In the early 1970s, Jim Walter Resources, Inc. (JWR) embarked on a coal mine expansion program that was unparalleled in the history of the United States. With a small nucleus of people then operating two rapidly depleting captive mines, action was initiated to develop four of the deepest mines in the United States. Because of the depth of these mines, operational and technical problems were anticipated. However, because of the high quality of the coal (Blue Creek Seam), the financial risks involved were acceptable. The total investment to get the expansion program completed (to get the new mines to full capacity) would represent an investment of over US$ 500 million.By the end of the decade of the 1970s, the Company had grown to 2100 employees who were producing 1640,000 tonne of saleable coal per year, a productivity rate of 3.9 tonne per man-shift. This productivity rate was not sufficient to maintain a profitable, viable organisation. Therefore, if the operations were going to survive, it would be necessary to improve productivity tremendously, a task which would tax the resources and imagination of all employees.

Over 90 per cent of the explosives in Hong Kong are used in civil engineering works. The Hong Kong Government controls all explosives and delivers on a daily basis to each site which it has licensed. Such deliveries need to be arranged the day before actual delivery. With the vagaries of the traffic in Hong Kong, contractors do not necessarily know the time of arrival of explosives. Contractors in general would like to reduce their exposure to these potential delays and the high cost of explosives deliveries. The high population density and urbanisation means that rock blasting has to be carried out in close proximity to other property. In order to protect life, property and utilities, it is not only necessary to employ proper blasting techniques but also to adopt effective safety measures. The Route 3 Advance Earthworks project is located on the north-west corner of Tsing Yi Island, Hong Kong. It is one of the Airport Core Programme projects for the new Chek Lap Kok Airport. Secured by Leighton Contractors (Asia) Ltd in early-1992, the work commenced in May of the same year, with completion and handover to the Hong Kong Government in May 1995.

Gold deposits in the Chirano district in south-west Ghana are hosted in a variety of structural settings along the Chirano shear zone (CSZ), in Paleoproterozoic rocks of the Sefwi-Bibiani belt. Most gold mineralisation occurs in strongly sheared and hydrothermally altered Birimian mafic igneous rocks and tonalite intrusions within the CSZ. A recent program of open pit structural mapping, core logging, and three-dimensional modelling helped to define deposit-scale structural controls on gold mineralisation. These include strain domains, shear zone flexures, shear zone intersections and vein arrays associated with host-rock competency contrasts. Interestingly, the plunge of higher-grade shoots in some deposits appears to be associated with the intersection of the CSZ and broadly folded Tarkwaian sedimentary rocks, which are not significant gold hosts in the Chirano district. This paper presents the results of 3D modelling that were used to define structural controls on mineralisation in several open pits and one underground mine along a 9 km length of the CSZ. LeapfrogÖ software was particularly useful because it highlighted the orientations of structural features that focused hydrothermal fluid flow during alteration and mineralisation. The improved understanding of structural controls provided two main benefits: near-mine exploration drill targets and better definition of structural domains for resource estimation.

The mostly submerged New Zealand sub-continent has a complex geological history and an active oceanographic regime that provides opportunities and challenges for offshore mineral exploration. Known deposits include polymetallic Fe-Mn nodules and crusts, polymetallic massive sulfides, phosphatic nodules, titanomagnetitie ironsands and placer gold deposits. Currently exploration interest is high with some 3.5 per cent of the EEZ under prospecting permit or application.   Article 76 of the UNCLOS convention allows coastal states to have sovereign rights over areas of the seafloor that are natural prolongations of the landmass that constitute submerged parts of the continental margin as extended continental shelf. New Zealand has substantial areas of elevated ridges and plateaux beyond the 200 M EEZ that form extended continental shelf. New Zealand has nearly completed a ten year, $44.4 M programme to define its outer extended continental shelf. New Zealand will lodge its outer limits of the extended continental shelf with the UN-appointed Commission on the Limits of the Continental Shelf in 2006, which if accepted, will enclose ~1.8 million km2 beyond the existing EEZ. Ocean Survey 20/20 is a follow-on marine mapping programme to underpin resource exploration and environmental management of the EEZ and extended continental shelf.

The work reported in this paper extends,-bhsb on the "Heat Hardening of Artificial Magnetite ;Pellets"., which was described at the- International Symposium on Agglomeration ;-sponsored by the American Institute. of Mining, Metallurgical and Petroleum Engineers at Philadelphia; U.S.A. in April, 1961. Whereas- that work was of a.,more basic nature, -serving to illustrate the suitability of artificialòmagnetites with various.admixtures, to the application of heat hardened pellets, on: this occasion the aim-is to illustrate the procedures-which were used-to- establish the dimensions of commercialòrecuperativ strands for Australian raw materials,The nature of the pellet feed, i.e. relatively uniform :spheres of4 3/8 in. - 7/16. in. diameter, makes it possible to use small scale static pots for test work. By the use of a closed system and the measurement of suctions, gas f lows, and temperatures through beds, the speed and heat requirements of the various stages of heat hardening can be measured, so: that for a specified quality of product estimates can be made of the broad design characteristics of a moving grate system. In practice of course it is .usual to correlate the data from this type-of :experimental 'apparatus with . existing production units upon which good operating data, in the statistical sense, are available.

Mining operations in arid regions are compelled to reduce their consumption of fresh water. Closed water circuits are an attractive solution and, in addition to reducing freshwater consumption, have the added benefit of reducing reagent consumption as well as the environmental impact by eliminating effluent discharge. Accumulating ionic species have been shown to hinder collector adsorption which reduces the recovery of valuable minerals. Numerous studies have investigated the effect of degrading water quality on collector adsorption however there is very limited understanding as to how this takes place from an electrochemical perspective. This study therefore aims to investigate how the presence of accumulating ionic species at varying concentrations affects the electrochemical adsorption of sodium ethyl xanthate onto galena. The synthetic plant water used in this study comprised of single salt solutions to isolate the effects of the ionic species of interest. The ionic strengths were varied between 0.0242 M, 0.0727 M, 0.1212 M and 0.2426 M which correspond to University of Cape Town (UCT) Centre for Minerals Research (CMR) synthetic plant waters of 1, 3, 5 and 10SPW, respectively. Mineral rest potentials indicated how changing water quality affected xanthate-mineral interactions. Microflotation observed the impact of changing water quality on mineral floatability.

Copper was first produced in Australia in 1844, at the Kapunda Mine in South Australia, and, by 18i>0, production exceeded 2,000 tons of copper a year. Output increased ,steadily, reaching a peak of 14,00Qo tons a year in 1867 and 1868, when the Burra Burra and Kapunda Mines in South Australia and the Peak Downs Moine at Clermont, Queensland, were at the height of their production. At this period, Australian copper formed a considerable percentage of the world's supply, its output equalling, for a short time, that of the United States. Production declined to between 3,000 and 4,000 tons a year after the closing of' these three mines between 18717 and 1879, and, at this stage, the Australian output came chiefly from the Wallatoo and Moonta mines in South Australia. About 19000, it began to rise again, with the extension of the railway to the copper fields of Chillagoe and Cloncurry, and, between 1905 and 1912, was at its greatest, with a maximum of 47,774 tons of copper in 1912. During this period, Australia contributed 4,7 per cent. of the world's annual production, and ranked among the six major copper-producing countries of the world (Table 1).

The need to solve the problems associated with spontaneous combustion, system of ventil- ation and methane drainage in gassy coal mines has brought about the development of mining and degassing methods which has made possible up to 80% gas recovery in retreating longwalls. Beneficial results also were obtained mostly in the double or multiple-entry systems, but for single-entry systems and for a seam thickness exceeding 3 m, gas recovery rate is still very low. With some single-heading systems, such as those where a return roadway is not maintained in the goaf behind the face line, a new methane drainage technology is practiced. Attempts were made to extract methane from roof holes drilled from offsets in the ribside of the longwall block. The inclinations and lengths of the boreholes were planned and designed on the basis of the geological and mining condit- ions encountered at the time and every second hole was terminated precisely at the point where the previous hole intersected the immed- iate roof goaf area above the face. There are mathematical relations approp- riate to the design of the above drainage systems to give optimum methane recovery under the given conditions. Some examples of drainage have reached 87% recovery and have attained 94% CH4 purity.

The Pasminco mine at Rosebery in north western Tasmania is a medium sized underground base and precious metals mine. In April 1992 a major wedge failure of approximately 5000 t occurred in the backs of a main access drive to the 18 level H Lens orebody. This collapse prevented access to 190 000 t of ore which had been scheduled for production in July - August 1992. At the time of the collapse, the mine was in a transition period between mining small pillar remnants of several other orebodies and developing to the new deeper J Lens orebody.The development at this orebody was behind schedule and it was necessary to find a cost-effective and timely alternative to a 75 m bypass drive around the fall area.A Lysaght- Fletcher multiplate steel arch was available on-site from a deferred surface road project and it was decided to use this arch to regain access through the fall area. Due to the danger of continued minor falls, the entire 18 m long, 3.95 m high x 4.5 m wide tunnel had to be assembled in the 4.7 m wide x 5 m high accesss drive and pushed into the fall area as a single unit.

Recent field experiments in the United Kingdom (Buchanan, 1979) have shown that the in-seam technique is capable of detecting a 1m fault in a 3m seam, at a range of 280m and with a resolution of ¦40m. Comparable tests in Australian collieries are proceeding. Although the practicality of an implementation of the technique on a routine basis remains to be demonstrated, the potential of the technique for the prediction of outbursts clearly warrants detailed examination. This potential will,depend, inter alia, on the level and scale of variations in elastic (and anelastic) properties of bodies of coal undergoing stresses associated with mining. Available data, mainly from studies of the seismic properties of gas saturated reservoir rocks, confirm the intuitive view that stress increases give rise to increases in seismic wave velocity and decreases in wave attenuation, markedly at low stresses (as pore spaces close with little resistance) but less so as stress increases. Such increases are of the same order as aniso- tropic effects, but should provide impedance contrast sufficient for detection by in-seam seismic methods. At higher stresses, cracks form within the rock mass. Results from research on earthquake prediction provide some clues to the behaviour of sedimentary rocks sub- jected to large stresses. A 32-channel PSS seismic monitoring system was commissioned at Mt Charlotte mine in 1994, and at the time it was the first such system in Australian mines. The system continuously observes the occurrence of seismic events and locates them accurately in space and time. Mt Charlotte has a history of seismicity, with the largest event in recent years of Richter magnitude 4.3. The decision to 'go seismic' was made despite some uncertainty regarding its potential usefulness. However after the first year of operation, benefits have been realised in terms of less production downtime, improved mine safety and mine planning, and better understanding of the nature of Mt Charlotte seismicity. The seismic network has performed well, recording 550 events in its first year of operation to a location accuracy averaging ¦ 12 metres. System reliability is excellent, with very little downtime, and acceptable operation and maintenance times and costs. Observations show major distinct changes in the rate of mining induced seismicity over time periods of weeks and months. Events have tended to cluster in specific mine areas and on particular faults and structures. Case examples of pillar preconditioning, breakout around an orepass, and a major stope rockburst, illustrate the role of seismic data and the benefits it brings to safety, productivity and planning.

Production scheduling is often reliant on an estimation of a mineÆs trucking capacity. While this mechanistic approach is relatively simple, it often over-estimates actual throughput resulting in under-utilisation of downstream process and a shortfall in revenue. An alternate approach has been developed that recognises the interdependency between processes in the mine production system including materials loading, haulage and crushing. This approach incorporates a heuristic model based on queuing theory that accounts for the variability in performance of individual processes and that this paper presents the results of a study comparing the conventional approach to mine scheduling with a capacity constrained model at a large open cut mine having a truck and shovel fleet. The capacity constrained model consistently predicted a lower material throughput compared to the conventional approach. Differences in throughput between the two approaches were found to increase with loading time, for example when loading time exceeded 3.9 minutes there was a shortfall of up to 40 per cent in estimated throughput. Longer travel times tended to ameliorate any differences. When applied to a mine schedule that extended over a two and a half year period, the difference was equivalent to a shortfall of nearly eight per cent in total material movement.

Vatukoula is a gold mining township situated at the south-west periphery of a Tertiary caldera which measures 3 miles by 4 miles. Erosion of the caldera resulted in the formation of a topographic depression, called the Tavua basin, covering about 30 square miles. This area, also known as the Tavua Goldfield, has been the site for spasmodic prospecting since the initial discovery of gold in 1932.The mineralization at Vatukoula is typically epithermal with the gold occurring as tellurides, auriferous sulphides, and to a much less extent as native gold. The lodes are confined to three major structures i.e. north-west shears, flatly dipping structures (flat makes), and local shatter orebodies.Within these structures, at least five types of controls are recognized to account for the localization of the oreshoots. The dominant control is structure.The lode structures are related to the overall structural pattern of the Tavua basin. This pattern, which is controlled by the collapse planes of the caldera and a north-west shear system, produced a "shatter block" atVatukoula and elsewhere around the caldera.Structural analysis indicates there are certain areas in the Tavua basin where exploration could be rewarded by the discovery of orebodies with similar controls to those of the productive Vatukoula block.

There are many underground mines with shaft or decline access with limited production capacity or where the mine may become uneconomical as trucking costs escalate with increasing depth of the decline. In such cases a need may exist for a shaft hoisting system which can be constructed more quickly and more economically than a shaft sunk by conventional methods. Relatively cheap small diameter shafts can be constructed by raise boring. This paper describes a simple hoisting system which has been designed to take advantage of the benefits of raise boring. The system uses twin bored raises with a double drum winder hoisting a skip in each hole. The design concept is based on 1. accepting that the raises cannot be truly straight or vertical, 2. using the raise to guide the conveyance, and 3. minimising operating, maintenance, and capital costs. The hoisting system requires a certain degree of accuracy in the alignment of the twin raises. A survey of raise boring practice showed that the required accuracy could probably be achieved with conventional techniques. Queensland Mines Limited operates a small uranium treatment plant at Nabarlek in the Arnhem Land Aboriginal Reserve, some 265 km due east of Darwin. It was the wish of the local Aboriginal people that the ore be treated over an eight year period and that no township be constructed in Arnhem Land. Due to these wish- es it was decided to house employees and their families in Darwin and fly the employees to the minesite for work rosters. A singleman's style camp only was constructed at Nabarlek. To satisfy the Aboriginal people's wishes all recreation time is spent offsite thus lead- ing to a roster system whereby employees spend three distinct periods of 6, 6 and 4 days on- site, broken by recreation periods of 3, 4 and 5 days in Darwin, during each 28 day period. Employees are divided into four opposing rosters, which allows at any given time for approximately half the workforce to be onsite and the other half on rest and recreation leave in Darwin. This method of staffing has generally proved to be most satisfactory although at times problems arise, in terms of both product- ion and social effect not normally encountered when operating within more conventional circum- Stances.

Drainage of gas has been practiced overseas for almost half a century. Peal advances in drainage of gas to combat high emissions became practicable in the late fifties and early sixties when the technology was standardised to use it under a variety of mining and geological conditions. Today methane drainage is practiced in the United Kingdom, Germany, France, Belgium, Poland, Czechoslovakia, Hungary, Ibmania, U.S.S.R., China, Japan, Canada, U.S.A. and Mexico. Australia entered the list of countries using gas drainage on 3rd March, 1980 when the first full scale gas drainage system was set up and commissioned at West Cliff Colliery to drain gas from the Bulli Seam. Methods used in Europe are different from those used in North America, Japan and Australia mainly because of the different mining methods and also because of the limited number of seams under extraction, relatively new coal fields, and comparatively larger distance between the seams. In spite of the difference in the technique, the basic aim is the same and that is to improve ventilation and reduce ventilation costs, alleviate dangerous gas accummulation, overcome outburst hazards and ultimately make mining safer and more efficient. Giving the keynote address in the final session of a conference dealing with closely related topics has a disadvantage in that much of what can be said has been said. It also has an advantage, however, because it presents the speaker with the opportunity to integrate and analyse the material presented by the various speakers. I would like to look to the near future in Aust- ralia and the United States of America, to the risks, problem areas, and changes of a rapidly evolving post-industrial era-an era we are begin- ning to experience where industry no longer `calls the tune'. We miners have been quick to point out and emphasize, that ours is a `high-risk' industry in the world of business and commerce. Yet, clearly those who have survived, and been successful, have learned to anticipate and cope with risk and change. This ability has been a distinguishing feature of the industry's leaders who, in market studies and commodity selection, exploration and development, mine planning, metallurgical pro- cessing, and general administration and operation 1. identify areas of risk or inevitable change, 2. analyse, test and quantify those factors of risk or change, and 3. design methods, systems, equipment to elim- inate, moderate, or control or economically compensate for predicted risks or changes.

The appearance of the Cornish miner in South Australia was, in the simplest terms, the result of resource development economics. In Cornwall in the middle of the 19th century tin and copper mining was declining, while in the new colony of South Australia copper mining was booming. Experienced hard rock miners in Cornwall there- fore escaped unemployment at home by accepting an assisted passage to South Australia. There, in a colony where they were needed, they made their skills available and received good wages. There are many testimonies which support this simple thesis. Take for example the following extracts from contemporary newspapers in Corn- wall: Persons of small capital will find this an excellent opportunity for emigrating to the young and thriving colony ... The miner will find a rich and unbroken field for his operations. The Colony abounds with minerals... (West Briton, 19 July 1844) Miners make a great deal of money here (South Australia). All of them earn ú2 to ú3 per week and in many cases when they have a portion of the mine on tribute one person has cleared ú100 in a couple of months or so. (Cornwall Royal Gazette, 21 July 1848)

One of the significant changes which has occurred in the flotation sector of the minerals industry, over the last two decades, has been the successful development of the very large flotation machine. The last twenty years has seen the volume of the individual cell, available to the industry, increase by a factor of ten. Today, new mills, and existing mill modernization plans, can consider individual cell volumes as large as 85 m3 with the certainty that the metallurgical performance capability of the large machine is inherently as efficient as the smaller machine. The large flotation cell offers benefits to the user such as reduced floor space, lower total power, process control simplification, and reduced maintenance. However, the flotation machine size selection process, based on overall installation economics, must include such factors as process tonnage, flotation kinetics characteristics, and metallurgical performance objectives. This paper discusses the flotation machine size and circuit arrangement selection based on both metallurgical performance and economic considerations. A computer based flotation kinetic analysis technique, which has proven valuable in quantifying the metallurgical response of flotation circuits having different cell sizes and number, is utilized to illustrate the selection of cell size and arrangement best suited to a client's Requirement.

THE object of this paper is to offer some suggestions to assist metallurgists to supervise the operations of flotation plants. We do not yet thoroughly understand what "flotation" is or "why minerals float" and all attempts that have been made to explain the phenomena have been based on theory or imagination, and have not been capable of substantiation by practical demonstration, or even by laboratory tests; but it is wellknown that particular minerals will float in a liquid under certain specified conditions, and that some other minerals will not float under those conditions, and that, if a mixture of the two classes of minerals be subjected to those conditions, there will be separation of the minerals, of which one class will float and the other will remain unfloated as a residue. The duty of the flotation expert is to so control the operations and the conditions of the liquor as to obtain the best commercial result from the ore he is treating. The chief controlling factors in a flotation plant appear to fall under the following eight headings, all of which are important:1. Crushing.2. Rate and regularity of feed.3. Density of pulp.4. Temperature.5. Addition agents.6. Condition of circuit liquor.7. Agitation.8. Aeration.
