required that the stress-strain characteristics of the ground be identified over a broad strain range. Geophysical methods and field plate load testing were used to develop a full non-linear stress-strain model of the expected ground behavior. Quantification of the coarse material distribution was also required for selection of tunneling methods and construction considerations.

An important problem in the efficient conduct of industry is that of helping the individual employee to formulate an attitude toward his work which will result in the reduction of accidents and the promotion of safety. Perhaps nowhere is the need greater for this type of Psychological training of carefully selected men than at oil refineries whore both the raw materials and the finished products are highly inflammable and explosive in nature. However, the refinery organization usually is well adapted to educational safety activities - much more so than in the producing, pipe line, and marketing departments where the personnel are more or less scattered; but the same general principles of conduct hold true in any industrial organization. This problem of directing the attention of the employees to their specific tasks or helping them to control and frequently eliminate hazards engendered by adverse mental attitude or emotion is met most satisfactorily by carefully selecting applicants and placing them at jobs for which their ability, best fits them. The subsequent training of these carefully selected employees to assure their most effective work in accident prevention mu be accomplished in a variety of ways, such as by personal supervision and instruction, inspections, drills, and by the studied use of well thought out safety pamphlets and posters. This procedure is simple in outline and not original in scope, yet the importance of selecting and training the personnel has, not been generally accepted by the petroleum industry until recent years. In 1926, the Bureau of Mines, while making a study of accidents in the petroleum industry, found that medical examinations of prospective employees were not receiving unanimous endorsement by all companies, and the point was stressed that the selection and allocation of employees was a problem requiring serious consideration in the petroleum industry.

One phase of the work of the Bureau of Mines in health and safety is promoting the use of safe, satisfactory, and reliable respiratory-protective devices. To insure that such devices will be available, the Bureau has established schedules of minimum-performance requirements for the approval of self-contained breathing apparatus (1),4/ gas masks (2), supplied-air respirators (hose masks, air-line respirators, and abrasive-blasting helmets, hoods, or masks) (3), dispersoid (dust, fume, and mist) respirators (4), and nonemergency gas respirators (chemical-cartridge respirators) (5). Approval tests of self-contained breathing apparatus are conducted by Health and Safety District B; approval tests of other types of respiratory-protective devices are conducted by the Branch of Health Research. Manufacturers of respiratory-protective devices may submit their equipment to the Bureau of Mines for approval under the requirements of these schedules. If the device, when tested by the Bureau, meets the schedule requirements, a certificate of approval will be granted, which not only states that the equipment has passed the schedule requirements but also gives information about the limitations of the device. If it is found at any time that approved devices do not meet the requirements of the pertinent schedule, the Bureau may rescind approval.

CURTAILMENT of the mineral industry as a whole undoubtedly will follow world peace, but the output of certain minerals should pursue a course well above the average on any curve of probable output projected beyond the trends exhibited through 1939. Without speculating on industrial conditions in the pending recomversion period, demand for fluorspar should be greater than before the war because of these factors, introduced by or resulting directly from military necessity: (1) Discovery and development of new deposits. (2) Improved technology in benefication. (3) New and expanded uses for fluorspar and its derivatives. The steel industry has been and continues to be the greatest consumer of fluorspar, and it wag largely to meet the wartime needs for steel that the domestic fluorspar industry has been expanded so greatly. Not only were the search for and development of new deposits of this mineral considered esstinal but the marginal nature of some of the,c- domestic deposits made it necessary to improve mineral dressinc and processing techniques to utilize them

The Thompson Mill has a capacity of 15,000 T ID of ore and produces two grades of nickel concentrate, copper concentrate and occasionally graphite concentrate. Up to July of 1985 we processed two distinct ore types: T-1 ore, averaging 2. 8% Ni and . 2% Cu and Pipe Open Pit ore, averaging . 8% Ni associated with peridotite and serpentine. Presently our ores from T-1 mine and Thompson Open Pit are of the same type and are processed together. (Figure 1)! n October, 1982, we decided to install an Outokumpu Courier 300 on-stream analyser on an initial 6 streams. The equipment was delivered to the mill on May 2, 1983 and the first analyses were generated by June 17th. The calibrations were 35% complete by the mid-July summer shutdown and were completed in the fall. 1. 2 Analyser Slurry Feed System:The key to successful on-stream analysis is delivery of the sample streams to the analyser.Our system uses pressure-thief sampling for collection. (Figure 2) Initially we used thief samplers modelled after the Outokumpu design, with turbulence bars upstream of the collection point. These units have been replaced with simple laterals as they have worn out. Our thief samplers are mounted vertically on pump discharges and we believe sufficient turbulence exists to ensure representative sampling.

Problem: Mining in the United States remains one of the most hazardous industries, despite significant reductions in fatal injury rates over the last century. Coal mine fatality rates, for example, have dropped almost a thousand fold since their peak in 1908. While incidence rates are very important indicators, lost worktime measures offer an alternative metric for evaluating job safety and health performance. The first objective of this study examined the distributions and summary statistics of all injuries reported to the Mine Safety and Health Administration from 1983 through 2004. Over the period studied (1983 2004), there were 31,515,368 lost workdays associated with mining injuries, for an equivalent of 5,700 person years lost annually. The second objective addressed the problem of comparing safety program performance in mines for situations where denominator data were lacking. By examining the consequences of injuries, comparisons can be made between disparate operations without the need for denominators. Total risk in the form of lost workday sums can help to distinguish between lower and higher risk operations or time periods. Method: Our method was to use a beta distribution to model the losses and to compare underground coal mining to underground metal/nonmetal mining from 2000 to 2004. Results: Our results showed the probability of an injury having 10 or more lost workdays was 0.52 for coal mine cases versus 0.35 for metal/nonmetal mine cases. In addition, a comparison of injuries involving continuous mining machines over 2001 2002 versus 2003 2004 showed that the ratio of average losses in the later period to those in the earlier period was approximately 1.08, suggesting increasing risks for such operations. Discussion: This denominator free safety measure will help the mining industry more effectively identify higher risk operations and more realistically evaluate their safety improvement programs. Impact on Industry: Attention to a variety of metrics concerning the performance of a job safety and health program will enhance industry's ability to manage these programs and reduce risk.

The paper is a general review of practice in design of sub-level open stopes in Northern Rhodesian copper mines and gives examples of some interesting developments during the last five or six years. It discusses the effect of hangingwall subsidence and the methods used to combat rock pressure on working areas.INTRODUCTIONAll producing mines on the Northern Rhodesian Copperbelt have large ore reserves and are designed for high rates of production. The three mines (Mufulira, Rhokana Corporation, and Roan Antelope) where sub-level open stoping is used, hoist from 250,000 to over 400,000 short tons of ore a month so that any stoping method used must be adaptable to concentrated' mining. The last 25 years have seen rapid expansion in the use of helical screw pile foundations and tiebacks for new and retrofit construction of buildings and earth retention structures. An estimated $100 million was spent in 2002 on helical foundations and tiebacks in the United States alone. While design information is available in the literature, information regarding quality control, inspection and performance monitoring is lacking. Recognition of at least one manufacturer's helical foundation material by the Uniform Building Code, Standard Building Code, and BOCA (all three codes now combined into the ICC International Building Code) has given added urgency to the dissemination of reliable and practical quality control, inspection and performance monitoring procedures. This paper describes a set of such procedures that have been followed for 17 years by engineers experienced in the industry who have directly installed or been involved in the installation of over 140,000 helical foundations and tiebacks in divers soil conditions for various types of structures, including earth retention structures. Topics covered include design responsibility, building code listings and requirements, manufacturer ISO certification, manufacturing process, material and installation specifications, installation contractor certification, field placement, installation procedures, field inspection, building code inspection and performance monitoring. The paper concludes with a step by step example of practical quality control, inspection and performance monitoring procedures on a typical helical foundation project.

Amsterdam City Council is building a new metro line, the North–South Line. The line passes under Amsterdam Central Station (a listed building) about 18m below street level. The retaining wall that has to be built underneath the existing building is an innovative construction consisting of two rows of steel piles interspersed with a solid mass of overlapping jet grout columns: a composite ‘sandwich’ wall. This paper gives an overview of the approach taken to designing (computational models) and building the retaining wall. Special attention is paid to the observational method used for the construction of the jet grout columns.

"Column flotation has been successfully applied to iron ore concentration since the 1980s with the goal of reducing silica content and allowing for the efficient production of pellet feed. Since then, columns have been widely used in iron ore processing due to: their lower capital and operational costs when compared to conventional cells their ability to generate higher concentrate grades and recoveries.Currently, more than 100 columns have been installed within Brazilian iron ore processing circuits for rougher, cleaner and scavenger duties. Despite it being a well-established approach, several technological advances have improved column design, accessories and performance. Augered, cast-in-place piles (ACIP) have become a very common foundation type in Atlanta and the Southern Piedmont Province as well as much of the United States in the past 20 years. Prior to the introduction of ACIP foundations in Atlanta, the most common deep foundation type was Raymond piles. Raymond piles are basically a driven, thin-walled step-tapered steel pile filled with concrete. Drilled piers were also relatively common and continue to be used, particularly in shallow bedrock or high column load situations. Driven piles, including pipes, H-sections, and timber piles were previously common with working loads typically in the 30 to 50-ton range. Initially, ACIP foundations had similar allowable capacities, however, over time improvements in installation techniques and equipment have resulted in an increase in allowable ACIP capacities. Correspondingly, they have become a more cost-effective and trusted foundation for geotechnical and structural engineers. Over the next several decades many other deep foundation alternatives began to lose popularity. ACIP are one of the predominant deep foundations in Atlanta and the Southern Piedmont today. Although ACIP foundations have widespread popularity in the private sector, they have not been readily accepted currently by government transportation agencies. ACIP may be used by some of the smaller municipalities, but to the author's knowledge, have not been used with regularity by larger, state agencies.

"INTRODUCTION Sponge iron is a product resulting from the reduction of an iron oxide at such a low temperature that fusion does not occur, and the reduced particles retain substantially the same shape as the original ore. The removal of oxygen in the reduction process leaves the metal porous and reactive. Sponge iron may be compared in general to a chemically precipitated substance insofar as reactive properties are concerned. The high specific surface and the orientation of metallic structure are factors which probably contribute to the reactive properties of sponge iron.The term ""gaseous reduction,"" as applied to iron ores, required clarification. Strong evidence exists, for example, that ore is partly reduced to sponge iron by carbon monoxide in the blast furnace at temperatures around 800° C. at a point that may be as high as 30 feet above the tuyores. In 1923 and 1924, Sims and Wood attempted to reduce iron oxide with carbon in an Arsem vacuum furnace at 980° C. These investigators found that only 6 percent of the iron was reduced to metal when the iron oxide-carbon mixture was heated for 1 hour under evacuated conditions, whereas at atmospheric pressure 70 percent of the iron was metallized. Their results indicate that the process of iron-ore reduction at temperatures below the melting point of the ore may proceed largely, if not entirely, by the action of reducing gases even when the reducing agent is solid carbon. Therefore, the term ""gaseous reduction,"" as used heroin, is defined as a process in which iron ore is brought into intimate contact with a reducing gas produced in separate-equipment from the reduction chamber itself.A large amount of pilot-plant development on gaseous reduction of iron ores has been carried out by the Bureau of Mines at the Boulder Experiment Station and had as its objective the reduction of fine iron ore by means of producer gas. The use of use gas was prompted by two considerations: First, the possible utilization of large reserves of Western noncoking bituminous coals and lignites contiguous to iron-ore drewwing; and second, an investigation of the results that might be achieved in the pilot-plant gaseous reduction of fine iron ores by means of a relatively reducing gas. The results obtained, it was felt, would be of considerable value in indicating the direction which gaseous reduction experimentation must take for the development of a commercially practicable and economic process for the production of sponge iron."

Owing to ongoing development of new orebodies and changes to existing mining operations, new ore types with distinct mineralogy, porosity and textures are generated as feed for iron and steelmaking. Moreover, further product differentiation occurs as fine ores are increasingly beneficiated to achieve grade. A study was necessary to characterise a suite of iron ore fines in terms of their propensity for formation of quasi-particles and green bed permeability prior to sintering. In this study, two Marra Mamba bedded iron deposit (BID) samples, one Pisolitic channel iron deposit (CID) samples, two dense hematite samples (coarse and fine grained microplaty hematite), one hematite-goethite BID samples and one hematite-goethite bedded/detrital iron deposit (BID-DID) composite sample were investigated. Both Marra Mamba fines and Pisolitic fines exhibit the highest green bed permeability followed closely by hematite-goethite fines, fine microplaty hematite fines, hematite-goethite BID-DID composite fines and coarse microplaty hematite fines at a moderate sintering bed depth of 500 mm. While porous fines generally form better quasi-particles upon granulation than dense fines, the amount of moisture addition increased due to the moisture saturation of the porous fines. As sinter strands become ever larger and deeper, it was necessary to examine the granulation performance of these ore types at a range of bed depths ranging from 300 to 900 mm. On average, the green bed permeability achieved by different ore types, decreased by approximately 7.5 - 9 Japanese Permeability Unit (JPU) as the bed height was increased from 500 mm to 900 mm. In order mitigate the effect of lower bed permeability of the deeper beds, small additions of hydrated lime were investigated as a binding agent to facilitate the formation of strong micro-pellets. With the addition of three per cent hydrated lime, equivalent to approximately 2.3 per cent burnt lime, the majority of fines achieved adequate permeability for deeper bed sintering, with the exception of coarse microplaty hematite fines. In simulated coastal steelmaking sinter blends, it was found that the overall granulation performance of the blend is contributed to by individual fines constituting the blend. Therefore fines possessing favourable granulating properties impart better granulation to the blend as a whole.CITATION:Ooi, T C and Lu, L, 2013. In recent development of piled raft design, the contribution of both raft and piles to tolerate the loads is taken into account, depending on the stiffness and contributions of involved elements i.e.; piles, raft and surrounding soil. The piles are usually required not to ensure the overall stability of the foundation but to act as settlement reducers. One alternative method of foundation design is therefore to introduce piles purely as a means of improving or enhancing the stiffness of the base soil by structurally disconnecting the piles from the raft. In this paper, two and three dimensional finite element analysis of disconnected pile-raft systems are performed on three case studies including a 12-storey residential building in Iran, a 39-storey twin tower in Indonesia, and the 256m height of Messeturm tower in Frankfurt, Germany. The analysis include different geometrical parameters, e.g., pile spacing and embedment length, arrangement and raft thickness for foundation system to obtain the optimized design functions and to clarify the role of each parameter and method of analysis. The parametric study results and comparison to a few field measurements indicate that by concentrating the piles in the central area of the raft foundation leads to the optimum design with the minimum total length of piles. This achievement can be considered as a criterion for project cost efficiency. On the other hand, disconnected piled-raft systems can significantly reduce the settlements and raft internal bending moments. Finally, the comparison indicates that simple and faster 2D analysis has almost the identical results to 3D analysis which is complicated and time consuming.

Crude titanium metal, produced by the reduction of titanium tetrachloride with magnesium, is contaminated with some excess magnesium end adhering magnesium chloride when it is removed from the reaction pot. The method of vacuum 'purification is described in which the crude mixture is heated in a vacuum at a temperature of about 1,700° F. and the magnesium metal and chloride are volatilized away from the titanium, leaving it practically magnesium-free in a sponge-metal form. The pilot-plant equipment is described in detail, together with the technique of operation and methods of sponge recovery. Operating data is given, which compares ten 24- to 30-hour heats with ton 48-hour heats, and finally, power and labor requirements are discussed. Vacuum purification of raw titanium produced by the Kroll process has boon employed for treating of several tons of raw titanium with results for superior to those achieved by the method of leaching and grinding. The operations described, while on but little more than pilot-plant scale, indicate commercial feasibility of the process, even though it is a batch-typo operation. All equipment is either of standard manufacture or can be readily fabricated from standard materials, and operation of the units can be satisfactorily maintained by semiskilled labor.

The Grey River dredge is the first large scale alluvial operation to be permitted under the Mining Act 1971 and the Water and Soil Conservation Act 1967. The experience of Grey River Gold MiningLimited in pursuing these statutory approvals has identified weaknesses and strengths in the present system and problems which need to be resolved. The Company has learnt lessons, which if heeded, will assist future large scale alluvial mining projects.

As part of the PHX Sky TrainTM project at Phoenix Sky Harbor International Airport in Phoenix, Arizona, the existing traffic lanes at the 44th Street underpass below the Union Pacific Railroad (UPRR) Bridge will be shifted to accommodate the people mover guideway. The proposed reconfiguration and reconstruction of 44th Street required the utilization of micropiles and permeation grouting to resist the lateral forces induced by cutting into the slope below the existing bridge abutment footing. This paper discusses the evaluation of the existing bridge abutment, including analysis of the original foundation system, and design, installation and testing of a new micropile-supported retaining wall to support the cut slope below the existing bridge abutment foundation. A monitoring program was implemented during construction to evaluate the short- and long-term performance of the bridge abutment. Instrumentation included survey monitoring points, inclinometers, tiltmeters and crack gauges. A micropile load testing program was conducted to verify design assumptions concerning micropile axial and lateral loading. Numerical analyses (using PLAXIS software) were performed to predict the short- and long-term behavior of both the abutment wall and the bridge foundations. Movement data collected from the monitoring program indicate that the wall and bridge foundations are performing satisfactorily and within the general bounds of predicted movements. The results from the numerical modeling using PLAXIS software showed that the proposed solution is deemed adequate to provide the needed global stability with an acceptable factor of safety, along with acceptable deformation.
