Disasters are often tragic outcomes of high-risk technologies such as mines. In Australia, more mines are being developed every day, and the risk of disasters is ever increasing. No matter how effective our conventional safety devices are, there is a form of accident that is inevitable. These relate to accidents that result from æinteracting failuresÆ in a way that could not be foreseen by the designers. In so-called ætightly coupled production systemsÆ (processes that happen very fast, such as on a high producing mine) the risk is even higher and our risk controls mostly introduce some sort of a technological fix. While we are at the one hand attempting to control the risk, we are also introducing another level of complexity. Are we really controlling the risk? This is one of the fundamental questions that will be addressed in this paper: Do we have the ability within the mining industry and other industries to effectively prevent these catastrophes, or are we, on the contrary, faced with an increasing risk as a result of increasing complexities of our technology, management systems and practices. This paper will contend that perceived improvement in risk control is an illusion of activity, and that the likelihood of mining catastrophes may be exponentially increasing. Although the paper focuses on the mining sector many aspects may be applicable across a range of industries. This paper will further contend that we are applying the right solutions to the wrong problems. Our focus is technological and procedural, while our problem is one of production cultures ripe for error and failure.

Our Western Australian Operations are a signatory to the WA Cleaner Production Statement, through which we provide a Cleaner Production Plan to the State Government on a voluntary basis. This paper describes in general terms AlcoaÆs goals, achievements and directions in applying Cleaner Production to enhance business performance in the economic, environmental and social dimensions. All mining and quarrying operations that employ blasting to fragment and move broken ground have a price to pay for æby-productsÆ such as vibration and noise. These æby-productsÆ cannot be eliminated but they can be controlled and modern blasting techniques have improved to the point that excessive environmental restrictions can be adhered to whilst maintaining acceptable production rates and quality. Accurate measurement is the key to control, and as the environmental limits are becoming tighter, the proper way to measure vibrations from blasting operations becomes an integral part of the mining or quarrying operations. The basic vibration monitoring system consists of a primary sensor connected to a data logger and computer software for the analysis of the signal received and recorded. Currently, as with all fields of measurement, much improvement has occurred over the past decade, and electronic devices are much more accurate and reliable. Data analysis has also improved considerably with the computing power that is available to field operatives today. Mounting the primary sensor has been often overlooked in supposed æstandardsÆ with procedures such as double sided tape, resting on a flat surface provided the vibration level is less than a given amount. But if it is worth going to the expense of the monitoring equipment and manpower, surely it is worth a little extra effort to ensure the primary sensor is coupled to the ground effectively. The primary sensor must move with the ground and measure this movement; so if the primary sensor is allowed to move without respect to the ground (ie poor coupling to the ground) then a false record of the physical event will be measured. This scenario can easily be a practical reality if the primary sensor coupling method to the ground is not effective. In this study a number of mounting methods were fabricated and connected to similar data monitors and a series of ænormalÆ production blasts were used as the vibration source. These mounting devices were measured against an in-house procedure (the æstandardÆ) and the relative merits compared. A laboratory investigation was also carried out to look at the physical parameters of the æsoil and their effect on vibration attenuation of the in-house standard method.

Fine Gravity Separation in the Reflux Classifier, Exploiting a High Shear Rate, Laminar Flow Mechanism The Reflux Classifier is used in the gravity separation of particles over a broad range of particle sizes. The device consists of a fluidised bed zone, with a system of parallel inclined channels above. The inclined channels provide a significant hydraulic advantage over conventional fluidised beds via the so-called Boycott Effect (Boycott, 1920). This paper describes a new advance in fine gravity separation based on the high shear rate and laminar flow profile that arises when closely spaced inclined channels are deployed. As reported recently (Galvin et al, 2009a), a powerful density based separation mechanism develops from this arrangement, suppressing the effects of particle size. In this paper we focus on two areas, firstly the application of the separator in the laboratory for batch fractionation of particles of varying size and density to determine the grade recovery curve and hence the liberation, and secondly the step change in separation performance achieved on a continuous steady state basis when closely spaced inclined channels are used. The variation in the separation density with particle size decreases significantly, and the Ecarte Probable Error (Ep) remains at low levels over a broad size range.

Mineral formations, accumulated during technogenic activities greatly influence an economic and ecological situation in the Kola North. On the one hand, the dumps from extraction of mineral resources, tailing ponds of beneficating plants, ash dumps, wastes of metallurgical and mechanical engineering productions destroy the regionÆs environment and require taking certain measures and costs to bury or protect from weathering, oxidation, etc. On the other hand, technogenic mineral formations contain a lot of valuable scarce components. The amount of solid wastes increases annually, causing damage to ecology and economy. Researches conducted in recent years showed a possibility and economic expediency of comprehensive processing of wastes from different enterprises in Murmansk region and their use for production of new competitive commodity output, possessing high consumer properties. Thus, involving mineral wastes from Khibiny apatite deposits into hydrometallurgical industrial processing provides the basis for setting up a large beneficating-metallurgical complex. In this case ores and wastes from other deposits on the Kola Peninsula, containing titanium, rare, rare-earth and other valuable elements, may be involved into processing. Establishing such a complex will allow to organise a deep processing of natural resources, utilise some production wastes, improve ecological security and supply production with competitive output. Expanding the complex implies not only involving new mineral raw material into processing, but mainly deepening raw material processing, maximum utilisation of local natural resources and obtaining a wider variety of prime products.

Although cyclones have been around in their current form since the early-1890s, there have been some exciting new developments, which have extended their efficiency/operation. These developments have taken place with both dense medium and classification cyclones. The more noteworthy developments are:Inlet designInlet design is the determining factor in classification cyclone capacity and efficiency. The recently developed ribbon inlet with patented pressure bulge has not only resulted in unbelievable increases in capacity, but also in efficiency. Sharpness of separation corresponding to an alpha value of greater than four has been achieved! Secondary offtakeOne of the factors leading to reduced cyclone efficiency is the presence of coarse particles in the cyclone overflow. The secondary offtake has been developed specifically to scavenge these particles from the cyclone overflow with great success. Water injectorThe other major factor resulting in reduced cyclone efficiency is the presence of misplaced fine particles in the cyclone underflow. The water injector, which has been around for many years in various forms, can reduce this short circuit fraction by up to 50 per cent. 3-in-1 cycloneThe 3-in-1 cyclone combines the inlet design, secondary off take and water injector into a single unit resulting in the most efficient classification cyclone available in the market. The RejectorTMIron ore has a high yield to underflow and traditional dense medium cyclones have always been spigot constrained. The Rejector TM is an exciting new development whereby the spigot capacity has been increased substantially. The application of the Rejector TM will result in fewer/smaller cyclones being required for a given duty resulting in efficiency gains and reductions in both operating and maintenance costs.

Consents Required for Overseas Persons Overseas Investment Regulations 1974 Foreign investment proposals must be reviewed by the Overseas Investment Commission to ensure that these are in accord with national interests. Consent must be obtained from the Commission for: 1. New investment proposals which include: a. An overseas person acquiring 25 per cent or more of any class of share in a company. b. A New Zealand company issuing shares to an overseas person where this will result in that person owning 25 per cent or more of the company. c. An overseas person acquiring business assets for consideration in excess of $100 000. d. An overseas person commencing business in New Zealand. 2. Borrowing in New Zealand: An overseas person must obtain consent to raise funds in excess of $300 000 in New Zealand. 3. Borrowing Overseas: New Zealand incorporated companies must obtain consent to borrow overseas. Current policy is borrowing will be approved where the loan is for a specified fixed term of one year or more.

Previous studies of alluvial gold in Otago and Southland placer deposits have suggested a gold-mercury association for some deposits derived from Caples Terrane schist, whereas alluvial deposits on Torlesse Terrane basement typically have no mercury. A regional study of gold from Otago Schist vein deposits from both Caples and Torlesse Terranes has revealed the presence of both Au-Ag and Au-Ag-Hg alloys in both terranes. Au-Ag alloy (3 - 4 wt per cent Ag) is typical for gold found in most Torlesse vein deposits, and Au-Ag-Hg alloy (3 - 8 wt per cent Ag, 2 - 8 wt per cent Hg) is found in many Caples vein deposits. Au-Ag-Hg alloys are not exclusive to the Caples Terrane, however, as Au-Ag-Hg alloys with up to 4 wt per cent Hg are found in vein material from the Torlesse-hosted, HydeMacraes Shear Zone. In addition, not all Caples-hosted deposits have a gold-mercury association; gold grains from the Carrick and Invincible gold fields have no detectable mercury. The present study characterises gold compositions from various hard-rock vein deposits and has potential for determining placer-source relationships.

Resources and reserves are critical inputs into the determination of an operating mineÆs financial results and balance sheets, but how well understood is this fact. Do the investors, directors, accountants and geologists/engineers responsible for preparing or relying on relevant aspects of the end results properly understand the inputs and outputs and the associated risks that may be established. The first step is to understand how financial reports are impacted. The most obvious, and best known, impact is in the calculation of depreciation and amortisation charges against long term assets. In addition, however, there is a requirement to regularly determine whether asset book values are impaired û this is nearly always performed globally by the preparation of a discounted cashflow model for a mine which is usually based on a mine life as determined from the resource and reserve statement û the particular driver here is normally the short and long term production plans. A key aspect of the short term production plan is that it would normally not assume that the reserve and resource statement implies consistent grade, stripping ratios, etc. However, outside of the early years of a plan, more generic assumptions of these variables are often made in conjunction with the reserve and resource statement. Depending on the timeframe of the detailed production plans, this can have a large impact on a projectÆs net present value. Other financial balances that may also be impacted include restoration and rehabilitation provisions, retrenchment provisions and deferred or equalisation stripping accounts. The age old question of whether all reserves should be used or whether some or all of the resources should be included for financial reporting purposes has never been adequately resolved. It is our view that there should be no prescriptive answer to this question but judgement of all professionals involved in the process needs to be included. Furthermore, the company needs to be able to support their conclusions with well thought out and appropriate answers. This may not be in line with the approach that certain accounting standard setters may be proposing or taking, and this paper will outline the current status of global requirement and the likely future directions. Whether reserves or resources are utilised, does not change the key requirement that those preparing or using reserve and resource statements need to understand key aspects. For example: geologists/engineers do they know how reserves or resources will be used? have they imparted information on variability of key drivers such as grade or depth or dilution? do they know that major financial/business altering decisions may be made based on the analysis? accountants do they understand where the numbers have been derived from and the assumptions that may have been made in their determination? do they understand the degree of accuracy (or inaccuracy) that may exist particularly with resources)? do they understand the history of resource reconciliations and what it may mean for the future? directors do they understand the processes undertaken by the company to prepare the financial report and the interaction between the geologists/engineers and accountants? do they understand the potential sensitivity of results to the input variables? Financial reporting is extremely reliant on the use of the reserves and resources, however, the geologists/engineers, accountants and directors do not always understand the interactions between themselves which may lead to misleading public reporting. More education and communication between various parties is needed.

The chemistry of cyanide solutions is complex, this complexity being responsible for the ability to act as complex-forming agents in metal dissolution processes, among them gold and silver. Such ionic species are used in hydrometallurgical processes, in particular in gold extraction and electro-plating. Due to the high toxicity of cyanide, the discard of effluent from processes and/or industries demands rigorous treatment so as to minimise its concentration. Among the conventional chemical treatment of such effluents one can mention SO2/air; biological degradation; oxidation by using hydrogen peroxide; oxidation by sodium hypochlorite, etc. However, the electrolytic recycling process is also promising for cyanide recovery and offers the possibility of recycling it to the aforementioned industrial processes. Such a process does not use additional chemicals but enables direct re-utilisation to the main process aiming at adjusting the cyanide concentration.

Mine ventilation is an essential part of underground mining operations used to provide fresh and cool air, as well as to dilute and remove contaminants from the work environment. This paper presents an overview of the ventilation and gas management systems in one of the underground coalmines in Iran: Parvadeh_1 mine. The mine is located in the Tabas coalfield in the South Khorasan province. It is the only fully mechanised mine in Iran utilising the longwall retreat technique. The mine produces 1.1 to 1.3 Mt of coking coal annually. The mine ventilation system currently utilises two 630 kW exhaust surface fans. The gas management system includes surface to in seam (SIS) predrainage boreholes. The underground mine is equipped with an underground gas reticulation pipeline that is connected to a surface plant for the production of methane gas. This study shows that the ventilation and gas management systems of the Parvadeh_1 mine are in line with the standards of Australian underground mines.CITATION:Hasheminasab, F, Aminossadati, S M and Bagherpour, R, 2017. The importance of the minerals industry to any economy is clearly demonstrable. Its raw materials and products are the foundation of modem society and they have shaped the history of mankind from prehistoric times to the space age of today. However, those in the minerals industry have clearly failed to impress this fact on the consciousness of the public, bureaucrats and politicians. They have also failed to engage their dedicated opponents in a constructive debate. This is mainly because the minerals industry has been unwilling (until recently) to deal with the "soft" issues of civil society, nor understand and operate on a more emotional level. Technical professionals (as well as managers) in the future must be as comfortable in handling community concerns over social, environmental or landowner issues, as they are with logging complex drill core, designing blast patterns and separating one mineral from another. They must become caring, effective communicators and mediators. These are the new skills of a professional in the Third Millennium. These issues are outlined and discussed with some Australian data used to illustrate the point. If there is to be a future for all, then the policy makers within all levels of government (national, regional or local) must not drive essential mineral development offshore. They must address ways to support wealth creation mechanisms, particularly innovation. The minerals industry is a powerful wealth creator for ordinary citizens and an innovator. Politicians and their advisers must not .be allowed to forget this fact. If the ANZAC minerals industries do not win the emotional debate and successfully deal with the "soft" issues as well as they deal with the technical issues, there can be only a dim future ahead.

Mineral exploration and mining in New Zealand has had almost five years of new legislation. The requirement for different consents is a challenging, time consuming, expensive exercise but in most cases the new procedure is working, although the matter of obtaining access to land is still a major issue. Priority is critical. After lodgment of an application for a minerals permit there are many other matters to address such as identifying land owners, occupiers and administrators, preparation of access applications, consultation and preparation of various resource consent applications.

Owing to improvements in computer capacity, it is now possible to undertake fully coupled or partially coupled, three-dimensional (3D) hydromechanical Finite Element (FE) simulation of mines, including explicit representations of large numbers of discontinuities. The analysis requires fewer assumptions than uncoupled analysis or two-dimensional (2D) analysis, but may require a change in how hydrological data is collected. The way hydrological data is incorporated in stability assessment and the approach to uncertainty in hydrological information also requires discussion. The current procedures for this type of analysis are discussed, along with some practical difficulties and teachings from early applications. A work flow for integration of 3D hydromechanical modelling with pit planning and some considerations for the management of uncertain data are also proposed.

Three well-known copper and gold deposits in northern Luzon, Philippines are located in the Mankayan Mineral District. These are the Lepanto Copper-Gold Deposit, the Far Southeast Porphyry Copper Deposit and the newly discovered Victoria Gold Deposit. The latter discovery led LCMC to shift from a predominantly copper mine to a gold mine. The pre-Eocene Lepanto basement andesite and the middle Miocene Balili volcaniclastic sequence underlie the Mankayan Mineral District. They are intruded by tonalitic to gabbroic Bagon Intrusive followed by diorite-quartz diorite intrusions. Diatreme emplacement of late Miocene-early Pliocene Imbanguila dacite pyroclastics and porphyries took place much later. Faults in the district mostly form a conjugate fracture pattern dominated by north and northwest trending shears, east-west trending extensional fractures and few north-south trending fissures. Victoria is an epithermal gold-base metal rich quartz vein deposit. The veins occur along tensional structures and it is common to observe crustiform and banded features among the sulphides and gangue minerals. It is an open space infilling type of mineralisation. The Victoria vein systems are divided into zones based on continuity. In each zone are major veins and associated spits. Dacite pyroclastics and porphyries predominantly host the major veins with a few narrow veins hosted by the Balili volcaniclastics and the Lepanto metavolcanics. The veins generally trend east-northeast with 75 - 80 dips towards the south. The longest vein can be traced fairly continuously for a horizontal distance of about 600 metres. The vertical persistence of major veins exposed on three level drives has a range of 150 metres and can reach as much as 400 metres based on drill hole intercepts. The vein widths vary from two to eight metres. Right lateral movements of either the NW or NE shear faults could have produced the east trending tensional fractures. The development of ore shoot patterns was recognised and has been helpful to the mining operations. Cymoid loops with defined pinch and swell features are noted both laterally and vertically. Complementing the structural pattern is the distribution of gold values along veins where lateral and vertical continuity is also observed. Gold is associated with quartz, sphalerite, galena and chalcopyrite. In relatively high gold zones, the abundant sulphides are sphalerite and galena. In relatively high copper zones, there is an abundance of chalcopyrite and tetrahedrite. Galena is always associated with sphalerite but less in abundance. Chalcopyrite occurs either as separate bands from or associated with sphalerite-galena. Chalcopyrite and tetrahedrite appears contemporaneous with sphalerite and galena but in some portions the former cuts the latter sulphides. The predominant gangue minerals are quartz, carbonates and gypsum. Rhodochrosite is the predominant carbonate gangue. Few sulphides are found in the carbonates. Gypsum (anhydrite) is found cross-cutting early mineralisation. It carries very few sulphides. The alteration halos around veins are relatively narrow. In an outward sequence, the silicic alteration occurs very near the veins, followed by sericitic-argillic alteration then to propylitic zones. It is also common to observe veins bounded by propylitic alteration. Preliminary paragenetic studies show apparent three stages of mineralisation, the early-quartz (-gold) stage followed by a carbonate stage and a late-gypsum stage. The abundance of base metals relatively decreases towards the gypsum stage. The Victoria gold deposit could have some genetic associations with the Lepanto Cu-Au deposit and probably indirectly with the FSE porphyry system. It is relatively apparent that the Victoria quartz-gold-base metal veins could have occurred similarly as the quartz-gold roots overprinting the Lepanto enargite mineralisation. This overprinting signifies the waning stages of the entire hydrothermal system.

A significant amount of metallic iron in the world is produced in blast furnaces from iron ore pellets. To control the quality of pellets and to optimise pellet production, characterisation of both green and fired pellets is required. Optical image analysis (OIA) allows identification of different minerals, binder, remaining fluxes and porosity within pellets.For proper identification of the mineralogy, porosity and texture in pellets a high magnification is required, therefore each individual image covers only a very small portion of the pellet. At the same time the characterisation of pellets requires that the whole pellet is represented as a single object, so the size of the resulting overall image at high magnification can make it difficult to handle. A solution to this problem has been implemented within the CSIRO OIA package Mineral4 by combining images at different levels. Namely, to average out local irregularities, individual frames can be stitched during imaging into larger MosaiX images. Mineral4 further combines these MosaiX images into a single panorama image of the whole pellet.The proposed procedures allow the calculation of mineral and porosity spatial distributions, local gradients and abundance graphs based on the distance from the centre of the pellet. The overwhelming weight of scientific opinion indicates that human activity is having a discernible and negative influence on the earthÆs climate system. The Australian Government, together with about 100 other nations, has accepted the findings of the Intergovernmental Panel on Climate Change third assessment report, released in 2001. This report was prepared by several hundred eminent scientists from all over the world, from various scientific disciplines and with differing opinions on global warming. The IPCC third assessment report contains a series of relevant, significant conclusions; for example, it finds that there is an increasing body of observations that gives a collective picture of a warming world and other changes in the climate system. Global average surface temperature increased over the past 100 years by about 0.6¦C. This may not seem much, but in the 900 years beforehand, the EarthÆs temperature remained relatively stable. The 20th century was the warmest of the past 1000 years in the northern hemisphere (there is much better information available from the northern hemisphere than the southern hemisphere). The 1990s were the warmest decade of the millennium in the northern hemisphere and 1998 was the warmest year. Although many factors influenced the EarthÆs climate, scientists are confident that greenhouse gas increases were the main factor contributing to global warming in the last 50 years of the 20th century. Increases in carbon dioxide, methane, troposhperic (lower atmosphere) ozone, halocarbons and nitrous oxide have all contributed to global warming. Combating climate change cannot be done without the cooperation of industry and the community at large. It is important that Government and industry work together to achieve greenhouse gas abatement while ensuring continued economic growth. The cause of the problem û the generation of greenhouse gas emissions û lies at the heart of the structure and size of modern economic activity. Greenhouse gas emissions are embedded in our way of life from our energy consumption patterns to the basic production of food. Moreover, the costs of the impacts of climate change to the earth will be potentially revolutionary, not merely evolutionary. It is in this light, acknowledging both the seriousness and nature of the problem before us that I want to reflect on the key drivers in the international climate change negotiations. A consideration of the past, present and future from what I see as the mid-way point in the process. In 1997, Parties agreed to adopt the Kyoto Protocol, which sets out mandatory targets for greenhouse gas emissions for developed countries.
