INTRODUCTION This paper describes the underground environmental planning parameters developed for Pancontinental Mining Limited's Jabiluka uranium deposit. The deposit is located 230 km east of Darwin in the Alligator Rivers region of the Northern Territory, Australia. The deposit is situated within land subject to an Aboriginal land claim, adjacent to a National Park and within a proposed extension to that National Park, as well as being close to a long- established Aboriginal reserve. In addition, being the first large underground uranium mine planned in Australia, the environmental considerations, both on surface and underground are considerable. Pancontinental is committed to the highest practicable standard of environmental management in the operation of the mine. In addition, Government regulations and requirements are particularly stringent by world standards. The underground environmental problems are discussed later in the paper with emphasis placed upon radiation aspects, both gamma and radon daughters, and dust. Consideration has also been given to heat and humidity due to the location of the deposit in a sub-tropical region 12° south of the equator. The paper explains how these environmental factors influence the design and selection of stoping methods. GEOLOGY AND ORE RESERVES The Jabiluka Two orebody is completely overlain by flat-bedded Kombolgie Sandstone with a thin layer of surficial colluvial sands. The orebody occurs in an east-west striking folded succession of Lower Proterozoic metasedimentary rocks of the Cahill Formation. Uraninite and pitchblende constitute essentially all the uranium mineralisation and are contained in the four lithological series, as shown in Fig. 1. - ,Upper Graphite Series - Main Mine Series - Lower Mine Series 1 - Lower Mine Series 2 The succession at Jabiluka has been folded and forms an east-south-east striking, asymmetric syncline-anticline which dips south and plunges to the east. A major fault bisects Jabiluka Tw8 having a north-south trend and dipping about 80 to the west. A near vertical tourmaline granitic pegmatite dyke up to 30 m in thickness has intruded the Jabiluka Two orebody at the western end. Current drilled ore reserves for Jabiluka Two are 52.0 million tonnes at 0.39% U308. Included in these reserves are 1.1 million tonnes of gold ore at 10.7 g/tonne. A large proportion of the orebody can be mined in thick sections (over 80% of tonnage) either as single sections or by bulking a number of thin sections which are close together.

Through wide experience at numerous mills in the United States I have found that there is a decided difference of opinion among the producers of steel as to what constitutes commercially sound steel. Some metallurgists insist upon having, for certain grades of steel, a so-called "open steel," i.e., one which contains numerous blowholes of varying sizes, and consequently but little volume of true pipe, although a central intermittent shrinkage cavity often extends well down into the ingot. Such blowholes and pipe are expected to weld up during rolling or forging, because their surfaces are not oxidized. Even if this be admitted, included slag particles and a high degree of segregation are bound to be present in the product of such ingots. Blowholes are the result of an oxidized heat, and all heats, unless made or finished in the electric furnace, are oxidized more or less. Subsequent deoxidation, or rather degasification, either in the ladle or in the mold, or in both, is necessary to reduce or prevent blowholes. As is well known, a greater yield of billets or sheets is secured from the ingot by allowing the formation of blowholes, but this is undoubtedly obtained at the expense of the quality of the product. Decided segregation of carbon, phosphorus, and sulphur, as well as small included slag particles, undoubtedly exists throughout the greater portion of all so-called open steel, and cannot be removed by cropping. The first requisite for sound, homogeneous steel ingots and blooms is therefore, in my opinion, so to treat the steel in the furnace, ladle, and mold that "piping" steel is produced. The line of demarcation between harmful and so-called "harmless" blowholes is practically impossible to define. Is it not, therefore, the better and safer practice to use means for the elimination of blowholes and correspondingly reduce the segregation and allow the formation of a well-defined shrinkage cavity or pipe at the upper end of the ingot? With the relatively cheap deoxidizers available at the present time, e.g., ferro-silicon, aluminum and titanium, there is no commercial reason why all steel should not be thoroughly degasified. A degasified steel being provided, the method of freezing or solidifying the liquid steel into an ingot, and the subsequent working into blooms and thence into various products, is of great importance in reducing the crop or scrap portion of the steel, due to segregation and pipe. E. G. WOODRUFF, Houston, Tex. (communication to the Secretary*). -Mr. Matteson has presented to us an idea worthy of our careful consideration. We have real troubles in the petroleum industry and as the supply of crude is exhausted our problems become more complicated and more numerous. Therefore, we who are engaged in field work are forced to consider all possible means which promise assistance in the location of prospective pools and the economic development of pools already located. In our country we are accustomed to turn to the. Government for relief in all our troubles. Do we want an Oil and Gas Bureau doctoring us? Will such a bureau do us practical good? The principal point Mr. Matteson suggests is that such a bureau should he authorized to receive and file all well logs. In analyzing such function, I am led to the following conclusions: If well logs are simply to be filed they would be useless. If they are to be filed and the files opened to the public, what benefit will be derived and can such action be taken justly? There is no doubt that if the record of all wells drilled in the United States were available the petroleum industry would be saved an immense amount of needless expense. Accumulating conditions would be better understood and prospecting more intelligently directed. Our other consideration is: can the oil companies be required to open well records to the public justly? I think all will agree that if any one should have the advantage of a well record it should be the company that drilled the well. If the oil companies are forced to file such record and open the files to the public, the company drilling the well cannot derive the exclusive benefit from the money expended. Would it be just for a small company to be compelled to reveal its records of a well it had recently completed, to its strong competitor who holds near or even adjacent leases? Would it have been just to the successful companies, in the Gulf Coast country to have been forced to display their hard-earned knowledge of 15 years to the host of younger competitors who have recently flocked to the Gulf Coast attracted by the success of those who have labored so long and learned of the conditions controlling the fields through the hazards of the industry.

H. G. KNOX,* Norfolk, Va. (written discussion?).-There is one subject that Mr. Hobart seems to have inadvertently omitted from his very valuable paper, and that is corrosion. The shipbuilder, perhaps more than anyone else, has constantly to guard against it, our chief reliance being paint and galvanizing, where practicable. The corrodibility of a welded. joint is salt water must be determined before deciding whether this type of construction is to supersede riveting. At the present time, this question cannot be answered, although considerable work has been started in an attempt to arrive at a conclusion. The British Admiralty and several British shipbuilders have studied it extensively. Their experiments and conclusions have been very carefully followed and reported in this country by Naval Constructor Goodall of the British Navy. To date, these show that no undue fear need be felt from corrosion. At the Norfolk Navy Yard a series of plates welded with various electrodes were submerged in dilute sulfuric acid, such as is used in cleaning prior to galvanizing. While this test may not be conclusive in any quantitative way, it does show a marked difference in the corrodibility of welds made with different electrodes tinder different conditions. To thaw any conclusions from this accelerated this accelerated test would be, however, ill advised. In riveted joints, the exposed heads and points of the rivets always show the greatest tendency to corrode. This is clue to two reasons: first, as they are raised above the surrounding surface the paint is more susceptible to abrasion; and, second, electrolytic action is set up between rivet and plate. These same reasons lead us to expect a tendency of the welded joint to corrode. Various methods have been suggested for decreasing the probable inherent corrodibility of the weld, in addition to the customary coat of paint. These generally embody the introduction of alloys, principally copper; into the electrode material. Plating the electrode with copper is not effective in that the deposited copper segregates in the weld and actually increases the electrolytic action. As far as is known, no extensive test on the so-called copper-bearing alloy steels, which might be made up into electrodes, has been carried out, but when obtainable, electrodes of this alloy will be subjected to service tests.

A GEOLOGIST --one versed in geology, the science which treats of the history of the earth and its life, especially as recorded in the rocks; that is Webster's definition. William Embry Wrather-one of the country's foremost geologists who heads the U. S. Geological Survey; this is the 1948 President of the Institute. He has studied the geology of areas on the face of the earth as far-flung as Texas and the Balkans, and now heads the world's largest staff of geologists. Vital statistics on Dr. Wrather would show his place of birth as Brandenburg, Ky., the year 1883. He will celebrate his threescore and five years of full living the twentieth of this month. As is usual in biographical sketches of this nature, the formative years of youth, and in many ways the most important years of one's life (since professional tendencies as well as many important personal decisions are evidenced before the teens are left behind) are passed over with the mere fact noted that a degree was earned at such and such educational institution. And so we note that Dr. Wrather received his Ph.B. degree at the University of Chicago in 1907, and followed up that degree with two years of graduate study.

Joseph G. Butler, Jr., who represented this Institute on the American Industrial Commission to France, has presented a report to the Chairman of the Commission regarding the steel industry of France in war time. In this report Mr. Butler calls attention to the fact that only a few steel works were visited and that he thinks it probable that there are many plants in France more up-to-date than these. He noticed especially in the plants visited a dearth of labor-saving devices and not very great attention to the safety of the employees. He also noticed that the whole of the iron and steel interests in France are being used at the present time by the Government for war purposes, and he was told on good authority that the production has doubled since May, 1915. When the war is over, it is thought that France can send large quantities of iron ore from Algeria to the United States and take in return American coal to France, an interchange which would doubtless be of mutual advantage. In Mr. Butler's opinion the shortage of coal in France may be overcome to some extent by the use of water-power and by electrical processes for steel manufacture, and lie believes when the war ends France will be able to compete with other countries in exports of general iron and steel products, this trade being facilitated by the port improvements at Bordeaux and Marseilles. The French labor situation is much better than that in the United States from the standpoint of labor unions, but the wages are less and many women are now being employed to do men's work. This has a tendency to keep wages low, but is probably a war expedient only. The cooperation among manufacturers in France is at a high level and both local and national organizations exist for the discussion and voicing of trade problems. The national body which is a combination of the individual organizations is the Comite des Forges de France and it is an interesting fact that many of the members of this body are office holders under the Government, or heads of Government Committees which are organized to look after the very business in, which the individuals are engaged.

(written discussiont).-I have read Mr. E. L. deGolyer's paper on The Theory of Volcanic Origin of Salt. Domes, with a great deal of interest. It seems to me a very able summary and discussion of the various theories set forth to account for the origin of our salt domes on the coast. It has always appeared to me that what we need is more observations on the facts involved and I regret very much that so far we have not been able to devote much time to the study of our salt-dome fields on the coast in this State. One feature that I do not find mentioned in Mr. deGolyer's paper is the so-called "cap. rock" overlying the salt. The nature of this rock seems to vary from a coarsely crystalline limestone to a fine-grained limestone containing sand and in which the limestone seems to be intersticially introduced material. We should be prepared to accept, if necessary, "more than one theory. To my mind, the igneous theory and the artesian theory, if I may so call it, may very well both be true. The "squeeze" theory and the artesian .theory may,, it seems tome also, jointly explain the phenomena. Neither the volcanic nor the salt "squeeze" theory explains the presence of the cap rock. The latter certainly does not explain the extensive sulphur deposits which occur in association with the cap rock. Whichever additional theory will be found best to explain the salt-dome structures, when we shall know them better, it seems to me that the theory first advanced by R. T. Hill and later elaborated by G. D. Harris, is not likely to be entirely replaced. Whatever cause has first set into action an upward circulation of gases and liquids in our salt domes, it seems to me that to a gentle circulation of the kind postulated by their theory is to be ascribed the uppermost and the later phenomena in our salt domes on the coast, with which we are most familiar; such as the cap rock, the sulphur, and the gypsum and anhydrite deposits.

Front Range, Colorado: The majority of the rocks comprising the Front Range of Colorado are pre-Cambrian schists, gneisses, and intrusives which have been elevated to form part of the Southern Rocky Mountain physiographic province. The region is noted mainly for its production of gold and silver, but ores of tungsten, fluorspar, uranium, copper, and iron have been worked. Geological literature1-' describes pitchblende and other radioactive minerals occurring at Jamestown, Boulder County; Central City, Gilpin County; and Lawson, Clear Creek County (fig. 1). As far as the writer is aware, uranium has been found only in the portion northeast of Lawson. Silver Deposits at Caribou Hill: The historic silver deposits of Caribou Hill, located approximately half way between Jamestown and Central City, and 35 miles in a straight line northwest of Denver, appeared particularly intriguing as an area to prospect for uranium for the following reasons: here exists an isolated group of high-grade silver veins in the center of a mining district containing occurrences of uranium, and, in two of the well-known uranium deposits of the world, those at Great Bear Lake, Canada, and Joachimsthal, Czechoslovakia, uranium is associated with silver in similar fissure veins. An exploration program, conducted in the spring of 1945, directed special attention to Caribou Hill and was rewarded with the discovery of heavy, canary-yellow stained specimens of'pitchblende. The veins are confined to shear zones cutting a north-south, elongated quartz-monzonite stock of Tertiary (?) age lying in the axis of a major anticline of the Idaho Springs biotite schist, the oldest pre-Cambrian formation in the district. The stock is one and three-quarter miles long by more than a mile wide, and Caribou Hill is approximately at its center. The ore zones vary in width from a few inches to 15 ft, and one structure has been traced for a length of over 4000 ft. The ore minerals are galena, sphalerite, ruby silver, native silver, chalcopyrite, pyrite, and pitchblende. They occur most common-

HARRY B. BARREN Harry B. Barren, born in Cleveland, Ohio, May 31, 1888, died in Indiana Harbor, Ind., on Mar. 18, 1918. After graduating from the Case School of. Applied Science of Cleveland, class of 1910, he spent a year at the Youngstown, Ohio, plant of the Carnegie Steel Co. and the following two years with the National Tube Co. in Lorraine, Ohio. In 1913, he went to Indiana Harbor as assistant superintendent of the blast furnaces of the Inland Steel Co. Four months later, he was made superintendent. On Feb. 11, 1914, he was married to Miss Anna E. Jones in Cleveland and is survived by his widow and two sons, and by his parents Mr. and Mrs. H. A. Barren, of Cleveland, and a brother Kenneth, a lieutenant in the 309th Engineers, stationed at Camp Taylor, Louisville, Ky. CHAS. H. JOHNSON Charles Harmany Johnson died Dec. 10, 1918, at his home in New Castle, Pa., after an illness of more than four weeks brought about by a complete nervous collapse. He was born near Clinton, Lawrence Co. Pa., July 9, 1870, a son of George W. and Elizabeth A. Johnson. His parents moved to New Castle when he was two years old, where he attended the public schools of New Castle. He then attended Allegheny College, and later Massachusetts Institute of Technology where he graduated as a mining engineer. For a year and a half after completing his work at Boston he was connected with the Mesaba Ore Range in Minnesota, and then returned to New Castle and became associated with his father in the operation of the old sheet mill, which was converted into a tin mill and later sold to the American Sheet and Tin Plate Co. Since that time he has been actively engaged with his father in the limestone business and other industries. At the time of his death Mr. Johnson was general manager of the Pittsburg Limestone Co., the G. W. Johnson Limestone Co., the Lawrence Limestone Co., the Keystone Limestone Co., and the Mahoning Limestone Co., all of which have quarries in Lawrence, Butler, Blair and Armstrong counties and also in Maryland and West Virginia. BACKGROUND OF SURFACE MINING Surface mining refers to the process of removing the material (over- burden) overlying a coal seam and exposing the coal so that it can be loaded out and conveyed by trucks or other methods to the preparation plant or other facility. Surface mining has not always been important in the coal industry. In the early 1900s, almost all of the coal mined in the United States was mined by underground methods. In 1900, about 192 Mt (212 million st) of bituminous coal were mined and less than 1% was mined by surface methods. The development and use of larger equipment has allowed surface mining to gain prominence throughout the years. Table 1 shows the total production of coal by mining method in the United States for ten-year periods since 1920 and indicates the growth of surface-mined coal production. Surface mining will undoubtedly continue to account for a large percentage of the coal production in the US for many years because: 1) The capacity of surface mining excavators has continued to in- crease. Today, mining companies are using shovels (see Fig. 1) which are able to move up to 137.6 m3 (180 cu yd) in each bite and draglines (see Fig. 2) which move up to 168.2 m3 (220 cu yd) in each bucketful. 2) Increasing tonnage from the thick western coal seams is being produced by surface mining methods. 3) Surface mining has normally had lower costs and a better safety record than underground mining. 4) Surface mining normally recovers a much higher percentage of the coal reserve than can be recovered by underground mining. 5) Some coal measures can best be extracted by surface mining

The property of the Spring Valley Coal Company, situated in Bureau county, Ill., comprises something more than 30,000 acres of coal-lands, on which have been opened four mines, designated as Nos. 1, 2, 3 and 4. Figs. 1, 2, 3 and 4 are plans of the first three; and Fig. 7 is a view of the surface-plant at No. 4, the workings of which it is not necessary to illustrate, as this mine has been practically merged in No. 2. No. 4 shaft is only 500 feet from No. 2, and both are ventilated by the same fan, and are in the same circle of air-supply. In speaking of No. 2, we now include No. 4. The system pursued in all the mines is " long-wall advancing," and the shafts are all vertical. The seam worked is locally and commercially known, in the Illinois series, as No. 3; but its position in the geological series is that of No. 2. It averages in thickness about 42 inches, arid has no partings, but mines in rectangular lumps, which stand a large amount of handling before breaking. An analysis made from Colliery No. 1 gave the following : Per cent. The staff seen in the view is 37 inches long. The table on page 188, recorded in my office, which I presume to be correct, may be of interest. The bottom is fire-clay, varying in thickness from 6 to 24 inches. It affords what is considered good mining-ground. THE term "slime-coating" is not new in the art of flotation; the phenomenon has been observed and described by Taggart;(1)? Taggart, Taylor, and Ince;(2) and by Ince.(3) Notwithstanding that flotation was introduced for the treatment of finely crushed ore, the adverse effects of slimes have been recognized since the earliest days of the process, and the Elmore, Delprat, Potter, and other processes actually specified desliming of the ore prior to treatment. The cause of this trouble has been studied and described by Taggart;(1) Taggart, Taylor, and Ince;(2) Ince; 3 Morrow and Griswold;(4) and by Gaudin and Malozemoff.(5) OLD THEORY OF SLIME-COATINGS At present, so far as published work shows, there seems to be but one theory for the mechanism of slime-coatings. Ince(3) states that they are due to attraction between electrostatic charges of opposite sign on the sulfide and, on the slime particles, supporting this theory by migration experiments in the Burton tube. He also used the microscope in conjunction with a glass cell employed by Beans and Eastlack(6) in studying migration, but met with interference from endosmosis. Several attempts have been made in the Department of Mineral Dressing at Columbia University to duplicate Ince's experiments with the Burton tube, but the results have never been convincing. Formation of precipitates which settled through the pulp levels, and evolution of gas at the electrodes, which disturbed the interface between the pulp and the distilled water above it, seriously interfered with observations. However, by use of the migration cell shown in Fig. 1, endosmosis effects and the disturbances due to precipitation and gas evolution were avoided, and distinct and reproducible migrations or absence of migration were observed.

Several correlations have been proposed to relate energy consumption and size reduction in comminution, and although these are arrived at from different starting points, it is postulated that they are all statements of the same basic concept. To test this postulate, the dry ball mill grindability of langbeinite was determined, and the results were analyzed according to the various methods. An examination ' of the energy-particle size relationships proposed in the recent past revealed that they had much in common. In fact, the conclusion was tentatively drawn that these expressions were essentially the same, even though they were arrived at from quite different basic premises. The equations attributed to Charles2 and Holmes3 were shown to re- duce to the same single equation, W - A K-3, and the simulated continuous test used by Maxson et al.4 was shown to give the best experimental value of the required empirical parameter, ß. Furthermore, the size distribution parameter a in the Schuhmann equation, y - (x/K)2, was shown to be equal to ß in many cases. The kinetic approach used by Arbiter and Bhrany5 should give the same results as the Maxson test procedure; however, the batch operation used by Arbiter and Bhrany could not produce data that would be as precise as the simulated continuous technique. To test the validity of these conclusions, the simulated continuous method was used to obtain data on the dry grinding of langbeinite. The results are discussed in terms of the various equations and approaches. THE first authentic description of an iron bath for the deposition of iron is probably that of Bottger in 1846, who used a bath containing ferrous sulfate and ammonium chloride. In 1861, Kramer deposited iron from ferrous chloride solution. Electrolytic iron was produced in 1.869 by Bietz, who used it for making some magnetic tests. In the same year, Klein is said to have worked out his process. Jacobi1 in 1869 described the results obtained in electroplating with iron on copper for making dies and plates for bank notes, by Klein's process. A letter from Klein to Jacobi describes the bath more fully. It consisted of FeSO4 + (NH4)2S04. Lenz2 described ?some properties of electrolytically precipitated iron. He used Klein's bath, FeSO4 + MgSO4 + MgCO3, to neutralize and obtained fine-grained and hard iron. His conclusions were as follows: 1. Electrolytic iron and copper contain gases, notably hydrogen. 2. The volume of gas absorbed by iron varies within wide limits, but it is easy for iron to take up very considerable quantities of gas. 3. The absorption of gas is principally in the first formed layers of iron. 4. When iron is heated, gas begins to come off below 100°, principally hydrogen. 5. Heated to redness, reduced iron oxidizes in water, in part at least at the expense of the oxygen of the water, decomposing it and setting free hydrogen, which is partly or wholly absorbed. Siemens,3 in 1889, was the first to propose a general process embodying a step for leaching a sulfide mineral with ferric chloride or sulfate and a step for regenerating the leach and depositing iron on a cathode in a diaphragm cell. TAYLOR and Floyd's"" work in establishing phase diagrams based on the elements Ni-Cr-Ti-A1 has led to an understanding of the precipitation hardening mechanism in alloys based on these elements. Nordheim and Grant4 concluded that in simple alloys, and where the aluminum to titanium atomic ratio was such that less than three out of five aluminum atoms were replaced by titanium, the precipitate on aging is the face-centered-cubic Ni 3A 1 phase, called They further found that increasing amounts of hexagonal ? phase, Ni3Ti, precipitated from these alloys when the titanium content exceeded the solid solubility of both matrix and Ni3A1. For alloys of Ni-Cr-Ti-Al, in which the titanium and aluminum contents each ranged from 0 to 4 wt pct, the titanium-rich was superior for strengthening to either pure ?' or 7. It was also noted that the combined titanium plus aluminum content (atomic pct) was a direct measure of the high temperature strength and overaging temperatures for these alloys.4 The present investigation was undertaken to extend existing data on precipitation hardening in the more complex commercial alloys containing higher titanium plus aluminum, and with significant quantities of cobalt, molybdenum, and carbon. Experimental Procedure Reforging of As-Received Bar Stock—The alloys were received as ground, forged bar stock. Chemical analyses and the as-received bar diameters are shown in Table I along with the ASTM grain size after the various treatments. All stock except the Waspaloy was reforged to % in. diam to gain material and to facilitate machining of stress-rupture specimens.
