THERE have been two important accomplishments of the Truman administration; the Hoover Commission report on inefficiency and waste in government and the report of the Paley Commission on the natural resources of the United States. Both reports are in the interest of the American people and should transcend the boundaries of political parties. Both reports are starting points for the formulation of policies which must be continuously revised to meet changing conditions. Regardless of the outcome of the election the principles embodied in these two great documents must be kept alive. The Paley report is right in our own bailiwick of mineral raw materials and it behooves us to study it carefully as our responsibility to posterity. To those in the mining industry who have limited their field of observation to moving rock or to metal prices it may come as a surprise that our production of such staples as copper, lead, and zinc has fallen behind increased requirements to the point that substantial tonnages must be imported. Iron ore is next on the list and everybody knows that such metals as tin, tungsten, chromium, manganese, nickel, and cobalt are imported almost exclusively. The crisis in raw materials pointed up by the Paley report has been reported annually by Elmer Pehrson and others to small gatherings at the Mineral Economics Division sessions at the Annual Meeting for as long as we can remember. In September 1949, the United Nations Economic and Social Council held an international resource conference at Lake Success which disclosed these same grave conclusions: - Consumption of raw materials is multiplying at an alarming rate, faster than discoveries or replacements are being made. - Production has been wasteful and utilization lavishly beyond enginee¬ing and practical requirements. - Industrialized nations are depleted and many raw materials consumed by industry are not found in the industrialized countries. - Nations formerly exporters of raw materials are increasingly building their own consuming industries. - Political forces in the world are limiting access to raw materials. The Paley Commission selecting the quarter century, 1950 to 1975, to project raw material requirements for the United States, pointed out obstacles to meeting these requirements, and made recommendations for procurement. It is not important that we disagree that cobalt consumption will reach 344 pct of present, or fluorspar 187 pct when iron and ferroalloys are only expected to increase 75 pct. What is important it that the fabulous appetite of the United States for mineral raw materials has consumed more since World War I than was consumed by the entire world in all recorded history prior to 1914. And, unless the people of the United States are satisfied to remain at their present standard of living (which is unthinkable) this consumption is correctly plotted by the Paley Commission as continuing to expand. If the U. S. is to continue on a course of progress, it must procure raw materials wherever it can at the lowest possible cost. Natural resources are clearly an area in which the broadest cooperation between industry and government must exist to achieve efficient exploitation, economic consumption, and expansion of sources of supply. The message of the Paley report requires action comparable to that of the North Atlantic Pact. Its implication is as significant as military preparedness. It is a world problem. It is a mining engineering problem. Don't let it die!

Manganese imparts numerous beneficial mechanical properties. Hence it finds extensive application in iron, steel and non-ferrous sector. Prevalently, it is incorporated in the form of master alloys i.e. 'ferromanganese'. In India, ferromanganese is mainly the inexpensive and paramount source of availability of manganese. Various conventional and non-conventional techniques of ferromanganese production have been adopted in past and present. However, these techniques have demerits viz. high refractory, energy consumption, losses of valuables in slag and fumes. Also geographical co-ordinates of the plant restricted the manufacturer to prefer an appropriate process. Accordingly, the industrially implemented methods had reliance on availability of infrastructure, energy, mineral resources, grade of raw material, outlay of labor, environmental compatibility of technique etc. In view of the liberalized economy and the gap scenario in the supply and demand of ferromanganese, the authors felt it indispensable to explicitly bridge up this vacuum by initially designing a simple energy conserving, eco-friendly, low capital investment technique for decarburization of ferromanganese. Measurement of the data involved studying the impact of rate governing parameters on the process kinetics. Research personnel from the Bureau of Mines, representatives of the Mining Enforcement and Safety Administration (MESA), and members of the mining industry met with other Government and Industry representatives at three seminars held in Pittsburgh, Pa., November 4, 1975; St. Louis, Mo., November 6, 1975; and Denver, Colo., November L1, 1975, to discuss the results of Bureau-sponsored research on coal mine illumination. The program, aimed at developing suitable illumination systems fur the working; places of underground coal mines, covered hardware development and field evaluation and the status of proposed MESA standards and proposed MESA enforcement procedures. These proceedings contain the opening remarks to the seminars and eight technical presentations an various aspects of coal mine illumination.

Novel dewatering aids were tested on various coal samples from the U.S. and Canada in laboratory and pilot-scale filtration experiments. The reagents substantially improved the dewatering kinetics and reduced the cake moistures. The cake moistures were typically reduced from 20-30% by weight to 8-14% range in vacuum filtration. When the reagents were used in conjunction with a pressure filter, higher degrees of moisture reductions were achieved. In the present work, the novel dewatering aids were tested using different types of pilot-scale vacuum filters. The results were consistent with those obtained in laboratory experiments.

Since Reserve Mining Co. began commercial operations at Silver Bay, MN, some 25 years ago, major improvements in taconite processing technology have become available. In addition, significant new government standards have been imposed on industrial operations. By implementing a $370-million modernization program, Reserve was able to accomplish two major company objectives: the quality of concentrates produced from the Peter Mitchell mine has improved, and the operation meets both present and foreseeable environmental standards. Process modifications at Reserve were designed to: •Reduce the pellet silica content from 9% to 5%; •Increase the pellet iron content from 62.5% to 65.8%; •Implement a tailings disposal system utilizing "best available technology" water quality controls; and •Reduce air emissions by installing "best available technology" air emission controls. By adding dry cobbing, fine screening, and flotation to the concentrating process, pellet silica content has been reduced; the process reclaims and reuses all process waters; all tailings are stored in a zero discharge tailings basin; and all air emission standards are being met. Initial Beneficiation at Silver Bay Reserve's Peter Mitchell mine at Babbitt, MN, is on the eastern end of the Biwabik iron formation. The open-pit mine is approximately 16 km long, 0.8 km wide, and presently has a maximum depth of about 50 m. Principal constituents of the ore body are magnetite, quartz, and iron-magnesium silicates. The company's large commercial plant began operating at Silver Bay, 75 rail km from the mine, in 1955. Facilities have historically had the capacity to process 31.5 Mt/a of taconite, containing an average 24% magnetic iron, into 11 Mt/a of iron ore pellets. Reserve's initial beneficiation process-which existed up to early 1979-consisted of two crushing stages at the Babbitt mine site, two additional crushing and screening stages at Silver Bay, grinding in a conventional rod-ball¬regrind mill circuit, size classification with cyclones, and concentration with magnetic and hydraulic separators. Concentrate produced by that circuit assayed 65% iron and 8.5% silica, with a screen analysis of 94% -44 µm, and a surface area of 9300 cm2/cm3. Pellets produced from this concentrate assayed 62.5% iron and 9% silica (dry basis). Construction began in 1977 to modify Reserve's operation. Process modifications were designed from pilot scale operations that had been operated and researched by Reserve for more than 10 years. There were two design restraints imposed on the process: economic constraints that Reserve continue to use much of the existing processes and structures in the new operation; and a substantial number of government-imposed permit constraints. In effect, the tailings process was designed first and then a concentrating process was developed that would "fit" the tailings disposal system. Operation of the modified process began in June 1980. Crushing Remains Unchanged No changes in process flow were made at either the Babbitt mine and crushing plant or at the Silver Bay fine crusher. Gyratory crushers reduce run-of-mine taconite to -90 mm-diam at the mine. Taconite is then transported to Silver Bay by intra-plant railroad. There are 10 fine crushing lines. Each consists of a double deck screen, followed by a heavy duty short head crusher, a second double deck screen, and second short head crusher. All screen undersize material bypasses the crushing lines, resulting in an open circuit crushing process. Fine crusher product is approximately 98% - 20 mm, 80% -12 mm, and 50% -10 mm in diameter. Each fine crusher line processes about 400 t/h of crude taconite. Cobbing Provides Aggregate for Tailings Dams The first major process change was the addition of dry cobbing, a dry magnetic separation step between the fine crusher and concentrator. Dry cobbing serves two major purposes in the new process. Its principal function is to provide large volumes of dry coarse aggregate for use in construction of tailings dams. This process rejects about 20% of the fine crusher product as tailings with a size analysis of 98% -20 mm and 50% - 10 mm. These tailings are free draining and have high frictional shear strengths-two key requirements for dam building aggregates. Fine crusher product is conveyed to a new dry cobbing building. Here crushed ore is discharged into one of two 30-minute capacity surge bins. Biodiversity offsets are conservation actions intended to compensate for the residual, unavoidable harm to biodiversity caused by development projects. The use of biodiversity offsets in the context of mining has significant potential for enabling mining to take place in areas with biodiversity values, where it would not otherwise be possible to meet the relevant legal tests under the Resource Management Act 1991, and potentially the Conservation Act 1987. This paper looks at the concept of biodiversity offsets (and environmental compensation generally) both in New Zealand and internationally, and considers how lessons learned overseas may be adapted for this country. In New Zealand the practice of biodiversity offsets and environmental compensation is ad hoc and variable. The challenge with biodiversity offsets is to establish a transparent and coherent means of identifying the overall priorities and objectives of adopting such an approach, as well as how the relevant values are measured and protected. Establishing a methodology for quantifying biodiversity value, and the need for clear policy guidelines on biodiversity offsets are identified as key areas in need of wider discussion.

THE Canadian Malartic mine is in Western Quebec, about fifty miles east of Noranda and forty miles south of Amos on the Canadian National railway. The recently constructed branch of the railway from Rouyn to Senneterre passes half a mile north of the mine. HISTORY he property was discovered in 1923 'by St. Barbe Sladen, H. S. Kennedy, and J. C. Carroll, who were prospecting for an Ottawa syndicate and found gold in a small quartz vein near the present workings. Five claims were staked and were optioned to an exploration company, who allowed the option to lapse after surface sampling and diamond drilling eighteen holes. Some months later, the property was sold to Malartic Gold Mines, Limited, who carried on development until 1929. A vertical shaft was sunk and exploration work done on three levels, supplemented by diamond drilling 16 surface holes and 62 underground holes. The work indicated that the important ore occurred in two silicified.zones in schisted greywacke which intersected west of the shaft and were believed to be controlled by a drag-fold. The ore grade was not considered sufficiently favourable to war-rant an operation, and work was terminated. With the advance in the price of gold to $35 per ounce, interest was revived and a new Company, Canadian Malartic Gold Mines, Limited, was incorporated for further development. The shareholders of the old Company accepted a new position under which their interests were protected, and sufficient treasury shares were optioned to Ventures, Limited, and Sudbury Basin Mines, Limited, to provide funds for further exploration of the prop-erty to determine whether, under the new economic conditions, profitable operation would be possible, and, if advisable, to provide the equipment for production. Additional claims were acquired, bringing the total area up to 1,029 acres.

The application of magnesium as an absorbable biomaterial demanded the consideration of the alloy composition, the mechanical properties and the corrosion a special adapted material development in terms of the human biological system. Magnesium for technical applications mostly comprised alloying elements up to 10 wt%. Thereby often metals (e.g. rare earth and aluminum) with high toxic potentials are used to optimize the mechanical properties. To minimize toxic reactions during the degradation of a absorbable magnesium alloy, the Mg-Ca system is being selected and investigated because both elements belong to the mineral nutrients. Rods and small tubes are produced by extrusion of gravity die casting billets (Ca-content 0.4 to 4.0wt%). The positive grain fining influence of calcium and its improvement of the corrosion behavior are additional advantages. The microstructure, the mechanical properties and the corrosion attitude are investigated. The results show that an optimal composition of micro alloyed Mg-Ca and ideally processing parameters lead to 16% strain and a tensile strength up to 185MPa. Electrochemical investigations and measurements of the hydrogen production demonstrate the influence of the Ca-content to the corrosion behavior of the investigated alloys.

"El presente estudio describe el proceso de combate contra incendios efectuado por la mina de Cerro de Pasco. Dicho procedimiento incluye una revisión anterior al año 1936 en dos etapas, las técnicas actuales y los planes futuros preventivos sobre incendios. Anteriormente al año 1936, los siniestros ocurrían en los tajos del último tipo y la forma de contrarrestarlos era a través de tapones, aislando la zona de incendio y creando un enfriamiento por medio de chimeneas de ventilación. Sin embargo, esta forma de combate contra los incendios no resultó efectiva, dado que no evitaba completamente el ingreso del aire por medio de los tapones y a su vez, la proliferación de minerales con el tiempo volvía inaccesible la zona. Por tal motivo, la minera solicitó los servicios de un consultor, quien propuso tres sistemas: inundación de la zona del incendio, sofocación del incendiopor medio de anhdriddo carbónico y el sistema Plenum. De los tres sistemas, se consideró a este último pues mantenía la zona de incendio bajo presión de aire y no alteraba el resto de la zona de trabajo. Posteriormente se sugirió el uso del sistema ""Slimming"" o relleno de lodos, los cuales cubrían hidraúlicamente los espacios vacíos alrededor del incendio con un material inerte, adquierendo la forma de un fluído. La efectividad del método era suficiente que fue adoptada a partir de 1938 hasta el presente. Entre los procedimientos actuales se propuso el reemplazo del pino de oregón por la madera de eucalipto por su costo y composición menos inflamable. Asimismo el entablado del piso se sustituyó por una capa de concreto de tres pulgadas de espesor, limpieza del tajeo y equipamiento adecuado de las chimeneas, la ventilación adecuada, el entrenamiento permanente de las seis cuadrillas de combate, construcción de galerías y cruceros auxiliares de transporte, el relleno por lodo y el uso del sistema de alarma denominado ""Stench Mercaptan"", que se inyecta en las tuberías de aire comprimido y sistema telefónico. M.S. Azun I do not at all agree with the basic points of the author's conclusion. The use of lognormal or normal model to respond to the attribute distribution function should be carefully questioned. If fitting a distribution function of regionalized variables is the main purpose, one may employ one of certain well-known families of distributions, such as Tukey's lambda functions. For instance, the distribution function of gold assay values studied by Krige (Krige, 1978) may fit the lognormal model well, but one should not exclude that the basic idea of using the distribution function of observed data is to have insight of the physical mechanism that gives rise to the regionalized variables. In Applied Geostatistics, there are many examples considering only lognormal or normal model for the distribution function of geostatistical data even if the observed distribution function has more than one mode. Of course, using lognormal or normal model always brings easy computation for the statistical properties of attribute under investigation. Still, I object to adopting any of those models without having any "statistical inference." As seen from the author's paper, lognormal and normal model produce the same average grade (0.746% copper) and almost the same sample variance. Therefore, which model explains the probabilistic behavior of ore deposit is always an important question that should be replied by the geostatistician using not the common sense but the statistical and probabilistic methods. For kriging procedures, such as linear kriging, one should describe either second order stationary properties or bivariate properties of regionalized variables. Second order properties, such as correlogram function or semivariogram function, are the inputs of the so-called kriging equations. Selecting one of any useable models for the observed second order properties, such as spherical model, is not easy since the models are not based on the correlations structure of the regionalized variables. How those models being used in Applied Geostatistics can be distinguished is another important problem. One may develop many fitting models to respond to the observed second order properties of regionalized variables. However, I suggest that the model should be based on the probabilistic behavior of geologic process. The author used spherical model for copper, wolfram, and silver grades from isotropic sector (Fig. 2, 4, 3b) and exponential model for silver grades obtained along raises in isotropic sector (Fig. 3a). It seems that those semivariograms given in Fig. 3b for isotropic sector and Fig. 4 may be described by the random model implying that regionalized variables do belong to renewal process (Azun, 1983). If I knew the total number of data points used in estimation, I may prove that my conclusion is correct. Recalling the test for the first order sample correlogram value, the test procedure is introduced such that the independence is rejected if [ ] where Za/2 is the a/2 percentile of standard normal random variable and N is the total number of samples used in estimation (Azun, 1983). For the other observed semivariogram functions I suggest the author might try to use the so-called "Markovian model" describing not only the correlation structure of regionalized variables, but also the physical mechanism that produces the regionalized variables. The Markovian model for correlogram function is, [ ] The Markovian model for the other second order properties of ReV are also derived. T ve B, in the above equation, show, for example, structural change and mineralizational variation in a considered deposit, respectively (Azun, 1983). In selecting any model, it is not easy to search for the "best" response to the observed second order properties of ReV's. The Markovian model, based on a theoretical understanding of underlying mechanism, gives more information about the occurrence of regionalized variables and respond to all properties. Random model and the so-called hole effect structure can be easily defined as a special form of the Markovian model (Azun, 1983). An estimation of any second order properties of regionalized variables may be computed through (N-1) lag. However, the dependency between the regionalized variables may be deemed to have "died out" after the so-called stationarity width (range). In practice, the estimation is carried out through 25% of the total number samples available. Therefore, the large fluctuations around the zero level and variance for correlogram or covariogram function and semi-variogram function, respectively, cannot be observed. Since the number of pairs involved in the estimation of higher second order properties is small, the estimation variance at those lags is large. There is no need to show higher order estimated second order properties. The U.S. Bureau of Mines has developed a novel Double Membrane Electrolytic Cell (DMEC) that exhibits unique features for recycling contaminated metals and metal alloys. The DMEC incorporates two anionic ion exchange membranes, separating anodic and cathodic regions of the cell. The ion exchange membranes prevent significant transport of unwanted cationic impurities to the catholyte from the impure anolyte while the anion/cation balance in cell compartments is maintained through the free movement of anions between compartments. The membrane barrier makes it possible to electro refine highly contaminated materials or to electrowin from solution while utilizing alternate anode reactions. Sinceanolyte and catholyte cross contamination has been eliminated, premium cathode products are produced. The DMEC has been tested at bench, pilot, and commercial scales. Configuration of the DMEC, cell operation, scale, up efforts, and significant design factors are discussed. Two separate recycling investigations utilizing DMEC technology are presented. The first investigation examines recovery of high purity cobalt and nickel from severely contaminated super aIloy scrap. The second involves? upgrading contaminated cobalt in the U.S. Government's National Defense Stockpile. Capital and operating costs for both potential applications are presented.

During the phosphating of car bodies containing aluminium, the employed phosphating chemicals zinc, manganese and nickel are, for thermodynamic reasons, only used to a limited extent for the desired surface coating. The major proportion of these metals is discharged together with the incidental cryolite-containing phosphating sludges and the rinse water. Commissioned by the German Federal Ministry of Education and Research (BMBF), the Institute of Mineral and Waste Processing, Waste Disposal and Geomechanics at the Clausthal University of Technology has developed a two-stage process for the production-integrated recovery of the dragged out chemicals and for closing the rinse water cycle for Audi AG. During the first stage, the phosphating chemicals are recovered by means of leaching. In the second stage, the rinse water is treated by means of electroflotation followed by an ion exchanger.

High-energy consumption in primary aluminum production (from bauxite ores) makes secondary aluminum production (from metallic raw materials such as scrap and dross) very critical. Aluminum dross, as a waste, arises in pyrometallurgical processes, and it is the mixture of metallic Al, Al2O3, other metal oxides, metal halides, and some other compounds like AlN. Aluminum dross has two subgroups (white and black) with respect to its metallic aluminum content. White dross is a secondary aluminum resource because of its high metallic aluminum content, whereas black dross, having low metallic aluminum content, is generally disposed in dumping areas. In the present study, it was aimed to develop a simple technique to valorize aluminum black dross in the form of alumina-based ceramic materials through pyrometallurgical (calcination) and hydrometallurgical (leaching) operations. Moreover, thermochemical simulations were conducted by using HSC Chemistry 6.12 software to simulate calcination conditions. After leaching experiments, an alumina-based ceramic containing approximately 36.8% Al2O3, 61.4% MgAl2O4 with 1.8% Na2FeO4, which might be available to use as a spinel refractory in steel smelting furnaces, was obtained in the experiment carried out in a solution containing 10 mLH2SO4 and 40 mL distilled water (3.5 M). Moreover, the sinterability of the alumina-based ceramic was investigated at the temperatures from 1350 to 1550 °C. In the sample which was sintered at 1550 °C, a density value of 3.15 g cm−3 and a hardness value of 69.58 HV were measured.

Coal seams form over millions of years by the biochemical decay and metamorphic transformation of plant materials. This coalification process produces large quantities of byproduct gases, such as methane and carbon dioxide. The amount of these byproducts increases with the rank of coal. It is the highest for anthracite, where for every ton of coal nearly 1,900 lb of water, 2,420 lb (20,000 ft3) of carbon dioxide, and 1,186 lb (27,000 ft3) of methane are produced [Hargraves 1973]. Most of these gases escape to the atmosphere during the coalification process, but a small fraction is retained in the coal. The amount of gas retained in the coal depends on a number of factors, such as the rank of coal, the depth of burial, the type of rock in the immediate roof and floor, local geologic anomalies, and the tectonic pressures and temperatures prevalent at that time. The gases are contained under pressure and mainly adsorbed on the surface of the coal matrix, but a small fraction of gases is also present in the fracture net-work of the coal. Methane is the major component of gases in coal, comprising 80%–90% or more of the total gas volume. The balance is made up of ethane, propane, butane, carbon dioxide, hydrogen, oxygen, and argon.

Industrial process water for the Commodore Coal Mine and the adjoining Millmerran Power Station is provided by pumping secondary treated sewage effluent 100 km from the Wetalla Sewage Treatment Plant near Toowoomba. (A separate source is used for potable water.) The effluent is not of sufficient quality for discharge to a watercourse, but it is suitable, with further treatment, for the mine and power station. In designing and constructing the pipeline, special emphasis was placed on preventing accidental spills or planned releases to the environment. The pipeline and associated works can transfer 1000 ML/annum for reuse in the coal mine and power station.

The research reported here concerns a four year study of the rock mechanics aspects of two underground hardrock mine study stopes. The first study was conducted at Anaconda Minerals Company's Carr Fork Mine near Tooele, Utah. The second study was conducted at the Homestake Mining Company's Homestake Mine In Lead, South Dakota. Both case studies were cooperative efforts of mining company personnel, the Spokane Research Center of the Bureau of Mines and the Department of Mining Engineering, University of Utah. Large diameter (6 1/2 In.) blastholes were an integral part of the stoplng method at each mine. A true vertical crater retreat (VCR) method was used at the Homestake Mine, while a vertical bench mining method (VBM) was used at the Carr Fork Mine. VCR and VBM methods were developed In the 1970's; they offer significant productivity gain and are now used throughout the world. The new technology, however, brings with It a requirement for more sophisticated engineering design and control. Since there are no personnel in a VCR or VBM stope, all ground control Including dimensioning of stopes and pillars and the layout of cable bolt assays or other artificial support must be done in advance of production blasting. Accordingly, the objective of the research study was the establishment of a procedure for optimizing stops and pillar sizes. The approach taken was In each case a combination of mine measurements of the study stope response to mining, laboratory testing for rock properties and In situ stress measurements of the premining stress field, and theoretical calculations of the study stope response to mining. All calculations were done with the UTAH-II finite element computer program. Simulation of the blasting sequence gave a correlation of 0.88 between measured and calculated extensometer readings (Incremental relative displacements) at the Carr Fork Mine where other 30 Instrumentation boreholes were used to monitor the test stope response. A correlation of 0.84 was obtained at the Homestake Mine where 19 instrumented boreholes were used for monitoring purposes. These high correlations validated the computer mode and calibrated It for rock mass properties. The calibrated model was then used In parametric studies of alternative design layouts.

A low noise blast hole drilling system was developed to limit the risk of noise-induced hearing impairment in mining operations. Noise- induced hearing loss has been identified as a major occupational health risk in SA mines. The noise generated by pneumatic percussion drills is a major contributor to such noise-induced hearing loss. This motivated the South African Safety in Mines Research Advisory Committee (SIMRAC) to commission the development of a low noise rock drill system. The system had to be designed, manufactured, tested and demonstrated in a simulated underground mining environment. The specification required noise levels below 90 dBA. Other important design considerations were ease of manual transport, setting up and operation. The primary design concept was to encapsulate a standard SecoS215 pneumatic rock drill in a composite material tube. The tube is pushed onto the rock face by a pneumatic cylinder and is sealed at the rock face by an elastic seal. The drill is pulled towards the rock face by a rope and pulley mechanism fitted inside the tube. This mechanism is powered by a second pneumatic cylinder. The actions of moving and setting the drill require two persons. However, the team can carry out the drilling function itself on several drills simultaneously because of the self-thrusting design. The drill is supported by two camlocks. The exhaust (air containing dust, water, rock debris, oil and grease) is removed from the encapsulating tubes via an exhaust tube to the end of the stope. In this way exhaust noise and air pollutants are disposed of away from personnel. Tests were conducted in a test stope. Noise levels of under 90 dBA were achieved, thereby attaining the primary design specification. This was achieved without materially compromising ease of handling. Penetration rate was somewhat improved compared to that of the standard drill, so that productivity could be maintained. Keywords: Drill, rock drill, quiet, noise, mine, underground.

Analyses of statistical data indicate that haulage accidents are one of the largest sources of injuries and fatalities in underground coal mines, and that the rate of accidents in transportation has been increasing during the past few years. These previous analyses were performed by correlating accident or fatality data at a rather high level of miner activity. In this present investigation, underground surveys were made by observing conditions and activities in some detail at a rather low level of activity in an attempt to understand factors contributing to hazards in the specific situations observed. The aim of the current study was to derive preventive measures that might obviate the hazardous conditions and unsafe acts observed; and, following this, to provide recommendations for additional research and development to reduce accident potential in underground transportation. The major project tasks are diagrammed together with the task outputs in figure 1-1. Initially, a preliminary study of ell underground haulage operations was performed in order to establish the kinds of data needed and to provide the rationale leading to the data requirement. At the same time, the various types of haulage equipment used for each operation were defined. A preliminary analysis of each type of haulage operation was performed in order to establish the sequence of tasks required to operate haulage equipment. These tasks were transferred directly onto observation forms, and were used in developing interview forms. In parallel with the task analysis, a review was made of accidents and hazards that might occur during each type of operation.
