CONSIDERABLE deep hole prospect drilling has been done in the last few years in the Globe-Miami mining district about 70 miles east of Phoenix, Arizona, and in the San Manuel-Tiger area about 50 miles south of the Globe-Miami region. More than 205,000 ft of churn drilling have been completed by the San Manuel Copper Corp. at their property in the Old Hat Mining District in southern Pinal County. The deepest hole on this property is 2850 ft; there are 49 holes deeper than 2000 ft. At the adjoining Houghton property of the Anaconda Copper Mining Co., where only one hole reached 2000-ft depth, there were 27,472 ft of churn drilling and 3436 ft of diamond drilling. Three churn drill holes were deepened by diamond drilling methods. Near Miami in the Globe-Miami district the Amico Mining Corp. drilled four holes by combined churn and rotary drilling methods, the total amounting to 13,879 ft, of which 2256 ft were drilled with a portable rotary rig. In the same district, besides doing a large amount of shallow prospect drilling, the Miami Copper Co. drilled two holes of 2560 and 3787 ft, respectively, which were completed by churn drilling methods. The rocks encountered in drilling at San Manuel and Tiger are described by Steele and Rubly in their paper on the San Manuel Prospect' and by Chapman in a report on the San Manuel Copper Deposit.' The rocks are well-consolidated Gila conglomerate, quartz monzonite, and monzonite porphyry. In some places these formations stand very well while being drilled, and three holes were drilled without casing, the deepest of which was 2200 ft. In other holes faulted and fractured ground made drilling difficult. In the Globe-Miami district the deep drilling was done in the down-faulted block of Gila conglomerate east of the Miami fault and in the underlying Pinal schist. The geology of this area is described by Rannome. In the Amico holes the conglomerate varied from material consisting entirely of granite boulders and fragments to a rock made up of schist fragments in a sandy matrix; in the Miami Copper Co. holes there were more granite boulders and the material was poorly consolidated. Drilling was much more difficult and expensive in the Miami area than in the San Manuel district, mainly because of the depth of the holes and the formations drilled. All the deep hole prospecting described in this paper was done with portable rigs. The churn drill rigs were of several types, of which the Bucyrus-Erie were the most popular. Bucyrus-Erie 28L, 29W, and 36L rigs were used on some of the deeper holes on the San Manuel property. A few Fort Worth spudder types were tried, and the deepest hole at San Manuel was drilled with a Fort Worth Jumbo H. The spudder type is considerably larger than most other rigs used on this work and required a larger location site. The spudders were belt-driven machines with separate power units, and time required for setting up and moving was much longer than with the more portable drills. All the churn drilling was done by contractors or with machinery leased from them. A few of the contractors had complete equipment, including most of the necessary fishing tools. Unusual and special fishing tools were obtainable from the supply companies in the oil fields of New Mexico or in the Los Angeles area. Most of the contractors used equipment with standard API tool joints, so that much of it was interchangeable. Failure of tool joints is one of the principal causes of fishing jobs. It can be minimized if the joints are kept to the API specifications and the proper sized joints are used in the various holes. The minimum sizes that should be used with various bits are as follows: 12-in. and larger bits, 4x5-in. tool joints; 10-in. bits, 31/4x41/4-in. tool joints; 8-in. bits, 23/4x 33/4-in. tool joints; 6-in. bits, 2Y4x3Y4-in. tool joints; 4-in. bits, 15/ix25/8-in. tool joints. Two rotary drill rigs were tried at San Manuel on the same hole, and a portable rotary drill rig was used on the Amico drilling for test coring the formation and for drilling in holes 3 and 4. Rotary drilling differs from churn drilling or cable tool drilling in that the bit is revolved by a string of drill pipe and the cuttings are removed from the hole by a thin solution of mud pumped through the drill pipe. The principal parts of a rotary rig are the power unit, a rotating table to revolve the drill pipe, hoists to raise and lower the pipe and to handle casing, and a pumping system to circulate the drilling liquid. The rig used on the Amico property at Miami was mounted on a truck. The larger rig used on the San Manuel property was hauled by several trucks and had separate turntable and pumping units. Diamond drill coring equipment was used successfully with the rotary rig in the holes on the Amico property. To allow for 23/8-in. drill pipe with tool joints, 31h-in. core barrels and bits were used. With the standard 31h-in. core barrel there was considerable difficulty in maintaining circulation with mud, so a barrel was designed with a smaller inner tube and a broad-faced bit. This allowed coarser material to circulate between the barrels. Rock bits of 55/8 to 3 in. were used with the rotary rig for drilling between core runs. Diamond drill equipment is much lighter than churn drill tools, so that fishing tools can usually be obtained from supply houses by air express when needed. Three churn drill holes on the Houghton property at Tiger were deepened by diamond drilling with Longyear UG Straitline gasoline-driven machines. The open churn drill hole was cased with 21h-in. black pipe. Viewed from the standpoint of an economist, the task which faces the petroleum producing industry is one of intelligent adjustment so that technology can perform the job of efficient exploitation, while at the same time the interests of producers and consumers remain adequately protected. The crux in the task of making this adjustment lies in the difficulty of arranging the instrumentalities of production to accord with the physical characteristics of oil. For example, oil is exploited under a competitive economic system based on private ownership and contract, with the hope that profits will attract capital and enterprise, and with competition supposedly acting as the regulative factor. Whether such a scheme of industrial organization works is partially dependent upon the ability of the producer to withold or produce his commodity as he sees fit, in accordance with market demand. But in the oil industry, the enterpriser does not have complete control over the expansion and contraction of production, for, because of the decisions of the courts that ownership in oil depends upon its possession, desire for immediate output becomes the controlling force in production. Consequently, the theoretical commands and restraints of free enterprise are not operative because there is no security of property, and the result is loss due to the following economic maladjustments: (1) Production not completely responsive to price control. (2) Production at excessive cost. (3) Loss of oil, a highly exhaustible natural resource. If economic maladjustments are to be eliminated, there should be a change in the organization of production so as to provide efficient exploitation of the oil and at the same time to insure individual property interests. The latter is necessary if economic considerations are to become primary factors in regulating production. To attain these ends, the entire pool should be developed as one big engineering project and some scheme

IN a previous article preliminary experiments were described, indicating the possibilities of a quantitative spectroscopic method for the determination of small amounts of lead in copper, which would be accurate and rapid, and could be carried out in the refining plant by one not skilled in chemical analysis. The present paper deals with the development of the method in the factory, giving the details of apparatus and its standardization, and presenting a comparison of the accuracy of the method with that of the standard electrolytic determination. Different parts of the world in which mineral separation by flotation is practiced experience vastly different natural temperatures, and in some districts there is a big difference between summer and winter temperatures. It will be shown in this paper that the temperature is of considerable importance where it is desired to separate pyrite or arsenopyrite from other minerals. It is probable that some of the differences obtained in the flotation of these minerals at plants working under otherwise similar conditions are due to temperature variations. The influence of temperature on the flotation of galena, chalcopyrite and sphalerite by xanthates is less marked than its influence on pyrite flotation. Experimental Method The methods used have been described previously.l-4 In each test the clean mineral specimen was immersed in a solution prepared by adding the reagents in the following order: (1) sodium carbonate and hydrochloric acid as necessary to buffer the solution and to give approximately the pH value desired, (2) sodium cyanide, (3) copper sulphate, (4) ethyl xanthate, followed by (5) a final adjustment of pH value. After ½ hr. the mineral was tested for a xanthate film by bringing a bubble of air into apparent contact with the submerged polished surface. If true contact (spreading) was not obtained within ½ min. and after cleaning the surface by wiping with a small linen pad, it was concluded that the adsorption of a xanthate film had been prevented. Following the method already described (ref. 2), curves have been constructed such that for a solution composition corresponding to any point below the curve, contact between mineral and air is possible, whereas for a solution composition corresponding to any point above the curve, contact is impossible.

The Gaudin-Meloy1 size distribution equation requires the evaluation of two constants, xo and r. The common log-log representation of a screen analysis as cumulative weight percentage passing versus size, readily yields the required constants as illustrated for curves A and B in Fig. 1. The 100% passing (y = 1.0) size is simply x,. If the straight portion of the curve be extrapolated to the 100% passing (y=1.0) abscissa, the intercept is the Schuhmann size modulus, k. The ratio of xo to the size modulus, k, is r as shown: The Gaudin-Meloy equation requires that the slope, a, of the size distribution approach unity in the finer sizes, as is the case for curves A and B. Often distributions are better characterized by slopes other than unity. The schuhmann2 equation is able to represent these distributions if the upper portions of the curves are ignored. Empirically, the Gaudin-Meloy equation can be modified to yield slopes other than unity by writing it as Here, a is the familiar Schuhmann slope, and xo is the 100% passing size. The value of r is still given by Eq. 2. Eq. 4 with its easily determined constants is more versatile than either the Schuhmann or the Gaudin-Meloy equations, since a wide variety of size distributions can be closely described. MANY processes for cleaning coal that are in use depend primarily on physical properties of coal and refuse other than specific gravity and surface conditions relating to froth flotation. These properties are shape, coefficient of sliding friction, resilience, friability, magnetic susceptibility, and electrical conductivity. In many of these processes specific gravity does have some effect and many separators are designed to utilize more than one of the physical properties cited. Although the processes described herein do not have a widespread application, yet for specific coals and specific conditions, they are economically important. A problem confronting many coal-mining districts is the marketing of the slacks or screenings and dust passing the final sizing screens. Processes in commercial use installed primarily to increase the form value, and hence the market value, of these slacks and dusts include briquetting, packaging, and low-temperature carborization. MECHANICAL PICKERS Machines utilizing shape, fictional resistance, and differences in resilience of coal and impurities are usually called mechanical pickers. They require a closely sized feed, therefore their use is confined to the pea, nut, and egg sizes. Various types of these devices are described by Berrisford, 1, 2 Taggart, 3 and Peele. 4 Shape In general, coal differs in shape from its accompanying dirt throughout the range of commercial sizes. Coal, breaking into roughly, cubical particles, contains a greater number of axes that are approximately the same length than does the dirt. The latter, consisting of pieces of slate and shale and lenses of pyrite, is flatter in nature. Further, flat coal often has a dirty, slaty appearance, even though of high quality. Mechanical pickers known as flat pickers, or "flatters," are widely used in the Pennsylvania anthracite region to remove flat coal from the final clean coal. This practice greatly improves the appearance of the final market product.

12.3-1. Reporting. NEED. It seems almost unnecessary to comment on the need for reporting research and development results and activities, and yet much of the difficulty and misunderstanding surrounding a Research and Development (R&D) group results from poor or nonexistent reporting. Certainly no evaluation can be made without reports of results or plans. It is as important to report accurately and fully for the department's own use as it is for external use. Research unreported might as well be considered research undone. This section will discuss, in part, the need for reporting, the general types of reports which may be generated to satisfy the need, and finally, the evaluation of a project as judged by various commonly used standards. PURPOSE. Some specific observations might be appropriate concerning the reporting of R&D results. The requirements and background of the group receiving the report must be considered. A particular report is usually directed towards the background of a particular group, such as ((technical," "operational," "financial," or "marketing." It is essential that the emphasis and coverage be geared to the training of people receiving the report. It should be obvious that the financial department will be less interested in the technical details of the process and more interested in the capital funds and tax implications involved in the project. Operating personnel will be greatly interested in the effects of a new method on mining plans, and so on. This does not mean that the reporting in any way should slight pertinent details, nor should a patronizing attitude be assumed by the writer. However, it is essential that the needs of the reader be recognized. For reports that might have large and varied distribution, it is often feasible to group, either as sections or appendixes, the special details and information of interest only to certain functions within the organization. CUBA fancies herself the "pearl of the Antilles" and, by many, Jamaica is called "blessed." But far to the southward lies what is seemingly the Caribbean's most glittering jewel, the sparsely-settled, Spanish-speaking United States of Venezuela, indeed blessed by nature to a lavish degree. Not a large country, Venezuela is leaping from the donkey to the airplane under the impact of its natural wonders. Angel Falls, dwarfing Niagara and seldom seen by man, is hidden in the cold, primitive and unexplored Guiana highlands along the southeast border. A few hundred miles northwest are the low and torrid coastal plains from which gush unlimited black-gold streams of oil. About midway are the Llanos-low-lying, savanna-type grasslands, beneath which large deposits of bauxite are as yet barely touched by the explorer's diamond drill. And jutting starkly upward 2000 ft from a surrounding expanse of savanna is a small mountain (see front cover), 11 miles long and 1 mile wide. It is, or was, La Parida.

Despite recent economic problems, the future of the Florida phosphate industry appears optimistic. Florida has enormous reserves and will continue to produce a third of the world's phosphate supply simply by making changes in the present system of mining, beneficiation, waste disposal, and land reclamation. The geology and mineralogy of future deposits are discussed with reference to specific deposits. Lower ore grades, increasing power costs, and environmental regulations are necessitating development of new concepts of mining and matrix transportation. Because one of the ores to be mined in the future contains appreciable amounts of dolomite, research and development efforts are being concentrated on new techniques in beneficiation. Changes are being made in plant design to meet environmental and regulation standards. However, the expected new technology outlined for the industry depends on the geology and mineralogy of future reserves.

The early history of the mining and metallurgical industries of Pennsylvania is so intimately associated with the section of the State in which we meet, that a brief resume of a few of the important historical facts, and a reference to some of the more modern enterprises, in which members of the Institute have been largely concerned, seem appropriate to this occasion. It is just two hundred years since the publication of the earliest mention of the manufacture of iron in Pennsylvania. What kind of iron this was, or where or by whom it was produced, is uncertain. The only record of it is the following verse, quoted in the admirable work of Mr. James M. Swank,* from a poem published in 1692: " A certain place here is, where some begun To try some Mettle, and have made it run, Wherein was Iron absolutely found, At once was known about some Forty Pound." One who stood one hundred and seventy years ago on the summit of this Neversink Mountain † (had the atmospheric conditions been favorable, and the timber somewhat removed) might have noticed in the daytime the smoke, or at night the reflection, from the fires of the first successful Pennsylvania iron enterprises, scarcely 15 miles to the south, viz.: Rutter's bloomary forge, built in 1716, and the Colebrookdale blast-furnace erected in 1720, respectively 3 and 8 miles distant from Pottstown. Here the pioneers of iron production in the State which has so long led, and still leads all others in this manufacture, had their trials and successes ; and it may be a satisfaction to some who bewail a present depression in trade, and the low prices now ruling, to recall the fact that in 1731 pig-iron is reported to have been sold ''in large quantities" at the Colebrook-

In a paper1 presented before this Institute in 1926,I briefly discussed the evaluation of coking coals by means of ultimate analysis. The paper contained several graphic studies in which coal analyses calculated free of moisture, ash, sulfur and nitrogen were plotted on triaxial diagrams in which carbon + hydrogen + oxygen = 100 per cent. From a study of such data for 600 coking coals of the United States, and 150 coking coals of Wales, France and Germany, it was concluded that it was usually possible to predict coking properties and by-product yields with fair success from ultimate analysis. The coals which have proved exceptions to the general rules were found to have physical peculiarities. Run-of-mine Coal It must not be forgotten that run-of-mine coal is a composite material consisting of many constituents differing in physical properties and chemical analysis. A coal sample usually contains: 1. Glossy black coal known as anthraxylon or vitrain. This constituent usually has the strongest coking properties, and the lowest ash content. 2. Dull black coal consisting of attritus containing thin layers of anthraxylon. It is also known as clarain. This constituent, in a coking coal, usually has good to excellent coking properties. 3. Mineral charcoal or fusain. This is a porous black material which is soft and crumbly (unless impregnated with mineral matter) and which has absolutely no coking properties. It is different in every respect from the other constituents in coal. The volatile matter content of mineral charcoal is less than 20 per cent. even when it is associated with high-volatile coals. As would be expected the hydrogen content is low, and the carbon content is high. 4. A coal sample may contain tough gray canneloid material which has a high-volatile matter and a high hydrogen content, but is poor in coking qualities.

Some of the limiting factors relative to explosive crushing of rock and ways to overcome a few of these problems are presented. Relationships between borehole diameters, bench heights, and spacings, along with a review of the influence geometry has on energy as these are changed, are discussed. Efficiency in use of explosives and the decay of energy as it moves through rock and is absorbed and dissipated, is described, along with fragmentation as a function of spacings and energy zoning, etc. Communications are one of the major problems encountered. In an effort to provide a better understanding of the use of explosives, it is necessary to take a little different view of what explosives are, how to look at them as tools to fragment rock, and some of the problems encountered in doing so. First, take the explosive: although there are many factors involved, consider these as being reduced to only two — shock-strain imparted to the rock by the high early development of energy, and the gas effect which is a combination of heat, moles of gas formed, rate of formation of these gases which develop pressures, etc. First, consider shock energy by itself and assume there is no gas effect in the reaction. Fig. 1 illustrates a block or cube of rock, in the center of which is detonated an explosive charge which is 100% shock energy. Tensile slabbing would be seen on the surface and probably the cube of rock would generally hang together even though microcracks were formed. If the situation is reversed and an explosive whch has no shock energy and only gas effect (Fig. 2) is considered, the cube of rock would act as a pressure vessel and contain the pressure from the gas effect until it exceeded the rock-vessel strength; then the rock would break in a few large pieces. If these two kinds of energy are put together and the area of shock-strain around the explosive (Fig. 3) is considered, the two energies will be seen working together to furnish broken rock. The gas effect applies pressure to the microcracks formed from the shock energy to weaken the rock-pressure vessel and propagate these cracks to break the rock apart. It not only will be broken more finely, but will break apart at a lower pressure than the gaseffect case, since the shock energy has first weakened the rock vessel. Although tensile spalling from the shock-strain imparts momentum to the rock, the main source of displacement comes from the gas effect. The term "rock" is being used to mean any material to be blasted. These energies are absorbed by the rock in different ways. First, classify rock into two main categories: "elastic" and "plastic-acting." Elastic rock should be thought of as rock which can transmit a shock wave and is high in compressive strength, such as granite or quartzite. Since this elastic rock transmits a shock wave well, it makes good use of the shock energy from the explosive-forming cracks, etc., for the gas effect to work on. Plastic-acting rocks are rock masses which are relatively low in compressive strength and absorb shock energy at a much faster rate, thereby making poor use of the shock energy by not developing as extensive a cracked zone for the gas effect to work on. Rocks of this type are generally softer materials such as some limestones, sandstones, and porphyries. For the most part, the shockenergy part of the explosive reaction is wasted in plastic-acting rock, leaving most of the work to the gas effect. Since the ratio of gas effect to shock energy is different in different explosives, it is easy to understand why some explosives perform well in elastic rock and poorly in plastic-acting rock, and vice versa. Some of the most difficult blasting situations arise when mixtures of plastic-acting and elastic rock are encountered (Fig. 4). Fig. 4 shows an example of granite boulders cemented together with something like a decomposed quartz monzonite which is plastic-acting. The elastic granite boulders will transmit the shock-strain within itself, but when this shock tries to move through the monzonite to the next boulder, its intensity is absorbed by the monzonite and little shock-strain is placed on the adjoining boulder. In addition to this loss by absorbtion, shock reflection at the surface of the boulder will effect tensile spalling. The net effect is poor breakage of the boulders which do not have drillholes in them as they simply will be popped out with the muck. The same is true (Fig. 5) when layers and joints make

Cobriza can only be described as the Machu Picchu of the mining business. This relatively new mine of the Cerro de Pasco Corp. in Peru, subsidiary of The Cerro Corp., was put on stream in December 1967. The best way to get there is to go in the company's HelioCourier with pilot Paco Perez. The plane is mostly engine and the pilot is without nerves. The trip starts at an elevation of 12,000 ft at La Oroya and ends at the Cobriza air strip near the top of the Continental Divide at 14,200 ft. Perez says this is the highest air strip in the world. The flight is made at an altibude below many of the peaks and it is easy to pick out the Inca Trail which follows the ridge line of the top of the Andes. Inca ruins are also visible from the aircraft. The drainage pattern, with a surprising number of lakes and rivers, can be seen and so, too, can a great deal of structural geology and numerous agricultural settlements dotting the altiplano. Cobriza is in the monta[n]a on the east side of the Andes, which is characterized by tropical climate and vegetation, an abrupt change from the frosty mountain atmosphere. The mountainsides are precipitous and the bottoms of the steep valleys are channels for roaring rivers. Such is the setting of Cobriza, above the swift cataracts of the Mantaro, benched out precariously at about 8700 ft elevation. The mountains rise in majestic splendor and the sun comes up late and sets at 3: 30 on winter afternoons. One of the lowest of the Cerro de Pasco camps, it is the most remote.

The separation of synthetic mixtures of heavy minerals by hindered settling classification and jigging was comparatively tested in water and five organic heavy liquids, of various specific gravities and viscosities. It was found that in the hindered settling classification process the separation efficiency was directly proportional to the concentration criterion, the liquid viscosity being a minor factor. There is therefore a decisive advantage in using heavy liquids as classification medium. In the jigging process the advantage of using a heavy liquid is masked by the detrimental effect of a higher liquid viscosity, which, in this case constitutes an important factor. Considerable interest has been aroused lately by the development of mineral beneficiation techniques 1,2 using TBE (tetrabromoethane), a heavy liquid of specific gravity of 2.96, which has been made available for industrial use by a new process3 producing TBE directly from the Dead Sea brines at a reasonable price. Most of the applications investigated until now were based on the sink-float separation of minerals in a heavy liquid of intermediate specific gravity. The TBE can be conveniently diluted with many organic solvents, and thus sharp separations are possible in a wide range of specific gravities up to 2.96. Although this maximum specific gravity is sufficient on most cases for the elimination of the bulk of the barren gangue and the production of marketable concentrates, some practical problems came up for investigation in which the separation of two (or more) minerals, heavier than TBE, was required.* *Among the cases studied in the IMI Laboratorles which fall into this category we can mention: alluvial deposits, such as heavy minerals in sea sand, tin deposits, or ground coarse-grained rocks, such as pegmatites. Committee it supports pioneering research on the development of a coal-burning gas turbine and through the Mining Development Committee it promotes research on a new type of continuous mining machine that operates without using explosives. Other organizations have contributed major publications on fundamental and applied coal research in the last two decades, including the Minerals Industries Experiment Station of Pennsylvania State College, the Illinois Geological Survey and University of Illinois, the University of West Virginia, the University of Michigan, the University of Alabama, the University of North Dakota, the Massachusetts Institute of Technology, the Koppers Company, the U. S. Bureau of Mines, and, in recent years, the Institute of Gas Technology. Engineering development work, which is included in the overall estimate of $20,000,000, is conducted largely by manufacturers of equipment, and this portion of the estimate is difficult to gage. It represents a large proportion of the estimate and probably is too small rather than too large. For example, the development of mobile coal-loading machines and continuous mining machines, outstanding in recent mining research, undoubtedly involved a high cost. Coal Mining From an economic point of view, the greatest research development in the coal industry obviously has been the growing degree of mechanization in mining. The percentage of underground-mined bituminous-coal output mechanically loaded has risen from 3 pct in 1926 to 67 pct in 1949. Coal operators and equipment , manufacturers have united in designing machinery. Loading machines of large capacity and astonishing flexibility are in common use. Shaking conveyors transport coal from producing faces to transfer points from which it may be carried long distances underground and on the surface; and in many mines rubber-tired shuttle cars carry the coal from the loader to the

IT is my purpose to give some of the results obtained by an experience of nearly seven years in working ores by the method frequently called the Washoe Process, and in several mills of which I have had charge, but principally in the Owyhee Mill, at Silver City, Idaho, which had twenty '650-pound stamps, and sixteen pans. I shall discuss here merely the mechanical details for working ores generally, subdividing the subject as follows: 1. Preparation of the ore for the stamps; 2. The crushing in the battery; 3. The settling of sand or pulp in vats or tanks; 4. The treatment in the pans; 5. The results obtained in settlers, agitators, and concentrators ; 6. The straining of quicksilver, cleaning of amalgam, and retorting; 7. The saving of slimes and their subsequent treatment; 8. The loss of quicksilver. For descriptions of the various kinds of orebreakers, stamps, tanks, pans, settlers, etc., I must refer to the various works on these subjects, prominent among which are the reports of the United States Commissioner of Mining Statistics, and the volume on "Mining Industry," the third volume of the United States Geological Survey on the Line of the Fortieth Parallel through the gold and silver bearing regions of the great West, undertaken under the able guidance of Clarence King, assisted by Mr. James D. Hague and others. In this discussion it will be assumed that the general arrangement of the quartz mill is understood; and the question will be treated how to secure, from such a mill, the greatest economy in working, combined with the largest results. This place seems fittest for a single preliminary suggestion-namely, that there should be double "floors" throughout the mill, so that nothing can sift through and be lost.

Over 8,000,000 people in the United States depend on natural gas for their cooking, heating and lighting service. This service has been made possible only by the investment of large amounts of capital in transportation lines connecting the gas wells to the various communities, thus combining a hazardous mining operation with a public utility service. The effect that making these lines " common carriers" will have on the present and future service to these 8,000,000 or more people is of far reaching ethical and economic importance, and deserves careful consideration. As an introduction, it must be conceded that: 1. Natural gas, although a mineral and obtained by a mining operation-with more uncontrollable and uncertain features to cope with than exist in the mining of coal or other minerals-when served to the public becomes a public utility service. 2. The governmental power to regulate all public utilities in the interests of the public cannot be successfully disputed. 3. Mere suggestion of inconvenience to the utility is wholly irrelevant, as it cannot be considered or allowed to influence in making a defense against governmental regulation. Unfortunately it is not generally appreciated that: 1. Legislative enactments are not necessarily laws, and cannot abrogate economic laws or alter engineering facts. 2. There is a clear distinction between "common carrier" and "public utility," although the terms are frequently confused. ' "A common carrier is one who undertakes for hire to transport persons or goods, or both, from place to place for all persons indifferently, the term implying indifference as to whom shall be served, and an equal readiness to serve all who apply, in the order of their application." On the other hand, property becomes a "public utility" only "when for a particular purpose the public have a right to resort to the premises and make use of them."

SILVER-cadmium near the composition AgCd shows three equilibrium phases. As with 13 brass, the high temperature phase is disordered body-centered cubic (8) and the low temperature phase has the ordered CsCl structure . However, there is an intermediate temperature phase which is hexagonal close-packed ((). In a recent paper, Speich and Mack' report on a study of the Ag-Cd eutectoid near the AgCd composition. Unfortunately, the phase diagram upon which they base some of their conclusions is incorrect. That diagram is taken from the Metals Handbook' and the error is that the 0 and ( phases have been interchanged. The Handbook gives the low temperature phase as hexagonal (designated 5) and the intermediate temperature phase as cubic ordered (designated . The error may be typographical or it may be one of confusion resulting from the use of 5, ,, and 0 for the intermediate phase in various papers. A careful search of the literature reveals that a number of authors have indicated the correct relative positions of the 13, 5, and 0 phases. The comprehensive work of Fraenkel and Wolf clearly stated that the high and the low temperature phases are either identical or are very similar. olander,' on the basis of electrochemical measurements, showed that the 13 phase is disordered and the 1 phase (designated 8" in his paper and in refs. 3 and 5) is ordered. Further work by Durrant5 using thermal and metallographic analyses provided a more precise phase diagram. A summary of these works was given by Hansen6 and shows the correct relative positions of the phases. Owen, Rogers, and Guthrie7 located correctly the upper two phases by X-ray diffraction.
