Production of oil in Kentucky during 1938 was 5,566,154 bbl., showing a substantial increase over that of the year 1937; while in the gas areas development was somewhat retarded although deliveries were similar to those of 1937. In eastern Kentucky there was an oil increase during 1938 of over 150,000 bbl. above that of 1937. No new pools were developed and the increase was almost entirely due to the installation and expansion of secondary recovery methods and to the further development of the Maxon and Big Lime, Mississippian pools in Floyd and Martin Counties. With this development eastern Kentucky reached a level near that of 12 years previous, when the development of several large producing areas had just been completed. In eastern Kentucky during 1938 not over 50 gas wells were completed. Although the pipe-line deliveries were approximately the same as during 1937, development was retarded because of an excess of gas already developed and the intensive development of the Oriskany fields in West Virginia. In western Kentucky, in the part of the Illinois Basin lying in the state and known in Kentucky as the Western Coal Basin, the increase was due to the discovery of a number of new pools, the largest and the one producing the biggest wells being known as the Birk City pool. In fact, the discovery of this pool with the McClosky "sand" (St. Genevieve limestone) as the producing formation was in a large measure responsible for the increased activity, which in turn brought the discovery of the other areas. The discovery well in this pool is the C. T. Blackwell, which came in flowing 1000 bbl. daily from the McClosky sand at a depth of 1870 ft., drilled in April 22, 1938. This discovery, coming at a time when the major companies and many others were conducting an intensive leasing campaign and making extensive subsurface and geophysical surveys in the deeper part of the basin, resulted in renewed activity over the entire area and brought much new drilling. By rapidly quenching Ag-Pt alloys from the melt, a continuous series of solid solutions has been obtained. At equilibrium''2 these fcc elements form a peritectic system, Fig. 1. Weighed amounts of silver and platinum powder (325 mesh, purity greater than 99.9 pct) were mixed for 24 to 120 hr, pressed into compacts, sintered at 1000°C in a hydrogen atmosphere for at least 16 hr, and then furnace-cooled. Because of the difficulty in achieving homogeneity in alloys containing more than about 40 at. pct Pt, the sintered compacts were induction-melted under hydrogen in alumina crucibles and then cold-rolled into wires. Small amounts ("30 mg) of alloys cut from various sections of the sintered compacts or rolled wires were heated to at least 50' ~ above the liquidus in an alumina insert held within an induction-heated graphite crucible; then the molten alloy was ejected by a blast of helium onto a lightly polished copper strip held on the inner periphery of a rotating wheel. The flakes thus obtained were typically 1 sq mm in area or often slightly larger for the silver-rich alloys. X-ray diffraction patterns were obtained with nickel-filtered copper K radiation in a 114.6-mm-diam Debye-Scherrer camera with rotated specimens. Lattice parameters and associated uncertainties were estimated from extrapolations against the Nelson-Riley function. High-angle lines were always resolved and spacings were computed relative to r(CuKa!,) = 1.540508 The details of these techniques have been discussed previously.s'6 Lattice parameters of the solid solutions are plotted in Fig. 2, together with the data of Schneider and Esch,' Johansson and Linde,' and Novikova and pudnitskii. Each of the present lattice spacings represents two or more independent determinations. The alloys were homogeneous within 2 at. pct of nominal composition as estimated from the uncertainties in the lattice spacings. Many of the mechanisms involved in the achievement of metastable solid solutions by rapidly quenching from the melt have been previously discussed. Analysis of a mine roof can be based on fixed-end beam behavior. The author here analyzes the effects of zero restraint at deflecting beam supports. Formulae are given for determining permissible support deflections. Analysis of a mine roof in a bedded deposit usually follows the assumption that the behavior of the roof is analogous to a beam with both ends fixed. Yet it is recognized that the end restraint itself varies with the thickness of cover, so that at shallow depth the restraint is minimum, and at great depth, maximum.' Consequently, an analysis on the basis of fixed ends or full restraint represents only one extreme in the possible range of conditions. Since the actual amount of restraint is difficult to ascertain, a more rational approach is to consider the two extreme cases of end restraint. Such situations regarding uncertainty of the restraining effects of supports are not uncommon in structural analysis, and are handled in a like manner.' Since previous studies9)4 have dealt with full restraint, this paper will analyze the effects of zero restraint at deflecting beam supports. In such a case a mine roof with several intermediate supports becomes analogous to a uniformly loaded continuous beam on simple supports, as shown in Fig. 1A. Such a structure is statically indeterminate to a degree equal to the number of intermediate supports, n. Therefore, with the three equilibrium equations, n additional equations are needed. A number of methods exist to analyze this problem, but The Theorem of Three Moments is Simplest. The continuous beam is divided at each support into a sequence of simply supported single span beams, with the unknown end moments, as appears in Fig. 1B. DURING a literature survey of the indium-zinc phase diagram, controversial reports on the composition of the eutectic point were encountered. The value reported in the investigation of Wilson and Perettil and in a later investigation by Valen-tiner' was 4.0 wt pct zinc. The most recent work recorded on this system consisted of an exhaustive survey of alloys by Rhines and Grobe8 in which they indicate a value of 2.8 wt pct zinc for the eutectic composition. To clarify this aspect of the diagram, a series of alloys were prepared by melting the respective constituents in a glass test tube under a covering of mineral oil and slowly cooling the melt in a furnace. The zinc used was Baker's C.P. and had the following analysis: insoluble in H2SO4—0.0l pct; pb—0.001 pct; Fe-—0.001 pct. The indium, which was supplied by the Indium Corporation of America, had a purity of 99.9'7 pet with the following impurities: Cu—0.002 pct; Pb—0.006 pct; Sn—0.01 pct; Zn—0.01 pct. The alloys were prepared for metal-lographic examination using a technique already reported' and a new value of 2.0 ± 0.1 wt pct zinc was observed. An alloy containing 2.00 wt pct zinc was also made by melting the constituents under a vacuum. In both of these methods of alloy preparation the losses can be kept extremely small. Again, the characteristic eutectic structure was obtained, assuring confidence in this value. The accompanying micrographs are presented in support of this point. Fig. la represents an alloy containing 4.00 wt pet zinc, and reveals excess zinc particles, which precludes the value of both Wilson and Peretti, and Valentiner. THE subject of recrystallization and grain growth has been much studied and the literature on this subject is numerous. Such studies have been mostly carried out by metallographic examination of X ray methods. Since recrystallization and grain growth involve elementary atomic processes, their mechanism can best be elucidated by a study of some properties which can be readily traced back in terms of such atomic processes. Prior to a detailed quantitative study, however, it is necessary to explore first the possibility and practicability of utilizing any particular property for obtaining the desired information. We have pointed out in a preceding article' that the internal friction of cold-worked metals is extremely high during recrystallization and it drops abru~tlv once the recrystallization is complete. ~reviois work has also shown that the viscosity of grain boundaries in a recrystallized specimen at a given temperature is raised by grain growth.' It seems thus that the measurements of internal friction may furnish a useful tool for the study of the mechanism of recrystallization and grain growth in terms of elementary atomic processes. The purpose of this paper is to report results of a study along this line. We will demonstrate that the internal friction method does give results in agreement with those furnished by conventional metallographic examinations. Once such a correlation has been established, we will be in a position to take further steps to achieve new information which cannot be achieved by conventional methods. The measurements of internal friction were made using apparatus and procedures similar to those used in the preceding article. All the measurements were made under such a small stress level that the internal friction is independent of stress level. The frequency of vibration is, unless mentioned otherwise, about one cycle per second in all cases. Internal Friction and Recrystallization Complete Recrystallization Temperature: Fig. 1 shows the internal friction curve during annealing of a few metals: aluminum, alpha brass and iron. Finely ground dried bentonites were compacted with a laboratory size Komarek roller compactor. Before compaction the moisture content of the bentonite was adjusted from 8-12% by adding water in a mixer. Predetermined amounts of Nat CO3 activator were dissolved in that water and added to the bentonite. Comparative rheological tests were then run with the compacted, activated bentonite versus unaltered bentonite. Compaction and activation of the bentonites improved their viscosity and water loss properties considerably, more so than extrusion and slurrying. It was concluded that, by using a compactor, bentonite reserves can be extended because low quality material can be improved without adding organic polymers. Introduction Many bentonites mined in Wyoming, South Dakota, and Montana are naturally of drilling mud quality. Those of low sodium content, and those of predominantly potassium, calcium, and magnesium exchangeable cations need altering to meet drilling mud requirements. Most foreign bentonites require sodium activation to meet drilling mud standards set by the American Petroleum Institute (API).

The distillation of bituminous coals at what is commonly termed low temperature, and the quantities, nature and adaptabilities of the products have been the subject of considerable experimentation, during recent years. Fortunately, the earlier work in this country was done by men whose scientific training qualified them properly to record and interpret the results of their experiments. The work of Prof. Parr, of the University of Illinois, is especially notable in this respect. Prof. Parr's work, added to that of English experimenters, demon-strated-certain things to a degree which is generally regarded as convincing. They have proved that a caking bituminous coal, when subjected to a temperature of not more than 1000" F. (preferably somewhat less) will yield light tar having low specific gravity (about 1.06) and high value; also, that this yield, with a given coal, will depend upon the percentage of hydrocarbons in the coal, the maximum temperature used, and the promptness with which the distillate gases are removed. It is assumed that air is excluded from the retort, and that the coal is subjected to heat for a sufficient time to drive off all of the tarry hydrocarbons. The results attained in the first, or low-temperature stage of the car-bocoal process, recently described by C. T. Malcolmson,1 corroborate these general principles. It is the purpose of the writer to describe other work of a practical nature, directed toward the commercial adaptation of these principles, which was begun nearly two years ago; this investigation was assisted by A. J. Sayers, of the Link-Belt Co., and Carl Scholz. The first step was to draft tentative designs for the handling of the coal and coke so as to produce a coke having a suitable structure for sizing, storage, shipment, and handling, without the necessity of briquetting. Prof. Parr's results had indicated that the rather open-pored volatile coke produced by him had a low ignition point, which would contribute toward easy control of the fire in stoves, house furnaces, fire-boxes, and boilers. TO determine the optimum inside dimension of an airshaft, it is necessary to strike the proper balance between the cost of power for air friction and turbulence losses within the airshaft, on the one hand, and the cost of sinking the airshaft, on the other. An airshaft larger than necessary is extravagant because the increased amortization rate exceeds the reduction in power cost. Conversely, an airshaft smaller than is needed wastes more power than can be justified by the corresponding reduction in amortization rate. Johnson, Jr., The innovation of a special meeting under the auspices of the Iron and Steel Committee was well justified, if we accept as a criterion the number of papers presented at the meeting held on Oct. 16 and 17 in New York and the attendance at that meeting. Twenty-four papers were read, and most of these were widely discussed orally, while doubtless the written discussions will be even larger in extent. Discussions will be received up to Dec. 1, 1913. The attendance at the meeting of 106 members and 75 guests is an evidence of the wide anti growing interest in the Institute of men interested chiefly in iron and steel. It is especially interesting to note this large attendance at a meeting where very little of a social nature was introduced into the program. An informal dinner for the men at the Engineers' Club closed the meeting. At this dinner were present about 70 members and guests. One of the Vice-Chairmen and the Secretary of the new Committee on Petroleum and Gas told of the important plans in prospect of that Committee. Brief impromptu speeches by a considerable number of the members and guests were enjoyed. Professor Marburg reiterated his previous assertion that he believed that the Institute and the American Society for Testing Materials, as well as some of the other technical societies, were all fighting for one good cause; that there was room in the field for all of these societies with their various points of view; and that they should march shoulder to shoulder. The success of this dinner was due largely to the efforts of Mr. Johnson who had the affair in charge.

Aluminum and copper single crystals were strained in shear, unloaded and rotated 60, 120, and 180 deg. The magnitude of the Bauschinger strain increased rapidly during the easy glide region and became constant as the easy glide limit was reached. An increment in stress was not required to continue slip in any close-packed plane or in the reverse direction during easy glide. A qualitative theory is proposed to explain the present results. FOLLOWING the initial work on tin by Bausch,' there have been several investigatorsB7 who have employed the shear test to study the deformation of aluminum. In all cases the shear technique was employed in an attempt to obtain a more homogeneous shear than in the conventional tension test The direct shear technique has the obvious advantage, relative to the tension test, that a crystal may be stressed in any predetermined plane and direction, including the reversal of strain sense. In the present investigation the shear technique was employed with aluminum and copper single crystals and their behavior was studied with respect to deformation in all close-packed directions in the octahedral plane. In contrast to previous investigations, the shear technique was used in an attempt to obtain a stress-strain curve in shear which is identical with the corresponding tension curve and then to use the additional degree of freedom of the shear test to study the mechanical behavior of crystals in all close-packed directions in the octahedral plane. PREPARATION OF CRYSTALS Single crystals 1/2 in. in diam and 6 to 7 in. long, were prepared from aluminum containing 0.001 pct Si, 0.001 pct Fe, and 0.001 pct Zn, by spectro-graphic ana1ysis and from OFHC copper. Crystals were grown from the melt in graphite at a rate of 1 5 in. per hr. The copper crystals were grown under an argon atmosphere. No lineage structure was observed in Laue patterns, though small angle boundaries were present in the crystals. The Fresnillo Company's mill at Fresnillo, State of Zacatecas, Mexico, treats oxide ores from the Fresnillo mine, dump ores and underground ores from the Plateros district, company leases and custom ores from the Zacatecas district, custom ores from other districts and tailings from old dumps at Fresnillo. The normal capacity of the mill is approximately 2600 dry short tons per 24 hours (a ton of 2000 lb.). The final product of the mill is a precipitate containing gold and silver, which is smelted and shipped as doré bullion to the refinery of the Compania Minera de Penoles, S.A., at Monterrey, State of Nuevo Leon, Mexico. The geology of the district was described in 1923, by T. C. Baker,' from whose paper the following data have been taken: The mineralization of the district was effected in the Tertiary period, following the intrusions and preceding the appearance of the flows. The area within which productive veins have been found is 1 mile long by 1/2 mile wide. The important units of each of the four general fracture systems meet in the central portion of Proano hill, which is an outcrop of graywacke, and where the rock was also intensely fractured by subsidiary movements, resulting in a shattered zone 1200 ft. long by 400 ft. wide. The mineralization was more intense in the immediate vicinity of the principal channels through which the solutions rose. The valuable metals are silver and gold, the ratio by weight of the former to the latter being 1000 to 1.5. Argentite is the predominant silver mineral, and is associated with pyrite and manganese mineral. The sulfides are primary throughout. A slight secondary action is represented by small quantities of native silver and silver halides, principally cerargyrite, which are found in the upper part of the mine. Oxidation has penetrated with great thoroughness to the lowest horizon so far exposed, this being 420 ft. below the present ground-water level. There were no important changes in the producing situation in Colombia in 1930, because the emergency bill passed by the Colombian Congress in 1927 is still in effect, and therefore no change has taken place in the law governing petroleum. At the close of 1930 the Colombian Congress began to consider a new petroleum bill. This measure is an improvement on the preceding bills which had been the subject of so much debate in the Congress. However, it cannot by any means be regarded as perfect, and a number of criticisms may be justly leveled at it. The most substantial one probably is that the royalties on public lands, and the taxes on private lands, while apparently low, are deliverable at seaboard, or payable based on seaboard price at the option of the government. If the government exercises its option to take the oil at the mouth of the well, the cost of the transportation figured back into oil is also deliverable to the government. This phase of the law has the effect of making seemingly low royalties a burden on the operator. The fact that taxes on private properties are deliverable in kind is also an unusual provision for which there is no good precedent. The pipe line provisions are also noteworthy, and the government has authority to fix rates and also to deny permits to construct pipe lines for reasons affecting national economy. There are also clauses enforcing unit operation on both public and private lands, and collecting a tax of 1 c. per 1000 ft. of gas wasted. It remains to be seen whether this bill will be enacted, or whether it will be substantially modified. This much may be said, however, that unless it is modified, it will defeat its own purpose; i. e., promotion of petroleum development in Colombia. Company Activities The South American Gulf Oil Co. shut down its operations during the year, and now employs only watchmen at its camps, Las Monas and El Tigre. THE mines of the United States Coal & Coke Co. are located in the Pocahontas coal field, in McDowell County, West Virginia. Twelve plants have been opened and equipped, of which, by reason of the present business depression, only nine are now in operation. These twelve plants serve eighteen mines; some of the plants having several openings, in either the same seam or in different seams, tributary to the same tipple. Only nine of these mines are now being worked at the plants in operation. Construction work was begun in 1902, and coal from the first three plants started was shipped in December of that year. An additional plant was opened in 1903, two in 1904, two in 1905, two in 1907 and the last two in 1908. On Jan. 1, 1915, the plants have been in operation an average period of 8.8 years. The rules of the company, which have been in operation since work was first begun, are similar to those in use by the H. C. Frick Coke Co. at its mines in Pennsylvania, in which "Safety First" was incorporated as early as 1907; and it has always been the policy of both companies to look carefully after the safety of their employees. Although the field is an extension of the old Pocahontas field, the mines, located upon a new branch railroad, are away by themselves, and, as is usual in such cases, the class of labor attracted at first was temporary in character. The rapid development of the mines required the employment of many new men and officials each year; and, while the accident record from 1904 to 1909 was as good as the average of the field, it was felt to be not as good as it could be made, and a determined campaign was inaugurated for preventing accidents of all kinds. Fig. .1 shows the tonnage of coal produced per fatality, both total and for inside accidents only, at our mines; the tonnage per fatality of all West Virginia mines, and of those in the Pocahontas field.

Efforts made in the year 1930 and in previous years restricted production in most of the fields of Texas to a point that was satisfactory, at the beginning of 1931, to the majority of producers and buyers. In the Panhandle, North Texas and West Central Texas districts, a few operators with refinery affiliations or contracts either ignored, or by virtue of injunction suits, did not comply with the Railroad Commission's orders, and there was some oil sold at less than posted prices, which, with the Oklahoma City difficulties, caused the first general price reduction. More could have been done perhaps to help the situation on the Gulf Coast and in the Laredo district, but natural advantages are not readily surrendered. East Texas Proration troubles in 1930 were insignificant when compared with those of 1931. In January, 1931, efforts were begun to convince the producers and citizens of East Texas of the necessity of curtailment. Opposition quickly developed and meetings were held in the towns of the region and proration denounced vigorously. Notwithstanding a strenuous campaign for additional legislation waged by many producers, the regular session of the State Legislature refused to strengthen the conservation laws and passed only the Marginal Well Bill, designed to prevent the Commission from prorating small wells. The Railroad Commission held a heated hearing on East Texas in the latter part of March. During April the Commission issued three orders based on the Yates plan for the proration of the East Texas field. Each succeeding order raised the allowable for the field. In June the opposition held more mass meetings at which a plan based on acreage was endorsed. Apparently on the theory that any plan was better than none, the Commission issued an order on July 2 embodying some of the features of the proposed plan, limiting production to 250,000 bbl. per day, and dividing the producing area into 20-acre units participating equally in the outlet. Owing to the bringing in of many wells and the many violators of the Commission's orders, production increased to such an extent that prices went as low as 5c per barrel.

C.-The briquet or boulet, or coalette (whatever name is used) has come to stay as a part of the fuel supply, particularly for domestic purposes. During the past winter I have had some personal experience with the use of boulets made from anthracite coal. All of this winter I have used boulets in my furnacee and in my grate at my home in Washington. One reason for doing so is that we get the boulets at a price considerably cheaper than the prepared sizes of anthracite coal. The fuel has proved entirely satisfactory. One advantage possessed by the boulet is its absolutely uniform size, which makes the ventilation of the firebed practically perfect. The boulets burn until entirely consumed. There is not, even in an open grate fire, if the fire is kept constantly going, any unconsumed fuel passing through the grate bars. The boulets hold their form until entirely consumed and then break away into a clean white ash, with absolutely no clinker. That in itself is a particularly favorable recommendation to the housekeeper. Mr. Malcolmson has mentioned the fact that notwithstanding the smokeless character of anthracite, the boulets made from it emit smoke. The emission of smoke is due to the coal-tar pitch used as a binder. This is particularly noticeable if the fireman is somewhat careless, or wants to save labor, and feeds too much of the fuel on the fire at one time, cooling it down and thus causing an unnecessary amount of smoke. The smoke lasts but a short time, however, and if the fire is fed a little more frequently, with a small quantity of fuel at one time, the smoke is reduced to a minimum. I believe it will not be long before some of our engineers will have overcome the objectionable smoke; and will produce either from anthracite or from the so-called smokeless New River and Pocahontas semi-bituminous coals, a briquet which will be as smokeless as anthracite for all. practical purposes.

THE fact is notable though probably little known that the United States is the only nation obtaining and distributing through its Government bureaus any data pertaining to waste metals and drosses. Some foreign governments do issue reports relating to mine or smelter production of primary metals, but none gives in scope and detail the information published now by the U. S. Bureau of Mines and formerly by the U. S. Geological Survey; and this is despite the fact that the funds annually allotted for those purposes are insignificant in comparison with allotments for the preparation of data relating to other industries of like importance. The earliest data on the production of metals from secondary sources in the United. States were contained in a press bulletin issued by the U. S. Geological Survey on Jan. 4, 1909. The information published was that for the year 1907 obtained and compiled by C. E. Siebenthal, who was one of the first to visualize the growing importance of the scrap-metal industry. The National Conservation Commission had emphasized its opinion that the known domestic supply of certain kinds of the more important metals was being rapidly marketed and that while there was no immediate cause for concern it was best to conserve such resources. Not only had there been a lamentable lack of any data regarding the quantity of scrap metals available or used but also gross carelessness and indifference in the segregation, collection, and effective use of scrap material. Siebenthal realized that even approximately correct statistics of recoveries from the more important base-metal scrap and drosses were nearly as essential to both producers and consumers as the statistics of the output of primary metals. There were not then nor are there now sufficient funds for complete collection of data, nor was it considered the province of the Geological Survey to do more than determine approximately the recovery of secondary metals for use in supplementing those given for the primary metals. As the Seminole area, Seminole and Pottawatomie Counties, Okla., appears to be the chief danger zone of overproduction in the United States, it may be of interest to review the production records of the various pools which make up this area; also to dis-cuss the future prospects of these pools, together with the structurally "high" points which may develop into new pools. It is also of interest to appraise the effect of the curtailment program in this general area, which was agreed to in principle by the various Seminole op-erators at a meeting held on May 23 at the offices of W. C. Teagle in New York. There are four large pools in the greater Seminole area. They are, in the order of their importance Seminole City, Bowlegs, Earlsboro, and Searight pools. A glance at the accompanying general map of the area will show their relative situation. The detail maps show the extent and area of these prolific spots. Seminole production comes from the Wilcox sand of Ordovician age, found at a depth of 3900 to 4300 feet. Semninole City Pool:-This pool was discovered in Wilcox sand in July, 1926. By Jan., 1927, there were 123 wells completed, making 146,000 bbl. per day. The field reached its peak of 253,000 bbl. per day the last week of Feb., 1927, with 211 completions and a per well average of 1200 bbl. On July 4 there were 304 wells completed, producing 102,000 bbl., with a per well aver-age of 336 bbl. per day. This pool will cover an area of approximately 3500 acres. It has produced approxi-mately 38,000,000 bbl. to. July 1. Estimates of total ultimate production are around 55,000,000 bbl. or somewhat better than 15,000 bbl. per acre. Some of the individual leases have already yielded 30,000 and 40,000 bbl. to the acre. Bowlegs Pool:-This pool shows 175 drilling wells and 131 completions making 180,000 bbl. per day, with an average per well production of 1380 bbl. It appears that this pool will develop into nearly as large an area as Seminole City. The wells, however, do not give up

United States Steel Corp's. Minntac mine is located at Mt. Iron, Minn. on the Mesabi Iron range. The taconite pit is two miles wide, with a maximum depth of 170 ft. Millions of tons of crude ore, waste rock, and surface overburden are handled annually at the mine. All crude ore plus some of the lower-grade rock are rail-hauled; other materials are trucked. Length of rail haul averages 3.5 mi, with a lift of 140 ft. The maximum grade against the load is 1 ½ %. Nine 1200 hp diesel-electric locomotives handle trains of 40-and 50-cu yd side dump cars in crude ore and lower-grade rock service. In addition to this continuous operation, locomotives handle coarse tailings disposal and switching duties on an intermittent basis. All railroad equipment operates under the supervision of a mine control foreman through voice radio communication. The pit foreman also has this frequency available, quickly accommodating any changes in operation that may be required.

WALLACE MCKEEHAN, Douglas, Ariz. (communication to the Secretary*).-In going over this report, which I have done very carefully, I find that the summary as composed deals with the various problems almost entirely from the employer's standpoint and that practically no consideration is given to the employee's point of view. An experience of 3 ½ years as safety inspector, and almost 30 years as workman-and official, has convinced me that any plan for the betterment of working conditions which will achieve any degree of success must give the workmen their share of responsibility and allow them full participation. The company may finance and direct the movement, but its ultimate success depends upon the support given by the workmen. The cooperation of the men doing the actual work is so essential that all writers insist that this must he secured, but they do not agree as to how this can best be done.
