The cost of preparing a feasibility study is notoriously difficult to estimate. Studies for mining projects are typically commenced when an exploration programme has identified a mineable resource and pre-feasibility studies have shown that development of the resource would lead to an economically viable project. Pre-feasibility studies will normally include an estimate of the cost of a formal feasibility study and this estimate would then be firmed up before a commitment is made to proceed with the formal study. Data for preparing the feasibility study cost estimate will be sketchy, geological investigations, metallurgical testwork, and marketing studies may be needed before the scope of the project and hence the scope of the formal study can be finally determined. Before an estimate of the work required and hence of the cost of the feasibility study can be prepared the source of project funds must be decided. Studies for internally funded projects are often less rigorous than those which must be "bankable" and subject to the scrutiny of external financial institutions. This paper sets out suggestions for preparing more accurate cost estimates for feasibility studies by ensuring that all activities are included and shows how a staged approach to preparing such studies can minimise costs and guard against cost overruns. It also provides a case study showing how the estimate compared with actual costs for a recent feasibility study completed by Pancontinental Mining Limited.

Concentrations of bright green material in the "Golden Mile" of Kalgoorlie, which carry particularly high gold values, are known locally as "green leader".This assemblage consists largely of quartz, sericitic muscovite, carbonates, and pyrite. Some of the sericitic muscovite contains vanadium, giving the rock its green colour. Vanadium oxides, including nolanite, are also present. Tellurides identified in this study are calaverite, altaite, petzite, melonite, and coloradoite. Native gold was found in most of the samples; some of the gold, at least, has been formed from the decomposition of gold tellurides.It is suggested that mineralizing solutions carrying gold and tellurium leached vanadium from the host rocks and subsequently deposited gold tellurides and vanadium-bearing minerals in the "green leader".

The changes in layout and design over 48 years, from the first crushing and shiploading plant installed at Whyalla in 1915, up to the present plant being built at Koolan Island, Yampi Sound may be summarized as follows.1. Smaller motors and lower power consumption have resulted froma. oil lubrication, where practicable, in place of grease,b. a high pressure "oil-lift" device to reduce starting torque in crushers with white metal bearings, andc. roller bearings in place of white metal.2. Short centre drives with pivot-based motors permit controlled loads on bearings and a reduction in size of crusher houses and motor rooms.3. Dust proofing and pressurising of crusher houses and motor rooms reduces working temperatures and improves cleanliness.4. Variable speed pan feeders give improved plant control, with the use of one man only, and remove the need for large surge bins between crushing stages.5. The use of diesel quarry trucks to dump ore through a "drive over"tip results in faster truck cycles.6. Elevated cylindrical silos with air operated chutes, replace long horizontal storage bins with multiple manually operated side discharge chutes for loading rail cars, and give faster and more accurate truck loading. The silos are charged by belt conveyors with automatic distributors.7. Increased shipping bin capacity (40,000 tons at Whyalla and 6O,OOO tons being built at Koolan Island) caters for the bigger vessels now in use and envisaged for the future. Automatic travelling distributors deliver ore to the bins in layers to ensure, maximum mixing and a more uniform grade for blast furnaces.INTRODUCTIONThe Broken Hill Proprietary Company Ltd has six major crushing plants in Australia at its principal sources of raw material. These are at Iron Knob bench G, Iron Knob scree ore plant, Iron Baron, and Cockatoo Island, all of which are ironstone operations. The other two plants are at Rapid Bay, a limestone quarry, and at Ardrossan, which is the Company's only source of dolomite.

Mineral sands dry plants consist of a large number of repetitive unit operations with significant transport delays, in the form of stream pipes, conveyors and elevators. As part of the P255 mineral sands sponsorship and using the JKMRC developed conductor/non-conductor (CNC) gauges, control loops have been implemented at the multi-duty dry plant of Cable Sands Limited at Bunbury. This paper describes the loops for kV control on a rougher high tension roll machines (HTR). The options available are product grade control and ratio control using the JKMRC CNC gauges, which measure the percent conductors in a stream. The purpose of control is to stabilise the circuit operation against disturbances such as atmospheric and feed disturbances.

Davis tube tests were conducted on a Koolanooka magnetite iron ore sample, supplied by Kingstream Steel Ltd, to determine the optimum grind size, maximum iron recovery and the cleanness of the products from low intensity magnetic separation (LIMS). The ore sample contained 38.6 per cent iron, 37.8 per cent silica, 6.5 per cent magnesia and 0.54 per cent alumina. XRD and microscopic examination showed that the main minerals in the ore were amphibole (42 per cent), magnetite (39 per cent), and quartz (14 per cent). Amphibole, (Mg, Ca, Fe),Si8O22.2(OH), containing 50.3 per cent SiO2, 35 per cent FeO and 11.5 per cent MgO is the main gangue mineral in the ore, and about 30 per cent of the total iron in the ore is contained in the amphibole. Heavy liquid separation tests showed that it is very difficult to separate iron from silica by gravity separation to obtain a high quality iron concentrate. Three grind sizes were initially tested, ie 45, 38 and 20 ¦m. It was found that grinding to 100 per cent -38 ¦m (P80 of 29 ¦m) appeared to be the best option for liberating the magnetite from gangue minerals. The iron recovery to the LIMS magnetic product for the 100 per cent -38 ¦m sample reached 73 per cent and the iron content was 65 per cent. Further test work suggested that the optimum grind size was a Psu of 25 ¦m.

Economic conditions after WorId War II made the recovery of Australian sources of sulphur one of considerable national importance. From 1947 to 1949 an investigation was made of recirculation techniques to produce acid plant grade gas from the Dwight-Lloyd down-draught sintering plant.During 1949 it appeared feasible to produce a gas of suitable 802 concentration and a decision was made to construct a gas purification train and a 150 tons/day contact acid plant. However, a number of difficulties remained in the production of the gases for sulphuric acid manufacture and as a result of research conducted to overcome these troubles the continuous up-draught sintering process was developed.The principal difficulties were:(a:) The down-draught sintering practice, as developed, produced an unusually high metallic lead precipitation in the windboxes. The disposal of this lead interrupted sintering operations and the delivery of gas to the acid plant.(b) The production capacity of the existing sintering plant was fully extended and the adoption of recirculation of gases, in an endeavour to satisfy acid plant requirements, would probably reduce the plant production capacity.(c) The prevailing high temperature of water available for purification train cooling required a higher than...

Up to 19 chemical parameters were studied in flotation pulps in six Australian lead-zinc concentrators with the aim of obtaining a better understanding of the nature of, and changes in, the chemical environment. This paperdiscusses collector residuals, metal concentrations in solution, and other parameters.Collectors used in the plants studied were various xanthates, Z-200, and Aerofloats. Xanthate residuals varied in different ways in most plants. However the general trend was for residuals to be at the O· 5-2 p.p.m. level in lead flotation and O· 5 p.p.m. or less in zinc flotation.Aerofloat residuals were also variable but in the plant concerned were at a much higher level (8-10 p.p.m.) than xanthate residuals. Z-200 residuals were in the 10-20 p.p.m. range and it was found that the Z-200 added to zinc flotation was reporting in dam return water and entering lead flotation.Copper concentrations in solution were negligibly low in those plants where cyanide was not used. When cyanide was used, copper was at the 5-20 p.p.m. level and appeared to be present as Cu(CN)-2. However the hiocyanatepresent may be important. Xanthate was also present in these solutions.Zinc concentrations ranged from 0·1 to 800 p.p.m. in different plants. The general trend was for the zinc level to be highest in the grinding circuit and to drop during flotation. However there was always an increase in zinc concentration when copper sulphate was added, even tho.ugh this incre.ase was not permanent, and the increase was greater with higher copper sulphate additions.The manganese concentration also increased appreciably during copper-activation of marmatite. In some plants lead concentrations increased from 0·1 to 1 p.p.m. during activation of marmatite.Calcium concentrations (20-1200 p.p.m.) and magnesium concentrations (10-600 p.p.m.) tended to be fairly stable in each circuit.

Very few of those occupied in pursuits other than mining have any conception of the extent of boring operations that have been carried out on the gold and coal fields of Victoria, or of the valuable and definite knowledge obtainable by such means. The subject comprises various branches, which it will be necessary to describe in detail. The three main divisions are The Administrative, which includes all financial work and general management. The Professional, dealing with topographical and geological work necessary before any scheme of boring can be laid out, the preparation of plans, the inspection of cores obtained from bore holes, the examination of diamonds, etc. The Mechanical Branch, dealing with the drilling machinery, setting of diamonds, maintenance of stores, etc. In 1877, the Goverpment of Victoria decided to assist in prospecting the mineral resources of the colony by the aid of diamond drill boring, and for that purpose, a vote of £5,000 was passed, with which were purchased three diamond dulls, an American type being adopted.

Reports of delays and cost blowouts in major study and construction projects are becoming increasingly prevalent in the resources industry. This is mainly being attributed to an escalating cost environment associated with the increased number of projects in the development to construction pipeline and a scarcity of competent skilled resources to deliver these projects. However, not all this effect can be directly attributed to the current environment. Historically the mining industry has not performed well in its ability to deliver projects according to the financial and physical parameters forecast in the feasibility study process. To manage the risks associated with delivery of major projects, resource companies need to ensure they use a standardised approach to management of their project development to satisfy project objectives and enable more efficient use of the increasingly limited available resources. Each discrete step in advancing the project from scoping study to operations needs to be integrated, reducing the amount of rework and duplication. This paper is primarily a consolidation of existing ideas on project management systems but also introduces new concepts to solve current issues. It describes the basic components of a typical mining project, the issues that commonly arise, the key attributes, and critical steps required for an effective integrated project management system covering projects from initial scoping studies through to project commissioning and operation. This paper focuses on technical study components of the mine development project with allowance for transitioning to design and construction and operation phases.

Properties of coal which are significant in relation to preparation for carbonization and conversion are reviewed, and existing coal preparation technology which has been used for production of cleaned coal of suitable ash content and petrographic composition for carbonisation, pyrolysis, hydrogenation and similar processes is described. Possibilities for application of this technology to some Australian coal seams is examined briefly. It is concluded that further survey work is required related to the optimization of selective crushing and concentrating operations, with the aim of maximizing production of quality products for carbonisation, etc mainly from Australian seams with only moderate coking characteristics.

Gold placers can be difficult to locate in areas where tectonic activity and paleogeography have changed significantly since placer formation. Existing placer exploration models are useful in areas that have a relatively simple geological history, identifiable relationships with parent sources, or a history of placer mining. However, exploration becomes increasingly difficult in areas where tectonic activity and sedimentary recycling repeatedly redistribute the gold. Gold placers in the Waitaki River catchment, North Otago, New Zealand have no primary source within the catchment. During the Eocene placer gold was transported by a river ('Buster River') that flowed in a northeast direction from Central Otago toward a coastline at Maerewhenua, North Otago. This river and coastal system was inundated by marine transgression during the middle Tertiary. Since the Miocene its placer deposits have been uplifted and eroded and any links with parent sources have been severed. Changes in paleogeography resulted in local reconcentration and local dilution of placer gold in different areas in the Waitaki catchment. Thin veneers of old Waitaki River gravels (Kurow Gravels), containing gold recycled from the older placers, have been deposited unconformably on strath surfaces cut into Tertiary or older rocks. These gravels along with remnant Eocene fluvial and shallow marine strata provide potential placer exploration targets. Uplift and erosion of non-auriferous rocks in the Waitaki catchment to the west and north of the study area has resulted in considerable dilution of potential placer deposits downstream, especially in areas of gravel aggradation. We present a placer exploration model that is founded on answering fundamental questions pertaining to the paleogeography and geological history of the sediments associated with the placers.

Factors governing the dissolution of nickel and iron in pentlandite and pyrrhotite concentrates from Mt. Windarra were studied for aqueous solutions at normal temperatures and pressures. The effects of dissolved dioxygen, carbon dioxide, hydrogen ions, and chloride ions are described. The direct reaction of aerated water wiili pyrrhotite is much faster than with pentlandite, and reaction rates are proportional to the dissolved dioxygen concentration. In both cases divalent metal sulphates are produced initially. The subsequent oxidation of iron(II) to iron(III) and its oxolation produces acid solutions which rapidly attack both minerals. The presence of carbon dioxide or chloride ion has little effect on these rates.

During the course of the major research in the Metallurgy Department of the University of Melbourne into the creep characteristics of lead and .its dilute alloys, it has been the practice to prepare the majority of test specimens from rolled strip. From time to time during the progress of the work, certain variables involved in. the rolling of the experimental ingots have been investigated. It is proposed to collect together in this paper the results of these experiments. The Fosterville Goldfield has a modest past production (0.3 Moz), but is now emerging as a significant goldfield (2.6 Moz resources, including 1.1 Moz reserves) with implications for exploration within the orogenic gold provinces of the Lachlan Fold Belt in Australia and the Buller Terrane on the West Coast of New Zealand. Fosterville is located 20 km east of the 22 Moz Bendigo Goldfield and is geologically similar to other Victorian goldfields, however the nature of the gold mineralisation differs significantly. Unlike other Victorian goldfields there is no primary free gold at Fosterville. The gold occurs in as sub-SEM resolution particles, in fine grained arsenopyrite and pyrite crystals disseminated through the wall rocks in fault controlled quartz-carbonate vein stockworks. The Fosterville Goldfield comprises several subparallel fault systems striking 340¦ over an exposed strike length of 28 km. The Fosterville Fault system comprises the west dipping (~75¦), reverse Fosterville Fault and several less steeply west dipping splay faults formed in the footwall. The splay faults extend through east dipping beds from the Fosterville Fault across a syncline hinge into stratigraphically controlled positions on the west dipping limb of the syncline. The predominant control on gold mineralisation is the intersection of the bedding on the east dipping limb of the syncline and faulting which, is in turn controlled by the orientation of bedding in the west dipping limb of the syncline. The mineralised shoots are thus subparallel to the plunge of the syncline and show a plunge reversal about a culmination in the footwall syncline. This provides a very powerful exploration tool with bedding û cleavage intersection lineations measured in outcrop and oriented core indicating the plunge of mineralisation. Mineralisation is also, albeit less commonly, controlled by local variations in strike and dip of the host fault and at metre scale by host lithology. As the faults and mineralisation are stratigraphically controlled, detailed stratigraphic interpretations are essential to provide control on structural interpretations for resource modelling. Compared to other Victorian goldfields, the Fosterville Goldfield formed later (385 Ma to 360 Ma cf 440 Ma), at lower temperatures and at shallower depths (fluid inclusion studies of Au associated veins suggest vein formation at ~270¦C (range 140¦C to 385¦C) and at depths of 2.6 - 5.7 km).

The treatment of a hydrobiotite containing 0·64 per cent copper with various soluHons showed that a high percentage (up to 90 per cent) of the copper can be extracted under mild conditions (1 M BCI, 85°C) or withsaline solutions (20 per cent by weight NaCI or NH4F, 400°C). The latter results suggest that the copper is incorporated in the interstratified vermiculite of a vermicuHte-biotite mica and the solutions (NaCl and NH4F) which reacted with the vermiculite without attacking the biotite gave the highest extraction yields.In general, extraction yields with saline solutions increased with the temperature (between 100 and 400°C) and duration (3 or 6 days) of the treatment but were not appreciably affected by the initial pH of solutions.The results of RCI treatment especially may have a bearing on the hydrometallurgical treatment of refractory copper ores where copper is tied to gangue silicates.

It is a great honour to address our Institute as President, but the choice of a suitable subject was not an easy one. In the past when the presidential address was given at an annual conference the subject usually related to the conference or industry concerned; more recently the subjects have been more philosophical and this is a distinct advantage to me.I appreciate that I am addressing an informed audience and I am sure' that you are well advised in many of the points that I hope to leave with you. Unlike the specialist who gets to know more and more about less and less and eventually knows everything about nothing, I am one of the group who gets to know less and less about more and more and eventually knows nothing about everything.I hope you will appreciate this point whilst you are listening to me.In recent years I have been closely associated with the problem that troubles most governments of our time: the competition of many groups of differing backgrounds for the land that is available to the nation.This is of particular interest to the industry with which we are concerned as it is of critical importance to the discovery and development of future reserves of minerals and metals. Part of my daily task is involved with the administration of legislation for mining operations and the conditions under which such operations may be undertaken, in implementing government policies relating to mining, and in designing and administering legislationdirected to safety and health in mines.Most of our members are involved in exploration or in day-to-day problems associated with the production of minerals or the management of companies in these pursuits and would be aware of many of the conflicting viewpoints on priorities.F. F. Espie in his presidential address of 1975 'On being a minority', made the point that our Institute found that the mining industry had a great communication 'Problem with the Australian people.I believe that this is one of our major problems.

THE irregularity of the Mount Morgan ore body presents problems other than those for mining only. For irregularity of outline is coupled with irregularity of grade, and the ore varies so rapidly from profitable to non-profitable, and from highly siliceous to highly pyritic, that the task of estimating quantities and values of ore reserves is manifestly rendered a difficult one, while the actual disposal Of the broken ore demands constant supervision.Four classes of ore are handled. The oxidized ore, cheaply mined and cheaply treated, is obtained by quarrying from the top of the mountain. Below the 315-ft. mine level (measured from the original summit) sulphide ore comes in, and this is divided into siliceous sulphide ore (too siliceous for economic smelting), sulphide ore suitable for smelting, and ore too poor either to be smelted or to be treated by wet process with the siliceous ore. Coking coals are very much in demand on a world wide basis, particularly the higher rank coking coals, which form an important part of many coking blends and which represent the smallest portion of the world'scoking coal reserves. Conventional coke oven plants, using these coals, will predominate at least until the next century.Blending schemes for conventional coking require definition of the basic properties of coals so that the factors influencing the carbonization behaviour may be assessed. Several concepts, which are relatively simple, ate available to help promote a better understanding of the bask factors controlling -coke strength and are also useful in suggesting possible lines to follow in the blending of coals for coking.The interpretation of carbonization behaviour and coke structure in terms of petrographically defined coal rank and type provide a basis for planning and exploitation of coal Teserves. The optimum parameters for coking are suggested as follows.1. Type- Vitrinite content (% m.m.f. by volume) 55 ± 5%2. Rank- Mean maximum reflectance of vitrinite 1.30 ± O.10% Carbon content of vitrinite (% d.m.m.f.) 87·5 ± 1·0%The value of a coal should be assessed in relation to all its possible uses in blends. This is a more realistic and productive approach, as compared with considering coals only in relation to the results of blending with"good" coking coals. Blending schemes have been outlined to assist in the assessment of the blend potential of coals of all ranks and types.Reserves of higher rank coking coals in N.S.W. are very limited and should be conserved by blending with the low rank coking coals, of which there are large reserves.Examination of blending theories in relation to N.S.W. coals suggest that blends in the broad categories of minimal downgrading of the higher rank N.S.W. cok...
