The mining industry is a relatively minor user of water, which has historically been largely soured from private schemes. Frequently mines are often located in areas with limited available water resources. Water reform is increasingly affecting access to water for new mining projects and mining companies are being required to consider the value of water and the implications of reliability in their planning. This paper seeks to briefly review the water reform process in Australia and how it is affecting the mining industry with reference to some recent project experience.

Following plant trials in 1972 Mount Lyell installed an AMDEL On Stream Analysis system for measuring copper and density on the flot- ation feed and final plant tailing streams, in August 1973. As a result of poor performance of the final tailing system these probes were changed over to the rougher tailing stream, back to the final tailing stream and finally to the final copper concentrate stream where the system is currently performing satisfact- orily. The history of the development of the system to its current operational status is Described.

Despite improving technology, better training and the use of modern monitoring and communication systems there is a disproportionate rate of diameter occurrences in the mining industry. The use of appropriate plans and a practical approach and managing risk can reduce the number of occurrences and ensure better control of emerging situations when they do Occur.

The Manantial Espejo district (Argentina) hosts a low-sulfidation epithermal Ag (-Au) deposit with a proven and probable reserve of 38 Moz Ag and 0.55 Moz Au. The district lies along the southern rim of the Deseado Massif in the Middle to Late Jurassic Chon Aike Province, a large bimodal igneous province dominated by silicic volcanic rocks that were formed during the initial extension leading to the opening of the South Atlantic Ocean. The district stratigraphy consists of 162 to 161 Ma old rhyodacitic to rhyolitic volcaniclastic rocks of the Chon Aike and La Matilde Formations, followed by 160 to 157 Ma old andesites and dacites of the informally called intermediate formation. The main stage of normal faulting post-dates the volcanic activity and coincides with the formation of the precious metal veins that were dated by 40Ar/39Ar on hydrothermal adularia with ages between 152.8 ¦ 0.8 Ma and 156.6 ¦ 0.8 Ma. Economically important hydrothermal veins show characteristic features of a low-sulfidation epithermal deposit with crustiform and colloform banding, bladed calcite replaced by quartz and abundant adularia. In the Maria Vein, the major orebody of the district, six hydrothermal stages are identified, but only stages one and four contributed metal. Lead isotope ratios in hydrothermal sulfides show a close relationship to ratios in feldspars from the district Chon Aike Formation, suggesting a common source for the Pb and possibly the precious metals in both the magmatic and hydrothermal products, or that the Pb in the hydrothermal veins was derived from the volcanic rocks. The measurement of the fragmentation size distribution of a blast muckpile can be achieved directly by screening the entire muckpile. Screening of muckpiles in a production operation is generally not practical due to the logistics and time involved moving large volumes of rock through a screening plant. An indirect technique to assess blast fragmentation size distributions has been developed. This technique uses photographs of the blast muckpile taken at intervals during the excavation cycle. The images from the photographs are input to desktop computer software via a digitiser tablet. The software compilates the rock fragment sizes and calculates a size distribution. This paper discusses the technique and subsequent data analysis. Examples of the application of this technique for the assessment of comparative blast performance are given.

An improved method of sample recovery for use with rotary percussion drilling has been developed. Cuttings can be recovered continuously from either dry or wet drilling, and the recovery under dry conditions is seldom below 99% of the cuttings brought to the surface by the rig. The system is designed for use with top drive drilling rigs using flush-jointed drill rods. The key feature of the system is a self-aligning mechanical seal around the drill rods. The sealing unit is removably fixed to a collar section of cas ing. the cuttings are recovered in a plastic bag attached to the bottom outlet of a cyclone. A valve at the bottom of the cyclone permits the cuttings representing various depths to I,e recovered separately for examination eind 0(iclysis. The geographical and geological situations of the two mineral sand deposits currently being mined by Western Titanium Limited and the mining methods in use are briefly described. Production scheduling involving the ability to vary the proportions of the major minerals produced, together with maintaining a constant feed grade to the wet concentrator has been assuming greater importance to the company in recent years as the relative value of these minerals, due mainly to technological advances and environmental considerations, is subject to significant and rapid change. Manual calculation, even using a programmable calculator, became a trade-off between man hours and data usage. Schedules were updated infrequently and only a fraction of the avail- able data was used. In July 1975 a Data General NOVA 2/10 minicomputer with a 24K word core and three cassette drives was purchased. A suite of programmes was developed using BASIC to assist in production scheduling and these were opera- tional early in 1976.

The mineralogy of the crocidolite (blue asbestos) veins at Wittenoom Gorge was examined to determine the cause of failure to recover soma of the fibre by the ore-dressing methods currently being practised. As a, result of this yamina.tion, several fo.Ctors pertinent to the problem were found to be a function of the pa.ragenosis of the veins. The occurrenceof magnetite from tho'cap rock within the veins was thought to be preventing fiborisation during troo.tment. Several petrologic features are described and their relation to the ore genesis is discussed, Comparison with the crocidolite deposits of the Union of South Africa is also considered.

Gravity concentration of tin at Renison Limited uses tables and spirals to treat the various coarser fractions produced from sulphide flotation tailing. An acceptable final tailing cannot be made from one pass over the tables and spirals and therefore the tailing from these separators is reground and combined with the sulphide flotation tailing as the feed to the classification section. The gravity section became increasingly overloaded in the years preceding 1976 due to efforts to maximize tin recovery to the gravity concentrate. In April, 1976, two 2DSV Reichert cone concentrators in series were installed to treat the table and spiral tail- ing stream, prior to regrind, to scavenge a small tonnage of hard, coarse low tin grade material for rejection to final tailing. Gravity section loadings were decreased markedly, allowing operator attention to be directed more to table performance than to spillage collection. An increase in mill throughput of approximately 15% was possible following the commissioning of the Reichert cones. The cones are currently operated to make the minimum tonnage of tailing consistent with reasonable- gravity section loadings.

Nchanga Division of ZCCM has installed and operated a trolley assist system on part of their truck fleet for some three years. This paper examines how the system came to be chosen and how the many features of construction and operation were dealt with. The economics and productivity of the system are presented as are the personnel aspects of acceptance and training. Zambia Consolidated Copper Mines is a state controlled copper mining company formed by the amalgamation of the former Nchanga Consolidated Copper Mines and Roan Copper Mines. The company operates seven copper mines the largest producer being the Nchanga division, which is scheduled to produce some forty-two percent of Zambia's copper production. The division operates four open pits and an underground mine which produce annually some 192 000 and 96 000 tonnes respectively of copper contained in ore.

This study begins with the semivario- gram modelling of variables rutile grade and clay content from a beach sand rutile deposit. This is followed by two dimensional block kriging. The deposit was divided into blocks of 30 x 30 x 1.5 m dimensions and the kriged estimate together with the associated kriging variances for each variable within each block were determined. Finally, using the results of the krig- ing program and considering the acceptable limit of clay content together with the cutoff grade for rutile, a method for optimization of mineable thickness and hence the tonnage of ore was applied and the results were dis- Cussed.

This paper deals with the Australian taxation laws, and in particular the income tax laws, as they apply to mineral exploration and development both in Australia and off-shore. The Australian tax laws are imposed principally at a Commonwealth level. The most important Commonwealth taxes are Income Tax, including Capital Gains Tax, Fringe Benefits Tax, Sales Tax, Customs Duty, Excise Duty and Bank Accounts Debits Tax. The States of Australia impose Stamp Duties and Financial Duties, Payroll Tax and Land Tax. The Australian Income Tax Law including Capital Gains Tax, is the most significant tax in the country. The principal features of the income tax law are as follows: tax is imposed on a taxable income being the assessable income less allowable deductions; a full imputation system of company tax applies; a foreign tax credit system applies to both companies and individuals; capital gains are taxed as income and subject to income tax rates but the gain is inflation adjusted. Australia has negotiated tax treaties with most of its trading partners based on the OECD model; and special tax concessions apply to the mining industry.

The originally estimated mine life at Kidston (starting 1984) was 12 years. Through a continuing process of re-evaluation and improvement in the operation and by expanding the geological knowledge in the region, the mine life has been considerably extended. With falling grades and harder ore, the additional reserves have come with increasing risk - not only in an economic sense associated with diminishing profit margins but also operationally, requiring innovative milling technology and geotechnical designs to provide a lower cost environment for continued profitable mine production.

From a detailed combustion testing program and earlier experience with Leigh Creek coal, the Electricity Trust of South Australia (ETSA) gained a wide insight into the use of low rank coal fired boiler plant. This work is fundamental for the selection of boiler design parameters and other details which in turn determine the correct coal deposit selection for future power station development. In addition it gives boiler designers a good indication of the measures required to give reliable plant operation. Extrapolation from experience with existing plant, the designers main source of information, was not considered appropriate because of the lack of experience with similar coals. Brown coal beneficiation is also being assessed by ETSA in an attempt to improve the coal quality by the pretreatment of the raw coal prior to combustion in future coal.fired boilers. ETSA is also involved in the development of circulating fluid bed and gasification processes to determine whether these alternative processes are a more viable method of utilising the South Australian coals than pulverised fuel firing.

A review of publicly available coronial inquiries into fatalities that have occurred within the resources sector since the year 2000 reveals that a loss of corporate memory has been a contributing factor in 40 per cent of these accidents (National Coroners Information Service, 2010, Appendix B). With the highest levels of employee turnover within the Australian economy, increasingly complex operations and an ageing workforce, the management of corporate memory within the Australian resources industry poses a significant and often unrecognised safety risk.    The North Parks airblast of 1999 is used as a case study to highlight how corporate memory loss poses a significant hazard to resources projects and how such incidents will continue to occur if corporate memory is not effectively managed. Best practice from other industries is discussed to demonstrate how knowledge management systems can effectively work. This paper discusses how systems can be put in place within the geographically diverse resources sector, and how at the heart of any knowledge management system a culture of knowledge management needs to exist within an organisation.   The paper then discusses the importance of retaining key personnel and utilises findings from primary survey data collated in 2009 to show the size of the retention problem within the industry. From the data possible solutions to retaining key staff are proposed.   Finally the large and increasing role of contractors and consultants within the industry is discussed and methods of managing their knowledge are proposed.

AND INTRODUCTION The Lochiel coal deposit, a large Tertiary soft brown coal deposit in the mid north of South Australia, is currently being investigated by the Electricity Trust of South Australia (ETSA) as a potential source of fuel for a base load power station. Feasibility studies indicated that the proposed dragline method of overburden removal was viable but economically sensitive to both highwail and dump batter angles. The unusual properties of the unconsolidated overburden sediments and the groundwater regime posed a number of intimately related hydrogeological and geotechnical questions which were addressed before and during the excavation of a trial pit. All strata at Lochiel are of soil strength, and artesian aquifers occur above and below the coal. From the initial evaluation of the deposit a number of hydrogeological questions were defined. These related to the rate at which the pore pressure in the silts is reduced by dewatering, the extent of the reduction in pore pressure due to prestripping, and the feasibility of dewatering and depressurising carbonaceous silty sand sequences. The site of the trial pit was selected to answer these and other questions from the basis of a detailed geological, hydrogeological and geotechnical understanding. The trial pit dewatering system simulated a full scale mine dewatering system and included ten pumped wells, twenty drainage wells, and nearly 400 monitoring instruments. It operated from September 1986 to June 1987. The excavation was carried out between February and May 1987.

Accurate computer prediction of the muck pile produced by a conventional blast requires modeling of the physics that occurs during the rock motion phase of a blast. The ability to predict the motion and the subsequent muck pile can have a significant economic impact on the mining industry. Some of the computer programs previously used to predict rock motion employed polygonal elements with comers and sides to model the rock (Cundall, 1971; Walton, 1982; Taylor, 1983). This approach allows the elements to bulk because of the corners and the aspect ratio. However, tracking the many interactions of the comers and sides of the elements is a computationally intensive process. Several other rock motion computer programs were developed that employed spherical elements, (Schamaun, 1984; Gorham-Bergeron et al, 1987) but they lacked correct bulking mechanisms or could not be vectorized for efficient execution on vector processing machines. A new spherical element code called DMC (Distinct Motion Code) (Taylor and Preece, 1989a, 1989b) has been developed this past year. DMC was designed and written to take advantage of super-computer vector processing capabilities. The efficiency has also been increased through the use of spherical elements, explicit time integration and a new contact search algorithm. When spherical elements were chosen for efficiency, some physically correct mechanisms for capturing the bulking behavior of the rock mass also had to he developed. This paper will treat several mechanisms that were developed to allow spherical elements to exhibit correct hulking behavior.

Future depth and production limitations of an ore hoisting system are fixed by its initial design criteria. There is little scope to extend these limitations once installation is completed. Depth and production rate upgrades from the initial duty to the hoistÆs practical limitations require capital expenditure in stages, each of which can be defined when assessing the initial system design criteria. A means of presenting and assessing the design criteria, the limiting factors in each option and the relative present and future capital costs is necessary to arrive at a solution that delivers the best value to the mine. Application of this technique to recent friction winder installations and upgrades in the Australian mining industry is of particular interest; however, the analysis methods are also applicable to drum hoists. It is usual to specify a minimum hoisting capacity and depth, based on mine ore handling design and production needs. The final hoist depth and production rate are usually a result of the initial hoist design and hence it is useful from the outset to specify a required production versus depth envelope for the mine. Technical solutions can then be modelled within this envelope at their initial and final duties and a comparative analysis made against the cost of installing and progressively upgrading each solution. Understanding the factors that constrain each solution to a maximum production rate at a given depth is important, as the costs of overcoming limiting parameters such as rope tread pressure and motor power can be significant. The task of understanding and evaluating the options open to the hoisting system designer is simplified using this approach. Communicating the results of a multi-dimensional problem such as hoist specification is also made easier using the graphical methods inherent in the analysis.

In coal mining each of the unit operations are interrelated with each preceding operation having an effect on subsequent operations. This presents difficulties for determining when the lowest overall costs for a particular mining system are achieved. Drilling and blasting is the first mining operation for production and is known to have an effect on the subsequent loading, hauling and crushing operations. Computer blasting models developed over the past 15 years can be used to describe the drilling and blasting operation. This paper describes the ICI Blasting Model "SABREX" in detail. Methods of using the model are discussed. This involves field measurements of geological structure, shallow refraction seismic surveys, laboratory measurements of rock properties and high speed photography of blasts. The predictions are compared with actual blast results for fragmentation sizing and muckpile profiles. Outputs from the model are described and these can be used for input to models of subsequent operations.
