Coal and Coke were appointed, the personnel of which is shown in another part of this Bulletin. The President was authorized to appoint a Committee on Welfare with J. Parke Channing as Chairman. W. P. Cutter, Librarian of the United Engineering Societies' Library, was appointed a representative of the Institute on-the Committee oh Classification of Engineering Knowledge to co-operate with similar committees of other engineering societies. A vote of thanks was extended-to Edward B. Sturgis for his excellent work in arranging for the Annual Dinner. in February, of this year. The suns of $57.30 was appropriated to the New' York Section. It was resolved that in response to the courteous invitation from 36 members of the Institute in Arizona and the neighborhood, the 1916 summer meeting of the Institute be held in Arizona.

SOME of the more important properties of finished materials are strength, ductility, toughness, resistance to alternating and repeated stresses, etc: Of these, the property that appears to have received the least consideration, at least in this country, is toughness, which is clue, possibly, to our regarding toughness as a qualitative property or, at any rate, as one that, parallels ductility. This arises out of our greater experience with the simple carbon steels in the rolled or forged (non-heat-treated) condition which, qualitatively, are tough if ductile and are not tough if brittle. In this way we have erroneously become, accustomed to judging the toughness of a material from its behavior in the tensile or similar test. The point of view presented in the present paper is that toughness, like hardness or tensile strength, should be regarded as an independent property and of sufficient importance to require, in so far as that may be possible, quantitative determinations. If such be true, it becomes at once necessary to devise experimental means for measuring, or valuating toughness, and the notched-bar impact test (the Charpy test) is advanced as the most logical test that has so far been developed for this purpose. It is further advanced, with particular emphasis, that we have two kinds of toughness to deal with and, accordingly, they will be dealt with independently. CLASSIFICATION OF MATERIALS ACCORDING TO TOUGHNESS Toughness has been defined somewhat as follows: Tough materials are those that offer considerable resistance to permanent deformation but which, once such resistance has been overcome, may' be deformed plastically, but only by the expenditure of considerable energy. In other words; tough materials may be deformed plastically but they absorb a considerable amount of work in the process. This kind of toughness may be called "static" toughness when the rate of loading is reasonably slow or "dynamic" toughness when the rate of loading is

The principal function of the Bell limestone mine, of the American Lime & Stone Co., at Bellefonte, Pa., is to supply raw material to the company's modern rotary kiln plant at Bellefonte. Because mining costs are naturally higher than many open quarries with more favorably lying strata, it cannot compete, except to a limited extent, in the markets for road material and fluxing stone. In the broad sense, mining does have an advantage over the average open quarry when the end products are designed for and controlled by process and final inspection for the exacting demands of the industrial and chemical markets. Approximately 80 per cent of the output of the Bell mine is sold in the industrial and chemical markets. And as higher standards are set each year for construction and agricultural work, the remainder of the mine output goes to these two classes. Mining produces more fines than open quarries, and these fines are difficult to market; on the other hand, owing to absence of contaminating clay and impure rock, a greater percentage of the output of a mine is marketable. Because of the great production of fines, rotary kilns for lime burning are necessary when the stone must be mined. In 1921 the American Lime & Stone Co. operated 19 quarries and 72 lime shaft kilns spread over an area of 40 miles between Bellefonte and Altoona, Pa. At that time the lime-production capacity of the 72 kilns amounted to approximately 700 tons per day. After 15 years the company operates three rotary kilns and six shaft kilns, with a combined output of approximately 500 tons of lime per day, concentrated in its single Bellefonte plant (Fig. 1). Its only stone-producing plants are now the limestone mine at Bellefonte and a construction-stone open quarry at Union Furnace, near Tyrone, Pennsylvania. Since the middle of 1922, the management of the American Lime R. Stone Co. has been under the direction and ownership of the Warner Company, of Philadelphia. Two years ago the general features of the St. Joseph Lead Company's zine-smelting process were described.' At that time the discussion was limited to a description of the production of high-purity electrothermic zinc oxide. The present paper will describe the commercial production of electrothermic zinc metal. Since a fairly complete description of the plant of the Josephtowlz smelter was given in the earlier paper, the brief recapitulation given here will be limited to mention of additional equip-ment recently installed and a bare outline of the preparatory process. The raw material is zinc sulphide concentrate received from the company's mines in St. Lawrence County, New York. An average dry-weight analysis of this material is: Zn, 58.28 per cent; Pb, 0.56; insoluble, 1.6; SiO², 1.12; Fe, 6.4; CaO, 0.47; MgO, 0.27; S, 31.9; Cd, 0.1; Cu, 0.06; Mn, 0.24. Moisture content is usually about 3 per cent. Three 21-ft. 6-in. diameter, 12-hearth Nichols-Herreshoff furnaces roast the coacentrate to a calcine of average conlposition (first 10 months of 1938): Zn, 67.69 per cent; Pb, 0.06; insoluble, 1.75; SiO², 1.26; Fe, 7.24; CaO, 0.47; MgO, 0.36; S, 1.88; Cd, 0.1; Cu, 0.07'; Mn, 0.27. The sulphur dioxide gas, after passing through a waste-heat boiler, proceeds through a recently redesigned low-resistance gas-purification assembly to the contact sulphuric acid plant, of which the capacity is 200 tons of concentrates per day. The calcine is mixed with a portion of returned furnace residues and sintered on 42-in, by 44-ft. Dwight-Lloyd sintering machines, gas-fired. Wind-box gases pass through air coolers before filtering in a 1440-bag Dracco unit, and thence to stack. The Dracco fume is mixed with Cottrell dust, from roaster gas cleaning, and sent to the leach plant, where it is roasted (SO² to acid plant) and leached with sulphuric acid to recover, as end products, lead sulphate, zinc sulphate and cadmium.

Beyer Barometric Condenser The Ingersoll-Rand Co. is now offering to the trade complete steam­condensing plants for all service conditions. This equipment includes the Beyer barometric condenser, for' which the company has secured the patent rights, Imperial duplex and Ingersoll-Rogler straight-line reciprocating dry vacuum pumps and, where required, Cameron simplex and centrifugal pumps. The Beyer barometric condenser is of the counter-current type, in which air and cooling water flow in opposite directions. The steam inlet is at the bottom of the condensing v el, the water inlet above and the air-removal opening at the top. The sheets of cooling water over owing the pool at the inlet point meet the entering steam. The two are brought into intimate contact by conical baffle plates which assist the water to absorb to its full capacity the latent heat of the steam. The non-condensable air liberated in the condensing action rises through the falling water to the removal point at the top, being cooled to practically the temperature of the incoming water. For purposes of coal classification it is desirable to know the composition and calorific value of the pure coal substance; that is, of the coal free from its ash-forming minerals. Two methods suggest themselves: (1) To free the coal from most of the ash-forming material previous to the analysis; and (2) to analyze the coal as received and calculate the analysis, with certain more or less arbitrary corrections, to the pure-coal basis. Calculation methods are obviously more apt to give correct results with low-ash than high-ash coals. With coals of unusually high ash it would appear preferable to remove, previous to the analysis, as much of the inorganic matter as possible, by float-and-sink or acid-treating methods. Effect of Ignition on Inorganic Constituents of Coal The need of corrections in calculating analysis to the pure-coal basis is due to the fact that the ash, as determined by ignition, is not the same, in either weight or composition, as the inorganic mineral matter in the coal. On ignition a number of changes occur in the coal such as loss of water of hydration of the shaly material, conversion of pyrite (FeS2) to ferric oxide (Fe203) with evolution of the sulfur as sulfur dioxide or possible fixation of more or less of the sulfur in the ash as calcium sulfate (CaSO4), and decomposition of calcite (CaC03) to calcium oxide (CaO). The amount of sulfur from pyrite which remains in the ash as calcium sulfate depends on the amount of calcite and pyrite in the coal. Certain coals high in both calcite and pyrite show relatively large amounts of sulfate sulfur in the coal ash. The determination of total carbon and hydrogen in coal includes, besides the organic carbon and hydrogen, the carbon of inorganic carbonates such as calcite, and the hydrogen of the water of composition of some of the ash-forming minerals. The stabilization of austenite in Fe-Ni alloys against martensitic transformation after reversion has been attributed' to the lattice imperfections remaining from previous transformation. More recently, however, such stabilization has been associatedzy3 with compositional changes which occur in martensite during slow heating. Dislocation arrangements in deformed austenitic stainless steels strongly influence transformation to martensite on quenching.4 Therefore, it is of interest to observe the transformation behavior of stainless steel after reversion, especially since previous studies have been confined to Fe-Ni alloys. The transformation-product morphology also differs in the two iron-alloy systems;6 plate martensite forms in the latter while stainless steel transforms to lath-type martensite. Samples of Fe-16 wt pct Cr-12 wt pct Ni (maximum C + N = 0.005 wt pct, 0 = 0.02 wt pct), prepared by vacuum melting and casting from high-purity components, were annealed at 900°C for 24 hr, after cold rolling to produce a 40-p grain diameter. The M, temperature of this alloy is -80°C and samples are fully austenitic after annealing. The amount of martensite present after quenching, annealing, and requenching was determined magnetically, to within 0.01 wt pct, using a vibrating specimen magnetometer. Nearly 14 pct of martensite forms during the initial quench in 1 min at -196°C. Two-min and 2-hr anneals were done in air and in evacuated quartz capsules, respectively. All specimens were electro-polished before making the magnetic measurements.

THE title of this paper, I understand, was suggested by professional mining engineers as an opportunity for someone to pose problems rather than to offer solutions for them, but the paper will merely attempt to pose some of the production problems of the mineral aggregates industry in such manner as to create professional interest in their solution by the mining engineer, geologist, geochemist and the metallurgical engineer versed in mineral-dressing technique. DEFINITION OF MINERAL AGGREGATES "Mineral aggregates" may be defined as fragments of any rock or mineral used to supply bulk or volume or substance for a given purpose. For example, mineral aggregates are used in portland-cement concrete to provide bulk with the expenditure of the least feasible amount of cement binder. Mineral aggregates are used without portland cement or bituminous binder in highway and railway roadbeds to provide substance, to carry loads. Mineral aggregates are used in filters for water and sewage, to provide substance for the liquid to trickle through. These are only a few typical uses of mineral aggregates. For all these uses, strength, toughness, resistance to abrasion, and durability are usually prime requisites; so, while theoretically mineral aggregates may be of any mineral composition, what really is desired is a mineral composition as nearly inert under the conditions of use as anything of earthly origin can be. EXPLORATION AND POSSIBILITIES OF DEVELOPMENT The distribution of deposits of mineral aggregate is universal, since almost any part of the earth's crust can be used; even the top soil is sometimes used in stabilized surfacing for highways or airport runways. Nevertheless there is ample opportunity for exercise of the talents of the mining engineer and the geologist in finding the particular deposit that will be most economical to develop, keeping in mind such considerations as: (1) quality and mineralogical characteristics of the material; (2) size and permanency of the market; (3) final cost of opening and development of the deposit; (4) selection of location of plant; (5) methods and costs of distribution of the product in comparison with both present and possible future competition; (6) selection of the proper type of operating equipment; (7) estimation of probable waste products and their disposal. These are typical but there are other considerations also. Because profit margins are far smaller than in any comparable mining operation, it is all the more logical to assume that a higher degree of expert knowledge is desirable to make a success of a mineral-aggregates business. (New York Meeting, February, 1913) This old and well-known method of determining, silver is, in bullion work, so far superior to the furnace-assay that it is looked upon with reverential awe by many, if not by most, users, and its-ease of execution, with proper equipment, commends it highly where much commercial bullion work on silver is required. The method is so thoroughly well known that a, description of it here may seem to be unnecessary, but many thousands of determinations are annually made by it in the U. S. Mint Service and its practice is there reduced to an art. This is necessary both for the sake of economy of time, acid because high-grade work with it requires constant practice. It is useless for a person who uses it only occasionally to expect to attain high accuracy with it, without spending more time upon a determination than is warranted in a busy commercial laboratory. It is always employed in the Mint service whenever possible, but its chief field is in the determination of silver in standard silver (ingots and coin), which is 900 fine in silver and 100 fine in copper, and I shall first briefly outline its use on this metal and then take up various points in detail, especially as related to the accuracy of the results obtained.

Large deposits of manganiferous iron ores, representing several million tons of metallic manganese, occur in the United States. The Minnesota deposits of such ore are of outstanding importance because of their size, state of development, ease of mining and proximity to the Great Lakes, which permits water transportation to steel centers. In view of the fact that our steel industry requires large quantities of manganese, for which no satisfactory substitute has been found, and because our reserves of ferro-grade ore are comparatively small, the development of methods that will make our large deposits of manganiferous iron ores available as a source of ferromanganese is an important problem. Realizing the importance of this problem, some years ago the North Central Station of the U. S. Bureau of Mines and the Minnesota School of Mines Experiment Station undertook jointly the development of methods for recovering the .manganese content of manganiferous iron ores in a form suitable for the production of ferromanganese, the 80 per cent. alloy indispensable in producing steel. Two types of manganiferous iron ores have been described in previous reports.' The brown ores are higher in iron and lower in manganese than the black ores; the black ores are more siliceous but contain less phosphorus. The utilization of the iron content of the brown ores in the production of steel appears to furnish the best basis for their treatment. The method of attack has been to work out modifications in iron and steel practice so as to recover manganese in the form of slag comparable to ferro-grade ores. The greater part of the experimental work has been conducted with a 6-ton blast furnace and a 1/2-ton basic open hearth. THE use of small substations for the supplying of 275-volt energy to the locomotive and cutting machines in coal mines is a well-established practice. A few years ago, when labor costs were lower, these substations were located as near to the load as possible, and an operator was provided for each station. This practice has now become so expensive that substations are being located with reference to other mining machinery, such as hoists or pumps, so that one operator can look after both. Some-times the substation is operated by one whose duties make him traverse quite a large area. In such cases the interruption of alternating-current supply may produce a long interruption in the direct current, as the station cannot resume service until this man reaches it. Such interruptions interfere seriously with production and may easily counterbalance the supposed saving gained by such operating methods. The grouping of substations for convenience in operating may also result in excessive copper loss and consequently poor trolley voltage, with its attendant evils of low locomotive speeds and increased locomotive motor maintenance. The speed of the coal-cutting machines will also be reduced. By relieving the substation of its, burden of the operating labor cost, the most economical location, from an electrical standpoint, may be chosen. The matter of machine insurance should also be considered. If an attendant is caring for several kinds of equipment, he cannot watch the machine continually for signs of trouble; therefore, continued overload, phase failure, low alternating-current voltage, bearing trouble, etc. may result. Some partly automatic equipments have been installed; these have protection against low voltage, reverse current, and bearing trouble and are provided with automatic reclosing circuit breakers. Argentina's oil production continues in its upward trend. The year 1940 closed with an important increase over 1939; that is, 1,996,371 bbl., or 10.72 per cent. The Government oil fields (Y.P.F.) are responsible for these results, as their total output was 12,474,655 bbl., which compared with the 10,222, 533 bbl. produced in 1939 represent an increase of 2,252,122 bbl., or 22.03 per cent. Fields operated by private companies yielded 8,134,882 bbl., against 8,390,633 bbl. in 1939, a decrease of 255,751 bbl. (3.04 per cent). To the total of 20,609,538 bbl. produced in 1940 in Argentina, the Comodoro Rivadavia field contributed 14,976,222 bbl.; Plaza Huincul, 1,275,814 bbl.; the Province of Salta, 1,845,1977 bbl. and the Province of Mendoza, 2,51I,475 bbl. Table 3 compares the output of companies working in Comodoro Rivadavia. The total increase of 186,819 bbl. WHEN finely divided ferrous sulphide, FeS, is roasted at a moderate, carefully regulated temperature, the iron and sulphur are oxidized, the first products being probably ferrous oxide and sulphurous acid. In the presence of oxygen of the air the ferrous oxide soon becomes ferric oxide and in the presence of oxygen and the ferric oxide the sulphurous acid oxidizes to sulphuric acid. These facts are well known, having been established by Plattner many years ago. As a further reaction, some of the sulphuric acid parts with a portion of its oxygen to oxidize more ferrous oxide to ferric oxide, and a portion of it escapes uncombined or else unites with the iron oxides to form sulphates. Ferrous sulphate is usually soon oxidized to ferric sulphate and if the heat becomes sufficient this is then decomposed into sulphuric acid and ferric oxide. As a result of these reactions a mass of more or less pure ferric oxide is formed which is generally made porous by the escaping gases and, if rabbled properly, practically all the sulphur is expelled. If ferric sulphide or ordinary pyrites, FeS2, is roasted, a portion of the sulphur sublimes and usually burns to form sulphurous or sulphuric acid, although at times and under favorable conditions some of the sulphur is driven off uncombined and can be collected as such. Under ordinary methods of roasting, however, only a small portion escapes combustion. By the combustion of the sulphur an increase of heat is de¬veloped and, as a consequence, the reactions mentioned take place more rapidly and actively-more sulphuric acid is formed and the oxidation is more complete-nearly all the iron being left as ferric oxide with practically no sulphate or ferrous oxide. GOLD was discovered in Alder Gulch, Virginia. City, Mont., on May 26, 1863. In a short time some 6000 people flocked to the new discovery, and on the banks of Alder Gulch six settlements sprang into existence, the principal one, Virginia City, alone surviving. This town today has a population of 800, and is the county seat of Madison County. It is estimated that between forty and fifty million dollars in gold was produced up to 1904. Virginia City is situated at the mouth of Alder Creek where that stream leaves the narrow canyon that cuts the steep foothills flanking Old Baldy Mountain, elevation 9572 ft., 12 mi. south. Virginia City itself is 5700 ft. above sea level.

INTRODUCTION. IN considering the magnificent success of Mr. Gayley's Bold experiment of applying dry blast to the blast-furnace, whereby , saving of 20 per cent. of fuel per ton of iron is effected, the question arises whether, still further economy in fuel is possible, and, if so, how it is to be attained? The manner in which the heat generated in the furnace is utilized in the production of pig-iron may be determined, by the method of Bell and Gruner, for any furnace for which the necessary data are obtainable ; and the study of the operation,. tinder various conditions, of a number of furnaces, for which such information has been worked out., should enable us to form some conclusion on the subject. The tables and calculations given below cover the operations of several furnaces reported in our Transactions; also the two furnaces using natural and dry blast in ,Mr. Gayley's experiment, for which the heat-equation has been worked out by Prof. Joseph W. Richards in his admirable discussion' of Mr. Gayley's paper, The Application of Dry Air Blast to the Manufacture of Iron, and, finally, various hypothetical furnaces.. The full list is as follows : A. Isabella furnace, with natural blast. B. Isabella furnace, with dry blast. The data stated. for A and B in Table III. are those given by Professor Richards; except that the heat-units are given for one unit of iron instead of 100 units, and some items of heat supplied, as stated by Richards, have been subdivided, the total being the same as given by Richards.
