Throughout portions of four (4) heavily mined Appalachian states subdivided by the Mine Safety and Health Administration (MSHA) as: District 3 -Northern West Virginia and Maryland; District'" -Southern West Virginia; District 5 -Virginia; and District 6 -Eastern Kentucky, active coal mine waste embankments associated with mechanical and/or chemical coal processing facilities of various levels of coal preparation were inventoried. For each site plant specifications, disposal techniques, embankments' characteristics, and coal source data were accumulated. Mapping at 1: 24, 000 and 1: 250,000 scale and Disposal Site Characterization forms were developed to present the findings. Associated abandoned surface and underground openings near each site were also indicated as well as locational data for each site and the areas environmental conditions - temperature, precipitation and vegetation types. A state-of-the-art review of coal preparation, waste disposal, and alternative uses of coal waste is also included.

The purpose of this Bureau of Mines paper is to provide the mineral industry with current information on high-speed data processing and to illustrate how some of these techniques can be applied to the industry. The need for applying these techniques is generally recognized, but not much information is readily available on specific applications. This paper briefly describes high-speed data processing and reduction equipment in an effort to familiarize the reader with the functions of the equipment. A list and explanation of some of the possible applications of high-speed data processing for the mineral industry are included. A few of these applications are illustrated by the use of specific examples of existing computer programs or processing methods, including their calculation times and costs. Some of the programs cited herein were developed by the author at the University of Arizona for a Masters thesis in mining engineering. When a reference is made to a specific computer, the reference is given to make the information that is being presented as factual as possible; most of the manufacturer's equipment that is mentioned in the references was available at the University of Arizona, and no specific endorsement of that manufacturer is intended.

Reflected light microscopy was used to study the mineralogy and textures of experimental reactions of a nickel concentrate with a slag. Such an interaction is an important step in the bath smelting of nickel sulfide concentrate. Concentrate particles in the central portions of the pellets are rounded and develop vermicular SO2 gas porosity. In the outer portions of the pellets, the original minerals of the concentrate, pyrrhotite, pentlandite, pyrite, chalcopyrite, and violarite have agglomerated and reacted to form two intergrown phases: 1) pyrrhotite solid solution (Fe0.75Ni0.18Cu0.01S) and pentlandite solid solution (Fe0.58Ni0.51Cu0.03S). Magnetite formed euhedral crystals, skeletal crystals, and dendrites at the margins of the matte. Prismatic ferrohypersthene and octahedral Mg-Al-Fe spinel crystals and dendrites are present in the glassy slag.

Wastewaters from Mining Projects both gold mining and coal mining generally have minerals in solution or very fine material which does not settle out quickly. These waters in the past have been discharged into the nearest water course and caused extensive pollution.

Crude oils from fields throughout the world are analyzed by the Bureau of Mines to determine the characteristics of the oils and their contribution to the petroleum resources of the world. Analyses are reported for 169 foreign crude oil samples from 122 oilfields in Africa, Asia, Australia, the Caribbean, Europe, North America, and South America. Tables show the geographic and geo- logic origin of the samples, names of companies that supplied the samples, annual production for the fields, general characteristics and analytical and computed data, hydrocarbon-type data, cumulative production of the larger fields, and references to sources of geological and field development information. The analyses were made by the Bureau of Mines routine method and comparisons may be made with more than 8,000 other such analyses.

In North-West Nelson the Riwaka Complex, a linear basic intrusive complex, is exposed for approximately 45 km. Some 500 km south, across the Alpine Fault, a linear zone of similar but less well known basic intrusives that may be correlatives of the Riwaka Complex is exposed discontinuously for about 80 km. The Complex was emplaced at several centres along a major tensional fracture zone that developed in upper Carboniferous to Lower Permian time. This fracture zone probably formed in response to the development of a west dipping subduction zone that gave rise to the Permian volcanic arcs in east Nelson and western Southland. The Riwaka Complex contains three rock suites. The Fractionation Suite, characterized by cyclic mineral layering and small scale cumulus banding is the largest and is divided into the Ultramafic, Hornblende and Plagioclase Series, each of which is subdivided into several units. The Cumulus Gabbros represent a restricted but important suite of unusual composition, while the third suite is the late phase Diorite Suite. Except in the lower units of the Ultramafic Series sulfide mineralisation is widespread. Pyrrhotite is the dominant sulfide with lesser chalcopyrite pentlandite and pyrite. Four significant zones of sulfide accumulation are recognised and discussed in some detail. Evidence suggests that the primary magma from which the Riwaka Complex was derived was sulfur deficient. It is concluded that the sulfur content of the Riwaka Complex was derived from assimilation of sulfur rich wall rocks during intrusive processes.

Falls of ground, such as falls of roof and sidewall collapses, are a major cause of fatalities and injuries in South African collieries. Based on information obtained from the accident reports of the various Chief Inspectors of nines, a statistical analysis was conducted covering the period 1970 to 1988. This study shows that the volume of rock in a fatal fall of ground is often quite small. In intersections, fatal falls are on average larger than in roadways and at the face. It was also found that in 36 % of all fatal falls of ground no temporary or permanent support was installed at the site of the accident.

The Bureau of Mines is responsible for a broad spectrum of programs for meeting the diverse and changing mineral resource needs of the Nation. These programs are managed by the Director and two Deputy Directors, who formulate general policy and program direction from the Washington, D.C., headquarters. A senior advisory staff, consisting of the Chief Staff Officer, Chief Scientist, and Chief Mining Engineer, provides advice and consultation to the Director on a wide range of scientific and technical matters and acts on behalf of the Director to maintain liaisons with other government agencies, mineral industries, and professional societies. Bureau program activities are classified into two major functions: (1) Developing new and improved technology that will make the production and processing of minerals more efficient, safer and more healthful for mineral workers and the public, and more compatible with a quality environment.

Multiple regression analysis was used to predict elemental concentrations of copper and nickel in soils from consideration of the concentration of these elements in vegetation in an ultrabasic complex in New Zealand. Regression equations were computed from sixteen independent variables involving concentrations of ten elements in plant ash, and various physical factors such as slope and altitude of the site, and height of the tree. One elemental and one physical variable were significant for nickel at the 90 per cent level of probability and five elemental and two physical variables were significant for copper at the same level. Use of the regression equations explained 32·5 per cent and 26·5 per cent of the variance in the respective relative accumulations (amount in plant divided by amount in soil) of copper and nickel.Predicted concentrations of copper and nickel in soils agreed more closely with the observed values in the soils than did the levels of these elements in plant ash.Although the results may specifically apply only to the test area, the principles should have universal application.

DURING the roasting of zinc sulfide concentrates and by-product recovery from flue dusts, the zinc sul-fate phase may occur in various stages of the processes. In addition to zinc sulfide, other sulfide phases are usually present such as CdS, PbS, CuzS, and FeS. Consequently, the effect of these sulfides on the thermal decomposition of ZnS04 was investigated. Merck high-purity, anhydrous zinc sulfate was used as the starting material. The sulfate was heated under an argon atmosphere, at a rate of 10°C per min. With the first slight indication of decomposition as determined by gas analysis, the sample was removed from the furnace and allowed to cool. X-ray patterns showed no other phase present. It is estimated that less than 0.05 pct of the ZnS04 decomposed. The metal sulfides were also heated under an argon atmosphere to drive off any adsorbed water. The materials were then sized (-200 to +270 mesh), mixed in predetermined mole ratios, and pressed into pellets. The experimental measurement of the reaction rate consisted of purifying the argon carrier gas, continuous flushing of the heated reacting mixture with argon, and collection and analysis of the SOn product gas. Several factors contributing to the loss of fibre during treatment are a function of the paragenesis of the veins. The occurrence, of magnetite from the cap rock within the veins prevents complete fiberization. There is a marked similarity between these veins and those in the Koegas-Westerberg area of South Africa.INTRODUCTIONAn investigation of the mineralogy of the Wittenoom Gorge crocidolite veins was undertaken in the latter part of 1962 at the request of the Colonial Sugar Refining Co. Ltd. It was anticipated that such a study might reveal the cause or causes of the lack of recovery of some asbestos during beneficiation. Some interesting features of the mineralogy and paragenesis of the crocidolite veins become apparent, but it is emphasized that the investigation is far from complete, as the study did not extend to the field occurrence.The samples examined were selected from the mill and from the untreated ore.GEOLOGICAL SETTINGWittenoom Gorge is situated on the Fortescue River in the Hammersley Ranges of Western Australia and is one of several gorges in these ranges, on the sides of which 'crocidoIite asbestos is known to occur. The Hammersley, Ranges consist essentially of a series of quartzites, shales, ferruginous quartzites and dolomites. These' rocks are part of the Nullagine Formation (Proterozoic) and are usually either horizontal or gently folded. In some 'areas small beds of riebeckite as well as crocidolite are known to occur interbedded in the sequence.Riebeckite is a monoclinic amphibole, the formula of which may be stated as Na2Fe2"Fe2" (OH) 2Si8O22, and crocidolite is a fibrous variety of this mineral. Communities are the foundation upon which the whole structure of society rests and upon which the nation builds its hope for the future. They are not established to serve any one particular generation, nor any one element or group, but should be erected to render a lasting service to all who are to follow. They play a very vital and important role in the lives and welfare of the people, in their industrial, business, and social relations, and in the economy of the nation, of which they are the fundamental assets. Communities and civic governments are destined to be vital factors in the national welfare in the days that are to come. Any improvement in national or world conditions must have its origin within the communities. Any attempt at solution of the community problem must give some consideration to the fundamental elements which exist in every community, and to the underlying principles, and ways of life and thought, upon which community life is based. The community is, in its essence, a number of people living and working more or less closely together, sharing common rights, privileges, conveniences, and comforts, which would be impossible for the individual to obtain for himself by his own efforts alone, or in any other way than by the mutual exchange of persona! services and resources. In this way, men have increased the returns from their labour and commerce, have raised the standard of their living, with better social, educational, and recreational facilities, and enjoy a greater personal security.

This paper discusses the author?s work identifying international law norms of consultation with indigenous communities and poses a potentially counterintuitive argument that corporate stakeholders? interactions with indigenous communities may have effects on the content of those norms. The claim is counterintuitive because the international law of pertinence is customary international law, which arises from consistent state practice and opinio juris (a belief by states that they are acting in a way they are legally bound to do so). Customary international law traditionally has no reference to corporate conduct per se. The paper first surveys several sources on developing international law on consultation obligations. Then it references the impact these norms can have on corporate stakeholders in industries like mining. Then, it poses an argument as to an economic ratcheting effect that can occur through various agreements between corporate stakeholders and indigenous communities that then feeds through into international law via several mechanisms. The consequences for mining companies are diverse and include the possibility that conduct by one company can have longer-term implications for the obligations of other companies and, indeed, of states. The effects will differ in the context of different competitive environments and may actually have effects on the economics of different competitive models.

Three types of X-ray analytical instrumentation were compared for applications in the secondary brass and bronze industry. The instruments were a conventional X-ray spectrograph, a portable X-ray spectrograph, and a radioiso-topic X-ray analyzer using balanced filters. The following two general applications were considered: Rapid identification for sorting scrap metals and quantitative analyses to provide guidance in the melting and casting of alloys. Twenty-three analyzed copper-base alloys were used as standards. Although the alloys varied widely in composition, matrix correction procedures were not necessary except for copper. The conventional X-ray spectrograph provides positive identification of the alloys and quantitative values for the six elements investigated--aluminum, copper, iron, lead, tin, and zinc. Equivalent results were obtained with the portable X-ray spectrograph for those elements whose characteristic X-rays are in the wavelength range of the instrument. The radioisotopic X-ray analyzer distinguishes certain groups of alloys and provides quantitative determinations for copper, lead, tin, and zinc. The sensitivity of the analyzer was marginal for the determination of small concentrations of elements of atomic number 26 or lower.

When Bridger Coal Company transformed their operations from surface mining to an underground longwall operation their plans included not only the addition of new mining equipment but also surface fans for a blowing (supply) air ventilation system. The original system concept included a propane gas fired air heater to preheat the intake air during cold weather and a dual parallel fan and duct system. One fan operated to ventilate the mine while the other fan was for stand-by emergency operation. Equipment proposals were submitted in March, 2005 based on the dual parallel fan system. Discussions conducted during the equipment selection process revealed that several alternative system design concepts were available. The alternative concepts included innovation features that not only saved space and cost but also reduced operating expense as well. Many of the features were incorporated into the final design of the system. A comparison of the original system concept and final installation design are presented in the paper in addition to details of the features and the derived benefits.

Slope stability at the proposed mine in Rajasthan was analysed in two dimensions using a finite difference code. The properties of the rock material were determined in the laboratory and subsequently modified to approximate those of the in situ rock mass. Geotechnical mapping was undertaken to determine the critical orientation of structural discontinuities. The results of the work indicated that an open pit 148 m in depth would be stable with overall slope angles of 60 degrees

The hydrodynamic characteristics of a mechanical flotation cell’s transportation zone have significant impact on its metallurgical performance, especially on coarse particles recovery efficiency. However, how to define and adjust the transportation zone was seldom investigated by researchers. In this paper a method will be introduced to define the boundary of the transportation zone by PIV measurement. It is found that the transportation zone can be extended upwards by enlarging the entire rotor-stator assembly from the bottom of tank and increasing the jet angle of the impeller. Two control methods have been validated in industry tests on KYF-160m3 and KYF-320m3 air-forced mechanical flotation cells. The result shows coarse particles recovery are both improved distinctly. It is suggested that enlarging the top transport boundary is able to helpful to reduce the floating distance of bubbleparticle aggregates, which contribute to improve coarse particle recovery in large flotation cells. "To reach the Hemlo Gold Inc. objective of becoming the lowest cost, safest Canadian gold producer while causing no environmental damage, management embarked from its inception on a strategy to build an organization which would foster employee involvement wherever possible. This paper describes the organizational structure and how various innovative concepts have been implemented.BACKGROUNDThe Golden Giant Mine in the Hemlo area of North Western Ontario is owned by Hemlo Gold Mines Inc. 50.1% is controlled by Noranda. The mine commenced operations in March 1985 at a modest production rate. After it reaches full production by the end of 1988, with completion of underground development work, the mine is expected to operate at 3000 t/d and produce in excess of 300,000 ounces of gold per annum. This makes it one of the three largest producing gold mines in North America.Two other companies, Lac Minerals and Teck-Corona, operate mines on either side of the Golden Giant Mine. Noranda Geco Division is located 55 kilometers to the north at Manitouwadge. The majority of Hemlo Gold's 270 employees live in Manitouwadge where a mix of accommodation was constructed and made available for purchase by employees. Bus transportation is provided to and from the workplace with modern coaches. The housing and transportation policies were implemented prior to start-up and designed to help attract and maintain good employees.As shown in Figure 1, the operation is divided into five operating and support departments with each reflecting a high degree of departmental control and responsibility. For example, the mill department is responsible for all aspects directly relating to the milling complex including safety, operation, mechanical maintenance, assaying, instrumentation, and environmental control. Similarly, the mine department is responsible for all phases of operation, mine engineering, geology, and maintenance of underground mobile equipment. The plant department is responsible for maintenance of hoisting plants and conveyances, underground stationary equipment, all site electrical services, surface buildings, housing and yard maintenance. Efforts are made at every level of the organization, from departmental organization to individual job assignments, to ensure responsibilities are clear and that they encompass complete functions."

Seam correlation in the central Rapahoe Sector (Greymouth Coalfield) can be enhanced by detailed lithostratigraphy and chronostratigraphy. Rewanui Coal Measures are overlain comformably by lacustrine, deltaic and fluvial strata, and this upper contact can be located using lithological and geophysical log character. The Cretaceous-Tertiary Boundary (KTB) occurs near the top of Rewanui Coal Measures and has been identified palynologically in 16 drillholes. The Rapahoe Sector can be subdivided into two palynostratigraphic domains which adjoin along a basement normal fault which was downthrown to the north during coal measure deposition. The KTB provides an isochronous surface which is independent of the lithostratigraphic datum. Using the KTB as a datum, the æUpperÆ, æMainÆ and æSubmainÆ seams can be reliably correlated throughout the southern and central Rapahoe Sector. Similarly, the æSubmainÆ seam can be correlated with æcÆ seam of the Strongman Mine area, though other Strongman seams are absent from the central and southern Rapahoe Sector.
